Naturally occurring arsenic in groundwater in Bangladesh poses a well-known public health threat. The aim of the present study is to investigate fostering and hindering factors of people's use of deep tubewells that provide arsenic-safe drinking water, derived from the Protection Motivation Theory and the Theory of Planned Behavior. Structured personal interviews were conducted with 222 households in rural Sreenagar, Bangladesh. Multiple linear regressions were carried out to identify the most influential personal, social, and situational behavior determinants. Data revealed that social factors explained greater variance in the consumption of drinking water from deep tubewells than did situational and personal factors. In an overall regression, social factors played the biggest role. In particular, social norms seem to strongly influence deep tubewell use. But also self-efficacy and the perceived taste of shallow tubewell water proved influential. Concurrently considering other important factors, such as the most mentioned response cost (i.e., time needed to collect deep tubewell water), we propose a socially viable procedure for installing deep tubewells for the extended consumption of arsenic-safe drinking water by the Bangladeshi population.  相似文献

ABSTRACT: Many water systems in small cities and rural areas throughout the United States are facing water quality and supply problems. These problems are typically not the result of an unexpected event, but are the result of growth trends or decreasing water quality experienced over several years. This analysis uses the contingent valuation and benefit transfer methods to evaluate the willingness to pay for a rural water system in northcentral Montana. Both of the procedures resulted in similar values, ranging from about $4.05 to $7.50 per household per month for urban residents and $5.40 to $11.50 per household per month for rural residents, which is equal to 11 percent to 23 percent of current average water costs. The willingness to pay estimates do not include non-household water users. This analysis shows that useful planning information can be obtained from relatively inexpensive contingent valuation mail survey data and the benefit transfer method as long as the limitations of the data are understood. The willingness to pay for ensuring good quality rural water supplies in the future is likely to be low compared to the costs of extensive diversion and treatment systems. Willingness to pay estimates provide decision makers with information that can be used to avoid building a large water supply system that water users do not want to connect to because of high costs.  相似文献

ABSTRACT: Drinking of arsenic‐contaminated tubewell water has become a serious health threat in Bangladesh. Arsenic contaminated tubewells are believed to be responsible for poisoning nearly two‐thirds of this country's population. If proper actions are not taken immediately, many people in Bangladesh will die from arsenic poisoning in just a few years. Causes and consequences of arsenic poisoning, the extent of area affected by it, and local knowledge and beliefs about the arsenic problem — including solutions and international responses to the problem — are analyzed. Although no one knows precisely how the arsenic is released into the ground water, several contradictory theories exist to account for its release. Initial symptoms of the poisoning consist of a dryness and throat constriction, difficulty in swallowing, and acute epigastric pain. Long‐term exposure leads to skin, lung, or bladder cancer. Both government and nongovernmental organizations (NGOs) in Bangladesh, foreign governments, and international agencies are now involved in mitigating the effects of the arsenic poisoning, as well as developing cost‐effective remedial measures that are affordable by the rural people.  相似文献

ABSTRACT: The use of artificial recharge in Saskatchewan and the rest of Canada to improve rural community and farmstead domestic water supply has great potential. Approximately 75 percent of the people in rural Saskatchewan and 26 percent of all the people in Canada are dependent on ground water for their domestic water supply. Typically, this water is highly mineralized and is often unpalatable due to odor and taste. A source of readily available, high quality water to eliminate expensive chemical treatment of available water and long distance hauling would be of significant value to rural residents. Storage of high quality water in aquifers by injection through wells has been documented and has been shown to depend on the use of a surface water catchment system to provide the high quality water. Since air entrainment or formation clogging can occur in poorly operated recharge schemes, development of proper design and operation of recharging procedure is required. This can be accomplished by using an injection response computer model and a properly designed injection system. Small scale artificial recharge projects will provide a valuable commodity to rural water users and will promote sustainable and conjunctive use of surface and ground water resources.  相似文献

ABSTRACT: A pilot study was conducted to test the potential of the Contingent Valuation Methodology (CVM) to reveal the value of non-market goods in a partially monetized subsistence economy. CVM was used to estimate the willingness to pay, in the form of labor, for potable drinking water in a rural river-based community located in the Esmeraldas state of northwest Ecuador. Surveys were administered by personal interviews with families living along the waterways of the Santiago river system who used river water for cooking, drinking, washing, and waste disposal. The mean willingness to pay represented over 23 percent of real income, or 1.4 days per week for a period of one year. Results of multiple regression analysis identified the history of water-related health problems and the number of working adults in a household as significant determinants of willingness to pay. Using a non-monetary, rather than a monetary measure of willingness to pay may provide a more accurate representation of value in a subsistence economy where the use of money is limited. The potential for CVM to measure the benefits of non-market goods in rural developing regions whose economies are only partially monetized is demonstrated.  相似文献

ABSTRACT: The New Castle County Resource Protection Area Technical Advisory Committee (RPATAC) requested that the University of Delaware utilize impervious cover estimates to evaluate the performance of the Water Resource Protection Area (WRPA) ordinance. This 1991 ordinance was the first in Delaware to protect the quantity and quality of drinking water supplies by limiting new development in WRPAs ‐ such as areas of ground water recharge, wellhead protection, drainage above reservoirs (reservoir watersheds), and limestone aquifers ‐ to a maximum 20 percent impervious cover. The research used geographic information system (GIS) techniques to evaluate the effectiveness of the ordinance in attaining its objective. The analysis indicated that 138 new developments were proposed in WRPAs since the ordinance was approved in 1991. The composite impervious cover of the 231 square kilometers of WRPAs in New Castle County is 15 percent, less than the 20 percent code requirement, ranging from 7 percent in recharge areas to 41 percent in several wellhead protection areas. To further protect drinking water supplies, the study results indicate, New Castle County should discourage code variances for applications in the more developed WRPAs, those where impervious cover already exceeds 20 percent, and should acquire parks and open space to protect the healthier WRPAs where impervious cover is currently less than 20 percent.  相似文献

Bangladesh is a very flat delta built up by the Ganges—Brahmaputra—Meghna/Barak river systems. Because of its geographical location, floods cause huge destruction of lives and properties almost every year. Water control programs have been undertaken to enhance development through mitigating the threat of disasters. This structural approach to flood hazard has severely affected floodplain fisheries that supply the major share of protein to rural Bangladesh, as exemplified by the Chandpur Irrigation Project. Although the regulated environment of the Chandpur project has become favorable for closed-water cultured fish farming, the natural open-water fishery loss has been substantial. Results from research show that fish yields were better under preproject conditions. Under project conditions per capita fish consumption has dropped significantly, and the price of fish has risen beyond the means of the poor people, so that fish protein in the diet of poor people is gradually declining. Bangladesh is planning to expand water control facilities to the remaining flood-prone areas in the next 15–20 years. This will cause further loss of floodplain fisheries. If prices for closed-water fish remain beyond the buying power of the poor, alternative sources of cheap protein will be required.  相似文献

ABSTRACT: Evaluation of hydrologic methodology used in a number of water balance studies of lakes in the United States shows that most of these studies calculate one or more terms of the budget as the residual. A literature review was made of studies in which the primary purpose was error analysis of hydrologic measurement and interpretation. Estimates of precipitation can have a wide range of error, depending on the gage placement, gage spacing, and areal averaging technique. Errors in measurement of individual storms can be as high as 75 percent. Errors in short term averages are commonly in the 15-30 percent range, but decrease to about 5 percent or less for annual estimates. Errors in estimates of evaporation can also vary widely depending on instrumentation and methodology. The energy budget is the most accurate method of calculating evaporation; errors are in the 10–15 percent range. If pans are used that are located a distance from the lake of interest, errors can be considerable. Annual pan-to-lake coefficients should not be used for monthly estimates of evaporation because they differ from the commonly used coefficient of 0.7 by more than 100 percent. Errors in estimates of stream discharge are often considered to be within 5 percent. If the measuring section, type of flow profile, and other considerations, such as stage discharge relationship, are less than ideal errors in estimates of stream discharge can be considerably greater than 5 percent. Errors in estimating overland (nonchannelized) flow have not been evaluated, and in most lake studies this component is not mentioned. Comparison of several lake water balances in which the risdual consists solely of errors in measurement, shows that such a residual, if interpreted as ground water, can differ from an independent estimate of ground water by more than 100 percent.  相似文献

/ The Ganges River supplies water to the southwest region of Bangladesh mainly through one of its distributaries-the Gorai River. India commissioned a barrage on the Ganges River at Farakka in April 1975 to divert water and make the Bhagirathi-Hooghly River navigable. The diversion has reduced the dry season discharge of the Ganges and Gorai rivers in Bangladesh. Statistical analyses indicate that the changes in the dry season discharge of these rivers are significant. Reduced discharge in the Gorai River has induced accelerated sedimentation and increased salinity in the southwest region of Bangladesh. Empirical analyses demonstrate the relationship between discharge in the Gorai River and salinity. Analyses also determine the requirement of flow for the Ganges and Gorai rivers to keep salinity at threshold limits. Increased salinity has caused negative effects on agriculture, forestry, industry, and drinking water in the southwest region of Bangladesh.KEY WORDS: Bangladesh; Ganges River; Gorai River; Farakka diversion; Salinity  相似文献

Disproportionately little attention has been paid to the dry season trade‐off between rice and (inland capture) fish production on the floodplains of Bangladesh, compared to the same trade‐off during the flood season. As the rural economy grows increasingly dominated by dry‐season irrigated rice production, and floodplain land and water come under ever‐increasing pressure during the dry winter months, there is an urgent need to focus attention on these dry months that are so critical to the survival and propagation of the floodplain resident fish, and to the poor people that depend on these fish for their livelihood. This article examines three important dry‐season natural resource constraints to floodplain livelihoods in Bangladesh, and finds a common factor at the heart of all three: rice cultivation on lands at low and very low elevations. The article articulates the system interlinkages that bind these constraints and the long‐run trend towards irrigated rice cropping on lower‐lying lands, and suggests a management approach based on locally tailored strategies to arrest this trend. Apart from its direct relevance to the floodplains of Bangladesh, which support more than 100 million people, these lessons have relevance for river floodplain systems elsewhere in the developing world, notably the Mekong Delta.  相似文献

/ Bangladesh has recently tested a program called the Flood Action Plan (FAP) to solve its chronic flood problem. The FAP envisages that all the major rivers of Bangladesh will eventually be embanked on both sides in order to prevent flooding. This paper reports on the responses of rural women to the possible impacts of the proposed embankment projects as outlined in the FAP. A further attempt is also made to compare their responses with the results of an earlier survey conducted among male respondents. Data for this study were collected from two rural areas of Bangladesh. It shows that almost all respondents had heard about the proposed construction and that they overwhelmingly support the embankment project of the FAP. Respondents are also aware of both positive and negative impacts of embankment construction. Soil moisture data collected using an automated data logging system were used to estimate ground water recharge at a crude oil spill research site near Bemidji, Minnesota. Three different soil moisture probes were tested in the laboratory as well as the field conditions of limited power supply and extreme weather typical of northern Minnesota: a self‐contained reflectometer probe, and two time domain reflectometry (TDR) probes, 30 and 50 cm long. Recharge was estimated using an unsaturated zone water balance method. Recharge estimates for 1999 using the laboratory calibrations were 13 to 30 percent greater than estimates based on the factory calibrations. Recharge indicated by the self‐contained probes was 170 percent to 210 percent greater than the estimates for the TDR probes regardless of calibration method. Results indicate that the anomalously large recharge estimates for the self‐contained probes are not the result of inaccurate measurements of volumetric moisture content, but result from the presence of crude oil, or borehole leakage. Of the probes tested, the 50 cm long TDR probe yielded recharge estimates that compared most favorably to estimates based on a method utilizing water table fluctuations. Recharge rates for this probe represented 24 to 27 percent of 1999 precipitation. Recharge based on the 30 cm long horizontal TDR probes was 29 to 37 percent of 1999 precipitation. By comparison, recharge based on the water table fluctuation method represented about 29 percent of precipitation.  相似文献

Potable and equitable drinking water (DW) is a fundamental human right and essential for human health. This study is conducted to assess the groundwater and jar water quality of the roadside restaurants and tea stalls used for drinking by the local people around the Gazipur City area in Bangladesh. Water samples from 173 restaurants and tea stalls are collected. The physico-chemical and biological parameters are analyzed according to the guidelines and standards. The results illustrate that the color, EC, and Mn of 41%, 80%, and 62% of the samples, respectively, exceed the WHO and Environmental Conservation Rules (ECR) standards. In addition, E. coli and total coliform exceeding the threshold standards are found in 47% and 64% of the water samples, respectively. The contamination of DW by fecal coliforms is confirmed and supported by prior studies, which indicates that the DW supplied in restaurants and tea stalls are unsafe because of the possible presence of pathogens. These may cause potential health hazards to consumers from various water-borne diseases. Poor sanitation, unhygienic practices, and improper disposal of wastewater are responsible for the microbial contamination of DW. So, the authorities in charge of these places should take the right regulatory steps, such as regular sanitation inspections, DW quality monitoring, hand-washing practices, and better sanitation in these places.  相似文献

ABSTRACT: From 1984 to 1987, the Penn State Cooperative Extension Service conducted 40 safe drinking water clinics for more than 3000 rural homeowners. The clinics were developed to provide homeowners and farmers with information on managing their private water supplies. Four of the clinics were evaluated using a mail survey. By using a four part mailing, response rates of 63 to 77 percent were achieved. Based on the evaluation results of the four clinics, 11 of the 14 objectives dealing with information value, knowledge gained, and actions taken were met.  相似文献

Today, Bangladesh is confronted with an immense water supply crisis: the decline of surface water bodies as well as a fall in the water table, together with the multiple pollution of the water in general, has put pressure on a precious resource that needs to meet the demand of a growing population. However, the most serious problem became public just four years ago—the contamination of the groundwater with arsenic. Considering the extent of the water supply problem, solutions for the future provision of safe drinking water are urgently needed. This article argues that ponds, a traditional water source in Bangladesh, could contribute to a solution. However, it is essential to recognise the problems and advantages of ponds in order to make suggestions on how to integrate ponds into the national water policy. Therefore, this paper analyses pond management—the use, maintenance and control of ponds—and its change from the past to the present. A holistic, dynamic and actor-oriented approach on a small scale was proved to be the appropriate instrument for this analysis.  相似文献

ABSTRACT: A cascade model for forecasting municipal water use one week or one month ahead, conditioned on rainfall estimates, is presented and evaluated. The model comprises four components: long term trend, seasonal cycle, autocorrelation and correlation with rainfall. The increased forecast accuracy obtained by the addition of each component is evaluated. The City of Deerfield Beach, Florida, is used as the application example with the calibration period from 1976–1980 and the forecast period the drought year of 1981. Forecast accuracy is measured by the average absolute relative error (AARE, the average absolute value of the difference between actual and forecasted use, divided by the actual use). A benchmark forecast is calculated by assuming that water use for a given week or month in 1981 is the same as the average for the corresponding period from 1976 to 1980. This method produces an AARE of 14.6 percent for one step ahead forecasts of monthly data and 15.8 percent for weekly data. A cascade model using trend, seasonality and autocorrelation produces forecasts with AARE of about 12 percent for both monthly and weekly data while adding a linear relationship of water use and rainfall reduces the AARE to 8 percent in both cases if it is assumed that rainfall is known during the forecast period. Simple rainfall predictions do not increase the forecast accuracy for water use so the major utility of relating water use and rainfall lies in forecasting various possible water use sequences conditioned on sequences of historical rainfall data.  相似文献

Coastal aquaculture in Bangladesh consists mainly of two shrimp species (Penaeus monodon and Macrobrachium rosenbergii). Currently, there are about 16,237 marine shrimp (P. monodon) farms covering 148,093 ha and 36,109 fresh water shrimp (M. rosenbergii) farms covering 17,638 ha coastal area. More than 0.7 million people are employed in the farmed shrimp sector and in 2005–2006 the export value of shrimp was 403.5 million USD. Thus, coastal aquaculture contributes significantly to rural employment and economy but this is overshadowed by negative social and ecological impacts. This article reviews the key issues, constraints and opportunities of sustainable shrimp farming. In addition we present the results of two case studies from southwestern coastal areas where shrimp farming originated and central coastal areas where shrimp farming, especially M. rosenbergii, began in recent years. Lessons learned from the review and case studies are considered in the context of recommendations to encompass a socially equitable and ecologically sound coastal aquaculture.  相似文献

ABSTRACT: In the last two decades the federal government has provided substantial capital to construct rural water distribution systems. Loans at subsidized interest rates and front-end grants through the Farmers Home Administration have been the main source of this capital. Recent federal policy redirections have reduced substantially the availability of grants and subsidized loans. Because of design and material differences, capital cost estimates from urban systems are not uniformly applicable to rural water services. This study presents an econometric analysis of capital costs, using Illinois rural water system construction contract bids. Cost equations by systems components representing 90 percent of capital costs are estimated. The type of information developed here can be used in initial planning and optimization design models contributing to the efficient provision of rural water services.  相似文献

Presently in Australia there are no mandatory drinking water standards. Here we argue that the risk associated with drinking water in Australia is of a dimension discernible to warrant mandatory regulations. The catchments that supply the major metropolitan areas of Sydney and Adelaide, and the groundwater for the city of Perth have been seriously compromised by the encroachment of development and activities. Melbourne in the past has generally relied on a closed catchment reservoir system; however, population growth in the near future will sequester the full online operation of additional reservoirs, which have multiple land use catchments. In addition to the current landscape circumstances, the management of a water system in itself proposes significant issues of risk. Two critical assumptions that are unique to a mass medium substance like water and dramatically alter the appraisal of risk are: (1) very large numbers of people are potentially exposed, and (2) small changes in contaminant levels may have adverse population outcomes. It is also known that water reticulation systems frequently suffer from contamination problems caused solely by the distribution system, and optimal management of these facilities would best be served by statutory protected transparency and dedicated water quality programs. In 1979, an Australian parliamentary committee stated that an “uncontaminated water supply is” a “basic requirement for the obtainment of good health”; however, recent surveys of Australian water systems show many are not meeting basic water quality criteria, and many communities are not receiving regular monitoring or testing as required by government authorized Australian drinking water guidelines. Exacerbating this situation is the lack of reporting and statutory endorsed standardized procedures to ensure information is properly and promptly recorded and that data are centralized for maximum benefit. The evaluation of risk associated with drinking water in Australia is often hampered by inadequate or incomplete data. Lastly, regional and rural water supplies face a vast array of contemporary problems and experiences that include widespread usage of pesticides and agricultural chemicals. In recent years, the Darling River has experienced the worst algal bloom known to man, and this river system not only supplies a number of regional and rural towns with water, but eventually connects with the River Murray, which supplies the State of South Australia with approximately 50% of its water requirements.  相似文献

ABSTRACT: Watersheds above the Miyun reservoir, a principal source of surface water for Beijing, are designated to be managed for water production, but under the principle of multiple use. Because of the scarcity of arable land, these watersheds cannot be managed only for drinking water. Efforts are under way to reduce sediment delivery, improve the quality of water entering Miyun reservoir, and improve the welfare of watershed inhabitants. An economic appraisal of a watershed management project for the 3,298‐ha Shixia watershed above the Miyun reservoir, indicates a 24 percent economic rate of return on the investment made in the project. The net present value (NPV) of the project, calculated at a discount rate of 10 percent, is approximately US$3.49 million. Sensitivity analyses indicate that a doubling of labor costs lowers the NPV to US$2.07 million and a 10 percent decrease in benefits lowered the NPV to US$2.87. It is concluded that the implementation of conservation practices on the Shixia Demonstration Watershed represent an economically efficient use of resources.  相似文献
