The establishment of a global multi-regional carbon market is considered to be a cost effective approach to facilitate global emission abatement and has been widely concerned.The ongoing planned linkage between the European Union’s carbon market and a new emission trading system in Australia in 2015 would be an important attempt to the practice of building up an international carbon market across different regions.To understand the abatement effect of such a global carbon market and to study its energy and economic impact on different market participants,this article adopts a global dynamic computable general equilibrium model with a detailed representation of the interactions between energy and economic systems.Our model includes 20 economic sectors and 19 regions,and describes in detail 17 energy technologies.Bundled with fossil fuel consumptions,the emission permits are considered to be essential inputs in each of the production and consumption activities in the economic system to simulate global carbon market policies.Carbon emission permits are endogenously set in the model,and can be traded between sectors and regions.Considering the current development of the global carbon market,this study takes 2020 as the study period.Four scenarios(reference scenario,independent carbon market scenario,Europe Union(EUh-Australia scenario,and China-EU-Australia scenario) are designed to evaluate the impact of the global carbon market involving China,the EU,and Australia.We find that the carbon price in the three countries varies a lot,from $32/tCO2 in Australia,to $17.5/tCO2 in the EU,and to $10/tCO2 in China.Though the relative emission reduction(3%) in China is lower than that in the EU(9%) and Australia(18%),the absolute emission reduction in China is far greater than that in the EU and Australia.When China is included in the carbon market,which already includes the EU and Australia,the prevailing global carbon price falls from $22 per ton carbon dioxide(CO2) to $12/tCO2,due to the relatively lower abatement cost in China.Seventy-one percent of the EU’s and eighty-one percent of Australia’s domestic reduction burden would be transferred to China,increasing 0.03%of the EU’s and 0.06%of Australia’s welfare.The emission constraint improves the energy efficiency of China’s industry sector by 1.4%,reduces coal consumption by3.3%,and increases clean energy by 3.5%.  相似文献

The hybrid policy is a flexible policy tool that combines features of carbon trading and carbon taxation.Its economic and environmental effects under China's background are still not studied in detail.Given the exogenous carbon reduction targets,carbon prices,and carbon tax-rates,by computable general equilibrium modeling methods and factor decomposition methods,this article investigates direct and cascaded effects of the hybrid policy on economic growth,energy utilization,and carbon emission on the national level and the sector level,with China's national input-output data-set.Stepwisely,policy scenarios with irrational estimated results are selectively excluded based on comprehensive evaluation among economic,carbon reduction and other policy targets.As a result,against national economic conditions in 2007,the hybrid policy,with a carbon reduction target of -10%,a carbon tax-rate of around $10,and a ceiling carbon price of $40,is highly recommended,because of its significant lower economic loss,lower energy utilization cost,and practical robustness against fluctuation of energy market and carbon market.Furthermore,by decomposition analysis,carbon reduction-related costs are decomposed into a direct part that includes carbon allowance price and carbon tax,and an indirect part as the energy price incremental induced by direct carbon costs.Gross carbon reduction may be decomposed into three parts such as energy intensity,economic scale,and technical progress.And,carbon taxation is the main policy tool that stimulates to improve the energy efficiency.  相似文献

Under the pressure of sustained growth in energy consumption in China, the implementation of a carbon pricing mechanism is an effective economic policy measure for promoting emission reduction, as well as a hotspot of research among scholars and policy makers. In this paper, the effects of carbon prices on Beijing’s economy are analyzed using input–output tables. The carbon price costs are levied in accordance with the products’ embodied carbon emission. By calculation, given the carbon price rate of 10 RMB/t-CO2, the total carbon costs of Beijing account for approximately 0.22–0.40% of its gross revenue the same year. Among all industries, construction bears the largest carbon cost. Among export sectors, the coal mining and washing industry has much higher export carbon price intensity than other industries. Apart from traditional energy-intensive industries, tertiary industry, which accounts for more than 70% of Beijing’s economy, also bears a major carbon cost because of its large economic size. However, from 2007 to 2010, adjustment of the investment structure has reduced the emission intensity in investment sectors, contributing to the reduction of overall emissions and carbon price intensity.  相似文献

Abstract

China’s circular economy is still at the initial stage, whose development has many difficulties and problems requiring immediate resolution theoretically and practically. Due to the differences of regions on the scale of land, endowment of resources, economic basis and cultural background, the developmental levels and capabilities of circular economy are inevitably different. Based on establishing the indicator system for assessing the developmental level of regional circular economy, spatial variation of China’s circular economy is measured by the quantitative measurement using principal component analysis, and the existing problems are also analyzed and discussed. On one hand, the differences of the development capability of the circular economy of different provinces (cities) are profound in China; Difference between the first category (strong) and the second category (relatively strong) is 1.1264 points. Difference between the second category and the third category (relatively weak) is 0.3867 points. Difference between the third category and the fourth category (weak) is 1.0238 points. Difference between the first category and the fourth category reaches up to 2.0869 points. Average difference between the area where the developmental level of circular economy is relatively strong and the area where the developmental level of circular economy is relatively weak is 1.3617 points. The differences of the distribution of the areas, with different development capability of circular economy, which are located in the three economic regions of China, are also profound. The regions with a relatively strong development capability of circular economy are mainly located in the eastern economic area, which account for 22.58% of the whole regions, while only account for 12.90% in the middle and western economic areas. On the contrary, the regions with a relatively weak development capability of circular economy account for 48.39% in the middle and western area, while account for 16.13% in the eastern area. On the other hand, among regions with different development capability of circular economy, the regions with a relatively weak development capability of circular economy are in a dominant position, which account for 64.52% of all the provinces (cities), which indicates that the development of the China’s circular economy still has a long way to go. Though certain achievements have been made in the development of China’s circular economy, in general, there are still some obstacles to be tacked in the development of China’s circular economy which require the economic, legal and administrative methods.  相似文献

碳市场碎片化状态使各国碳排放因减排力度差异而消长,不仅造成碳泄漏风险,同时对减排国家经济特别是排放密集产业的国际竞争力产生负面冲击。本文建立多区域多部门CGE模型,设计4种边境碳调节政策,模拟分析其对我国的福利、碳泄漏和出口型排放密集产业(EITE)竞争力产生的政策效应。研究显示,我国制定边境碳调节政策,既要考虑碳关税也要考虑出口返还,前者有利于改善我国的福利水平,后者可以收到抑制碳泄漏和保持EITE产业国际竞争力的效果,因而有必要把边境碳调节政策纳入我国碳市场制度设计。无论从产出还是贸易来看,我国EITE产业中的非金属矿、有色金属、钢铁产业在边境碳调节政策影响下,面临来自日本和亚洲其他国家的竞争压力,双方的碳泄漏和产业竞争力呈现此消彼长的动态变化。在我国碳市场建设过程中,边境碳调节政策与拍卖相结合,有利于在实现碳减排目标和维护产业竞争力之间实现平衡。  相似文献

本文构建了多部门递归动态可计算一般均衡模型,考虑中国经济发展和碳减排的现实情况,以征收40元/吨碳税且无税收返还为基准情景,分析了碳税对中国经济和碳强度的影响;在此基础上,本文探讨六种税收返还情景(返还清洁能源部门部分碳税、返还服务业部分碳税、返还农村和城镇居民全部碳税、减免企业所得税、减免居民所得税、减免生产税)对碳税负效应的缓解作用,同时探讨税收返还政策下碳税对中国经济增长、社会福利、农村和城镇居民收入消费、各部门产出的影响差异,并从实现2020年和2030年减排目标的角度,比较不同返还情景下碳税对碳排放量、碳强度,以及对非化石能源占一次能源消费结构变化的长期影响。研究结果表明:基准情景下,碳税对经济确实存在负效应;六种返还政策均不同程度地降低碳税负效应,同时也能够保证实现2020年的减排目标且有利于实现2030年的目标;对单一部门(清洁能源部门或服务业)部分返还碳税能够促进相应部门的产出,但力度较小,与其他政策相比影响微弱,但都能够有效地促进这两大部门的发展,因此在制定补贴政策时应当考虑行业差异性,重点扶持符合绿色发展要求的行业;对农村和城镇居民的直接返还均能增加农村和城镇居民收入,刺激了消费进而带动社会经济发展,相比部门返还政策,这一政策更为有效的提高了社会福利,但也会进一步拉大农村与城镇居民之间的收入消费差距;减免企业所得税促进企业投资和产业结构调整;减免居民所得税极大的刺激居民消费;减免生产税促进进口、拉动就业率,降低化石能源部门产出,综合来看,相对于其他返还政策,减免生产税更有效可行。  相似文献

总量控制下的碳市场在减少温室气体排放的同时,会增加企业的碳排放成本,进而可能降低企业的贸易竞争力。本文选择全国碳市场覆盖的6个能源密集型和贸易暴露型行业,以行业贸易竞争力指数、行业出口值和出口竞争力指数作为贸易竞争力的衡量指标,研究了碳价格对它们贸易竞争力的影响。由于缺乏全国碳价格数据,本文选用能源成本作为碳价格的代理变量,先研究能源成本对覆盖行业贸易竞争力的影响,通过碳价格向能源成本的映射关系,再研究碳价格对覆盖行业贸易竞争力的影响。首先,本文设定(对数)线性模型,研究了行业能源成本对行业贸易竞争力的影响。结果显示,行业能源成本每提升100元,行业贸易竞争力指数约下降0.0136;行业能源成本每提升100%,行业出口值和行业出口竞争力指数分别下降约22.97%和12.26%。然后,本文研究了行业能源消费和二氧化碳排放之间的关系,建立碳价格向行业能源成本的映射。由于短期内行业能源消费结构比较稳定,每消费1单位能源,行业排放二氧化碳的量就相对固定,但又因行业间的能源结构存在差异,相同的碳价格映射到各行业的能源成本也就不同。之后,本文构建存在全国碳价格的反事实情景,通过映射关系研究了不同水平碳价格对覆盖行业贸易竞争力的边际影响和累积影响。结果显示,碳价格对覆盖行业的贸易竞争力的边际影响递减。由于行业能源成本、映射系数及出口规模的不同,碳价格对覆盖行业出口值的影响规模存在一定的差异。最后,本文根据研究结果提出相关政策建议。  相似文献

In order to understand the characteristics of spatial and temporal variation, as well as provide effective ideas on carbon emissions and regulatory policy in Yantai, this article analyzed spatial and temporal variation of carbon emissions in Yantai based on energy consumption statistics for a variety of energy sorts together with industrial sectors from 2001 to 2011. The results were as following: First of all, Yantai’s carbon emissions grew by an average of 5.5% per year during the last 10 years, and there was a peak of 10.48 million carbon in the year of 2011. Second, compared with the gross domestic product (GDP) growth rate, the figures for energy carbon emissions growth rate were smaller; however the problem of carbon emissions were still more obvious. Furthermore, carbon emissions in Yantai increased rapidly before 2008; while after 2008, it increased more slowly and gradually become stable. Third, the energy consumption was different among regions in Yantai. For instance, the energy consumption in Longkou city was the largest, which occupied 50% of the total carbon emissions in Yantai; and the energy consumption in Chang Island was generally less than 1% of the Longkou consumption. Finally, there were relative close relationships among the spatial difference of carbon emissions, regional resources endowment, economic development, industrial structure, and energy efficiency.  相似文献

石化行业作为中国八大典型高碳排放产业之一,也是碳市场参与的重要行业.在国家2020年碳排放强度目标的约束下,客观评价其行业减碳的压力,对于政府部门科学制定各个行业碳排放配额的分配方案具有重要支撑作用.同时,亦对于通过低碳转型升级实现行业的可持续发展和支撑国家的工业减排目标具有理论和现实意义.本文针对石化行业9个子部门,结合我国经济发展的总体背景和趋势以及石化行业的相关数据,以2010年为基准情景,在2020年国家碳排放强度分别下降45%和50%的减排约束目标下,构建了一个动态CGE模型——PCCGE,借助GAMS软件模拟分析,预测了到2020年国家和石化行业经济总量、能源消费结构和碳排放量及碳强度等的变化趋势.研究结果表明,相比基准情景,在45%、50%的碳强度减排目标下,国家和石化行业的经济增长、能源消费结构和碳排放强度等指标分别受到一定程度影响,其中,50%的减排目标对国家整体经济增速影响更为明显;对煤炭、石油这两种高碳能源的需求产生了较显著的约束效应;相比国家45%-50%的低碳发展目标,石化行业减碳承受压力达到60.63%至64.78%,面临着艰巨的减排任务与挑战.最后,文章结合低碳市场化背景提出了如下建议:科学预测典型离碳行业的减碳潜力,谨慎应对石化等行业企业参与碳市场交易过程中碳配额指标的制定与分配;充分利用技术创新和能源结构调整等战略,提高可再生能源的使用规模,促进能源消耗结构的优化和调整;构建石化行业节能低碳技术产学研协同创新体系,解决共性节能技术瓶颈;实施石化行业企业低碳发展战略,建设完善碳排放管理体系是行业节能减碳的重要手段.  相似文献

中国工业的高能耗投入在带来经济快速增长的同时也导致碳排放的急剧增加,作为全球最大的碳排放国,中国肩负着巨大的减排责任。为了探索减排方式,中国自2013年先后在7个省市建立了碳排放交易市场。研究碳交易对工业碳排放的影响及作用机制,有助于科学评价政策,为全国工业碳交易市场的推行提供合理的建议。本文利用中国30个省份规模工业碳排放数据,首先分别采用DID和PSM-DID方法考察了碳排放交易对工业碳排放和碳强度的影响,其次在使用SFA测算出各省规模工业能源技术效率和能源配置效率的基础上探讨了碳交易发挥作用的机制和影响大小。结果发现:(1)碳交易对试点地区规模工业的碳排放量和碳强度有显著抑制作用,分别使二者下降4.8%和5.2%;(2)碳交易分别使试点地区的工业能源技术效率和配置效率显著提高0.03和0.08;(3)碳交易发挥作用的机制与规模工业的能源技术效率有关。能源技术效率的减排效应大于能源配置效率的增排效应,最终导致政策具有减排作用。这些结论说明,想要推进中国碳交易市场的发展并使其长期发挥减排作用,必须要加快碳交易市场相关配套制度的改革,包括碳价机制和配额分配机制等,使市场交易与政府调控有效结合;淘汰落后产能,增加研发投入,鼓励工业企业使用新技术;转变能源消费结构,倡导新能源和清洁能源的使用。  相似文献

作为未来一段时期市场化减排政策的重要抓手,中国将于2017年启动全国碳交易市场。通过施加碳价格,碳市场将对不同行业的生产成本产生影响。那么,碳价格对中国工业外商直接投资的影响如何?是否有助于优化吸引FDI的行业结构?这正是本文关注的焦点。为了克服碳价格数据不足的问题,本文构建了碳价格与煤炭、天然气等五种能源价格之间的映射关系,并采用1999—2013年36个工业行业的面板数据,估计了能源成本对外商直接投资相对规模和绝对规模的影响,并通过碳市场不同价格水平与能源成本之间的映射关系,对工业行业吸引FDI的潜在影响进行了反事实测算。论文的主要结果有:(1)碳价格与能源成本之间的映射关系存在行业异质性,这是由不同工业行业的能源消费结构差异所致。(2)能源成本对整体FDI的规模不存在显著负向影响。其对中国吸引FDI的相对规模和绝对规模的影响在高耗能行业和非高耗能行业间存在显著的差异。(3)不同碳价格水平对中国工业吸引FDI的相对规模、绝对规模和行业结构都将产生显著影响。碳价格将显著降低高耗能行业的FDI规模,但对非高耗能行业的外资规模具有促进作用;对FDI的绝对规模的影响较之相对规模更显著。碳价格为50元时,高耗能行业FDI的相对规模累积下降2%—7%,绝对规模累积下降3%—13%;非高耗能行业FDI的相对规模累积增加1.5%—3%,绝对规模累积增加0.1%—0.3%。上述结果说明,全国碳市场建立对中国工业吸引FDI的整体规模不会产生显著的负面影响,但有助于提高非高耗能行业的FDI流入,并降低高耗能行业的FDI流入,优化工业吸引外资的行业结构。  相似文献

中间消耗的"消耗规模与部门构成"是影响中国出口碳排放的重要因素。基于世界投入产出数据库(WIOD)1995—2015年数据,在部门归类与形式变换基础上,本文选取"单位产出碳排放量"、"完全消耗系数"与"出口值"为中国出口隐含碳排放的影响因子,构建"因子变动—反事实构造—效果评价"分析框架,借助规模指数与结构指数对影响因子的变化动态进行描述,并通过反事实构造对"因子变动"的影响效果进行评价。研究发现:"单位产出碳排放量"规模指数单调递减,Spearman偏度系数为右偏态,说明相比于意愿产出而言,非意愿产出"碳排放量"具有内在的规模不经济;"中间消耗"规模指数与碳偏向性指数在截面上始终处于高位水平,时序上出现了显著的递增趋势,说明中国单位出口值的中间消耗量偏大,消耗投入在结构上偏向于高碳部门,与"技术前沿国"美国存在显著"技术差距";"出口值"规模指数呈现"平缓扩张——快速攀升——V型震荡"的阶段性特征,结构指数经历了以基期2002年为顶点、"先下降、后上升、再平稳"的变化轨迹,说明"出口值"作为最具弹性的影响因子,受"亚洲金融危机"、"加入世界贸易组织"与"美国次债危机"等外部冲击的影响明显,对出口碳排放的推动作用存在伸缩性与阶段性差异。从"因子变动"影响效果来看,中国产出、中间消耗与出口的部门构成具有内生关联,均显著偏向于高碳部门,对出口隐含碳排放增长产生了叠加性的"正向"扩张效应。基于此,本文认为,总量控制与结构优化的视角需从产品环节向中间消耗环节扩展,现阶段应深化要素市场改革,加速要素禀赋升级,借力要素价格机制与差别化产业规制政策,从上游环节抑制出口碳排放的输入来源。  相似文献

缺水已经成为我国经济发展和社会进步的重要制约因素之一.而对水价的制定到对水资源的利用效率起科十分关键的作用。本文通过对Ramsey模型及其改进的研究.得出如下启示.即实行阶梯水价既有利于实现杜会福利的优化,也可以起到节约水资源的效果。由于阶梯水价机制的设计可以为制度安排、资本进入和市场运行提供更大的弹性空间.因此.本文的政策含义是:在实施阶梯水价的背景下.政府只需对基量水价按边际成本的定价原则来严格规制.从而有效提升水务市场的运行效率。上述举措的优点在于:由于基量水价被严格规制.消费者的基本用水福利可以得到满足;超过基本用水量的水价和再生水价的相对放松规制会鼓励社会资本进入水务行业.使行业运营效率得到提高;国有资本退出水务行业使得政府财政负担减轻,同时.由于放松规制.政府的规制成本也得以降低。最终城市水务行业可以真正做到可持续的发展。  相似文献

节能减排是我国应对能源短缺与全球变暖两大环境热点问题的基本国策。目前国家已经制定了一系列节能减排目标并分解落实到地区与行业执行。城市是人类生产和生活的中心,快速城市化带来了人口、能源消费和碳排放的激增。工业部门在城市经济发展和能源消费中占据着重要地位,因此成为节能减排工作的重点对象。重庆市对西部地区的发展有着重要的意义,目前在工业化进程中面临着巨大的节能减排压力。本文以重庆市为案例对象,应用脱钩分析方法研究了该市各工业部门经济增长、能源消耗和碳排放之间的关联特征,并提出脱钩稳定性指标用以评价脱钩状态的波动情况。结果表明:重庆市工业部门能源消费品种单一,对煤炭依赖性过大;高能耗部门虽然表现为弱脱钩,且脱钩稳定性高,但能耗强度和碳排放强度偏大,远高于工业部门的平均水平;部分中低能耗部门由于生产技术相对落后和关键节能减排技术缺失造成能源利用效率参差不齐和碳排放水平不稳定。依据研究结果本文提出重庆市工业部门节能减排的实施建议。  相似文献

碳减排是减缓气候变暖的必由之路,国际社会正在积极推动全球碳减排。我国已向国际社会承诺了碳减排目标,并正在大力开展相关政策的研究和制定。碳税和碳交易是多年来各国激励碳减排最主要的两大机制。这两种机制各有优缺点,它们适当的混合机制可扬长避短,创造出更优越的机制。我们认为,碳税和碳交易机制之间最大的差别在于碳税机制有较低的制度成本(包括建立者一机制所需要的人力物力的投入,以及监管成本等),在操作性上更简便;而在对市场条件和信息的变化上没有碳交易机制的灵活性强,但从另一方面,这种灵活性也恰恰是风险产生的根源之一,它增加了企业在碳排放决策方面的风险和难度;此外,碳税相对于碳交易是间接的碳减排激励机制,碳交易机制的减排效果更直接。基于这些观察,我们设计出一种混合碳减排机制,它是碳税和碳交易机制的有机结合。该混合机制包含两个部分:首先是累进制碳税制度,小企业只缴纳碳税;其次,碳交易制度,建立碳交易市场并对于大企业确定初始碳排放权,对于大企业的超排,将按照高起点的碳税税率加以惩罚。这一混合机制,既考虑了不同企业之间在碳排放权上的公平性,又考虑了机制的效率,并在保障机制效率的条件下尽可能降低企业在碳排放决策上的风险。这些正是这一混合机制的优越性所在。我们还探讨了这一混合机制在我国实施的可行性,并提出了在具体实施过程中所应注意的若干重要事项,并给出了相关的政策建议。本文的探讨可以为政府碳排放政策制定部门提供参考。  相似文献

Like all rapidly developing countries, the government of Iran (GOI) has to integrate environment priorities into its energy sector. In order to integrate environmental concerns into energy sector, an Energy-Environment Review (EER) may be considered as the mainstreaming tool capable of examining the interface between energy and the environment. The results of the EER should be interpreted, in the light of the objective of the 4th Five Year Development Plan in Iran, to achieve fast and sustainable growth and accelerate the transition to a market economy. In particular, the suggested actions will promote economic efficiency use of energy resources through a proper allocation of scarce resources, including environmental resources, so as to achieve economic efficiency and environmental and social protection. This paper comprises: (A) an analysis of the current situation with regards to energy production and consumption; (B) an evaluation of the growth prospects with regard to energy production and consumption; (C) the identification of environmental issues induced by the generation and use of energy and estimation of the associated costs of damages; (D) the evaluation of the extent of contribution to the climate-change phenomenon through emission of greenhouse gases; (E) the evaluation of the proposed mitigation measures for the previously identified environmental problems; and (F) conclusions and recommendations. The EER-Iran assessed the total health damage from air pollution in 2001 at about 56  ×  1012 Rials (US $ seven billion); equivalent to 8.4% of nominal GDP. In the absence of the price reform and control policies, the EER-Iran estimated that the damage in Iran in the money of 2001, will grow to 155  ×  1012 Rials (US $ nine billion) by 2019. This is equivalent to 10.9% of nominal GDP, i.e., a large percentage of a larger GDP. Of this total, 107  ×  1012 Rials (US $ 8.4 billion) come from transport sector. The damage cost to the global environment from the flaring of natural gas, assessed on the basis of a carbon price of US $ 10/ton CO2, is found to be approximately US $ 600 million per year. Abstract

Carbon emission is the current hot issue of global concern. How to assess various contributing factors for carbon emission is of great importance to find out the key factors and promote carbon emission reduction. In this paper, the author constructs an identical equation for carbon emission, based on the economic aggregate, the economic structure, the efficiency of energy utilization, the structure of energy consumption, and the coefficient of carbon emission; by applying to LMDI decomposition technology, the author analyzes the carbon emission of China from 1995 to 2007 at industrial level and regional level. The results show that the expansion of economic aggregate is the main reason for China’ s rapidly increasing carbon emission and the increase of energy utilization efficiency is the key factor that can hold back the increase of carbon emission. In addition, the change of industrial structure or regional structure and the change of traditional energy structure have limited influence on the carbon emission, and their potentials have not yet been exploited. At the end of this paper, the author proposes the efforts that China should make to reduce carbon emission.  相似文献

中国已经在7个省市进行了碳排放权交易市场的试点,并拟于2017年建立全国碳排放权交易市场。随着碳市场政策的逐步完善,碳排放将成为企业的总量控制目标之一。在全国碳市场即将建立的背景下,研究企业对于全国碳市场政策的预期,分析企业的响应规律,估算企业对于碳信用的支付意愿,对于保障全国碳市场的顺利建立和有效运行具有重要的意义。基于此,本研究利用多边界离散选择的方式,调查了全国范围内29个省市的555家企业,对于由于全国碳市场建立而导致的能源价格提高的接受程度,并利用多元线性回归模型分析影响企业接受程度的因素,最后估算企业对于碳市场中碳信用的支付意愿。结果显示:(1)企业可接受的能源价格提高比例的平均值为8.3%,其中碳试点企业可接受的提高比例最高,达到10.2%,非碳试点企业可接受的提高比例最低,为7.5%;(2)对企业接受程度的影响因素分析显示,企业的能源价格压力,以及企业对于全国碳市场到来的时间预期与接受程度显著负相关;企业对于碳减排技术的了解程度,以及企业对于全国碳市场控制程度的预期与接受程度显著正相关;(3)对于全国碳市场中的碳信用,企业平均愿意支付的价格为79.6元/t CO_2,其中碳试点企业的支付意愿最高,为95.9元/t CO_2,非碳试点企业的支付意愿最低,为72.6元/t CO_2。据此,为保障全国碳排放权交易市场的顺利建立,实现对企业碳排放的有效控制,政府应该注重降低企业的用能成本,引导与支持企业进行技术创新与升级,提高企业对于碳市场政策的认识和了解,并充分考虑不同地区的差异和不同企业的支付能力差别,合理设定碳价。  相似文献

China has promised to start the national carbon trading system in 2017. In the carbon trading system, the renewable energy projects may obtain additional benefits through the Certified Carbon Emission Reduction (CCER) trade. As the carbon price fluctuates along with the market conditions, such fluctuation enables the renewable power projects to acquire the rights of an option, i.e. it may contain an even higher value due to the uncertainties in the future. While making an investment decision, the renewable power companies may choose to make the investment immediately, or postpone the investment and accumulate more information to increase the return of investment; and for immediate investments, the return must be sufficient to exceed the potential value of a waiting option. To study the investment in renewable power projects subject to the fluctuation of carbon price, this paper adopts the trinomial tree model of real options to estimate the net present value (NPV) and real option value (ROV) of three types of renewable power projects; according to the decision-making rules of real options to defer, all the three types of projects will exercise the option to postpone the investment decision. This thesis also calculates the benchmark prices of the three types of renewable projects at different times, in the two situations of having no government subsidy and having the government subsidy, so as to determine the investment opportunity of a project. The benchmark price decreases gradually along with the increase of government subsidy, indicating that the government subsidy will stimulate the investment in renewable projects. The benchmark price also increases gradually along with the lapse of time, indicating that the uncertainty will increase together with the time span and thus requires an even higher carbon price to determine the investment opportunity. This thesis also analyzes the sensitivity of factors affecting the investment in renewable projects and draws the conclusion that the fluctuation of carbon price is positively related with the benchmark price of renewable power projects, which indicates that the fluctuation of carbon price increases the option value of an investment but postpones the time of investment. As the China’s carbon trading system improves gradually, the carbon price will reach a stable status, thus stimulate the power companies to invest in the renewable projects.  相似文献
