This paper introduces a new approach to prioritize urban planning projects according to their environmental pressure in an efficient and reliable way. It is based on the combination of three procedures: (i) the use of environmental pressure indicators, (ii) the aggregation of the indicators in an Environmental Pressure Index by means of the Analytic Network Process method (ANP) and (iii) the interpretation of the information obtained from the experts during the decision-making process.The method has been applied to a proposal for urban development of La Carlota airport in Caracas (Venezuela). There are three options which are currently under evaluation. They include a Health Club, a Residential Area and a Theme Park. After a selection process the experts chose the following environmental pressure indicators as ANP criteria for the project life cycle: used land area, population density, energy consumption, water consumption and waste generation. By using goal-oriented questionnaires designed by the authors, the experts determined the importance of the criteria, the relationships among criteria, and the relationships between the criteria and the urban development alternatives.The resulting data showed that water consumption is the most important environmental pressure factor, and the Theme Park project is by far the urban development alternative which exerts the least environmental pressure on the area. The participating experts coincided in appreciating the technique proposed in this paper is useful and, for ranking ordering these alternatives, an improvement from traditional techniques such as environmental impact studies, life-cycle analysis, etc.  相似文献

The aim of this research is to determine agricultural land loss and environmental pollution caused by industrialization and urban sprawl using the Geographical Information System (GIS) and Remote Sensing technique (RS). Remotely sensed data is the most powerful tool for monitoring land use changes and GIS is the best way to store and reproduce various kinds of integrated data. Considering the rapid increase of population the loss of fertile agricultural soils is a very dangerous situation for the future of the country. Thus, people are living in the cities in (with adverse) conditions of insufficient drinking water, infrastructure problems, inadequate landscape and many unsolved (extreme) environmental problems. During the last 36 years, unplanned urbanization and industrialization have led to the use of agricultural areas for non-agricultural purposes in the Torbali (Izmir) region, which has the most fertile soils of the Aegean Region. Within this study, a database was created on the parameters of land loss and environmental pollution by means of field observation, interpretation of satellite images (ASTER), aerial photos(1/25.000 scale), topographic map ,soil map, and 1/5.000 scale cadastral map. Results of previous researches and the archives of Torbali municipality were used as ancillary data. In the research, urbanization and industrialization of the town was studied by (using) GIS and RS between 1965 and 2001. Since 1965, 4.742.357 m2 agricultural land, mostly of first and second land use capability classes, has been lost due to unplanned urban and industrial developments. Urbanization and industrialization involved an area of which 58% was being used as irrigated lands, 25 % rain feed (rain fed lands)and 17 % for olive growing.  相似文献

A study of the area, including Rosetta city and the estuary of the river Nile (Rosetta branch), has been carried out for assessment of the impact of sea level rise (slr). A geographic information system (GIS) has been built including layers of land use, topography, archeological sites, land cover and population. Analysis of data has been carried out to assess vulnerability of various land use and land cover classes to the impact of sea level rise.Because the area under study has geomorphic relief profiles just over the sea level, inundation of total land could reach 26% of total study area due to only half a meter rise in sea level. This lost area includes 32% of urban clusters mainly used for human shelter and contains 52% of present monuments, 25% of valuable high quality dense palm trees cultivation, 75% of beaches and 19% of lands suitable, 25% of valuable high quality dense palm trees cultivation, 75% of beaches and 19% of lands suitable for agricultural reclamation (although suffering from salt water intrusion and soil salinization). This is expected to cause a significant impact on the present population, economic activities, total regional revenue, and also on tourism. At 1.1 m sea level rise, 72% to total study area could be inundated. This area contains all beaches, half of the palm cultivation, 43% of total urban clusters, which includes 81% of the monumental sites and historic buildings.Other environmental problems such as solid waste management, sanitary disposal network, deteriorating conditions of some monumental structures, in addition to the sea level rise act negatively on the environmental quality of the urban community. Future plans for urban expansion in the area must be studied carefully in order to preserve valuable palm lands and maintain and protect monuments and historic sites which help the promotion of tourism. An environmental management program is essential for upgrading tourism, promoting urban development and protecting coastal lands.  相似文献

Although environmental problems in Turkey have been studied for many cities, including Erzurum, no study is present combining all the environmental matters of the city with short definitions of problems it faces, therefore, this study attempts to reveal the definition of the scope and problem of pollution and land use problems in Erzurum and use of studies from developing cities elsewhere in the world for comparison of methods and solutions.  相似文献

Landsat time series data make it possible to continuously map and examine urban land cover changes and effects on urban environments. The objectives of this study are (1) to map and analyse an impervious surface and its changes within a census district and (2) to monitor the effects of increasing impervious surface ratios on population and environment. We used satellite images from 1987, 2003 and 2011 to map the impervious surface ratio in the census district of Szeged, Hungary through normalized spectral mixture analysis. Significant increases were detected from 1987 to 2011 in industrial areas (5.7–9.1%) and inner residential areas (2.5–4.8%), whereas decreases were observed in the city centre and housing estates due to vegetation growth. Urban heat island (UHI) values were derived from the impervious surface fraction map to analyse the impact of urban land cover changes. In 2011, the average value in the industrial area was 1.76 °C, whereas that in the inner residential area was 1.35–1.69 °C. In the city centre zones and housing estates, values ranging from 1.4 to 1.5 °C and from 1.29 to 1.5 °C, respectively, were observed. Our study reveals that long-term land cover changes can be derived at the district level from Landsat images and that their effects can be identified and analysed, providing important information for city planners and policy makers.  相似文献

Desertification, land degradation in arid, semi-arid, and dry sub-humid regions, is a global environmental problem. With respect to increasing importance of desertification and its complexity, the necessity of attention to the optimal de-desertification alternatives is essential. Therefore, this work presents an analytic hierarchy process (AHP) method to objectively select the optimal de-desertification alternatives based on the results of interviews with experts in Khezr Abad region, central Iran as the case study. This model was used in Yazd Khezr Abad region to evaluate the efficiency in presentation of better alternatives related to personal and environmental situations. Obtained results indicate that the criterion "proportion and adaptation to the environment" with the weighted average of 33.6% is the most important criterion from experts viewpoints. While prevention alternatives of land usage unsuitable of reveres and conversion with 22.88% mean weight and vegetation cover development and reclamation with 21.9% mean weight are recognized ordinarily as the most important de-desertification alternatives in region. Finally, sensitivity analysis is performed in detail by varying the objective factor decision weight, the priority weight of subjective factors, and the gain factors. After the fulfillment of sensitivity analysis and determination of the most sensitive criteria and alternatives, the former classification and ranking of alternatives does not change so much, and it was observed that unsuitable land use alternative with the preference degree of 22.7% was still in the first order of priority. The final priority of livestock grazing control alternative was replaced with the alternative of modification of ground water harvesting.  相似文献

Unplanned urban expansion of the new urban cluster of Rosetta City, Egypt is reaching a critical stage. This unplanned expansion of slum areas threatens the land on which the high quality palm trees, by which Rosetta region is known, are cultivated. This research is concerned with studying the manner, rate, extent and impact of the expansion of the urban cluster of Rosetta City. A multi-temporal analysis of mainly the limits of the built up urban areas and their surrounding land cover is the main evaluation technique. By using Geographic Information Systems, it was possible to study the geographic base of the concerned area. An increase in area of the urban clusters of about 0.1 km2 occurred from 1917–1945, and a second increase of over 0.07 km2 occurred from 1945–1963. Just after the end of the Second World War, an abrupt increase took place in 1963–1993 that reached 1.7 km2. The majority of all the urban expansion was unplanned. By studying the topographic map of Rosetta city and the urban clusters on the western bank of the river Nile, it was found that most of the urban conglomeration of the city is located on relatively elevated land. The western part of the urban area is of an elevation varying around 5.0 m, and inclining with moderate slope towards the eastern edge of the city adjacent to the river Nile. The urban expansion on inclined land has caused severe problems with the sanitary drainage, as the city lacks any sanitary drainage systems. Sanitary drainage currently operates through precipitation trenches. Sanitary sewage gather beneath the ground forming continuos streams which reach the basements of many of the monuments present.  相似文献

以广西防城港市各区(县、市)为研究对象,应用生态质量气象评价方法,选取湿润指数、植被覆盖指数、水体密度指数、土地退化指数、灾害指数5个指标,通过计算生态环境综合指数,对防城港市生态质量进行评价。结果表明:防城港市最近10年生态质量评定级别为良好,植被覆盖度较好,降水充足,生物多样性较好,适合人类生存,评价结果与实际情况有较好的一致性,对城市建设和环境管理等方面具有一定的参考价值及科学依据。  相似文献

Urban green spaces play a significant role in management of physical activity, psychological well-being, and public health of urban residents. With the expansion of urban areas in Turkey during the past decades, urban green spaces have been fragmented and dispersed causing impairment and environmental degradation. The purpose of this study is to model urban green space distribution by focusing on the landscape fragmentation in city of Osmaniye using remote sensing and geographic information system technology. Normalized difference vegetation index (NDVI) and urban landscape ratio (ULR) were used to assess the proximity and spatial arrangement of urban green spaces within the neighbor landscapes to quantify the urban land use effect. The geospatial analysis results showed that increase in total built-up area and population has significantly decreased the urban green space cover because of high levels of landscape fragmentation in urban city center. Also, due to high levels of landscape fragmentation, approximately 45% of the Osmaniye city is estimated to become urbanized by 2030. This study demonstrated the benefits of directional vegetation index application with geospatial analyses in characterizing the environmental quality for planning and management of urban green spaces. This approach could be used for determining the future urban land development scenarios correlating with regional planning procedures.  相似文献

Kampala, the capital city of Uganda is the administrative, political, commercial, industrial, educational and cultural centre of Uganda. The city has an area of 190 km2 and is located 8 km north of Lake Victoria (the second largest fresh water lake in the world) and approximately 42 km north of the equator. The population varies from about 1.2 million during the day to perhaps 0.9 million at night. The anthropogenic activityof this population far exceeds the infrastructure capacity of the city, leading to the deterioration of the urban environment. This article highlights the major sources of environmental degradation and pollution in the city, which include solid waste,abattoir waste, sewage, sanitation, drainage, industrial pollution, traffic pollution, atmospheric pollution, urban agriculture, rapid urbanisation and water hyacinth.  相似文献

Urban metabolism components define the energy and material exchanges within a city and, therefore, can provide valuable information on the environmental quality of urban areas. Assessing the potential impact of urban planning alternatives on urban metabolism components (such as energy, water, carbon and pollutants fluxes) can provide a quantitative estimation of their sustainability performance. Urban metabolism impact assessment can, therefore, contribute to the identification of sustainable urban structures with regards, for example, to building types, materials and layout, as well as to location and capacity of transportation and infrastructural developments. In this way, it enables the formulation of planning and policy recommendations to promote efficient use of resources and enhance environmental quality in urban areas.The European FP7 project BRIDGE (sustainaBle uRban plannIng Decision support accountinG for urban mEtabolism) has developed a decision-support system (DSS) that systematically integrates urban metabolism components into impact assessment processes with the aim of accurately quantifying the potential effects of proposed planning interventions. The DSS enables integration of multiple spatial and non-spatial datasets (e.g. physical flows of energy and material with variables of social and economic change) in a systematic manner to obtain spatially defined assessment results and to thus inform planners and decision-makers. This multi-criteria approach also enables incorporation of stakeholders' perceptions in order to prioritise decisive assessment criteria. This paper describes the methodological framework used to develop the DSS and critically examines the results of its practical application in five European cities.  相似文献

In order to evaluate the current state of the environmental quality of soils in Beijing, we investigated contents of 14 metals in Beijing urban soils inside the 5th ring road by even grids sampling. Statistic analyses were conducted to identify possible heavy metal pollutants, as well as the effects of land uses on their accumulation. Our results revealed that the urban soils in Beijing were contaminated by Cd, Pb, Cu, and Zn. Land uses and urbanization ages affected the accumulation of the four heavy metals in soils significantly. Soils in industrial areas have the highest average Cu and Zn contents, while Pb contents in park areas and Cd in agricultural areas are the highest. The accumulations of Pb and Zn in urban soils increase significantly with sampling plots approaching the city center. And Pb, Cd, and Zn contents in soils in traffic areas also tend to increase in the city center. However, residential areas have the lowest contents of all the four heavy metals.  相似文献

This paper presents the implementation of a Geospatial approach for improving the Municipal Solid Waste (MSW) disposal suitability site assessment in growing urban environment. The increasing trend of population growth and the absolute amounts of waste disposed of worldwide have increased substantially reflecting changes in consumption patterns, consequently worldwide. MSW is now a bigger problem than ever. Despite an increase in alternative techniques for disposing of waste, land-filling remains the primary means. In this context, the pressures and requirements placed on decision makers dealing with land-filling by government and society have increased, as they now have to make decisions taking into considerations environmental safety and economic practicality. The waste disposed by the municipal corporation in the Bhagalpur City (India) is thought to be different from the landfill waste where clearly scientific criterion for locating suitable disposal sites does not seem to exist. The location of disposal sites of Bhagalpur City represents the unconsciousness about the environmental and public health hazards arising from disposing of waste in improper location. Concerning about urban environment and health aspects of people, a good method of waste management and appropriate technologies needed for urban area of Bhagalpur city to improve this trend using Multi Criteria Geographical Information System and Remote Sensing for selection of suitable disposal sites. The purpose of GIS was to perform process to part restricted to highly suitable land followed by using chosen criteria. GIS modeling with overlay operation has been used to find the suitability site for MSW.  相似文献

Land take due to urbanization triggers a series of negative environmental impacts with direct effects on quality of life for people living in cities. Changes in ecosystem services are associated with land take, among which is the immediate C loss due to land use conversion. Land use change monitoring represents the first step in quantifying land take and its drivers and impacts. To this end, we propose an innovative methodology for monitoring land take and its effects on ecosystem services (in particular, C loss) under multi-scale contexts. The devised approach was tested in two areas with similar sizes, but different land take levels during the time-span 1990–2008 in Central Italy (the Province of Rome and the Molise Region). The estimates of total coverage of built up areas were calculated using point sampling. The area of the urban patches including each sampling point classified as built up areas in the year 1990 and/or in the year 2008 is used to estimate total abundance and average area of built up areas. Biophysical and economic values for carbon loss associated with land take were calculated using InVEST.Although land take was 7–8 times higher in the Province of Rome (from 15.1% in 1990 to 20.4% in 2008) than in Molise region, our findings show that its relative impact on C storage is higher in the latter, where the urban growth consistently affects not only croplands but also semi-natural land uses such as grasslands and other wooded lands. The total C loss due to land take has been estimated in 1.6 million Mg C, corresponding to almost 355 million €.Finally, the paper discusses the main characteristics of urban growth and their ecological impact leading to risks and challenges for future urban planning and land use policies.  相似文献

Problems associated with urban wastes are now at crisis stage in Nigeria. All efforts made to solve the problems have failed, as the efforts were directed towards instant cleaning rather than long lasting programs to cope with problems associated with environmental sanitation. Measurements were taken of the domestic waste generated by randomly selected households in Ilorin, to predict the generation rate for the city. The data was subjected to various analyses. The models used in developed nations were found inappropriate to predict the waste generation rate of the people at Ilorin because of cultural factors. Various methods to cope with the environmental sanitation problems of cities of developing areas were then suggested.  相似文献

The main purpose of a strategic environmental assessment (SEA) is to facilitate the early consideration of potential environmental impacts in decision-making processes. SEA alternative identification is a core issue within the SEA framework. However, the current methods of SEA alternative formulation and selection are constrained by the limited setting range and lack of scientific evaluation. Thus, the current paper attempts to provide a new methodology based on the extension theory to identify a range of alternatives and screen the best one. Extension planning is applied to formulate a set of alternatives that satisfy the reasonable interests of the stakeholders. Extension priority evaluation is used to assess and optimize the alternatives and present a scientific methodology for the SEA alternative study. Thereafter, the urban traffic plan of Dalian City is used as an example to demonstrate the feasibility of the new method. The traffic planning scheme and the environmental protection scheme are organically combined based on the extension theory, and the reliability and practicality of this approach are examined.  相似文献

长株潭城市群是湖南省的核心增长极,是"资源节约型社会、环境友好型社会"社会建设综合配套改革试验区,但伴随高速的工业化发展和城市化进程,长株潭面临着严峻的资源约束和环境压力。文章从土地利用格局、经济社会发展、环境质量状况、主要污染物排放和资源能源利用等方面入手,综合分析了长株潭城市群的环境压力,主要体现在长株潭城市群城市化与土地需求的矛盾凸显,"摊大饼"的扩张模式带来生态风险;重工业和污染排放集聚,累积性污染突出;环境空气质量和地表水环境质量形势不容乐观;资源能源利用方式粗放等。结合城市群区域规划,提出了长株潭城市群在新型城镇化建设中应采取的生态环境保护措施建议。  相似文献

Istanbul is one of the largest metropolitan cities in the World. The city has experienced rapid industrialization and urbanization in the second half of the twentieth century. Between 1950 and 2000, the city has grown by an average of 4.5% annually. Given the scale of the growth, neither local nor the central governments have shown capability of controlling the influx of migration, most of which settled illegally on public lands. Most of the settlements lack the basic sewerage facilities, and a significant portion of which are on the major water resource basins. As of today, Istanbul Metropolitan Municipality (IMM) not only has to cope with the infrastructure problems, but also has to find ways of solving the problem of illegal occupations of public lands and water resource basins. This paper presents the land use changes in the water resource basins providing water to the Istanbul Metropolitan Area. Using four consecutive Landsat images between 1990 and 2005, the changes in 12 different land use categories are obtained via overlay operations by GIS for water resource basins surrounding the City of Istanbul. It has been observed that the most critical land use changes are in the nearest basins to the city. The capability of Landsat and IKONOS images in determining the alterations in the macro form of the city are also discussed. Finally, possibility of utilization of new technologies in policy making regarding environmental management in Istanbul is discussed.  相似文献
