Both the Aalborg Commitments and the guidance on integrated urban environmental management and sustainable urban transport plans proposed by the EU Thematic Strategy on the Urban Environment foresee a baseline review as the first step in developing integrated urban management plans and systems. A baseline review of urban sustainability undertaken in Riga reveals significant discrepencies between the sustainability criteria of the Aalborg Commitments and the: responsibilities and competencies of the municipal government and administration as defined by statutes; policy goals and measures defined in municipal planning documents; policy goals and measures defined in the Riga Development Plan. To better orient the mandate of the municipality towards sustainable development, municipal statutes should be supplemented to more fully reflect the issues defined by the Aalborg Commitments and should include sustainability as a goal. In order to strengthen the implementation of sustainable development specific policy goals, measures and targets should be formulated for all the Aalborg Commitments issues when revising existing municipal planning documents or developing a municipal sustainable development management plan. An analysis of the European Common Indicators and the State of the Environment in Riga 2001 indicators indicates that they can only partially fulfill a monitoring function for the implementation of the Aalborg Commitments. This highlights a need to better coordinate sustainable development initiatives at the European level. The methodology used for the baseline review in Riga is useful for assessing the status of urban sustainability when preparing integrated urban management plans or systems, but requires testing elsewhere. 本文基于对现有城市交通碳排放测算方法的比较分析,以上海市为例,采用IPCC"自下而上"法对特大型城市客运交通CO2排放进行了测算,结果显示:轨道交通是碳排放效率最高的客运方式,出租车最低;客运交通CO2排放总量增长迅速,且碳源结构发生了较大变化;近年客运交通CO2排放增量主要来自私人载客汽车,同时公务交通在客运交通碳排放中始终占较大比重。由此本文认为,控制客运交通碳排放的关键在于对以私人载客汽车和单位载客汽车为主的个体交通的管理和控制,形成以公共交通为主的交通结构。在此基础上,为了将控制碳排放纳入到城市交通政策目标中去,本文就主要城市交通政策对客运交通碳排放产生的影响进行了深入分析,并得出结论:以往的交通供给、需求管理政策对于抑制客运交通碳排放增长的作用有限;而就目前城市空间发展政策的实施效果而言,也不利于降低居民出行的碳排放水平。文章最后分别从交通供给、需求管理以及城市空间角度给出了控制客运交通碳排放的对策。  相似文献

While environmental regulations are designed to ensure that organizations comply with minimum environmental standards, organizations may be compelled to pay penalties if they exceed the set standard. This study provides explanations on the effectiveness of a forced internalization of external environmental cost in a brewery in South Africa. A review of relevant literature indicates the apathy of organizations to internalize environmental costs. To see whether this apathy still holds, this paper uses the contingency theory approach to management accounting to analyze a case study on the effectiveness of forced internalization of brewery wastewater treatment cost by a municipality in South Africa. Findings reveal that the policy forced brewery managers to develop a waste-reduction strategy to improve production efficiency while limiting the volume of brewery wastewater and chemical oxygen demand emissions discharged to municipal waste treatment plant. A significant implication of this study is the forced internalization of wastewater treatment cost and the use of resources more efficiently and sustainably in production by the brewery as a result of the municipality’s policy to demand extra fees when agreed minimum wastewater discharges are exceeded. The importance of this policy is that it brought about improvements to the environmental, social, and economic performances of the brewery. The study suggests that environmental regulators should look beyond mere regulatory and monitoring roles to formulate policies to ensure that organizations take responsibility for external environmental costs they have created.  相似文献

As part of a comprehensive environmental management system, many countries establish emission control targets for mass emissions of a pollutant. Such targets are often the key objective of an environmental policy, such as an emission trading program. In China, however, it is more than just an objective of one particular policy; it has become a concept that has influenced many national environmental policies and activities. The objective of this article is to review the implementation of the total emission control policy in the past 10 years and explore emerging issues in its implementation. In the context of renewed interest in collaboration in natural resource management,the collaborative governance approach has lately been introduced to the forest Protected Areas(PAs)in Bangladesh.The adoption of this co-management approach is seen as an attempt to influence the governance process towards a transformation from the conventional custodian system to a more participatory management regime.Recognition of rights and responsibilities,effective participation,and equitable distribution of benefits amongst the key stakeholders working under a facilitative policy and legal framework are believed to address the broader goals of sustainable development Notwithstanding the resurgence of interest in governance of forest PAs through the co-management approach,academic research on the subject remains limited.This article attempts to review selected key information and milestones on the forest PAs governance with special reference to the major policies and legal documents.With a brief introductory section,this article focuses on the genesis and selected major features of the Forest PAs in the country.The discussion then dwells on the policy and legal framework and provides a critique on its relevance for promoting community participation.The existing institutional arrangements for community engagement in protected area governance are also analyzed in light of the national and international commitment and policy obligations on the part of the country.The salient observations and key findings of the study include the following:(1)despite its limitations,comanagement as concept and practice has gradually taken roots in Bangladesh;(2)the degree and level of active community participation remain low and limited,and there is also clear weakness in conscientizing and orientating the local community on the key legal and policy issues related to PA governance in the country;and(3)policy makers,practitioners,and other local stakeholders related to PA governance need to be oriented on international commitment and national de  相似文献

传统来看,国际河流和内河在管理模式、政策、法规上从来都是各自为政的。然而,利益主体的多元性,河流自身生态系统的统一性都说明了这两种河流的管理,包括合理利用和有效保护,具有共通之处,因此,成功的国际河流管理经验可以内河的利用保护所借鉴。在将国际河流保护制度和内河管理制度惊醒比较之后,本文试图从对比中思考我国内河流域管理立法模式、流域管理机构的地位和如何协调流域内部利益。流域管理不应单独立法,流域管理机构的地位在新《水法》中有所明确,但其职责还需进一步向统一宏观规划调度的方向定位,由流域管理机构根据公平合理地原则进行流域内部利益协调。只有将流域管理机构和协调流域内部利益紧密结合起来,才是流域可持续发展的关键。  相似文献

Land reform is identified as a key tool in fostering development in South Africa. Twenty years after the advent of democracy in South Africa, the land question remains a critical issue for policy makers. Several frameworks have been put in place by the government to identify land that is strategically located for land reform. However, many of these frameworks are not well aligned and not objective in defining strategically located land for land reform and often lead to unsustainable land use management practices. This has hampered the government’s land reform initiative in promoting agricultural land reform and food security. Accordingly, there is a need to develop a decision support tool that facilitates the identification of strategically located land for land reform. This study proposes the use of geographic information systems (GIS) and multi-criteria decision analysis (MCDA) to develop a strategically located land index (SLLI) to identify land suitable for agricultural land reform. Participatory workshops and the group analytical hierarchy process were utilised to identify and weigh criteria used in computing the SLLI. The results indicate that land that is suitable for agricultural land reform is scarce, and there are also competing needs on the highly suitable land for agriculture. The study demonstrates that GIS and MCDA are invaluable tools in facilitating evidence-based decision-making for land reform and sustainable land use management practices. The SLLI is not the panacea to land identification; there is also need to appreciate the contested nature of land in South Africa.  相似文献

Many agro(eco)systems in Africa have been degraded as a result of past disturbances, including deforestation, overgrazing, and over exploitation. These systems can be managed to reduce carbon emissions and increase carbon sinks in vegetation and soil. The scope for soil organic carbon gains from improved management and restoration within degraded and non-degraded croplands and grasslands in Africa is estimated at 20–43 Tg C year?1, assuming that 'best' management practices can be introduced on 20% of croplands and 10% of grasslands. Under the assumption that new steady state levels will be reached after 25 years of sustained management, this would correspond with a mitigation potential of 4–9% of annual CO2 emissions in Africa. The mechanisms that are being put in place to implement the Kyoto Protocol - through C emission trading - and prevailing agricultural policies will largely determine whether farmers can engage in activities that enhance C sequestration in Africa. Mitigation of climate change by increased carbon sequestration in the soil appears particularly useful when addressed in combination with other pressing regional challenges that affect the livelihood of the people, such as combating land degradation and ensuring food security, while at the same time curtailing global anthropogenic emissions.  相似文献

The goals of Integrated Water Resources Management (IWRM) can be achieved by embracing the principles of distributive governance, which places both customary and statutory water institutions on the same pedestal in the governance of water resources. As culture and traditions constitute intangible aspects of water resources management in rural Africa, the recognition of water governance systems grounded in local norms, which correspond better with the aspirations of local water users as against the expert-knowledge systems is desirable. Following the introduction of the statutory institutions in postcolonial Africa, customary institutions, which were once effective in regulating water resources became relegated to the background in those countries, including Botswana . Adopting a critical literature review approach, this article employs the concept of legal pluralism to analyze the institutional factors that create the disharmony between cultural and statutory water governance and management institutions. Findings indicate that water has been abstracted from its social nature and transformed into a tradable economic good. Ultimately, the local meanings and images encoded in water as a nature-given resource are overlooked, thus generating conflicts in water governance. The paper recommends the adoptions of legal pluralism under which water institutions need to embrace both customary and statutory institutions.  相似文献

This paper provides a case-study analysis of the challenges in the implementation of national soil policies, which was developed by the authors in Part I of the review of regulatory decisions for environmental protection [Rodrigues SM, Pereira ME, Ferreira da Silva E, Hursthouse A, Duarte AC. The Portuguese case was selected as a case-study since specific regulatory decisions for contaminated land management are still in the early stages of development. Given the gap between the situation at the EU level and the state of Portuguese soil policy development, it is of merit to consider national contaminated land policy regimes already in place within the EU and to see if these provide a suitable basis to define the main challenges and research needs for the implementation of a Portuguese contaminated land management strategy. A framework combining the D-P-S-I-R (drivers-pressures-sources-impacts-responses) structure of policy evaluation with the Source-Pathway-Receptor approach to health risk assessment is proposed to derive an effective regulatory framework for managing contaminated land in Portugal, using available information and only to develop new data and research where knowledge gaps exist. Funding site clean-up and assigning liability were identified as relevant factors currently hampering site remediation. Most relevant research needs for the development of contaminated land management practices in Portugal are those associated to the definition of a risk assessment framework and setting guidelines for the evaluation of risks posed to both humans and ecosystems. Other relevant and innovative features are the integration of soil function analysis into site investigations and the definition of a framework that combines risk assessment with soil function analysis. The analysis of the Portuguese case also provides insight into the discussions needed for the effective development of regulatory decisions for contaminated land management in countries with no history of implementing specific soil policies.  相似文献

Anthropogenic Trace Compounds (ATCs) that continuously grow in numbers and concentrations are an emerging issue for water quality in both natural and technical environments. The complex web of exposure pathways as well as the variety in the chemical structure and potency of ATCs represents immense challenges for future research and policy initiatives. This review summarizes current trends and identifies knowledge gaps in innovative, effective monitoring and management strategies while addressing the research questions concerning ATC occurrence, fate, detection and toxicity.We highlight the progressing sensitivity of chemical analytics and the challenges in harmonization of sampling protocols and methods, as well as the need for ATC indicator substances to enable cross-national valid monitoring routine. Secondly, the status quo in ecotoxicology is described to advocate for a better implementation of long-term tests, to address toxicity on community and environmental as well as on human-health levels, and to adapt various test levels and endpoints. Moreover, we discuss potential sources of ATCs and the current removal efficiency of wastewater treatment plants (WWTPs) to indicate the most effective places and elimination strategies. Knowledge gaps in transport and/or detainment of ATCs through their passage in surface waters and groundwaters are further emphasized in relation to their physico-chemical properties, abiotic conditions and biological interactions in order to highlight fundamental research needs. Finally, we demonstrate the importance and remaining challenges of an appropriate ATC risk assessment since this will greatly assist in identifying the most urgent calls for action, in selecting the most promising measures, and in evaluating the success of implemented management strategies.  相似文献

The conservation and sustainable use of forests in the twenty-first century pose huge challenges for forest management and policy. Society demands that forests provide a wide range of ecosystem services, from timber products, raw materials and renewable energy to sociocultural amenities and habitats for nature conservation. Innovative management and policy approaches need to be developed to meet these often-conflicting demands in a context of environmental change of uncertain magnitude and scale. Genetic diversity is a key component of resilience and adaptability. Overall, forest tree populations are genetically very diverse, conferring them an enormous potential for genetic adaptation via the processes of gene flow and natural selection. Here, we review the main challenges facing our forests in the coming century and focus on how recent progress in genetics can contribute to the development of appropriate practical actions that forest managers and policy makers can adopt to promote forest resilience to climate change. Emerging knowledge will inform and clarify current controversies relating to the choice of appropriate genetic resources for planting, the effect of silvicultural systems and stand tending on adaptive potential and the best ways to harness genetic diversity in breeding and conservation programs. Gaps in our knowledge remain, and we identify where additional information is needed (e.g., the adaptive value of peripheral populations or the genetic determinism of key adaptive traits) and the types of studies that are required to provide this key understanding.  相似文献

Cross-cutting government policies that are designed to mitigate CO2 emissions have caused an increased interdependence between government agencies. This leads to fragmentation in the public administration of climate change mitigation. The need for more coordination among government agencies involved in drafting and implementing energy and transportation policies is necessary to create collaborative strategies that can affect energy demand and reduce CO2 emissions. The study aims to use Thailand as a case study to examine and discuss how effective coordination and integration of energy and transport policies and actions in the domain of GHG mitigation in Thailand can be successful. The authors applied a mixed-method information gathering approach combined with data from panel discussions. A thorough literature review guided the evidence, which was reinforced by the expert opinions of 35 industry professionals and governmental officers. Importance-performance analysis was applied as a policy assessment method. The study proposes applying a combination of several factors and conditions regarding institutional aspects of transport and energy sectors into a new greater strategies and actions toward CO2 mitigation. In findings, a combination of instruments and autonomy of sectors is the greatest important and successful opportunity to enable effective coordination and integration of policies for CO2 mitigation. Insightful discussions on integrated approach and recommendations would contribute to collaboratively administrative mechanism.  相似文献

Agroforestry – the traditional practice of growing trees on farms for the benefit of the farm family and for the environment – was brought from the realm of indigenous knowledge into the forefront of agricultural research less than two decades ago. It was promoted widely as a sustainability-enhancing practice that combines the best attributes of forestry and agriculture. Based on principles of natural resource management and process-oriented research, agroforestry is now recognized as an applied science, that is instrumental in assuring food security, reducing poverty and enhancing ecosystem resilience at the scale of thousands of smallholder farmers in the tropics.Trees on farms provide both products and services: they yield food, fuelwood, fodder, timber and medicines, which farm families can use at home or take to market to bring in much-needed cash; they replenish organic matter and nutrient levels in soils and they help control erosion and conserve water. The International Centre for Research in Agroforestry, and its partners, are working to integrate the functions of trees with policy and institutional improvements that aim at facilitating wide-scale adoption by farmers.Two examples described in this paper are replenishing soil fertility in sub-Saharan Africa using short-term improved tree and shrub fallows and the results of agroforestry research to support significant land tenure policy in southeast Asia.Although just one option in sustainable land-use, science-based agroforestry has the potential to produce economically, socially and environmentally sound results for the billions of people who depend on this ancient practice and modern science.  相似文献

Congestion causes many externalities for the society, including time delays, excessive fuel consumption, air pollution, noise and safety concerns. In Shanghai, various policy options have been explored, piloted or applied; however, not all of them may be understood and accepted by the public. A survey was conducted to investigate people's attitudes towards several policy options. The main findings reveal that Shanghai residents are resistant to certain policies, such as congestion charges, higher parking charges in congested areas and car restrictions. Instead, they favor public transport provisions. The paper suggests that there is a case for promoting public transport and more efficient trips when the car ownership is still low, and for investing in a policy of educating the public on the 'true' costs and causes of congestion before embarking on ,an intensive policy of congestion charges or restrictions.  相似文献

China-Africa development cooperation in the rural sector has received an increased attention by researchers and policy-makers given the advantages and disadvantages of China’s contribution to the local economy. However, there is a lack of more reliable and nuanced findings to provide greater insights into the major issues concerning rural development and resource use. This paper aims to position land tenure and foreign investments linkages as a new research angle for understanding the role of land in sustainable resource use and investments. The paper provides a brief overview of China-Africa cooperation in rural development especially concerning agriculture to illustrate the neglect of critical land and resource use issues in policy and practice. The paper briefly discusses the ongoing land tenure reforms in Africa and the policy gaps to be filled through further research. It also discusses how China’s own development model, especially concerning land tenure reform, shares similar trajectories with Africa, which has important implications for the effectiveness of Chinese investments in African land. The paper concludes that there is an urgent need for lesson learning among Chinese and African policy-makers and investors towards tailoring development cooperation to more appropriate land tenure systems for sustainable resource use to the mutual benefit of Chinese and African stakeholders.  相似文献

Transportation policy measures often aim to change travel behaviour towards more efficient transport. While these policy measures do not necessarily target health, these could have an indirect health effect.We evaluate the health impact of a policy resulting in an increase of car fuel prices by 20% on active travel, outdoor air pollution and risk of road traffic injury. An integrated modelling chain is proposed to evaluate the health impact of this policy measure. An activity-based transport model estimated movements of people, providing whereabouts and travelled kilometres. An emission- and dispersion model provided air quality levels (elemental carbon) and a road safety model provided the number of fatal and non-fatal traffic victims. We used kilometres travelled while walking or cycling to estimate the time in active travel. Differences in health effects between the current and fuel price scenario were expressed in Disability Adjusted Life Years (DALY).A 20% fuel price increase leads to an overall gain of 1650 (1010–2330) DALY. Prevented deaths lead to a total of 1450 (890–2040) Years Life Gained (YLG), with better air quality accounting for 530 (180–880) YLG, fewer road traffic injuries for 750 (590–910) YLG and active travel for 170 (120–250) YLG. Concerning morbidity, mostly road safety led to 200 (120–290) fewer Years Lived with Disability (YLD), while air quality improvement only had a minor effect on cardiovascular hospital admissions. Air quality improvement and increased active travel mainly had an impact at older age, while traffic safety mainly affected younger and middle-aged people.This modelling approach illustrates the feasibility of a comprehensive health impact assessment of changes in travel behaviour. Our results suggest that more is needed than a policy rising car fuel prices by 20% to achieve substantial health gains. While the activity-based model gives an answer on what the effect of a proposed policy is, the focus on health may make policy integration more tangible. The model can therefore add to identifying win–win situations for both transport and health.  相似文献
