World fossil energy resources are estimated at about 12,500 times 109 tons of coal equivalent (t.c.e.) of which 900 times 109 t.c.e. are classed as presently recoverable reserves. Future exploration will transform a substantial part of the resources into reserves. Coal is by far the dominant fossil energy. Oilshales and tarsands represent a large energy potential, whose utilization depends on a high energy price level and progress in production technologies. Limits in the availability of oil and gas are visible now for the first time. Low-cost, high-grade uranium reserves are also limited. However, there are large amounts of low-grade uranium resources, which might become recoverable in the future. The use of geothermal energy is currently troubled by problems of technology, costs and environment.  相似文献

This article attempts to evaluate whether an appropriate consumption-based tax is likely to be successful in reducing demand for certain exhaustible resources, thereby curtailing their rate of depletion and increasing the demand for, and utilization of, secondary materials. The nature of such a tax and anticipated effects (including environmental impact) of its imposition on certain primary materials are considered, concentrating here on one metal, aluminium. The study concludes that a tax based on the exhaustible resources and energy used in the production of a good is likely to create more savings for fossil fuels than for other exhaustible resources.  相似文献

The imperatives for reducing the world's dependence on fossil and nuclear fuels have multiplied manifold in recent years with the advent of worldwide terrorism. These new dangers come in addition to the imperatives of addressing the dire consequences of global warming and devastating pollution that accompany the use of these fossil fuels. Reducing dependence on these unsafe and unreliable energy resources should be a top global priority. Implementation of proven energy efficiency technologies offers the world the fastest, safest, most economic and most environmentally benign way to alleviate these threats. This article outlines available efficiency measures, their economic advantages and means by which they may be and have been implemented. While examples of efficiency applications from both developed and developing countries are given, the article relies heavily on experience with energy efficiency in the United States, where data on efficiency is particularly abundant.  相似文献

ABSTRACT

The aim of this paper is to investigate the relationship between environmental policy stringency and CO2 emissions in BRIICTS (Brazil, Russia, India, Indonesia, China, Turkey and South Africa) for the period 1993–2014 after controlling for renewable energy, fossil energy, oil prices and income. We believe that this is the first attempt to use the recently OECD-developed environmental policy stringency index to test the effectiveness of environmental stringency policy in reducing CO2 emission in these countries. Applying the Panel Pooled Mean Group Autoregressive Distributive Lag (PMG-ARDL) estimator, we found an inverted U–shaped relationship between environmental policy stringency and CO2 emissions. This suggests that initially strict stringent environmental policy does not lead to improvements in the environment but after a certain level or a threshold point, environmental stringency policy leads to improvement in environmental quality. Renewable energy consumption was negatively related to CO2 emissions while fossil energy consumption and real oil prices and income were positively and significantly related to CO2. Our findings suggest that strengthening the stringency of environmental policies and promoting renewable energy are effective ways of preventing environmental degradation in BRIICTS countries.  相似文献

Problems of fuel ethanol production have been the subject of numerous reports, including this analysis. The conclusions are that ethanol: does not improve U.S. energy security; is uneconomical; is not a renewable energy source; and increases environmental degradation. Ethanol production is wasteful of energy resources and does not increase energy security. Considerably more energy, much of it high- grade fossil fuels, is required to produce ethanol than is available in the energy output. About 72% more energy is used to produce a gallon of ethanol than the energy in a gallon of ethanol. Ethanol production from corn is not renewable energy. Its production uses more non- renewable fossil energy resources in growing the corn and in the fermentation/distillation process than is produced as ethanol energy. Ethanol produced from corn and other food crops is also an unreliable and therefore a non-secure source of energy, because of the likelihood of uncontrollable climatic fluctuations, particularly droughts which reduce crop yields. The expected priority for corn and other food crops would be for food and feed. Increasing ethanol production would increase degradation of agricultural land and water and pollute the environment. In U.S. corn production, soil erodes some 18- times faster than soil is reformed, and, where irrigated, corn production mines water faster than recharge of aquifers. Increasing the cost of food and diverting human food resources to the costly and inefficient production of ethanol fuel raise major ethical questions. These occur at a time when more food is needed to meet the basic needs of a rapidly growing world population.  相似文献

Current projections estimating world population growth read in conjunction with corresponding projections of increased world energy consumption, point to electricity as the cleaner fuel of the future, especially because of its high efficiency and low levels of pollution. Due mostly to the fact that the electrical end-use devices are considerably more efficient than those using other forms of energy, most developed countries show decreasing curves of energy intensity as technologies become more sophisticated and shift over to increased reliance on electricity. It is therefore argued in this article that a gradual shift away from fossil fuels to electricity is a promising possibility to bring down global air pollution and emissions of greenhouse gases to acceptable levels. Examples are given of greater efficiency achieved by electrification. Overall gains in energy efficiency from the change over from fossil fuels to electricity, are possible even in situations where the electricity is generated by fossil fuel combustion, despite the loss of primary energy in the conversion process. The article also presents electricity generating projects designed for developing countries and countries with economies in transition. The generation of electricity from the combustion of renewable sources (biomass waste), fossil fuels, and other innovative methods are outlined.  相似文献

This paper considers liberal and nationalist economic policy approaches to the ownership and development of Australian energy resources (oil, gas, coal and uranium). In the two decades prior to 1983, Australia pursued economic policies in relation to its energy resources which could broadly be described as ‘nationalist’. Governments of the day intervened in development decisions in an effort to enhance the ‘national interest’. From 1983, along with the deregulation of the Australian economy as a whole, policy relating to energy resources was liberalised. Development of energy reserves henceforth occurred according to the dictates of the market. This paper argues that recent Australian energy policy initiatives reflect an increase in nationalist influences and a retreat from the liberalisation agenda that dominated energy policy making in the 1980s and 1990s. Three examples are discussed where policy has been influenced by a nationalist framework: (1) the domestic gas reservation policy in Western Australia; (2) Australian government efforts to promote a ‘value adding’ nuclear processing industry and (3) Australian Labor Party policy giving preferential financial incentives for gas to liquids projects. The re-emergence of nationalism in Australia is occurring either because policy makers now favour it as a path to energy security or in some cases because they believe that appeals to nationalism will generate political support.  相似文献

Nepal's economic activity is dominated by agriculture. The volume of exports is small. About a quarter of the foreign exchange earned from export is required to cover costs of imported fossil fuels. Fossil fuels supply less than 7% of total energy consumption. More than 90% of primary energy consumption is supplied by biomass resources, and forests are the major source of biomass. The sustainable fuelwood yield of forest is far less than the total consumption, which has caused severe forest denudation. Consumption of crop residues and animal dung for fuel are increasing because of fuelwood shortage. The paper outlines the consequences of biomass consumption in Nepal and past efforts at biomass resources management and indicates their effectiveness. A few major practical policy measures have been suggested to correct the situation. The experiences and measures for biomass resources management explained in this paper are expected to be useful to other countries facing a similar situation.  相似文献

ABSTRACT Nebraska is well endowed with water, particularly groundwater, but has few fossil fuel reserves. However, it is located adjacent to states which have almost no water but have enormous quantities of coal and oil shale. Recent court cases facilitate the movement of water from water-rich states such as Nebraska to water-short states, such as Colorado and Wyoming. The possibility of an energy-water partnership exists and raise numerous policy questions. Within Nebraska, energy consumption patterns are similar to those of the nation's, with consumption of electricity in the agricultural sector growing fastest. Water consumption in the state is dominated by agriculture, and future development of groundwater for irrigation is expected to be intense. Although water and energy are both factors of economic production, an equivalent amount of water consumption provides more jobs in the energy industries than in agriculture. Water and energy are also interdependent. Each is required to produce the other and conservation of one will cause conservation of the other. If both agriculture and electricity are involved, such as in irrigation, the conservation effects are synergistic. Current water policy in Nebraska is biased toward agriculture relative to the energy industries and provides little incentive for water conservation. Given recent court cases and economic conditions, the advantages and disadvantages of the sale of water for export or the use of water with Wyoming coal for energy development need to be compared systematically with those of using water only for agriculture.  相似文献

Up until the present, Jordan has relied almost exclusively on imported petroleum for its primary energy requirements. Encouraged by emerging technologies and recent fossil fuel discoveries, Jordanians are seriously examining exploitation of their own indigenous energy resources to meet projected mid- and long-term power requirements. The most prominent of the known resources is oil shale. This report addresses the oil shale-for-power-production option in Jordan. Under consideration are 20 MW and 50 MW demonstration units and a 400 MW commercial-scale plant. The report focuses on three areas: (i) the engineering feasibility of using Jordan's oil shale in a circulating fluidized bed combustion (CFBC) boiler; (ii) environmental aspects of the proposed oil shale-for-power plants(s); and (iii) the economic feasibility of the proposed plant(s). The results could be useful for other low- to middle-income countries considering oil shale as an option for power production.  相似文献

The end of the Cold War presents new challenges for the dynamics associated with mineral resources development. Broader approaches are needed to help mineral rich developing countries develop their minerals sector. These countries need to embark upon programmes of policy reform and privatization in order to make their mineral resources industries more efficient and responsive to free market forces (such as supply and demand and price), and to turn mineral sector decision making over to the private sector. This article examines the use of policy reform and privatization strategies to increase mineral resource production in developing countries, thereby contributing to both developing country economic growth and developed country access to mineral supplies .  相似文献

Climate change and energy security are global challenges requiring concerted attention and action by all of the world’s countries. Under these conditions, energy supplier and exporter countries in the Middle East region are experiencing further challenges, such as increasing domestic energy demand while energy exports have to concurrently be kept at high levels. Middle East countries process the largest proven oil and gas reserves in the world and contribute a large fraction of the world’s CO2 emissions from the use of these as fuels both domestically and internationally. This paper addresses different policies that could dramatically change the future course of the Middle East region toward a zero CO2 emission energy system. To this aim, an integrated energy supply–demand model has been developed to analyze required commitments including renewable energy and energy efficiency targets and the potential of nuclear power, all of which should need to be considered in order to reduce CO2 emissions by 2100. The results indicate that nearly 43% of the global energy of the Middle East region can be supplied from non-fossil fuel resources in 2100.  相似文献

Abstract

Heating and air-conditioning systems have very low exergetic efficiency as they dissipate primary energy resources at low temperatures usually between 90 and 60°C. This compounds the problem that buildings spend approximately 30% of all the energy consumed in the U.S. for heating and air-conditioning. The overall result is a large entropy production and long-term environmental degradation that can be resolved only by substituting primary energy resources by low-temperature, waste, or alternative energy resources, usually available below 50°C. For such a replacement to be feasible the environmental cost of exergy production must be factored into calculations and compatible HVAC systems must be developed without any need for temperature peaking or equipment oversizing. This article addresses environmental and often-conflicting problems associated with exergy production by HVAC systems and presents an analytical optimization and control algorithm. Results indicate that when a careful design optimization is accompanied by a dynamic control of the split between radiant and convective means of satisfying thermal HVAC loads, exergy efficient sustainable buildings may be cost effective and environmentally benign.  相似文献

The availability of mineral resources plays an important role in India's national economy. Copper, one of the important non-ferrous metals, has various industrial uses and demand for it is increasing in India where the inventory and production of copper, though not comparable with developed countries, shows an impressive growth rate, particularly during the last decade. With an increasing rate of industrial production envisaged in future plans copper consumption is expected to rise. Logistic curves have been used to study the potential long-term production capability under the dynamic concept of reserves and resources, with curves drawn for various estimates of total available resources. The production figures shown are not final and are subject to change due to a number of factors. This approach merely provides a method for projecting trends in future production.  相似文献

The majority of developing countries depend on imported petroleum to fulfil most of their energy requirements. Many are not able to do so without substantial assistance from abroad. Meanwhile, various studies indicate the existence of a large undiscovered potential of petroleum resources in these countries. In the following article, the authors review some of the proposals for assistance to petroleum importing developing countries, and, at the same time, launch their own proposal for a modest exploration programme in the least developed countries which could enable them to become self-sufficient in petroleum in the near future.  相似文献

The very dynamic economies of Southeast Asia have recently been experiencing a rapid increase in energy demand. Parallel to this development, there has been an increase in the utilization of indigenous natural gas resources. This article reviews gas-pricing policies in the region, which partly explain the rise in gas utilization. Although diverse, energy pricing policies in Southeast Asia address the common objective of enhancing domestic gas production and utilization.
The article concludes that a more rational gas-pricing policy framework is emerging in the region. In global terms, gas pricing in the region tends to converge in a market-related framework, despite the many different pricing objectives of individual countries, and the predominance of non-economic pricing objectives in certain countries (especially gas-rich nations). Specifically, governments have been flexible enough to follow global trends and initiate changes in contractual agreements (pricing and profit-sharing), giving oil companies more favourable terms, and encouraging continued private investment in gas development. At the same time, promotional pricing has also been used to increase utilization of gas, through set prices and adjusted taxes achieving a lower price level compared to substitute fuels.
For an efficient gas-pricing mechanism, refinements in the pricing framework should be undertaken, as demand for gas approaches existing and/or forecast production capacities.  相似文献

The distinction between an exploitable and a non-exploitable mineral deposit is dynamic, varying as a function of changing economic and technological factors. A conceptual framework is proposed: ‘reserves’ are restricted to known currently exploitable deposits; ‘known resources’ are reserves plus currently non-exploitable deposits; ‘total resources’ are known resources plus all deposits not yet discovered. The short-term inadequacy of some mineral reserves requites a policy of accelerated mineral exploration and rapid development of new exploration techniques. Future problems could be avoided if the nature of resources is recognized and new mineral extraction and processing techniques for lower grade and unconventional mineral deposits are developed.  相似文献

The emergence of sustainability as a goal in the management of fossil fuel resources is a result of the growing global environmental concern, and highlights some of the issues expected to be significant in coming years. In order to secure social acceptance, the mining industry has to face these challenges by engaging its many different stakeholders and examining their sustainability concerns. For this reason a questionnaire was conducted involving a simple random sampling of inhabitants near an area rich in fossil fuel resources, in order to gather respondents’ views on social, economic and environmental benefits. The study discusses new subnational findings on public attitudes to regional sustainability, based on a quantitative research design. The site of the study was the energy-rich Greek region of Kozani, Western Macedonia, one of the country’s energy hubs. The paper examines the future perspectives of the area. The conclusions can form a useful framework for energy policy in the wider Balkan area, which contains important fossil fuel resources.  相似文献

This article focuses on changes in the international petroleum industry during the past 20 years and examines some major trends, especially since the oil price collapse of 1986. The resumption of rapid increases in oil demand since 1986 in the developed market economies and the developing world has already led to a pronounced production shift to OPEC member countries where output increased by 6.6 million barrels per day or, 37% since 1985. Cutbacks in petroleum investments in non-OPEC countries are likely to result in even more dependence on the vast proved oil reserves of OPEC. However, the gap between peak output and sustainable production capacities in OPEC has narrowed and there is an urgent need for sizeable investments to expand capacities. Such investment programmes are already being implemented by transnational oil corporations in countries such as Indonesia and Nigeria where the companies had retained equity participation. In other countries such as Iraq and Venezuela where oil operations had been nationalized, transnational oil corporations are being invited to participate in new arrangements for oil production. New arrangements are also being considered in Eastern Europe and the USSR. New understandings, dialogue and cooperation between oil-consuming and producing countries will be necessary for the security of investments, supplies and markets in this process. The unanswered question is whether such cooperation can be achieved in time in order to avoid yet another energy crisis.  相似文献
