The development of environmental performance policy indicators for public services, and in particular for the defence sector, is an emerging issue. Despite a number of recent initiatives there has been little work done in this area, since the other sectors usually focused on are agriculture, transport, industry, tourism and energy. This type of tool can be an important component for environmental performance evaluation at policy level, when integrated in the general performance assessment system of public missions and activities. The main objective of this research was to develop environmental performance policy indicators for the public sector, specifically applied to the defence sector. Previous research included an assessment of the environmental profile, through the evaluation of how environmental management practices have been adopted in this sector and an assessment of environmental aspects and impacts. This paper builds upon that previous research, developing an indicator framework--SEPI--supported by the selection and construction of environmental performance indicators. Another aim is to discuss how the current environmental indicator framework can be integrated into overall performance management. The Portuguese defence sector is presented and the usefulness of this methodology demonstrated. Feasibility and relevancy criteria are applied to evaluate the set of indicators proposed, allowing indicators to be scored and indicators for the policy level to be obtained.  相似文献

As widely recognised by EU legislation, Life Cycle Thinking (LCT) is a viable approach to support sound waste management choices. In this context, the Institute for Environment and Sustainability (IES) of the European Commission Joint Research Centre (JRC) has lead the development of macro-level, life cycle based waste management indicators to quantify and monitor the potential environmental impacts, benefits, and improvements associated with the management of a number of selected waste streams generated and treated in Europe.The waste management indicators developed make use of a combination of macro statistical waste management data combined with emissions/resource life cycle data for the different elements of the waste treatment chain. Indicators were initially calculated for the entire European Union (EU-27) and for Germany, covering several waste streams and a broad range of environmental impact categories.An indicator developed for a given waste stream captures the potential environmental impact associated with the generation and management of that waste stream. The entire waste management chain is considered, i.e. from generation to final treatment/disposal. Therefore, system boundaries for the selected waste streams include also the treatment or recycling of secondary waste (e.g. bottom ash from the incineration of household waste), and secondary products (e.g. recovered paper), as well as energy recovery.The experiences from the development of these life cycle based waste management indicators suggest that more detailed and quality-assured waste statistics are needed, especially covering the many different treatment operations and options. Also, it would be beneficial if waste statistics had a higher disaggregation level of waste categories, as well as more detailed information about waste composition. A further development of the indicators should include an increased number of waste streams, as well as calculation of the results for all Member States.  相似文献

An environmental evaluation was performed at 16 subdivision sites within four communities in east-central Michigan. The primary objective was to evaluate the fit between environmental ordinances and the physical/environmental conditions to which they were applied. An environmental response index was developed with indicators to assess water, soil, slope, development density, roads, vegetation, and ecology. Water-related indicators achieved the highest scores, while soil-related indicators scored the poorest, with generally poor performance across all indicators. The poor performance indicates there are problems in the ability of environmental ordinances developed at broader jurisdictional scales (e.g., the state) to address the existing environmental conditions at smaller geographic scales (subdivisions within communities). Two key problems include the lack of scientific specificity in the broader state-level ordinances and the lack of local expertise and/or resources to monitor the environment.  相似文献

Life cycle impact assessment (LCIA) is performed to quantitatively evaluate all environmental impacts from products, systems, processes and services. However, LCIA does not always provide valuable information for choosing among alternatives with different specifications, functionalities and lifetimes. The objectives of this study are (1) to propose environmental indicators to evaluate environmental efficiency and value qualitatively and quantitatively on the basis of analogies to financial and economic indicators, and (2) to present the application of the indicators. Incremental evaluation using a reference is employed to obtain the environmental indicators. The environmental efficiency indicators are conceptually based on the ratios of reduced environmental burdens returned to environmental burdens required: environmental return on investment, environmental payback period and environmental internal rate of return. The environmental value indicator is the sum of all reduced and required environmental burdens: i.e., environmental net present value. All the environmental indicators can be used to compare and rank the environmental efficiencies or values of alternatives. The environmental efficiency indicators can be applied to a new environmental labeling. The concept of eco-efficiency labeling is developed by combining the environmental efficiency indicators with financial indicators. A case study is performed to illustrate the necessity and importance of the environmental indicators. These environmental indicators can help easily communicate LCIA results in the field of environmental management.  相似文献

Environmental indicator systems are a fundamental tool in quantifying the environmental component of sustainable development. They are useful because they quantify the status and trends of key environmental parameters and provide information on the environment that allows authorities and communities to make informed decisions. This article analyzes the basic framework for Chinese environmental indicator systems and presents a “core” set of environmental indicators. In our research, we used a theme approach to develop the environmental indicator systems. We performed two case studies of selected indicators. In the first, we used an urban ambient air pollution composite index and an urban ambient air pollution indicator for three main pollutants to examine trends in urban air pollution in China from 1990 to 2000 at regional and national levels. The results indicate that China has made some progress towards controlling urban air pollution, but must do more in order to reach acceptable pollution levels. We think that an aggregated index and disaggregated indicators have important complementary roles in the policy-making processes. In the second case study, we developed and constructed a grassland degradation index that aggregates information on the extent and severity of grassland degradation. Taking the Xilinhaote region of Inner Mongolia as the study area, we calculated this index by combining remote-sensing data, a geographical information system (GIS), and field investigation. Based on these results, we provide recommendations regarding further development and measurement of environmental indicators in China.  相似文献

There is an increasing need and interest in including indicators of landscape fragmentation in monitoring systems of sustainable landscape management. Landscape fragmentation due to transportation infrastructure and urban development threatens human and environmental well-being by noise and pollution from traffic, reducing the size and viability of wildlife populations, facilitating the spread of invasive species, and impairing the scenic and recreational qualities of the landscape. This paper provides the rationale, method, and data for including landscape fragmentation in monitoring systems, using as an example the Swiss Monitoring System of Sustainable Development (Monet). We defined and compared four levels of fragmentation analysis, or fragmentation geometries (FGs), each based on different fragmenting elements, e.g., only anthropogenic, or combinations of anthropogenic and natural elements. As each FG has specific strengths and weaknesses, the most appropriate choice of FG depends on the context and objectives of a study. We present data on the current degree of landscape fragmentation for the five ecoregions and 26 cantons in Switzerland for all four FGs. Our results show that the degree of landscape fragmentation as quantified by the effective mesh size method is strongly supported by the postulates and indicator selection criteria of Monet, and we identify the most suitable FG focusing on the land area below 2100 m (e.g., excluding lakes) and allowing for an equitable comparison of fragmentation degrees among regions that differ in area covered by lakes and high mountains. For a more detailed analysis of landscape fragmentation in the context of environmental impact assessments and strategic environmental assessments, a combination of all four FGs may provide a more informative tool than any single FG.  相似文献

Sustainable environmental planning and management require effective integration of ecological, socioeconomic, and institutional elements. This paper presents an integrative methodological framework for sustainable environmental planning and management. The development of this integrative framework is accomplished by combining two complementary analytical approaches—Hufschmidt's conceptual framework for watershed planning and management and the ABC resource survey method. The combined methodological framework seeks to delineate and synthesize essential ecological information utilizing an integrative resource survey method. This method generates classifications of environmental significance and constraint. Areas of environmental significance and constraint are then linked to appropriate and acceptable resource management actions, implementation tools (e.g., education, technical assistance), and institutional and organizational arrangements. The integrative methodological framework was developed for application in the Rio Fortuna watershed in Costa Rica's Arenal Conservation Area. The watershed is characterized by a variety of land and resource uses, including biologically diverse and ecologically fragile protected areas, small-parcel agriculture, cattle ranching, and tourism.  相似文献

In New Zealand environmental management is essentially the responsibility of land managers. Management decisions affect both production/productivity and the environment. However, responsibility for ensuring positive environmental outcomes falls on both local (Regional) and Central Government, and both they and international agencies such as the OECD would wish to monitor and report on changes. In terms of policy, strong links have been established via Central and Regional Government to land managers. Consumers in the market place are also, increasingly, requiring responsibility for positive environmental outcomes of those who purchase and process primary products. Strong links for responsibility have been established between our international markets and processing businesses and there is a noticeable strengthening of the links from the processors to the land manager/producer. In New Zealand a range of initiatives has been developed and implemented over recent times, whereby land managers are taking increasing responsibility for accounting for the environmental outcomes of their production activities. The range covers the spectrum from voluntary to compulsory (e.g., in order to meet market requirements) and from those initiated by customers to processor and/or producer initiatives. This paper follows the evolution of the principles that drove the predominant activities of the period and the processes that initiated the changes in environmental management. As the focus of agriculturalists changed from pioneering in a new world, to establishing a production base, to economic reality, and finally to environmental responsibility, the processes of extension adapted to meet the new challenge.  相似文献

Environmental indicators are often aggregated into a single index for various purposes in environmental studies. Aggregated indices derived from the same data set can differ, usually because the aggregated indices' sensitivities are not thoroughly analyzed. Furthermore, if a sensitivity analysis is carried out, it is not presented in a transparent fashion to policy decision-makers. This paper presents a method of generating various aggregated environmental indices and analyzing their sensitivities via the use of the fuzzy set concept. Results show that several insights into the environmental conditions of the study area (e.g., the distribution of good or bad values of indicators at a watershed and or across the region) can be revealed in the sensitivity analysis of aggregated indices.  相似文献

China is confronted with the dual task of developing its national economy and protecting its ecological environment. Since the 1980s, China's policies on environmental protection and sustainable development have experienced five changes: (1) progression from the adoption of environmental protection as a basic state policy to the adoption of sustainable development strategy; (2) changing focus from pollution control to ecological conservation equally; (3) shifting from end-of-pipe treatment to source control; (4) moving from point source treatment to regional environmental governance; and (5) a turn away from administrative management-based approaches and towards a legal means and economic instruments-based approach. Since 1992, China has set down sustainable development as a basic national strategy. However, environmental pollution and ecological degradation in China have continued to be serious problems and have inflicted great damage on the economy and quality of life. The beginning of the 21st century is a critical juncture for China's efforts towards sustaining rapid economic development, intensifying environmental protection efforts, and curbing ecological degradation. As the largest developing country, China's policies on environmental protection and sustainable development will be of primary importance not only for China, but also the world. Realizing a completely well-off society by the year 2020 is seen as a crucial task by the Chinese government and an important goal for China's economic development in the new century, however, attaining it would require a four-fold increase over China's year 2000 GDP. Therefore, speeding up economic development is a major mission during the next two decades and doing so will bring great challenges in controlling depletion of natural resources and environmental pollution. By taking a critical look at the development of Chinese environmental policy, we try to determine how best to coordinate the relationship between the environment and the economy in order to improve quality of life and the sustainability of China's resources and environment. Examples of important measures include: adjustment of economic structure, reform of energy policy, development of environmental industry, pollution prevention and ecological conservation, capacity building, and international cooperation and public participation.  相似文献

Ecosystem-based Management (EBM) is an approach that includes different management priorities and requires a balance between anthropogenic and ecological resource demands. Indicators can be used to monitor ecosystem status and trends, and assess whether projects and/or programs are leading to the achievement of management goals. As such, the careful selection of a suite of indicators is a crucial exercise. In this paper we describe an indicator evaluation and selection process designed to support the EBM approach in Puget Sound. The first step in this process was the development of a general framework for selecting indicators. The framework, designed to transparently include both scientific and policy considerations into the selection and evaluation process, was developed and then utilized in the organization and determination of a preliminary set of indicators. Next, the indicators were assessed against a set of nineteen distinct criteria that describe the model characteristics of an indicator. A literature review was performed for each indicator to determine the extent to which it satisfied each of the evaluation criteria. The result of each literature review was summarized in a numerical matrix, allowing comparison, and demonstrating the extent of scientific reliability. Finally, an approach for ranking indicators was developed to explore the effects of intended purpose on indicator selection. We identified several sets of scientifically valid and policy-relevant indicators that included metrics such as annual-7 day low flow and water system reliability, which are supportive of the EBM approach in the Puget Sound.  相似文献

In this study, the relevance of psychological variables as predictors of the ecological impact of mobility behavior was investigated in relation to infrastructural and sociodemographic variables. The database consisted of a survey of 1991 inhabitants of three large German cities. In standardized interviews attitudinal factors based on the theory of planned behavior, further mobility-related attitude dimensions, sociodemographic and infrastructural characteristics as well as mobility behavior were measured. Based on the behavior measurement the ecological impact of mobility behavior was individually assessed for all participants of the study. In a regression analysis with ecological impact as dependent variable, sociodemographic and psychological variables were the strongest predictors, whereas infrastructural variables were of minor relevance. This result puts findings of other environmental studies into question which indicate that psychological variables only influence intent-oriented behavior, whereas impact-oriented behavior is mainly determined by sociodemographic and household variables. The design of effective intervention programs to reduce the ecological impact of mobility behavior requires knowledge about the determinants of mobility-related ecological impact, which are primarily the use of private motorized modes and the traveled distances. Separate regression analyses for these two variables provided detailed information about starting points to reduce the ecological impact of mobility behavior.  相似文献

In policy support of municipal solid waste (MSW) management, life cycle assessment (LCA) can serve to compare the environmental or economic impacts of two or more options for waste processing. The scope of waste management LCAs generally focuses less attention on future developments, e.g., where will recycling take place, and more on the environmental performance of prototypes, e.g., the incineration of all waste compared to recycling. To provide more robust support for Swiss waste glass-packaging disposal, scenarios of Swiss waste glass-packaging are assessed from a life cycle perspective. The scenarios consist in schemes for the disposal of the total amount of Swiss waste glass-packaging, i.e., different combinations of recycling and downcycling in Switzerland or abroad developed in Part I, Meylan et al. (2013). In this article (Part II), the disposal schemes are assessed with respect to eco-efficiency, an indicator that combines total environmental impacts and gross value added in Switzerland. Results show that no policy alternative guarantees environmental impact reductions and gross value added gains under all developments of exogenous constraints. Downcycling to foam glass in Switzerland is not only an environmentally sound disposal option, but it also buffers gross value added losses in case domestic recycling (and thus glass-packaging production in Switzerland) ceases in the future. The substitution of products based on raw materials other than Swiss cullet is the main responsible for change in environmental and economic impacts. Hence, an eco-efficiency maximizing policy should consider the products of disposal schemes. The combination of scenario analysis and eco-efficiency assessment as presented in this paper can be applied to other contexts (i.e., countries, waste fractions).  相似文献

Mandatory insurance requirements and/or mitigation fees (royalties) for mining companies may help reduce environmental risk exposure for the federal government. Mining is examined since the Environmental Protection Agency (EPA) Toxic Release Inventory reveals that this sector produces more hazardous waste than any other industrial sector. Although uncommon, environmental expense can exceed hundreds of millions of dollars per development. Of particular concern is the potential for mines to become unfunded Superfund sites. Monte Carlo simulation of risk exposure is used to establish a plausible range of unfunded federal liabilities associated with cyanide-leach gold mining. A model is developed to assess these costs and their impact on both the federal budget and corporate profitability (i.e., industry sustainability), particularly if such costs are borne by offending firms.  相似文献

Focusing on theAshanti Region, the paper further discusses the nature and operations ofindigenous institutions, their ecological knowledge, beliefs, practices, andsocial norms that are relevant to environmental assessment process in thecountry. Some of the challenges that emerge from the discussions arehighlighted. There is a need to establish environmental assessment andcooperative management boards that would include representatives ofindigenous institutions. Environmental impact assessment (EIA) has been required for certain proposed road developmentsin the UK since EC Directive (85/337) was implemented in 1988. The extent to which the requirements of the EIA Directive are met with respect to ecological issues has been explored in earlier reviews of road statements (Treweek et al., 1993) and of UK environmental impact statements (EISs) in general (Thompson et al., 1997). This paper describes the results of a further review of 40 EISs produced between 1993 and 1997 and also examines recent changes in the political context for EIA of proposed road developments,including developments in UK transport policy and the UK biodiversity process. The results of the review suggest that the ecological assessment of proposed road developments has improved in some respects, but also highlights the persistence of many shortcomings identified in earlier reviews. The reasons for ongoing failure to address these issues are explored. Key findings include a marked improvement in the extent of reference to consultation with statutory consultees and an increase in the proportion of EISs reporting the results of new ecological surveys. However, while potential ecological impacts were discussed in all the EISs reviewed, many still failed to predict the full range of potential ecological impacts.  相似文献

Despite a general decrease in Dutch environmental emission trends, it remains difficult to comply with European Union (EU) environmental policy targets. Furthermore, environmental issues have become increasingly complex and entangled with society. Therefore, Dutch environmental policy follows a pragmatic line by adopting a flexible approach for compliance, rather than aiming at further reduction at the source of emission. This may be politically useful in order to adequately reach EU targets, but restoration of environmental conditions may be delayed. However, due to the complexity of today’s environmental issues, the restoration of environmental conditions might not be the only standard for a proper policy approach. Consequently this raises the question how the Dutch pragmatic approach to compliance qualifies in a broader policy assessment. In order to answer this question, we adapt a policy assessment framework, developed by Hemerijck and Hazeu (Bestuurskunde 13(2), 2004), based on the dimensions of legitimacy and policy logic. We apply this framework for three environmental policy assessments: flexible instruments in climate policy, fine-tuning of national and local measures to meet air quality standards, and derogation for the Nitrate Directive. We conclude with general assessment notes on the appliance of flexible instruments in environmental policy, showing that a broad and comprehensive perspective can help to understand the arguments to put such policy instruments into place and to identify trade-offs between assessment criteria.  相似文献

Over the course of environmental psychology's brief history, there has been an interest in ecologically oriented approaches to theory and research. Based on this work, this paper identifies a set of six principles of ecological analysis that present theoretical, methodological, and analytic challenges to future research in environmental psychology. These challenges include the theoretical treatment of the multiple contexts within which human experience and behavior occurs, the need for sampling both persons and environments, the modeling of moderating and mediating processes, the issue of self-selection into and out of different settings, the necessity of considering temporal factors in environmental research, reliance on single methods (e.g., verbal report) in data generation, cross-sectional and longitudinal research designs, and the need for greater use of statistical techniques developed for contextual (multi-level) research. These issues are discussed and illustrated using recent developments in environmentally oriented research. The paper concludes with a set of 11 recommendations for the future.  相似文献
