Population growth, climate change, aging infrastructure, and changing societal values alter how water must be managed in the 21st Century. O'Shaughnessy Dam, located in Yosemite National Park, has been identified as a possible candidate for dam removal. It is a component of San Francisco's Hetch Hetchy System and is operated for water supply and hydropower. This article describes a spatially scaled approach to analyze water reliability without O'Shaughnessy Dam, but with improved water conveyance between the Hetch Hetchy System and existing reservoirs and aqueducts at the watershed, regional Bay Area, and statewide scales. It broadens previous research to highlight larger scale implications of removing O'Shaughnessy Dam and evaluates the role of improved water conveyance for water management. CALifornia Value Integrated Network, a large‐scale hydro‐economic model evaluates intertied water management using estimated urban and agricultural water demands for year 2050 with 72‐year historical and warm, dry hydrologic conditions. Results suggest that O'Shaughnessy Dam can be removed with additional conveyance at any spatial scale while maintaining water reliability. With a warm, dry climate, water reliability, and storage decline, indicating removing O'Shaughnessy Dam may have less effect on water management than climate change when conveyance is improved between the Hetch Hetchy System and nearby systems. Improving water conveyance can sometimes substitute for water storage in storage‐rich watersheds.  相似文献

ABSTRACT: California's courts have recently recognized the existence of underground aquifer storage rights that permit public agencies to (1) store imported waters in aquifers; (2) prevent others from expropriating that water; and (3) recapture the stored water when it is needed. The article describes the two appellate decisions that represent the common-law development of aquifer storage rights. Each decision related to separate aquifers that were subject to separate types of groundwater management programs. One decision involved an aquifer under the southeastern San Francisco Bay area that was managed under statutory authority and is entitled, Niles Sand and Gravel Co. v. Alameda County Water District 37 C.A.3d 924 (1974); cert. denied 419 US 869. The other decision involved an aquifer under Southern California's San Fernando Valley that was managed under judicial authority and is entitled, City of Los Angeles v. City of San Fernando 14 Cal.3d 199 (1975). The two decisions provide separate, but complimentary, public interest rationales for aquifer storage rights: (1) to protect water supplies necessary for the overlying community; and (2) to increase water supply efficiencies by using natural underground reservoirs wherever practicable. The Article reviews the relationship of aquifer storage rights to conventional groundwater rights and indicates aspects of the storage right that may need additional development.  相似文献

Future climate change is a source of growing concerns for the supply of energy and resources, and it may have significant impacts on industry and the economy. Major effects are likely to arise from changes to the freshwater resources system, due to the connection of energy generation to these water systems. Using future climate data downscaled by a stochastic weather generator, this study investigates the potential impacts of climate change on long‐term reservoir operations at the Chungju multipurpose dam in South Korea, specifically considering the reliability of the supply of water and hydropower. A reservoir model, Hydrologic Engineering Center‐Reservoir System Simulation (HEC‐ResSim), was used to simulate the ability of the dam to supply water and hydropower under different conditions. The hydrologic model Soil and Water Assessment Tool was used to determine the HEC‐ResSim boundary conditions, including daily dam inflow from the 6,642 km2 watershed into the 2.75 Gm3 capacity reservoir. Projections of the future climate indicate that temperature and precipitation during 2070‐2099 (2080s) show an increase of +4.1°C and 19.4%, respectively, based on the baseline (1990‐2009). The results from the models suggest that, in the 2080s, the average annual water supply and hydropower production would change by +19.8 to +56.5% and by +33.9 to 92.3%, respectively. Model simulations suggest that under the new climatic conditions, the reliability of water and hydropower supply would be generally improved, as a consequence of increased dam inflow.  相似文献

Abstract: Using the latest available General Circulation Model (GCM) results we present an assessment of climate change impacts on California hydrology and water resources. The approach considers the output of two GCMs, the PCM and the HadCM3, run under two different greenhouse gas (GHG) emission scenarios: the high emission A1fi and the low emission B1. The GCM output was statistically downscaled and used in the Variable Infiltration Capacity (VIC) macroscale distributed hydrologic model to derive inflows to major reservoirs in the California Central Valley. Historical inflows used as inputs to the water resources model CalSim II were modified to represent the climate change perturbed conditions for water supply deliveries, reliability, reservoir storage and changes to variables of environmental concern. Our results show greater negative impacts to California hydrology and water resources than previous assessments of climate change impacts in the region. These impacts, which translate into smaller streamflows, lower reservoir storage and decreased water supply deliveries and reliability, will be especially pronounced later in the 21st Century and south of the San Francisco bay Delta. The importance of considering how climate change impacts vary for different temporal, spatial, and institutional conditions in addition to the average impacts is also demonstrated.  相似文献

ABSTRACT: A mathematical model of agricultural water use and a hydrological and economic simulation model were linked to quantify the economic and hydrological impact of deficit irrigation, increased water application efficiency, and farm storage dams when maintaining an IFR (instream flow requirement) under stochastic water supply conditions. The main finding was that a water conservation policy aimed at reducing the amount of water withdrawn from the river could bring more pressure to bear on stream flow. Water can only be saved if consumptive use is reduced. Increased water application efficiency is detrimental to other users as a result of reduced return flow. The economic cost of maintaining a specific IFR increases with the use of all three strategies as the probability of maintaining the IFR increases. Because of the control that can be exercised over the supply of water, a farm storage dam is the best strategy for minimizing the costs for irrigators. The interaction between water legislation, water policy administration, technology, hydrology, and human value systems necessitates an integrated approach to facilitate water management at catchment level and to formulate policies that will be in the interest of society.  相似文献

Regulated rivers in the United States are required to support human water uses while preserving aquatic ecosystems. However, the effectiveness of hydropower license requirements nationwide has not been demonstrated. One requirement that has become more common is “run-of-river” (ROR) operation, which restores a natural flow regime. It is widely believed that ROR requirements (1) are mandated to protect aquatic biota, (2) decrease hydropower generation per unit flow, and (3) decrease energy revenue. We tested these three assumptions by reviewing hydropower projects with license-mandated changes from peaking to ROR operation. We found that ROR operation was often prescribed in states with strong water-quality certification requirements and migratory fish species. Although benefits to aquatic resources were frequently cited, changes were often motivated by other considerations. After controlling for climate, the overall change in annual generation efficiency across projects because of the change in operation was not significant. However, significant decreases were detected at one quarter of individual hydropower projects. As expected, we observed a decrease in flow during peak demand at 7 of 10 projects. At the remaining projects, diurnal fluctuations actually increased because of operation of upstream storage projects. The economic implications of these results, including both producer costs and ecologic benefits, are discussed. We conclude that regional-scale studies of hydropower regulation, such as this one, are long overdue. Public dissemination of flow data, license provisions, and monitoring data by way of on-line access would facilitate regional policy analysis while increasing regulatory transparency and providing feedback to decision makers.  相似文献

ABSTRACT: Linear programming models of a representative farm in a district of Pakistan's Punjab Province are formulated for the purpose of estimating the value of irrigation water. The models provide for choices among several irrigation levels for each potential crop. Solutions of the model for several water supply situations provide the basis for approximating the total, average, and marginal values of irrigation water. Prices for important crops in Pakistan are controlled at levels below their levels elsewhere in the world, so models are specified for both financial (domestic price) and economic (world price) scenarios. The value of water to society (its economic value) is high relative to the costs of some generally available water-augmenting investments, while financial values, which measure water management and allocation incentives faced by farmers, are less than the corresponding economic values. At current water supply levels, incremental returns to added water estimated from the economic model would justify investments in water-saving or water-augmenting technologies, while such a decision would be barely attractive assuming financial prices. While present government commodity price policies may serve to protect low-income and non-farm members of the population, they also inhibit farmer investments to increase the productivity of scarce irrigation water.  相似文献

ABSTRACT: Development of optimal operational policies for large-scale reservoir systems is often complicated by a multiplicity of conflicting project uses and purposes. A wide range of multiobjective optimization methods are available for appraising tradeoffs between conificting objectives. The purpose of this study is to provide guidance as to those methods which are best suited to dealing with the challenging large-scale, nonlinear, dynamic, and stochastic characteristics of multireservoir system operations. As a case study, the selected methodologies are applied to the Han River Reservoir System in Korea for four principal project objectives: water supply and low flow augmentation; annual hydropower production, reliable energy generation, and minimization of risk of violating firm water supply requirements. Additional objectives such as flood control are also considered, but are imposed as fixed constraints.  相似文献

Houston, the Nation's sixth largest city, is taking appropriate steps to assure an adequate water supply for its industrial and population needs for the year 2000. Houston's situation is unusual in that it now relies on groundwater sources for 80 percent of its domestic water supply but must convert this system to depend on surface water for 60 percent of its total supply source. Problems concerning the conversion are not only varied but complex. Surface water is more costly. Reservoirs that meet the plans and standards of state and federal water authorities as well as conveyance and treatment facilities must be developed. In the case of Houston, the total groundwater withdrawal rate must be increased but at the same time shifted from one area to another because of subsidence problems. Solutions to these problems require careful engineering study as well as economic and sociological planning.  相似文献

Texas water resources, already taxed by drought and population growth, could be further stressed by possible listings of endangered aquatic species. This study estimated potential economic impacts of environmental flows (EFs) for five freshwater unionid mussels in three Central Texas basins (Brazos, Colorado, and Guadalupe‐San Antonio Rivers) that encompass 36% of Texas (~246,000 km2). A water availability model projected reductions in water supply to power, commercial and industrial, municipal, and agriculture sectors in response to possible EFs for mussels. Single‐year economic impacts were calculated using publicly available data with and without water transfers. Benefits of EFs should also be assessed, should critical habitat be proposed. Potential economic losses were highest during droughts, but were nominal (<$1 M) in wetter years — even with high EFs. Reduced supplies to San Antonio area power plants caused worst‐case impacts of a single‐year shutdown up to $107 million (M) during drought with high EFs. For other sectors in the study area, water transfers reduced worst‐case losses from $80 to $11 M per year. Implementing innovative water management strategies such as water markets, conjunctive use of surface water and groundwater, aquifer storage and recovery could mitigate economic impacts if mussels — or other widely distributed aquatic species — were listed. However, approaches for defining EFs and strategies for mitigating economic impacts of EFs are needed.  相似文献

Water development in the Green River Basin of Wyoming is projected to increase salinity downstream in the Green River and Colorado River, and thereby increase salinity costs to users of water from these two rivers. Despite these water quality and economic impacts to downstream water users, Wyoming will probably be able to develop its currently unused but allocated water supplies of the Green River Basin. The Colorado River Compact and Upper Colorado River Basin Compact are binding, and protect Wyoming's share of the Colorado River System waters for future use. The argument that water may be used to greater profit downstream is not sufficient to reduce Wyoming's allocation. In addition, the no-injury rule under the appropriation doctrine of law does not appear to protect prior downstream appropriations from increasing salinity in this case.  相似文献

The objective of this work is to analyze and interpret the components or hydrogeological, physical, and chemical variables of the San Diego aquifer to describe it and explain its influence on the sustainable use of groundwater for the providing of this locality. The San Diego municipality covers most of the area of the aquifer and is an area of high urban development that currently needs the contribution of groundwater due to the deficit presented by the main supply from the Central Regional System. Said aquifer is a set of geological strata located within the limits of the San Diego River basin, in the state of Carabobo, which are capable of storing groundwater and transmitting it. Data on lithology, porosity, and pumping level were investigated, which allows calculating an estimate of the volume of water available in the aquifer. Regarding the quality of the water, the data on hardness, chlorides, sulfates, nitrates, conductivity, calcium, magnesium, and pH, show that the water towards the center and north of the aquifer is of good quality, being able to classify it as type 1A, while toward the southern end—this is of lower quality, where the mineral parameters are higher, which is related to the probable intrusion of brackish water from Lake Valencia. It is concluded by establishing that the volume of groundwater, its availability, extraction feasibility, and its quality, make it suitable for urban supply and that said extraction is sustainable. But a better-integrated type of management must be designed, considering the contribution of the Regional System of the Center and the adequacy of the distribution networks.  相似文献

The Atatürk Dam was constructed on the Euphrates River in Turkey in the 1980s as the central component of a large-scale regional development project for the South-eastern Anatolia region, known as GAP. Since the first development plan for the region was presented in 1970, the objectives for regional development have changed significantly.
This article aims to analyze how the functions, design, and capacities of the Atatürk Dam project have been modified since 1970, paralleling changes in the regional development objectives and ambitions, and to identify accomplishments and constraints in the realization of the dam project.
Since 1970, ambitions to develop the region have grown significantly, resulting in major changes to the original project plans. The most important change occurred in 1978, when the design for the Middle Karababa Dam, recommended in 1970, was abandoned and the Atatürk Dam design was adopted. This change considerably increased the storage and power generation capacities of the dam. Yet, the sparse rainfall throughout the catchment in recent years has hampered full utilization of the dam's storage and generation capacities and increased the need for tradeoffs between conflicting demands for water use.  相似文献

Population growth in the Southeast has driven withdrawals for municipal water beyond the limits of local supplies. With few options left for development of virgin sources, a number of urban areas are looking toward demand management and additional supplies by reallocating storage in reservoirs that were built primarily or in part for hydropower. Hydropower has become a lesser part of the mix of energy sources, and the question arises as to value of water for that purpose relative to its value for municipal use. Three cases are used to examine the issue. Effects of withdrawal for municipal water supply on output of electric energy are estimated. Benefits of foregone energy are evaluated using the least cost alternative for replacement, and benefits for municipal water are estimated using costs for development of new sources. Benefits for use as municipal water are found to be considerably higher than benefits for hydroelectric energy at existing prices, even higher than the least cost alternative for replacement. Given the spatial distribution of the cases, that finding would appear to hold in general across the region.  相似文献

ABSTRACT: Bringing water from Colorado River via the Central Arizona Project was perceived as the sole solution for Tucson Basin's water problem. Soon after Central Arizona Project's water arrived in Tucson in 1992, its quality provoked a quarrel over its use for potable purposes. A significant outcome of that quarrel was the enactment of the 1995 Proposition 200. The Proposition 200 precludes the use of Central Arizona Project's water for potable purposes, unless it is treated. Yet, it encourages using it for non‐potable purposes and for replenishing the Tucson aquifer through recharge. This paper examines the economic issues involved in utilizing Central Arizona Project's water for recharge. Four planning scenarios were designed to measure and compare the costs and benefits with and without Central Arizona Project's water recharge. Cost‐benefit analysis was utilized to measure recharge costs and benefits and to derive a rough estimate of cost savings from preventing land subsidence. The results indicate that the institutional requirements can be met with Central Arizona Project's water recharge. The economic benefits from reducing pumping cost and saving groundwater are not economically significant. Yet, when combining the use of Central Arizona Project's water for recharge and non‐potable purposes, it demonstrates positive net economic benefits.  相似文献

Increasing reservoir storage is commonly proposed to mitigate increasing water demand and provide drought reserves, especially in semiarid regions such as California. This paper examines the value of expanding surface reservoir capacity in California using hydroeconomic modeling for historical conditions, a future warm‐dry climate, and California's recently adopted policy to end groundwater overdraft. Results show expanding surface storage capacity rarely provides sizable economic value in most of California. On average, expanding facilities north of California's Delta provides some benefit in 92% of 82 years modeled under historical conditions and in 61% of years modeled in a warm‐dry climate. South of California's Delta, expanding storage capacity provides no benefits in 14% of years modeled under historical conditions and 99% of years modeled with a warm‐dry climate. Results vary across facilities between and within regions. The limited benefit of surface storage capacity expansion to statewide water supply should be considered in planning California's water infrastructure.  相似文献

ABSTRACT A methodology for predicting the spatial and temporal levels of conservative water quality constituents within a multibasin water resource system is presented. Dissolved solids, sulfates, and chlorides are the constituents used during this investigation; however, any other conservative ion or mineral can be incorporated into the simulation model. The methodology is tested on the proposed Texas Water System. The water quality model, QNET-I, utilizes monthly canal and river flows and reservoir storage levels calculated by the Texas Water Development Board's systems simulation model. Discharge-concentration relationships are developed for each source of water in the system, including significant waste-water discharges. Reservoirs in the system are assumed to be completely mixed with respect to conservative constituents. A mass balance analysis is performed for each node and each month during the simulation period. The output from the water quality simulation is a table of the concentrations of the conservative water quality constituents at each demand point in the system and in each reservoir and canal for every month the system is in operation. The desired quality of the water at the demand locations is used to determine the economic utility of transporting and mixing water from various sources.  相似文献

ABSTRACT: In the near future, groundwater storage of imported water may become increasingly important as sites for surface storage are less available. This article explores the potential economic costs and benefits of groundwater storage. The costs include capital outlays, maintenance costs, land costs, legal costs, energy costs, and opportunity costs. The benefits include land cost savings, prevention of subsidence, aquifer protection, and higher economic use of surface lands that might be covered by a reservoir.  相似文献

ABSTRACT The Colorado River Basin faces the dilemma of an increasing demand for water while presently struggling with salinity concentrations approaching critical levels for some water uses. Based upon projected development salinity concentrations are predicted to exceed 1200 mg/1 at Imperial Dam by the year 2010. Annual losses to the basin economy associated with increased salinity will exceed $50 million by the year 2010. Although methods of controlling salt discharges are relatively unrefined, certain conclusions, based upon Bayesian statistical methods, can be reached. Five basic alternatives for coping with the problem are presented and evaluated in this paper: (1) do nothing; (2) adopt arbitrary salinity standards; (3) limit development; (4) control salt discharges at a cost equal to the cost of doing nothing, or (5) minimize total costs to the basin. Total costs associated with any given alternative, or the given salinity resulting, are the sum of salinity detriments (cost to users for water of increased salinity plus economic multiplier effects) plus the cost of constructing salt discharge control works. These impacts upon basin economy and Colorado River water quality for each alternative are presented and related to questions of equity which will play a role in arriving at any long-term solution to the Basin's problem.  相似文献
