This paper investigates the current status and trends over time in the environmental performance of European ports. The research is based on the provision of data from 79 European ports on issues related to their environmental management, environmental priorities and current environmental monitoring practices. This study updates previous environmental reviews, so that the trends over time are drawn. For instance, 90% of respondent ports stated that they have an environmental policy and 94% of ports have designated environmental personnel. The percentage of ports that have an Environmental Management System has increased by +33% in the last 9 years. Air quality, port waste and energy consumption emerged as the three major environmental priorities of the European port sector in 2013. The research also reveals the diversity amongst European ports in terms of size and physical surroundings. Some examples are presented on specific initiatives carried out by sector organisations about the Top-10 port priority issues. The future expectations of European ports on data collection and reporting are described.  相似文献

The EMAS Regulation (Reg 761/01 EC) is EU scheme implemented by the European Commission since 1993 and it is for the implementation of an Environmental Management System (EMS) by any organization. The EMS was originally proposed by the European Commission and by the ISO as the frontrunner of a series of policy tools that enable companies to simultaneously pursue environmental objectives and competitive targets in a synergetic way.Based on the unique dataset of the EVER project, this paper investigates whether or not an EMS implemented within the EMAS Regulation has any effect on firm performance both from an environmental and a competitive point of view. Our econometric analysis shows the positive impact of a well-designed environmental management system on environmental performance and, as a consequence, on technical and organizational innovations. Effects on other competitive variables such as market performance, resource productivity and intangible assets are not strongly supported.  相似文献

Coastal zone management is inconceivable without the mobilization and integration of different types of knowledge – that is, without knowledge co-production practices. This article applies the concept of knowledge co-production to analyze the process of emergence, standardization, and enculturation of environmental management systems (EMSs) within port communities in the Dutch Wadden Sea. Moreover, it is a report from the field in which we reflect on the participatory practices conducted to facilitate the knowledge arrangements required to develop EMSs for a group of ports. The article concludes that this type of knowledge arrangement and co-production practices (involving different types of actors and knowledge) might become mandatory in the near future to stabilize the EMS phenomenon in the practices of ports.  相似文献

In recent years climate variability has threatened the sustainability of inland fisheries and dependent fishers in India. Systematic methodology to assess the vulnerability of the fisheries sector to climate variability is currently not available. Towards this end, the present work deals with the assessment of inland fisheries vulnerability to climate variations in 13 districts of West Bengal state in India. For this purpose, a composite vulnerability index (0.0–1.0) has been developed on the basis of functional relationships amongst sensitivity, exposure and adaptive capacity using 19 indicators related to inland fisheries. The data obtained reflected different spatial combinations of climate exposure, sensitivity and adaptive capacity among the districts. Five districts were highly vulnerable which was attributable to low adaptive capacity of the fishers which played an important role in altering the spatial pattern of vulnerability among the districts. Thus our research will provided an important basis for policy makers to develop appropriate adaptation strategies to minimize the risk of fisheries sector to climate variability.  相似文献

Environmental indicators allow a firm to make measurements related to its environmental performance. In practical terms, they can be used to form a measuring, benchmarking and monitoring tool to track environmental performance for small and medium enterprises (SMEs).Within an Environmental Management System (EMS), environmental indicators can be used to check if a firm has met the targets it is required to set for itself. It can also be used in firms that have not yet implemented an EMS. The use of an Environmental Indicators System (EIS) is thus recommended for SMEs, many of which do not have an EMS, in order to enhance their environmental performance. As noted in A Guide to Corporate Environmental Indicators published by the Federal Environment Ministry (Bonn) and the Federal Environmental Agency (Berlin), three categories of environmental indicators can be developed, depending on whether they describe: (1) a company's environmental impact (environmental performance); (2) the management's environmental activities; or (3) the external condition of the company's environment.The objective of this paper is to present how environmental indicators were established and implemented for Philippine SMEs and to show that the indicators significantly correlate with the environmental performance of the SMEs. In order to test this hypothesis, a survey-questionnaire was designed and administered among SMEs covering six industrial sectors in the Philippines. Based on the survey responses, a Gap analysis between the environmental performances of SMEs and state-of-the-art companies was performed. The Gap analysis showed that environmental indicators were indeed able to capture the features of actual environmental performance.Further, a structural equation model was proposed and validated. This study integrates procedures of ISO14001 and port state control to establish environmental performance indicators (EPIs), specific to industrial ports and estates. Industrial Estate Authority of Thailand (IEAT), an owner of Map Ta Phut industrial port and estate, was used as a case study. Twelve EPIs were developed to assess 5 environmental management aspects being success, awareness, determination, preparedness, and environmental policy coverage. IEAT's deficiencies in managing the environment were identified for each management aspect. At the end of the study, suggestions on how to improve IEAT's environmental performance were recommended.  相似文献

Activities in offshore oil and gas (OOG) that cause environmental impacts can be systematically managed through an environmental management system (EMS). Environmental performance evaluation (EPE) is an essential part of an EMS. However, previous studies on EPE indicate that existing lists of indicators little insight into how indicators are modified to more accurately assess environmental performance.In this paper, a way is proposed to identify and define specific environmental performance indicators on a case-by-case basis, which consists of five steps: (1) describing environmental requirements; (2) determining favourable outcomes corresponding to the requirements; (3) identifying required activities or issues to achieve the outcomes; (4) searching for proper measures of the activities or issues; and (5) generating a list of key indicators. Based on these steps, a quality function deployment (QFD) approach is developed to determine key indicators and evaluate environmental performance. To handle uncertainties in QFD, the decision makers’ evaluations are quantified through rough numbers using the concept of rough sets. The outputs of the proposed approach are different environmental performance indices. Using these indices, decision makers can easily determine whether an improved performance has been achieved through an EMS. The proposed approach is transparent and promising for use as a unified tool for EPE. An application of the proposed approach is demonstrated through a numerical example.  相似文献

The environmental performance evaluation (EPE) of organizations is becoming an autonomous management tool. The main goal of this research was to assess the state of EPE practice in the Portuguese defence sector, as a particular part of public services. A questionnaire survey was conducted involving all Portuguese military units that have a person in charge of environmental issues. The questionnaire was designed to assess: (i) the importance and drivers of EPE; (ii) the ISO 14031 knowledge and implementation; (iii) the knowledge and use of environmental indicators; (iv) the optimal format for indicators; and (v) the advantages and drawbacks of using environmental indicators. Despite various initiatives driving environmental practices in public organizations, most of that experience is only centred on an environmental management system, and EPE is quite a new issue. Nevertheless, general environmental performance evaluation is a growing reality and one in which Portuguese military units are taking an increasing interest. Overall respondents agree on the importance of measuring and communicating environmental performance related to their main missions and activities. The main drivers for EPE in military units are the prevention of health risks and compliance with regulations. However, to date, ISO 14031 and environmental performance indicators are almost unknown in the respondent military units. Among the three military branches, the Navy revealed the worst environmental performance evaluation knowledge, awareness and practice.  相似文献

The European livestock sector has changed rapidly in the recent past and further changes are expected in the near future due to reforms in the European Common Agricultural Policy (CAP), increasing environmental concerns and changing consumer awareness. We developed a multi-scale modeling approach for exploring spatial and temporal dynamics of livestock distribution by accounting for drivers at different spatial scales. Such approach can provide a basis for environmental impact assessments of livestock farming at broad spatial scales. Assessment of change in both quantity and location was made for six livestock types. Four contrasting scenarios were applied ranging from globalization to regionalization, as well as from low regulation levels and dominance of market forces towards a higher degree of governmental regulation. National level livestock numbers as calculated by a macro-economic model were spatially distributed at the landscape scale according to the scenario assumptions considering biophysical, socio-economic, and political forces. Results indicate for most of the old European Union (EU) member countries a decrease in livestock numbers. In the new EU member countries sheep, goats and pigs are expected to decline while beef cattle and poultry are expected to grow. Livestock densities are expected to increase both within and outside current livestock hotspot regions in absence of environmental legislations. Environmental pressure as result of high livestock densities may, however, also remain in regulated scenarios where environmental policies are implemented and income support remains stable over time due to path dependencies in the livestock sector. But contrary to the non-regulated scenario it is less likely that new areas with high risk of negative environmental impacts due to livestock farming will develop.  相似文献

港口区域排放已成为影响中国沿海港口城市环境空气质量的重要因素。港口低排区规划是控制港口污染的重要措施之一。我国港口污染治理起步较晚,但一系列法律、法规的出台为全面推进船舶和港口污染防治工作奠定了坚实的基础。设立港口“低排区”已经成为部分国家和地区用于解决港口空气污染问题的新兴手段和重要措施。以深圳港为例,港口区域排放已成为当地重要的大气污染源,该港口的各类污染源的影响从大至小依次为远洋船舶、运输车辆、内河船舶、作业机械,应采取针对性措施控制污染排放。通过计算污染物排放的PM2.5当量,可以看出港口低排区方案实施后是所要求减排量的1.2倍。虽然目前中国港口污染治理取得了一定成效,但仍需加强区域合作和政策支持以进一步推动港口污染控制。同时,其他国家和地区在港口低排区方面的管理经验也值得借鉴,以利于港口污染控制方案的落实。  相似文献

This paper describes the derivation of an Environmental Emissions Index (EEI) intended to quantify the environmental performance of Integrated Pollution Prevention and Control (IPPC) installations and sectors. Characterisation and normalisation methods used in lifecycle analyses were applied to 20 routinely reported emissions parameters, pertaining to six environmental impact categories. Distance to policy targets for relevant emissions were used to weight impact categories, and link the EEI to policy priorities. Ireland and the EU15 were considered as scales of context. The European Pollutant Emission Register was a convenient source of normalisation data, but restricted the context of the EEI to industrial emissions, and distorted outputs. Using national and EU15 total loading estimates for normalisation resulted in an EEI that better reflected the relative contribution of reported emissions towards overall environmental pressures. Using Ireland's pharmaceutical sector as a case study indicated that weighting factors, and the toxicity range of NMVOC emissions, were the largest sources of EEI uncertainty. Through the integration of inventory data, scientific characterisation, and policy targets, the EEI translates reported emissions data from IPPC installations and sectors into a benchmark of environmental performance. It may be regarded as an evolving tool of potential utility to regulators and policy makers.  相似文献

全面识别组织的环境因素,准确评价重要环境因素是建立与保持ISO14001环境管理体系的基础.目前中国已有多个城市、开发区和风景区建立了区域性环境管理体系(简称REMS),该体系所涉及的环境因素范围广泛且数量众多,因此单独使用任何一种方法都难以达到对这种复杂体系的环境因素识别与评价的需要.在厦门鼓浪屿建立环境管理体系的过程中,提出了适合于REMS的环境因素分类与识别方法,并建一套由环境因素的法律法规符合性、可控制、重要度三个评价因子和多个评价准则构成的,定性与定量方法相结合的评价体系.  相似文献

We used the interdisciplinary model network REGFLUD to predict the actual mean nitrate concentration in percolation water at the scale of the Weser river basin (Germany) using an area differentiated (100 m × 100 m) approach.REGFLUD combines the agro-economic model RAUMIS for estimating nitrogen surpluses and the hydrological models GROWA/DENUZ for assessing the nitrate leaching from the soil.For areas showing predicted nitrate concentrations in percolation water above the European Union (EU) groundwater quality standard of 50 mg NO 3 -N/L,effective agri-environmental reduction measures need to be derived and implemented to improve groundwater and surface water quality by 2015.The effects of already implemented agricultural policy are quantified by a baseline scenario projecting the N-surpluses from agricultural sector to 2015.The REGFLUD model is used to estimate the effects of this scenario concerning groundwater and surface water pollution by nitrate.From the results of the model analysis the needs for additional measures can be derived in terms of required additional N-surplus reduction and in terms of regional prioritization of measures.Research work will therefore directly support the implementation of the Water Framework Directive of the European Union in the Weser basin.  相似文献

In this paper an integrated methodological approach is presented for the evaluation of the implementation of the Best Available Techniques (BAT) in facilities operated under Integrated Prevention Pollution and Control (IPPC) Directive, based on the development and application of a set of sub-indices. An aggregated form of sub-indices that could be used as a composite IPPC facility index is proposed. A sector specific index can be derived from facilities composite indices.This approach uses environmental performance data from European Polluting Emissions Register (EPER) reports, environmental permits and BAT Reference Documents, and gives a coherent and interesting picture of the degree of BAT implementation and an indication of IPPC obligations fulfilment.A specific application is demonstrated concerning the paper manufacturing sector in Greece. It is concluded for this sector that there is a measurable discrepancy from the BAT fulfilment obligations and that the most problematic sub-indices are the “Releases to Water” and “Releases to Air”.  相似文献
