Alleviating human–carnivore conflict is central to large carnivore conservation and is often of economic importance, where people coexist with carnivores. In this article, we report on the patterns of predation and economic losses from wild carnivores preying on livestock in three villages of northern Baima Xueshan Nature Reserve, northwest Yunnan during a 2-year period between January 2010 and December 2011. We analyzed claims from 149 households that 258 head of livestock were predated. Wolves (Canis lupus) were responsible for 79.1 % of livestock predation; Asiatic black bears (Selenarctos thibetanus) and dholes (Cuon alpinus) were the other predators responsible. Predation frequency varied between livestock species. The majority of livestock killed were yak–cattle hybrids or dzo (40.3 %). Wolves killed fewer cattle than expected, and more donkeys and horses than expected. Wolves and bears killed more adult female and fewer adult male livestock than expected. Intensified predation in wet season coincided with livestock being left to graze unattended in alpine meadows far away from villages. On average, carnivore attacks claimed 2.1 % of range stock annually. This predation represented an economic loss of 17 % (SD = 14 %) of the annual household income. Despite this loss and a perceived increase in carnivore conflict, a majority of the herders (66 %) still supported the reserve. This support is primarily due to the benefits from the collection of nontimber resources such as mushrooms and medicinal plants. Our study also suggested that improvement of husbandry techniques and facilities will reduce conflicts and contribute to improved conservation of these threatened predators.  相似文献

High densities of people living around protected areas (PAs) in South Asia require management strategies to balance conservation goals and livelihood needs. Based on a survey of 777 households around five PAs in India and Nepal, this paper provides a comparative perspective of Indian and Nepali households’ views of protected area benefits and costs, their attitude toward conservation in general, and attitude toward protected area staff. Results indicate mixed responses towards tourism, varying from very favorable in Nepal to less favorable in India. The majority (81%) held positive attitudes towards the existence and importance of PAs but had negative perceptions of PA staff (69%). Most residents perceived benefits from access to fuel wood, fodder and other PA resources including benefits from tourism, while crop and livestock losses from wildlife were the main costs. Households overall positive attitudes towards the PAs and conservation despite high losses from living around PAs suggests that local residents may support conservation if their livelihood needs are met. Comparisons of household attitudes and perceptions suggest that locally based strategies rather than top-down approaches are likely to be more effective. Extending PA benefits to smaller landholders, households that are highly resource-dependent or experiencing higher income losses from human-wildlife conflicts, and less educated residents are particularly important to balance costs and losses from living around protected areas.  相似文献

The success of conserving biological resources in any Biosphere Reserve or protected area depends on the extent of support and positive attitudes and perceptions of local people have towards such establishments. Ignoring the dependence of the local people for their subsistence needs on resources of such areas leads to conflicts between protected area managers and the local inhabitants. Crop yield losses and livestock depredation were serious problems observed in most buffer zone villages of Nanda Devi Biosphere Reserve. In the present study 10 villages situated in the buffer zone of Nanada Devi Biosphere Reserve (1612 km2 area) in Chamoli district of Uttaranchal, India were studied during 1996-97 using a questionnaire survey of each household (419 = households; 2253 = total population in 1991; 273 ha = cultivated area). Estimates of crop yield losses were made using paired plots technique in four representative villages for each crop species. The magnitude of crop yield losses varied significantly with the distance of agricultural field from forest boundary. The total crop yield losses were high for wheat and potato in all the villages. The spatial distribution of total crop yield losses in any village indicated that they were highest in the area near to forest and least in the area near to village for all crops. Losses from areas near to forest contributed to more than 50% of total losses for each crop in all villages. However, in Lata, Peng and Tolma villages, the losses are high for kidney bean and chemmi (local variety of kidney bean) which varied between 18.5% to 30% of total losses in those villages. Potato alone represents 43.6% of total crop yield loss due to wildlife in Dronagiri village in monetary terms. Among the crops, the monetary value of yield losses are least for amaranth and highest for kidney bean. The projected total value of crop yield losses due to wildlife damage for buffer zone villages located in Garhwal Himalaya is about Rs. 538,620 (US$ 15,389). Besides food grains, horticultural crops i.e. apple, also suffered maximum damage. Major wildlife agents responsible for crop damage were wild boar, bear, porcupine, monkey, musk deer and partridge (chokor). Monkey and wild boar alone accounted for about 50% to 60% of total crop damage in the study villages. Goat and sheep are the major livestock killed by leopard. The total value of livestock losses at prevailing market rates is about Rs. 1,024,520 (US$ 29,272) in the study villages. Due to existing conservation policies and laxity in implementation of preventive measures, the problems for local inhabitants are increasing. Potential solutions discussed emphasize the need to undertake suitable and appropriate protective measures to minimize the crop losses. Change in cropping and crop composition, particularly cultivation of medicinal plants (high value low volume crops), were also suggested. Besides, fair and quick disbursement of compensation for crop loss and livestock killing need to be adopted. Local people of the buffer zone area already have a negative attitude towards park/reserve establishment due to socio-political changes inducing major economic losses and this attitude may lead to clashes and confrontations if proper ameliorative measures are not taken immediately.  相似文献

This paper analyzes five major causes of park-people conflicts that have occurred in Nepal's Royal Chitwan National Park. The causes include illegal transactions of forest products from the park, livestock grazing in the park, illegal hunting and fishing, crop damage, and threats to human and animal life caused by wild animals from the park. The conflicts indicate a reciprocal relationship between the park and local people. They reflect the attitudes of local people and representatives of the park authority whose priorities and objectives largely diverge. The results show that people settled adjacent to the park are heavily dependent on its resources. Even in places where some, albeit few alternative sources exist, local people continue to trespass the park boundary as these sources are inadequate to ensure the fulfillment of local people's resource needs. Illegal transactions of resources continue throughout the year; however, they are less intense during summer due to flooding caused by the Rapti River, which forms the park boundary towards the northern section where this study is conducted. The frequency of local people's visits to the park is mainly determined by their age, distance between homesteads and park, and volume of crop loss caused by wild animals. Crop damage is the function of size of landholding, distance, and frequency of crop raid. Local people claim that they have no intention of letting their livestock graze in the park; however, the dense vegetation of the park attracts livestock grazing on riverbanks just outside the open park boundary. Many head of livestock are killed by carnivores of the park. Human casualties are mainly caused by sloth bear (Melursus ursinus), tiger (Panthera tigris), wild pig (Sug scrofa), and rhinoceros (Rhinoceros unicornis). There had been some earlier attempts to reconcile the conflicts by offering local people different kinds of compensations; however, these were unsuccessful measures. An integrated approach is essential if efforts to resolve the park-people conflicts are to succeed. The government is in the process of launching a project that aims to resolve the inherent problems with such an approach. Suggestions are made to incorporate some key elements, such as maintaining effective communication between various parties and the potential for wildlife conservation among local people.  相似文献

A commonly overlooked aspect of conservation planning assessments is that wildlife managers are increasingly focused on habitats that contain non-native species. We examine this management challenge in the Gila River basin (150,730 km2), and present a new planning strategy for fish conservation. By applying a hierarchical prioritization algorithm to >850,000 fish records in 27,181 sub-watersheds we first identified high priority areas (PAs) termed “preservation PAs” with high native fish richness and low non-native richness; these represent traditional conservation targets. Second, we identified “restoration PAs” with high native fish richness that also contained high numbers of non-native species; these represent less traditional conservation targets. The top 10 % of preservation and restoration PAs contained common native species (e.g., Catostomus clarkii, desert sucker; Catostomus insignis, Sonora sucker) in addition to native species with limited distributions (i.e., Xyrauchen texanus, razorback sucker; Oncorhynchus gilae apache, Apache trout). The top preservation and restoration PAs overlapped by 42 %, indicating areas with high native fish richness range from minimally to highly invaded. Areas exclusively identified as restoration PAs also encompassed a greater percentage of native species ranges than would be expected by the random addition of an equivalent basin area. Restoration PAs identified an additional 19.0 and 26.6 % of the total ranges of two federally endangered species—Meda fulgida (spikedace) and Gila intermedia (Gila chub), respectively, compared to top preservation PAs alone—despite adding only 5.8 % of basin area. We contend that in addition to preservation PAs, restoration PAs are well suited for complementary management activities benefiting native fishes.  相似文献

Protected areas are integral to the global effort to conserve biodiversity, and, over the past two decades, protected area managers have begun to recognize that conservation objectives are next to impossible to achieve without considering the needs and concerns of local communities. Incentive-based programs (IBPs) have become a favored approach to protected area management, geared at fostering local stewardship by delivering benefits tied to conservation to local people. Effective IBPs require benefits to accrue to and be recognized by those experiencing the greatest consequences as a result of the protected area, and those likely to continue extractive activities if their livelihood needs are compromised. This research examines dispersal of IBP benefits, as perceived by local residents in Nepal's Annapurna Conservation Area. Results reported here are based on questionnaire interviews with 188 households conducted between September and December 2004. Results indicate that local residents primarily identify benefits from social development activities, provisions for resource extraction, and economic opportunities. Overall, benefits have been dispersed equally to households in villages on and off the main tourist route, and regardless of a household's participation in tourism. However, benefits are not effectively targeted to poorer residents, those highly dependent on natural resources, and those experiencing the most crop damage and livestock loss from protected wildlife. This article provides several suggestions for improving the delivery of conservation incentives.  相似文献

The aim of this study was to assess the potential for coexistence between rural people (living adjacent to a protected area) and predators (from the same area) ranging onto communal land. Ninety members of local communities bordering Manyeleti Game Reserve, which is contiguous with Kruger National Park, South Africa were interviewed. Respondents expressed diverging attitudes toward predators, which were more favorable among participants with higher education. Negative views were particularly due to fear of human and livestock losses, especially to lions, Panthera leo. Lions were thought to be the most abundant predator both within and outside the reserve. Lions were also the best known predator and were most often held responsible for killing livestock. Despite these livestock losses and a lack of conservation education, most participants voiced favorable opinions about large carnivore conservation, as predators were considered an integral part of the respondents’ natural heritage. Thanks to this cultural tolerance and also because of a largely accepted management policy regarding predator control, large carnivores and people can coexist in the vicinity of Kruger National Park.  相似文献

Livelihoods of people living in many protected areas (PAs) around the world are in conflict with biodiversity conservation. In Mexico, the decrees of creation of biosphere reserves state that rural communities with the right to use buffer zones must avoid deforestation and their land uses must become sustainable, a task which is not easily accomplished. The objectives of this paper are: (a) to analyze the conflict between people’s livelihoods and ecosystem protection in the PAs of the Sierra Madre de Chiapas (SMC), paying special attention to the rates and causes of deforestation and (b) to review policy options to ensure forest and ecosystem conservation in these PAs, including the existing payments for environmental services system and improvements thereof as well as options for sustainable land management. We found that the three largest PAs in the SMC are still largely forested, and deforestation rates have decreased since 2000. Cases of forest conversion are located in specific zones and are related to agrarian and political conflicts as well as growing economic inequality and population numbers. These problems could cause an increase in forest loss in the near future. Payments for environmental services and access to carbon markets are identified as options to ensure forest permanence but still face problems. Challenges for the future are to integrate these incentive mechanisms with sustainable land management and a stronger involvement of land holders in conservation.  相似文献

The study used the hypothetical lottery-choice questions to measure risk aversion and a detailed survey collected data on input use, farm production and non-farm activities to specifically assess whether risk aversion, risk perceptions, and socioeconomic factors affect the risk management strategies of farm households in Northern Ghana. Risk aversion significantly increases crop diversification strategies of households but marginally reduces herbicide use by households. Market risk significantly increases the use of improved seed varieties and the application of inorganic fertiliser but reduces diversification into livestock production. Production risk largely increases diversification into livestock production. Farmers’ risk management strategies are affected by socioeconomic variables such as access to extension services, area cultivated, age and gender. Policy effort focused on building pliable on-farm crop related risk management strategies should aim at considering the risk aversion and the perception of market risk whilst those focused on livestock should focus on production risk.  相似文献

Conflict with humans over livestock and crops seriously undermines the conservation prospects of India's large and potentially dangerous mammals such as the tiger (Panthera tigris) and elephant (Elephas maximus). This study, carried out in Bhadra Tiger Reserve in south India, estimates the extent of material and monetary loss incurred by resident villagers between 1996 and 1999 in conflicts with large felines and elephants, describes the spatiotemporal patterns of animal damage, and evaluates the success of compensation schemes that have formed the mainstay of loss-alleviation measures. Annually each household lost an estimated 12% (0.9 head) of their total holding to large felines, and approximately 11% of their annual grain production (0.82 tonnes per family) to elephants. Compensations awarded offset only 5% of the livestock loss and 14% of crop losses and were accompanied by protracted delays in the processing of claims. Although the compensation scheme has largely failed to achieve its objective of alleviating loss, its implementation requires urgent improvement if reprisal against large wild mammals is to be minimized. Furthermore, innovative schemes of livestock and crop insurance need to be tested as alternatives to compensations.  相似文献

Groups involved in the livestock vs large carnivore conflict hold widely divergent attitudes toward carnivores, yet they all endorse general ecocentric values. The hypothesis that contrasting motives for the endorsement of ecocentric values may mediate between the general values and attitudes toward carnivores was evaluated in a survey among sheep farmers, wildlife managers, and research biologists in Norway. Results showed positive associations between anthropocentrism and negative attitudes toward carnivores, and between ecocentrism and positive attitudes toward carnivores for all three groups. Farmers, relative to the other groups, scored lowest on the ecocentric and highest on the anthropocentric subscales, as operationalized by Thompson and Barton (1994). This result may be interpreted within a cognitive hierarchy model where environmental beliefs may transform general ecocentric values into negative or positive attitudes toward one specific environmental category.  相似文献

The presence of domestic dogs Canis familiaris in public open spaces is increasingly controversial. In our review of the literature, we located 133 publications of various types (papers, reports etc.) that examine some aspect of dogs in parks and open spaces (50 % focussed solely on dogs). There has been an exponential growth in the cumulative number of articles (R 2 = 0.96; 82 % published since 1997); almost all pertain to temperate latitudes (97 %) and most to the northern hemisphere (62 %). Most articles focus on impacts on wildlife (51 %), zoonotic diseases (17 %), and people’s perceptions regarding dogs (12 %). Articles mostly describe problems associated with dogs, while reports of low compliance with dog regulations are common. We outline six major findings regarding dogs in parks: (1) there is a paucity of information on dogs in parks, particularly in relation to their interactions with wildlife and regarding their management; (2) published studies are mainly restricted to a handful of locations in developed countries; (3) sectors of societies hold different views over the desirability of dogs in parks; (4) the benefits and risks of dogs to humans and park values are poorly documented and known; (5) dogs represent a notable disease risk in some but not all countries; and (6) coastal parks are over-represented in the literature in terms of potential negative impacts. Park managers globally require better information to achieve conservation outcomes from dog management in parks.  相似文献

Public lands occupied by feral horses in North America are frequently managed for multiple uses with land use conflict occurring among feral horses, livestock, wildlife, and native grassland conservation. The factors affecting habitat use by horses is critical to understand where conflict may be greatest. We related horse presence and abundance to landscape attributes in a GIS to examine habitat preferences using 98 field plots sampled within a portion of the Rocky Mountain Forest Reserve of SW Alberta, Canada. Horse abundance was greatest in grassland and cut block habitats, and lowest in conifer and mixedwood forest. Resource selection probability functions and count models of faecal abundance indicated that horses preferred areas closer to water, with reduced topographic ruggedness, situated farther from forests, and located farther away from primary roads and trails frequented by recreationalists, but closer to small linear features (i.e. cut lines) that may be used as beneficial travel corridors. Horse presence and abundance were closely related to cattle presence during summer, suggesting that both herbivores utilise the same habitats. Estimates of forage biomass removal (44 %) by mid-July were near maximum acceptable levels. In contrast to horse-cattle associations, horses were negatively associated with wild ungulate abundance, although the mechanism behind this remains unclear and warrants further investigation. Our results indicate that feral horses in SW Alberta exhibit complex habitat selection patterns during spring and summer, including overlap in use with livestock. This finding highlights the need to assess and manage herbivore populations consistent with rangeland carrying capacity and the maintenance of range health.  相似文献

The rapid increase of phosphorus (P) use in farming has raised concerns regarding its conservation and environmental impact. Increasing the P use efficiency (PUE) is an approach to mitigating these adverse impacts. In this study, we applied substance flow analysis (SFA) to establish a life-cycle P use efficiency model to determine the life-cycle PUE of the farming system used in Anhui Province in 2011, which is typical of the agriculture practiced in central China. Based on this model, the P flows and PUEs of five subsystems were identified and quantified: crop farming, crop processing, livestock breeding, rural living, and urban living. The three largest P flows were found in the crop farming and livestock breeding subsystems; it can therefore be concluded that these subsystems have substantial impacts on the entire farming system. In contrast, the PUEs of crop farming, rural consumption, and livestock breeding subsystems presented the three lowest PUEs (58.79%, 71.75%, and 76.65%, respectively). These results were also consistent with the finding that the greatest P losses occurred in crop farming and livestock breeding. Consequently, the study proposes that great potential exists for increasing PUEs in the farming system of Anhui, and several of the most promising measures could be combined for improving PUEs. Finally, the study assesses data quality and presents a sensitivity analysis for use in interpreting the results. The study also shows that improving PUE and decreasing P losses in farming systems through improved nutrient management must be considered an important issue, and this study represents valuable experience in resource conservation and agricultural development in China.  相似文献

The sustainability of wildlife resources in Africa is threatened by poaching for trophies and meat as well as changes in land use. In order to motivate local people for sustainable wildlife management, efforts to transfer decision-making power as well as benefits from central to local level have been made in several countries. Such efforts have not yet been seen in Kilombero Game Controlled Area, which is the area covered by the present study. The paper documents the importance of wildlife to local people, explores local people's perceptions on wildlife management and identifies constraints to sustainable wildlife management. A total of 177 household interviews in 5 villages and 129 interviews of pupils in schools have been conducted. The majority of pupils reported that their latest meal of meat was from a wild animal, and the most common species was buffalo. Apart from availability of cheap wildlife meat, advantages from living close to wildlife include the use of various parts of animals for, e.g. medical and ritual uses, and various plant products from wildlife habitats. Disadvantages include damages to crops, predation on livestock, and injuries to humans. The estimated loss of yield due to raiding by wildlife amounted to 21.9 and 47.8% of the harvest of rice and maize, respectively. Traditional wildlife management in Kilombero includes few rules to avoid resource depletion, because depletion has traditionally not been a problem due to low hunting technology and low human population. Government management includes strict rules, with hunting quotas as the main instrument, but the government has failed to enforce the rules. Ongoing discussions on new approaches to wildlife management like co-management and community-based management were largely unknown to the villagers in the area. Both poaching and agricultural expansion threaten the sustainability of Kilombero Game Controlled Area. It is suggested that transfers of decision-making power and benefits to local people is necessary in order to achieve sustainable management.  相似文献

Hawaii’s game animals are all non-native species, which provokes human–wildlife conflict among stakeholders. The management of human–wildlife conflict in Hawaii is further complicated by the discrete nature of island communities. Our goal was to understand the desires and perceived values or impacts of game held by residents of Hawaii regarding six game species [pigs (Sus scrofa), goats (Capra hircus), mouflon (Ovis musimon), axis deer (Axis axis), turkeys (Melagris gallopavo), and doves (Geopelia striata)]. We measured the desired abundance of game on the six main Hawaiian Islands using the potential for conflict index and identified explanatory variables for those desires via recursive partitioning. In 2011 we surveyed 5,407 residents (2,360 random residents and 3,047 pre-identified stakeholders). Overall 54.5 and 27.6 % of the emailed and mailed surveys were returned (n = 1,510). A non-respondent survey revealed that respondents and non-respondents had similar interest in wildlife, and a similar education level. The desired abundance of game differed significantly among stakeholders, species, and islands. The desired abundance scores were higher for axis deer, mouflon, and turkeys compared to pigs, goats or doves. Enjoyment at seeing game and the cultural value of game were widespread explanatory variables for desired abundance. Models for Lanai emphasized the economic value of game, whereas models for Maui identified the potential for game to contaminate soil and water. Models for Oahu and Kauai revealed concern for human health and safety. Given our findings we recommend managers design separate management plans for each island taking into consideration the values of residents.  相似文献

Because nutrient enrichment has become increasingly severe in the Tai Lake Basin of China, identifying sources and loads is crucial for watershed nutrient management. This paper develops an empirical framework to estimate nutrient release from five major sectors, which requires fewer input parameters and produces acceptable accuracy. Sectors included are industrial manufacturing, livestock breeding (industrial and family scale), crop agriculture, household consumption (urban and rural), and atmospheric deposition. Results show that in the basin (only the five sectors above), total nutrient loads of nitrogen (N) and phosphorus (P) into aquatic systems in 2008 were 33043.2 tons N a?1 and 5254.4 tons P a?1, and annual area-specific nutrient loads were 1.94 tons N km?2 and 0.31 tons P km?2. Household consumption was the major sector having the greatest impact (46 % in N load, 47 % in P load), whereas atmospheric deposition (18 %) and crop agriculture (15 %) sectors represented other significant proportions of N load. The load estimates also indicate that 32 % of total P came from the livestock breeding sector, making it the second largest phosphorus contributor. According to the nutrient pollution sectors, six best management practices are selected for cost-effectiveness analysis, and feasible options are recommended. Overall, biogas digester construction on industrial-scale farms is proven the most cost-effective, whereas the building of rural decentralized facilities is the best alternative under extreme financial constraint. However, the reduction potential, average monetary cost, and other factors such as risk tolerance of policy makers should all be considered in the actual decision-making process.  相似文献

A unique pastoral community uses the arid rangelands of eastern Ladakh, known as Changthang, northern India. The nomadic people rear a variety of livestock such as sheep, goats, horses and yaks, which provide them with various goods and services. Nevertheless, the needs and aspirations of the people are changing. There is a trend towards increasing the livestock population, especially of a breed of goat that produces one of the finest natural fibres: Pashmina, which is the mainstay of their economy. This increase in goat population, however, is jeopardising the long‐term survival of the wild herbivores in the region, and as such is not sustainable. We present information on the current trends in socio‐economy, Pashmina production, wildlife conservation, and the conflicts of interest between wildlife and nomads in the region. On the basis of this information, we make suggestions for the conservation of natural resources in the region. We recommend preserving the historical societal norms and notions of the people, and capitalising on them to manage natural resources. We also recommend joint management of natural resources by the local people, State and non‐governmental organisations. Our findings provide a platform on which a grazing policy for the region may be formulated.  相似文献

The loss of livestock to wild predators is an important livelihood concern among Trans-Himalayan pastoralists. Because of the remoteness and inaccessibility of the region, few studies have been carried out to quantify livestock depredation by wild predators. In the present study, we assessed the intensity of livestock depredation by snow leopard Uncia uncia, Tibetan wolf Canis lupus chanku, and Eurasian lynx Lynx l. isabellina in three villages, namely Gya, Rumtse, and Sasoma, within the proposed Gya-Miru Wildlife Sanctuary in Ladakh, India. The three villages reported losses of 295 animals to these carnivores during a period of 2.5 years ending in early 2003, which represents an annual loss rate of 2.9% of their livestock holdings. The Tibetan wolf was the most important predator, accounting for 60% of the total livestock loss because of predation, followed by snow leopard (38%) and lynx (2%). Domestic goat was the major victim (32%), followed by sheep (30%), yak (15%), and horse (13%). Wolves killed horses significantly more and goats less than would be expected from their relative abundance. Snow leopards also killed horses significantly more than expected, whereas they killed other livestock types in proportion to their abundance. The three villages combined incurred an estimated annual monetary loss of approximately $USD 12,120 amounting to approximately $USD 190/household/y. This relatively high total annual loss occurred primarily because of depredation of the most valuable livestock types such as yak and horse. Conservation actions should initially attempt to target decrease of predation on these large and valuable livestock species.  相似文献

Many Indian Protected Areas (PAs) act as a support system for the communities living in and around them. Large-scale human interventions in these PAs have resulted in biodiversity loss, threat to wildlife and habitat fragmentation. The Sariska Tiger Reserve (STR) is no exception. In this reserve, tiger (Panthera tigris) became extinct in 2004.To create inviolate space for the reintroduced tigers, government has planned voluntary relocation of villages located inside Critical Tiger Habitat. The voluntary relocation plan will be more challenging if people are not willing to get relocated from PAs. Therefore, we have empirically analysed the identified factors influencing local communities’ willingness in getting relocated outside the STR using logit model. Results revealed that “restriction of access” and “market access” are the most influential factors and positively associated while forest dependency is negatively associated with local communities’ willingness. Based on these results, it was recommended that policy should be directed towards restriction on accessing forest resources along with reduction in forest dependency by nurturing and strengthening villagers’ livelihood to ensure successful relocation. Displacement of existed small markets around the reserve will also persuade them to relocate in areas more connected to market and other facilities.  相似文献
