There is a need for specific knowledge of what people can do to mitigate harmful water conflicts. This need is evident in the rural dry tropics of Central America where people face climate change impacts, inefficient water management, and social tension. To address this need, we investigated why some local water conflicts escalated to violence and why other potential conflicts were avoided in Guanacaste Province, Costa Rica. We used interviews, focus groups, and a stakeholder workshop to analyse five cases. We found that violent actions only occurred when rural groups opposed government agencies in settings without mediating leadership. With one exception in a circumstance aggravated over many years, water users did not take violent action against competing water users. Distrust, which has been formed by legacies of ineffective rural stakeholder engagement, diminished the credibility of water-related information used in decision processes and thus prolonged conflicts. Active community-based groups respected by both rural constituencies and government agencies helped some people avoid difficult conflicts. Self-organised groups in other areas struggled to address disputes in settings with contested property rights, high socio-economic inequality, and low human capital. Using insights from Guanacaste, we outline practical conflict mitigation strategies fitted to a range of local water governance contexts found in rural Central America. Results suggest the need for incorporating certain types of peace-building processes in water management and development. The study provides a foundation for policy-makers, water managers, and other stakeholders to more effectively manage water disputes and avoid harmful conflicts in challenging regions.  相似文献

Climate change poses many challenges for ecosystem and resource management. In particular, coastal planners are struggling to find ways to prepare for the potential impacts of future climate change while dealing with immediate pressures. Decisions on how to respond to future risks are complicated by the long time horizons and the uncertainty associated with the distribution of impacts. Existing coastal zone management approaches in the UK either do not adequately incorporate changing stakeholder preferences, or effectively ensure that stakeholders are aware of the trade-offs inherent in any coastal management decision. Using a novel method, scenario-based stakeholder engagement, which brings together stakeholder analysis, climate change management scenarios and deliberative techniques, the necessary trade-offs associated with long term coastal planning are explored. The method is applied to two case studies of coastal planning in Christchurch Bay on the south coast of England and the Orkney Islands off the north coast of Scotland. A range of conflicting preferences exist on the ideal governance structure to manage the coast under different climate change scenarios. In addition, the results show that public understanding of the trade-offs that have to be made is critical in gaining some degree of public support for long term coastal decision-making. We conclude that scenario-based stakeholder engagement is a useful tool to facilitate coastal management planning that takes into account the complexities and challenges of climate change, and could be used in conjunction with existing approaches such as the Shoreline Management Planning process.  相似文献

This case study examines the coastal zone problems focusing on the existing conflicts between tourism and commercial activities on the coasts of Edremit Bay, Turkey, and attempts to suggest solutions to these problems. Edremit Bay is a characteristic example of such a conflict in collective use of natural resources. The study area, with its 100-km-long sandy beach, naturally attracts different coastal user groups with different beneficial expectations: in terms of rest and recreation for one group and commercial gain offered in a variety of ways for another group. Significant coastal zone problems exist in the study area. Deterioration of shoreline due to tourism activities and illegal constructions, damage to the coastal ecosystem due to domestic/industrial wastewater discharges and some agricultural activities, and disordered urbanization are only a few of the many problems. The data presented here were partly derived from field study and partly collected from local state or private organizations. In this study, it is emphasized that there is a need for viable economic and environmental strategies to be designated in Edremit Bay, Turkey, in order to provide sustainable resource use. For this purpose, an integrated project together with a relevant planning chart including subprojects is also suggested. The success of a local environmental protection management project depends on active participation of all stakeholders including governmental organizations and nongovernmental organizations.  相似文献

Large numbers of people living in and around protected areas are highly dependent on the natural resources. However, simply excluding them from the area management has always inevitably resulted in conflicts. We conducted a case study of the Protected Area of Jinyun Mountain (PJM) in China to evaluate social context variables, environmental attitudes, and perceptions regarding protected area-community conflicts. Data were collected through questionnaire surveys administered to four stakeholder groups (i.e. local farmers, government staff, business persons, and tourists). A total of 112 questionnaires were completed in December 2008, after the Sichuan Earthquake. The questionnaire consisted of three parts, social context (gender, race, age, income, and education level), protected area-community conflicts, and environmental attitudes. The New Ecological Paradigm (NEP) scores, which were employed to evaluate environmental attitudes, differed significantly among the stakeholder groups (P < 0.01). Specifically, government staff reported the highest and business persons did the lowest. Among the five items evaluated, anti-exemptionalism received the lowest score, while nature’s balance did the highest. Evaluation of the protected area-community relationship indicated that harmony and conflict both exist in the PJM, but have different forms among different stakeholders, and seem to be opposite between government staff and local farmers. Among the indexes, tourism primarily contributed to the harmonious aspect, while collection of NTFPs did to the conflicting one. Conflict scores were positively related to age and negatively related to education level. Respondents with higher NEP scores were more partial to the park management. Besides, the respondents with higher annual incomes tended to support the policy of harmonizing the relationship and lessening the harm of local communities to the area. To promote proenvironmental attitudes and alleviate the protected area-community conflicts, we recommend improving environmental education, establishing community co-management, and launching substitute sources of cash for traditional cultivation.  相似文献

Recent literature on land-use planning proposes the use of innovative collaborative planning (CP) models to resolve planning disputes. This paper uses a participant survey based on 25 evaluative criteria to evaluate an application of CP to land-use planning in British Columbia, Canada. The results show that CP is an effective means of resolving environmental conflict and produces significant additional benefits such as improved stakeholder relations, skills, and knowledge. The case study evaluation also identifies the keys to successful CP management including factors related to process design and external circumstances.  相似文献

Although the importance of understanding stakeholder beliefs regarding environmental policy has been noted by many authors, research focusing on the heterogeneity of stakeholder views is still very scarce and concentrated on a product-oriented definition of stakeholders. The aim of the present study is to address this gap by examining environmental policy beliefs of stakeholder groups engaged in protected area management. Questionnaires containing 73 five-point Likert scale items were administered to eight different stakeholder groups involved in the management of Greek protected areas. Items referred to core beliefs on environmental policy, namely, the value framework and sustainable development, and secondary beliefs, that is, beliefs on social consensus and ecotourism development. Our study used as a starting point respondent recruitment on the basis of a traditional product-centered approach. We investigated whether environmental policy beliefs can be used to effectively segregate stakeholders in well-defined segments, which override the product-oriented definition of stakeholders. Indeed, K-means clustering revealed an innovation-introduction and an implementation-charged sample segment. The instrument utilized in this research proved quite reliable and valid in measuring stakeholder environmental policy beliefs. Furthermore, the methodology implied that stakeholder groups differ in a significant number of belief-system elements. On the other hand, stakeholder groups were effectively distinguished on a small set of both core and secondary beliefs. Therefore, the instrument used can be an effective tool for determining and monitoring environmental policy beliefs of stakeholders in protected area management. This is of considerable importance in the Greek case, given the recent establishment of 27 administrative bodies of protected areas, all of which are required to incorporate public consultation into management practices.  相似文献

Environmental policies aimed at the conservation of protected areas are significantly influenced by social factors revealing the importance of investigating local knowledge and perceptions during their planning and implementation. The present article aims to explore perceptions and awareness of citizens in three protected areas of Greece: The National Park of Eastern Macedonia and Thrace, the Wetland of Kalloni, and Lake Tavropou. The survey explores perceptions of individuals on environmental issues and alternative management scenarios referring to management actors, funding sources, and management schemes for the conservation of biodiversity. Differences between the three research areas are also explored. According to the results of the study, citizens are in general supportive of protected areas and present relatively high levels of knowledge of environmental issues. However, environmental awareness is not accompanied by active participation for the resolution of environmental problems. By exploring differences between the three research areas, it is revealed that the provision of information significantly influences individuals’ perceptions on relevant issues. Also, a significant finding of the study is that citizens are supportive of some forms of participatory management. It is essential, to encourage public participation and deliberation in order to promote their sustainable management.  相似文献

Livelihoods of people living in many protected areas (PAs) around the world are in conflict with biodiversity conservation. In Mexico, the decrees of creation of biosphere reserves state that rural communities with the right to use buffer zones must avoid deforestation and their land uses must become sustainable, a task which is not easily accomplished. The objectives of this paper are: (a) to analyze the conflict between people’s livelihoods and ecosystem protection in the PAs of the Sierra Madre de Chiapas (SMC), paying special attention to the rates and causes of deforestation and (b) to review policy options to ensure forest and ecosystem conservation in these PAs, including the existing payments for environmental services system and improvements thereof as well as options for sustainable land management. We found that the three largest PAs in the SMC are still largely forested, and deforestation rates have decreased since 2000. Cases of forest conversion are located in specific zones and are related to agrarian and political conflicts as well as growing economic inequality and population numbers. These problems could cause an increase in forest loss in the near future. Payments for environmental services and access to carbon markets are identified as options to ensure forest permanence but still face problems. Challenges for the future are to integrate these incentive mechanisms with sustainable land management and a stronger involvement of land holders in conservation.  相似文献

Marine protected areas are not established in an institutional and governance vacuum and managers should pay attention to the wider social–ecological system in which they are immersed. This article examines Islas Choros-Damas Marine Reserve, a small marine protected area located in a highly productive and biologically diverse coastal marine ecosystem in northern Chile, and the interactions between human, institutional, and ecological dimensions beyond those existing within its boundaries. Through documents analysis, surveys, and interviews, we described marine reserve implementation (governing system) and the social and natural ecosystem-to-be-governed. We analyzed the interactions and the connections between the marine reserve and other spatially explicit conservation and/or management measures existing in the area and influencing management outcomes and governance. A top-down approach with poor stakeholder involvement characterized the implementation process. The marine reserve is highly connected with other spatially explicit measures and with a wider social–ecological system through various ecological processes and socio-economic interactions. Current institutional interactions with positive effects on the management and governance are scarce, although several potential interactions may be developed. For the study area, any management action must recognize interferences from outside conditions and consider some of them (e.g., ecotourism management) as cross-cutting actions for the entire social–ecological system. We consider that institutional interactions and the development of social networks are opportunities to any collective effort aiming to improve governance of Islas Choros-Damas marine reserve. Communication of connections and interactions between marine protected areas and the wider social–ecological system (as described in this study) is proposed as a strategy to improve stakeholder participation in Chilean marine protected areas.  相似文献

This paper develops the idea that the principle of equitable utilization must be applied in concert with sustainable water use not only in the resolution of specific disputes but in the cooperative management of water resources in general. It illustrates this point with two different cases involving the use of the Danube River. The first is the conflict over the Gabcikovo Nagymaros Dam, which now rests before the International Court of Justice. The author argues that a narrow legal ruling that fails to take into account broader issues of equitable utilization as they relate to sustainable development will not satisfactorily address the long-term questions at stake between the parties. The second involves the situation in the Danube Delta where the potential for conflict exists, but may be minimized through the convention and institutional framework developed to address the environmental degradation and pollution of the Danube River basin, which is based in part on the principle of equitable utilization and the goal of achieving more sustainable water use. The paper provides a brief overview of the geographical features of the Danube River and international water law. It then explores the principle of equitable utilization and sustainable water use in light of the two cases and discusses the implications for the resolution and management of conflicts involving internationally shared water courses.  相似文献

The growing importance of the environment and its management has simultaneously emphasized the benefits of hydroelectric power and its environmental costs. In a changing policy climate, giving importance to renewable energy development and environmental protection, conflict potential between stakeholders is considerable. Navigation of conflict determines the scheme constructed, making sustainable hydropower a function of human choice. To meet the needs of practitioners, greater understanding of stakeholder conflict is needed. This paper presents an approach to illustrate the challenges that face small-scale hydropower development as perceived by the stakeholders involved, and how they influence decision-making. Using Gordleton Mill, Hampshire (UK), as an illustrative case, soft systems methodology, a systems modeling approach, was adopted. Through individual interviews, a range of problems were identified and conceptually modeled. Stakeholder bias towards favoring economic appraisal over intangible social and environmental aspects was identified; costs appeared more influential than profit. Conceptual evaluation of the requirements to meet a stakeholder-approved solution suggested a complex linear systems approach, considerably different from the real-life situation. The stakeholders introduced bias to problem definition by transferring self-perceived issues onto the project owner. Application of soft systems methodology caused a shift in project goals away from further investigation towards consideration of project suitability. The challenge of sustainable hydropower is global, with a need to balance environmental, economic, and social concerns. It is clear that in this type of conflict, an individual can significantly influence outcomes; highlighting the need for more structured approaches to deal with stakeholder conflicts in sustainable hydropower development.  相似文献

Recent interest in expanding offshore oil production within waters of the United States has been met with opposition by groups concerned with recreational, environmental, and aesthetic values associated with the coastal zone. Although the proposition of new oil platforms off the coast has generated conflict over how coastal resources should be utilized, little research has been conducted on where these user conflicts might be most intense and which sites might be most suitable for locating oil production facilities in light of the multiple, and often times, competing interests. In this article, we develop a multiple-criteria spatial decision support tool that identifies the potential degree of conflict associated with oil and gas production activities for existing lease tracts in the coastal margin of Texas. We use geographic information systems to measure and map a range of potentially competing representative values impacted by establishing energy extraction infrastructure and then spatially identify which leased tracts are the least contentious sites for oil and gas production in Texas state waters. Visual and statistical results indicate that oil and gas lease blocks within the study area vary in their potential to generate conflict among multiple stakeholders.  相似文献

This paper examines sustainable development in the corporate mining context, and provides some guidelines for mining companies seeking to operate more sustainably. There is now a burgeoning literature that examines sustainable development in the context of minerals and mining, most of which is concerned with sustainability at global and national scales. What is often challenging to ascertain, however, from these numerous perspectives on sustainable mineral extraction, minerals and metals recycling, environmental management, and social performance, is how sustainable development applies to mining companies themselves, and what steps a mine must take in order to improve the sustainability of operations. Since mining processes have the potential to impact a diverse group of environmental entities, and are of interest to a wide range of stakeholder groups, there is ample opportunity for the industry to operate more sustainably. Specifically, with improved planning, implementation of sound environmental management tools and cleaner technologies, extended social responsibility to stakeholder groups, the formation of sustainability partnerships, and improved training, a mine can improve performance in both the environmental and socioeconomic arenas, and thus contribute enormously to sustainable development at the mine level.  相似文献

This paper uses the concept of ‘governance’ and the related notion of ‘multi-layered’ forest management decision making as an overarching framework for analysis of conflict between different stakeholder groups with contrasting perceptions about ‘appropriate’ use of indigenous forests in a New Zealand case study. In New Zealand, recent institutional reforms inspired by neo-liberal policy agendas have led to substantial conflicts between segments of society over the ‘appropriate’ governance of remnant indigenous forests. This study focuses on the West Coast Forest Accord (WCFA) as an illustration of the attempt to change governance structures of indigenous forest management by re-regulating the indigenous forest industry. It is argued that by seeking to accommodate multiple stakeholder interests, in particular industry, community and environmental groups, the WCFA was doomed to fail, as multiple, and often conflicting, stakeholder agendas focused on the goal of ‘sustainable management’ of indigenous forests could no longer be reconciled. Notwithstanding the shift in emphasis from government towards governance in the recent literature, the study findings confirm a continuing strong role by the state as an actor in the forestry sector in New Zealand.  相似文献

The objective of this article is to propose a program for the integrated coastal zone management that is required to stimulate and guide sustainable development of the Mediterranean coastal zone of Turkey. Improved data collection, quality control, analysis, and data management will provide a firm basis for future scientific understanding of the East Mediterranean coast of Turkey and will support long-term management. Various innovative procedures were proposed for a promising ecosystem-based approach to manage coastal wetlands in the Mediterranean: remote data acquisition with new technologies; environmental quality monitoring program that will provide a baseline for monitoring; linking a Geographic Information System (GIS) with natural resource management decision routines in the context of operational wetlands, fisheries, tourism management system; environmental sensitivity analysis to ensure that permitted developments are environmentally sustainable; and use of natural species to restore the wetlands and coastal dunes and sustain the system processes. The proposed management scheme will benefit the scientific community in the Mediterranean and the management/planning community in Eastern Turkey.  相似文献

Environmental risk assessment (ERA) is a powerful technical tool for analyzing potential and extreme adverse environmental impacts, and has found wide application in supporting decision-making processes over the last two decades. However, to date there has been no interrelated application of ERA to support the processes of strategic decision-making (SDM), especially in coastal areas.

In this paper, we attempt to verify the feasibility of the proposed integrated ERA–SDM approach and its methodology by applying it to two case studies (in Xiamen Bay and Luoyuan Bay) of the principal coastal functional zoning (PCFZ, a kind of SDM and similar to the coastal and marine spatial planning in western). The results show that the integrated ERA–SDM approach could integrate ERA into the entire SDM process, directly support the PCFZ, and avoid or mitigate dire environmental risk that can be introduced by SDM processes.  相似文献

We performed a sociocultural preference assessment for a suite of ecosystem services provided by the Kiamichi River watershed in the south‐central United States, a region with intense water conflict. The goal was to examine how a social assessment of services could be used to weigh tradeoffs among water resource uses for future watershed management and planning. We identified the ecosystem services beneficiaries groups, analyzed perception for maintaining services, assessed differences in the importance and perceived trends for ecosystem services, and explored the perceived impact on ecosystem services arising from different watershed management scenarios. Results show habitat for species and water regulation were two ecosystem services all beneficiaries agreed were important. The main discrepancies among stakeholder groups were found for water‐related services. The identification of potential tradeoffs between services under different flow scenarios promotes a dynamic management strategy for allocating water resources, one that mitigates potential conflicts. While it is widely accepted the needs of all beneficiaries should be considered for the successful incorporation of ecosystem services into watershed management, the number of studies actually using the sociocultural perspective in ecosystem service assessment is limited. Our study demonstrates it is both possible and useful to quantify social demand of ecosystem services in watershed management.  相似文献

Abstract: A decision support system for sustainable water resources management in a water conflict resolution framework is developed to identify and evaluate a range of acceptable alternatives for the Geum River Basin in Korea and to facilitate strategies that will result in sustainable water resource management. Working with stakeholders in a “shared vision modeling” framework, sustainable management strategies are created to illustrate system tradeoffs as well as long‐term system planning. A multi‐criterion decision‐making (MCDM) approach using subjective scales is utilized to evaluate the complex water resource allocation and management tradeoffs between stakeholders and system objectives. The procedures used in this study include the development of a “shared vision model,” a simulated decision‐making support system (as a tool for sustainable water management strategies associated with water conflicts, management options, and planning criteria), and the application of MCDM techniques for evaluating alternatives provided by the model. The research results demonstrate the utility of the sustainable water resource management model in aid of MCDM techniques in facilitating flexibility during initial stages of alternative identification and evaluation in a basin suffering from severe water conflicts.  相似文献

Community-based coastal resource management has been widely applied within the Philippines. However, small-scale community-based reserves are often inefficient owing to management inadequacies arising because of a lack of local support or enforcement or poor design. Because there are many potential pitfalls during the establishment of even small community-based reserves, it is important for coastal managers, communities, and facilitating institutions to have access to a summary of the key factors for success. Reviewing relevant literature, we present a framework of lessons learned during the establishment of protected areas, mainly in the Philippines. The framework contains summary guidance on the importance of (1) an island location, (2) small community population size, (3) minimal effect of land-based development, (4) application of a bottom-up approach, (5) an external facilitating institution, (6) acquisition of title, (7) use of a scientific information database, (8) stakeholder involvement, (9) the establishment of legislation, (10) community empowerment, (11) alternative livelihood schemes, (12) surveillance, (13) tangible management results, (14) continued involvement of external groups after reserve establishment, and (15) small-scale project expansion.These framework components guided the establishment of a community-based protected area at Danjugan Island, Negros Occidental, Philippines. This case study showed that the framework was a useful guide that led to establishing and implementing a community-based marine reserve. Evaluation of the reserve using standard criteria developed for the Philippines shows that the Danjugan Island protected area can be considered successful and sustainable. At Danjugan Island, all of the lessons synthesized in the framework were important and should be considered elsewhere, even for relatively small projects. As shown in previous projects in the Philippines, local involvement and stewardship of the protected area appeared particularly important for its successful implementation. The involvement of external organizations also seemed to have a key role in the success of the Danjugan Island project by guiding local decision-makers in the sociobiological principles of establishing protected areas. However, the relative importance of each component of the framework will vary between coastal management initiatives both within the Philippines and across the wider Asian region.Published on line  相似文献

Management of all-terrain vehicle (ATV) use on Minnesota state forest lands has a contentious history and land managers are caught between ATV riders, non-motorized recreationists, private landowners, and environmental advocates. In this paper, we demonstrate the usefulness of framing distinct perspectives about ATV management on Minnesota state public forests, understand the structure of these management perspectives, identify areas of consensus and disagreement, specify which stakeholders hold the various perspectives, clarify stakeholder perceptions of other stakeholders, and explore the implications for ATV planning and management. Using Q methodology, three distinct perspectives about how we should or should not manage ATVs resulted from our analysis, labeled Expert Management, Multiple Use, and Enforcement and Balance. A surprising degree of unanimity among the three management perspectives was found. Although some of the areas of agreement would be difficult to implement, others would be relatively simple to put into place. We suggest that land managers focus on widely accepted management actions to ameliorate commonly recognized problems, which may ease tensions between stakeholders and make tackling the tougher issues easier.  相似文献
