ABSTRACT

“Waste-to-energy” (WTE) technologies have been presented as one of the avenues to improve the management of solid waste whilst promoting clean and healthy urban environments through the recovery of waste and generation of energy. Research suggests that with the right investment in technologies and institutional changes, waste can potentially become a resource that can contribute to the socio-economic development of cities. It is in this context that this paper presents a review of the literature on WTE technologies and their implications on sustainable waste management in urban areas. The paper particularly contributes to our understanding of WTE technologies and its potential on Municipal Solid Waste Management (MSWM) in Johannesburg, South Africa. It is estimated that the city of Johannesburg’s landfills airspace will be completely depleted by year 2023. This projection becomes a motivation for the identification of suitable WTE alternative avenues to manage waste in the city. The paper argues that WTE technologies can contribute significantly to sustainable waste management, economic growth, ecological and environmental well-being.  相似文献

Environmental Management of Quarries as Waste Disposal Facilities   总被引:2,自引:1,他引:1  
Problems associated with the disposal of municipal solid waste have become a source of public concern worldwide as awareness of potential adverse environmental impacts and health threats from solid waste has increased. Communities are concerned about the generation and management of solid waste to the extent of refusing to allow new disposal facilities near their homes, often after witnessing the legacy of existing facilities. Under these conditions, the development of national policies for the management of solid waste becomes highly political, all while requiring appropriate technical solutions that ensure environmental protection and proper management plans that support an acceptable solution for the disposal of municipal solid waste. In some locations, the conversion of old quarries into well-engineered and controlled landfills appears as a promising solution to a continuously increasing problem, at least for many decades to come. This paper describes the environmental impacts associated with solid waste disposal in a converted quarry site and the mitigation measures that can be adopted to alleviate potential adverse impacts. Environmental management and monitoring plans are also discussed in the context of ensuring adequate environmental protection during and after the conversion process.  相似文献

Public opinion and siting solid waste landfills in Kuwait   总被引:1,自引:0,他引:1  
Siting municipal solid waste landfills in Kuwait had not considered public concerns about the location of such facilities. Kuwait Municipality has disposed urban waste in abandoned sand quarries for the past 20 years in an unplanned fashion. Due to this improper siting criteria, environmental and health problems have risen from old landfills that are located in residential areas. In an effort to help responsible decision-makers in assessing public support for siting landfills a structured, yet simple, questionnaire was designed and distributed to a random sample of heads of households. Statistical techniques were employed to examine trends and relationships between the sample public responses concerning landfill siting criteria. The findings of the research indicated that a significant percentage of the responding sample did not know about the various landfill impacts and less than 50% were aware of the negative impacts of landfills on the public health and the environment. The visual appearance of the landfill scored the lowest impact in the opinion of the sample public while the most important aspect in siting a landfill appeared to be its economic consideration. The research findings also directed attention to the important role that the media could play in increasing public awareness. Results from the cross-classification analysis demonstrated the existence of differences in awareness levels according to age, nationality, martial status, education, and occupation of the responding sample. Statistically, these differences were significant at the 95% significance level, as supported by the test of the χ-square.  相似文献

Solid waste management is a worldwide problem and it is becoming more and more complicated day by day due to rise in population, industrialization as well as changes in our life style. Presently most of the waste generated is either disposed of in an open dump in developing countries or in landfills in the developed ones. Landfilling as well as open dumping requires lot of land mass and could also result in several environmental problems. Land application of urban/municipal solid waste (MSW) can be carried out as it is rich in organic matter and contains significant amount of recyclable plant nutrients. The presence of heavy metals and different toxics substances restricts its land use without processing. Vermicomposting of MSW, prior to land application may be a sustainable waste management option, as the vermicast obtained at the end of vermicomposting process is rich in plant nutrients and is devoid of pathogenic organism. Utilization of vermicast produced from urban/municipal solid waste in agriculture will facilitate in growth of countries economy by lowering the consumption of inorganic fertilizer and avoiding land degradation problem. Vermicomposting of urban/MSW can be an excellent practice, as it will be helpful in recycling valuable plant nutrients. This review deals with various aspects of vermicomposting of MSW.  相似文献

The management of medical waste is of great importance due to its potential environmental hazards and public health risks. In the past medical waste was often mixed with municipal solid waste and disposed of in residential waste landfills or improper treatment facilities (e.g. inadequately controlled incinerators) in Korea. In recent years, many efforts have been made by environmental regulatory agencies and waste generators to better manage the waste from healthcare facilities. This paper presents an overview of the current management practices of medical waste in Korea. Information regarding generation, composition, segregation, transportation, and disposal of medical wastes is provided and discussed. Medical waste incineration is identified as the most preferred disposal method and will be the only available treatment option in late 2005. Faced with increased regulations over toxic air emissions (e.g. dioxins and furans), all existing small incineration facilities that do not have air pollution control devices will cease operation in the next few years. Large-scale medical waste incinerators would be responsible for the treatment of medical waste generated by most healthcare facilities in Korea. It is important to point out that there is a great potential to emit air toxic pollutants from such incinerators if improperly operated and managed, because medical waste typically contains a variety of plastic materials such as polyvinyl chloride (PVC). Waste minimization and recycling, control of toxic air emissions at medical waste incinerators, and alternative treatment methods to incineration are regarded to be the major challenges in the future.  相似文献

The existence of illegal dumping continues to be a worldwide problem, even in nature protected areas, and its distribution is not random. An understanding of the distribution of illegal dumping sites is crucial for the enhancement of effective waste management systems. Therefore, this study aims at a better understanding of spatial and temporal changes to illegal dumping sites in a nature protected area (the Ojców National Park) from 1994 to 2016. The most important spatial factors that control the distribution of illegal dumping sites were the distance from roads and from the field-forest edge. In the last two decades, the number of small dumping sites has increased, whereas the number of large illegal dumping sites has decreased. Moreover, this study presents a model of the potential occurrence of illegal dumping sites, which indicates places that should be under the control of the national park and of local authorities.  相似文献

Current research on household food waste has not considered the impact of the inter-class power dynamics between employers and domestic helpers on food waste management and generation in the Global South. This article focuses on the issue of food justice and will demonstrate that it is important to reconsider household food practices within the framework of unequal power dynamics in household units – especially between employers and their domestic helpers. Informed by food waste regime conceptual framework, this paper will examine the complex food provisioning practices of Indonesian households. The research draws on 21 in-depth interviews with households of varying incomes, multiple site visits, participant observation and going along on grocery trips to better understand the power dynamics and practices that result in, or prevent the generation of household food waste. In addition, 12 key informant interviews with government officials, traditional food vendors, supermarket managers, and a waste collector was also conducted. In an Indonesian context, understanding the interclass dynamics of the household, namely, who gets to define what is “food” and what is “waste” is key to understanding the broader phenomenon of food waste in order to promote solutions to food waste prevention and food insecurity that is socially and environmentally just.  相似文献

With the annual increase in waste generation and heavy reliance on landfilling as disposal, method in Malaysia, it is just a matter of time before significant problems of space limitations, health, and environmental issues hit the nation severely. This paper attempts to develop an overview on solid, waste recycling in Malaysia at the most basic level of a community or nation which is the household, unit. Households are the main primary source of municipal solid waste in Malaysia, consisting of, recyclable materials at most 70% to 80% of the total waste composition as found placed in the, landfills. Overview on the existing household solid waste recycling policy and program status in, Malaysia is relevant in enhancing solid waste management measure from recycling perspective. Despite the high potential and opportunities for solid waste recycling, wastes are still simply being, dumped in an open area of ground without any attempt for recovery and recycling. Comparing to, recycling rates of neighboring countries, Malaysia is falling back at merely 5% which proves how, uncommon recycling practice is. The government is committed to significantly improve the national's, solid waste management services especially in waste minimization. Fortunately the emphasis on, recycling as a sustainable waste management strategy has taken a shift in paradigm as wastes, separation and recycling are part of the major changes in the current policy implementation. With, issues and challenges in recycling practice that were highlighted in this context especially from the, aspects of information availability and other loopholes within solid waste management policies and, related recycling program within the community, the question on whether the goals in 2020 can be, met remains unsure of but there is a possibility for a successful implementation of sustainable solid, waste management particularly in recycling.  相似文献

In order to meet the recycling and recovery targets set forth by the European Union's (EU) Waste and Landfill Directives, both the Irish and Czech governments’ policy on waste management is changing to meet these pressures, with major emphasis being placed upon the management of biodegradable municipal waste (BMW). In particular, the EU Landfill Directive requires reductions in the rate of BMW going to landfill to 35% of 1995 values by 2016 and 2020 for Ireland and the Czech Republic, respectively. In this paper, the strategies of how Ireland and the Czech Republic plan to meet this challenge are compared. Ireland either landfills or exports its waste for recovery, while the Czech Republic has a relatively new waste management infrastructure. While Ireland met the first target of 75% diversion of BMW from landfill by 2010 and preliminary 2012 data indicate that Ireland is on track to meet the 2013 target, the achievement of the 2016 target remains at risk. Indicators that were developed to monitor the Czech Republic's path to meeting the targets demonstrate that it did not meet the first target that was set for 2010 and will probably not meet its 2013 target either. The evaluation reports on the implementation of Waste Management Plan of Czech Republic suggest that the currently applied strategy to divert biodegradable waste from landfill is not effective enough. For both countries, the EU Waste Framework and Landfill Directives will be a significant influence and driver of change in waste management practices and governance over the coming decade. This means that both countries will not only have to invest in infrastructure to achieve the targets, but will also have to increase awareness among the public in diverting this waste at the household level. Improving environmental education is part of increased awareness as it is imperative for citizens to understand the consequences of their actions as affluence continues to grow producing increased levels of waste.  相似文献

ABSTRACT/ The aim of this study is to analyze the antecedents of urban waste recycling behavior. To achieve this goal, a concrete urban waste management program was chosen. The study focuses on the Selective Collection Program (SCP) in Zaragoza, a medium-sized city in northeastern Spain. The research starts with a conceptual model in which the variables that potentially affect recycling behavior can be classified into two groups: incentives and barriers. Moreover, the sociodemographic characteristics of the individuals are included in our study. Given that the proposed model requires specification of latent variables or constructs, the analysis is based on the Structural Equation Models (SEM) methodology. The results revealed that environmental awareness, knowledge of the environmental impact of urban waste, and the positive perception of management by local government exercise a positive effect on individual recycling behavior, while perceived personal difficulties (space and time availability) and distance to and from the container have a negative effect. As regards sociodemographic variables, this study found that annual family income sustains a negative relationship with recycling behavior, while age maintains a positive one. The results obtained clearly show the important role that the public authorities play, especially municipal governments, in achieving the waste recycling objectives established in accordance with international legislation.  相似文献

The twentieth century saw a dramatic increase in the production of urban solid waste, reflecting unprecedented global levels of economic activity. Despite some efforts to reduce and recover the waste, disposal in landfills is still the most usual destination. However, landfill has become more difficult to implement because of its increasing cost, community opposition to landfill siting, and more restrictive environmental regulations regarding the siting and operation of landfills. Moreover, disposal in landfill is the waste destination method with the largest demand for land, while land is a resource whose availability has been decreasing in urban systems. Shortage of land for landfills is a problem frequently cited in the literature as a physical constraint. Nonetheless, the shortage of land for waste disposal has not been fully studied and, in particular, quantified. This paper presents a method to quantify the relationship between the demand and supply of suitable land for waste disposal over time using a geographic information system and modelling techniques. Based on projections of population growth, urban sprawl and waste generation the method can allow policy and decision-makers to measure the dimension of the problem of shortage of land into the future. The procedure can provide information to guide the design and schedule of programs to reduce and recover waste, and can potentially lead to a better use of the land resource. Porto Alegre City, Brazil was used as the case study to illustrate and analyse the approach. By testing different waste management scenarios, the results indicated that the demand for land for waste disposal overcomes the supply of suitable land for this use in the study area before the year 2050.  相似文献

The management of municipal waste is one of the most emotive local environmental issues in the UK at present and represents a key sustainability “battleground” as local authorities seek to reduce waste arisings and encourage the reuse and recycling of materials among households. Within the literature on household waste management, a broad range of disciplinary perspectives and practical recommendations exist and it is the aim of this paper to step back and take stock of the role of households and communities in resource consumption and waste generation patterns across the UK within recent decades. By exploring the household in this context, trends in consumption and waste generation are outlined in addition to key influencing factors such as lifestyles and well-being, demographics and environment. Finally, key lessons learnt, challenges faced going forward and approaches for developing more sustainable practices at the household, community and national levels are discussed.  相似文献

Food and food-related waste is a high priority in terms of waste minimisation in New Zealand. Over the summer of 2012–2013, a survey of 147 participants was conducted on a range of views and practices related to environmental challenges and understandings. The survey, undertaken in Palmerston North, New Zealand, captured a wide socio-demographic. This article focuses on respondents’ food practices from purchase, to plate, to disposal and the environmental implications of these practices. The survey data have allowed an enriched understanding of both individual and structural level challenges as well as incentives towards improving environmental practices in relation to household food waste minimisation. The results indicated that, in keeping with other research in this area, food waste increases according to the number of individuals in a household, and in particular the number of younger people. Also, while the majority of participants were at least “somewhat concerned” about their households’ environmental impact, over three quarters of participant households put food waste into their rubbish bin. Some solutions and directions to further progress research, policy, and practice in this area are offered, and include the need for more direct and personalised communication regarding waste minimisation, along with the provision of kerbside food waste collections. It is clear that individual- or household-level changes are important and must be supported systemically by both local body and state level legislation and initiatives, if there is to be any substantial decline in food waste going to landfill.  相似文献

This research was conducted with the objective of determining and evidencing the social and environmental/economic results from the implementation of a reverse logistics program providing for the recycling, reuse, and, when necessary, final, environmentally correct disposal of post‐consumption products and product wastes by a multinational manufacturer of computer peripherals with an operation based in the city of São Paulo, Brazil. The reverse logistics process (logisticareversa, or, in this paper, LR) was intended to meet the objectives and principles of the regulatory framework defined in the National Solid Waste Policy (PNRS) in Brazil. A single case study was carried out. The results showed that after the adoption of the solid waste management policy, the study company no longer disposed of 1,413,552 kilograms (kg) of materials classified as mixed iron, polystyrene, cardboard, toner powder, and plastic in landfills. The LR process made a profit in two companies: the company surveyed made, in Brazilian reais (R), R$ 9,188,185.51, and the company contracted to carry out the process made, R$ 411,325.97. This latter profit is called by us the “social profit.” The measurement of the environmental/economic, social, and financial results by internalizing the expenses of the LR program into the costs of production shows that reuse and recycling better meets the needs of society and the company than landfilling these post‐consumption materials. Furthermore, the use of cost accounting allows the verification of other goals not indicated in the current model, such as the generation of employment, income, mitigation of environmental problems, and the profit earned by the company contracted to implement the LR process. We also conclude that cost accounting makes it possible to obtain necessary information for decision makers, who are seeking to neutralize environmental impacts and promote sustainable development, thus harmonizing the economic, social, and environmental aspects, to understand the impacts of the LR process.  相似文献

Industrial and medical wastes constitute a larger part on what is known as ‘hazardous wastes’. The production of these wastes is and will continue to be an on going phenomenon as long as human civilization persists. The health impacts of direct and indirect exposure to hazardous wastes include carcinogenic effects, reproductive system damage, respiratory effects, central nervous system effects, and many others. Today, many developed countries have legal provisions with regard to proper management of hazardous wastes. Tanzania, like many developing countries, has little emphasis on the proper handling and disposal of hazardous wastes. There is a serious inadequacy in handling industrial and medical solid wastes in the Dar es Salaam City. Improper waste deposition is increasingly becoming a potential public health risk and an environmental burden. Due to poor control of waste, industrialists and hospital owners are not well checked on how they handle and dispose of the wastes they produce with the result that many hazardous wastes reach the Vingunguti dumpsite without notice. Data on waste generation in Dar es Salaam is also inadequate, making it difficult to plan an efficient solid waste system. Promotion of public awareness, legislation and regulations enforcement and establishment of a proper sanitary landfill are considered to be principal remedial measures to ensure sound environmental maintenance. This paper summarizes the findings of the study on the practices of industrial and medical waste management in Dar es Salaam. The author aims to express the inadequacy in hazardous waste management and suggests possible measures to be applied in order to rectify the situation.  相似文献

The collection and management of waste electrical and electronic appliances around the world, and the possible negative environmental consequences have been an issue of current debate. Cathode ray tubes (CRTs) used as display screen for computer monitors and televisions contains large quantities of lead, estimated at between 0.5 and 4 kg, depending on the size of the CRT and has been identified as the most polluting of all electronic waste components. Having failed the tests used in the toxicity characterization of solid wastes, CRTs have been declared ‘hazardous’ and subsequently banned from landfills and incinerators in most developed countries. Presently, large quantities of CRTs are generated globally with only few developed countries having effective take back and sound management program. Meanwhile, large quantities of CRT-containing devices are being moved across frontiers into developing countries in the name of ‘reuse’ and ‘bridging the digital divide’. With near absence of recycling infrastructure for electronic wastes in most developing countries, waste CRTs are disposed of with MSW at open dumps and unsanitary landfills. This paper reviews the current practices in the management of CRTs around the world, with emphasis on the role of regulations, availability of recycling infrastructure, recycling/reuse routes, and export into developing countries. Inappropriate disposal of waste CRTs creates the opportunity for large-scale environmental contamination with heavy metals, especially lead. Appropriate disposal routes are required globally in the management of CRTs in order to mitigate environmental contamination and human exposure to toxins.  相似文献

During the last decade waste management has become one of the most problematic and demanding issues to be addressed in Ireland. Increasing waste production and landfills reaching their capacity are placing unprecedented pressure on the land, and are unsustainable in the long term. However, while surveys of public opinion present a picture of a population increasingly concerned about the quality of the environment and the problem of waste management, there has been an increase in amounts of municipal waste being sent to landfill. Although not unique to Ireland, this gap between values and actions is one that deserves further critical consideration if positive sustainable waste management strategies are to be developed. This paper, based on research being conducted in two case study locations in the west of Ireland, engages with value-action gaps in terms of waste management strategies in Ireland. Based on empirical evidence the paper examines the public's self-reported barriers to more sustainable waste management. The paper argues that some of the greatest barriers to improved waste management are cultural, social and political and that contextual variables such as notions of responsibility and lack of trust in waste regulators contribute greatly to the gap between citizens' attitudes and actions towards waste management.  相似文献

The management of plastic waste through various methods such as landfilling, recycling, and incineration has several inherent shortcomings, such as a lack of resources, preparation, motivation, financial power, and expertise. Additionally, these methods are unable to handle the quantity and types of plastic waste, nor do they increase the public's interest in plastic waste management practices. According to research, environmental, economic, and social factors are the main drivers for reducing plastic waste. Experts from around the world have identified four significant areas of concern for which solutions have been proposed: methods of plastic waste reduction and management, the amount of plastic waste, the quality of waste/plastic, and awareness of plastic waste management/cost of plastic waste management. However, individual solutions proposed for these key areas of concern are facing several challenges, leading to delays in their adoption or less popularity globally. The review has identified the reasons for the less popularity of existing plastic waste management methods, which are less environmentally friendly and have a complex process, hence requiring serious reconsideration from technocrats and researchers to develop more sustainable and efficient procedures that do not produce more hazardous by-products. This study also found that financial incentives are one of the main drivers to ensure the mass participation of lower and working-class people.  相似文献

Economic instrument is indubitably perceived as effective for encouraging or forcing contractors to conduct environmentally friendly construction practices. Previous studies in relation to this topic mainly put emphasis on economic analysis of construction and demolition (C&D) waste management from a static point of view, which failed to consider its dynamics nature by integrating all essential activities throughout the waste chain. This paper is thus intended to highlight the dynamics and interrelationships of C&D waste management practices and analyze the cost-benefit of this process using a system dynamics approach. Data related to concrete and aggregate of a construction project in Shenzhen was collected for the application of the proposed model. The findings reveal that net benefits from conducting C&D waste management will occur, but a higher landfill charge will lead to a higher net benefit, as well as an earlier realization of the net benefit. In addition, the general public under a higher landfill charge will suffer from a higher environmental cost caused by illegal dumping. The simulation results also suggest that current regulation in Shenzhen should be promoted to facilitate a dramatic increase in net benefit from the implementation of C&D waste management. This research is of value in facilitating better understanding on the dynamics of C&D waste management activities throughout the waste chain, as well as providing a tool for simulating the cost-benefit of C&D waste management practices over the project duration.  相似文献
