This paper presents an example of how air pollution models can be used together with energy system models to study the impacts of climate change mitigation strategies on air pollution. As many mitigation measures of greenhouse gases (GHGs) affect the use of fossil fuels in energy production, they can have important side-effects on other air pollution problems. This paper studies on a national scale the impacts of the planned GHG reduction measures on multiple air pollution problems in Finland, concentrating on acidification of forest soils and lakes, tropospheric ozone levels harmful to humans and vegetation and on emissions of fine particles. The air pollutant emission scenarios with the alternative energy choices are calculated for about 200 large point sources, assuming the present emission limit legislation. Disperse emissions are treated at municipality level. The analysis extends to the year 2020. The implementation of the Kyoto protocol in Finland would induce notable reductions of multiple air pollutant emissions and related environmental impacts. A 6–11% reduction in ecosystems threatened by acidification in Southern and Central Finland would be achieved with the Finnish Climate Strategy alone. Substantial improvement in ozone levels would be reached in all scenarios compared to the current situation. The measures of the Climate Strategy could reduce the harmful ozone levels by a further 3%. The measures of the Climate Strategy would not significantly affect the primary particulate emissions in the future because the emissions from large power plants are already effectively controlled. Contrary to the fuel choices of the large units, expanded use of small-scale wood combustion can result in considerable increases of both fine particulate and VOC emissions.  相似文献

Regional and global air pollution from marine transportation is a growing concern. In discerning the sources of such pollution, researchers have become interested in tracking where along the total fuel life cycle these emissions occur. In addition, new efforts to introduce alternative fuels in marine vessels have raised questions about the energy use and environmental impacts of such fuels. To address these issues, this paper presents the Total Energy and Emissions Analysis for Marine Systems (TEAMS) model. TEAMS can be used to analyze total fuel life cycle emissions and energy use from marine vessels. TEAMS captures "well-to-hull" emissions, that is, emissions along the entire fuel pathway, including extraction, processing, distribution, and use in vessels. TEAMS conducts analyses for six fuel pathways: (1) petroleum to residual oil, (2) petroleum to conventional diesel, (3) petroleum to low-sulfur diesel, (4) natural gas to compressed natural gas, (5) natural gas to Fischer-Tropsch diesel, and (6) soybeans to biodiesel. TEAMS calculates total fuel-cycle emissions of three greenhouse gases (carbon dioxide, nitrous oxide, and methane) and five criteria pollutants (volatile organic compounds, carbon monoxide, nitrogen oxides, particulate matter with aerodynamic diameters of 10 microm or less, and sulfur oxides). TEAMS also calculates total energy consumption, fossil fuel consumption, and petroleum consumption associated with each of its six fuel cycles. TEAMS can be used to study emissions from a variety of user-defined vessels. This paper presents TEAMS and provides example modeling results for three case studies using alternative fuels: a passenger ferry, a tanker vessel, and a container ship.  相似文献

Traffic emission estimation in developing countries is a key-issue for air pollution management. In most cases, comprehensive bottom-up methodologies cannot be applied in mid-sized cities because of the resource cost related to their application. In this paper, a simplified emission estimation model (SEEM) is evaluated. The model is based on a top-down approach and gives annual global hot emission. Particular attention is paid to the quality of the input traffic data. The quality of results is assessed by application of the SEEM model in the Chilean Gran Concepción urban area and by comparison with a bottom-up approach that has been led for the year 2000. The SEEM model estimates emissions with an accuracy of about 20% and is related to important resource savings. The results of the SEEM model are then distributed in space with a disaggregation approach and using GIS techniques. The relevancy of the disaggregation approach is evaluated among several possibilities through statistical methods. A spatial disaggregation using principal roads density gives the best results in terms of emissions repartition and gives a globally accurate image of the distribution of hot emissions in a mid-sized city.  相似文献

ABSTRACT

Mobile sources are among the largest contributors of four hazardous air pollutants—benzene, 1,3-butadiene, acetal-dehyde, and formaldehyde—in urban areas. At the same time, federal and state governments are promoting the use of alternative fuel vehicles as a means to curb local air pollution. As yet, the impact of this movement toward alternative fuels with respect to toxic emissions has not been well studied. The purpose of this paper is to compare toxic emissions from vehicles operating on a variety of fuels, including reformulated gasoline (RFG), natural gas, ethanol, methanol, liquid petroleum gas (LPG), and electricity. This study uses a version of Argonne National Laboratory's Greenhouse Gas, Regulated Emissions, and Energy Use in Transportation (GREET) model, appropriately modified to estimate toxic emissions. The GREET model conducts a total fuel-cycle analysis that calculates emissions from both downstream (e.g., operation of the vehicle) and upstream (e.g., fuel production and distribution) stages of the fuel cycle. We find that almost all of the fuels studied reduce 1,3-buta-diene emissions compared with conventional gasoline (CG). However, the use of ethanol in E85 (fuel made with 85% ethanol) or RFG leads to increased acetaldehyde emissions, and the use of methanol, ethanol, and compressed natural gas (CNG) may result in increased formaldehyde emissions. When the modeling results for the four air toxics are considered together with their cancer risk factors, all the fuels and vehicle technologies show air toxic emission reduction benefits.  相似文献

To investigate the potential public health impact of ambient air pollution under various energy scenarios in Shanghai, we estimated the air pollution exposure level of the general population under various planned energy scenarios, and assessed the potential public health impact using the concentration–response functions derived from available epidemiologic studies. The results show that ambient air pollution in relation to various energy scenarios could have significant impact on the health status of Shanghai residents. Compared with base case scenario, implementation of various energy scenarios could prevent 608–5144 and 1189–10,462 PM10-related avoidable deaths (mid-value) in 2010 and 2020, respectively; and it could also decrease substantial cases of relevant diseases. These findings illustrate that an effective energy and environmental policy will play an active role in reduction of air pollutant emissions, improvement of air quality, and public health.  相似文献

Energy consumption requirements for air pollution control equipment were studied for varying removal efficiency levels at the Tyler Pipe Industries iron foundry in Tyler, Texas, based on plant fuel consumption data, and on field test measurements of cupola carbon monoxide and particulate control equipment. Natural gas consumption for CO removal increased from 0 in 1970 to 25.4% of the plant total in 1976. Operating costs to achieve 85% CO control increased from 0 in 1970 to $1.61/ton metal in 1976. Increasing cupola incinerator temperature from 800° to 1600° F increased CO removal efficiency from 60 to 97%, but also increased natural gas consumption by 150%. Electricity consumption requirements for 95% to 97% particulate control at the foundry increased from 0.1 % of plant total in 1970 to 18.7% in 1976. Electricity consumption for particulate controls increased plant operating costs from 0.004 in 1970 to 1.693 $/ton metal in 1976 as horsepower increased from 20 to 6,272. Cost-benefit methodology is needed to evaluate trade-offs between air pollution control, energy consumption requirements and operating costs of proposed regulations. Total air pollution control system must be considered in enforcing regulations instead of the source to be controlled alone for overall impacts. Need exists for process modifications to enhance energy recovery and development of energy-effective air pollution control equipment.  相似文献

The objective of the study is to examine the relationship between air pollution, fossil fuel energy consumption, water resources, and natural resource rents in the panel of selected Asia-Pacific countries, over a period of 1975–2012. The study includes number of variables in the model for robust analysis. The results of cross-sectional analysis show that there is a significant relationship between air pollution, energy consumption, and water productivity in the individual countries of Asia-Pacific. However, the results of each country vary according to the time invariant shocks. For this purpose, the study employed the panel least square technique which includes the panel least square regression, panel fixed effect regression, and panel two-stage least square regression. In general, all the panel tests indicate that there is a significant and positive relationship between air pollution, energy consumption, and water resources in the region. The fossil fuel energy consumption has a major dominating impact on the changes in the air pollution in the region.  相似文献

The implementation of renewable wind and solar energy sources instead of fossil fuels to produce such energy carriers as electricity and hydrogen facilitates reductions in air pollution emissions. Unlike from traditional fossil fuel technologies, air pollution emissions from renewable technologies are associated mainly with the construction of facilities. With present costs of wind and solar electricity, it is shown that, when electricity from renewable sources replaces electricity from natural gas, the cost of air pollution emission abatement is more than ten times less than the cost if hydrogen from renewable sources replaces hydrogen produced from natural gas. When renewable-based hydrogen is used instead of gasoline in a fuel cell vehicle, the cost of air pollution emissions reduction approaches the same value as for renewable-based electricity only if the fuel cell vehicle efficiency exceeds significantly (i.e., by about two times) that of an internal combustion vehicle. The results provide the basis for a useful approach to an optimal strategy for air pollution mitigation.  相似文献

The types and rates of pollutant emissions from a coal-fired power plant depend upon plant design, coal characteristics, and environmental control policy. In the past, air pollution regulations were often promulgated without rigorous analysis of the resulting energy penalties and secondary environmental impacts that occur in other environmental media (air, land, or water), which are counterproductive to overall environmental quality. This paper describes a Comparative Assessment Model that has been developed to consider systematically such tradeoffs for conventional and advanced coal-to-electric technologies. The model is applied to quantify the secondary (“cross-media”) environmental and resource impacts resulting from alternative air pollution control policies that reduce sulfur dioxide emissions from a 1000 MW power plant. Multimedia pollutant burdens are presented, together with the increased requirements for coal, limestone, and water that are incurred in generating a fixed net quantity of electricity. The development of sound public policy requires that environmental regulations be sensitive to adverse effects in all environmental media, and that tradeoffs involved in the regulation of specific pollutants to one medium be rigorously and systematically characterized.  相似文献

Abstract

About half of the world's population now lives in urban areas because of the opportunity for a better quality of life. Many of these urban centers are expanding rapidly, leading to the growth of megacities, which are often defined as metropolitan areas with populations exceeding 10 million inhabitants. These concentrations of people and activity are exerting increasing stress on the natural environment, with impacts at urban, regional and global levels. In recent decades, air pollution has become one of the most important problems of megacities. Initially, the main air pollutants of concern were sulfur compounds, which were generated mostly by burning coal. Today, photochemical smog—induced primarily from traffic, but also from industrial activities, power generation, and solvents—has become the main source of concern for air quality, while sulfur is still a major problem in many cities of the developing world. Air pollution has serious impacts on public health, causes urban and regional haze, and has the potential to contribute significantly to global climate change. Yet, with appropriate planning megacities can efficiently address their air quality problems through measures such as application of new emission control technologies and development of mass transit systems.

This review is focused on nine urban centers, chosen as case studies to assess air quality from distinct perspectives: from cities in the industrialized nations to cities in the developing world. This review considers not only megacities, but also urban centers with somewhat smaller populations, for while each city—its problems, resources, and outlook—is unique, the need for a holistic approach to complex environmental problems is the same. There is no single strategy to reduce air pollution in megacities; a mix of policy measures will be needed to improve air quality. Experience shows that strong political will coupled with public dialogue is essential to effectively implement the regulations required to address air quality.  相似文献

Receptor-oriented source apportionment models are often used to identify sources of ambient air pollutants and to estimate source contributions to air pollutant concentrations. In this study, a PCA/APCS model was applied to the data on non-methane hydrocarbons (NMHCs) measured from January to December 2001 at two sampling sites: Tsuen Wan (TW) and Central & Western (CW) Toxic Air Pollutants Monitoring Stations in Hong Kong. This multivariate method enables the identification of major air pollution sources along with the quantitative apportionment of each source to pollutant species. The PCA analysis identified four major pollution sources at TW site and five major sources at CW site. The extracted pollution sources included vehicular internal engine combustion with unburned fuel emissions, use of solvent particularly paints, liquefied petroleum gas (LPG) or natural gas leakage, and industrial, commercial and domestic sources such as solvents, decoration, fuel combustion, chemical factories and power plants. The results of APCS receptor model indicated that 39% and 48% of the total NMHCs mass concentrations measured at CW and TW were originated from vehicle emissions, respectively. 32% and 36.4% of the total NMHCs were emitted from the use of solvent and 11% and 19.4% were apportioned to the LPG or natural gas leakage, respectively. 5.2% and 9% of the total NMHCs mass concentrations were attributed to other industrial, commercial and domestic sources, respectively. It was also found that vehicle emissions and LPG or natural gas leakage were the main sources of C(3)-C(5) alkanes and C(3)-C(5) alkenes while aromatics were predominantly released from paints. Comparison of source contributions to ambient NMHCs at the two sites indicated that the contribution of LPG or natural gas at CW site was almost twice that at TW site. High correlation coefficients (R(2) > 0.8) between the measured and predicted values suggested that the PCA/APCS model was applicable for estimation of sources of NMHCs in ambient air.  相似文献

Life cycle assessment (LCA) was applied to performance data from 1997-2002 to evaluate the environmental impacts of the energy input, airborne emission, waterborne emission, and solid waste inventories for Taiwan's electric power plants. Eco-indicator 95 was used to compare the differences among the generation processes and fuel purification. To better understand the environmental trends related to Taiwan's electric power industry, three fuel scenarios were selected for LCA system analysis. Results indicate that there are differences in characteristic environmental impact among the 13 power plants. Scenario simulation provided a basis for minimizing environmental impacts from fuel selection targets. Fuel selection priority should be a gas-fired combined cycle substituted for a coal-fired steam turbine to be more environmentally friendly, particularly in the areas of the greenhouse effect, acidification, winter smog, and solid waste. Furthermore, based purely on economic and environmental criteria, it is recommended that the gas-fired combined cycle be substituted for the oil-fired steam turbine.  相似文献

The number of gas turbine- (GT-) based power plants is rapidly increasing to meet the world’s power demands. Until a few years ago, fossil fuel, and specifically fuel oil, was considered the major energy source for gas turbine operation. Due to the high amount of pollution that fuel oil generates, natural gas has become a popular source of energy due to its lower emissions compared to fuel oil. As a result, many GTs have switched to natural gas as an alternative to fuel oil. However, pollutants expelled from GT-based power plants operating on natural gas impact surrounding air quality. The objective of this study was to examine the dispersion of nitrogen oxides (NOx) emitted from a GT-based power plant located in the Sultanate of Oman. Supported by CALPUFF dispersion modeling software, six scenarios were investigated in this study. The first four scenarios considered a case where the GT-based power plant was operating on natural gas during winter and summer and for open and combined cycle modes. The remaining two scenarios considered, for both open and combined cycle modes, the case where the GT-based power plant was operating on fuel oil. Whether run by natural gas or fuel oil, CALPUFF simulation results for both seasons showed that NOx concentrations were higher when GTs were used in the combined cycle mode. The concentrations were still lower than the allowable concentrations set by the United States Environmental Protection Agency (U.S. EPA) standards. In contrast, for the case where the power plant operated on fuel oil, the NOx one-hour average simulated results exceeded the allowable limits only when the combined cycle mode was activated.  相似文献

To mitigate climate change, governments ranging from city to multi-national have adopted greenhouse gas (GHG) emissions reduction targets. While the location of GHG reductions does not affect their climate benefits, it can impact human health benefits associated with co-emitted pollutants. Here, an advanced modeling framework is used to explore how subnational level GHG targets influence air pollutant co-benefits from ground level ozone and fine particulate matter. Two carbon policy scenarios are analyzed, each reducing the same total amount of GHG emissions in the Northeast US: an economy-wide Cap and Trade (CAT) program reducing emissions from all sectors of the economy, and a Clean Energy Standard (CES) reducing emissions from the electricity sector only. Results suggest that a regional CES policy will cost about 10 times more than a CAT policy. Despite having the same regional targets in the Northeast, carbon leakage to non-capped regions varies between policies. Consequently, a regional CAT policy will result in national carbon reductions that are over six times greater than the carbon reduced by the CES in 2030. Monetized regional human health benefits of the CAT and CES policies are 844% and 185% of the costs of each policy, respectively. Benefits for both policies are thus estimated to exceed their costs in the Northeast US. The estimated value of human health co-benefits associated with air pollution reductions for the CES scenario is two times that of the CAT scenario.

Implications: In this research, an advanced modeling framework is used to determine the potential impacts of regional carbon policies on air pollution co-benefits associated with ground level ozone and fine particulate matter. Study results show that spatially heterogeneous GHG policies have the potential to create areas of air pollution dis-benefit. It is also shown that monetized human health benefits within the area covered by policy may be larger than the model estimated cost of the policy. These findings are of particular interest both as U.S. states work to develop plans to meet state-level carbon emissions reduction targets set by the EPA through the Clean Power Plan, and in the absence of comprehensive national carbon policy.  相似文献

A linear programming model is proposed to find the energy strategy for reducing carbon dioxide emission in Taiwan. Scenarios that include energy switching and energy conservation under different emission levels are considered, and the corresponding economic impacts are evaluated. Emissions from thirty-nine sectors are reduced by two major mechanisms. Energy switching is assumed to be induced by energy price change, whereas energy conservation is assumed only in the four most energy-intensive sectors. The results show the economic impact on gross domestic product under different energy scenarios. Appropriate energy strategies for carbon dioxide emission reduction could be implemented based on the scenario analysis.  相似文献

It is estimated that there is sufficient in-state “technically” recoverable biomass to support nearly 4000 MW of bioelectricity generation capacity. This study assesses the emissions of greenhouse gases and air pollutants and resulting air quality impacts of new and existing bioenergy capacity throughout the state of California, focusing on feedstocks and advanced technologies utilizing biomass resources predominant in each region. The options for bioresources include the production of bioelectricity and renewable natural gas (NG). Emissions of criteria pollutants and greenhouse gases are quantified for a set of scenarios that span the emission factors for power generation and the use of renewable natural gas for vehicle fueling. Emissions are input to the Community Multiscale Air Quality (CMAQ) model to predict regional and statewide temporal air quality impacts from the biopower scenarios. With current technology and at the emission levels of current installations, maximum bioelectricity production could increase nitrogen oxide (NOx) emissions by 10% in 2020, which would cause increases in ozone and particulate matter concentrations in large areas of California. Technology upgrades would achieve the lowest criteria pollutant emissions. Conversion of biomass to compressed NG (CNG) for vehicles would achieve comparable emission reductions of criteria pollutants and minimize emissions of greenhouse gases (GHG). Air quality modeling of biomass scenarios suggest that applying technological changes and emission controls would minimize the air quality impacts of bioelectricity generation. And a shift from bioelectricity production to CNG production for vehicles would reduce air quality impacts further. From a co-benefits standpoint, CNG production for vehicles appears to provide the best benefits in terms of GHG emissions and air quality.

Implications:?This investigation provides a consistent analysis of air quality impacts and greenhouse gas emissions for scenarios examining increased biomass use. Further work involving economic assessment, seasonal or annual emissions and air quality modeling, and potential exposure analysis would help inform policy makers and industry with respect to further development and direction of biomass policy and bioenergy technology alternatives needed to meet energy and environmental goals in California.  相似文献

Freight transportation activities are responsible for a large share of air pollution and greenhouse gas emissions in the United States. Various freight transportation modes have significantly different impacts on air quality and environmental sustainability, and this highlights the need for a better understanding of interregional freight shipment mode choices. This paper develops a binomial logit market share model to predict interregional freight modal share between truck and rail as a function of freight and shipment characteristics. This model can be used to estimate the impacts of various factors, such as oil price, on shippers’ mode choice decisions. A set of multiyear freight and geographical information databases was integrated to construct regression models for typical freight commodities. The atmospheric impact levels incurred by different freight modal choice decisions are analyzed to provide insights on the relationship among freight modal split, oil price change, and air quality.

Implications:

Freight transportation has become a major source of energy consumption and air pollution, and emissions rates vary significantly across different modes. Understanding freight shipment mode choice under various economic and engineering factors will help assess the environmental impacts of freight shipment systems at the national level. This paper develops a binomial logit model for two dominating modes (truck and rail) and shows how this model is incorporated into an environmental impact analysis. The framework will be useful to policy makers to assess the impacts of freight movements on air quality and public health and to mitigate those adverse impacts.  相似文献

The electric system is experiencing rapid growth in the adoption of a mix of distributed renewable and fossil fuel sources, along with increasing amounts of off-grid generation. New operational regimes may have unforeseen consequences for air quality. A three-dimensional microscale chemical transport model (CTM) driven by an urban wind model was used to assess gaseous air pollutant and particulate matter (PM) impacts within ~10 km of fossil-fueled distributed power generation (DG) facilities during the early afternoon of a typical summer day in Houston, TX. Three types of DG scenarios were considered in the presence of motor vehicle emissions and a realistic urban canopy: (1) a 25-MW natural gas turbine operating at steady state in either simple cycle or combined heating and power (CHP) mode; (2) a 25-MW simple cycle gas turbine undergoing a cold startup with either moderate or enhanced formaldehyde emissions; and (3) a data center generating 10 MW of emergency power with either diesel or natural gas-fired backup generators (BUGs) without pollution controls. Simulations of criteria pollutants (NO2, CO, O3, PM) and the toxic pollutant, formaldehyde (HCHO), were conducted assuming a 2-hr operational time period. In all cases, NOx titration dominated ozone production near the source. The turbine scenarios did not result in ambient concentration enhancements significantly exceeding 1 ppbv for gaseous pollutants or over 1 µg/m3 for PM after 2 hr of emission, assuming realistic plume rise. In the case of the datacenter with diesel BUGs, ambient NO2 concentrations were enhanced by 10–50 ppbv within 2 km downwind of the source, while maximum PM impacts in the immediate vicinity of the datacenter were less than 5 µg/m3.

Implications: Plausible scenarios of distributed fossil generation consistent with the electricity grid’s transformation to a more flexible and modernized system suggest that a substantial amount of deployment would be required to significantly affect air quality on a localized scale. In particular, natural gas turbines typically used in distributed generation may have minor effects. Large banks of diesel backup generators such as those used by data centers, on the other hand, may require pollution controls or conversion to natural gas-fired reciprocal internal combustion engines to decrease nitrogen dioxide pollution.  相似文献
