Benchmarking can be a useful tool for understanding energy consumption patterns in an industrial facility and for designing policies to improve energy efficiency. Energy benchmarking for industry is a process in which the energy performance of an individual plant is compared against a common metric that represents ‘standard’ or ‘optimal’ performance. While benchmarking provides insights into the relative energy performance of the plant, it is also a good starting point for analysis of further improvement opportunities. In this paper, the development of an integrated benchmarking and energy efficiency evaluation tool, named BEST (Benchmarking and Energy Savings Tool), is described. The tool is based on a process-step benchmarking approach that allows for a wide variety of differences in feedstocks and products to be included in a fair comparison. BEST has been developed to support two Chinese integrated iron and steel plants in designing a strategic energy management program. BEST has been successfully applied to develop strategic energy-efficiency improvement targets. We describe the tool and report on its use.  相似文献

Martha Nussbaum’s capabilities approach emphasizes species-specific abilities in grounding our treatment of animals. Though this emphasis provides many action-guiding benefits, it also generates a number of complications. The criticism registered here is that Nussbaum unjustifiably restricts what is allowed into our concept of species norms, the most notable restrictions being placed on latent abilities and those that arise as a result of human intervention. These restrictions run the risk of producing inaccurate or misleading recommendations that fail to correspond to the true needs of animals. Here and throughout the essay the argument draws from the lives of captive apes, especially those with extensive experience with humans. A further criticism is that the normative guidance the capabilities approach does provide is merely at the level of heuristics. Preference testing, it is argued, also uses species norms profitably as a heuristic, but it does so within a much larger and fecund system of assessing an animal’s well-being.  相似文献

Collecting municipal solid waste (MSW) is a major and expensive task for local waste management authorities, thus efficient MSW collection is a necessity. This study presents a procedure for developing an aggregate indicator (AI) to assess MSW collection efficiency based on multiple factors. The applicabilities of various key performance indicators (KPIs) are evaluated based on five selection criteria, and five KPIs are chosen to form the AI. The relative efficiencies of local MSW collection services are analyzed by the data envelopment analysis (DEA) method. A set of common weights for all five KPIs is then generated based on DEA results and four selection rules by modifying a previous approach. Finally, the proposed AI is applied to assess the MSW collection services provided by 307 local governments in Taiwan, and associated results are compared and discussed.  相似文献

Land use planning is an important element of the integrated watershed management approach. It not only influences the environmental processes such as soil and stream bed erosion, sediment and nutrient concentrations in streams, quality of surface and ground waters in a watershed, but also affects social and economic development in that region. Although its importance in achieving sustainable development has long been recognized, a land use planning methodology based on a systems approach involving realistic computational modeling and meta-heuristic optimization is still lacking in the current practice of integrated watershed management. The present study proposes a new approach which attempts to combine computational modeling of upland watershed processes, fluvial processes and modern heuristic optimization techniques to address the water-land use interrelationship in its full complexity. The best land use allocation is decided by a multi-objective function that minimizes sediment yields and nutrient concentrations as well as the total operation/implementation cost, while the water quality and the production benefits from agricultural exploitation are maximized. The proposed optimization strategy considers also the preferences of land owners. The runoff model AnnAGNPS (developed by USDA), and the channel network model CCHE1D (developed by NCCHE), are linked together to simulate sediment/pollutant transport process at watershed scale based on any assigned land use combination. The greedy randomized adaptive Tabu search heuristic is used to flip the land use options for finding an optimum combination of land use allocations. The approach is demonstrated by applying it to a demonstrative case study involving USDA Goodwin Creek experimental watershed located in northern Mississippi. The results show the improvement of the tradeoff between benefits and costs for the watershed, after implementing the proposed optimal land use planning.  相似文献

ABSTRACT: A study was conducted to evaluate the existing furrow irrigation system of Karun Agro Industry, a sugar cane plant in Daimcheh, Iran. Although the system is only eight years old, design and operational problems have reduced its efficiency by 50 percent. Lack of skilled irrigation workers, inadequate control of irrigation water, and problems with night irrigation have resulted in substantial revenue losses for the plant. This study evaluates the existing irrigation system, and recommends modifications and improvements to increase its efficiency. Final recommendations include the use of various irrigation methods, improvements to the existing system, and cancellation of night irrigation.  相似文献

ABSTRACT: Human modifications of natural streams in the name of habitat improvement take various forms, and the impacts of those improvements, both positive and negative, vary by orders of magnitude from stream to stream. The positive impacts are achieved through careful and timely planning, design, installation and monitoring of projects. Negative impacts are the results of rush jobs dictated by available money, a lack of consideration for limiting factors, untrained and inexperienced personnel, force-fitting structures instead of bending the flow, lack of a watershed plan, poor communication and cooperation among disciplines, not using the team approach, and single habitat solutions which neglect diversity and artificial constraints. These problems are discussed from various perspectives, but emphasis on an integrated, bioengineering approach is threaded throughout the discussion of the problems and benefits associated with stream improvements and fish response. A general systems approach is presented which uses common language as a focal point for interdisciplinary communication, which is one of the major problems in resource management. Various conceptual models are discussed to describe system complexities, and factors which constrain project evaluation in terms of biological, physical, economic and other components. Conclusions about why some projects are successful, while others are not, are followed by recommendations for concerted and diversified efforts to improve our success in stream stewardship.  相似文献

Examples of sustainable land management (SLM) exist throughout the world. In many cases, SLM has largely evolved through local traditional practices and incremental experimentation rather than being adopted on the basis of scientific evidence. This means that SLM technologies are often only adopted across small areas. The DESIRE (DESertIfication mitigation and REmediation of degraded land) project combined local traditional knowledge on SLM with empirical evaluation of SLM technologies. The purpose of this was to evaluate and select options for dissemination in 16 sites across 12 countries. It involved (i) an initial workshop to evaluate stakeholder priorities (reported elsewhere), (ii) field trials/empirical modeling, and then, (iii) further stakeholder evaluation workshops. This paper focuses on workshops in which stakeholders evaluated the performance of SLM technologies based on the scientific monitoring and modeling results from 15 study sites. It analyses workshop outcomes to evaluate how scientific results affected stakeholders’ perceptions of local SLM technologies. It also assessed the potential of this participatory approach in facilitating wider acceptance and implementation of SLM. In several sites, stakeholder preferences for SLM technologies changed as a consequence of empirical measurements and modeling assessments of each technology. Two workshop examples are presented in depth to: (a) explore the scientific results that triggered stakeholders to change their views; and (b) discuss stakeholders’ suggestions on how the adoption of SLM technologies could be up-scaled. The overall multi-stakeholder participatory approach taken is then evaluated. It is concluded that to facilitate broad-scale adoption of SLM technologies, de-contextualized, scientific generalisations must be given local context; scientific findings must be viewed alongside traditional beliefs and both scrutinized with equal rigor; and the knowledge of all kinds of experts must be recognised and considered in decision-making about SLM, whether it has been formally codified or not. Abstract: Water resources are under increasing pressure to meet potable supply needs while sustaining aquatic ecosystems and fisheries. Growing populations and enforcement of the Total Maximum Daily Load provisions of the Clean Water Act present public water and wastewater utilities with costly options to meet potable water demands and reduce pollutant discharges into receiving waters. This paper documents that New York City’s comprehensive water conservation program – designed to extend the city’s safe yield of potable water—has also resulted in reduced nitrogen discharges from the city’s water pollution control plants during a period of population increases. This paper demonstrates and quantifies the effects that wastewater inflow volume reductions have on increased nitrogen removal, controlling for plant process changes. Conservation programs have saved the city billions of dollars in delayed or avoided capital improvements to both water and wastewater treatment plants, and have enabled the city to meet interim effluent discharge standards.  相似文献

The growing popularity of privatized solid waste management service in least developed countries warrants an exploration of factors that are likely to impact on its sustainability. This study takes integrated solid waste management approach by analyzing relevant issues on both market sides. We use a three step theme development sequence to analyze the data obtained on service providers through library research, observations and interviews. This was followed by an opinion survey on the demand side to elicit households’ support for service improvement. Findings show that source-separation issues, government enforcement, market segmentation, financial issues and waste disposal issues are key factors influencing improved service provision. Meanwhile, on the demand side, we found that households are willing to support proposed regulatory improvement in service provision. Thus, we suggest industrial stakeholders to consider the aforementioned supply side issues in designing future service improvements that will take advantage of existing demand side feasibility.  相似文献

Generally speaking, today's TQEM initiatives do not improve a firm's activities beyond the shipping dock and onto consumer and postconsumer use and reuse. Although internal TQEM efforts do improve environmental impacts of a firm's operations, most firms remain focused on the traditional bottom-line objective of increasing throughput. For these reasons, most firms implementing TQEM miss the many opportunities to improve environmental performance (including cost and quality) through asset recovery, resource sharing, and reuse. However, by taking the advantages of teamwork beyond corporate boundaries, firms can close the loop on environmental improvements. Inter-firm teaming for environmental advantage, which we define as TQEM alliancing, initiates a cyclical approach to environmental performance improvement. It does so by forging strategic relationships among firms that can leverage each other's environmental weaknesses. TQEM allying is a round-robin game plan. In this article, the authors show how it allows firms to take their environmental improvement initiatives beyond regulatory compliance (and into proactivity), beyond pollution control (to total pollution avoidance), and beyond profitability (for a quantitative as well as qualitative bottom line), because firms will be integrating external as well as internal functions across different business domains.  相似文献

This paper studies mountain hut infrastructure in the Alps as an important element of ecotourism in the Alpine region. To improve the decision-making process regarding the implementation of future infrastructure and improvement of existing infrastructure in the vulnerable natural environment of mountain ecosystems, a new decision support model has been developed. The methodology is based on qualitative multi-attribute modelling supported by the DEXi software. The integrated rule-based model is hierarchical and consists of two submodels that cover the infrastructure of the mountain huts and that of the huts’ surroundings. The final goal for the designed tool is to help minimize the ecological footprint of tourists in environmentally sensitive and undeveloped mountain areas and contribute to mountain ecotourism. The model has been tested in the case study of four mountain huts in Triglav National Park in Slovenia. Study findings provide a new empirical approach to evaluating existing mountain infrastructure and predicting improvements for the future. The assessment results are of particular interest for decision makers in protected areas, such as Alpine national parks managers and administrators. In a way, this model proposes an approach to the management assessment of mountain huts with the main aim of increasing the quality of life of mountain environment visitors as well as the satisfaction of tourists who may eventually become ecotourists.  相似文献

The Swiss Federal Institute of Technology ETH Zürich is planning to build three wind turbines for the production of renewable energy. Their proposed location is near the campus of ETH Hönggerberg in the Käferberg open space. This open space is of high importance for the recreation of the local residents. It is one of the last open spaces in Zürich that is used agriculturally. In order to provide a broad forum for discussion and to examine the level of acceptance of the proposed wind turbines a new approach to participatory planning is pursued by introducing a virtual landscape model to a participatory planning workshop for which the different interest groups and stakeholders were invited. During the workshop different alternatives were discussed and suggested changes by the participants were incorporated in the 3D model and visualized. The results of the workshop show that 3D visualization is an important means of communication among the different interest groups. The workshop also shows that an early integration of 3D visualization combined with a participatory approach is an effective way to elucidate potential conflicts at an early stage of the planning process.  相似文献

This article proposes an integrated procedure to assess sustainability indicators that organizations can use to satisfy international requirements for sustainability. The indicators are related to key aspects of organizations, and their development includes comparing them to the results and policies of various other organizations that are seeking to achieve sustainability. The methodology we used is based on a bibliographic review, and it is intended to:
  • Diagnose the state of the art of organizational sustainability,
  • Provide organizations with tools to perform benchmarking based on the results, and
  • Provide processes to identify best sustainability practices.
After benchmarking, organization managers will be able to adjust the methodology to quantify the sustainability indicators that are most suited to their organization's profile in regard to the activities, products, and services that it offers. Critical factors for organizational sustainability are identified and integrated into the systematic approach proposed in this article to assess indicators, communicate results, and make recommendations for corrective action and continual improvement considering the organization's baseline condition (the starting condition of the organization).  相似文献

Primarily due to environmental concerns and legislative mandates, the disposition of end-of-life (EOL) electronics products has attracted much attention. Advanced recycling fees (ARFs) and government subsidies may play important roles in encouraging or curtailing the flows of recycled items. We present a Stackelberg-type model to determine ARFs and socially optimal subsidy fees in decentralized reverse supply chains where each entity independently acts according to its own interests. The model consists of one leader (the government) and two followers (a group of manufacturers, importers, and sellers (MISs) and a group of recyclers). To maximize social welfare, the government determines the ARFs paid by MIS and the subsidy fees for recyclers when MIS sells new products and recyclers process EOL products. We find that MIS and recyclers behave at the equilibrium status by choosing optimal selling quantity in the market and optimal reward money for customers bringing EOL products to recyclers. Under this approach the two fees achieve the maximum of social welfare at the equilibrium status, while both MIS and recyclers gain the maximum of profits. For comparative purposes, we also develop a conceptual model describing the current practice by which ARFs and the subsidy fees are determined on the basis of fund balance between revenues and costs along with recycling operations. We know that animals are harmed in plant production. Unfortunately, though, we know very little about the scale of the problem. This matters for two reasons. First, we can’t decide how many resources to devote to the problem without a better sense of its scope. Second, this information shortage throws a wrench in arguments for veganism, since it’s always possible that a diet that contains animal products is complicit in fewer deaths than a diet that avoids them. In this paper, then, we have two aims: first, we want to collect and analyze all the available information about animal death associated with plant agriculture; second, we try to show just how difficult it’s to come up with a plausible estimate of how many animals are killed by plant agriculture, and not just because of a lack of empirical information. Additionally, we show that there are significant philosophical questions associated with interpreting the available data—questions such that different answers generate dramatically different estimates of the scope of the problem. Finally, we document current trends in plant agriculture that cause little or no collateral harm to animals, trends which suggest that field animal deaths are a historically contingent problem that in future may be reduced or eliminated altogether.  相似文献

Targeting of agricultural conservation practices to cost‐effective locations has long been of interest to watershed managers, yet its implementation cannot succeed without meaningful engagement of agricultural producers who are decision makers on the lands they farm. In this study, we engaged 14 west‐central Indiana producers and landowners in an adaptive targeting experiment. Interviews carried out prior to targeting provided rich spatial information on existing conservation practices as well as producers' preferences for future conservation projects. We targeted six of the most accepted conservation practices using the Soil and Water Assessment Tool and spatial optimization using a genetic algorithm approach. Fairly optimal conservation scenarios were possible with even the most limiting constraints of farmer‐accepted practices. We presented in follow‐up interviews a total of 176 conservation practice recommendations on 103 farm fields to 10 farmers whose lands were targeted for conservation. Primary findings indicated producers were interested in the project, were open to hearing recommendations about their lands, and expressed a high likelihood of adopting 35% of targeted recommendations. Farmers generally viewed the interview process and presentation of results quite favorably, and the interviews were found to build trust and make the targeting process more acceptable to them.  相似文献

This article presents the evaluation of a pilot project where four decision-making tools were applied in a municipal energy-planning process in a Swedish municipality. The tested tools were citizens' panel, a scenario method, life cycle assessment and qualitative checklists for environmental assessment (EA). The results presented are based on two focus group discussions with the participants from the project: one with the municipal workgroup and one with the researchers that were responsible for the application of the decision-making tools. The results show that energy planning is a process of learning and dialogue, and workshop methodology was found to be favourable for open dialogue. This test also shows that public involvement can contribute to a valuable dialogue in the visionary work and suggestions of actions and strategies. Another conclusion is that energy planning needs to be iterative, even in the scoping. This test also shows that there is a need to develop simplified tools that include EA and a broad systems approach in local energy planning.  相似文献

Stephen Clark’s article The Rights of Wild Things from 1979 was the starting point for the consideration in the animal ethics literature of the so-called ‘predation problem’. Clark examines the response of David George Ritchie to Henry Stephens Salt, the first writer who has argued explicitly in favor of animal rights. Ritchie attempts to demonstrate—via reductio ad absurdum—that animals cannot have rights, because granting them rights would oblige us to protect prey animals against predators that wrongly violate their rights. This article navigates the reader through the debate sparked off by Clarke’s article, with as final destination what I consider to be the best way to deal with the predation problem. I will successively discuss arguments against the predation reductio from Singer’s utilitarian approach, Regan’s deontological approach, Nussbaum’s capability approach, and Donadson and Kymlicka’s political theory of animal rights.  相似文献

In response to protection needs in class I wilderness areas, forest land managers of the USDA Forest Service must provide input to regulatory agencies regarding air pollutant impacts on air quality-related values. Regional workshops have been convened for land managers and scientists to discuss the aspects and extent of wilderness protection needs. Previous experience with a national workshop indicated that a document summarizing workshop discussions will have little operational utility. An alternative is to create a knowledge-based analytical system, in addition to the document, to aid land managers in assessing effects of air pollutants on wilderness. Knowledge-based methods were used to design and conduct regional workshops in the western United States. Extracting knowledge from a large number of workshop participants required careful planning of workshop discussions. Knowledge elicitation methods helped with this task. This knowledge-based approach appears to be effective for focusing group discussions and collecting knowledge from large groups of specialists.  相似文献
