While the need for power increases, and costs of generation are on the rise, developing nations face the particular challenge of developing power systems despite a lack of national and local government funds. In this paper, it is suggested that consumer participation, technical innovation, and managerial flexibility may provide the answers, and the Andhra Pradesh Gas Power Corporation Limited in India is offered as a model venture which successfully responds to the region's power and resource specifications. Through the formation of a 'captive-collective' and 'capital-cooperative' plant, a joint venture of the Andhra Pradesh State Electricity Board and some bulk industrial consumers, the respective needs of all parties were met with great success. Such large-scale power projects, set up and managed by consumers with the technical assistance of State Electricity Boards, can substantially reduce costs for consumers while engaging in technologies that reduce environmental pollution and resource degradation. Consumer participation is highlighted as the key element for positive power development, and it is argued that the success of projects such as the one undertaken in Andhra Pradesh illustrate the possibility and necessity for consumer-initiated and consumer-managed power ventures.  相似文献

This article stresses the importance of within-government capacity build as the optimal approach to minimizing landslide risk to the most vulnerable communities in the developing world. Landslide risk is an integrated issue that demands strong managerial leadership and multidisciplinary inclusion to develop structures that deliver sustainable improvements in the reduction of risk. The tension between projects demanding international technical and financial intervention and those capable of “within-country” solutions are examined. More particularly, the challenges of developing a management methodology capable of energizing inter-ministry collaboration to achieve community-level action is examined in the context of a recently established program of slope stability management in St. Lucia. The program, Management of Slope Stability in Communities (MoSSaiC), is shown to have successfully fostered not only extensive technical collaboration within government but also to have energized local communities in the shared mission of capacity build through their direct involvement in the management process.  相似文献

Community Renewable Energy (CRE) has been defying conventional energy systems for decades, though only recently it started to feature in academic and institutional discourses. Despite its new appeal, the literature on the impacts and factors influencing CRE projects is still scarce and builds mostly on studies in Europe and North America. In developing countries, where electricity access is low and energy poverty is prevalent, CRE can offer interesting opportunities for rural electrification and added benefits. The objective of this study is to assess the impacts of community-owned renewable energy projects and identify the internal and external drivers and barriers to their success. An exploratory case-study approach was used for collecting data, through interviews and observations, in two community micro-hydro projects in Indonesia. The results showed positive socio-economic impacts that exceed electrification benefits, and the reported success of community energy projects can be traced back to a combination of community-level as well as external factors. Yet, particularly important is the role of the intermediary organisation (Ibeka) in building communities’ ownership, enhancing (technical, entrepreneurial and managerial) capacities, transferring knowledge and technology, establishing innovative financing models and shaping policy. Such organisations are critical in bridging external and internal factors and thus represent a key element in integrating the proposed analytical frameworks.  相似文献

This paper explores a fruitful convergence between the distributive and procedural dimensions of environmental justice theory and current debates in the field of development studies over capitals and capabilities, institutions, and discourse formation to shed new light on natural resource management projects in the developing world. Specifically, we document the planning and implementation of two types of water interventions in two contrasting regions: watershed development programmes in northeast India and small reservoirs in sub‐Saharan West Africa. We find that there is a contradiction between the inherently political nature of water interventions and the fact that such projects remain grounded in apolitical, technical and managerial narratives. In contrast to the new semantic of development, this depoliticization results in the near absence of attention paid to procedural (participation and empowerment) and distributive (equity) justice concerns and in local actors having to revert to covert ways to achieve their ends. A constructive dialogue between development studies and environmental justice scholars can offer a fresh look on the society‐environment nexus in the developing world.  相似文献

There is no agreement as to the definition of a small-scale mine. It is proposed that for a developing country a small-scale mine be defined as a producer (often sporadically) of limited amounts of minerals for deposits with a few known ore reserves, and of a character not readily amenable to mass mining. Output is won without appreciable use of mechanical energy and by exploitation of labor under leadership which sometimes lacks technical, managerial or entrepreneurial skills. A mine producing less than 100 000 tons of ore is considered to be a small-scale mine. Using these criteria and worldwide production data, an estimate of the contribution of small-scale mining to world mineral output is made. The estimate is 16%.  相似文献

Multiobjective assessments of water resource projects are useful for widening the range of impacts that are considered during the process of project planning and selection. Some of the principles and problems associated with multiobjective analyses are reviewed, as are several relatively simple information display techniques and approaches found applicable to conditions in many developing countries. These techniques can be used where data and technical expertise are limited, and where it is not possible to identify and quantify all economic, environmental or social objectives and their trade-offs during the search for the best compromise decision.  相似文献

Since the adoption of ISO 14001, companies have examined the standard and considered certification. Although the framework is useful and enhancing environmental management systems is beneficial, the adoption of ISO 14001 alone will not provide maximum company benefits. Companies must strive for an improvement in environmental performance and financial performance that can be accomplished only through significant changes in corporate culture, structure, and systems. By developing core capabilities such as skills and knowledge, physical technical systems, managerial systems, and values and norms, companies can develop organizational learning to increase sustainable competitive advantage. Micro- and small-scale low-carbon energy generators embedded within villages, towns and cities can provide a valuable income stream for local communities among other potential benefits. There are a range of social, political, technical and environmental factors that may impact upon the success of a planned energy generation project; however, these factors are rarely considered in unison. The aim of this research is to investigate and understand the concerns relating to equity and distributional justice that impact upon local groups interested in developing energy projects and to determine whether a whole systems approach can be used to draw out perceived issues. This has been achieved by working with two small village groups to test a newly developed energy equity assessment tool. This paper reports research findings from two villages in the UK both planning energy projects that intended to benefit their respective villages and examines perceived issues relating to equity and distributional justice associated with the proposed schemes. The research highlights some challenges facing community groups when planning micro- and small-scale energy projects and demonstrates the commitment, tenacity and high levels of personal risk that these groups have to bear in order to bring their projects to fruition and comments as to the type of actions that may be required to more wholly consider equity issues while developing future energy policy.  相似文献

Mining activities are compatible with other activities in space and time if they are developed together and adapted to each other. If permits are required for two projects that are not considered to be compatible, the authorities will be forced to decide which one has prevalence. In the event of conflict or dispute, it is always preferable to attempt to seek compatibility between projects rather than waste time, effort and money on contesting the prevalence decision, as costly and lengthy lawsuits will only delay the development of both projects, with the resulting loss of business opportunities. In this article, technical solutions designed to achieve mining compatibility with other projects are described in terms of benefits and synergies for the projects and benefits for the government that avoid complex decisions and proceedings and optimize revenues.  相似文献

The potential to capture carbon from industrial sources and dispose of it for the long-term, known as carbon capture and sequestration (CCS), is widely recognized as an important option to reduce atmospheric carbon dioxide emissions. Specifically, CCS has the potential to provide emissions cuts sufficient to stabilize greenhouse gas levels, while still allowing for the continued use of fossil fuels. In addition, CCS is both technologically-feasible and commercially viable compared with alternatives with the same emissions profile. Although the concept appears to be solid from a technical perspective, initial public perceptions of the technology are uncertain. Moreover, little attention has been paid to developing an understanding of the social and political institutional infrastructure necessary to implement CCS projects. In this paper we explore a particularly dicey issue--how to ensure adequate long-term monitoring and maintenance of the carbon sequestration sites. Bonding mechanisms have been suggested as a potential mechanism to reduce these problems (where bonding refers to financial instruments used to ensure regulatory or contractual commitments). Such mechanisms have been successfully applied in a number of settings (e.g., to ensure court appearances, completion of construction projects, and payment of taxes). The paper examines the use of bonding to address environmental problems and looks at its possible application to nascent CCS projects. We also present evidence on the use of bonding for other projects involving deep underground injection of materials for the purpose of long-term storage or disposal.  相似文献

ABSTRACT

To date, research on mine remediation in North America has focused primarily on technical management; relatively less is known about the historical, political and social dimensions of remediation. Remediation, as a continuation of the mining process, alters local landscapes and economies and can be both dangerous and beneficial for surrounding communities. Because remediation projects tend to focus on the technical aspects of clean-up, such projects risk overlooking the environmental injustices associated with past development and obscuring blame or responsibility from industry and government for environmental degradation. Insofar as it is understood as cleaning up or repairing environmental damage, remediation is generally seen as “doing the good” and is less amenable to political or ethical challenges based on community concerns or values. This paper argues that greater attention needs to be paid to public participation and justice concerns associated with cleaning up mine sites. Drawing from the literatures on ecological restoration, environmental justice, reconciliation, discard studies, and matters of care, we highlight critical, yet overlooked issues in the remediation of post-mining landscapes. We argue that remediation projects present a unique opportunity for the negotiation and articulation of morals, values, histories, and physical experiences associated with mine sites and we seek to re-frame remediation as an ongoing, creative process of community healing.  相似文献

ABSTRACT: An informal sample of 30 flawed monitoring projects was examined to identify the most common problems and to determine how they could have been prevented. Problems fall into two general categories: 70 percent of the sampled projects had design problems, and 50 percent of the sampled projects had procedural problems. Monitoring projects implemented by land‐management agencies tended to have a higher proportion of procedural problems than did university‐based programs (generally graduate student research), while the frequency of design problems was similar between agencies and universities. The most common problems were poorly trained or unmotivated field crews (37 percent of projects, a procedural problem), a sampling plan that was not capable of measuring what was needed to meet project objectives (30 percent, design), delays in analyzing data (27 percent, procedure), inadequate monitoring durations (27 percent, design), and absence of the collateral information needed to interpret results (20 percent, procedure). Most of the problems could have been avoided by submission of the study design to thorough technical and statistical review, active participation of the principal investigators in field data collection, and analysis of at least some of the data as soon as information was collected so that problems could be recognized early enough to be corrected.  相似文献

Governments of developing countries may obtain ownership participation in national mining projects in the hope of receiving greater policy control over, financial rewards from, and information about such projects. These objectives could be achieved by using their sovereign authority to tax, regulate and monitor projects more effectively. The principal problem is likely to be the administrative inability fully to enjoy rights that they lawfully possess. As such projects are nearly always controlled by foreign entities, and involve the exploitation of irreplaceable mineral wealth, they may engender feelings of suspicion and hostility. Government participation may sometimes be necessary to mitigate those feelings and to lead to more stable and successful projects. If these political objectives are fully recognized, then government participation may be structured so as to minimize any detrimental effect it might have on the fiscal and financial structure of the project. It may also prove to be a vehicle for future participation by private local interests, thereby eliminating the alien enclave feature generally characteristic of such projects.  相似文献

Environmental impact assessment (EIA) has been promoted as an instrument for preventive environmental management in construction projects, but its performance in safeguarding the environment through influencing project decision-making is questioned. This paper probes the underlying reasons from a governance perspective as an important supplement to the regulatory and technical perspectives. A framework, with process integration, professional governance, and public engagement being its key components, is proposed to analyze the governance arrangements that enable or inhibit the effective functioning of EIA, based on which a comparative study of three infrastructure projects in China, the United States and Finland was conducted. The results reveal that, while the level of process integration and public engagement of EIA determines the degree to which EIA influences project decisions, it is the professional governance that controls the accountability of EIA. The paper has implications on institutionally where efforts should be directed to improve the performance of EIA.  相似文献

Although the small-scale mining sector in Bolivia has absorbed economic aid, little or no improvement has resulted. It appears that much closer technical and financial co-operation with those operating small mines is called for, including rigid credit supervision. Problems in small-scale mines arise from difficult mining conditions, the tax structure and capital market situation as well as the employment patterns of the mine operators. It is suggested that mechanized projects may not always be the best way to overcome poor conditions, but where they are, lack of collateral is frequently an obstacle. In such cases, a three stage approach to project implementation is proposed.  相似文献

Companies that have the most effective environmental programs are those that have integrated environmental management into the business process. In order to take an environmental program to a higher level, we must determine a way to get business leaders to acknowledge the business benefit of environmental programs. Business integration becomes more likely when you speak the language of management and present tools that they regularly use. Most companies use business plans, therefore the use of an environmental quality business plan is a segue into the business. To catch management's attention, we must present cost improvement projects that will be part of the environmental quality business plan that affect the bottom line. Examples of the types of projects that could potentially save the company millions of dollars are reducing the cost of remediation, or pollution-prevention projects such as minimizing packaging and the elimination of chemical use and waste. Once we catch management's attention, we can get them involved in developing an environmental quality business plan and thus get more business integration and support.  相似文献

This paper examines issues related to increasing the market penetration of renewable forms of energy in developing countries. It particularly focuses on availability and access of financial support for investments relating to renewable energy and a case study is presented illustrating innovative financing. While the main focus of the discussion is on renewable energy (RE) attention is also devoted to energy efficiency (EE) projects and investment. An underlying premise is that, if RE projects are to reach their market potential, they must be fiscally sustainable and the appropriate promotion of such fiscally sustainable RE projects yields multiple environmental and developmental synergies. Commercial viability is not primarily a question of technology. There is a broad range of RE products with proven performance and commercial operation in selected market situations. The challenge of extending this market penetration is to establish the institutional, organizational and financial conditions under which a commercial market for these products can develop, particularly in developing countries. This article reflects current emphasis on increased private participation in the energy sector, as well as policy reform at the national level.  相似文献
