In this article we critically examine the ‘integration imperative’ in transdisciplinary environmental science and build on social constructivist and political theories to suggest alternative approaches of knowledge co-production in transdisciplinary settings. Our argument builds upon a body of literature in social studies of science to cull insights about knowledge co-production, social learning, and the ecology of team science, particularly as it relates to climate change adaptation. Couched in this transdisciplinary literature, we demonstrate, is the assumption that integration necessarily can and should be a regulative ideal. We critique this assumption by examining the ‘messy’ politics of achieving consensus among radically different, and sometimes irreconcilable, ways of knowing. We argue that the integration imperative conceals the friction, antagonism, and power inherent in knowledge co-production, which in turn can exclude innovative and experimental ways of understanding and adapting to climate change. By way of conclusion, the final section explores three alternative models of knowledge co-production – triangulation, the multiple evidence-based approach, and scenario building – and illustrates their application in the context of transdisciplinary research in climate change adaptation in the arctic, focusing on alternative means of cross-boundary engagement with indigenous ways of knowing.  相似文献

Coastal flooding affects physical and social place attachments. Values-based approaches to climate change adaptation examine how risks to place attachments are distributed within and among communities, with a view to informing equitable adaptation policies. In this nascent body of research, divergent theoretical frameworks and empirical approaches to measuring social values are evolving. While some studies explore the things people value about their everyday lives generally—the lived values approach, others locate specific social and cultural values in geographic space—the landscape values mapping approach. This study aims to compare the explanatory value of these two approaches for understanding the social risks of sea-level rise, and appraise whether either or both approaches are likely to meet local adaptation planning needs. It does this by examining the potential social impacts of sea-level rise in Kingston Beach, Australia, informed by a mail-out survey of the community. The lived values approach identified that the natural environment, scenery, relaxed lifestyle and safety are highly important to local residents, while the landscape values mapping approach revealed that Kingston Main Beach is the most highly valued of eight coastal landscape units. Incorporating the landscape values mapping into the lived values cluster analysis revealed that while Kingston Main Beach is highly important for its recreational value to some members of the community, for others manmade features such as community halls or sports ovals may be of higher importance because they facilitate social interactions. There is potential to further integrate these two approaches to better inform adaptation policy about how lived and landscape values are distributed among communities, where they are located in space and whether they change over time. A deeper understanding of such assigned values can lead to improved engagement with coastal residents to inform adaptation policy now and into the future.  相似文献

Anthropogenic climate change is progressively transforming the environment despite political and technological attempts to reduce greenhouse gas emissions to tackle global warming. Here we propose that greater insight and understanding of the health-related impacts of climate change can be gained by integrating the positivist approaches used in public health and epidemiology, with holistic social science perspectives on health in which the concept of ‘wellbeing’ is more explicitly recognised. Such an approach enables us to acknowledge and explore a wide range of more subtle, yet important health-related outcomes of climate change. At the same time, incorporating notions of wellbeing enables recognition of both the health co-benefits and dis-benefits of climate change adaptation and mitigation strategies across different population groups and geographical contexts. The paper recommends that future adaptation and mitigation policies seek to ensure that benefits are available for all since current evidence suggests that they are spatially and socially differentiated, and their accessibility is dependent on a range of contextually specific socio-cultural factors.  相似文献

Over the last 20 years, climate change has become an increasing concern for scientists, public opinions and policy makers. Due to the pervasive nature of its impacts for many important aspects of human life, climate change is likely to influence and be influenced by the most diverse policy or management choices. This is particularly true for those interventions affecting agriculture and forestry: they are strongly dependent on climate phenomena, but also contribute to climate evolution being sources of and sinks for greenhouse gases (GHG). This paper offers a survey of the existing literature assessing cost-effectiveness and efficiency of greenhouse gas mitigation strategies or the effects of broader economic reforms in the agricultural and forestry sectors. The focus is mainly on European countries. Different methodological approaches, research questions addressed and results are examined. The main findings are that agriculture can potentially provide emissions reduction at a competitive cost, mainly with methane abatement, while carbon sequestration seems more cost-effective with appropriate forest management measures. Afforestation, cropland management and bioenergy are less economically viable measures due to competition with other land use. Mitigation policies should be carefully designed either to balance costs with expected benefits in terms of social welfare. Regional variability is one of the main drawbacks to fully assess the cost-effectiveness of different measures. Integration of models to take into account both social welfare and spatial heterogeneity seems to be the frontier of the next model generation.  相似文献

Climate change adaptation and mitigation decisions made by governments are usually taken in different policy domains. At the individual level however, adaptation and mitigation activities are undertaken together as part of the management of risk and resources. We propose that a useful starting point to develop a national climate policy is to understand what societal response might mean in practice. First we frame the set of responses at the national policy level as a trade off between investment in the development and diffusion of new technology, and investment in encouraging and enabling society to change its behaviour and or adopt the new technology. We argue that these are the pertinent trade-offs, rather than those usually posited between climate change mitigation and adaptation. The preference for a policy response that focuses more on technological innovation rather than one that focuses on changing social behaviour will be influenced by the capacity of different societies to change their greenhouse gas emissions; by perceived vulnerability to climate impacts; and by capacity to modify social behaviour and physical environment. Starting with this complete vision of response options should enable policy makers to re-evaluate the risk environment and the set of response options available to them. From here, policy makers should consider who is responsible for making climate response decisions and when actions should be taken. Institutional arrangements dictate social and political acceptability of different policies, they structure worldviews, and they determine the provision of resources for investment in technological innovation and social change. The importance of focussing on the timing of the response is emphasised to maximise the potential for adjustments through social learning and institutional change at different policy scales. We argue that the ability to respond to climate change is both enabled and constrained by social and technological conditions. The ability of society to respond to climate change and the need for technological change for both decarbonisation and for dealing with surprise in general, are central to concepts of sustainable development.  相似文献

A flexible procedure for the development of a multi-criteria composite index to measure relative vulnerability under future climate change scenarios is presented. The composite index is developed using the Weighted Ordered Weighted Average (WOWA) aggregation technique which enables the selection of different levels of trade-off, which controls the degree to which indicators are able to average out others. We explore this approach in an illustrative case study of the United States (US), using future projections of widely available indicators quantifying flood vulnerability under two scenarios of climate change. The results are mapped for two future time intervals for each climate scenario, highlighting areas that may exhibit higher future vulnerability to flooding events. Based on a Monte Carlo robustness analysis, we find that the WOWA aggregation technique can provide a more flexible and potentially robust option for the construction of vulnerability indices than traditionally used approaches such as Weighted Linear Combinations (WLC). This information was used to develop a proof-of-concept vulnerability assessment to climate change impacts for the US Army Corps of Engineers. Lessons learned in this study informed the climate change screening analysis currently under way.  相似文献

Scientific evidence accumulating over the past decade documents that climate change impacts are already being experienced in the US Northeast. Policy-makers and resource managers must now prepare for the impacts from climate change and support implementing such plans on the ground. In this paper we argue that climate change challenges the region to maintain its economic viability, but also holds some opportunities that may enhance economic development, human well-being, and social justice. To face these challenges and seize these opportunities effectively we must better understand adaptation capacities, opportunities and constraints, the social processes of adaptation, approaches for engaging critical players and the broader public in informed debate, decision-making, and conscious interventions in the adaptation process. This paper offers a preliminary qualitative assessment, in which we emphasize the need for (1) assessing the feasibility and side effects of technological adaptation options, (2) increasing available resources and improving equitable access to them, (3) increasing institutional flexibility, fit, cooperation and decision-making authority, (4) using and enhancing human and social capital, (5) improving access to insurance and other risk-spreading mechanisms, and (6) linking scientific information more effectively to decision-makers while engaging the public. Throughout, we explore these issues through illustrative sectoral examples. We conclude with a number of principles that may guide the preparation of future adaptation plans for the Northeast.  相似文献

Urban planning has the potential to be a powerful tool for facilitating efficient and equitable adaptation to climate change-related coastal hazards (‘coastal climate hazards’). However, if urban planning measures are poorly designed or implemented, it can increase costs and vulnerability, and unfairly affect the interests of particular groups. Through a case study on the coastal climate hazard planning framework in Victoria, Australia, this paper aims to illustrate how urban planning measures can lead to maladaptation and draw lessons for the future design and implementation of planning responses. Five main policy lessons are drawn from the case study. First, planning frameworks should encourage the adoption of robust approaches that are as insensitive to the uncertainties associated with coastal climate hazards as possible. Secondly, policy makers need to be mindful of the opportunity costs and equity implications of planning responses. Thirdly, to be sustainable, planning responses must be robust to social and political factors, something that can be achieved through the use of flexible approaches that allow continued use and development of land but on conditions that protect the interests of governments and communities. Fourthly, policy makers need to be mindful of transaction costs. Finally, when devolving planning responsibilities to lower levels of government, policy makers need to ensure that the objectives of planning frameworks are clear, there is minimal ambiguity in decision guidelines, and that the resourcing and capacity constraints of planning bodies are appropriately considered.  相似文献

The conceptual scheme of integrated assessment of vulnerability to climate change in Siberian forests is elaborated and applied to the extensive area in Siberia covered by Larch forests. Forest stakeholders on the provincial level are identified to be the most relevant for an integrated impact assessment. Organisation of the assessment study as a combination of 'top-down' and 'bottom-up' approaches is suggested. Major biophysical vulnerability indexes and regional syndromes are identified as the growing stock and current increment averaged by administrative unit. Models and data suitability and quality for an analysis of biophysical vulnerability in conditions of climate change are studied for Siberian forests and future development trends are identified. An application of the elaborated conceptual scheme, which employs two models of different type and forest inventory data, is presented for the Larch area.  相似文献

Climate change poses a serious threat to sea turtles (Cheloniidae) as their terrestrial reproductive phase is only successful within a limited range of environmental and physical conditions. These conditions are likely to become less optimal as climate change progresses. To date, management and conservation of sea turtles has focused almost entirely on non-climatic stressors, due at least in part to practitioners not knowing what strategies to take and the feasibility and risks of potential strategies. To aid the management of sea turtles in a changing environment, we identified management strategies via a focus workshop and surveys to mitigate the impacts of climate change to the terrestrial reproductive phase of sea turtles. The effectiveness, ecological risks and potential social and logistical constraints associated with implementing each of the identified management strategies is discussed. Twenty management strategies were identified; strategies varied from habitat protection to more active and direct manipulation of nests and the nesting environment. Based on our results, we suggest a three-pronged approach to sea turtle conservation in light of climate change, where managers and researchers should: 1) enhance sea turtle resilience to climate change by mitigating other threats; 2) prioritise implementing the ‘no regret’ and ‘reversible’ management strategies identified here; and 3) fill the knowledge gaps identified to aid the trial and implementation of the potential strategies identified here. By combining these three approaches our collective toolkit of sea turtle management strategies will expand, giving us an array of viable approaches to implement as climate change impacts become more extreme.  相似文献

Carbon emissions from tropical deforestation account for about 25% of all anthropogenic carbon dioxide emissions but cannot be credited under current climate change agreements. In the discussions around the architecture of the post-2012 climate regime, the possibility of including credits for reduced emissions from deforestation arises. The paper reviews two approaches for this, compensated reductions (CR) as proposed by Santilli et al. and the Joint Research Centre proposal that combine voluntary commitments by non-Annex I countries to reduce emissions from deforestation with carbon market financing. Both approaches have the clear advantages of simplicity and the possibility of fitting to an evolving greenhouse gas emission reduction regime. The authors consider the strengths and limitations of each proposal and build upon them to address several implementation challenges and options for improvement. Given the urgency of avoiding dangerous climate change, the timely development of technically sound, politically acceptable, cost-effective and practicable measures to reduce emissions from deforestation and forest degradation is essential. These two approaches take us a step closer to this goal, but they need to be refined rapidly to enable this goal to be realised.  相似文献

The co-benefits concept implies a ‘win–win’ strategy to address two or more goals with a single policy measure. There is much scholarly and policy attention paid to this concept as a way to avoid making trade-offs between developmental and environmental issues. However, there is no review paper that reviews the nature, evolution, strengths and limits of the co-benefits concept in relation to climate change. Hence, this review article addresses the question: What does the literature tell us about the definition, application and use of the co-benefits concept? Using a literature review approach, this article explains the evolution of the co-benefits concept and its strengths and weaknesses. We conclude that while the concept has tremendous advocacy potential in dealing with the problem that the costs and benefits of climate policy are temporally and spatially not aligned, its de facto potential is limited as mostly economists have engaged with this concept, and there is little trans-disciplinary work undertaken that also looks at the politics and institutional aspects of co-benefits. The article thus provides an impetus to rethink current approaches to studying co-benefits and points to the need for inter- and trans-disciplinary research drawing on economic, political and social sciences.  相似文献

The urgent need to mitigate and adapt to climate change is becoming more widely understood in scientific and policy circles, but public awareness lags behind. The potential of visual communication to accelerate social learning and motivate implementation of the substantial policy, technological, and life-style changes needed, has begun to be recognised. In particular, realistic landscape visualisations may offer special advantages in rapidly advancing peoples’ awareness of climate change and possibly affecting behaviour and policy, by bringing certain possible consequences of climate change home to people in a compelling manner. However, few such applications are yet in use, the theoretical basis for the effectiveness of visualisations in this role has not been clearly established, and there are ethical concerns elicited by adopting a persuasive approach which deliberately engages the emotions with visual imagery. These questions and policy implications are discussed in the context of a theoretical framework on the effects of landscape visualisation on a spectrum of responses to climate change information, drawing in part on evidence from other applications of landscape visualisation. The author concludes that the persuasive use of visualisations, together with other approaches, may be effective, is justified, and could be vital in helping communicate climate change effectively, given ethical standards based on disclosure, drama, and defensibility.  相似文献

Determinants of adaptive and mitigative capacities (e.g., availability of technological options, and access to economic resources, social capital and human capital) largely overlap. Several factors underlying or related to these determinants are themselves indicators of sustainable development (e.g., per capita income; and various public health, education and research indices). Moreover, climate change could exacerbate existing climate-sensitive hurdles to sustainable development (e.g., hunger, malaria, water shortage, coastal flooding and threats to biodiversity) faced specifically by many developing countries. Based on these commonalities, the paper identifies integrated approaches to formulating strategies and measures to concurrently advance adaptation, mitigation and sustainable development. These approaches range from broadly moving sustainable development forward (by developing and/or nurturing institutions, policies and infrastructure to stimulate economic development, technological change, human and social capital, and reducing specific barriers to sustainable development) to reducing vulnerabilities to urgent climate-sensitive risks that hinder sustainable development and would worsen with climate change. The resulting sustainable economic development would also help reduce birth rates, which could mitigate climate change and reduce the population exposed to climate change and climate-sensitive risks, thereby reducing impacts, and the demand for adaptation. The paper also offers a portfolio of pro-active strategies and measures consistent with the above approaches, including example measures that would simultaneously reduce pressures on biodiversity, hunger, and carbon sinks. Finally it addresses some common misconceptions that could hamper fuller integration of adaptation and mitigation, including the notions that adaptation may be unsuitable for natural systems, and mitigation should necessarily have primacy over adaptation.

Meeting the manifold challenges connected to climate change makes high demands on individual competencies. To prepare actors for those challenges learning settings are needed in higher education that are suitable for that goal. A theoretical framework for relevant key competencies can be found in the discourse of Education for Sustainable Development (ESD). In this paper we introduce and discuss two learning settings that employ adapted sustainability science approaches: the syndrome approach and scenario analysis. Both approaches are discussed with reference to their didactic goals to foster the acquisition of the corresponding competencies. The usefulness of these two approaches in creating appropriate learning settings is demonstrated in empirical studies.  相似文献

Social Vulnerability to Climate Change and the Architecture of Entitlements   总被引:5,自引:0,他引:5  
The objective of this paper is to outline a conceptual model of vulnerability to climate change as the first step in appraising and understanding the social and economic processes which facilitate and constrain adaptation. Vulnerability as defined here pertains to individuals and social groups. It is the state of individuals, of groups, of communities defined in terms of their ability to cope with and adapt to any external stress placed on their livelihoods and well-being. This proposed approach puts the social and economic well-being of society at the centre of the analysis, thereby reversing the central focus of approaches to climate impact assessment based on impacts on and the adaptability of natural resources or ecosystems and which only subsequently address consequences for human well-being. The vulnerability or security of any group is determined by the availability of resources and, crucially, by the entitlement of individuals and groups to call on these resources. This perspective extends the concept of entitlements developed within neo-classical and institutional economics. Within this conceptual framework, vulnerability can be seen as a socially-constructed phenomenon influenced by institutional and economic dynamics. The study develops proxy indicators of vulnerability related to the structure of economic relations and the entitlements which govern them, and shows how these can be applied to a District in coastal lowland Vietnam. This paper outlines the lessons of such an approach to social vulnerability for the assessment of climate change at the global scale. We argue that the socio-economic and biophysical processes that determine vulnerability are manifest at the local, national, regional and global level but that the state of vulnerability itself is associated with a specific population. Aggregation from one level to another is therefore not appropriate and global-scale analysis is meaningful only in so far as it deals with the vulnerability of the global community itself.  相似文献

Governance across the land-sea interface is an emerging challenge. The propensity for, and intensity of social-ecological interactions across this interface (e.g., eutrophication, sedimentation) are being exacerbated by cross-system threats (e.g., climate change). We draw on a systematic review of 151 peer-reviewed papers on governance and land-sea connections to (1) outline the current state of the literature, (2) examine the predominance of different approaches to address land-sea interactions, (3) characterize how governance is conceptualized within these approaches, (4) investigate governance challenges, and (5) provide insights into effective governance. The review finds that the number of relevant papers published per year has generally been increasing, and most of these papers are found in interdisciplinary journals. Ecosystem-based management is the most predominant approach found in the literature as a means to address land-sea interactions. Papers referring to ecosystem-based management are more likely than those referring to alternative management approaches (e.g., integrated management) to highlight science-policy integration and the need to account for interactions between ecosystem components as elements of effective governance. The main governance challenges include determining boundaries, addressing cross-scale effects, and accessing knowledge. However, few empirical studies of governance across the land-sea interface have been completed. A richer conceptual framework of governance is required to improve our ability to navigate the rapid social and environmental change occurring across the land-sea interface.  相似文献

城市可持续性发展的分析方法有很多种。方法不同,结论也可能不同。文章旨在通过实例研究不同分析方法之间的差别,提出一种城市可持续性发展分析中能够应用的综合评价框架。并以成都市的发展为实例,重点比较分析2种方法,即熵值法和趋势分析方法。分析结果表明熵值法和趋势分析法在分析结果上有很大的区别。如前者侧重于经济发展,因而得出成都市的发展趋势是强可持续的;后者强调经济、能耗、及福利之间的相互关系,得出的结论是成都市的发展属于是能耗型发展,即社会福利和经济增长的同时,能耗也在增加。因而在分析判断城市是否可持续发展时,有必要采取不同类型的方法综合判定城市的可持续发展程度。并在制定政策以确保城市的可持续性发展时,综合考虑环境、经济、社会等各个方面的影响,并进行合理的调整,使之相互协调,共同发展。  相似文献

Climate change is rapidly undermining terrestrial ecosystem resilience and capacity to continue providing their services to the benefit of humanity and nature. Because of the importance of terrestrial ecosystems to human well-being and supporting services, decision makers throughout the world are busy creating policy responses that secure multiple development and conservation objectives— including that of supporting terrestrial ecosystem resilience in the context of climate change. This article aims to advance analyses on climate policy evaluation and planning in the area of terrestrial ecosystem resilience by discussing adaptation policy options within the ecology-economy-social nexus. The paper evaluates these decisions in the realm of terrestrial ecosystem resilience and evaluates the utility of a set of criteria, indicators, and assessment methods, proposed by a new conceptual multi-criteria framework for pro-development climate policy and planning developed by the United Nations Environment Programme. Potential applications of a multicriteria approach to climate policy vis-à-vis terrestrial ecosystems are then explored through two hypothetical case study examples. The paper closes with a brief discussion of the utility of the multi-criteria approach in the context of other climate policy evaluation approaches, considers lessons learned as a result efforts to evaluate climate policy in the realm of terrestrial ecosystems, and reiterates the role of ecosystem resilience in creating sound policies and actions that support the integration of climate change and development goals.  相似文献
