为了实现上海市海岸带地区的经济、社会与环境的可持续发展,从法律法规、管理机构及协调机制、管理公报和规划、海岸带生态与环境保护措施、海岸带灾害预防与应急管理、科技支撑等方面对上海市海岸带管理状态进行了分析。与欧盟海岸带综合管理进展标准相比较,上海市海岸带管理总体上尚处于初级阶段。然后,根据上海市海岸带管理的现状以及未来面临的挑战,从海岸带综合管理实施模式探索、海岸带系统科学与工程研究以及经济产业与生态建设布局整体优化等方面提出了上海海岸带综合管理的发展建议。〖  相似文献

Sustainability has become an increasingly important concept in the last few decades; however, its operational usefulness has not always been clear. In other words, some sustainability assessments may not provide decision makers with the practical information necessary to perform the assessment. This study proposes a novel operational sustainable assessment framework for Integrated Coastal Zone Management (ICZM) on a regional-scale based on a feasibility study in the Seto Inland Sea in Japan. The framework draws upon three separately developed concepts: Inclusive Wealth as the technical framework for the sustainability indicators; Satoumi (a traditional Japanese multifaceted coastal zone concept); and ecosystem services science. These three concepts complement each other when seeking to corroborate an assessment framework. Indicators based on the framework and relevant to the case study site were identified. Although Satoumi is a traditional Japanese knowledge, it is believed that its application may be instructive for other areas, as similar concepts can be found and utilized for the conduct of ICZM sustainability assessments.  相似文献

Coastal sustainability is elusive in South Africa and the Mississippi delta. These case studies and convergent literatures demonstrate the merits of reconceptualising coastal management as a transformative practice of deliberative governance. A normative framework is presented that focuses attention on underpinning deliberative outcomes to enable governance actors and networks to build cognitive, democratic, sociopolitical and institutional capacity to transform unsustainable and maladaptive coastal practices. But operationalising such intentions is complex and contested and requires a volte-face in thinking and practice. The South African and Mississippi delta experiences provide insights about how to develop a deliberative praxis of coastal governance based on consideration of the choice of process, timeliness, quality of process, equity and representation, connections to the policy cycle, impact, implementation and institutionalisation.  相似文献

Coastal Regulations in India are traced back to the UN Conference on Human Environment, held in Stockholm in 1972. The Environment Protection Act (EPA) 1986 was enacted to implement India’s commitments as a signatory. The Coastal Regulation Zone (CRZ) Notification of 1991 was made under the provisions of the EPA in order to protect coastal environments and social and livelihood security of fishing community. This paper assesses the effects of CRZ rules and violations in the Mumbai Metropolitan Region, which has experienced tremendous growth due to the rapid industrialization and urbanization. This process has led to the destruction of mangroves and other important species of fish which play a crucial role in sustaining the coastal ecology and urban biodiversity; high population density and uneven growth have exacerbated adverse environmental and socioeconomic consequences. The Koli (fishing community) in this region faces huge problems of survival and sustenance in small-scale fishing, due to the rampant commercial fishing by big trawlers and large-scale dumping of waste materials by the industries surrounding the vicinity into the sea. In small but significant ways, the fishing communities through their traditional commons-based resource management and livelihood systems protect the coastal ecology and help the cities in reducing their carbon footprints. On the basis of primary field research in Thane–Mulund Creek Bhandup, Chimbai, and Sewri, this paper attempts to assess CRZ violations taking place on coastal areas and is causing damage to the coastal ecology. The research specifically has focused on the particular fishing-related activities and spaces—such as: jetties, parking of boats, access to sea, weaving and drying of nets, landing grounds, drying and cleaning of fish that are more affected by encroachment of seashore area and by CRZ rules violations. It evaluates the actions taken by Maharashtra Coastal Zone Management Authority and Bombay Municipal Corporation while implementing rules and making Integrated Coastal Zone Management plan for management of marine environment. It raises broader issues relating to the contradictions and complementarities involved in ICZM plans vis-a-vis management of biodiversity, within a larger context of rapid urbanization and demands for real estate growth. The paper argues that urban biodiversity management requires clear valuation of the long-term ecological and socioeconomic benefits of sustenance of coastal ecology and related livelihoods.  相似文献

In the context of renewed interest in collaboration in natural resource management,the collaborative governance approach has lately been introduced to the forest Protected Areas(PAs)in Bangladesh.The adoption of this co-management approach is seen as an attempt to influence the governance process towards a transformation from the conventional custodian system to a more participatory management regime.Recognition of rights and responsibilities,effective participation,and equitable distribution of benefits amongst the key stakeholders working under a facilitative policy and legal framework are believed to address the broader goals of sustainable development Notwithstanding the resurgence of interest in governance of forest PAs through the co-management approach,academic research on the subject remains limited.This article attempts to review selected key information and milestones on the forest PAs governance with special reference to the major policies and legal documents.With a brief introductory section,this article focuses on the genesis and selected major features of the Forest PAs in the country.The discussion then dwells on the policy and legal framework and provides a critique on its relevance for promoting community participation.The existing institutional arrangements for community engagement in protected area governance are also analyzed in light of the national and international commitment and policy obligations on the part of the country.The salient observations and key findings of the study include the following:(1)despite its limitations,comanagement as concept and practice has gradually taken roots in Bangladesh;(2)the degree and level of active community participation remain low and limited,and there is also clear weakness in conscientizing and orientating the local community on the key legal and policy issues related to PA governance in the country;and(3)policy makers,practitioners,and other local stakeholders related to PA governance need to be oriented on international commitment and national de  相似文献

The good governance of institutions and regimes requires accountability suited to the particular context of each institution and regime. The paper examines the nature of accountability in climate change governance using the Caribbean region as a case study. In doing so, the paper makes two original contributions. First, using insights from the environmental governance literature, it presents a conceptual framework that categorises the types (levels, relationships and mechanisms) of accountability in governance that can be used to test accountability. The accountability framework comprises two levels (internal/external accountability); four relationships (normative, relational, decision and behavioural); and four mechanisms or processes through which accountability can be exercised (certification, monitoring, participation by stakeholders in the overseeing of projects and self-reporting). Second, through an analysis of survey and interview responses from Caribbean climate change experts, it reports on the nature of accountability in climate change governance in the context of Caribbean Small Island Developing States. To do this, first it identifies the actors involved in Caribbean climate governance at the regional and national scales. Then, using the framework, it examines which levels, relationships and processes exist within and between climate governance regional institutions, international partners, government agencies, non-governmental organisations and the private sector for climate change adaptation and mitigation efforts. The paper draws two main conclusions: first, generally actors valued accountability as a good governance norm. Secondly, limited resources and the perception that using the accountability mechanisms will retard policy implementation led to low levels of accountability in practice. Finally, the study examined how accountability can be enhanced in the climate change sector by ensuring that each of the elements of the framework is operationalised for both state and non-state climate change projects.  相似文献

随着人类对海岸带开发强度的不断提高,海岸带资源、环境问题日益突出,海岸带可持续发展成为人类共识,海岸带区域综合承载力研究作为该区域可持续发展的基础性研究,可以为海岸带区域合理开发与管理提供重要理论支撑。本文选取东营市海岸带为研究区域,以海岸带湿地遥感解译数据、浅海水质监测数据及社会经济统计数据为数据源,运用状态空间法计算了研究区2010—2014年海岸带区域的综合承载力;对东营市与潍坊市、滨州市的海岸带区域综合承载力进行了比较分析;预测了2016—2020年东营市海岸带区域综合承载力;依据研究结果探讨了海岸带可持续利用的未来途径。结果表明:在过去的2010—2014年和预测的2016—2020年东营市海岸带区域综合承载力均处于超载状态,但总趋势是向好的;同时,2010—2014年东营市海岸带在吸引外资、港口发展、海岸带生态系统服务价值、浅海海域水环境方面具有明显优势,但社会公共服务投入不平衡、不稳定。与2016—2020年东营市海岸带区域综合承载力预测结果相比较而言,2011年东营市海岸带区域综合承载力超载最明显,与该年环境压力大和社会投入不足有关。2014年东营市各县区海岸带区域综合承载力均处于超载状态,广饶县超载最明显;同时各县区自然、社会、经济发展水平差异较大,市辖区社会经济指标优于各县区。东营市海岸带区域综合承载力相比潍坊市、滨州市在资源、环境、生态方面具有明显优势,但在社会支撑方面投入不足,因此可以通过保持资源、生态优势,弥补社会投入不足等措施提高东营市海岸带可持续利用水平。  相似文献

Quality of life concerns in rural development planning and management processes at the local level need to be identified and evaluated through participatory bottom–up approaches. This paper provides an overview of the main issues related to the quality of life concept in the context of rural sustainable development and discusses the need for operational governance models in order to identify, evaluate, and incorporate in action planning quality of life concerns at the local level. Coastal change and coastal erosion have been a long-existing source of environmental changes. Traditionally, regional changes in wetland systems and their relations to agriculture, industry and urbanization are a major cause for concern. Nowadays, coastal distress has reached even global proportions: the problems of coastal change are strongly linked to the loss of fragile ecosystems, eutrophication and loss of biodiversity. Given that over 70 % of all human activity is in coastal areas, it is clear that many environmental and socio-economic changes occur at a local level and manifest themselves in a spatial context. The physical effect on the geographic morphology is evident in the related consequences for land use. A deep understanding of the changes in land use, and simultaneously in coastal erosion, calls for the integrated monitoring of the most relevant effects in fragile regions. The Ria Formosa wetland system is a unique and very special wetland system in the Algarve (Portugal) and has been integrated in the NATURA 2000 network. The strong symbiosis between nature, agriculture and fisheries, as well as tourism, in the Algarve has led to spatial-ecological synergy. By using coastal recession analysis techniques by means of remote-sensed imagery from 1987, 1989, 2000 and 2007 and by combining this information with available data sets on surface erodibility, a cost surface on multitemporal transitions of land-use classes from the CORINE Land Cover data allows us to assess and integrate a decision-making framework by means of GIS. The novelty of this combined approach to land-use management is the blend of spatial analysis and remote-sensing techniques that share important information on ecosystems at risk. Our findings suggest a growing concern to the area brought by anthropogenic activity. This is studied to a spatial accounting of the distribution of land changes and transitions, where (1) a significant loss of coastal area is witnessed along the Ria Formosa, leading in particular to loss of agricultural land. (2) This loss is underpinned by an increase in leisure facilities to respond to the tourism demand of the region of the Algarve, while landscape metrics suggest that these areas are more volatile for coastal erosion. (3) Simulation through Markov chains on the land use and effects of urban, agricultural, forest and wetland dynamics suggests that by 2026, it is expected to continue to have an increase in urban land, leading to an augmented vulnerability of coastal erosion processes brought by the loss of forest areas which protect from erosion given the root system that directly protects from the existing wave energy and helps sedimentation processes. The above methodology and the availability of data that are freely available render such a combined approach interesting for many other regions of the world, where tourism, coastal change and regional balance are of the utmost importance for sustainable development. Over the last 15 years, Azerbaijan has doubled its protected areas territory to almost 10 % of the country’s surface area. Although the daily management of the existing strictly protected areas continues to pose a challenge, the establishment of nine national parks has been a remarkable achievement. At present, the designation of UNESCO biosphere reserves (BR) is the expressed political will of the government. By reviewing the last 25 years of nature conservation, and, in particular, the national park programme, we present an institutional analysis for integrative nature conservation in Azerbaijan. Against the cultural, social and political background, in particular the transition of the state, the challenges for cross-hierarchical governance of protected areas are outlined at the example of a BR. We find that the implementation of the UNESCO MAB philosophy, which is based on inter alia participation by administration, local communities and rural stakeholder, is hampered by this present-day political reality. The political situation and an autocratic governance scheme put successful implementation of a “model region of sustainable development” at risk. Education and empowerment are a prerequisite for eventual success; this is true for Azerbaijan as well as for other Post-Soviet countries with strong top-down regimes.  相似文献

China has approximately 5.80 × 106 ha coastal wetlands by 2014, accounting for 10.82% of the total area of natural wetlands. Healthy coastal wetland ecosystems play an important role in guaranteeing the territory ecological security and the sustainable development of coastal zone in China. In this paper, the natural geography and the past and present status of China's coastal wetlands were introduced and the five stages (1950s–1970s, 1980s–1991, 1992–2002, 2003–2010 and 2011–present) of China's coastal wetlands conservation from the foundation of the People's Republic in 1949 to present were distinguished and reviewed. Over the past decades, China has made great efforts in coastal wetland conservation, as signified by the implementation of coastal wetland restoration projects, the construction of coastal wetland nature reserves, the practice of routine ecological monitoring and two national wetland surveys, the promulgation of local wetland conservation statutes and specific regulations, the coordination mechanism to enhance management capacity, the wide development of coastal wetland research and public participation, and the extensive communication to strengthen international cooperation. Nonetheless, six major issues recently emerged in China's coastal wetland conservation are evidently existed, including the increasing threats of pollution and human activities, the increasing adverse effects of threaten factors on ecosystem function, the increasing threats of coastal erosion and sea-level rising, the insufficient funding for coastal wetlands conservation, the imperfect legal and management system for coastal wetlands, and the insufficient education, research and international cooperation. Although the threats and pressures on coastal wetlands conservation are still apparent, the future of China's coastal wetlands looks promising since the Chinese government understands that the sustainable development in coastal zone requires new attitudes, sound policies and concerted efforts at all levels. The major strategies for future improvement of China's coastal wetland conservation include: exploring effective measures in response to major threaten factors; improving the conservation and compensation system for coastal wetlands; strengthening coastal wetland legislation and management; increasing funds for coastal wetland conservation and research; and strengthening coastal wetland education and international cooperation.  相似文献

Social learning can be a vital tool in assisting communities to adapt to change. Local governments can be a conduit between the communities they serve and the policy that they are trying to implement. Social learning in this context can be an iterative, often organic process. Based on a case study of coastal planning in South Australia, Australia, this paper presents the results of a qualitative mixed-method approach that documents the aspects of social learning within coastal management and evaluates the various lessons learned by local governments in South Australia. The role of social learning and adaptive governance is discussed. The paper concludes that by deliberatively incorporating the notion of communities of practice into learning frameworks, local governments can more effectively manage their coastal zones in response to global change.  相似文献

Progress towards climate change aware regional sustainable development is affected by actions at multiple spatial scales and governance levels and equally impacts actions at these scales. Many authors and policy practitioners consider therefore that decisions over policy, mitigation strategies and capacity for adaptation to climate change require construction and coordination over multiple levels of governance to arrive at acceptable local, regional and global management strategies. However, how such processes of coordination and decision-aiding can occur and be maintained and improved over time is a major challenge in need of investigation. We take on this challenge by proposing research-supported methods of aiding multi-level decision-making processes in this context. Four example regionally focussed multi-level case studies from diverse socio-political contexts are outlined—estuarine management in Australia’s Lower Hawkesbury, flood and drought management in Bulgaria’s Upper Iskar Basin, climate policy integration in Spain’s Comunidad Valenciana and food security in Bangladesh’s Faridpur District—from which insights are drawn. Our discussion focuses on exploring these insights including: (1) the possible advantages of informal research-supported processes and specifically those that provide individual arenas of participation for different levels of stakeholders; (2) the complexity of organisation processes required for aiding multi-level decision-making processes; and (3) to what extent progress towards integrated regional policies for climate change aware sustainable development can be achieved through research-supported processes. 系统地阐述了滩涂区海岸带预警系统的组成,对预警指标的选择、加权值的确立以及子系统的去干扰参数进行了初步研究和探讨;尝试性地建立了海岸带新型开发区的预警模式。随着江苏海洋开发和苏东战略的实施,盐城已经成为新兴工业开发地带,产业结构变化加剧。同时,环境压力日益显现。利用主成分分析法、二次曲线预测法、专家模糊预测法等方法,定量化研究了盐城海岸带环境指标及子系统和指标层的权重,并对2006~2015年的盐城海岸带环境压力进行了预警预测。研究结果表明,盐城社会环境指数逐步提高,从2003年起进入到轻警区,这主要体现在人均收入指数从1995年的011上升到2005年的0789,第三产业指数有了较大的进步。生态环境污染指数则不容乐观。从1995年的09降到2005年的05左右,已进入重警的范围。盐城海岸带环境尚无重警出现,但除去个别年份在轻警范围中,其余大部分时间均处在中警区面临的环境压力依然严峻,因采取合理的开发模式控制总体开发力度,以求环境和经济和谐持续发展。  相似文献

The global Sustainable Development Goals (SDGs) commenced in 2016 and provide an evidence-based framework for sustainable development planning and programming until 2030. There is emerging international practice and a growing catalogue of related reviews, assessments, guidelines and publications. While the expert community is clearly emphasising the need to adopt evidence- and science-based approaches to SDG implementation, policymakers now face the challenge of implementing the SDGs simultaneously in a coherent and integrated manner. Regular systematic reviews of national progress and approaches to implementing the SDGs are advisable to ensure that emerging science and knowledge is effectively informing national practice. This paper reviews the recent academic and expert literature as well as national experience in implementing the SDGs in 26 countries. It uses a systematic approach to analyse the degree to which key implementation stages and approaches recommended in the expert literature are being adopted and applied to support national SDG implementation on-the-ground. The review highlights that while progress has been made in some initial planning stages, key gaps remain in terms of the assessment of interlinkages, trade-offs and synergies between targets. Gaps are also clearly evident in the adoption of systems thinking and integrated analytical approaches and models. This is problematic as it may undermine effective implementation and the transformative potential of the SDGs. As more countries turn their attention to the SDGs, the review underscores the considerable risk that they will pursue the same ‘siloed’ or ‘linear’ approaches to sustainable development that have met with limited success in the past.  相似文献

Modern organisations are in search of initiatives which will enable them to be sustainable as well as gain a competitive advantage. Lean, Six Sigma and Green initiatives are some of the widely used tools which aid the organisation to be sustainable. Recent studies have suggested that the integration of Green and Lean Six Sigma (LSS) will create a powerful methodology and help organisations to be sustainable. Yet, many organisations have found it difficult due to the lack of a generic implementation framework, which can be used for any processes and cultural context. The purpose of this study is to answer the research question: how to implement a sustainable Green LSS initiative in the organisation. Through a critical analysis of previous literature, an implementation framework is developed and practically implemented through a case study to reduce the graphite and dust pollution in a mine in India. Within case analysis, it is conducted to develop propositions, future research directions and managerial implications. This is a first study to develop and practically test a generic implementation Green LSS framework.  相似文献

This paper provides a case-study analysis of the challenges in the implementation of national soil policies, which was developed by the authors in Part I of the review of regulatory decisions for environmental protection [Rodrigues SM, Pereira ME, Ferreira da Silva E, Hursthouse A, Duarte AC. A review of regulatory decisions for environmental management: Part I-challenges in the implementation of national soil policies. Environ Int 2009. doi:10.1016/j.envint.2008.08.007]. The Portuguese case was selected as a case-study since specific regulatory decisions for contaminated land management are still in the early stages of development. Given the gap between the situation at the EU level and the state of Portuguese soil policy development, it is of merit to consider national contaminated land policy regimes already in place within the EU and to see if these provide a suitable basis to define the main challenges and research needs for the implementation of a Portuguese contaminated land management strategy. A framework combining the D-P-S-I-R (drivers-pressures-sources-impacts-responses) structure of policy evaluation with the Source-Pathway-Receptor approach to health risk assessment is proposed to derive an effective regulatory framework for managing contaminated land in Portugal, using available information and only to develop new data and research where knowledge gaps exist. Funding site clean-up and assigning liability were identified as relevant factors currently hampering site remediation. Most relevant research needs for the development of contaminated land management practices in Portugal are those associated to the definition of a risk assessment framework and setting guidelines for the evaluation of risks posed to both humans and ecosystems. Other relevant and innovative features are the integration of soil function analysis into site investigations and the definition of a framework that combines risk assessment with soil function analysis. The analysis of the Portuguese case also provides insight into the discussions needed for the effective development of regulatory decisions for contaminated land management in countries with no history of implementing specific soil policies.  相似文献
