Abstract:  Despite recovery plans, the Spanish Imperial Eagle ( Aquila adalberti ) and the Iberian lynx ( Lynx pardinus ) are in danger of extinction. These two flagship species tend to occur in pristine Mediterranean forests, and both prey preferentially on the rabbit ( Oryctologus cuniculus ). Spanish lynxes and eagles have sister species in continental Europe, the Eurasian lynx (  Lynx europaeus ) and the Eastern Imperial Eagle ( A. heliaca ), respectively. Recent genetic evidence indicates that these two pairs of species started to diverge from their ancestor species slightly less than 1 million years ago, when the longest-lasting Pleistocene glaciations covered Europe. We hypothesize that the Iberian lynx and the Spanish Imperial Eagle emerged as separate species in the Pleistocene refugia of southern Spain, where they hunted yet another locally evolved species, the rabbit, on which they have become dependent for survival. Two large predators that emerged at the same time may go extinct simultaneously because of their inability to shift to alternative prey. Many other relict species, including numerous species from oceanic islands, have naturally small populations because of evolutionary constraints and are permanently threatened with extinction. Recovery plans aimed at putting these species out of danger are unrealistic, as their populations are and have been chronically scarce. We suggest that what these species need are maintenance plans designed to buffer population declines due to either stochastic or human-induced events. A metaphor for this would be "emergency care units" for conservation.

Ungulate Traffic Collisions in Europe
The expansion of highways and roads can fragment natural habitats and thus decrease the viability of ungulate subpopulations. It can also increase the number of vehicle collisions with wildlife. Although collisions apparently contribute to only a minor part of the annual mortality for most ungulate populations, they have become a serious road-safety problem in Europe, the United States, and Japan. To better understand this threat to biodiversity and road safety, we reviewed European and, secondarily, North-American and Japanese literature on ungulate traffic collisions. In contrast to the results of some long-term studies, we argue that the relationship suggested between the number of road kills and traffic volume is confounded by population dynamics, changes in traffic volume, and sampling intensity. Although sexes may run distinct seasonal risks of collision, the age and sex composition of road kills reflect population structure in the field. We also argue that observed seasonal and daily patterns in the number of road kills, related to life-history features of the species involved, should form the template for solutions to the problem. We found no strong evidence of the effects of permanent warning signs, 90° light mirrors, scent, or acoustic fencing on the number of kills per crossing. To reduce the risk of ungulate traffic collisions, we recommend a combination of fencing and wildlife passages for roads and railroads that combine high traffic volume with high speed. For secondary roads we recommend seasonal application of intermittently lighted warning signs, triggered if possible by the ungulates. We emphasize the need for educational programs.

Raptors and Red Grouse: Conservation Conflicts and Management Solutions
Abstract: Recovering predator populations may present problems for conservationists if their prey are of economic or conservation value. We address this issue by examining the conflict between raptor conservation and management of Red Grouse (   Lagopus l. scoticus ) in Britain. Heather moorland is a distinctive habitat that supports an important assemblage of breeding birds. Large areas of moorland are managed by private landowners for shooting grouse. Although grouse shooting benefits conservation by retaining heather moorland, it is currently unclear whether grouse management directly benefits other upland birds. Human persecution has greatly restricted the range and abundance of most raptor species in Britain. Following the introduction of bird protection laws, the decline in gamekeeping, and the restriction of organochlorine pesticides, raptor populations have started to recover. Persecution of raptors on grouse moors is widespread and limits the range and abundance of Hen Harriers (  Circus cyaneus ), Peregrine Falcons (   Falco peregrinus ), and Golden Eagles ( Aquila chrysaetos ). In some circumstances, raptor predation can reduce both the breeding density and productivity of Red Grouse. Limitation of grouse populations through raptor predation is most likely to occur where raptors are at high density because of the abundance of alternative prey, and grouse are at low density either because of poor management or the cyclic nature of some grouse populations. In the long term, habitat management may reduce densities of alternative prey, leading to reductions in raptor densities and their predation on grouse. More active intervention may be required, however, if grouse moors are to remain viable in the short-term. Current research is focused on manipulating harrier diet through diversionary feeding. Complementary research is needed to investigate methods to reduce raptor numbers locally while ensuring their national status.

Permeability of Roads to Movement of Scrubland Lizards and Small Mammals
A primary objective of road ecology is to understand and predict how roads affect connectivity of wildlife populations. Road avoidance behavior can fragment populations, whereas lack of road avoidance can result in high mortality due to wildlife‐vehicle collisions. Many small animal species focus their activities to particular microhabitats within their larger habitat. We sought to assess how different types of roads affect the movement of small vertebrates and to explore whether responses to roads may be predictable on the basis of animal life history or microhabitat preferences preferences. We tracked the movements of fluorescently marked animals at 24 sites distributed among 3 road types: low‐use dirt, low‐use secondary paved, and rural 2‐lane highway. Most data we collected were on the San Diego pocket mouse (Chaetodipus fallax), cactus mouse (Peromyscus eremicus), western fence lizard (Sceloporus occidentalis), orange‐throated whiptail (Aspidoscelis hyperythra), Dulzura kangaroo rat (Dipodomys simulans) (dirt, secondary paved), and deer mouse (Peromyscus maniculatus) (highway only). San Diego pocket mice and cactus mice moved onto dirt roads but not onto a low‐use paved road of similar width or onto the highway, indicating they avoid paved road substrate. Both lizard species moved onto the dirt and secondary paved roads but avoided the rural 2‐lane rural highway, indicating they may avoid noise, vibration, or visual disturbance from a steady flow of traffic. Kangaroo rats did not avoid the dirt or secondary paved roads. Overall, dirt and secondary roads were more permeable to species that prefer to forage or bask in open areas of their habitat, rather than under the cover of rocks or shrubs. However, all study species avoided the rural 2‐lane highway. Our results suggest that microhabitat use preferences and road substrate help predict species responses to low‐use roads, but roads with heavy traffic may deter movement of a much wider range of small animal species.

Effects of Road Fencing on Population Persistence
Abstract:  Roads affect animal populations in three adverse ways. They act as barriers to movement, enhance mortality due to collisions with vehicles, and reduce the amount and quality of habitat. Putting fences along roads removes the problem of road mortality but increases the barrier effect. We studied this trade-off through a stochastic, spatially explicit, individual-based model of population dynamics. We investigated the conditions under which fences reduce the impact of roads on population persistence. Our results showed that a fence may or may not reduce the effect of the road on population persistence, depending on the degree of road avoidance by the animal and the probability that an animal that enters the road is killed by a vehicle. Our model predicted a lower value of traffic mortality below which a fence was always harmful and an upper value of traffic mortality above which a fence was always beneficial. Between these two values the suitability of fences depended on the degree of road avoidance. Fences were more likely to be beneficial the lower the degree of road avoidance and the higher the probability of an animal being killed on the road. We recommend the use of fences when traffic is so high that animals almost never succeed in their attempts to cross the road or the population of the species of concern is declining and high traffic mortality is known to contribute to the decline. We discourage the use of fences when population size is stable or increasing or if the animals need access to resources on both sides of the road, unless fences are used in combination with wildlife crossing structures. In many cases, the use of fences may be beneficial as an interim measure until more permanent measures are implemented.

Species distribution data are an essential biodiversity variable requiring robust monitoring to inform wildlife conservation. Yet, such data remain inherently sparse because of the logistical challenges of monitoring biodiversity across broad geographic extents. Surveys of people knowledgeable about the occurrence of wildlife provide an opportunity to evaluate species distributions and the ecology of wildlife communities across large spatial scales. We analyzed detection histories of 30 vertebrate species across the Western Ghats biodiversity hotspot in India, obtained from a large-scale interview survey of 2318 people who live and work in the forests of this region. We developed a multispecies occupancy model that simultaneously corrected for false-negative (non-detection) and false-positive (misidentification) errors that interview surveys can be prone to. Using this model, we integrated data across species in composite analyses of the responses of functional species groups (based on disturbance tolerance, diet, and body mass traits) to spatial variation in environmental variables, protection, and anthropogenic pressures. We observed a positive association between forest cover and the occurrence of species with low tolerance of human disturbance. Protected areas were associated with higher occurrence for species across different functional groups compared with unprotected lands. We also observed the occurrence of species with low disturbance tolerance, herbivores, and large-bodied species was negatively associated with developmental pressures, such as human settlements, energy production and mining, and demographic pressures, such as biological resource extraction. For the conservation of threatened vertebrates, our work underscores the importance of maintaining forest cover and reducing deforestation within and outside protected areas, respectively. In addition, mitigating a suite of pervasive human pressures is also crucial for wildlife conservation in one of the world's most densely populated biodiversity hotspots.

Flagship species have been used widely as umbrella species (i.e., species with large home range whose protection often provides protection for sympatric species) in the management of China's nature reserves. This conflation of flagship and umbrella species is best represented by the giant panda (Ailuropoda melanoleuca) and other large, endangered mammals designated as conservation targets in site selection and planning of reserves. Few empirical studies have tested the effectiveness of flagship species as surrogates for a broader range of sympatric species. Using extensive camera-trap data, we examined the effectiveness of management zones designated to protect flagship (target) species in conserving sympatric species in 4 wildlife reserves (Gutianshan, Changqing, Laohegou, and Wolong). We tested whether the progression from peripheral to core zones was associated with an increasing habitat association for both target and sympatric species. The distribution patterns of the study species across the zones in each reserve indicated a disparity between management zones and the species’ habitat requirements. Management zone was included in the final model for all target species, and most of them had higher occurrence in core zones relative to less-protected zones, but zone was not a predictor for most of the sympatric species. When management zone was associated with the occurrence of sympatric species, threatened species generally had higher detections in core zones, whereas common species had higher detections outside of the core zone. Our results suggested that reserve planning based on flagship species does not adequately protect sympatric species due to their specialized habitat requirements. We recommend re-examining the effectiveness of management zoning and urge a multispecies and reserve-wide monitoring plan to improve protection of China's wildlife.

Changes in Wildlife Communities Near Edges
Abstract: Wildlife managers and land managers have traditionally considered edges as beneficial to wildlife because species diversity generally increases near habitat edges. Explanations for this edge effect include greater vegetative complexity at edges or the simultaneous availability of more than one landscape element. However, edges can have negative consequences for wildlife by modifying distribution and dispersal and by increasing incidence of nest predation and parasitism Edges also may be detrimental to species requiring large undisturbed areas because increases in edge generally result in concommitant reductions in size and possible isolation of patches and corridots. Thus, both wildlife and land managers should be cautious when describing the benefits of edges to wildlife: particularly when dealing with species that require forest interiors.
Changes in wildlife communities associated with habitat edges are not easily assessed because defining edge species and measuring edge dimensions can be difficult in field studies Also, there is no general consensus as to how edge effect is best measured. Well-designed long-term studies of edges in various landscapes are needed (1) to better understand the positive and negative impacts of edges on wildlife communities, guilds, or key species, and (2) to effectively quantify edge effect and thereby develop management recommendations to improve the quality of edges for wildlife. Additional studies of edge effect are timely because greater amounts of edge will continue to be created in future landscapes due to extensive agriculture and other land-use-practices, and because developing knowledge in conservation biology and landscape ecology will facilitate multidisciplinary approaches to edge and landscape management for the benefit of wildlife.

Abstract:  The impacts of potential linear barriers such as roads, highways, and power lines on rainforest fauna are poorly understood. In the central Brazilian Amazon, we compared the frequency of local movements (≤300 m long) of understory birds within intact forest and across a 30- to 40-m-wide road over a 2-year period. Rainforest had regenerated along some road verges, to the extent that a nearly complete canopy was formed in some areas, so we also assessed whether this facilitated bird movement. Movement data were determined from 1212 recaptures of 3681 netted birds at six study sites. The road significantly inhibited total bird movement across roads at five of the six sites. Bird foraging guilds varied in their responses to the road and different ages of regrowth. Movements of frugivorous and edge and gap species were not inhibited at any site, whereas most forest-dependent insectivores (mixed-species flocks, terrestrial species, and army-ant followers) had markedly inhibited road-crossing movements, except at sites with extensive regrowth. Solitary understory species were especially vulnerable, rarely crossing even roads overgrown by tall regrowth. For sensitive species, road-crossing movements were inhibited because individuals tended to avoid both edge-affected habitat near the road and the road clearing itself. Our results suggest that even narrow roads with low traffic volumes can reduce local movements of many insectivorous birds in Amazonia.

Abstract: In view of an extensive road system, abundant and rapidly growing vehicular traffic, and a scattered literature indicating that some ecological effects of roads extend outward for > 100 m, it seems likely that the cumulative ecological effect of the road system in the United States is considerable. Two recent studies in The Netherlands and Massachusetts ( U.S.A.) evaluated several ecological effects of roads, including traffic noise effects, and provide quantitative evidence for a definable "road-effect zone." Based on the approximate width of this asymmetric convoluted zone, I estimate that about one-fifth of the U.S. land area is directly affected ecologically by the system of public roads. I identify a series of assumptions and variables suggesting that over time this preliminary estimate is more likely to rise than drop. Several transportation planning and policy recommendations, ranging from perforating the road barrier for wildlife crossings to closing certain roads, offer promise for reducing this enormous ecological effect.

Abstract:  Stochastic variation of sex ratio has long been appreciated as a potential factor driving small populations to extinction, but it is not the only source of sex-ratio bias in small populations. We examined whether some consequences of sex allocation could affect extinction risk in small populations of size-dimorphic birds such as eagles. We report variations in sex ratio at fledging from a long-term study of a declining population of Spanish Imperial Eagles ( Aquila adalberti ). Nestling sex-ratio deviation apparently was mediated by age of breeders, whereas territory quality had no obvious effect. Adult–adult pairs produced the same proportion of both sexes in high- or low-density situations, but pairs with at least one member in nonadult plumage class produced more males. As the population declined over a period of years, the proportion of breeders with immature plumage increased; consequently, the proportion of fledgling males increased. However, when population density was high, the proportion of breeders with immature plumage decreased and more female offspring were produced. This relationship between population density, composition of breeder age, and fledgling sex ratios allowed us to make predictions of extinction risk due to nonstochastic deviations of sex ratio in small, declining populations. In the study population, on the basis of the Vortex simulation results, an estimated reduction of 42.5% in predicted mean time to extinction was attributed solely to biased sex ratio.

Understanding the conditions that force the implementation of management actions and their efficiency is crucial for conservation of endangered species. Wildlife managers are widely and increasingly using food supplementation for such species because the potentially immediate benefits may translate into rapid conservation improvements. Supplementary feeding can also pose risks eventually promoting undesired, unexpected, subtle, or indirect, and often unnoticed, effects that are generally poorly understood. For two decades, intensive food supplementation has been used in attempting to improve the breeding productivity of the Spanish Imperial Eagle, Aquila adalberti, one of the most endangered birds of prey in the world. Here, we examined the impact of this intensive management action on nestling health, including contamination, immunodepression, and acquisition of disease agents derived from supplementation techniques and provisioned food. Contrary to management expectations, we found that fed individuals were often inadvertently "medicated" with pharmaceuticals (antibiotics and antiparasitics) contained in supplementary food (domestic rabbits). Individuals fed with medicated rabbits showed a depressed immune system and a high prevalence and richness of pathogens compared with those with no or safe supplementary feeding using non-medicated wild rabbits. A higher presence of antibiotics (fluoroquinolones) was found in sick as opposed to healthy individuals among eaglets with supplementary feeding, which points directly toward a causal effect of these drugs in disease and other health impairments. This study represents a telling example of well-meaning management strategies not based on sound scientific evidence becoming a "contraindicated" action with detrimental repercussions undermining possible beneficial effects by increasing the impact of stochastic factors on extinction risk of endangered wildlife.

Abstract:  Recent outbreaks of rabies and canine distemper in wildlife populations of the Serengeti show that infectious disease constitutes a significant cause of mortality that can result in regional extirpation of endangered species even within large, well-protected areas. Nevertheless, effective management of an infectious disease depends critically on understanding the epidemiological dynamics of the causative pathogen. Pathogens with short infection cycles cannot persist in small populations in the absence of a more permanent reservoir of infection. Development of appropriate interventions requires detailed data on transmission pathways between reservoirs and wildlife populations of conservation concern. Relevant data can be derived from long-term population monitoring, epidemic and case-surveillance patterns, genetic analyses of rapidly evolving pathogens, serological surveys, and intervention studies. We examined studies of carnivore diseases in the Serengeti. Epidemiological research contributes to wildlife conservation policy in terms of management of endangered populations and the integration of wildlife conservation with public health interventions. Long-term, integrative, cross-species research is essential for formulation of effective policy for disease control and optimization of ecosystem health.

Low wind speed conditions are often associated with poor air quality in urban areas, especially near roadways. Predictions of pollutant concentration under such conditions, i.e. low wind-speeds and near road locations, are, however, complicated by the role of traffic produced turbulence (TPT) on pollutant mixing and dilution. Existing dispersion models consider the effect of TPT on pollutant concentrations near roadways, accounting for parameters such as vehicle intensity, vehicle speeds, etc, but do not explicitly account for the contribution of two-way traffic interaction on the pollutant dispersion parameter. The turbulent kinetic energy (TKE) resulting from a two-way traffic condition will be higher than that with a one-way traffic pattern. Here, we obtain a simple formulation for TKE under a two-way traffic pattern from the balance of production and dissipation of turbulence. Considering the vorticity generated by the two-way traffic and determining the equivalent drag coefficient, an expression for TKE due to the two-way traffic interaction was obtained for three different traffic density regimes: light, intermediate, and heavy. The model predictions are validated by comparison with published data from a field study. An improved parameterization of the TPT considering the two-way traffic interaction effect is seen to significantly improve predictions of near roadway pollutant concentrations.

Abstract: Illegal international trade in wildlife (excluding fisheries and timber) has been valued at more than US$20 billion. A more precise figure has not been determined in part because of the clandestine nature of the trade, and for this same reason even regional and local levels of wildlife trade are difficult to assess. The application of recent developments in wildlife field‐survey methods (e.g., occupancy) now allows for a more‐accurate estimation of wildlife trade occurrence, including its hidden components at a variety of scales (e.g., regional, local) and periods (e.g., single season, 1 year, multiple years). Occupancy models have been applied in wildlife field studies to address the problem of false absences when conducting presence–absence surveys. Occupancy surveys differ from traditional presence–absence surveys because they incorporate repeat surveys, allowing for the likelihood of detecting a species (the probability of detection) to be estimated explicitly (in contrast to traditional surveys that often incorrectly treat this probability as close to one to allow for estimation of presence). Occupancy methods can be applied to a variety of wildlife‐trade surveys, including, for example, single‐species availability, links between two illegally traded species (i.e., co‐occurrence), and disease occurrence in live trade. In addition, free user‐friendly software (i.e., PRESENCE) allows even nonstatisticians to adequately address this issue. I simulated a hypothetical wildlife‐trade market survey that resulted in an apparent 20% decline in naïve occupancy (proportion of surveyed towns engaged in the trade) over 2 years, but when I accounted for change in probability of detection over the years the difference in occupancy was not statistically significant. As more sophisticated methods, such as occupancy, are applied to wildlife‐trade market surveys, results will be more robust and defensible and therefore, theoretically, more powerful when presented to conservation policy and decision makers.
