Corporate Social Responsibility (CSR) has been defined as the voluntary integration of social and environmental concerns into the firm’s decision-making. The search for a good Occupational Health and Safety (OHS) environment and the promotion of a culture of risk prevention are two of the firm’s main social responsibilities, and consequently an integral part of CSR. This paper discusses how the growing interest in corporate social responsibility can contribute to improving the implementation of adequate systems of prevention. For this purpose, we study to what extent OHS issues are present in the field of CSR, and consequently determine which aspects have received the most attention, and which are less well developed; we offer some proposals as well. The methodology followed is a content analysis of the main international CSR management tools.  相似文献

In Vienna during more than 10 years of research work a special traffic behaviour observation method has been developed, evaluated and applied by Risser et al. in the frame of many different traffic safety projects. Car drivers are accompanied by two observers who register not only errors in behaviour of drivers but also their communication and interaction with other road users. Malfunction of communication and interaction are judged as main sources for problems for danger in traffic. For example, if they lead to a bad traffic climate fealings of discomfort, anger and frustration will prevent cooperative actions of road users. Being able to recognize such negative or dangerous interaction patterns in time it seems to be easier to protect road users — most often the ‘unprotected’ ones — from getting involved in accidents. This contribution gives an impression about theory and practice of the observation method and shows results of different studies, where the method called ‘Wiener Fahrprobe’ has been applied. Furthermore it will show how the method and its results can be used in the frame of the European traffic (safety) research projects ‘PROMETHEUS’ and ‘DRIVE’. Till now no accident data exist in respect to new RTI systems. Therefore it seems to be important to have a sophisticated social-psychological method for testing the behaviour and interaction of road users in connection with these systems. As a typical process industry, the Oil & Gas industries play a key role within a networked critical infrastructure system in terms of their interconnection and interdependency. While the tight coupling of infrastructures increases the efficiency of infrastructure operations, interdependency between infrastructures may cause cascading failure of infrastructures. The interdependency between critical infrastructures gives rise to an infrastructure network. In this paper, we apply social network analysis, an analytical tool used by social scientists, to study human interactions and to analyze characteristics of the critical infrastructure network. We identify Oil & Gas, Information & Communication Technologies (ICT), and Electricity as three infrastructures that are most relied upon by other infrastructures, thus these may cause the greatest cascading failure of the infrastructures. Among the three, we further determine that Oil & Gas and Electricity are the more vulnerable infrastructures. As a result, priority toward critical infrastructure protection should be given to the Oil & Gas and Electricity infrastructures since they are most relied upon but at the same time depend more on other infrastructures.  相似文献

This paper has been prepared by its authors to show the benefits coming from the application of the fire risk assessment methodology prepared by the “LastFire© Project” group of experts. Now a days this methodology seems to be very effective to face the fire risk connected with large atmospheric storage tanks. It has been developed during the period 1997–2005 the HSE & operations experts from experts 16 worldwide operating oil companies. The authors, by “ad hoc” created software package, show the benefit coming from the applications of the LastFire© methodology and how, from this, using the methodology and the supporting tad, realize a coherent fire strategy in the form of a Fire Risk Management System. Same workflow could also be extended to the issues connected with other problems related with large atmospheric tanks storing hydrocarbons, such as environmental impact by soil pollution, to create a common frame walk of assessment not can be shared with authorities as well. The proposed methodology, moving from the original project, sets as an effective “Fire Hazard Management Approach” in line with the most recent trends (even enforced by the regulations) shared at international levels, that propose the integration of risk assessment with prevention and protection measures selection based on achieved risk reduction, costs, time needed, etc.  相似文献

在安全管理越来越得到重视的今天,安全责任追究力度越来越大,政府和官员对安全管理更多倾向于采取自我保护式的高压和严惩。这种管理模式在各方利益主体的博弈下,使得安全管理的目标与结果产生变异,甚至会产生不愿看到的结果。事实上安全管理制度运行的成本是巨大的,单靠严惩是不能解决问题的。本文运用博弈理论、新制度经济学、信息经济学、机制设计理论等经济学方法,对安全管理的运行机制进行分析,认为安全管理必须理性预防,堵疏结合,通过设计符合客观规律的安全管理运行机制,方能确保安全生产。  相似文献

Ownership structure is an important factor. For independent enterprises, the ergonomic, physical and chemical work environment is more hazardous in small enterprises than in large ones. For enterprises that are part of a larger organization, the work environment tends to be more hazardous in large enterprises when controlling for the same factors. For the psychosocial factors, the trend is different – better in small than in large enterprises independent of ownership. In all enterprises, both public and private, the quality of health and safety management systems and workplace assessment is remarkably higher in large than in small enterprises.These differences in work environment for small and large enterprises have been studied in the ‘Danish Work Environment Cohort Study’ and ‘Surveillance of health and safety activities in enterprises’. These datasets are linked together to a reliable database with data on work environment and enterprises including size, ownership structure, and health and safety management.  相似文献

从煤炭主体专业教育具有的公益性属性分析入手,指出煤炭主体专业的办学经费日紧和煤炭主体专业边缘化与去煤化,公益性日渐式微。建议从国家、高校、企业、个人家庭等各个层次全方位重构煤炭主体专业教育的公益性,加强国家利益至上,强化政府主渠道作用,在政策与教育投入要向其倾斜,优先发展与保障煤炭主体专业的教育,制定相关法规确保煤炭专业生源与人才培养质量,并在该领域就业。国家、企业、高校与个人家庭利益相关者都应在制度上强化各自应有的责任,从而形成一个多层次全方位良性互动发展的培养与吸纳人才的机制,确保煤炭主体专业教育的公益性,促进煤炭主体专业健康发展,满足安全生产的人才需求的供给,从而为煤炭安全生产提供重要保障。  相似文献

突发事件应对中因救援任务不明确、应对主体职责不清、履责路径不通畅而导致事态扩大和严重问责的情况时有发生,这已成为应急绩效评估中常见的、亟需解决的问题。以某次特别重大道路交通事故应急为切入点,借助高速公路特殊路段典型交通事故救援演练实践,梳理了道路交通事故救援任务单元,匹配了各任务单元的责任主体和应急职责,并析出基于各责任主体应急角色交互的履责路径。该研究对提升当地道路交通事故应急救援整体水平具有借鉴价值。  相似文献

隐患排查治理是企业安全管理的主线,排查治理对象除人的不安全行为、物的不安全状态和不良的工作环境外,更应侧重于管理缺陷。针对目前管理缺陷排查治理方法论研究较少的问题,将项目管理工具—责任矩阵引入隐患排查体系。结合安全管理的特点,建立了隐患排查治理责任矩阵流程和应用准则,并通过某隐患排查治理责任矩阵的建立和应用对该方法进行了验证。研究表明,责任矩阵便于查找隐患背后的管理缺陷,可推动企业由下向上逐步完善安全生产责任制,对持续提升企业安全生产管理水平具有一定指导意义。  相似文献

在突发事件应急过程中,由于分工不明、责任不清导致的部门间或者责任人之间的推诿扯皮等现象影响应急行动的高效有序开展,甚至会导致应急行动失败。因此,在应急预案中各应急部门(人员)责任分配是否适当是应急能否成功的关键。为解决该问题,笔者引入项目管理中的责任矩阵方法(Responsibility Matrix)。首先,根据应急的特点,定义直接责任(R)、支持(S)、建议(A)、约束(P)4种责任类型,确定了责任划分的原则;然后,总结出我国自然灾害类应急预案主要包含41种角色类型,并在该基础上建立了应急程序和应急人员间的责任矩阵及评价准则;进而采用上述方法分析一个实际的地震应急预案,对该应急预案的责任矩阵进行评价,最终确定其需要加强和完善的方面,为制定或修订应急预案提供参考。  相似文献

The paper summarises some studies carried out in recent years on Italian air traffic controllers. Work stress appeared related mainly to mental charge, aggravated by time pressure and high responsibility. Shiftwork was not considered highly stressful, thanks to the good shift schedules adopted. The disorders most frequently complained of had a prevalent psychosomatic component, concerning the digestive, neuropsychic, and cardiovascular systems. However, their prevalence was lower than, or similar to, that recorded in general population. The controllers engaged in regional centres showed slightly worse health conditions than those engaged in airport towers; the same was found in the radar controllers compared to those working in non-radar positions.  相似文献

Drowsiness has been recognized as a pervasive problem for drivers, with effects comparable to alcohol. Alcohol, however, has a clear legal limit for impairment; there are no comparable criteria to suggest sleepiness. Drowsiness has been associated with light and circadian rhythm. To investigate the joint effects of these factors on crash occurrence, along with other factors, single vehicle crashes reported in Ontario (1999–2004) were analyzed. Crashes occurring at four times of day, when light varies and circadian rhythm is low (2–5 a.m. and 2–4 p.m.) and with similar light conditions and higher circadian rhythm (9–11 p.m. and 10 a.m.–12 noon). Logistic regression was used to see how light and other factors are associated with single vehicle crashes occurring at times of low circadian rhythm, when drowsiness is more likely.Initial results indicated many circumstances associated with occurrence at these times: the age and sex of the driver and reported driver condition as well as weather. There is, however, an interaction between light and presumed alertness. In separate analyses for daytime and night time crashes most variables were significant for nighttime crashes but not for daytime events. The effects of alcohol and youth remained. A lack of light may exacerbate the effects of other factors at times of low alertness; this should be further investigated in controlled environments such as sleep laboratories and/or driving simulators.  相似文献

为了研究工程监理单位是否应该承担安全监理的责任问题,从工程监理制度与安全施工的关系,从法律、行政法规、技术规范等多方面对工程监理的安全责任进行了全面的分析和详细的研究,最后从法理和现实入手,对工程监理单位的安全责任进行了总结和归纳,对一些条文规定进行了深入的解析。研究结果表明,目前的《建设工程安全生产管理条例》和某些地方政府和行业主管部门对工程监理单位的安全监理责任有扩大化的倾向,应予以制止。  相似文献

为了深入探究当前高校消防安全责任制落实情况,本文通过文献梳理、问卷调查等研究方法,对华中地区20所高校进行问卷调查,调查显示当前高校消防安全责任制落实方面存在消防安全责任制管理机制不健全、二级单位责任制落实缺乏主动性和有效性、责任制落实缺乏量化考核机制以及宣传有效性不够等问题,并有针对性地就如何加强高校消防安全责任制落实提出对策及建议。  相似文献
