Establishment of a country or region-based dioxin inventory was considered a crucial step toward elimination of worldwide dioxins/POPs contaminations, although no harmonized method for the preparation of an inventory is available at present. In this study, we used limited data and information to generate an inventory of dioxin emissions from some major sources in Taiwan. A total of 67.25 g I-TEQ of dioxins released annually was estimated. Unlike most of the industrialized countries, municipal waste incineration is not the highest contributor for dioxins released into the atmosphere. In contrast, secondary copper smelting accounts for more than 39% of the total dioxin emissions, and is higher than those from all waste incinerators combined (23.7%). Cement kilns and electric arc furnaces for steels also produced significant portion (both >10%) of dioxins into the environment, followed by secondary aluminum smelting (6.53%), industrial oil combustion (5.02%) and power plants fueled by coal (5.01%). Other known sources are either insignificant with respect to their dioxin emissions or not included in this inventory due to lack of information or uncertainty of the results. Data presented in this report provide a general picture of dioxin emissions in Taiwan, but were mostly based on less reliable or representative information, especially with respect to emission factors from different emission sources. It is necessary to establish background information relative to our own environment at present. Upon available, the inventory should be updated accordingly for proper environmental management on dioxins.  相似文献

Experiments were conducted at the VERONA pilot plant, an incineration plant with stationary grate and separate post-combustion chamber, using wood and propane as basic combustible materials and with controlled dosage of various bromine-, chlorine- and copper-containing compounds. The behaviour of the following compounds was studied in the combustion chamber, after the post-combustion chamber and after the heat exchanger: polychlorinated phenols (PCPh), polybrominated phenols (PBrPh), polychlorinated benzenes (PCBz), polybrominated benzenes (PBrBz), polychlorinated dioxins and furans (PCDD/F) and polybrominated dioxins and furans (PBDD/F). The bromine co-incineration leaded to very high bromophenol concentrations after the post-combustion chamber. The formation of brominated and mixed-halogenated phenols and the further reaction to halogenated dioxins is apparently a relevant reaction mechanism for dioxin formation in processes involving bromine. This assumption is supported by the high formation rates of PBDD/F found in the heat exchanger, which were 4-20 times higher than those of PCDD/F. Moreover, the strong correlations found between the formation rates of PCPh, PCBz and PCDD/F in the heat exchanger indicate that in addition considerable new formation of dioxins takes place through de novo synthesis. Experiments involving the variation of primary operational parameters and fuel properties have shown that the quality of post-combustion plays a much greater role than the other parameters. Furthermore, it became apparent that the congeners of the chlorophenols and of the chlorobenzenes, measured in various incineration stages, do not correlate closely with the dioxin concentrations after the heat exchanger.  相似文献

The results of a project aiming at collection and evaluation of information regarding the industrial and non-industrial emission sources for dioxins and furans (PCDD/PCDF) in 17 European Countries (EU 15, CH, N) are presented. An overview about national documents covering dioxin emission inventories for the period 1990-1995 is given. Some data on emissions associated with residual materials, waste and waste water are presented additionally. Based on the air emission data contained in these documents the most important emission sources were determined which are assumed to cover about 90% of the overall emissions. For the selected sources and for all 17 countries new estimates of the atmospheric PCDD/PCDF emissions were derived from average emission factors and statistical activity rates for the year 1994. As a result, on the European scale the largest annual PCDD/PCDF emission is assessed to be released from municipal waste incineration, quite closely followed by emissions from iron ore sintering. Considerable releases of dioxins and furans--based, however, on highly uncertain data--are further assessed for domestic burning, accidental fires and (former) use of contaminated wood preservatives (pentachlorophenol). A lower but still significant emission is further assigned to the sector of non-ferrous metal production; particular processes used in this branch proved to generate very high PCDD/PCDF flue gas concentrations.  相似文献

Dioxin concentrations from municipal waste incinerators in Japan and elsewhere often show low concentrations that comply with legal limits (in this paper, the term "dioxin" designates WHO-TEQ: PCDD/Fs+dioxin-like PCB). However, such data is usually generated under normal steady state operational conditions, and there has been little investigation of releases occurring during startup and shutdown. It is important, therefore, to ascertain quantitatively emissions in an unsteady state (startup and shutdown) in order to correctly evaluate the relationship between emissions from a facility and the surrounding environment. The present study aimed to examine dioxin emissions of a continuously operated incinerator at startup and shutdown, and estimating the time period of greatest emission, and the processes causing dioxin generation. The startup process was divided into five stages and the shutdown into two; at each stage, dioxins in the flue gas were measured at the boiler outlet and the stack. From the concentration of dioxins and the flue gas volume at each stage, the amount of dioxins at startup and shutdown were calculated, and these were compared with that under steady state conditions. Dioxin concentration at the stack under steady state conditions was a very low level, while those at startup and shutdown were higher. In the case where dioxin concentration under a steady state is a low level like in this study, it is indicated that the total annual dioxin emission from a facility could be attributed to the startup periods.  相似文献

The European Economic Community (EEC) has proposed strict limits on emissions of dioxins and furans from hazardous waste incinerators. The proposed limit is 0.1 ng/Nm3, expressed as the 2,3,7,8 TCDD toxic equivalent of 17 specific dioxin and furan congeners. These limits will potentially redefine technology selection and design for combustion, energy recovery, and air pollution control. The EPA has a different approach for controlling emissions of products of incomplete combustion (PICs) and reformation products such as dioxins and furans. Rather than limiting these contaminants individually and quantitatively, EPA proposes controlling them by assuring good combustion as measured by stack emissions of carbon monoxide (CO) and total hydrocarbons (THC).

Dioxins and furans are combustion by-products and emission control relies mainly on control of the combustion process. These compounds can also be reformed from certain precursor compounds and elements in lower temperature regions of the system downstream of the combustion process. Air pollution control technologies have demonstrated the ability to remove dioxins and furans as contaminants on fine particulate.

This paper will discuss the two regulatory approaches, the mechanisms for the formation and reformation of dioxins and furans, and the technologies available to control emissions.  相似文献

As one of the countries with large amounts of dioxin releases, the control of dioxins is a major challenge for China. Municipal solid waste (MSW) incineration should be considered a high priority source of dioxin emissions because it is playing an increasingly more important role in waste management. MSW incineration in China has much higher emission rates of dioxins than in the developed countries, partially resulting from the gaps in the technologies of incineration and flue gas cleaning. Moreover, the current management policies and practices also contribute significantly to the problem. We recommend lowering dioxin emission standard, strengthening fly ash management, and improving regulation enforcement to reduce dioxin releases into the environment from MSW incineration. We also propose that alternative strategies should be considered on dioxin control and call for an expansion of economic instruments in waste management to reduce waste generation and thus the need for incineration.  相似文献

A multiple-year inventory of atmospheric antimony (Sb) emissions from coal combustion in China for the period of 1980-2007 has been calculated for the first time. Specifically, the emission inventories of Sb from 30 provinces and 4 economic sectors (thermal power, industry, residential use, and others) are evaluated and analyzed in detail. It shows that the total Sb emissions released from coal combustion in China have increased from 133.19 t in 1980 to 546.67 t in 2007, at an annually average growth rate of 5.4%. The antimony emissions are largely emitted by industrial sector and thermal power generation sector, contributing 53.6% and 26.9% of the totals, respectively. At provincial level, the distribution of Sb emissions shows significant variation. Between 2005 and 2007, provinces always rank at the top five largest Sb emissions are: Guizhou, Hunan, Hebei, Shandong, and Anhui.  相似文献

Numerical simulations of stretched laminar twin premixed flames are carried out in order to understand the gasphase formation of dioxins in situations analogous to the post combustor and following regions of a typical incinerator. A previously developed chemical kinetic mechanism, that describes dioxin formation in terms of some generic species, is used in the calculations. The results indicate a temperature region favorable to the gasphase production of dioxins that lies between 1100 and 1500 K, as well as a weak dependence of dioxin formation on the oxygen concentration in the flames. The effect of oxygen is better described by observing the consumption of some of the generic species. Though no measurements of dioxin concentration in idealized flows, such as those simulated, are available, the results are in qualitative accord with total measurements of dioxin concentration (due to both gas- and solid-phase processes) obtained by other investigators. The numerical predictions identify some flames that are ignited, in which dioxin consumption takes place, and others which are unignited, in which significant dioxin production occurs as the result of largely isothermal mixing. The calculations indicate that unignited flames containing no initial fuel favor dioxin formation significantly over those that contain some initial quantity of fuel. Finally, some implications regarding incinerator practice are discussed.  相似文献

The effect of the injection of brominated powdered activated carbon (Br-PAC) on the emission of brominated and chlorinated dioxins and furans in coal combustion flue gas has been evaluated. The sampling campaigns were performed at two U.S. Department of Energy (DOE) demonstration sites where brominated PAC was being injected for control of mercury emissions. The results of the sampling campaigns showed that injection of the brominated PAC upstream of the electrostatic precipitator (ESP) did not increase the emissions of total and Toxic EQuivalent (TEQ) chlorinated and brominated dioxin compounds. Rather, the data suggested the sorbent may capture these compounds and reduce their concentration in the flue gas stream. This effect, when seen, was small, and independent of the type of plant emission controls, temperature at the point of injection, or fuel-chlorine content. The addition of the brominated PAC sorbent resulted in slight increases the total content of chlorinated dioxins and furan in the particulate matter (ash) collected in the ESP, but did not increase its overall toxicity.  相似文献

We investigated combustion in a small home waste incinerator and analyzed both flue gas and residual ash for formation of the dioxin-related compounds polychlorinated dibenzo-p-dioxins, polychlorinated dibenzofurans, and coplanar polychlorinated biphenyls and their precursors polychlorinated benzenes, polychlorinated phenols, polychlorinated diphenyl ethers, and polychlorinated biphenyls. Particularly, we investigated the effect of the incinerated material's composition on both the congener ratios of released compounds and the total concentration of all congeners of each compound. Eight different samples were prepared for incineration with four samples consist entirely paper, dead leaves, natural wood, or building materials. The remaining four samples contained mostly paper, but also other components such as fiber, non-chlorine-containing plastics, chlorine-containing plastics, and copper electric wire. The presence of non-chlorine-containing plastic in combustion samples did not increase overall dioxin or dioxin-precursor emissions. In contrast, chlorine-containing plastic resulted in a several-fold increase in total polychlorinated dioxins released, in both flue gas and residual ash. Copper wire resulted in a further several-fold increase in total polychlorinated dioxins and dioxin precursors released, with one exception: the addition of chlorine-containing plastic resulted in a many-fold increase in polychlorinated biphenyls, but only a modest further increase ( approximately 52%) with the further addition of copper. Homologue ratios tended toward higher-chlorine compounds as chlorine-containing plastic and Cu were added, but the results were far from uniform. Our results show that toxic dioxin release from small home waste incinerators must be considered significant, especially if even small amounts of chlorine-containing plastics or copper are burned.  相似文献

Background The aim of the project was to measure the actual emissions of PCDD/F, PCBs and HCB from 20 selected metallurgical installations in Poland, in order to update the national inventory of dioxin emission from metallurgical industry for developing a strategy for dioxins and furans emission abatement from the subject facilities (UNEP 2005). Methods Sampling methodology used in this work was developed at the Cracow University of Technology because of the complexity of simultaneous sampling and determining PCDFs, PCDDs, PCB and HCB. For the determination a GC-MS/MS system was used. Results and Discussion Results from the work indicate that the highest dioxins and PCB concentrations were recorded for iron ore sintering plants at 1.10–1.32 ng total1 TEQ/Nm3 followed by aluminium scrap melting at 0.03–0.66 ng total TEQ/Nm3. The highest HCB concentrations at 613–1491 ng/Nm3 were also recorded for iron ore sintering plants, whereas at aluminium plants the HCB concentrations were in the range of only 10.1–22.7 ng/Nm3. Conclusions The above investigations indicate that secondary aluminium production is the most significant dioxins source, if calculated as emission factor values. However, iron ore sintering plants are operating at much higher production capacity, causing this process to become the major source of dioxins, PCB and HCB pollution to the atmosphere in Poland. Recommendations and Perspectives Based on the performed tests and the environmental reviews of selected plants several recommendations were formulated for the reduction of generation or of emission of these pollutants from iron ore sintering plants, electric arc furnace steel production processes, hot-blast furnace operations, secondary aluminium smelting and primary zinc production from zinc cathodes.  相似文献

Identification of pollution sources and estimation of their contribution to dioxin pollution are important for taking better countermeasures against such sources. The information based on seventeen 2,3,7,8-chlorine-substituted congeners and 10 homologues is usually not sufficient for source identification. The usefulness of detailed congener-specific information of tetra- to octachlorinated polychlorinated dibenzo-p-dioxins and polychlorinated dibenzofurans was examined by principal component analysis and compared with conventional dioxin information. It was revealed that congener-specific information was far more effective for source identification than conventional information. For source apportioning, it was shown that multiple regression analysis with detailed source congener profiles could be carried out successfully when calculations were performed for individual homologues. This was because of the large variation in homologue composition in source dioxin profiles in addition to the difference in environmental behavior among the homologues.The newly proposed methods for statistical analysis were applied to the estimation of dioxin mass balance in Tokyo Bay basin. It was found that Tokyo Bay sediment core contained dioxins from three major sources: combustion, pentachlorophenol (PCP), and chloronitrophen (CNP). PCP and CNP contained large amounts of dioxin as impurity and were used extensively as paddy field herbicides in Japan in the past. The total dioxin load from the two herbicides to the basin during the past 45 years (1951-1995) was estimated to be five times larger than that from combustion source in terms of toxic equivalents (WHO-TEQ). However, in the surface sediment of the bay, the contribution from the herbicides was nearly equal to that from combustion. The herbicide contribution peaked during the 1960s and 1970s and gradually decreased thereafter.  相似文献

Emissions of polychlorinated dibenzo-p-dioxins and dibenzofurans (dioxins) have been found from 57 field tests on the oxidation of low (a few to a few hundred) parts per million levels of chlorinated and non-chlorinated volatile organic compounds (VOCs). The oxidation occurs in catalytic oxidizers with platinum, platinum/palladium or chromium(IV) oxide combustion catalysts, or in thermal oxidizers (without a catalyst). The catalyst inlet temperatures ranged from 293 to 573 degrees C. The thermal oxidizer operating temperatures (post-flame) were from 773 to 927 degrees C. Data of the toxic dioxin and furan isomers are reported and also weighted and expressed as international toxic equivalents (TEQ) of 2,3,7,8-tetrachlorodibenzo-p-dioxin. The maximum stack emissions, 1.07 ng/m3 TEQ, occurred at 293 degrees C. Salient results of this field study are: (1) TEQ levels in the stack exponentially increase with a decrease in operating temperature, an empirical equation is TEQ (ng/dscm)=8.4 exp(-0.0084T degrees C); (2) dioxin/furan production occurs at the combustion catalyst; (3) small variations in temperature cause large changes in the congener distribution of the dioxin and furan isomers; (4) molar TEQ yields from the parent compounds fed to the oxidizers are very small (10(-9)-10(-13)); (5) catalytic and thermal oxidizers may destroy dioxins fed from the ambient air; and (6) the oxidation of chlorinated VOCs with non-chlorinated VOCs reduces emissions of dioxins, likely due to the consumption of Cl in producing HCl. Laboratory investigations are needed to understand how dioxins are formed (and emitted) under conditions of this study.  相似文献

Coal is one of the major energy resources in China, with nearly half of produced Chinese coal used for power and heat generation. The large use of coal for power and heat generation in China may result in significant atmospheric emissions of toxic volatile trace elements (i.e. F, As, Se, Hg, and Sb). For the purpose of estimating the atmospheric emissions from coal-fired power and heat generation in China, a simple method based on coal consumption, concentration and emission factor of trace element was adopted to calculate the gaseous emissions of elements F, As, Se, Hg, and Sb. Results indicate that about 162 161, 236, 637, 172, and 33 t F, As, Se, Hg, and Sb, respectively, were introduced into atmosphere from coal combustion by power and heat generation in China in 2009. The atmospheric emissions of F, As, Se, Hg, and Sb by power and heat generation increased from 2005 to 2009 with increasing coal consumptions.  相似文献

Particulate matter (PM) has been becoming the principal urban pollutant in many major cities in China, and even all over the world. It is reported that the coal combustion process is one of the main sources of PM in the atmosphere. Therefore, an investigation of formation and emission of fine primary PM in coal combustion was conducted. First, the sources and classification of coal-fired primary PM were discussed; then their formation pathways during the coal combustion process were analyzed in detail. Accordingly, the emission control methods for fine particles generated from coal-fired power plants were put forward, and were classified as precombustion control, in-combustion control, and postcombustion control. Precombustion control refers to the processes for improving the coal quality before combustion, such as coal type selection and coal preparation. In-combustion control means to take measures for adjusting the combustion conditions and injection of additives during the combustion process to abate the formation of PM. Postcombustion control is the way that the fine PM are aggregated into larger ones by some agglomeration approaches and subsequently are removed by dust removal devices, or some high-performance modifications of conventional particle emission control devices (PECDs) can be taken for capturing fine particles. Finally, some general management suggestions are given for reducing fine PM emission in coal-fired power plants.
ImplicationsThe analysis and discussions of coal properties and its combustion process are critical to recognizing the formation and emission of the fine primary PM in combustion. The measures of precombustion, in-combustion, and postcombustion control based on the analysis and discussions are favorable for abating the PM emission. Practically, some measures of implementation do need the support of national policies, even needing to sacrifice economy to gain environmental profit, but this is the very time to execute these, and high-performance PECDs, especially novel devices, should be used for removing fine PM in flue gas.  相似文献

Polyvinylidene chloride (PVDC; polymer of 1,1-dichloroethylene) was combusted with paper in a well-controlled, small-scale incinerator at an average grate temperature of 700 °C, and then dioxins (PCDDs, PCDFs, and coplanar-PCBs) formed in the exhaust gases were analyzed by gas chromatography/mass spectrometry. PVDC lowered the combustion temperature due to its less flammable character. The amount of total dioxins (PCDDs + PCDFs + coplanar-PCBs) formed in the exhaust gas was 58.0 ng/g of a combustion sample and its toxicity equivalency quantity (TEQ) value was 0.64 ng-TEQ/g. The amount of PCDDs formed in the sample ranged from 2.33 ng/g (Cl8-isomer) to 0.048 ng/g (Cl1-isomer). The lower the number of chloride, the less production of PCDDs. On the other hand, there was no relation between the number of chloride and PCDF formation. The amount of PCDFs formed in the sample ranged from 8.02 ng/g (Cl2-isomer) to 4.46 ng/g (Cl8-isomer). A polyvinylchloride (PVC) sample produced 207 ng/g of total dioxins and a PVDC sample produced 57.4 ng/g of total dioxins when they were combusted under the same conditions. An approximately equal composition of dioxin isomers was formed from PVDC and PVC samples. Paper was found to contribute to PCDF formation when it was combusted with plastics.  相似文献

Phoenix Services, Inc., owns and operates the Baltimore Regional Medical Waste Incinerator in Baltimore, MD. New regulations for dioxins and furans imposed a limit that was considerably below historical emission levels. To determine a method to comply with the new dioxin/furan regulations, Phoenix Services performed trials with powdered activated carbon (PAC). Although the results with carbon were acceptable, Phoenix Services decided to replace their woven fiberglass filter bags with catalytic filters that simultaneously destroy dioxins and furans and collect particulate matter (PM). The catalytic filter system offered several advantages to Phoenix Services, including destruction of dioxins and furans instead of adsorption on carbon. The catalytic filters also offered a passive solution that did not require new carbon injection equipment. In January 2000, a campaign to measure dioxins/furans and PM was undertaken. The measurements allowed the catalytic filter system to be evaluated. Some of the key findings of this investigation are The dioxin/furan emission was less than 0.1 ng toxicity equivalents (TEQ)/Nm3 at 11% O2. This concentration is approximately 2 orders of magnitude less than historical averages and it is well below the new regulatory limits, for both existing and new sources of this type; the amount of dioxin/furans destroyed by the catalytic filters was approximately 1.73 ng TEQ/Nm3 at 11% O2; and the particulate emission was 12-17 times less than the regulatory limit.  相似文献

A questionnaire was used to survey the knowledge and attitude of senior managers toward dioxins at five waste incineration plants and seven coking plants. A field survey was performed to verify dioxin control practices at two of the waste incineration plants and one of the coke plants. All the respondents at the waste incineration plants claimed to be knowledgeable about dioxins and had a proactive attitude toward dioxin control. The field survey verified the implementation of various dioxin control measures at their plants. However, the coking plants' respondents were ignorant about dioxins. This study reveals that dioxin emission policies have had a significant effect on industrial practices and knowledge. The differences in economics between the two sites have also contributed to the disparity in their respective knowledge levels. Finally, the paper gives the corresponding recommendations on how to further improve the level of dioxin knowledge and control practices in China.  相似文献

A modified Gaussian atmospheric dispersion model, Industrial Source Complex (ISCST3), is used to estimate toxic equivalent ground level concentrations (GLC) of dioxins emitted from the Avonmouth municipal waste incinerator (MWI) in Bristol, UK. The sensitivity of the predicted GLC to various vapour and particle partitioning scenarios is reported. Predictions incorporating local terrain and actual emission data are used to estimate the mean incremental intake of dioxin due to MWI operation for local residents, through an existing multi-pathway human exposure model. Results are compared with predictions of incremental intake for a generalised MWI. The mean incremental dioxin intake for a hypothetical maximum exposed individual (HMEI) is shown to be up to 46.5% of the background intake compared to only 1.14% for the generalised MWI scenario. This indicates that the use of local terrain and emission data in MWI dispersion modelling is crucial for health risk assessments associated with human dioxin intake, especially in view of the current debate over the tolerable daily intake for dioxins.  相似文献

In the first known study to characterize the emissions of polychlorinated naphthalenes (PCNs), polychlorinated dibenzo-p-dioxins (PCDDs), polychlorinated dibenzofurans (PCDFs), and dioxin-like polychlorinated biphenyls (dl-PCBs) from the thermal treatment of wastes containing PCNs, the formation and decomposition behavior of these pollutants was investigated both at laboratory scale and at plant scale. Exhaust gas measurements from laboratory-scale combustion of rubber belts containing PCNs (FB belts) were used as the basis for calculations predicting that the incremental dioxin toxic equivalency (TEQ) emissions from municipal solid waste (MSW) incinerators would be less than 0.1 ng/m3 N. In order to directly examine co-incineration of FB belts with MSW and to address potential differences between the laboratory experiment and full-scale MSW incinerators, experiments were conducted using a larger scale thermal treatment test facility with sampling and analysis at several points in the thermal treatment process. Congener specific analysis of PCNs clearly showed that both destruction and synthesis simultaneously occurred during combustion in the kiln. Most of the PCNs were destroyed by secondary combustion, and almost all PCNs were removed after flue gas treatment. Almost all PCDDs/DFs were synthesized as by-products of kiln combustion, most of them were destroyed by the secondary combustion, and almost all dioxins (PCDDs/DFs and dl-PCBs) were removed after flue gas treatment. The TEQ emission levels were less than 0.1 ng/m3 N for all plant-scale tests, and differences in TEQ emission levels were very small. Adding wastes containing PCNs to MSW will not influence thermal treatment emissions to the environment from modern solid waste incinerators.  相似文献
