A habitat monitoring programme, the Northern Ireland Countryside Survey, carried out by the University of Ulster for the Department of the Environment for Northern Ireland, is described. It was based on a random sample of quarter kilometer grid squares, stratified by multivariate land classification. Estimates of change in habitat area between 1987-1992 and 1998 are presented and used to assess policy-related priorities for biodiversity conservation action in widespread habitats in Northern Ireland (NI). The basis of the assessment is Broad Habitats, a classification developed as part of the United Kingdom (UK) Biodiversity Action Plan. Improved Grassland, Neutral Grassland and Bog Broad Habitats occupy the largest area of NI, which holds a large proportion of the UK Neutral Grassland and Fen Marsh and Swamp Broad Habitat resource. The greatest net area increases with time were in Improved Grassland (33%), Coniferous Woodland (12%) and Broadleaved, Mixed and Yew Woodland (9%). The greatest net area decreases were in Neutral Grassland (-32%), Arable and Horticulture (-25%), Fen, Marsh and Swamp (-19%), Bog (-8%) and Calcareous Grassland (-7%). These changes are a function of agriculture, public and private forestry, building construction and peat cutting for fuel. The Key biodiversity issue is seminatural Broad Habitat loss, in particular, Neutral Grassland and Fen, Marsh and Swamp, highlighting the lack of effective action for protecting biodiversity in the countryside as a whole. The extent to which current land use is shown to be driving change, indicates that biodiversity conservation action through implementing landscape-scale agri-environment measures could deliver major biodiversity gains. The reliable information on recent changes, provided by the Northern Ireland Countryside Survey, has been used to guide conservation planning. Future re-survey will allow the effectiveness of the conservation strategy as it applies to the countryside as a whole, to be determined. As decisions on land use increasingly have a strong European dimension, concerted action for protecting biodiversity in the countryside as a whole is needed. The authors argue that sustainable development is a political concept arising from interactions between socio-economic and physical systems. As such, political values are implicit in many qualitative aspects of sustainability and its communication through indicators. In Great Britain, local government has played the lead role in Local Agenda 21, involving interest groups and community organisations in varying degrees, through public participation. However, the need for local solutions to sustainability problems also exists in Northern Ireland, where governmental bodies are unwilling or unable to accept responsibility for Local Agenda 21. In the Northern Ireland context, the evolving role of Non-Governmental Organisations (NGOs) and the community sector in the indicators issue has been markedly different to that in the rest of the UK. There are potential problems concerning political values and mandates when the NGO/community sector assumes the lead in such tasks. The authors argue that, while criticisms of explicit and/or implied political values can be well grounded, addressing these must go beyond questions of objectivity in collection and presentation of indicators and projects must be understood by developing feedback and review mechanisms. The authors review the Northern Ireland sustainability indicators project and evaluate the feedback procedures in place. Lessons learnt from this exercise are explored with reference to (i) the current organisation of Local Agenda 21 within local government in Northern Ireland and (ii) national and international parallels.  相似文献

A detailed Life Cycle Assessment (LCA) has been conducted for the manufacture, use and disposal of polypropylene tree shelters, which are used to protect young seedlings in the first few years of growth. The LCA was conducted using Simapro software, the Ecoinvent database and ReCiPe assessment methodology. Detailed information on materials, manufacturing, packaging and distribution of shelters was obtained from Tubex Ltd. in South Wales, UK. Various scenarios based on different forest establishment methods, with or without tree shelters were derived and analysed using data from published literature and independent sources. The scenarios included commercial forestry in northern temperate conditions, amenity forest establishment in temperate conditions, and forest establishment in semi-arid conditions. For commercial forestry, a reduction in required seedling production and planting as well as additional time-averaged wood production led to significant benefits with tree shelters, both compared to unprotected and fenced cases. For the amenity forest scenarios, tree shelter use had a net environmental impact, while for semi-arid forestry, the benefits of reduction in water use outweighed shelter production impacts. The current practice of in-situ degradation was compared to collection and disposal and it was found that in-situ degradation was slightly preferable in terms of overall environmental impact. Use of biopolymer-based shelters would improve the environmental performance slightly.  相似文献

Local authorities in Great Britain have had the powers to acquire, declare and manage statutory Local Nature Reserves since 1949; these powers were extended to Northern Ireland in 1985. As of March 1997, there are some 564 Local Nature Reserves in England, three in Northern Ireland, 24 in Scotland and 38 in Wales. Local Nature Reserves are important for biodiversity and nature conservation at a local level and can have a special role for local schools. The overall situation in respect of Local Nature Reserves has been recently reviewed by the Urban Forum of the UK Man and the Biosphere Committee. This review will add impetus and purpose to the wide variety of programmesand projects involving Local Nature Reserves. It will add emphasis to their potential not only for nature conservation and environmental education but also for community development.  相似文献

Since the establishment of the first National Air Quality Strategy for the UK in 1997, local authority environmental health professionals have undertaken a scientific review and assessment process to identify locations where predicted future pollutant concentrations may exceed national air quality objectives. Air quality management areas (AQMAs) are declared where such exceedences are predicted. Over recent years, significant changes in local authority decision-making structures in England, Scotland and Wales have occurred, resulting in changes to the structure and governance in many local authorities. Results are presented from local authority surveys undertaken to examine the occurrence of any conflicts between the science involved in predicting exceedences and the local political decision-making processes in declaring AQMAs. Data are presented for a sample set of local authorities in Great Britain from which it is concluded that decision-making structures in local government are having a demonstrable impact on the designation of AQMAs.  相似文献

Although international trade in energy may offer a flexible and cost effective means by which European countries could meet their renewable energy targets, developers in the exporting nation can face local opposition for reasons which are not always clear. Using focus groups and a public survey, we contrast perspectives between local stakeholders and wind farm operators and investigate the community impacts associated with large-scale wind energy for domestic use and export from Ireland to the UK. Although the export of renewable energy from Ireland to the UK is currently on hold, our findings suggest that significant investment is required by the state and wind farm operators in better information provision, trust building, effective instruments to internalise wind farm externalities and co-management arrangements before Ireland can fully capture the benefits of wind exports to the UK.  相似文献

Recent literature suggests that a “shared politics of place” attained through joint activities fosters social integration and provides people with a means to practise co-operation [Baumann, G., 1996. Such a “shared politics of place” is most likely to occur in the context of public space conceptualised broadly as “the setting for everyday spatial behaviour of individuals and communities, emphasizing ordinary activities of citizens” [Lownsbrough, H. and Beunderman, J., 2007. Equally spaced? Public space and interaction between diverse communities. London: Demos, p. 8]. Here we explore one element of such public space – urban agriculture sites – with a view to identifying the extent to which a “shared politics of place” can be created and nurtured among the cultivating citizenry. The paper draws on data collected on allotment gardening sites in two urban contexts: Dublin (Ireland) and Belfast (Northern Ireland) over the period 2009–2013. We demonstrate the centrality of allotment cultivation to the generation of solidarity, mutuality and trust among participating citizens. Individuals engaging in allotment gardening in both Dublin and Belfast create and sustain civil interfaces – dismantling barriers, exchanging knowledge, challenging stereotypes, generating empathy and getting on with the business of simply getting on with their lives. The modus operandi of allotment gardening is predicated on a willingness to disregard social and ethno-national categorisations while on site. This is not to deny that such differences exist and persist, but allotments offer a “space of potential” where those differences are, at least for a time, rendered less salient.  相似文献

The overwhelming majority of commercial forestry in the UK comprises blanket non-native coniferous species with low biodiversity levels. The UK government is committed under the Rio Principles and Helsinki Guidelines to conserve and enhance biodiversity in British forests and woodlands. This paper assesses the passive use value of biodiversity in remote non-visited coniferous forests, and the costs of diversification and restructuring. Focus groups were employed to aid the design and framing of the study. An iterative bidding polychotomous choice format was used to elicit willingness-to-pay values for different biodiversity standards and management options. Whilst, passive use benefits exceeded costs for biodiversity conservation, considerable ambivalence in choice occurred between different levels of biodiversity. The policy relevance of the results are discussed, and compared to the practical implementation measures for biodiversity being adopted by the Forestry Commission.  相似文献

Differences in the way local and regional interest groups perceive Sustainable Forest Management in regions with different forest use histories were studied using Southeastern Finland, the Mauricie in Quebec and Central Labrador in Canada as examples of regions with high, medium and low importance of commercial forestry. We present a conceptual model illustrating the cyclic interaction between the forest, cultural models about forests and forest management. We hypothesized that peoples' perceptions would be influenced by their cultural models about forests and would thus vary amongst regions with different forest use histories and among different interest groups. The weightings of the environmental, economic and social components of sustainability as well as themes important for each of the interest groups were elicited using individual listing of SFM indicators and group work aimed at developing a consensus opinion on a common indicator list. In Southeastern Finland the views of the different groups were polarized along the environment-economy axis, whereas in Central Labrador all groups were environmentally oriented. The social dimension was low overall except among the Metis and the Innu in Labrador. Only environmental groups were similar in all three research regions, the largest differences between regions were found among the forestry professionals in their weightings concerning economy and nature. As the importance of commercial forestry increased, a greater importance of economic issues was expressed whereas the opposite trend was observed for issues regarding nature. Also inter-group differences grew as the importance of commercial forestry increased in the region. Forest management and forest use can be seen as factors strongly influencing peoples' cultural models on forests.  相似文献

This paper aims to contribute to the ongoing debate on the use of resource accounting tools in regional policy-making. The Northern Limits project applied material flow analysis (MFA) and ecological footprinting (EF) to regional policy-making in Northern Ireland over a number of years. The early phase of the research informed the regions first sustainable development strategy which was published in 2006 with key targets relating to the EF and improving the resource efficiency of the economy. Phase II identified the next steps required to address data availability and quality and the use of MFA and EF in providing a measurement and monitoring framework for the strategy and the development of the strategy implementation plan. The use of MFA and EF in sustainable regional policy-making and the monitoring of its implementation is an ongoing process which has raised a number of research issues which can inform the ongoing application and development of these and other resource accounting tools to within Northern Ireland, provide insights for their use in other regions, and help set out the priorities for research to support this important policy area.  相似文献

Sustainability has become an increasingly significant issue, although practical implementation remains difficult. In Italy, promoting sustainability is particularly problematic at the provincial and municipal level, where the lack of resources and expertise, and the effects of uncoordinated policies make it difficult to achieve minimum requirements to make sustainable policies operational. One essential requirement is knowledge of baseline environmental conditions in each municipality. In the province of Reggio Emilia (Northern Italy) Legambiente, an environmental association, launched an initiative called 'Ecopaese' aimed at gathering data on environmental conditions and stimulating local administrations to implement sustainable policies. To this end, the state of the environment in the 45 municipalities within the province has been monitored using 25 indicators. Their values have been used to rank the municipalities by multiple criteria analysis (MCA). The results of this comparative approach provide information about the level of sustainability attained in the province as a whole as well as in the single municipalities. It is hoped that it will provide the basis for direct action plans at the provincial level by identifying areas for remedial action, as recommended by Agenda 21, the declaration adopted by many countries attending the Rio Summit in 1992.  相似文献

The measurement of travel costs in recreational demand modeling has been a contentious issue for many decades. This article explores the use of a number of alternative methods of incorporating time costs in the travel cost modeling process. Travel cost values where the opportunity cost of time is excluded, where it is included as a percentage of the individual's reported wage rate and where it based on an estimated wage from a secondary data source (the European Community Household Panel) are compared and then used in a conditional logit model to estimate the demand for whitewater kayaking in Ireland. We then evaluate the effect of different treatments of the cost of travel time on the welfare impacts of a number of different management scenarios for kayaking rivers in Ireland, and find that statistically significant differences emerge.  相似文献

After ten years of post-communist transformation, the current Bulgarian Government has only recently initiated the task of wholesale reform of the communist-era structures extant within the forestry sector. This is an unavoidably complex process, involving the reorganisation of tenure over forest resources (restitution to pre-communist era owners), the privatisation and decentralisation of commercial and related activities in the woods, the redefinition of the role of the State in oversight, management and planning, and the development of a supportive institutional context for the growth of small and medium private enterprise throughout the forestry production process. This paper discusses the legal, institutional, economic and environmental implications of forest restitution. The author argues that the particular Bulgarian solution to the reform of forestry tenure structures, based on a mix of private and public ownership, arises out of the crucible of Bulgarian historical geography and the requirements of contemporary neoliberal models of transition. On the basis of the analysis, a number of important implications for Bulgarian, and indeed all post-communist forestry sectors, are raised for major related processes, such as the development of a robust private forestry sector, the limitation of the role of the State to conservation, management and oversight, and the reconfiguration of timber as a resource for local economic development.  相似文献

以黑龙江省为例,在脱贫攻坚视角下,选取林业产业总产值、造林面积、林业固定资产投资完成额、林业系统年末从业人数、林业产业结构比例5个有关森林生态产品供给效率的测算指标,通过DEA模型对黑龙江省2001—2017年森林生态产品供给效率进行测算,并运用Tobit模型对该效率的影响因素进行分析。结果表明:(1)黑龙江省森林生态产品供给效率的综合效率总体良好。(2)森林生态产品供给效率的综合效率与规模效率密切相关。(3)林业旅游与休闲服务收入比重和林业生态建设实际到位金额与供给效率显著正相关,而火灾次数与供给效率显著负相关。  相似文献

During the last decade, forest certification has gained momentum as a market-based conservation strategy in tropical forest countries. Certification has been promoted to enhance forest management in countries where governance capacities are insufficient to adequately manage natural resources and enforce pertinent regulations, given that certification relies largely on non-governmental organisations and private businesses. However, at present there are few tropical countries with large areas of certified forests. In this study, we conducted semi-structured stakeholder interviews in Ecuador and Bolivia to identify key framework conditions that influence the costs and benefits for companies to switch from conventional to certified forestry operations. Bolivia has a much greater relative area under certified forest management than Ecuador and also significantly more certified producers. The difference in the success of certification between both countries is particularly notable because Bolivia is a poorer country with more widespread corruption, and is landlocked with less access to export routes. Despite these factors, several characteristics of the Bolivian forest industry contribute to lower additional costs of certified forest management compared to Ecuador. Bolivia has stronger government enforcement of forestry regulations a fact that increases the cost of illegal logging, management units are larger, and vertical integration in the process chain from timber extraction to markets is higher. Moreover, forestry laws in Bolivia are highly compatible with certification requirements, and the government provides significant tax benefits to certified producers. Results from this study suggest that certification can be successful in countries where governments have limited governance capacity. However, the economic incentives for certification do not only arise from favourable market conditions. Certification is likely to be more successful where governments enforce forestry laws, provide financial incentives for certified forestry, and provide land tenure security, and where large-scale and vertically integrated forestry operations are commercially feasible. For this reason, at present, there are few developing countries where forest certification is likely to achieve widespread success.  相似文献

In this research, the impact of several water conservation policies and return flow credits on the fate of water used outdoors in an arid region is evaluated using system dynamics modeling approach. Return flow credits is a strategy where flow credits are obtained for treated wastewater returned to a water body, allowing for the withdrawal of additional water equal to the amount returned as treated wastewater. In the return credit strategy, treated wastewater becomes a resource. This strategy creates a conundrum in which conservation may lead to an apparent decrease in water supply because less wastewater is generated and returned to water body. The water system of the arid Las Vegas Valley in Nevada, USA is used as basis for the dynamic model. The model explores various conservation scenarios to attain the daily per capita demand target of 752 l by 2035: (i) status quo situation where conservation is not implemented, (ii) conserving water only on the outdoor side, (iii) conserving water 67% outdoor and 33% indoor, (iv) conserving equal water both in the indoor and outdoor use (v) conserving water only on the indoor side. The model is validated on data from 1993 to 2008 and future simulations are carried out up to 2035. The results show that a substantial portion of the water used outdoor either evapo-transpires (ET) or infiltrates to shallow groundwater (SGW). Sensitivity analysis indicated that seepage to groundwater is more susceptible to ET compared to any other variable. The all outdoor conservation scenario resulted in the highest return flow credits and the least ET and SGW. A major contribution of this paper is in addressing the water management issues that arise when wastewater is considered as a resource and developing appropriate conservation policies in this backdrop. The results obtained can be a guide in developing outdoor water conservation policies in arid regions.  相似文献

Summary It is unnecessary to emphasize that this subject is both important and emotive. Concern about damage from acid depositions — polluted air and rainwater — has been increasing with the realization that damage to forests in Central Europe is spreading and intensifying and has also appeared in southern Sweden. There is naturally concern as to whether this phenomenon will appear in Britain — indeed there have been allegations that British forests are already suffering from acid deposition damage. Our difficulty is in arriving at an understanding not only of the mechanisms by which pollutants and other stressing factors may affect forests, but also how much of the damage seen is due to pollutants and ow much would have occurred in their absence. The paper also considers secondary pollutants, such as ozone, which are not strictly part of the acid depositions.A forestry graduate of Aberdeen University, Dr Binns worked for seven years at the Macaulay Institute for Soil Research before joining the UK Forestry Commission Research and Development Division in 1963, where he is now Head of the Site Studies (South) Branch. This paper explores the opportunities for and the benefits of considering gender in municipal waste management (MWM) policy. Two case studies in Ireland and the UK are presented. These show that the structural mechanisms for achieving a more consistent and coherent approach to ensuring that MWM policy is sensitive to gender differences and inequalities are still weak. They also show that political structures and champions for gender equality and equal opportunities make a difference to the way in which women are involved and considered in MWM policy making. The research is set within the broader context of environmental justice which, to date, has been more concerned with race, ethnicity and wealth inequalities than with gender inequalities.  相似文献

The rapid exhaustion of Malaysia's commercial primaeval forest base has raised questions regarding the management and economic responses in the sector. The article assesses the institutional and management structure of Malaysian forestry which, together with the social and political barriers at work, prevent an orderly programme of harvesting and reforestation. The supply is then set out in terms of an econometric model, formulated both in static and dynamic terms to measure, among other things, the responses of output to price changes. The model, which is the first of its kind to be tested for the Malaysian forestry sector, is applied on three wood-based commodities — sawlogs, sawnwood and plywood. To learn of possible regional variations, the model is also applied to data of the country's three principal components — Peninsular Malaysia, Sarawak and Sabah. The results indicate that short-run price elasticities of supply are low, and in some cases, even contrary to expectations based on economic theory. Allowing for data inconsistencies, the slow responses of output to changes in price may be attributed to the method of wood disposal, its timing as well as the social and political barriers to entry at work in the sector.  相似文献
