The EMAS Regulation (Reg 761/01 EC) is EU scheme implemented by the European Commission since 1993 and it is for the implementation of an Environmental Management System (EMS) by any organization. The EMS was originally proposed by the European Commission and by the ISO as the frontrunner of a series of policy tools that enable companies to simultaneously pursue environmental objectives and competitive targets in a synergetic way.Based on the unique dataset of the EVER project, this paper investigates whether or not an EMS implemented within the EMAS Regulation has any effect on firm performance both from an environmental and a competitive point of view. Our econometric analysis shows the positive impact of a well-designed environmental management system on environmental performance and, as a consequence, on technical and organizational innovations. Effects on other competitive variables such as market performance, resource productivity and intangible assets are not strongly supported.  相似文献

Certification of an ISO 14001 Environmental Management System (EMS) is currently an important requirement for those enterprises wishing to sell their products in the context of a global market. The system's structure is based on environmental impact evaluation (EIE). However, if an erroneous or inadequate methodology is applied, the entire process may be jeopardized. Many methodologies have been developed for making of EIEs, some of them are fairly complex and unsuitable for EMS implementation in an organizational context, principally when small and medium size enterprises (SMEs) are involved.The proposed methodology for EIE is part of a model for implementing EMS. The methodological approach used was a qualitative exploratory research method based upon sources of evidence such as document analyses, semi-structured interviews and participant observations.By adopting a cooperative implementation model based on the theory of system engineering, difficulties relating to implementation of the sub-system were overcome thus encouraging SMEs to implement EMS.  相似文献

Environmental aspects are basic elements in an Environmental Management System (EMS). The identification of environmental aspects is, however, recognized as one of the most complicated parts in establishing an EMS and has been subject to criticism concerning, e.g., lack of transparency and reproducibility. This paper evaluates the Swedish National Rail Administration's (Banverket) current practice for the identification of environmental aspects. A better link between activity, aspect and impact is needed. A more stringent identification procedure would improve Banverket's environmental management. This paper presents a comparison analysis of eco-efficiency in the small and medium sized enterprises (SMEs) of Venezuela. The research can be divided into three parts: the first part reviews similar studies in the literature on the level of eco-efficiency exhibited by the companies of Venezuela and other countries. In the second place, the findings of a survey conducted on Venezuelan SMEs allowed the definition of 54 eco-efficiency profiles. Thirdly, six national experts in cleaner production and eco-efficiency were interviewed. The interview was based on a questionnaire similar to that used in the survey of the Venezuelan SMEs. At a second meeting, the experts were asked to discuss on the similarities and differences between their answers and those of the company's managers.The findings of the survey allow us to conclude that Venezuelan SMEs understand the legal environmental regulations that affect them but they do not perceive the influence of external driving forces like customers demand for green products or institutional incentives. The adoption of eco-efficiency practices is not perceived as an incentive to improve competitiveness so that the environmental strategies adopted generally aim at reducing costs or avoiding non-compliance sanctions and negative effects on the company image. Materials recycling and reuse, especially packaging materials, are common practices; however, other environmental tools or practices have not been implemented yet, e.g. environmental management systems (EMS), process, product and services design tools based on the product life cycle, renewable energy resources or green marketing. There are also differences among the eight industrial sectors analyzed, food and chemical industries having the higher index of eco-efficiency practices, and plastic and wood industries the lower.  相似文献

Activities in offshore oil and gas (OOG) that cause environmental impacts can be systematically managed through an environmental management system (EMS). Environmental performance evaluation (EPE) is an essential part of an EMS. However, previous studies on EPE indicate that existing lists of indicators little insight into how indicators are modified to more accurately assess environmental performance.In this paper, a way is proposed to identify and define specific environmental performance indicators on a case-by-case basis, which consists of five steps: (1) describing environmental requirements; (2) determining favourable outcomes corresponding to the requirements; (3) identifying required activities or issues to achieve the outcomes; (4) searching for proper measures of the activities or issues; and (5) generating a list of key indicators. Based on these steps, a quality function deployment (QFD) approach is developed to determine key indicators and evaluate environmental performance. To handle uncertainties in QFD, the decision makers’ evaluations are quantified through rough numbers using the concept of rough sets. The outputs of the proposed approach are different environmental performance indices. Using these indices, decision makers can easily determine whether an improved performance has been achieved through an EMS. The proposed approach is transparent and promising for use as a unified tool for EPE. An application of the proposed approach is demonstrated through a numerical example.  相似文献

There is a growing consensus among the Lithuanian policy makers, practitioners and industrialists that environmental policy must move from a reactive stance to a more proactive, sustainable development approach. As a result, many companies are increasingly interested in the application of economic incentives at least as supplements or reinforcements of environmental standards.The Institute of Environmental Engineering (EU Centre of Excellence in Sustainable Industrial Development (APINI – SID)) in 1992–2003 has been involved in introduction and implementation of preventive environmental strategy in industry in Lithuania and in other countries. In Lithuania, these efforts resulted in the implementation of more than 200 cleaner production innovations in more than 150 Lithuanian companies. It should be stressed that effective plant maintenance is becoming a higher priority to plant managers. It is important to ensure cost-savings, at all levels, that include maximizing productivity and implementing energy-saving approaches. Effective and efficient maintenance are not just desirable, but fundamental to profitable business operations. Therefore, central to the environmental view of sustainable development is the concept that economic and social systems are sub-systems of the global environment.APINI's experience shows that decision-makers at the company level often fail to recognize the economic values of natural resources as assets as well as the business and financial value of good environmental performance. Decisions are increasingly affected by environmental costs. Application of environmental management accounting (EMA), which integrates two of the main principles of sustainable development – environment and economics, can help to significantly improve corporate decision-making.EMA is becoming increasingly important not only for environmental management decisions and development of environmental management systems (EMS), but also for all types of routine management activities, such as product and process design, cost allocation and control, capital budgeting, purchasing, product pricing and performance evaluation.Companies, which use EMA as a part of integrated management system, are provided with accurate and comprehensive information for the measurement and reporting of environmental performance.This paper investigates the current state of EMA practices in Lithuanian SMEs that have already been or are being implementing EMS and which have implemented CP innovations. In this case, EMA is analysed as an innovative assessment and evaluation method of EMS and CP innovation's environmental impacts and economic benefits. It should be stressed, that there are obvious differences in case studies from different industries. However, review of the results shows that there are many similarities in what improvements can be suggested for environmentally concerned companies both in terms of environmentally sound operation and for reporting of environmental management accounting information.  相似文献

The factors and sub-factors critical to the successful implementation of ISO 14001-based environmental management system (EMS) and benefits that can be reaped from the implementation were explored in this study. An empirical study using the analytic hierarchy process (AHP) was carried out to find the relative weights and priorities of these critical success factors and benefits. The study was carried out in Malaysia among companies in the electrical and electronics sector. The results of the study indicate that the critical success factors in the order of importance are as follows: management approach, organizational change, technical aspects, and external and social aspects. The results of the study also indicate the benefits that can be obtained by the implementation of ISO 14001: improvement in the company's image and reputation, improvement in company's processes and profits, improvement in customer loyalty and trust, and improvement in staff morale and employer–employee relations.  相似文献

Households have many similarities to small and medium-sized enterprises. They have inputs and outputs, produce services and wastes, have cash flows and related budgeting issues and incorporate a range of management functions. Households also cover the full suite of Triple Bottom Line aspects, i.e., social, environmental and economic. For tertiary education purposes the household has been a focus at Lincoln University for environmental management students to study environmental management systems and sustainability reporting. This paper outlines the educational aims and context for the course of study and demonstrates, through the examination of one student's course work, how there are similarities between SMEs and households and the sort of initiative designed for a household that also might work in SMEs. As part of this demonstration the paper introduces the Awareness, Action and Advancement (AAA) Environmental Management and Reporting System. The AAA system is cyclic, straightforward, marketable and appears to work. As such the principles from this educational exercise might have relevance in SMEs.  相似文献

EMS is a tool for managing the interaction between the organization and the environment. The aim of an EMS is to improve the overall environmental performance of the organization. The performance should be monitored through measurements, and managed by indicators. Indicators are variables that summarize or otherwise simplify relevant information about the state of a complex system. A correct evaluation of environmental performance arises from the choice of adequate “raw” data and from the relationships among “raw” data.This paper, after a short excursus concerning the rule of indicators in environmental performance evaluation and the mean of uncertainty, proposes an approach to the study and the evaluation, through indicators and indices, of the environmental aspect “wastewater discharges” of a Local Authority who is involved in EMS implementation. Particularly, the critical analysis of one of the indices that has been used is reported. The role of the uncertainty of measurements has been stressed. The results showed that measurement uncertainty is essential for an efficient data comparison and for a correct evaluation of environmental performance, which, in turn, is essential to guarantee the effectiveness of the EMS application.  相似文献

The construction industry, as an economically strategic sector and a large contributor to pollution generation, is expected to face enormous obstacles if it doesn't respond to the new business and regulatory environmental requirements in an increasingly competitive market after international trade liberization. A practical tool to achieve sustainable construction is through adopting Environmental Management Systems (EMS). Movement towards environmental management systems is getting momentum in the construction industry of most developed countries. However this field is still a relatively new and the concept is still marginalized in most of the developing world. It is suggested that lack of awareness is a major contributor to this lag.This paper reports on the results of a research on the environmental awareness of the top 50 contractors in Egypt. It investigates their ISO 14001/EMS awareness, opinions about contractor's responsibility towards the environment, necessity of ISO 14001, and obstacles and potentials for ISO 14001 adoption. These results will pave the way for effective implementation of EMS by contractors in Egypt. The paper also discusses integrating sustainable construction principals with EMS. This integration should result in environmental, social, as well as economical benefits.  相似文献

The aim of this article is to analyze how the implementation of the environmental management system (EMS) in accordance with the ISO 14001: 2004 standard has been carried out in organizations having more than one standardized Management System (MSs). In particular, four implementation aspects will be discussed, namely the different management system standards (MSSs) used for registration, for example ISO 14001, ISO 9001, OHSAS 18001, ISO 27001 and SA 8000, the order in which they were implemented, the time required for each implementation, as well as the scope of integration of these MSSs into a single Integrated Management System (IMS).In order to do so, some of the results of a survey carried out in 176 organizations registered to, at a minimum, both ISO 14001: 2004 and ISO 9001: 2000 standards for environmental and quality management, respectively, are presented. As one of the few existing empirical studies regarding the integration of multiple MSs, this research reveals the importance of the different possibilities which organizations can opt for when considering EMS implementation. For example, while most respondents implemented ISO 9001 before ISO 14001, others did so simultaneously or even applied ISO 14001 first. Furthermore, although a large majority of organizations integrated their EMS with additional standardized MSs, a small percentage did not. Apart from illustrating the survey outcomes, the article contains a detailed case analysis of four specific organizations with high environmental awareness that have implemented quality and other standardized MSs.  相似文献

There are increasing pressures being put on firms, from a number of different sources, such as governmental regulation, community participation and market demand, to engage firms in environmental initiatives. These factors play different roles at various development periods. Government regulation was the major pressure, initially. However, community participation and market demand have become more and more important. Thus a better understanding of the determinant factors that play a role in engaging firms to take environmental management initiatives may help policy makers develop more effective environmental policies. Using data collected from 89 firms in Wujin county of Jiangsu Province, China, this paper developed an index system to evaluate the corporate environmental management performance. Furthermore, we used econometric methodology to identify the main factors that probably shape corporate environmental management performance, including both external pressures and firm characteristics. The results showed that pressures from supply chain, customers, and communities played positive roles in engaging firms to improve environmental management performance. However, the pressure from the regulatory system did not implicate positive effect on environmental management performance when basic compliance is not an issue in the region anymore. The results also showed that firms with larger scale will be more active in engaging in environmental management initiatives. Finally, our results suggest that: (a) regulation's stimulation may be reduced as long as firms have complied with requirements of local environmental standards and other environmental laws; (b) policy makers should pay more attention to market and information instruments; (c) more financial and technical support should be provided to encourage small- and medium-sized enterprises (SMEs) to improve environmental performance.  相似文献

This paper is based on a survey to analyze the current Environmental Management System (EMS), or Green Manufacturing (GM), practices in Hong Kong. The survey focuses, in particular, on the investigation of: (i) the critical factors that most companies have considered in implementing the GM or EMS; (ii) the benefits that the companies have targeted in implementing the GM/EMS; (ii) the business activities that the companies have carried out in striving for the targeted benefits; and (iv) the business benefits attainable in the implementation of the GM/EMS. The study results show that most of the companies used in the survey have a positive attitude towards the implementation of the GM/EMS. The majority of them also consider that GM/EMS can effectively strengthen their competitiveness in business.  相似文献

The paper reports the experiences of a medium size gold-plated jewelry company, located in São Paulo – Brazil, in order to reduce waste and pollution. Actions taken for this purpose are described, as well as the key factors affecting progress, the changes that have been introduced, their cost-effectiveness and the additional benefits accomplished. A waste minimization project was carried out to obtain environmental and economic benefits. The first cleaner production (CP) interventions targeting the improvement of the company's environmental performance are also described and related to economic benefits. Local scale performance indicators were employed to evidence the economic and the material savings by kilogram of piece produced. Additionally, savings achieved included 86% reduction in volume of degreasing solution and 36% reduction in electricity consumption. The results are complemented with the use of global scale performance indicators (Material intensity, MIs, and Emergy accounting), which look at upstream impacts and evaluate the environmental performance of the system on the biosphere scale, respectively. Material savings (MIs) account for each matter flow to and from a chain of processes from raw material to the final products, and were calculated in order to estimate the changes avoided in material flows and cycles due to the reduced use of inputs by the company. The total emergy of the savings is used as a quantitative measure of the total environmental support to the flows of energy and matter involved in the process, and is calculated to assess the work of nature spared by the reduced use of materials and energy by the company. Emergy values were converted to currency. Global scale performance indicators have shown that little changes within the company reduce upstream impacts and that benefits to the environment are greater than that observed in the companies neighborhood.  相似文献

The benefits of corporate social responsibility (CSR) affect the entire supply chains a firm participates in. However, not every firm is in a position to force the implementation of CSR in its supply chains as some, especially small and medium-sized enterprises (SMEs), lack the necessary power. Chain directors can implement it acting as a principal, whereas the other chain members can act as agents.In the principal-agent framework, two main problems occur due to information asymmetry: adverse selection and moral hazard. This paper examines how a code of conduct (i.e. Social Accountability 8000) can help address the principal-agent problem, for SMEs, between chain directors and partners. The research method involves four case studies on CSR practices as implemented by Italian and Dutch SMEs within their supply chains.  相似文献

This research aims to investigate various sustainability issues in the New Zealand wine industry. Namely, the study examines (1) what drives the industry to engage in sustainability practices, (2) the role of stakeholders in the company's decision-making, and (3) environmental practices related to water utilization, chemicals and waste management. A qualitative research approach supplemented by quantitative measures was adopted to answer the research questions. Twenty-four wineries were studied. The research found that the most important drivers for sustainable practices are personal values, preferences and satisfaction with the profession (i.e., enjoyment of the work itself), followed by product quality and customers' demand. Size of firm also appears to be an important factor. New Zealand wine companies are also driven by the market, but companies do not receive a price premium for grapes grown sustainably or organically grown. The study proposes a typology matrix that differentiates wineries' involvement in sustainability based on the extent of sustainability practices and sustainability drivers.  相似文献

This paper presents the results of a collaborative programme of action between the European Federation of Inland Ports (EFIP) and the EC PORTOPIA research project to assist EU inland ports to enhance further their environmental performance. In order to achieve this goal, an environmental survey was specifically designed to reflect the operational and geographical circumstances of inland ports and to help to accelerate the culture of the reporting of environmental performance.The survey was developed to be user-friendly and practicable, and based on established good-practice taking into account the suggestions and advice of EFIP and its members, as well as the experience of the EcoPorts Network. As a result of the survey, an initial baseline of environmental performance for the EU inland port sector was established.A total of 27 port authorities participated in the survey, representing a range of port profiles in terms of size, commercial profile and geography. All response details were treated in strict confidence and the benchmark performance was reported as a European average. Results show that approximately 70% of the respondent ports declare that they have the major components of an Environmental Management System (EMS) actively in place (e.g. policy, inventory of legislation). An environmental index (1–10) has been calculated reflecting the performance of the sector in terms of the application of major EMS components. The average index value for the EU inland port sector baseline resulted in 6.Almost 67% of respondent ports indicated that they conduct environmental monitoring of different aspects, with waste being the most common. The survey results have also delivered the first top-10 ranking of environmental priorities for the EU inland port sector. It is interesting to note that also almost 70% of the inland ports apply initiatives to implement green actions. The outcomes of this paper are likely to be of interest to a wide range of stakeholders and decision-makers.  相似文献

With the increase in awareness of environmental issues, the level of environmental disclosure and stakeholder demands for environmental information is increasing. New developments in the ISO 14000 standards also make it more evident that a company's environmental performance as well as its environmental reporting should be considered as strategic issues in business strategy. Especially for a developing country like Malaysia, many companies are under external pressures to improve their environmental performance.In this study, a review on the image and environmental disclosure, together with the challenges in environmental information management and a short case study are presented.
