A debate is still open on issues of waste to energy methodologies aiming to answer to questions of particular relevance, such as whether the concept of SRF/RDF production can be applied directly to MSW through the Mechanical–Biological Treatment (MBT) process, when selective collection acts as a virtual pre-treatment of the same, or if the use of SRF/RDF as alternative fuel in cement kilns is the most sustainable solution. In this study, two scenarios were analyzed and compared: (a) the use of SRF in a new dedicated thermal plant for electricity production and (b) the use of SRF as an alternative fuel in an existing cement plant. The comparative assessment was based on principles of Sustainable Waste Management embracing technical and cost issues, environmental protection, industrial ecology and symbiosis. The application of SWOT analysis showed that the use of SRF in cement kilns is more sustainable compared to its use in a new dedicated plant for electricity production.  相似文献

One of the techniques used to dispose of 4,000 tons per day (TPD) of non‐recyclable waste from Tehran is to burn it as an alternative fuel in cement kilns. This practice reduces emissions from landfills, prevents the loss of waste energy, and conserves fossil fuel resources. The aim of our study was to conduct a life cycle assessment (LCA) of clinker production in cement kilns using a combination of natural gas, mazut, a form of heavy, low‐quality fuel oil, and refuse‐derived fuel (RDF) from Tehran. We used SimaPro 7.1 software to perform an LCA of 1 kilogram (kg) of clinker produced using the following fuel combinations: the first scenario involved natural gas consumption alone, the second scenario involved a combination of natural gas and mazut, with the mazut providing 5% to 30% of the heating value needed to produce cement clinker in the kiln, and the third scenario involved a combination of natural gas and RDF (providing 5% to 30% of the heating needed in the kiln). The impact categories in the LCA of global warming, eutrophication, and acidification were assessed by the Center of Environmental Science of Leiden University (Centrum voor Milieukunde Leiden—CML) CML 2000 method. The results indicated that the third scenario, involving natural gas and RDF, reduced acidification by 2.14–11.5% and global warming by 0–1.3% relative to the first scenario involving the use of only natural gas. In addition, we observed a 0.65–3.81% reduction in acidification and a 0.9–3.8% reduction in global warming under the third scenario compared with the second scenario (co‐firing of natural gas and mazut). The amount of nitrogen oxides (NOX) emitted from the combustion of the Tehran RDF was greater than that was emitted when burning mazut. Therefore, reduction of nitrogen from the RDF composition is necessary. This study indicates that the use of Tehran RDF (with reduced nitrogen) in Tehran cement kilns does not increase cement kiln NOX, sulfur dioxide (SO2), and carbon dioxide (CO2) emissions; however, we need to conduct additional investigation into the chemical composition of the Tehran waste before using solid waste in place of fossil fuels.  相似文献

Due to the lack of appropriate policies in the last decades, 60% of Brazilian cities still dump their waste in non-regulated landfills (the remaining ones dump their trash in regulated landfills), which represent a serious environmental and social problem. The key objective of this study is to compare, from a techno-economic and environmental point of view, different alternatives to the energy recovery from the Municipal Solid Waste (MSW) generated in Brazilian cities. The environmental analysis was carried out using current data collected in Betim, a 450,000 inhabitants city that currently produces 200 tonnes of MSW/day. Four scenarios were designed, whose environmental behaviour were studied applying the Life Cycle Assessment (LCA) methodology, in accordance with the ISO 14040 and ISO 14044 standards. The results show the landfill systems as the worst waste management option and that a significant environmental savings is achieved when a wasted energy recovery is done. The best option, which presented the best performance based on considered indicators, is the direct combustion of waste as fuel for electricity generation. The study also includes a techno-economical evaluation of the options, using a developed computer simulation tool. The economic indicators of an MSW energy recovery project were calculated. The selected methodology allows to calculate the energy content of the MSW and the CH4 generated by the landfill, the costs and incomes associated with the energy recovery, the sales of electricity and carbon credits from the Clean Development Mechanism (CDM). The studies were based on urban centres of 100,000, 500,000 and 1,000,000 inhabitants, using the MSW characteristics of the metropolitan region of Belo Horizonte. Two alternatives to recovering waste energy were analyzed: a landfill that used landfill biogas to generate electricity through generator modules and a Waste-to-Energy (WtE) facility also with electricity generation. The results show that power generation projects using landfill biogas in Brazil strongly depend on the existence of a market for emissions reduction credits. The WtE plant projects, due to its high installation, Operation and Maintenance (O&M) costs, are highly dependent on MSW treatment fees. And they still rely on an increase of three times the city taxes to become attractive.  相似文献

The potential reuse of rejects from upstream and downstream process of Mechanical-Biological-Treatment (MBT) plant for the production refuse derived fuel (RDF) was investigated in the present study. Since, the rejects were characterized with the high calorific values of approximately 21 kJ/kg for upstream process and 29.5 kJ/kg for downstream process, both can be considered for RDF production. Further, heavy metal contents were also not exceeding the European standards for using it as RDF is additional benefit. But, RDF production from upstream process rejects showed maximum energy supply of 3.20 × 106 MJ/d with less ash (11.8%), chlorine (0.6%) and sulfur (0.2%) contents than the downstream process rejects. Among the three potential RDF users surveyed, the cement industries showed positive interest to burn RDF in their cement kiln with the energy supply cost of <2.1 USD/GJ. Few technical, economical and safety barriers were also identified with the RDF end users and potential suggestions were discussed for thriving RDF market in Thailand.  相似文献

The problem of municipal solid waste has remained intractable in Nigeria despite the state’s central role in municipal solid waste management (MSWM). Policy and reforms of the MSWM system have invariably excluded the informal economy, with this exclusion frequently reinforced by uncritical implementation of neo-liberal development policies. Yet, the informal economy fortuitously remains active in solid waste collection, recycling, and disposal. This article is the aggregate outcome of an 8-year multi-stakeholder engagement in MSWM in Nigerian cities. It draws on insights from first-hand qualitative engagement with informal waste workers, interviews with key stakeholders, policy documents, and relevant literature to situate the Nigerian informal waste economy within current international development discourse. While highlighting the implications of social acceptance and inclusion of the waste economy in post-2015 MSWM and development policy, the study notes the lack of an articulate policy on MSWM in Nigeria and canvasses a specific policy to integrate the ubiquitous informal waste economy in MSWM. The paper suggests that inclusion per sé is central to the sustainable development goals (SDGs), and argues that an inclusive MSWM policy in Nigeria is desirable as it maps onto the SDGs which aim to improve lives in the post-2015 development era.  相似文献

The proximity principle—disposing of waste close to its origin—has been a central value in municipal solid waste (MSW) management in Japan for the last 30 years and its widespread adoption has helped resolve numerous “Not in My Backyard” issues related to MSW management. However, MSW management costs have soared, in large part because of aggressive recycling efforts and because most MSW is incinerated in a country that has scarce landfill capacity. In addition, smaller, less sophisticated incinerators have been closed because of high dioxin emissions. Rising costs combined with the closure of smaller incinerators have shifted MSW management policy toward regionalization, which is the sharing of waste management facilities across municipalities. Despite the increased use of regionalized MSW facilities, the proximity principle remains the central value in Japanese MSW management. Municipal solid waste management has become increasingly regionalized in the United States, too, but different driving forces are at work in these two countries. The transition to regionalized MSW management in Japan results from strong governmental control at all levels, with the central government providing funds and policy direction and prefectures and municipalities being the primary implementing authorities. By contrast, market forces are a much stronger force with US MSW management, where local governments—with state government oversight—have primary responsibility for MSW management. We describe recent changes in Japan’s MSW programs. We examine the connections between MSW facility regionalization, on the one hand, and, on the other hand, the proximity principle, coordination among local governments, central government control, and financing mechanisms.  相似文献

In policy support of municipal solid waste (MSW) management, life cycle assessment (LCA) can serve to compare the environmental or economic impacts of two or more options for waste processing. The scope of waste management LCAs generally focuses less attention on future developments, e.g., where will recycling take place, and more on the environmental performance of prototypes, e.g., the incineration of all waste compared to recycling. To provide more robust support for Swiss waste glass-packaging disposal, scenarios of Swiss waste glass-packaging are assessed from a life cycle perspective. The scenarios consist in schemes for the disposal of the total amount of Swiss waste glass-packaging, i.e., different combinations of recycling and downcycling in Switzerland or abroad developed in Part I, Meylan et al. (2013). In this article (Part II), the disposal schemes are assessed with respect to eco-efficiency, an indicator that combines total environmental impacts and gross value added in Switzerland. Results show that no policy alternative guarantees environmental impact reductions and gross value added gains under all developments of exogenous constraints. Downcycling to foam glass in Switzerland is not only an environmentally sound disposal option, but it also buffers gross value added losses in case domestic recycling (and thus glass-packaging production in Switzerland) ceases in the future. The substitution of products based on raw materials other than Swiss cullet is the main responsible for change in environmental and economic impacts. Hence, an eco-efficiency maximizing policy should consider the products of disposal schemes. The combination of scenario analysis and eco-efficiency assessment as presented in this paper can be applied to other contexts (i.e., countries, waste fractions).  相似文献

ABSTRACT

“Waste-to-energy” (WTE) technologies have been presented as one of the avenues to improve the management of solid waste whilst promoting clean and healthy urban environments through the recovery of waste and generation of energy. Research suggests that with the right investment in technologies and institutional changes, waste can potentially become a resource that can contribute to the socio-economic development of cities. It is in this context that this paper presents a review of the literature on WTE technologies and their implications on sustainable waste management in urban areas. The paper particularly contributes to our understanding of WTE technologies and its potential on Municipal Solid Waste Management (MSWM) in Johannesburg, South Africa. It is estimated that the city of Johannesburg’s landfills airspace will be completely depleted by year 2023. This projection becomes a motivation for the identification of suitable WTE alternative avenues to manage waste in the city. The paper argues that WTE technologies can contribute significantly to sustainable waste management, economic growth, ecological and environmental well-being.  相似文献

Increasing volumes of municipal solid waste (MSW) pose disposal problems for many cities. Costs are rising as landfilling becomes more difficult. The production of clean transportation fuels (methanol or hydrogen) from MSW is one economically and environmentally promising option for dealing with these problems. An attractive feature is that elimination of essentially all air pollutant emissions is inherent in the process. Current and future air emissions standards should be easily met. Methanol or hydrogen used in fuel cell vehicles (FCV) can help address problems of deteriorating urban air quality due to vehicle pollution and heavy dependence of the transport sector on imported petroleum. Buses are initial targets for commercial application of fuel cells. Coupled with FCVs, MSW could become a major transportation energy resource. For example, less than 25% of New York City's MSW supply would be sufficient to produce the methanol or hydrogen needed to fuel the entire city's bus fleet, if the buses were fuel cell powered. Estimated breakeven tipping fees required for hydrogen or methanol from MSW to compete with the cost of these fuels made from natural gas today are $52 to $89/raw tonne MSW for hydrogen and $64 to $104/raw tonne MSW for methanol (in 1991$), depending on the gasification technology considered. For comparison, the average tipping fee today in New York City is $74/tonne (1991$). Because of the high fuel economies expected for fuel cell buses, total lifecycle costs per bus-km could be lower than for conventional diesel-engine buses.  相似文献

ABSTRACT

Lagos is undoubtedly the cultural capital and economic hub of the West African sub-region. The challenge of municipal solid waste management (MSWM) in the megacity has remained intractable due partly to the increasing rate of population growth. While solid waste policy reforms, investments, and management practices in Lagos are in the upswing in the formal economy, the role of the informal economy in engendering sub-regional material linkages and livelihoods remain unexplored. Adopting a multi-stakeholder approach and data from interviews, this study critically examines how value reclamation from informal MSWM advances green neoliberalism and inclusive development. It shows that while informal transboundary trade of recyclable materials in the West African sub-region have previously been left out of analyses of MSWM in Lagos, the informal economy of waste and new investments in MSWM have neoliberal underpinnings beyond the megacity scale. The paper concludes that integrating the informal economy in framing MSWM policy in the megacity offers scope for evolving an inclusive development strategy while also enabling sustainable MSWM in the post-2015 era.  相似文献

In the present article, the thermal treatment of digested sewage sludge generated in the Swiss region of Zürich is modeled and optimized from an environmental perspective. The optimization problem is solved using a multi-objective mixed-integer linear program that combines material flow analysis, process models, life cycle assessment (LCA), and mathematical optimization techniques. The treatment options include co-incineration in municipal solid waste incineration, co-processing in cement production, and mono-incineration with the prospect of phosphorus recovery. The model is optimized according to six environmental objectives. Five of the six single-objective optimal solutions involve splits over the treatment options. The results reflect the available treatment capacities and other constraints, aspects rarely considered in conventional LCA studies. Co-processing in cement production is used to the maximum extent possible when minimizing impacts on climate change, human toxicity, fossil resource depletion, and fully aggregated impacts (ReCiPe H/A), whereas mono-incineration with phosphorus recovery receives the bulk of the sludge when optimizing for ecotoxicity and mineral resource depletion. Four of the single-objective optimal solutions (minimization of fossil energy resource depletion and contribution to climate change, human toxicity, and fully aggregated impacts) outperform the reference case over the six impact categories considered, showing that the current situation can be improved in some environmental categories without compromising others. The results of the sensitivity analysis indicate that assumptions regarding the product systems displaced by recovered by-products are critical for the outcome of the optimization. Our approach identifies in all of the cases solutions in which significant environmental improvements can be attained.  相似文献

This paper considers two alternative feedstocks for bioethanol production, both derived from household waste—Refuse Derived Fuel (RDF) and Biodegradable Municipal Waste (BMW). Life Cycle Assessment (LCA) has been carried out to estimate the GHG emissions from bioethanol using these two feedstocks. An integrated waste management system has been considered, taking into account recycling of materials and production of bioethanol in a combined gasification/bio-catalytic process. For the functional unit defined as the ‘total amount of waste treated in the integrated waste management system’, the best option is to produce bioethanol from RDF—this saves up to 196 kg CO2 equiv. per tonne of MSW, compared to the current waste management practice in the UK.However, if the functional unit is defined as ‘MJ of fuel equiv.’ and bioethanol is compared with petrol on an equivalent energy basis, the results show that bioethanol from RDF offers no saving of GHG emissions compared to petrol. For example, for a typical biogenic carbon content in RDF of around 60%, the life cycle GHG emissions from bioethanol are 87 g CO2 equiv./MJ while for petrol they are 85 g CO2 equiv./MJ. On the other hand, bioethanol from BMW offers a significant GHG saving potential over petrol. For a biogenic carbon content of 95%, the life cycle GHG emissions from bioethanol are 6.1 g CO2 equiv./MJ which represents a saving of 92.5% compared to petrol. In comparison, bioethanol from UK wheat saves 28% of GHG while that from Brazilian sugar cane – the best performing bioethanol with respect to GHG emissions – saves 70%. If the biogenic carbon of the BMW feedstock exceeds 97%, the bioethanol system becomes a carbon sequester. For instance, if waste paper with the biogenic carbon content of almost 100% and a calorific value of 18 MJ/kg is converted into bioethanol, a saving of 107% compared to petrol could be achieved. Compared to paper recycling, converting waste paper into bioethanol saves 460 kg CO2 equiv./t waste paper or eight times more than recycling.  相似文献

Life cycle assessment, LCA, has become a key methodology to evaluate the environmental performance of products, services and processes and it is considered a powerful tool for decision makers. Waste treatment options are frequently evaluated using LCA methodologies in order to determine the option with the lowest environmental impact. Due to the approximate nature of LCA, where results are highly influenced by the assumptions made in the definition of the system, this methodology has certain non-negligible limitations. Because of that, the use of LCA to assess waste co-incineration in cement kilns is reviewed in this paper, with a special attention to those key inventory results highly dependent on the initial assumptions made. Therefore, the main focus of this paper is the life cycle inventory, LCI, of carbon emissions, primary energy and air emissions. When the focus is made on cement production, a tonne of cement is usually the functional unit. In this case, waste co-incineration has a non-significant role on CO2 emissions from the cement kiln and an important energy efficiency loss can be deduced from the industry performance data, which is rarely taken into account by LCA practitioners. If cement kilns are considered as another waste treatment option, the functional unit is usually 1 t of waste to be treated. In this case, it has been observed that contradictory results may arise depending on the initial assumptions, generating high uncertainty in the results. Air emissions, as heavy metals, are quite relevant when assessing waste co-incineration, as the amount of pollutants in the input are increased. Constant transfer factors are mainly used for heavy metals, but it may not be the correct approach for mercury emissions.  相似文献

The current situation of municipal solid waste (MSW) and sewage sludge production (in terms of volume as well as composition) in China is introduced. Composting and compost application in China are reviewed. In China, the production of municipal solid waste and sewage sludge is changing rapidly along with economic development. Composting is mainly applied for treating MSW, about 20% of the total amount of MSW being disposed. MSW composting is mainly co-composted with night soil or sewage sludge. Compost is used in agriculture, forestry and horticulture. Compost application is the key factor influencing the composting development in China. To promote composting and compost application in China, a state-wide survey on the production, composition and physical and chemical properties of MSW and sewage sludge should be carried out. More effort should be made to develop low cost and high efficient composting technologies according to China's conditions. The environmental impact of compost application should also be given more attention.  相似文献

The location problem of treatment and service facilities in municipal solid waste (MSW) management system is of significant importance due to the socioeconomic and environmental concerns. The consideration of waste treatment costs, environmental impact, greenhouse gas (GHG) emissions, social fairness as well as other relevant aspects should be simultaneously taken into account when a MSW management system is planned. Development of sophisticated decision support tools for planning MSW management system in an economic-efficient and environmental friendly manner is therefore important. In this paper, a general multi-objective location-allocation model for optimally managing the interactions among those conflicting factors in MSW management system is proposed. The model is comprised of a three-stage conceptual framework and a mixed integer mathematical programming. The inclusion of environmental impact and GHG emission objectives push the output of the model tightening toward more environmentally friendly and sustainable solutions in MSW management. The application of this model is demonstrated through an illustrative example, and the computational efficiency of the programming is also tested through a set of incremental parameters. Latter in this paper, a comparison with previous case studies of MSW system design is presented in order to show the applicability and adaptability of the generic model in practical decision-making process, and the perspectives of future study are also discussed.  相似文献
