FORIA (Forest Impact Analysis) is a decision support software that provides a synthesis of published information pertaining to the application of radiological countermeasures in forests and the secondary impacts that may result from their application. By linking relevant key parameters describing the forest environment and its social and economic roles, with information on the effects of countermeasures on a range of forest features, the potential secondary impacts of the countermeasures are indicated. User inputs refine this generic system to reveal the potential secondary effects of selected countermeasures for specific forest scenarios. FORIA has an Eastern European focus but is applicable to all forest scenarios.  相似文献

Rural settlements located in areas of the Russian Federation contaminated after the Chernobyl accident and exceeding an annual dose of 1 mSv a-1 have been classified according to 137Cs contamination density, internal dose and the neighbourhood of forests. It has been shown that, with the exception of the most contaminated areas, the internal doses decreased in accordance with a decline in 137Cs availability for plant root uptake. An inverse tendency was observed in areas with 137Cs contamination above 555 kBq m-2 which can be explained by a reduction or even termination of countermeasure application and by an increasing consumption of forest products in areas where restrictive countermeasures are still implemented. Twenty-seven settlements have been studied to estimate the effectiveness of countermeasures applied previously and to identify the most important factors governing the radiation exposure to the population and its change with time. It has been shown that the effectiveness of countermeasures which resulted in a decrease of up to 40% of doses has a tendency to decline in the long term. The need for continuation of remediation in rural settlements was evaluated both for selected settlements and extrapolated to the whole contaminated area and it has been shown that the application of countermeasures will be of importance at least up to the year 2045. Rather high effectiveness in terms of internal dose reduction (factor of 2-2.5) of radical improvement (disking, ploughing and reseeding) and administration of Cs binders to animals (Ferrocyn) was demonstrated for the selected settlements. It could be demonstrated that for forest-remote settlements there is a linear dependence between internal dose normalised to the density of contamination and the proportion of peat soils around settlements. For near-forest settlements, this dependence was less pronounced which can be explained by the high contribution of forest food products to the internal dose. Milk is still the major dose-forming product in rural Russian settlements (its contribution to internal dose in forest-remote settlements is above 70%); however, in near-forest settlements, the contribution of mushrooms to the internal dose is comparable to the contribution from milk.  相似文献

A methodological approach for a comparative assessment of ionising radiation effects on man and non-human species, based on the use of Radiation Impact Factor (RIF) - ratios of actual exposure doses to biota species and man to critical dose is described. As such doses, radiation safety standards limiting radiation exposure of man and doses at which radiobiological effects in non-human species were not observed after the Chernobyl accident, were employed. For the study area within the 30km ChNPP zone dose burdens to 10 reference biota groups and the population (with and without evacuation) and the corresponding RIFs were calculated. It has been found that in 1986 (early period after the accident) the emergency radiation standards for man do not guarantee adequate protection of the environment, some species of which could be affected more than man. In 1991 RIFs for man were considerably (by factor of 20.0-1.1 x 10(5)) higher compared with those for selected non-human species. Thus, for the long term after the accident radiation safety standards for man are shown to ensure radiation safety for biota as well.  相似文献

Experience after the Chernobyl accident has shown that restoration strategies need to consider a wide range of different issues to ensure the long-term sustainability of large and varied contaminated areas. Thus, the criteria by which we evaluate countermeasures need to be extended from simple cost-benefit effectiveness and radiological protection standards to a more integrated, holistic approach, including social and ethical aspects. Within the STRATEGY project, the applicability of many countermeasures is being critically assessed using a wide range of criteria. Attention is being given to issues such as practicability, feasibility, capacity and environmental side-effects, as well as social factors such as public perceptions of risk, communication of information and the need for dialogue and consultation with affected communities, and ethical aspects such as informed consent and the fair distribution of costs and doses. Although such socio-ethical factors are now the subject of a substantial field of research, there has been little attempt to integrate them in a practical context for decision makers. Within this paper, we specifically consider the ethical aspects of restoration strategies and suggest practical means by which these can be taken into account in the decision making process, introducing a value matrix. The paper covers two critical areas: evaluation of individual countermeasures, and use of the matrix to ensure transparent and systematic consideration of values in selection of a restoration strategy.  相似文献

The present work illustrates the customisation and application of the decision support system MOIRA-PLUS (a MOdel-based computerised system for management support to Identify optimal remedial strategies for Restoring radionuclide contaminated Aquatic ecosystems and drainage areas) to the fresh water environment in Italy. MOIRA-PLUS is aimed at evaluating the behaviour of radiocaesium and radiostrontium in fresh water ecosystems and at assessing the appropriateness of suitable strategies for the management of contaminated water bodies by the application of multi-attribute analysis techniques. MOIRA-PLUS can be applied to complex networks of lakes, rivers and tributaries and can be straightforwardly customised utilising data and information from readily accessible sources such as official websites provided by scientific or government organisations. The present work shows an application of the decision system to 10 lakes and 18 rivers in Italy contaminated with 137Cs of Chernobyl origin. Site-specific values of some aggregated transfer parameters were estimated for the most important Italian lakes. Although high values of fish and water consumptions were hypothesised, very low doses to public from the fresh water pathway following the accident were calculated.  相似文献

The genetic consequences of radioactive contamination by the fallout to agricultural crops after the accident at the Chernobyl NPP in 1986 have been studied. In the first, acute, period of this accident, when the absorbed dose was primarily due to external beta- and gamma-irradiation, the radiation injury of agricultural crops, according to the basic cytogenetic tests, resembled the effect produced by acute gamma-irradiation at comparable doses. The yield of cytogenetic damage in leaf meristem of plants grown in the 10-km zone of the ChNPP in 1987-1989 (the period of chronic, lower level radiation exposure) was shown to be enhanced and dependent on the level of radioactive contamination. The rate of decline with time in cytogenetic damage induced by chronic exposure lagged considerably behind that of the radiation exposure. Analysis of genetic variability in three sequential generations of rye and wheat revealed increased cytogenetic damage in plants exposed to chronic irradiation during the 2nd and 3rd years.  相似文献

A spatially implemented model designed to assist the identification of optimal countermeasure strategies for radioactively contaminated regions is described. Collective and individual ingestion doses for people within the affected area are estimated together with collective exported ingestion dose. A range of countermeasures are incorporated within the model, and environmental restrictions have been included as appropriate. The model evaluates the effectiveness of a given combination of countermeasures through a cost function which balances the benefit obtained through the reduction in dose with the cost of implementation. The optimal countermeasure strategy is the combination of individual countermeasures (and when and where they are implemented) which gives the lowest value of the cost function. The model outputs should not be considered as definitive solutions, rather as interactive inputs to the decision making process. As a demonstration the model has been applied to a hypothetical scenario in Cumbria (UK). This scenario considered a published nuclear power plant accident scenario with a total deposition of 1.7x10(14), 1.2x10(13), 2.8x10(10) and 5.3x10(9)Bq for Cs-137, Sr-90, Pu-239/240 and Am-241, respectively. The model predicts that if no remediation measures were implemented the resulting collective dose would be approximately 36 000 person-Sv (predominantly from 137Cs) over a 10-year period post-deposition. The optimal countermeasure strategy is predicted to avert approximately 33 000 person-Sv at a cost of approximately 160 million pounds. The optimal strategy comprises a mixture of ploughing, AFCF (ammonium-ferric hexacyano-ferrate) administration, potassium fertiliser application, clean feeding of livestock and food restrictions. The model recommends specific areas within the contaminated area and time periods where these measures should be implemented.  相似文献

Assessment of the environmental and radiological consequences of a nuclear accident requires the management of a great deal of data and information as well as the use of predictive models. Computerised Decision Support Systems (CDSS) are essential tools for this kind of complex assessment and for assisting experts with a rational decision process. The present work focuses on the assessment of the main features of selected state-of-the-art CDSS for off-site management of freshwater ecosystems contaminated by radionuclides. This study involved both developers and end-users of the assessed CDSS and was based on practical customisation exercises, installation and application of the decision systems. Potential end-users can benefit from the availability of several ready-to-use CDSS that allow one to run different kinds of models aimed at predicting the behaviour of radionuclides in aquatic ecosystems, evaluating doses to humans, assessing the effectiveness of different kinds of environmental management interventions and ranking these interventions, accounting for their social, economic and environmental impacts. As a result of the present assessment, the importance of CDSS “integration” became apparent: in many circumstances, different CDSS can be used as complementary tools for the decision-making process. The results of this assessment can also be useful for the future development and improvement of the CDSS.  相似文献

As highlighted in the EU Soil Communication, local contamination is one of the main soil threats and it is often related to present and past industrial activities which left a legacy of a high number of contaminated sites in Europe. These contaminated sites can be harmful to many different receptors according to their sensitivity/susceptibility to contamination, and specific vulnerability evaluations are needed in order to manage this widely spread environmental issue. In this paper a novel comprehensive vulnerability assessment framework to assess regional receptor susceptibility to contaminated site is presented. The developed methodology, which combines multi criteria decision analysis (MCDA) techniques and spatial analysis, can be applied to different receptors recognized as relevant for regional assessment. In order to characterize each receptor, picked parameters significant for the estimation of the vulnerability to contaminated sites have been selected, normalized and aggregated by means of multi criteria decision analysis (MCDA) techniques. The developed MCDA methodology, based on the Choquet integral, allows to include expert judgments for the elicitation of synergic and conflicting effects between involved criteria and is applied to all the geographical objects representing the identified receptors. To test the potential of the vulnerability methodology, it has been applied to a specific case study area in the upper Silesia region of Poland where it proved to be reliable and consistent with the environmental experts' expected results. The vulnerability assessment results indicate that groundwater is the most vulnerable receptor characterized by a wide area with vulnerability scores belonging to the highest vulnerability class. As far as the other receptors are concerned, human health and surface water are characterized by quite homogeneous vulnerability scores falling in the medium-high vulnerability classes, while protected areas resulted to be the less vulnerable receptor with only one protected area falling in the medium vulnerability class. The vulnerability assessment results will support the regional risk assessment for the ranking of potentially contaminated sites at regional scale.  相似文献

The ‘Cooling Pond’ scenario was designed to test models for radioactive contamination of aquatic ecosystems, based on data from the Chernobyl Nuclear Power Plant cooling pond, which was heavily contaminated in 1986 as a result of the reactor accident. The calculation tasks include (a) reconstruction of the dynamics of radionuclide transfer and bioaccumulation in aquatic media and biota following the accident; (b) assessment of doses to aquatic biota; and (c) assessment of potential doses and radiation risks to humans from consumption of contaminated fish. Calculations for the Scenario were performed by 19 participants using 6 different models: LAKECO-B (Netherlands); LAKEPOND (Romania); POSOD (USA); WATER, GIDRO and ECOMOD-W (Russia). For all endpoints, model predictions were compared with the test data, which were derived from the results of direct measurements and independent dose estimates based on measurements. Most of the models gave satisfactory agreement for some portions of the test data, although very few participants obtained good agreement with all criteria for model testing. The greatest level of difficulty was with the prediction of non-equilibrium radioecological processes in the first year after the accident (1986). The calculations 5 for this scenario gave modellers a unique opportunity to test their models using an independent data base and to analyse the advantages and weaknesses of different model approaches. The use of post-Chernobyl data in such a scenario is also recommended for use in training students in the field of radioecology and environmental protection.  相似文献

Extensive forests in Croatia represent an important biological and economic resource in Europe. They are characterised by heterogeneity in forest management practices dating back to the socialist planned economy of the pre-1991 era. In this study we investigated the difference in rates of deforestation and reforestation in private- and state-owned forests during the post-socialist period and the causal drivers of change. The selected region of Northern Croatia is characterised by a high percentage of privately owned forests with minimal national monitoring and control. We used a mixed-methods approach which combines remote sensing, statistical modelling and a household-based questionnaire survey to assess the rates of forest cover change and factors influencing those changes. The results show that predominantly privately owned forests in Northern Croatia have recorded a net forest loss of 1.8 % during the 1991–2011 period, while Croatia overall is characterised by a 10 % forest cover increase in predominantly state-owned forests. Main factors influencing forest cover changes in private forests are slope, altitude, education structure, population age and population density. The results also show that the deforestation in private forests is weakening overall, mostly due to the continuation of the de-agrarisation and de-ruralisation processes which began during socialism.  相似文献

The Chernobyl Forum was organized by the United Nations to examine the health and environmental effects of the accident at the Chernobyl Nuclear Power Station. This paper is concerned with the environmental effects, as determined by Expert Group Environment. The accident resulted in release of a large amount of radioactive materials over a period of 10 days. These materials were deposited throughout Europe with the three more affected countries being Belarus, Russia, and Ukraine. More than 5 million persons lived on territories in these countries judged to be contaminated at >37kBqm(-2). Many countermeasures were employed to mitigate the effects of the accident. The collective effective dose to the residents of the contaminated territories is estimated to be about 55,000 person-Sv. Effects on non-human biota were observed that ranged from minor to lethal; the current increase in the number and diversity of species in the most contaminated area is due to absence of human pressure.  相似文献

Decisions on appropriate countermeasures in the case of a contamination of large areas due to fallout from a weapon's detonations or a serious reactor or reprocessing plant accident depend on fallout level and the time period required for the exposure levels to fall below a given intervention limit. This is particularly relevant for countermeasures with high costs and substantial consequences to the population involved, such as relocation or soil perturbation. Natural processes which result in a decrease in activity concentrations in foodstuffs and external exposure with time, are least detrimental to the soil among all countermeasures proposed for rehabilitation of contaminated areas. The impact of these natural self-healing effects (soil sustainability) on the temporal activity reduction in foodstuffs, as well as their effect on the time period required for exposure levels to decrease to sufficiently low levels to allow unrestricted re-utilization and re-settlement of the land, are discussed. Depending on the type of foodstuff, in Central Europe this temporal decrease follows an effective half life of about 0.25-1.3 y from first to second year after fallout, followed by a decrease in milk with an effective half-life of 1-2 y in the next 7 y and about 5 y thereafter, while in cereals and vegetables in Austria a decrease by 2.3 y and in fruit by 1.3 y over a period of more than a decade is observed. In contrast, the decrease in foodstuffs derived from semi-natural environs is much slower by an effective half-life of roughly 8 y. The time-span for adequate recovery of a contaminated territory, therefore, depends on the fallout level and the radionuclides involved and the contribution of natural and semi-natural derived foodstuffs to the diet. It is shown that for 137Cs and a typical Central European diet the time span amounts to about 1 y for a deposition of 300 kBq m(-2) and to about 10 y for a deposition of 10,000 kBq m(-2). Thus it is demonstrated that natural restoration effects may contribute significantly to the environmentally safe and sustainable resettlement of an area substantially contaminated with fission products.  相似文献

The radiation protection community has only recently started the important work of preparedness for long-term post-accidental management of radioactively contaminated areas, like for instance the EC projects STRATEGY, FARMING and EURANOS and the French authorities' CODIRPA and PAREX programmes. There are, however, different views concerning how long a long-term management might last. Based on the Norwegian and former Soviet Union experience after the Chernobyl accident, it is clear that a nuclear accident can entail decades of necessary management and rehabilitation of living conditions. The time period is dependent on a number of factors, e.g. amount of fallout, type of radionuclides, land use of contaminated area, number and density of people affected and available techniques and resources for implementing countermeasures. This paper discusses the management strategy implemented in Norway after the Chernobyl accident, the need for changing strategy over time and the important involvement of affected groups. Careful planning and reflections should be undertaken before actions are taken in the recovery phase, keeping in mind the possibility of decades with problems.  相似文献

The predictions of three models of 137Cs transfer in forest ecosystems (FOA, LOGNAT and FORESTLAND) were compared. The scenario for the model-model comparison consisted of an acute dry deposition of 137Cs over a coniferous forest. The model predictions were subsequently compared (model-data comparison) with values derived from experimental data measured in forests of the Bryansk region in Russia that were contaminated by the Chernobyl accident and that have similar characteristics to the forests described in the scenario. The predictions of radiocaesium levels in the litter-soil layer, berries, needles, wood, whole tree and moose made with the models were in relatively good agreement with each other (within a factor of 1.4-2.9). The best agreement was observed for berries and moose and the worst for wood. There was also good agreement between the model predictions for the same variables and the experimental data (within a factor of 1.2 3.2). In this case, the best agreement was observed for the litter-soil layer and the worst for wood and the whole tree. Overall, at least for the studied scenario and for the first 10 years after deposition, any of the models can be used if the final aim is to estimate average concentrations in different forest components. The agreement between the model predictions worsens with time and there were differences in the form of the time dependencies predicted by the models, especially for wood. This may lead to larger differences between the model predictions and the experimental data for times beyond the period for which data were available for comparison (10 years after the deposition).  相似文献

The Boréon area in the Mercantour Massif, S.E. France, was contaminated by radionuclides after the Chernobyl accident in the first days of May 1986. Sediments from a small mountain lake in this area were collected, as well as forest soils in its vicinity, in order to obtain 137Cs and 210Pb profiles. Calculated from the 210Pb inventory in a soil of a horizontal area, the flux is high in the area (0.06 Bqcm(-2)y(-1)) probably because of the great frequency of rain and uranium ores outcropping in the massif. The comparison of the 137Cs soil inventories and the unsupported 210Pb suggests that the 137Cs fallout due to the Chernobyl accident in the study site (Boréon) was at least 3.5 Bqcm(-2), more probably the double. The recent lake sediments still undergo a rather strong contamination by 137Cs and the sediment profiles show that the residence time of 137Cs in the catchment area is long. The study area is frequented by many inhabitants of the city of Nice and other cities at the Mediterranean coast during week-end and during summer and winter holidays. Thus the 137Cs external exposure impact was evaluated at 2 mSvy(-1) for 2002 in the most contaminated point.  相似文献

Numerous analyses of the possible impacts of future climatic changes on tree species composition have been published for both lowland and high-elevation forests. Most of these studies were based on the application of forest "gap" models, and the vast majority of them considered only changes in the average of climatic parameters over time. In this study, we use a unique data set on reconstructed past climatic variations to analyse forest dynamics simulated by the forest gap model ForClim. This analysis forms the basis for a systematic exploration of the ecological effects of changing means vs. changing variability of climate on central European forests. A reconstruction of historical climate covering the last 470 years in the Swiss lowlands (ClimIndex) is extrapolated to a transect across the alpine (cold) treeline and used to simulate the influence of climate variations on the time scale of decades on forest biomass and tree species composition at both sites. While the simulation at the low-elevation site shows little sensitivity to climate variations, the results from upper subalpine forests suggest that two major dieback events would have occurred at elevations above the current but below the climatic tree line, induced by clusters of exceptionally cold summers. The results are in agreement with available dendrochronological data and with documentary evidence on massive negative impacts on flora and fauna at high elevations during these periods. We conclude that ForClim is capable of capturing the effects on tree population dynamics of climate variability at these sites as reconstructed from the ClimIndex record. A factorial design is used to address the sensitivity of ForClim to changes of the long-term averages vs. changes of the variability of monthly temperature and precipitation data. To this end, the simulated tree species composition of near-natural forests is examined along a climate gradient in Europe. The results indicate that there are three types of forest response: (1) little sensitivity to both kinds of change, (2) strong sensitivity to changes in the means, but little sensitivity to changing variability, and (3) strong sensitivity to changing variability at least in parts of the examined climate space. Half of the cases investigated fall under the third category, suggesting that emphasis should be placed on also assessing the sensitivity of ecosystems to future changes in climate variability rather than on changes of average values alone. Understanding forest changes and its trajectory is important to develop policy options and future scenarios for climate analysis. This research is conducted to gain insights on secondary forests change using Mississippi, USA, as a case study. We investigate the spatial patterns and temporal dynamics of secondary forests at high resolution and examine the forces driving their changes. An extensive literature review is conducted to refine the conceptual framework of forest changes and identify the underlying key factors. Forest changes are quantified at high spatial (30-m) and temporal (biennial) resolutions, using time series remotely sensed data between 1984 and 2007. A number of geospatial and socioeconomic data were compiled to analyze the spatial variations of forest disturbances and their linkages to various socioeconomic, political, and biogeophysical factors. The results show that the secondary forests are highly dynamic and variable. Disturbances and regeneration occur continuously everywhere in a systematic and coordinated fashion. This pattern prevents an extensive disturbance and increases total forest cover. Market conditions (i.e., timber price) are the key predictor of the level and overall trend of forest disturbances. However, spatial patterns of forest dynamics cannot be explained by location-specific biophysical, socioeconomic, and policy factors identified in the literature. They can best be described by the ecological characteristics of the forests (i.e., the forest type and age distribution), which have a clear economic linkage. The research shows that regenerated forests frequently experience loss and gain of their extent, and their ecological characteristics change drastically on a short-term basis. These results point out challenges and opportunities in forest management and policy with regard to reforestation.  相似文献
