Chronic flooding in the Chalco valley, state of Mexico, Mexico, is the outcome of past and present socio‐environmental changes which have taken place in Mexico City's south‐eastern peri‐urban interface. This flooding is the result of a complex interaction between urbanisation in an ex‐lacustrine area, permanent ecological deterioration and ground subsidence, poor sanitation and inadequate policy responses. Far from solving the flooding problem, short‐term policy responses have created increasingly unsafe conditions for current residents. A socio‐historical analysis of disasters reveals the importance of taking into consideration particular social actors and institutions in hazard generation and flood vulnerability over time. This paper analyses three aspects of this flooding: first, the importance of approaching floods from a socio‐historical perspective; second, the relation between urbanisation, former policies and flood risk generation; and third, current policy responses to and the failure in the risk management of La Compañía Canal.  相似文献

目前,我国很多地区特别是海河流域面临着严峻的水资源短缺,而洪水资源化是缓解水资源短缺的措施之一.在此背景下,通过蓄滞洪区合理调度运用,将分洪标准以下的中小洪水部分转化为可供利用的水资源的设想随之形成.为配合这一设想的研究,结合"十五"攻关项目"海河流域蓄滞洪区洪水资源化利用示范研究",以海河流域大黄铺洼蓄滞洪区为例,开发了蓄滞洪区规划与管理信息系统.本文对该系统的总体目标、逻辑结构、软硬件环境及主要功能进行了介绍.该系统的运用为大黄铺洼蓄滞洪区洪水风险调度、洪水资源化利用、合理经济发展与生态修复模式的选择等建议的提出提供了决策支持.进一步改进完善该系统,提高其通用性,能够为其他蓄滞洪区的规划管理提供决策借鉴.  相似文献

Abstract

Warnings and emergency planning for flooding are based on the reality that no matter how thorough our investigations and flood prevention efforts through engineered structural works or land use management, some risk will always remain. This paper examines recent experience with flood warnings in the UK and continental Europe. It combines this experience with an overview of the relevant literature to identify lessons for incorporation into policy, and problem areas which would most obviously benefit from additional research. Throughout, the emphasis is on the non-engineering aspects of warning systems. Results indicate that much is being achieved in terms of the detail of warning design, but the broader issues seem to be largely ignored by both the research literature and practice. First among these broader issues is the failure, by those charged with warning system development and operation, to conceptualise the warning task as one based explicitly on the needs of those at risk. Making this happen will require the development of processes to build the necessary culture of cooperation and learning among the many organisations involved.  相似文献

Abstract

China frequently experiences natural disasters, of which flooding is the most serious. How to monitor and control natural disasters, assess damage, and provide relief is the most urgent problem for the Chinese government and disaster experts. A national integrated system using remote sensing, geographic information systems, the Global Positioning System, and other technology for monitoring and evaluating flood disasters has been assembled and tried out for 3 years. The system has played an important role in flood mitigation during the trial and has become a key part of the flood management system at China's National Flood Control Headquarters. This paper presents an overview of the system and its use in China.  相似文献

The disastrous floods of July 1934 in Tabriz are examined in the context of the history of floodinginthe city, which is crossed by a dry stream bed liable to sudden Inundation by mountain torrents from the southeast. Few details of past events have survived, suggesting that relatively little significance has been attached to them. Typically, flood dykes were inadequately maintained. This neglect, combined with a radical alteration in urban topography after 1925, when broad straight avenues were constructed through the old heart of the city, led to serious losses from flooding twice in 1929 and again in 1934. Enhanced perception of the flood risk finally found expression in the adoption of large scale engineering measures to mitigate future events, including strengthening protective dykes and widening the river channel through the city. These works have reduced vulnerability to flooding from river overflow. No long-term detrimental Impact of the 1934 flood has been observed. Some of the physical and social parameters that have influenced the vulnerability of Tabrizinthe past continue to be present both there and elsewhere in Iran, and they may be characteristic also of other regions with comparable natural environments or in a similar stage of socio-economic development.  相似文献

分析了山东地区历史干旱、洪涝和地震灾害时间分布特征及其相互关系,发现旱涝与地震灾害一样具有不同时间尺度的准周期活动特征,且地震与旱涝具有一定相关关系.如内陆大地震多与干旱活动相继发生,海域地震多发生在洪涝活动时期;破坏性地震前多发生干旱,震后又常有洪涝相随等。进而对山东旱涝活动进行了初步分期。文中还对上述现象的成因作了简单分析。  相似文献

利用1949-1990年上海市郊水灾历史灾情资料,分析其时空分布特征显示,自1949年以来,水灾受灾指数和相应粮食减产率呈阶段性下降,尤其自1977年水利控制片贯彻实施后,二者呈大幅度下降。各区县中,综合考虑水灾频次和受灾面积两个因素,得出南汇灾情最为严峻。最终,针对历史灾情资料缺乏、小样本数据使用传统统计模型进行风险分析精度不高的特点,基于信息扩散原理,利用正态信息扩散技术将单一的样本观测值变为一模糊集的模糊数学方法,对各区县受灾指数进行了风险分析,结果显示:南汇、浦东在受灾指数较低时,超越概率较高,即风险较高;崇明、金山在任一受灾指数下,风险都显示最高,受灾指数达0.8的超越概率为0.03345和0.01243,分别达到30年一遇和100年一遇。  相似文献

深圳市自建特区以来,沿河沿海低地迅速城市化,流域内大规模的开发活动加剧了水土流失,河道淤塞严重,行洪能力降低,新增市区防洪排涝设施不足,使深圳市洪涝灾害更趋频繁,经济损失急剧增长,为配合深圳市制定新的防洪(潮)规划,本研究开发了城市洪水演进一、二维不恒定流混合模型,分现状与规划措施实施后两种情况对各典型年暴雨、高潮的组合在深圳市可能造成的洪涝灾害进行了模拟和分析,其结果为深圳市合理评价防洪(潮)规划提供了依据。  相似文献

Focusing on three of the largest coastal cities in the Republic of Ireland, this paper highlights the importance of a historical analysis of flood hazards in contextualising current events and potential future risks. Over the last decade, the cities of Dublin, Cork and Galway have experienced several major coastal, river and pluvial floods. In the aftermath of these floods, two distinct but related narratives have dominated public discourse and official responses. The first narrative presents recent floods as unprecedented and as possible evidence of climate change. The second constructs floods primarily as natural events and assumes that the optimal means of reducing flood losses is to prevent flood events. In this paper, I suggest that these narratives are not supported by a historical analysis of exposure and vulnerability to flood hazards in Irish cities. This paper draws primarily on newspaper archives to construct a record of past flooding that challenges these narratives in several ways and in doing so offers lessons for similar cities in other countries. I contend that these narratives are perpetuated by a narrow form of knowledge production (quantitative risk assessment) and a narrow range of data (numeric instrumental records). Incorporating a broader range of sources and data types into risk and vulnerability assessments may illuminate more creative strategies for reducing both contemporary and future flood losses.  相似文献

Research is based on qualitative interviews with 21 representatives of key organisations and activities at a national level of FRM. Drawing on communication theory the research highlights the key contextual features at play: the characteristics of communication flow through organisations, the importance of policy as a communication tool informed and constrained by flood events, organisational agendas, communication approaches and the development of knowledge and technology. The paper describes the influence of clear policy guidance on activities in certain government FRM communication initiatives and the commercial imperative driving the insurance industry activities.  相似文献

This paper reviews the relationships between risk perception and structural measures in an Australian context in three respects: (i) opinions about authorities’ ability to mitigate flood risks; (ii) the role of flood experience in shaping views on risk; and (iii) perspectives on the ways in which structural measures shape decision‐making pertaining to protective action. The main finding of this analysis is that the study participants do not suffer from the ‘levee paradox'. Most take precautionary steps to guard against residual flood risk. Such actions, however, do not mean that there is a lack of trust in structural measures to reduce significant flood risk. The majority of the respondents agreed about the necessity of engineering structures to mitigate inherent flood risk. This support, though, does not extend to their management. Losses during major flooding in southeast Queensland, Australia, in 2010–11 were attributed primarily by residents to operational decisions concerning dam water releases.  相似文献

Abstract

The Rhine and the Oder rivers have many similarities. Both are subject to comparable hydroclimate regimes, are flood prone, are international waterways and have been extensively modified by humans over many hundreds of years. Yet the recent history of flooding on the German sections of these rivers is distinctively different. Most communities along the Rhine seem to take floods in stride whereas along the Oder they have been highly disruptive. The disruption has provided a mechanism for helping to integrate disparate parts of the newly reunified German states emergency management system and has highlighted continuing differences between Polish and German flood experiences.  相似文献

This paper presents a review of Australian urban riverine flooding. By world standards the Australian flood problem is relatively small, though there are pockets of development subject to regular severe inundation. In the past, government response to flooding was ad hoc and characterized by structural adjustments. The 1970s and 1980s, however, have seen a major shift in approach. The new approach emphasizes resource management rather than construction, and consists of the announcement of policies, enactment of enabling legislation, and the introduction of procedures to help ensure that the widest range of flood damage reduction measures are considered. The changes are evident at both the federal and state levels of government.
Though problems remain, particularly at the local government level, where ultimate responsibility for policy implementation generally rests, the authors feel there are good grounds for optimism. Some suggestions for future policy are offered and the importance of public safety is stressed.  相似文献

The genera] effects of flooding on buildings and structural materials in developing countries are comprehensively reviewed. The aim of the paper is to stimulate further field based research as to how and what type of building improvements can be introduced, given the prevailing economic and cultural constraints of many communities, and to examine the appropriateness of floodproofing measures in developing countries where there are often few floodplain management or large scale flood prevention schemes. 1998年主汛期,由于西太平洋副热带持续偏南、偏强,中高纬度维持稳定的阻塞形势,6、7月雨带长期在鄱阳湖、没庭湖地区徘徊,造成长江中下游地区严重洪涝;8月随着副高北抬,长江上游出现多次强降水过程,长江干流受中下游洪水顶主上游洪峰下泻的影响,水位居高不下,多数水文站出现了超记录的历史最高水位。1998年的已成为一次少有的新的长江大洪水的典型。  相似文献

通过分析河北省旱涝灾害的历史状况,得出黉灾呈逐年减轻、时灾呈逐年加重的认识,旱灾是河北省的一种主要自然灾害,探讨了该省旱涝灾害的时空分布规律,在时间上具有季节性、持续性和阶段性,在空间上具有地域性,对增强水患意识,防汛抗旱,今后的防灾抗灾提供了科学依据。  相似文献
