ABSTRACT: California's courts have recently recognized the existence of underground aquifer storage rights that permit public agencies to (1) store imported waters in aquifers; (2) prevent others from expropriating that water; and (3) recapture the stored water when it is needed. The article describes the two appellate decisions that represent the common-law development of aquifer storage rights. Each decision related to separate aquifers that were subject to separate types of groundwater management programs. One decision involved an aquifer under the southeastern San Francisco Bay area that was managed under statutory authority and is entitled, Niles Sand and Gravel Co. v. Alameda County Water District 37 C.A.3d 924 (1974); cert. denied 419 US 869. The other decision involved an aquifer under Southern California's San Fernando Valley that was managed under judicial authority and is entitled, City of Los Angeles v. City of San Fernando 14 Cal.3d 199 (1975). The two decisions provide separate, but complimentary, public interest rationales for aquifer storage rights: (1) to protect water supplies necessary for the overlying community; and (2) to increase water supply efficiencies by using natural underground reservoirs wherever practicable. The Article reviews the relationship of aquifer storage rights to conventional groundwater rights and indicates aspects of the storage right that may need additional development.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00616.x Abstract: Memphis, the largest city in the state of Tennessee, and its surrounding suburbs depend on a confined aquifer, the Memphis aquifer, for drinking water. Concern over the potential for downward movement of water from an overlying shallow aquifer to the underlying Memphis aquifer provided impetus for monitoring groundwater quality within the shallow aquifer. The occurrence of volatile organic compounds (VOCs), nitrate, and pesticides in samples from the shallow well network indicate a widespread affect on water quality from the overlying urban land use. Total pesticide concentration was generally higher in more recently recharged groundwater indicating that as the proportion of recent water increases, the occurrence of pesticides related to the current urban land use also increases. Groundwater samples with nitrate concentrations greater than 1.5 mg/l and detectable concentrations of the pesticides atrazine and simazine also had higher concentrations of chloroform, a VOC primarily associated with urban land use, than in other samples. The age of the water from these wells indicates that these concentrations are most likely not representative of past agricultural use, but of more recent urban use of these chemicals. Given that the median age of water represented by the shallow well network was 21 years, a lag time likely exists between changes in land use and the occurrence of constituents related to urbanization in shallow groundwater.  相似文献

The conjunctive use of surface and groundwater resources is one alternative for optimal use of available water resources in arid and semiarid regions. The optimization models proposed for conjunctive water allocation are often complicated, nonlinear, and computationally intensive, especially when different stakeholders are involved that have conflicting interests. In this article, a new conflict-resolution methodology developed for the conjunctive use of surface and groundwater resources using Nondominated Sorting Genetic Algorithm II (NSGA-II) and Young Conflict-Resolution Theory (YCRT) is presented. The proposed model is applied to the Tehran aquifer in the Tehran metropolitan area of Iran. Stakeholders in the study area have conflicting interests related to water supply with acceptable quality, pumping costs, groundwater quality, and groundwater table fluctuations. In the proposed methodology, MODFLOW and MT3D groundwater quantity and quality simulation models are linked with the NSGA-II optimization model to develop Pareto fronts among the objectives. The best solutions on the Pareto fronts are then selected using YCRT. The results of the proposed model show the significance of applying an integrated conflict-resolution approach to conjunctive use of surface and groundwater resources in the study area.  相似文献

Land subsidence caused by extensive groundwater pumping has become a factor which cannot be ignored in the sustainable exploitation of groundwater resources. The Hangzhou–Jiaxing–Huzhou Plain is one of the locations with China’s most severe land subsidence problems; the region has experienced dramatic land subsidence since the 1960s. Historical records of groundwater extraction, hydraulic head, and land subsidence show the latter to be the result of continual and excessive extraction of groundwater from deep confined aquifers. This study reconstructs land subsidence using an integrated regional groundwater flow and land subsidence model. The model is calibrated using land subsidence and groundwater level measurements from 1996 to 2007. Simulation results reproduce the cones of depression for groundwater heads and nadirs of land subsidence reasonably well. The calibrated model is used to evaluate the efficacy of land subsidence prevention plans from 2008 to 2010, and to predict future land subsidence over the next decade considering several groundwater exploitation scenarios. The results show the main cause of land subsidence to be inelastic compaction of the aquifer system resulting from continuously declining water levels. The model reveals that while the area of land subsidence will continue to extend, the rate of this extension may be significantly decreased by reduction of groundwater extraction. If the current land subsidence prevention and reclamation plans are continued and surface water diversion projects implemented, though land subsidence cannot be halted, the rate at which it is occurring can be effectively reduced.  相似文献

The cost of developing groundwater resources in northeastern Illinois from 198cL2020 is estimated for the purpose of providing a basis for comparing alternative sources. Demands for each township in the study area are estimated at 10-year increments and are satisfied, where the supply is sufficient, in such a way as to minimize the cost subject to constraints on supply. Sources of water are two shallow aquifers with known potential yields and a series of deep aquifers treated as a single unit and modeled on a digital computer. For each township the costs of wells, pumps, power and rehabilitation is estimated for each aquifer on a per million gallons of water per day basis. In addition the cost of groundwater treatment necessary to raise the quality to that of treated Lake Michigan water is considered. Raw water costs are found to vary from 2 to 14 cents per 1000 gallons depending upon the depth to the deep aquifer water. Treated water costs vary from 22 to 53 cents per 1000 gallons, the lower costs applying to the largest users because of the economy of scale. It is found that with proper distribution of pumpage there is sufficient water in storage in the deep aquifers to meet groundwater demands through 2020.  相似文献

The impact of urbanization on groundwater is not simple to understand, as it depends on a variety of factors such as climate, hydrogeology, water management practices, and infrastructure. In semiarid landscapes, the urbanization processes can involve high water consumptions and irrigation increases, which in turn may contribute to groundwater recharge. We assessed the hydrological impacts of urbanization and irrigation rates in an Andean peri‐urban catchment located in Chile, in a semiarid climate. For this purpose, we built and validated a coupled surface–groundwater model that allows the verification of a strong stream–aquifer interaction in areas with shallow groundwater, higher than some sewers and portions of the stream. Moreover, we also identified a significant local recharge associated with pipe leaks and inefficient urban irrigation. From the evaluation of different future scenarios, we found a sustainable water conservation scenario will decrease the current groundwater levels, while the median flow reduces from 408 to 389 L/s, and the low flow (Q95%) from 43 to 22L/s. Overall, our results show the relevance of integrating the modeling of surface and subsurface water resources at different spatial and temporal scales, when assessing the effect of urban development and the suitability of urban water practices.  相似文献

Abstract: Water supply uncertainty continues to threaten the reliability of regional water resources in the western United States. Climate variability and water dispute potentials induce water managers to develop proactive adaptive management strategies to mitigate future hydroclimate impacts. The Eastern Snake Plain Aquifer in the state of Idaho is also facing these challenges in the sense that population growth and economic development strongly depend on reliable water resources from underground storage. Drought and subsequent water conflict often drive scientific research and political agendas because water resources availability and aquifer management for a sustainable rural economy are of great interest. In this study, a system dynamics approach is applied to address dynamically complex problems with management of the aquifer and associated surface‐water and groundwater interactions. Recharge and discharge dynamics within the aquifer system are coded in an environmental modeling framework to identify long‐term behavior of aquifer responses to uncertain future hydrological variability. The research shows that the system dynamics approach is a promising modeling tool to develop sustainable water resources planning and management in a collaborative decision‐making framework and also to provide useful insights and alternative opportunities for operational management, policy support, and participatory strategic planning to mitigate future hydroclimate impacts in human dimensions.  相似文献

Abstract: A series of drought simulations were performed for the California Central Valley using computer applications developed by the California Department of Water Resources and historical datasets representing a range of droughts from mild to severe for time periods lasting up to 60 years. Land use, agricultural cropping patterns, and water demand were held fixed at the 2003 level and water supply was decreased by amounts ranging between 25 and 50%, representing light to severe drought types. Impacts were examined for four hydrologic subbasins, the Sacramento Basin, the San Joaquin Basin, the Tulare Basin, and the Eastside Drainage. Results suggest the greatest impacts are in the San Joaquin and Tulare Basins, regions that are heavily irrigated and are presently overdrafted in most years. Regional surface water diversions decrease by as much as 70%. Stream‐to‐aquifer flows and aquifer storage declines were proportional to drought severity. Most significant was the decline in ground water head for the severe drought cases, where results suggest that under these scenarios the water table is unlikely to recover within the 30‐year model‐simulated future. However, the overall response to such droughts is not as severe as anticipated and the Sacramento Basin may act as ground‐water insurance to sustain California during extended dry periods.  相似文献

ABSTRACT: Sewage effluent is commonly disposed of on land in arid regions, and the majority usually recharges the groundwater. Few evaluations have been made of the effect of effluent disposal on groundwater quality in the west. Groundwater hydrologists are rarely involved with treatment plant design and operation or effluent disposal in the San Joaquin Valley, California. The author's purpose is to evaluate the effect of regional sewering programs on groundwater quality in this valley. Research was conducted on past studies of sewage effluent disposal. An extensive water sampling program was undertaken near the Fresno Sewage Treatment Plant. Chloride contents were used to trace recharged effluent. The extent of recharged effluent was delineated and traced for about ten miles. Sampling between the plant and the urban Fresno area indicated a high probability of large-scale leakage of raw sewage into the groundwater.  相似文献

The Hetch Hetchy System provides San Francisco with most of its water supply. O'Shaughnessy Dam is one component of this system, providing approximately 25 percent of water storage for the Hetch Hetchy System and none of its conveyance. Removing O'Shaughnessy Dam has gained interest for restoring Hetch Hetchy Valley. The water supply feasibility of removing O'Shaughnessy Dam is analyzed by examining alternative water storage and delivery operations for San Francisco using an economic engineering optimization model. This model ignores institutional and political constraints and has perfect hydrologic foresight to explore water supply possibilities through reoperation of other existing reservoirs. The economic benefits of O'Shaughnessy Dam and its alternatives are measured in terms of the quantity of water supplied to San Francisco and agricultural water users, water treatment costs, and hydropower generation. Results suggest there could be little water scarcity if O'Shaughnessy Dam were to be removed, although removal would be costly due to additional water treatment costs and lost hydropower generation.  相似文献

The urban groundwater of the central Besòs river basin (the La Llagosta aquifer) has become contaminated due to the infiltration of wastewater from septic tanks and sewage networks, and by industrial activities located in urban areas. The groundwater hydrogeochemistry of the La Llagosta aquifer was characterized using isoconcentration maps, hydrogeochemical diagrams (Piper, Schoeller-Berkaloff) and by analyzing hydrogeochemical changes along a flow-path that crosses an urban and peripheral industrial area in the main alluvial aquifer (the La Llagosta unit). The evolution of cations, anions and heavy metals along the flow path and the use of the PHREEQC numerical code indicate a complex set of geochemical processes, which result from the interaction between the sources of pollution, the groundwater flow and the mineral composition of the aquifer materials. The contaminated groundwater below the urban areas shows high contents of NO(3)(-) (90-100 mg/L) and an increase in the concentrations of Ca(2+) and Mg(2+) which coincides with a decrease in pH. The Eh shows greater variation than the pH along the flow line studied, with values ranging between 56 mV in the industrial area and 370 mV in the urban area. The area with the lowest Eh value coincides with the highest concentrations of dissolved Fe (4.7 mg/L) and Mn (0.22 mg/L).  相似文献

ABSTRACT

Mexico faces multiple water quality challenges, both in terms of the water supplied to the population as well as surface and underground water sources. Problems with drinking water supply affect the population in diverse ways, from associated health risks to high levels of intermittency in service to the poor perception of the quality of piped water – leading to high levels of bottled water consumption. In this text we explore the issue of drinking water quality in three contexts in the state of Jalisco: in Guadalajara, the state’s main urban area, in the peri-urban municipality of El Salto, and in the mid-sized city of San Juan de los Lagos. Our analysis explores drinking water regulations, the water quality monitoring undertaken by state and local authorities, access to information, as well as the actions and perceptions of water service providers. Looking at cases of indirect reuse of wastewater as well as groundwater sources with high levels of fluoride and arsenic, we argue that the foregrounding of water quality is key to illuminating social inequalities in access to water and in teasing out power relations prevailing in current hydrosocial regimes. We conclude that this hydrosocial cycle of drinking water is characterised by prioritising access to water for economic actors, facilitated by lax regulations and minimal enforcement, as well as by the systematic neglect by government authorities at all levels of the protection of watersheds and aquifers, and of water quality issues generally.  相似文献

In light of a growing global demand for water, an approach for classifying groundwater systems at the watershed scale is needed. A comprehensive classification system is proposed that combines recognized methods and new approaches. The purpose of classification is to provide groundwater professionals, policy makers, and watershed managers with a widely applicable and repeatable system that reduces sometimes cumbersome complex databases and analyzes to straightforward terminology and graphical representations. The proposed classification system uses basin geology, aquifer productivity, water quality, and the degree of groundwater/surface water connection as classification criteria. The approach is based on literature values, reference databases, and fundamental hydrologic and hydrogeologic principles. The proposed classification system treats dataset completeness as a variable and includes a tiered assessment protocol that depends on the quality and quantity of data. In addition, it assembles and catalogs groundwater information using a consistent set of nomenclature. It is designed to analyze and display results using Geographical Information System mapping tools.  相似文献

The traditional factors used to determine safe yield of a groundwater basin (water supply, economics, water quality and water rights) do not include environmental effects. Because of the unique estuarine ecosystems associated with many coastal aquifers, environmental effects should be included in the determination of the safe yield of these aquifers. Controlled saline-water intrusion should be considered as a management tool in coastal aquifers. Artificial aquifer recharge using treated wastewater may be used to increase the safe yield of a coastal aquifer system while preserving the ecology of the coastal ecosystems.  相似文献

The perils of unplanned urbanization and increasing pressure of human activities on hydro-geomorphologic system often result in modification of the existing recharge mechanism, which leads to many environmental consequences. In the present research, an attempt has been made to investigate the applicability of remote sensing and geographical information system (GIS) in dealing with spatial and temporal variability of dynamic phenomena, like urbanization and its impact on groundwater. This paper covers primarily, quantitative and qualitative impacts of urban growth on the behavior of aquifer in Ajmer city (India). Urban growth of the Ajmer city in last 17 years has been estimated from the satellite images. Database related to urbanization and groundwater has been created in GIS. Groundwater recharge has been computed using a water balance approach known as Water Level Fluctuation Methodology. Recharge estimation methodology has been implemented in GIS to introduce the spatial variability of hydro-geological characteristics. Further, temporal and spatial variations in groundwater quality and quantity have been correlated with urban growth using overlay analysis in GIS. The study reveals a general decline in water table and quality with urbanization. Further, remote sensing and GIS technologies have been found useful in assessment of spatial and temporal phenomena of urbanization and its impact on groundwater system.  相似文献

Gaza coastal aquifer (GCA) is the major source of fresh water for the 1.5 million residents of Gaza Strip, Palestine. The aquifer is under deteriorating quality conditions mainly due to the excessive application of fertilizers. The intrinsic vulnerability of GCA to contamination was assessed using the well-known DRASTIC method. Detailed analysis of the intrinsic vulnerability map of GCA was carried out and did consider different relationships between the vulnerability indices and the on-ground nitrogen loadings and land use classes. In addition, correlation between vulnerability values and the nitrate concentrations in GCA was studied. Based on the vulnerability analysis, it was found that 10% and 13% of Gaza Strip area is under low and high vulnerability of groundwater contamination, respectively, while more than 77% of the area of Gaza Strip can be designated as an area of moderate vulnerability of groundwater contamination. It was found that the density of groundwater sampling wells for nitrate concentration is high for the moderate and high vulnerability zones. The highest first quartile, median, mean, and third quartile of nitrate concentrations are reported in the high vulnerability zones. Results of sensitivity analysis show a high sensitivity of the high vulnerability index to the depth to water table.  相似文献

ABSTRACT: Closely located domestic and public supply wells were sampled using identical sampling procedures to allow comparison of water quality associated with well type. Water samples from 15 pairs of wells with similar screened intervals completed in the central High Plains regional aquifer in parts of Kansas, Oklahoma, and Texas were analyzed for more than 200 water quality constituents. No statistically significant differences were observed between the concentrations of naturally‐derived constituents (major ions, trace elements, and radon) in paired wells. However, differences in water quality between paired wells were observed for selected anthropogenic compounds (pesticides and tritium), in that some public supply wells produced water that was more recently recharged and contained constituents derived from surface activities. The presence of recently recharged water and compounds indicative of anthropogenic activities in some public supply wells was likely due to operational variations (pumping rate and pumping cycles), as demonstrated in a particle tracking simulation. Water containing surface‐derived anthropogenic compounds from near the water table was more quickly drawn to high volume public supply wells (less than five years) than domestic wells (greater than 120 years) with small pumping rates. These findings indicate that water quality samples collected from different well types in the same area are not necessarily directly comparable. Sampling domestic wells provides the best broad‐scale assessment of water quality in this aquifer setting because they are less susceptible to localized contamination from near the water table. However, sampling public supply wells better represents the quality of the used resource because of the population served.  相似文献

Increasing salinity is one of the most significant and widespread forms of groundwater pollution in coastal areas. This paper presents the causes and impacts of saline water intrusion in coastal areas. Various causes of salt water intrusion, and approaches for the determination of its extent and various measures to control the salt water intrusion are described. An aquifer performance test (APT) approach is presented to identify the extent of existing salt water intrusion in the study area located in the southwest coastal region of Gujarat State (India). A resistivity based experimental technique is used to identify the quality of the groundwater available at different depths. A methodology is presented to assess the extent of available fresh and saline groundwater and to find out the limit up to which lower saline groundwater can be withdrawn for industrial purposes without affecting the upper fresh water layer which can be made available for domestic purposes.  相似文献

Texas water resources, already taxed by drought and population growth, could be further stressed by possible listings of endangered aquatic species. This study estimated potential economic impacts of environmental flows (EFs) for five freshwater unionid mussels in three Central Texas basins (Brazos, Colorado, and Guadalupe‐San Antonio Rivers) that encompass 36% of Texas (~246,000 km2). A water availability model projected reductions in water supply to power, commercial and industrial, municipal, and agriculture sectors in response to possible EFs for mussels. Single‐year economic impacts were calculated using publicly available data with and without water transfers. Benefits of EFs should also be assessed, should critical habitat be proposed. Potential economic losses were highest during droughts, but were nominal (<$1 M) in wetter years — even with high EFs. Reduced supplies to San Antonio area power plants caused worst‐case impacts of a single‐year shutdown up to $107 million (M) during drought with high EFs. For other sectors in the study area, water transfers reduced worst‐case losses from $80 to $11 M per year. Implementing innovative water management strategies such as water markets, conjunctive use of surface water and groundwater, aquifer storage and recovery could mitigate economic impacts if mussels — or other widely distributed aquatic species — were listed. However, approaches for defining EFs and strategies for mitigating economic impacts of EFs are needed.  相似文献
