The increasing demand on energy due to population growth and rising of living standards has led to considerable use of fossil fuels which has in turn, had an adverse impact on environmental pollution and depletion of fossil fuels in Internal Combustion (IC) engine sector. Alternative fuel blend evaluation in IC engine fuel technologies is a very important strategic decision involving decisions balancing within a number of criteria and opinions from different decision maker of IC engine experts. The selection of appropriate source of biodiesel and proper blending of biodiesel plays a major role in alternate energy production. This paper describes an application of hybrid Multi Criteria Decision Making (MCDM) technique for the selection of optimum biodiesel blend in the IC engine. The proposed model, Analytical Network Process (ANP) is integrated with Technique for Order Performance by Similarity to Ideal Solution (TOPSIS) to evaluate the optimum blend. Here the ANP is used to determine the relative weights of the criteria, whereas TOPSIS is used for obtaining the final ranking of alternative blends. An efficient pair-wise comparison process and ranking of alternatives can be achieved for optimum blend selection through the integration of ANP and TOPSIS. The obtained preference order for the blends are as B20 > B40 > Diesel > B60 > B80 > B100. This paper highlights a new insight into MCDM techniques to evaluate the best fuel blend for the decision makers such as engine manufactures and R&D engineers to meet the fuel economy and emission norms to empower the green revolution.  相似文献

Voting theory has a lot in common with utility theory, and especially with group decision-making. An expected-utility-maximising strategy exists in voting situations, as well as in decision-making situations. Therefore, it is natural to utilise the achievements of voting theory also in group decision-making. Most voting systems are based on a single criterion or holistic preference information on decision alternatives. However, a voting scheme called multicriteria approval is specially developed for decision-making situations with multiple criteria. This study considers the voting theory from the group decision support point of view and compares it with some other methods applied to similar purposes in natural resource management. A case study is presented, where the approval voting approach is introduced to natural resources planning and tested in a forestry group decision-making process. Applying multicriteria approval method was found to be a potential approach for handling some challenges typical for forestry group decision support. These challenges include (i) utilising ordinal information in the evaluation of decision alternatives, (ii) being readily understandable for and treating equally all the stakeholders in possession of different levels of knowledge on the subject considered, (iii) fast and cheap acquisition of preference information from several stakeholders, and (iv) dealing with multiple criteria.  相似文献

ABSTRACT: Resource utilization as practiced by humans is identified as the main cause of the degradation of rangeland watersheds, a process referred to as desertification. This paper introduces a multi-objective decision making methodology for the selection of a plan which if implemented should limit the desertification process. The evaluation objectives are measured by quantitative and qualitative criteria. The quantitative criteria provide the performance level for production and sediment yield, while the qualitative criteria give such information as public acceptance of a particular alternative or worth of an appropriate wildlife habitat. A system model is applied to describe the dynamics of a range site in response to climatic and human inputs. As such it provides the information required by the quantitative criteria as well as a range condition index that identifies the productivity of a given range site. A multiobjective selection procedure is presented that will lead to the appropriate technique from an available set, in this case ESAP, Environmental Sensitivity Analysis Package. Four individuals with diverse backgrounds in natural resource management participated as decision makers and decided on their preferred alternatives. Finally, ranked alternatives in agreement with all of the decision makers were obtained.  相似文献

ABSTRACT: This paper uses the fundamental values of decision makers to guide a long-term wastewater planning process at Seattle Metro, a major utility district. Multiattribute value assessment is used to elicit the objectives of several elected officials and other key decision makers. The results are structured into a fundamental objectives hierarchy and a means-ends objectives network. A set of measures to indicate the performance of planning alternatives in terms of the fundamental objectives is developed. Preliminary value tradeoffs between objectives are elicited from several elected officials. The results of these steps are useful for many aspects of long-term planning: facilitating communication about values and priorities; designing attractive alternatives that are more likely to serve stakeholder interests; identifying information needed to evaluate alternatives; clarifying the relative importance of information about different impacts; providing a basis for quantitative evaluation of the alternatives with multiple objective analysis; and focusing attention on key tradeoffs that will affect the choice of alternatives.  相似文献

This paper describes a fuzzy hierarchical analytic approach to determine the weighting of subjective judgments. In addition, it presents a nonadditive fuzzy integral technique to evaluate a green engineering industry case as a fuzzy multicriteria decision-making (FMCDM) problem. When the investment strategies are evaluated from various aspects, such as economic effectiveness, technical feasibility, and environmental regulation, it can be regarded as an FMCDM problem. Since stakeholders cannot clearly estimate each considered criterion in terms of numerical values for the anticipated alternatives/strategies, fuzziness is considered to be applicable. Consequently, this paper uses triangular fuzzy numbers to establish weights and anticipated achievement values. By ranking fuzzy weights and fuzzy synthetic utility values, we can determine the relative importance of criteria and decide the best strategies. This paper applies what is called a λ fuzzy measure and nonadditive fuzzy integral technique to evaluate the synthetic performance of green engineering strategies for aquatic products processors in Taiwan. In addition, we demonstrate that the nonadditive fuzzy integral is an effective evaluation and appears to be appropriate, especially when the criteria are not independent.  相似文献

This article presents a methodological framework for strategic environmental assessment (SEA) application. The overall objective is to demonstrate SEA as a systematic and structured policy, plan, and program (PPP) decision support tool. In order to accomplish this objective, a stakeholder-based SEA application to greenhouse gas (GHG) mitigation policy options in Canadian agriculture is presented. Using a mail-out impact assessment exercise, agricultural producers and nonproducers from across the Canadian prairie region were asked to evaluate five competing GHG mitigation options against 13 valued environmental components (VECs). Data were analyzed using multi-criteria and exploratory analytical techniques. The results suggest considerable variation in perceived impacts and GHG mitigation policy preferences, suggesting that a blanket policy approach to GHG mitigation will create gainers and losers based on soil type and associate cropping and on-farm management practices. It is possible to identify a series of regional greenhouse gas mitigation programs that are robust, socially meaningful, and operationally relevant to both agricultural producers and policy decision makers. The assessment demonstrates the ability of SEA to address, in an operational sense, environmental problems that are characterized by conflicting interests and competing objectives and alternatives. A structured and systematic SEA methodology provides the necessary decision support framework for the consideration of impacts, and allows for PPPs to be assessed based on a much broader set of properties, objectives, criteria, and constraints whereas maintaining rigor and accountability in the assessment process.  相似文献

Multicriteria decision analysis (MCDA) provides a well-established family of decision tools to aid stakeholder groups in arriving at collective decisions. MCDA can also function as a framework for the social learning process, serving as an educational aid in decision problems characterized by a high level of public participation. In this paper, the framework and results of a structured decision process using the outranking MCDA methodology preference ranking organization method of enrichment evaluation (PROMETHEE) are presented. PROMETHEE is used to frame multi-stakeholder discussions of river management alternatives for the Upper White River of Central Vermont, in the northeastern United States. Stakeholders met over 10 months to create a shared vision of an ideal river and its services to communities, develop a list of criteria by which to evaluate river management alternatives, and elicit preferences to rank and compare individual and group preferences. The MCDA procedure helped to frame a group process that made stakeholder preferences explicit and substantive discussions about long-term river management possible.  相似文献

The complex and controversial task of selecting a dam site in a river basin can be successfully achieved using science-informed multi-criteria decision-making (MCDM) techniques. In this paper, we describe the application of the group fuzzy TOPSIS model for optimal ranking of the case study of Kandoleh dam sites in Kermanshah province, Iran, involving 18 input criteria. In this study, decision-making committee was made up of 20 involved decision makers. The comments of four non-biased, external experts in dam site selection were also used. The triangular fuzzy numbers were used to apply experts’ opinions on the selection criteria. In total, four alternative sites were assessed based on the technical, economic, social and environmental considerations and the data were analyzed using fuzzy TOPSIS MCDM model. Ranking results were compared with multi-criteria decision-making models, including the ELimination and Choice Expressing the REality and simple additive weighting. This logical, open and transparent framework provides a science-informed decision-making approach for complex problems such as optimal dam site selection. Finally, using sensitivity analysis, local studies and group discussions, we demonstrated the multiple benefits of the proposed novel method for a science-informed, open and transparent method for optimal ranking of the dam site candidates.  相似文献

Several multicriteria evaluation techniques have been developed since the 1970s. The need to compare different territorial policies has justified their introduction into environmental research. These methods are based on the numerical manipulation of heterogeneous information, which varies in terms of reference scale and type of measure (continuous, ordinal, qualitative, binary, etc.). During recent years, diverse investigations have focused on general conditions on Salina, the “green island” of the Aeolian archipelago. Such studies, within an interdisciplinary project, aimed to explore the possibility of implementing conservation strategies that are compatible with human needs, landscape preservation, and sustainable economic development. Three different evaluation techniques are applied, namely multicriteria weighted concordance and discordance analysis and a qualitative procedure. They are used to compare four alternative plans for the socioeconomic development of Salina Island. These plans lie between extreme alternatives: total protection of natural resources and maximizing economic development based on tourism. The plans are compared to each other on the basis of 14 criteria that reflect the socioenvironmental perception of Salina's inhabitants. The approach used in this research seems particularly fruitful because of its flexibility: it offers decision makers the chance to manage heterogeneous data and information that is not easily quantifiable. Such “soft” information helps to evaluate environmental conditions more precisely, and to make a less damaging choice among alternative development plans.  相似文献

For sustainable wastewater management, it is essential to consider social, environmental, geological and technical features as well as economic feature in the decision-making process. A limitation of many of the earlier works on wastewater management is that they take into account only financial criteria to make a decision for a given problem. Moreover, the decision-makers’ (DMs) attitude to risk, or optimism degree, when faced with uncertainty is not considered. In this paper, we study the application of risk-based multi-attribute decision-making (RB-MADM) methods to achieve sustainable wastewater management. Consideration of uncertainty, value tradeoffs, and different risk attitudes of decision makers are the important features of the developed methodology. A case study on the Iranian city of Niasar is presented to illustrate how this methodology can be applied to select the most preferred alternative for wastewater management among a set of options. The most preferred option is selected with respect to nine attributes under different optimism/pessimism degrees, using six different MADM methods. The results show that the ranking of options is sensitive to the optimism degree of the DMs. The proposed approach may help policy makers to achieve sustainable wastewater management.  相似文献

ABSTRACT: Reservoir flood control is operated in real time so finding the optimal solution is unnecessary since it may not be practical. The key to reservoir flood control operation is quickly generating some feasible and effective alternatives and then selecting one among them. A fuzzy iteration methodology, which gives the objective weight and the relative membership degree of alternatives at the same time, is presented. Since the weight and relative membership degree are directly acquired from the recommended alternatives provided by decision makers, the results are more reasonable and realistic. Besides, the difficulty in giving weights is also avoided. With the aid of a robust and flexible decision support system, the effectiveness of decision making can be improved.  相似文献

The objective of the present study is to evaluate, determine, and apply alternatives for improving the quality of the process and the product, with an emphasis on sustainable practices, using an integrated multi-criteria method. For this purpose, an analysis was conducted at a chain of bakeries, aiming to highlight bottlenecks in the production process and in the product. With the support of a literature review, four criteria and seven alternatives were defined to overcome these bottlenecks and, at the same time, contribute to the sustainability of the organization. For data analysis, six decision makers were interviewed and, following their evaluations, an integrated method based on fuzzy AHP and fuzzy TOPSIS was created. The fuzzy AHP was adopted to establish the importance of the criteria, while the fuzzy TOPSIS was used to evaluate and classify the alternatives developed to bypass the bottlenecks. The results revealed that of the criteria, Criterion “Cr1 – Quality” was prioritized. On the other hand, the alternative with the best performance was “A3 – Physical Layout Reorganization”. Applying this alternative, the study demonstrates the results achieved such as reduction of errors and accident risks, as well as greater fluidity in the productive space. the present study also makes theoretical and managerial contributions to the field, bringing the theory closer to the reality of companies that operate in the food sector.  相似文献

In this paper a methodology is presented allowing the evaluation of possible development scenarios for a region against a set of environmental and other criteria on the basis of the assessment of the scenarios by local experts. The methodology starts with the pairwise comparison of the scenarios by different panels of local actors and decision makers. This information is aggregated using multicriteria analysis in order to arrive at a ranking of the scenarios or to analyse the trade-offs between different groups of criteria. The methodology is explained and illustrated with an example for the Gordon District in Scotland.  相似文献

ABSTRACT: Flood control operations are generally complex in nature, as they are often associated with a large quantity of uncertain factors in combination of noncommensurable criteria. It has been found that the use of fuzzy set theory coupled with multicriterion decision making (MCDM) methods is very promising. In this paper, a multicriterion fuzzy recognition model is established for flood control operations. A subjective preference and iterative weights method is proposed for weight assessment. First, an initial solution of criteria weights, which is directly analyzed from the selected alternatives, is obtained by using the proposed fuzzy recognition model. Then, according to their knowledge related to real time flood operations, operators may modify the initial weights if necessary. When the relative membership grades of alternatives belonging to all rankings are fixed, a defuzzification equation is used to calculate the rank feature value vector. Based on the rank feature value vector, one can evaluate the alternative set. Two flood operation cases are provided to illustrate the application of the proposed model. With the incorporation of the operator's knowledge related to flood operations, the proposed model is flexible in giving weights and realizes more practical flood control operations.  相似文献

We present an integrated methodology for the optimal management of nitrate contamination of ground water combining environmental assessment and economic cost evaluation through multi-criteria decision analysis. The proposed methodology incorporates an integrated physical modeling framework accounting for on-ground nitrogen loading and losses, soil nitrogen dynamics, and fate and transport of nitrate in ground water to compute the sustainable on-ground nitrogen loading such that the maximum contaminant level is not violated. A number of protection alternatives to stipulate the predicted sustainable on-ground nitrogen loading are evaluated using the decision analysis that employs the importance order of criteria approach for ranking and selection of the protection alternatives. The methodology was successfully demonstrated for the Sumas-Blaine aquifer in Washington State. The results showed the importance of using this integrated approach which predicts the sustainable on-ground nitrogen loadings and provides an insight into the economic consequences generated in satisfying the environmental constraints. The results also show that the proposed decision analysis framework, within certain limitations, is effective when selecting alternatives with competing demands.  相似文献

ABSTRACT: A process for planning at the field offices of Federal water resources agencies is described. The process involve s both planners and publics in the following four planning activities: problem definition, formulation of alternatives, impact analysis and evaluation (or plan ranking). Evaluative factors are defied as the goals, concerns, constraints, etc. that affected publics and other decision makers consider in ranking alternative actions. These factors serve to drive the entire process and glue the four planning activities together. In contrast to other “models” of the planning process, the four activities are considered to be carried out simultaneously and continually from the beginning of the process. As the planning process proceeds, each activity is repeated a number of times at increasing levels of detail. Various aspects of the process are illustrated by means of an example involving water resources development in Carmel Valley, California.  相似文献

In the recent decades, there have been frequent conflicts between groundwater resources and environmentally hazardous activities. An example is the construction of the new highway through the important glaciofluvial esker aquifer Nybroåsen, which passes the protection zone of the water supply for the Kalmar municipality, in the southeastern part of Sweden. The decision to build the new road through this important aquifer has been strongly questioned by the municipality and the public because the value of the water resources in Nybroåsen was not taken into consideration during the first phase of the decision-making process. Multicriteria decision aid (MCDA) is applied as a tool to structure and analyze the four road alternatives proposed in the environmental impact assessment for the above conflict. The alternatives, including the existing road, are in conflict with water resources, agriculture, natural, and cultural values. The impacts on the water resources have been predicted by a two-dimensional physically based time-variant flow and solute groundwater model, which has been calibrated and evaluated. The MCDA illustrates how it can be used to identify (1) actors and their concerns, (2) ranking of alternative road scenarios according to actors preferences, and (3) coalition groups of actors, i.e., groups that have similar views with regard to the road alternatives. The analysis shows that the two best compromise solutions obtained in the MCDA were unacceptable by the strongest coalition group, showing that either the family of criteria was not well chosen or new alternatives should have been developed.  相似文献
