This paper examines the influence of a series of demographic and socioeconomic factors on preparedness outcomes for a sample of residents of the Rio Grande Valley in the southernmost part of Texas, United States. Data were collected as part of the regional Pulse of the Valley Study, a general social survey of south Texas residents conducted by the Center for Survey Research at the University of Texas‐Rio Grande Valley. The purpose of this investigation is to understand better the effects of ethnicity and income on preparedness within a region of the US that suffers from widespread poverty and limited infrastructure and is prone to flooding and hurricanes. Taken together, the results suggest that while age, disaster experience, and income are associated with preparedness, the relationship between preparedness and ethnicity remains complex. Furthermore, policymakers should consider initiatives that address the socioeconomic and other issues that shape preparedness for a disaster.  相似文献

This paper reports on an examination of data on how local residents in Tuscaloosa, a mid‐sized city in the state of Alabama, United States, responded to Hurricane Ivan of September 2004. The evaluation revealed that an integrated connection to community‐level communication resources—comprising local media, community organisations and interpersonal networks—has a direct impact on the likelihood of engaging in pre‐hurricane preparedness activities and an indirect effect on during‐hurricane preparedness activities. Neighbourhood belonging mediated the relation between an integrated connection to community‐level communication resources and during‐hurricane preparedness activities. Neighbourhood belonging was determined to increase the likelihood of taking preparedness actions during Hurricane Ivan, but not prior to it. In addition, we discovered an interesting pattern for two different types of risk perceptions: social and personal risk perceptions. Social risk perceptions increase the likelihood of taking preventative steps before a hurricane while personal risk perceptions are positively related to engaging in preventative action during a hurricane.  相似文献

The development-disaster risk management agenda has been shaped over the last 25 years by development policies and practices that have isolated lesser developed countries' development agenda from dealing with risk to natural hazards, by intentional actions to create a theory and practice of disaster risk management alongside other cross-cutting issues, by attempting to nurture emergency management in the context of disaster risk management and by fostering competition for resources. Sovereign states, multilateral development banks and the international development community should collaborate in shifting paradigms to: consider all development actions as initiatives to reduce risk; separate emergency management policy and practice from disaster risk management; fold disaster risk management and climate change adaptation into development planning and lending processes so as to address risk to natural hazards; promote hazard, vulnerability and risk information as a public good; and insist on accountability and responsibility to natural hazard risk all along the development continuum.  相似文献

This paper examines smallholder farmers' perceptions of the implementation of climate change disaster preparedness strategies in Mpigi district in Central Uganda. Furthermore, existing community early actions against climate change disasters were investigated. Data were collected through semi-structured interviews and focus group discussions at the community level. Using the Statistical Package for Social Sciences version 16, data obtained through semi-structured interviews were subjected to quantitative analysis to generate percentages for several variables and cross-tabulation analyses between selected variables. Farmers perceived prolonged droughts, increased pests and diseases outbreaks in crops and livestock as a consequence of climate change as the major climate change disasters. They considered the implementation of climate change disaster preparedness at community and village level as inadequate. This triggered implementation of various early actions by farmers as responses to climate change disasters. These actions constitute an informal community-based early warning system against climate change disasters.  相似文献

Worldwide, recognition of the growing risk faced by communities in many countries from natural hazard events has stimulated interest in promoting people's capacity to co-exist with often beneficial, but occasionally hazardous, natural processes by encouraging the adoption of preparedness measures. Starting from recognition that levels of hazard preparedness are generally low, this paper examines how people's decisions about hazard mitigation derive from how they interpret the hazards, their relationship with the hazards and the sources of information about hazards. It describes how interpretive processes at the person (outcome expectancy), community (community participation and collective efficacy) and societal (empowerment and trust) level interact to predict levels of hazard preparedness. The data support the argument that the effectiveness of public hazard education strategies community preparedness can be increased by integrating risk management activities with community development strategies. The cross-cultural validity of the model is discussed using data from communities in New Zealand, Indonesia and Japan. Testing the model across countries and hazards (e.g. earthquakes, volcanic hazards) supports its all-hazards and cross-cultural applicability. The theoretical (e.g. identifying the degree to which the processes that underpin how people respond to hazard threats are culturally equivalent) and practical (e.g. providing a common basis for collaborative learning and research between countries and providing risk management agencies in different cultures with access to a wider range of risk management options) implications of the cross-cultural equivalence of the model are discussed.  相似文献

Especially since the terrorist attacks of 11 September 2001, governments worldwide have invested considerable resources in the writing of terrorism emergency response plans. Particularly in the United States, the federal government has created new homeland security organisations and urged state and local governments to draw up plans. This emphasis on the written plan tends to draw attention away from the process of planning itself and the original objective of achieving community emergency preparedness. This paper reviews the concepts of community preparedness and emergency planning, and their relationships with training, exercises and the written plan. A series of 10 planning process guidelines are presented that draw upon the preparedness literature for natural and technological disasters, and can be applied to any environmental threat.  相似文献

Increasingly, citizens are being asked to take a more active role in disaster risk reduction (DRR), as decentralization of hazard governance has shifted greater responsibility for hazard preparedness actions onto individuals. Simultaneously, the taxonomy of hazards considered for DRR has expanded to include medical and social crises alongside natural hazards. Risk perception research emerged to support decision-makers with understanding how people characterize and evaluate different hazards to anticipate behavioral response and guide risk communication. Since its inception, the risk perception concept has been incorporated into many behavioral theories, which have been applied to examine preparedness for numerous hazard types. Behavioral theories have had moderate success in predicting or explaining preparedness behaviors; however, they are typically applied to a single hazard type and there is a gap in understanding which theories (if any) are suited for examining multiple hazard types simultaneously. This paper first reviews meta-analyses of behavioral theories to better understand performance. Universal lessons learnt are summarized for survey design. Second, theoretically based preparedness studies for floods, earthquakes, epidemics, and terrorism are reviewed to assess the conceptual requirements for a ‘multi-hazard’ preparedness approach. The development of an online preparedness self-assessment and learning platform is discussed.  相似文献

Taiwan and New Zealand are both located in the Pacific Rim where 81 per cent of the world's largest earthquakes occur. Effective programmes for increasing people's preparedness for these hazards are essential. This paper tests the applicability of the community engagement theory of hazard preparedness in two distinct cultural contexts. Structural equation modelling analysis provides support for this theory. The paper suggests that the close fit between theory and data that is achieved by excluding trust supports the theoretical prediction that familiarity with a hazard negates the need to trust external sources. The results demonstrate that the hazard preparedness theory is applicable to communities that have previously experienced earthquakes and are therefore familiar with the associated hazards and the need for earthquake preparedness. The paper also argues that cross‐cultural comparisons provide opportunities for collaborative research and learning as well as access to a wider range of potential earthquake risk management strategies.  相似文献

The influence of human–animal relationships upon owners' perceptions and behaviours can lead to situations that place owners and animals at risk of harm. Pet ownership particularly is considered a risk factor for unsafe responses to natural hazards, though conversely, it can also be viewed as a protective factor that motivates disaster preparedness. However, each relationship should not be treated equivalently, as characteristics considered most meaningful within them differ across various types of pet–owner relationship and along multiple dimensions. A one-size-fits-all approach to applying the pets-as-protective-factor principle is then too broad in scope. This review outlines a novel psychographic profiling approach for archetypes of pet–owner relationship characteristics as a means of describing risk-preparedness foci and risk propensities within disaster contexts. Understanding those differences as detailed archetypes can help emergency services more effectively target pet owners through reframing disaster risk and preparedness communications in relation to prominent characteristics of relationship archetypes. We argue that this approach can improve the effectiveness of risk and preparedness communications by increasing pet owners' receptivity to, and cognitive involvement with, message content.  相似文献

Hurricanes, typhoons, tsunamis and other storms force thousands to flee coastal regions every year. In many cases, resort areas have been severely damaged and tourists placed in jeopardy. This article examines ways tourist businesses can and already have protected holiday-makers from coastal storm hazards through emergency evacuation and other measures. Using data from a sample of large and small hotels in New Orleans, Louisiana, we find considerable variation in protective behaviour. To explain this variation, we look at how perceptions and preparedness differ by both managerial and organisational characteristics. We then suggest a variety of measures that can be taken by hotels in coastal resort areas to reduce risk.  相似文献

The purpose of this paper is to examine the impact of information technology (IT) on emergency preparedness and planning by analysing a survey of US state government departments of emergency management. The research results show that there has been a significant impact of IT on emergency planning. IT has proven to be effective for all phases of emergency management, but especially for the response phase. There are numerous technologies used in emergency management, ranging from the internet, Geographic Information Systems and wireless technologies to more advanced hazard analysis models. All were generally viewed as being effective. Lack of financial resources and support from elected officials is a perennial problem in public administration, and was found to be prevalent in this study of IT and emergency management. There was evidence that state governments rating high on a performance index were more likely to use IT for emergency management.  相似文献

This paper examines the extent to which economic development decreases a country's risk of experiencing climate‐related disasters as well as the societal impacts of those events. The paper proceeds from the underlying assumption that disasters are not inherently natural, but arise from the intersection of naturally‐occurring hazards within fragile environments. It uses data from the International Disaster Database (EM‐DAT), 1 representing country‐year‐level observations over the period 1980–2007. The study finds that low‐income countries are significantly more at risk of climate‐related disasters, even after controlling for exposure to climate hazards and other factors that may confound disaster reporting. Following the occurrence of a disaster, higher income generally diminishes a country's social vulnerability to such happenings, resulting in lower levels of mortality and morbidity. This implies that continued economic development may be a powerful tool for lessening social vulnerability to climate change.  相似文献

Despite the fact that one of the main reasons for business discontinuity after the shock of a natural disaster is lifeline outages, individual preparedness and recovery efforts have been given priority. This paper focuses on the significance of lifeline services for business continuity in order to highlight the necessity for collective action to achieve community recovery. Post-disaster research was conducted on a sample of business survivors in the town of Adapazari, which was severely affected by an earthquake in 1999. The study looked into the dependence of businesses on various infrastructure systems and the effects on those businesses of lifeline outages. The findings of the study address the need for community-level actions that are beyond the capability of any individual firm and which will ensure the continuity of business.  相似文献

This study explores the preparedness of residents livingin a rural community in Victoria, Australia, for wildfires, and the factors influencing their preparedness. Overall, participants were well aware of wildfire risks and appeared well prepared for the event of a fire. However, residents involved in agriculture and with a long-standing association with the area appeared better prepared than were those on small properties and newcomers. Their social networks, previous experiences with wildfires and grassfires, and involvement with the local fire brigade influenced preparedness of long-term residents. Characteristics of agricultural communities, including a culture of self-reliance, experience with fires as part of farming, and social cohesion, appeared to contribute to wildfire preparedness within this community. Included are recommendations encouraging preparedness for wildfires.  相似文献

Households in hurricane-prone regions respond to hurricane threat in numerous ways. Perceptions about their risk and other factors are thought to influence individuals’ decisions to take protective actions for hurricanes. This research investigates the perceptions, behavioral intentions, and actual protective actions of a sample of residents in Miami-Dade County, Florida. We use unique data collected via a telephone survey to investigate a set of factors including risk perception, perceived local government readiness for a hurricane, past hurricane experience, hazard information exposure, and demographics, which have been posited to influence perceived hurricane preparedness, intent to evacuate under hurricane threat, and actual hurricane preparedness. The analytic results show that risk perception was positively associated with perceived preparedness, intent to evacuate, and one of the actual preparedness measures. Perceived local government readiness for a hurricane also was positively related to perceived preparedness and an actual protective measure. The results for other factors, including socio-demographics, varied by dependent variable. Following a report of the results, we discuss the research and policy implications of our findings.  相似文献

Community coordination requires communication and planning of precautions to take when faced with a severe threat of disaster. The unique case of the four Florida hurricanes of 2004--Charley, Frances, Ivan, and Jeanne--is used here to assess community responses to repeated threats of hurricanes. The paper examines how effectiveness in coordinating community disaster response efforts affects future public preparedness. The findings suggest that pre-season planning, open communication between emergency managers and elected officials, and the use of technology all had a significant impact on community responses. The repeated threat scenario indicates that emergency managers must work vigilantly to keep residents informed of the seriousness of a situation. The study describes how emergency managers in Florida countered public complacency during four hurricanes in six weeks. The strategies identified as useful by public managers in the context of hurricanes are applicable to other natural and man-made disasters.  相似文献

The San Francisco, California, bay area is subject to continuous seismic risk. One particular response has been the development of community-based training programmes designed to teach residents basic emergency response skills. Citizens are taught emergency medical techniques, search and rescue, fire suppression and other fundamental response skills. Current estimates in the Bay Area place the number of programmes at more than 100. Many programmes now include an annual community drill to reinforce the training and to evaluate the programme. The study described here is based on an evaluation of an effort initiated by BayNET (Bay Area Neighborhood Emergency Training), a voluntary association of communities with community-based disaster preparedness programmes. In April 1996, BayNET asked all of its members to hold a community earthquake drill. After the drill, a mail survey was conducted of all programme managers. The survey examined the structure and administration of the programmes, training efforts and other related components. This paper describes the typology of drill formats that communities used, the role of the simulation in the city's preparedness efforts, the qualitative costs and benefits, as well as an assessment of the drill based on survey respondents.  相似文献

This study evaluates the effectiveness of the Municipal Emergency Consultation project in eight Israeli local authorities. The initiative centres on the appointment of independent emergency preparedness consultants entrusted with tailoring an emergency preparedness package to suit the specific needs of each locality. Regarding emergency preparedness improvements, in all of the municipalities examined, a concept of municipal emergency operation was consolidated and the derived emergency plan tested. Emergency work processes were structured and service‐level agreements reached between municipality departments. Where necessary, a‐linear patterns of municipal functioning in an emergency were established. Concerning a ‘spillover’ of emergency preparedness improvements into routine operations, and a ‘spillover’ of routine management improvements into local emergency preparedness, two municipalities near Gaza, which typically function in an emergency routine, saw a significant ‘spillover’ of emergency preparedness into routine functioning. In other localities, local managers chose to improve a number of municipal structures and procedures in times of routine functioning, which are also related to the functioning of the municipality during an emergency.  相似文献

Hazard vulnerability analysis (HVA) is used to risk‐stratify potential threats, measure the probability of those threats, and guide disaster preparedness. The primary objective of this project was to analyse the level of disaster preparedness in public hospitals in the Emirate of Abu Dhabi, utilising the HVA tool in collaboration with the Disaster Medicine Section at Harvard Medical School. The secondary objective was to review each facility's disaster plan and make recommendations based on the HVA findings. Based on the review, this article makes eight observations, including on the need for more accurate data; better hazard assessment capabilities; enhanced decontamination capacities; and the development of hospital‐specific emergency management programmes, a hospital incident command system, and a centralised, dedicated regional disaster coordination centre. With this project, HVAs were conducted successfully for the first time in health care facilities in Abu Dhabi. This study thus serves as another successful example of multidisciplinary emergency preparedness processes.  相似文献
