The strategy of reconnecting rivers with their floodplains currently gains popularity because it not only harnesses natural capacities of floodplains but also increases social co-benefits and biodiversity. In this paper, we present an example of a successfully implemented nature-based solution (NBS) in the Dijle valley in the centre of Belgium. The research objective is to retrospectively assess cost and benefit differences between a technical solution (storm basins) and an alternative NBS, here the restoration of the alluvial floodplain. The method is a comparative social cost–benefit analysis. The case study analysis reveals similar flood security, lower costs, more ecosystem services benefits and higher biodiversity values associated with the NBS option in comparison to the technical alternative. However, the business case for working with NBS depends substantially on the spatial and socio-ecological context. Chances for successful NBS implementation increase in conditions of sufficient space to retain flood water, when flood water is of sufficient quality, and when economic activity and housing in the floodplain is limited.Supplementary InformationThe online version of this article contains supplementary material available at (10.1007/s13280-021-01548-4).  相似文献

Nature-based solutions (NBS), understood as actions that use ecosystem processes to address societal needs, can play important roles to future-proof river landscape development for people and nature. However, knowledge gaps exist how NBS can be planned and implemented at landscape scales. This Special Issue brings together insights and experiences from studies of assessing, planning, and implementing NBS in river landscapes in Europe and beyond. It addresses three research fields: (i) NBS effects, looking at the effectiveness of NBS to achieve ecological, social, and/or economic outcomes, (ii) NBS planning, focusing on approaches for planning and designing NBS, and (iii) NBS governance, relating to governance and business models for implementation. The twelve contributions deliver evidence on how NBS outperform conventional, rather technical solutions, provide guidance and tools to operationalize the NBS concept into practice, and showcase successful governance models of NBS in different contexts. The editorial ends with an outlook on further research needs.  相似文献

Europe has a wealth of community forest arrangements. This paper aims to transcend the diversity of locally specific terms and forms, to highlight the value of considering them inclusively. Building on methods to make sense of diversity, we use reflexive grounded inquiry in fifteen cases in Italy, Scotland, Slovenia and Sweden. Within four dimensions (forest, community, relationships between them, and relationships with wider society), we identify 43 subdimensions to describe them collectively. Our approach shows how European arrangements contribute to wider discourses of collective natural resource management. Both tradition and innovation in Europe inform options for environmental governance. Arrangements challenge the distinction between ‘communities of place’ and ‘communities of interest’, with implications for social and environmental justice. They exemplify multilevel environmental governance through both vertical and horizontal connections. Quantitative assessments have long been used to evaluate the condition of the natural environment, providing information for standard setting, adaptive management, and monitoring. Similar approaches have been developed to measure environmental governance, however, the end result (e.g., numeric indicators) belies the subjective and normative judgments that are involved in evaluating governance. We demonstrate a framework that makes this information transparent, through an application of the Freshwater Health Index in three different river basins in Latin America. Water Governance is measured on a 0–100 scale, using data derived from perception-based surveys administered to stakeholders. Results suggest that water governance is a primary area of concern in all three places, with low overall scores (Guandu-26, Alto Mayo-38, Bogotá-43). Understanding how private landholders make deforestation decisions is of paramount importance for conservation. Behavioural frameworks from the social sciences have a lot to offer researchers and practitioners, yet these insights remain underutilised in describing what drives landholders’ deforestation intentions under important political, social, and management contexts. Using survey data of private landholders in Queensland, Australia, we compare the ability of two popular behavioural models to predict future deforestation intentions, and propose a more integrated behavioural model of deforestation intentions. We found that the integrated model outperformed other models, revealing the importance of threat perceptions, attitudes, and social norms for predicting landholders’ deforestation intentions. Social capital, policy uncertainty, and years of experience are important contextual moderators of these psychological factors. We conclude with recommendations for promoting behaviour change in this deforestation hotspot and highlight how others can adopt similar approaches to illuminate more proximate drivers of environmental behaviours in other contexts.Supplementary informationThe online version of this article (10.1007/s13280-020-01491-w) contains supplementary material, which is available to authorized users.  相似文献

Resource allocation is a fundamental and challenging component of common pool resource governance, particularly transboundary fisheries. We highlight the growing importance of allocation in fisheries governance, comparing approaches of the five tuna Regional Fisheries Management Organizations (tRFMOs). We find all tRFMOs except one have defined resources for allocation and outlined principles to guide allocation based on equity, citizenship, and legitimacy. However, all fall short of applying these principles in assigning fish resources. Most tRFMOs rely on historical catch or effort, while equity principles rarely determine dedicated rights. Further, the current system of annual negotiations reduces certainty, trust, and transparency, counteracting many benefits asserted by rights-based management proponents. We suggest one means of gaining traction may be to shift conversations from allocative rights toward weighting of principles already identified by most tRFMOs. Nature-based solutions (NBS) find increasing attention as actions to address societal challenges through harnessing ecological processes, yet knowledge gaps exist regarding approaches to landscape planning with NBS. This paper aims to provide suggestions of how planning NBS can be conceptualized and applied in practice. We develop a framework for planning NBS by merging insights from literature and a case study in the Lahn river landscape, Germany. Our framework relates to three key criteria that define NBS, and consists of six steps of planning: Co-define setting, Understand challenges, Create visions and scenarios, Assess potential impacts, Develop solution strategies, and Realize and monitor. Its implementation is guided by five principles, namely Place-specificity, Evidence base, Integration, Equity, and Transdisciplinarity. Drawing on the empirical insights from the case study, we suggest suitable methods and a checklist of supportive procedures for applying the framework in practice. Hydro-meteorological risks are a growing issue for societies, economies and environments around the world. An effective, sustainable response to such risks and their future uncertainty requires a paradigm shift in our research and practical efforts. In this respect, Nature-Based Solutions (NBSs) offer the potential to achieve a more effective and flexible response to hydro-meteorological risks while also enhancing human well-being and biodiversity. The present paper describes a new methodology that incorporates stakeholders’ preferences into a multi-criteria analysis framework, as part of a tool for selecting risk mitigation measures. The methodology has been applied to Tamnava river basin in Serbia and Nangang river basin in Taiwan within the EC-funded RECONECT project. The results highlight the importance of involving stakeholders in the early stages of projects in order to achieve successful implementation of NBSs. Climate change and accelerating socioeconomic developments increasingly challenge flood-risk management in the Vietnamese Mekong River Delta—a typical large, economically dynamic and highly vulnerable delta. This study identifies and addresses the emerging challenges for flood-risk management. Furthermore, we identify and analyse response solutions, focusing on meaningful configurations of the individual solutions and how they can be tailored to specific challenges using expert surveys, content analysis techniques and statistical inferences. Our findings show that the challenges for flood-risk management are diverse, but critical challenges predominantly arise from the current governance and institutional settings. The top-three challenges include weak collaboration, conflicting management objectives and low responsiveness to new issues. We identified 114 reported solutions and developed six flood management strategies that are tailored to specific challenges. We conclude that the current technology-centric flood management approach is insufficient given the rapid socioecological changes. This approach therefore should be adapted towards a more balanced management configuration where technical and infrastructural measures are combined with institutional and governance resolutions. Insights from this study contribute to the emerging repertoire of contemporary flood management solutions, especially through their configurations and tailoring to specific challenges.  相似文献

Devolution of responsibilities is transforming how flood risk is managed in many countries. Research assessing the emergence and role of a new element in the governance of flood risk management in England explored the numerous ‘flood action groups’ that have developed over the last decade. We identified two broad categories of relationship between the public and authorities. The first displays ‘contractual’ characteristics: a level of protection provided by the authority in exchange for taxes or similar support. The second embodies a ‘collaborative’ relationship: public knowledge, social and financial resources are equal and complementary to those of authority, and seeking ‘collective security’. In general, the former were more successful than the latter, but common lessons were that success in FRM should not be defined purely as the ability to prevent flooding, but as the ability to access a variety of resources across different levels of society at different stages of flood risk management.  相似文献

In this review paper, we aim to describe the potential for, and the key challenges to, applying PES projects to mangroves. By adopting a “carbocentric approach,” we show that mangrove forests are strong candidates for PES projects. They are particularly well suited to the generation of carbon credits because of their unrivaled potential as carbon sinks, their resistance and resilience to natural hazards, and their extensive provision of Ecosystem Services other than carbon sequestration, primarily nursery areas for fish, water purification and coastal protection, to the benefit of local communities as well as to the global population. The voluntary carbon market provides opportunities for the development of appropriate protocols and good practice case studies for mangroves at a small scale, and these may influence larger compliance schemes in the future. Mangrove habitats are mostly located in developing countries on communally or state-owned land. This means that issues of national and local governance, land ownership and management, and environmental justice are the main challenges that require careful planning at the early stages of mangrove PES projects to ensure successful outcomes and equitable benefit sharing within local communities.

The language and tools of risk and uncertainty estimation in flood risk management (FRM) are rarely optimized for the extant communication challenge. This paper develops the rationale for a pragmatic semiotics of risk communication between scientists developing flood models and forecasts and those professional groups who are the receptors for flood risk estimates and warnings in the UK. The current barriers to effective communication and the constraints involved in the formation of a communication language are explored, focusing on the role of the professional's agenda or "mission" in creating or reducing those constraints. The tools available for the development of this discourse, for both flood warnings in real time and generalized FRM communications, are outlined. It is argued that the contested ownership of the articulation of uncertainties embedded in flood risk communications could be reduced by the development of a formally structured translational discourse between science and professionals in FRM, through which process "codes of practice" for uncertainty estimation in different application areas can be developed. Ways in which this might take place in an institutional context are considered.  相似文献

Understanding what causes variability in the outcomes of common-pool resources management and governance has important policy implications for biodiversity conservation, in particular for the conservation of wild plants and animals subject to harvest. We report an exploratory study focusing on Amazonian river turtles as a common-pool resource under harvest-driven conservation and management efforts in Peru. Based on document analysis, literature review and a series of interviews, we describe the management program as a social process and identify the most important governance and management outcomes achieved (increased turtle abundance and benefits for harvesters, harvester formalization), factors hindering and facilitating the program implementation (four natural and three societal factors), and key governance actions behind the program outcomes (awareness and capacity building, crafting and enforcing rules). We then highlight the existing knowledge gaps and the needs and possible means to address particular risks related to turtle management on a harvest-driven setting.  相似文献

The natural range of variation of ecosystems provides reference conditions for sustainable management and biodiversity conservation. We review how the understanding of natural reference conditions of boreal forests in northern Europe has changed from earlier perceptions of even-aged dynamics driven by stand-replacing disturbances towards current understanding highlighting the role of non-stand-replacing disturbances and the resultant complex forest dynamics and structures. We show how earlier views and conceptual models of forest disturbance dynamics, including the influential ASIO model, provide estimates of reference conditions that are outside the natural range of variation. Based on a research synthesis, we present a revised forest reference model incorporating the observed complexity of ecosystem dynamics and the prevalence of old forests. Finally, we outline a management model and demonstrate its use in forest ecosystem management and show how regional conservation area needs can be estimated. A critical challenge in natural resource management is to bring all stakeholders together to negotiate solutions to critical problems. However, various collaborative approaches to heading off conflicts and resolving natural resource management disputes have been used. What drives these efforts, however, still needs further research. Our study provides a systematic look at the drivers likely to initiate collaborative problem-solving efforts in four cases in Romania. We use Emerson’s et al. (2012) framework for collaborative governance and multi-value qualitative comparative analysis (mvQCA) to analyze cases involving endangered species, restrictions on forest harvest, conflicts associated with infrastructure development projects, and disputes over the management of environmentally sensitive areas. Our findings contribute to the already existing collaborative governance literature indicating which of the four factors: uncertainty, interdependence, consequential incentives, and leadership, in which combination, are necessary and sufficient to spur collaborative resource management efforts. Our results showed that in Romania the initiation of collaboration is best explained by positive consequential incentives (i.e., financial opportunities) which has determined leaders to take initiative. This study provides additional information for the complicated process of natural resource management which is often overriding collaboration by investigating what enables and constrains collaborative efforts in a country where natural resources were managed and used according to the principles of central planning.  相似文献

Scaled up planning and implementation of nature-based solutions requires better understanding of broad characteristics (typologies) of the current governance and financing landscape, collaborative approaches amidst local complexities, and factors of scalability. An inventory was compiled of water-related ecological infrastructure intervention projects in two river systems in South Africa, incorporating actor, environmental, social, and financial dimensions and benefits. Qualitative participatory analysis revealed eight typologies. Post-hoc classification analysis determined similarities and/or unique characteristics of seven quantitative typologies. Key characterising factors included the complexity/size of financial flows, complexity of partnership/governance arrangements, mandates/goals of actors, type of ecological infrastructure, trade-offs in investment in ecological/built infrastructure, and the model used for social benefits. Identified scalable typologies offer structures suited to increased investment, with other typologies offering specialised local value. Decentralized Nature-based Solutions such as Urban Green Infrastructures (UGI) are increasingly promoted to reduce flooding in urban areas. Many studies have shown the effectiveness of flood control of UGI at a plot or neighbourhood level. Modelling approaches that extrapolate their flood reducing impact to larger catchment scales are often based on a simplistic assumption of different percentages of UGI implementation. Additionally, such approaches typically do not consider the suitable space for UGI and potential implementation constraints. This study proposes a scenario development and modelling approach for a more realistic upscaling of UGI based on empirical insights from a representative neighbourhood. The results from this study, conducted in the metropolitan area of Costa Rica, show that upscaling the full potential for UGI could significantly reduce surface runoff, peak flows, and flood volumes. In particular, the permeable pavement has the highest potential for flood reducing in public space while cisterns perform best at the property level. Nature-based solutions (NbS) are increasingly recognized as sustainable approaches to address societal challenges. Disaster risk reduction (DRR) has benefited by moving away from purely ‘grey’ infrastructure measures towards NbS. However, this shift also furthers an increasing trend of reliance on public acceptance to plan, implement and manage DRR measures. In this review, we examine how unique NbS characteristics relate to public acceptance through a comparison with grey measures, and we identify influential acceptance factors related to individuals, society, and DRR measures. Based on the review, we introduce the PA-NbS model that highlights the role of risk perception, trust, competing societal interests, and ecosystem services. Efforts to increase acceptance should focus on providing and promoting awareness of benefits combined with effective communication and collaboration. Climate change and sea level rise urge low-lying countries to draft adaption policies. In this context, we assessed whether, to what extent and when the Netherlands’ current flood risk management policy may require a revision. By applying scenarios on climate change and socio-economic development and performing flood simulations, we established the past and future changes in flood probabilities, exposure and consequences until about 2050. We also questioned whether the present policy may be extended much longer, applying the concept of ‘policy tipping points’. Climate change was found to cause a significant increase of flood risk, but less than economic development does. We also established that the current flood risk management policy in the Netherlands can be continued for centuries when the sea level rise rate does not exceed 1.5 m per century. However, we also conclude that the present policy may not be the most attractive strategy, as it has some obvious flaws.  相似文献

Abstract

The management of tropospheric ozone (O3) is particularly difficult. The formulation of emission control strategies requires considerable information including: (1) emission inventories, (2) available control technologies, (3) meteorological data for critical design episodes, and (4) computer models that simulate atmospheric transport and chemistry. The simultaneous consideration of this information during control strategy design can be exceedingly difficult for a decision-maker. Traditional management approaches do not explicitly address cost minimization. This study presents a new approach for designing air quality management strategies; a simple air quality model is used conjunctively with a complex air quality model to obtain low-cost management strategies. A simple air quality model is used to identify potentially good solutions, and two heuristic methods are used to identify cost-effective control strategies using only a small number of simple air quality model simulations. Subsequently, the resulting strategies are verified and refined using a complex air quality model. The use of this approach may greatly reduce the number of complex air quality model runs that are required. An important component of this heuristic design framework is the use of the simple air quality model as a screening and exploratory tool. To achieve similar results with the simple and complex air quality models, it may be necessary to “tweak” or calibrate the simple model. A genetic algorithm-based optimization procedure is used to automate this tweaking process. These methods are demonstrated to be computationally practical using two realistic case studies, which are based on data from a metropolitan region in the United States.  相似文献
