Two models are presented that incorporate meteorological variables to improve the assessment of the effects of emissions reductions on the concentration of sulfate in precipitation. We obtain results using these models from 12 sites in the NADP/NTN network for the 10-year period 1979–1988. In both models, we estimate the emissions effect and discuss appropriate measurements of error. Although we use historical data to evaluate the models, this methodology is developed to improve the assessment of anticipated future emission reductions under the Clean Air Act amendments of 1990. The emphaseis of this research is not on the actual estimates of the effect of emission changes. Rather, we show that the incorporation of meteorological variables offers some hope for improving the assessment of the effects of emission reductions. We provide a preliminary evaluation of the improvement in the methodology utilizing meteorological variables at 12 NADP/NTN sites in the eastern U.S.A.  相似文献

In an earlier analysis of the Phoenix Enhanced I/M program, we found that the effectiveness of the program decreased in the few months following final I/M testing. In this analysis we tracked individual cars over two successive I/M cycles. We find that 60% of cars that failed their initial I/M test and eventually passed a retest (presumably after repairs) passed their next biennial I/M test. However, 40% failed their next biennial test. Half of these repeat failures failed for the same combination of pollutants in each I/M cycle, suggesting that repairs were never made or were somehow deficient. More importantly, emissions of cars that passed their initial test in the first cycle increased dramatically over the two years between I/M tests; most of this increase came from older cars. This suggests that more frequent testing of older vehicles could make I/M programs more effective. The net result is that the overall emission reductions from a given fleet of cars over two biennial I/M cycles appear to have been rather small, less than 10% for each pollutant. These emission reductions are the minimum attributable to the program; reductions from what emissions would have been without the I/M program would likely have been greater. In addition, large numbers of failing cars did not appear to be completing program requirements, further limiting program effectiveness. And cars immigrating into the area from other states appeared to have slightly higher emissions than the native car fleet. I/M program managers should conduct similar analyses to determine how effective their programs are in reducing emissions, and how to address identified shortcomings.  相似文献

Intemational Vehicle Emissions (IVE) model funded by U.S. Environmental Protection Agency (USEPA) is designed to estimate emissions from motor vehicles in developing countries. In this study, the IVE model was evaluated by utilizing a dataset available from the remote sensing measurements on a large number of vehicles at five different sites in Hangzhou, China, in 2004 and 2005. Average fuel-based emission factors derived from the remote sensing measurements were compared with corresponding emission factors derived from IVE calculations for urban, hot stabilized condition. The results show a good agreement between the two methods for gasoline passenger cars' HC emission for all 1VE subsectors and technology classes. In the case of CO emissions, the modeled results were reasonably good, although systematically underestimate the emissions by almost 12%-50% for different technology classes. However, the model totally overestimated NOx emissions. The IVE NOx emission factors were 1.5-3.5 times of the remote sensing measured ones. The IVE model was also evaluated for light duty gasoline truck, heavy duty gasoline vehicles and motor cycles. A notable result was observed that the decrease in emissions from technology class State II to State I were overestimated by the IVE model compared to remote sensing measurements for all the three pollutants. Finally, in order to improve emission estimation, the adjusted base emission factors from local studies are strongly recommended to be used in the IVE model.  相似文献

As being an effective real-time method of monitoring vehicle emissions on-road, a remote sensing system based on the tunable diode laser (TDL) technology was presented, and the key technologies were discussed. A field test in Guangzhou(Guangdong, China) was performed and was found that the factors, such as slope, instantaneous speed and acceleration, had significant influence on the detectable rate of the system. 机动车比功率在高排污车辆鉴别中的应用   总被引:4,自引:1,他引:3  
机动车尾气遥感监测是I/M制度的有益补充.以2004年广州市机动车尾气遥感监测实验为基础,对实验数据作了深入分析.结果表明,占全体车辆10%的高排污车辆所排放的一氧化碳(CO)、碳氢化合物(HC)和氮氧化合物(NOx)分别占当日该污染物总量的36.81%,41.80%和48.52%,证明了高排污车辆是造成机动车排放污染的最主要污染源.进一步引入机动车比功率概念研究了机动车比功率与污染物排放之间的关系,并对15次实验结果进行了对比研究.结果表明,在不同测量中,CO、HC和NOx的排放与机动车比功率区间分布具有较好的一致性.分布规律还表明,在遥感监测中,在机动车比功率区间高值部分,机动车的CO或者HC的高排放为瞬间高排放,此时,不能将其判别为高排污车辆.将此结论用于基于神经网络的高排污车辆鉴别模型中,使高排污车辆的正确判断率达到95%.  相似文献

On-board measurements of unit emissions of CO,HC,NOx and CO2 were conducted on 17 private cars powered by different types of fuels including gasoline,dual gasoline–liquefied petroleum gas(LPG),gasoline,and diesel. The tests performed revealed the effect of LPG injection technology on unit emissions and made it possible to compare the measured emissions to the European Artemis emission model. A sequential multipoint injection LPG kit with no catalyst installed was found to be the most efficient pollutant reduction device for all of the pollutants,with the exception of the NOx. Specific test results for a sub-group of LPG vehicles revealed that LPG-fueled engines with no catalyst cannot compete with catalyzed gasoline and diesel engines. Vehicle age does not appear to be a determining parameter with regard to vehicle pollutant emissions. A fuel switch to LPG offers many advantages as far as pollutant emissions are concerned,due to LPG's intrinsic characteristics.However,these advantages are being rapidly offset by the strong development of both gasoline and diesel engine technologies and catalyst converters. The LPG's performance on a chassis dynamometer under real driving conditions was better than expected. The enforcement of pollutant emission standards in developing countries is an important step towards introducing clean technology and reducing vehicle emissions.  相似文献

The use of synthetic nitrogen (N) fertilizers is an important driver of energy use and greenhouse gas (GHG) emissions in China. This paper develops a GHG emission factor for synthetic N fertilizer application in China. Using this emission factor, we estimate the scale of GHG emissions from synthetic nitrogen fertilizer use in Chinese agriculture and explore the potential for GHG emission reductions from efficiency improvements in N fertilizer production and use. The paper concludes with a discussion on costs and financing for a large-scale fertilizer efficiency improvement program in China, and how a GHG mitigation framework might contribute to program design.  相似文献

Reducing emissions from deforestation and forest degradation (REDD) can be an effective and efficient means of mitigating climate change. However, the perceived equity in the distribution of financial incentives for REDD could also emerge as a critical issue in international negotiations. The design of reference levels, which provide the benchmark for crediting emissions reductions, affects the economic incentives for national participation in a REDD mechanism and thus the overall willingness to reach an agreement on REDD. This paper compares the equity impacts of five proposed reference level designs using a partial-equilibrium model. Tradeoffs among equity, environmental effectiveness and cost-efficiency indicate the proposals trigger similar aggregate emissions reductions but lead to different outcomes in efficiency and alternative measures of equity. If equity across countries is measured as the financial incentive provided relative to a country's forest carbon stock, then a REDD mechanism compensating a uniform share of at-risk carbon stocks is the most equitable. On the other hand, if equity is evaluated as the financial incentive relative to the opportunity costs of participating in REDD, then the most equitable approach would be compensating emissions reductions but withholding a part of the payments to compensate for carbon stocks, which also encourages broader country participation under our model.  相似文献

This study assessed the effectiveness of three novel control technologies for particulate matter (PM) and volatile organic compound (VOC) removal from commercial meat cooking operations. All experiments were conducted using standardized procedures at University of California, Riverside''s commercial test cooking facility. PM mass emissions collected using South Coast Air Quality Management District (SCAQMD) Method 5.1, as well as a dilution tunnel-based PM method showed statistically significantly reductions for each control technology when compared to baseline testing (i.e., without a catalyst). Overall, particle number emissions decreased with the use of control technologies, with the exception of control technology 2 (CT2), which is a grease removal technology based on boundary layer momentum transfer (BLMT) theory. Particle size distributions were unimodal with CT2 resulting in higher particle number populations at lower particle diameters. Organic carbon was the dominant PM component (> 99%) for all experiments. Formaldehyde and acetaldehyde were the most abundant carbonyl compounds and showed reductions with the application of the control technologies. Some reductions in mono-aromatic VOCs were also observed with CT2 and the electrostatic precipitator (ESP) CT3 compared to the baseline testing.  相似文献

In this paper a multibox model is applied to investigate how power plant emissions and industrial emissions affect the O3 levels in a leeward urban area and a farther downwind rural area. Apart from a detailed consideration of one specific situation, the effect of advection is described and the influence of emission reductions on ozone formation is analyzed. The results prove that the characteristics of upstream emissions is of great significance for the O3 levels. In particular, a reduction of hydrocarbon emissions was proved to be beneficial in all considered cases, while a reduction of primarily NOx emissions may lead to an enhanced O3 formation.  相似文献

In response to the United Nations Framework Convention on Climate Change (UNFCCC) process investigating the technical issues surrounding the ability to reduce greenhouse gas (GHG) emissions from deforestation in developing countries, this paper reviews technical capabilities for monitoring deforestation and estimating emissions. Implementation of policies to reduce emissions from deforestation require effective deforestation monitoring systems that are reproducible, provide consistent results, meet standards for mapping accuracy, and can be implemented at the national level. Remotely sensed data supported by ground observations are key to effective monitoring. Capacity in developing countries for deforestation monitoring is well-advanced in a few countries and is a feasible goal in most others. Data sources exist to determine base periods in the 1990s as historical reference points. Forest degradation (e.g. from high impact logging and fragmentation) also contribute to greenhouse gas emissions but it is more technically challenging to measure than deforestation. Data on carbon stocks, which are needed to estimate emissions, cannot currently be observed directly over large areas with remote sensing. Guidelines for carbon accounting from deforestation exist and are available in approved Intergovernmental Panel on Climate Change (IPCC) reports and can be applied at national scales in the absence of forest inventory or other data. Key constraints for implementing programs to monitor greenhouse gas emissions from deforestation are international commitment of resources to increase capacity, coordination of observations to ensure pan-tropical coverage, access to free or low-cost data, and standard and consensual protocols for data interpretation and analysis.  相似文献

Over the past decade, the emission standards and fuel standards in Beijing have been upgraded twice, and the vehicle structure has been improved by accelerating the elimination of 2.95 million old vehicles. Through the formulation and implementation of these policies, the emissions of carbon monoxide (CO), volatile organic compounds (VOCs), nitrogen oxides (NOx), and fine particulate matter (PM2.5) in 2019 were 147.9, 25.3, 43.4, and 0.91 kton in Beijing, respectively. The emission factor method was adopted to better understand the emissions characteristics of primary air pollutants from combustion engine vehicles and to improve pollution control. In combination with the air quality improvement goals and the status of social and economic development during the 14th Five-Year Plan period in Beijing, different vehicle pollution control scenarios were established, and emissions reductions were projected. The results show that the emissions of four air pollutants (CO, VOCs, NOx, and PM2.5) from vehicles in Beijing decreased by an average of 68% in 2019, compared to their levels in 2009. The contribution of NOx emissions from diesel vehicles increased from 35% in 2009 to 56% in 2019, which indicated that clean and energy-saving diesel vehicle fleets should be further improved. Electric vehicle adoption could be an important measure to reduce pollutant emissions. With the further upgrading of vehicle structure and the adoption of electric vehicles, it is expected that the total emissions of the four vehicle pollutants can be reduced by 20%-41% by the end of the 14th Five-Year Plan period.  相似文献

Public policies are promoting biofuels as an alternative to fossil fuel consumption in order to mitigate greenhouse gas (GHG) emissions. However, the mitigation benefit can be at least partially compromised by emissions occurring during feedstock production. One of the key sources of GHG emissions from biofuel feedstock production, as well as conventional crops, is soil nitrous oxide (N2O), which is largely driven by nitrogen (N) management. Our objective was to determine how much GHG emissions could be reduced by encouraging alternative N management practices through application of nitrification inhibitors and a cap on N fertilization. We used the US Renewable Fuel Standards (RFS2) as the basis for a case study to evaluate technical and economic drivers influencing the N management mitigation strategies. We estimated soil N2O emissions using the DayCent ecosystem model and applied the US Forest and Agricultural Sector Optimization Model with Greenhouse Gases (FASOMGHG) to project GHG emissions for the agricultural sector, as influenced by biofuel scenarios and N management options. Relative to the current RSF2 policy with no N management interventions, results show decreases in N2O emissions ranging from 3 to 4 % for the agricultural sector (5.5–6.5 million metric tonnes CO2?eq.?year?1; 1 million metric tonnes is equivalent to a Teragram) in response to a cap that reduces N fertilizer application and even larger reductions with application of nitrification inhibitors, ranging from 9 to 10 % (15.5–16.6 million tonnes CO2?eq.?year?1). The results demonstrate that climate and energy policies promoting biofuel production could consider options to manage the N cycle with alternative fertilization practices for the agricultural sector and likely enhance the mitigation of GHG emissions associated with biofuels.  相似文献

本研究充分基于遥感资料获取中国东部地区叶面积指数和叶生物量的最新信息,并广泛调研了植被VOCs排放因子的最新研究进展,以2008—2010年的植被和气象的平均状态为背景,基于MEGAN排放模型,研究了中国东部地区植被VOCs(BVOCs)排放的时空分布特征.结果表明,我国东部地区BVOCs年排放总量为11.3×106t(以C计,下同),其中异戊二烯(ISOP)、单萜烯(MON)和其它VOC(OVOC)质量分数(下同),分别为44.9%、31.5%、23.6%.BVOCs排放呈现明显的季节变化特征,春、夏、秋、冬4个季节分别占全年的11.2%、71.8%、14.1%和3.0%.空间分布上,排放高值区主要分布于大小兴安岭、长白山脉、秦岭大巴山脉、东南丘陵、海南等植被茂密的区域,年均排放强度一般在1500~6000kg·km-·2a-1之间,福建、广东、江西、浙江、湖南、湖北等省份BVOCs的排放总量与平均排放强度均较高.本研究所得到的高时空分辨率的BVOCs排放清单,可以为区域环境与气候的数值模拟研究提供基础.  相似文献

The objective of this study is to estimate the vehicle kilometer traveled (VKT) and on-road emissions using the traffic volume in urban. We estimated two VKT; one is based on registered vehicles and the other is based on traffic volumes. VKT for registered vehicles was 2.11 times greater than that of the applied traffic volumes because each VKT estimation method is different. Therefore, we had to define the inner VKT is moved VKT inner in urban to compare two values. Also, we focused on freight modes because these are discharged much air pollutant emissions. From analysis results, we found middle and large trucks registered in other regions traveled to target city in order to carry freight, target city has included many industrial and logistics areas. Freight is transferred through the harbors, large logistics centers, or via locations before being moved to the final destination. During this process, most freight is moved by middle and large trucks, and trailers rather than small trucks for freight import and export. Therefore, these trucks from other areas are inflow more than registered vehicles. Most emissions from diesel trucks had been overestimated in comparison to VKT from applied traffic volumes in target city. From these findings, VKT is essential based on traffic volume and travel speed on road links in order to estimate accurately the emissions of diesel trucks in target city. Our findings support the estimation of the effect of on-road emissions on urban air quality in Korea.  相似文献

北京市平原区裸露地风蚀扬尘排放量   总被引:1,自引:0,他引:1  
以北京市平原区为研究对象,基于美国国家航空航天局(NASA)的陆地卫星(Landsat系列)遥感资料,设计算法批量提取裸露地信息,并结合通用扬尘排放模型,计算估计北京市平原区的裸露地风蚀扬尘源中PM10、PM2.5的排放系数及年排放量,建立了北京市各区的裸露地风蚀扬尘排放清单.研究表明,1987~2016年间北京市平原区裸露地面积减小了约600km2;风蚀扬尘最严重的地区为大兴区,其次为通州区;以气候年均值为参数计算获得,2016年北京平原区裸露地由于风蚀扬尘效应产生的PM10年排放量为7591.7t,这一排放量与前人研究估算的北京裸地风蚀扬尘PM10排放量较为接近.在此基础上,进一步引入月和季度尺度气候参数,并对模型进行改进,探讨了逐月和季度累计的扬尘排放结果.进一步的研究表明:北京市平原区裸露地面积具有显著季节变化特征,2月裸露地面积最大,可达4500km2,8月最小为500km2;基于月气候参数和季度气候参数结合每月卫星资料反演获得的裸地面积估算,逐月累计的PM10年排放量可达55175t,分季度累计PM10年排放量为39294t.这说明当前常采用的裸地扬尘估算方法,由于扬尘排放模型的气候参数采用年均值,忽视了风蚀过程的季节差异,将会导致裸地风蚀扬尘的极大低估.  相似文献

NASA’s Earth Observation System (EOS) satellite data are contributing to the development of policy relevant, remote sensing applications. To promote the use of EOS data for application development, NASA funded the Synergy program in 2000 in partnership with academia, end users, and industry. Three examples of remote sensing applications from the Synergy program are presented here and include agriculture, range management, and water resource management. These examples show that remote sensing products have the potential to be useful to a variety of decision makers and policy makers because of the opportunity to reduce chemicals in the environment, improve crop yields and better manage range lands and water resources. Transitioning from research and development to successful applications must overcome challenges such as the lack of awareness by end users of these technologies, inadequate feedback mechanism between application developers and end users, and unproven cost benefits of remote sensing data. Experience from the Synergy program indicates that these issues could be mitigated by educating and training end users, demonstrating the utility of remote sensing data in improving decision making, and establishing and maintaining a continuous dialogue between developers and end users. Sustainability of remote sensing applications ultimately depends on users continuing reliance on products and benefits from remote sensing data. The Synergy program also demonstrates that remote sensing data sets that are collected primarily for global change research contribute to the development of applications in a variety of disciplines at the regional and local level.  相似文献

Public perceptions of a UK carbon labelling trial were assessed via three focus groups. The public found it very difficult to make sense of labelled emissions values without additional information. There was also little evidence of a willingness to use labels for product selection. There is a strong case for using carbon reduction labels to indicate a programme of on-going emissions reductions, rather than expecting consumers to incentivise emissions reductions by actively choosing the lower carbon variant of two or more products. The normalisation issues and emissions reduction potential of carbon labelling are discussed.  相似文献

采用遥感尾气测试系统实测了柴油车在实际道路工况下的CO、HC和NO排放特征,修正了排放因子的计算方法,并与车载排放测试系统(PEMS)实测结果进行了验证,获得了实测车辆的CO、HC和NO排放因子.测试结果显示,在各种遥感监测的工况下柴油车尾气中均含有较高浓度的氧气,未考虑氧气影响的燃烧方程反演获得的各污染物体积浓度计算值与PEMS实测值的偏差较大,且氧气浓度越大,偏差越大.经过氧气修正的燃烧方程反演计算的尾气浓度与PEMS实测值吻合度大幅提升,适用于实际工况下遥感检测车辆尾气的反演计算.修正算法得到CO、HC和NO的排放因子离散性较小,精确度较高,可以为量化柴油车尾气排放贡献提供科学依据.  相似文献
