Industrialization is a common strategy adapted by developing countries in order to stimulate urban development and socio-economic development. Unless guided by a stringent development plan, industrialization-based urban development can lead to negative environmental consequences. This paper examines the environmental conflict that raged into an impasse between the state, society and industry stakeholders at the Map Ta Put industrial zone of the Eastern Seaboard Development Program of Thailand. Using RS–GIS tools, the study conducted a spatial–environmental analysis to elucidate the causes for the conflict and the outcome of the pragmatic approach of the state to resolve it. The study finds expansion of industries and spread of industrial air pollution beyond the buffer zone into the surrounding residential area as the main reasons for the conflict. The policy interventions by the government since 2007 were found to be ineffective to resolve the conflict. Based on the lessons learnt, the study recommends a three-pronged approach to guide similar type of industrial development toward green growth in future.  相似文献

The aim of research was to assess the changes of annual radial increment of Scots pine forests in the vicinity of intensive and moderate industrial pollution of “Achema” factory producing mineral fertilizers. Our results indicate that the radial growth of the pine tree can be divided into three different periods: growth promotion, growth inhibition and growth recovery. Low levels of nitrogen emissions were beneficial for tree growth: the radial increment in the intensive and moderate pollution zones increased by 15–25% and 10%, respectively compared to control. During the growth inhibition period, the total annual industrial emission was 37–40 kt, and 40–45% radial growth loss was observed for the closest and 15–20% for the most distant stands. The radial growth decrease slowed down and the recovery of damaged stands began in 1990–1992 then air pollution was considerably reduced. The rate of forest recovery was high for the most damaged stands: their radial growth was close to control in 2000–2011.  相似文献

城市绿化屋顶的微气候调节与径流削减效应研究   总被引:1,自引:0,他引:1  
快速城市化与气候变化双重作用下,热岛效应与城市内涝成为最为突出的城市环境问题。绿化屋顶因能有效利用闲置屋面添緑、帮助城市缓解热岛和暴雨径流而受到关注。以往研究较多探讨单种气象条件下、单个小面积实验型绿化屋面的气候水文调节功能,本研究基于夏秋两季的微气候水文观测数据,定量分析不同气象条件下5种典型绿化屋顶的降温和径流削减效应。首先选择晴朗、多云、降雨3种典型夏日天气条件,分析草坪、裸土、菜地、小面积花园、大面积花园5种类型绿化屋顶与对照光屋顶之间的温度差日变化规律,探讨绿化屋顶热效应强度及时空特征;其次,选择暴雨、大雨、中雨及小雨4次典型降雨,分析大面积草坪与花园型绿化屋顶上的降雨-滞蓄过程及径流削减率。研究结果表明:绿化屋顶降温与升温效应并存,晴朗无风天气条件下,距离屋面10 cm和150 cm两个高度上,绿化屋顶最高可降低气温5.3℃和2.5℃,多云及降雨天气条件下降温强度下降,升温时段延长;白天草坪与裸土上的大气温度高于对照光屋顶,其它绿化屋顶的温度低于对照屋顶;夜间5个绿化屋顶的大气温度均低于对照屋顶,且降温效应按照大面积花园、草坪、小面积花园、裸土、菜地的顺序递减。绿化屋顶径流削减效益与绿化类型及降雨强度密切相关,花园型绿化对一次典型暴雨、大雨、中雨、小雨的径流削减率分别为50.8%、78%、100%、100%,简易型绿化的4次径流削减率分别为24.3%,58.6%,98.2%和100%。研究结果可为同气候区其他城市绿化屋顶环境设计及管理提供一定参考价值。  相似文献

Regional industrial growth is facing the problems of no control and disorder in rapidly transitioning China, especially in mega-regional areas. These problems have significantly intensified the use of regional resources and the level of environmental stress. The integration of industrial development and the environmental pollution pressure simulation at the mega-regional level must be supported at the planning stage. In this study, a Computational System for Regional Industrial Distribution Simulation and Environmental Impact Assessment (RESEA) that combines a multi-nominal logit model and uncertainty analysis was developed. This system aimed to explore efficient industrial spatial distribution simulations and potential environmental pressures at the mega-regional level. This study also developed an uncertainty analysis framework to identify and apply a bottom-up system with aggregate and sparse data following the basic processes of an HSY algorithm and Global-Formed Regional Sensitivity Analysis, which is capable of considering both input uncertainty and parameter uncertainty. By applying the RESEA system, a process of model estimation and sensitivity analysis was implemented based on historic data from 2002 to 2008 for the Bohai Sea rim region in China. The future industry distribution for the year 2015 was later aggregated based on the chosen sizes and locations of newly added industrial plants. Finally, the pollution loads of surface water into every sub-region were calculated, and the potential environmental impacts of different strategies were discussed.  相似文献

大气污染物排放及影响因素研究,是引导区域减排实现可持续发展的重要依据。利用Tapio脱钩模型测度了1996~2013年长江经济带11个省区工业经济增长与工业废气、工业二氧化硫、工业烟粉尘3个指标之间的脱钩程度,并利用LMDI分解模型对大气污染物排放变化特征进行了影响因素分解。结果表明:(1)长江经济带11个省(市)的工业废气排放量呈持续上升的趋势,且工业废气排放量的“热”点区域主要集中在东部地区,工业二氧化硫和烟粉尘两种大气污染物排放量总体呈现“先增加后减少”的趋势,状况有所改善。(2)长江经济带工业废气排放整体经历了从扩张性负脱钩到相对脱钩发展的趋势,表明经济发展的同时带来工业废气排放的污染同步增长。经济发展效应和能源效率效应是促使工业废气排放的主要因素。(3)长江经济带的工业二氧化硫和烟粉尘排放整体上经历了从相对脱钩向绝对脱钩发展的趋势,经济发展均是造成各地区两种污染物排放量增加的主要原因,技术效应和能源效率是各地区两种污染物减排的重要影响因素。未来,在大气污染物的减排控制过程中,需加强产业结构、能源结构的调整,也需坚定依靠技术进步推动能源使用效率的提高,并且注重各省市间的减排差异和防范污染产业的区域转移。关键词: 长江经济带;经济增长;大气环境;脱钩分析模型;LMDI分解模型  相似文献

空气污染问题是制约经济社会健康发展的重要因素,产业结构调整是缓解该问题的重要途径,探究产业结构调整对于空气污染问题的改善效应具有重要的意义。本文以环境保护和经济增长为双重目标,以投入产出理论为基础,构建了一个一般的具有政策权重的产业结构双目标优化模型。模型目标中的权重体现了政策对两个目标的倾向性需求。给定了某种政策权重,就能根据优化模型计算出最优的产业结构。进一步,我们以SO 2的排放量作为环保指标,以GDP作为经济指标,利用上述模型,依据实际数据,在不同政策权重下,对北京市2017年的产业结构进行了模拟测算,从而给出了与之对应的北京市最优化的产业结构调整方案。特别地,选择了其中三种政策倾向力度,即经济增长偏向性政策、中性政策、环境保护偏向性政策方案,分别给出了最优产业结构方案的数量结果和两个目标的值。我们注意到,2017年的实际值与2016年的实际值相比,2017年的污染物SO 2的排放量大幅减少,且GDP也有所增加,这表明了政府部门的政策相对有效。但是,我们计算出的三种最优化的产业结构对应的两个目标值均优于2017年实际值。事实上,对于经济偏向性政策,最优化的产业结构使得GDP的数量上升更多,而SO 2的排放量也减少了不少;即使是采用环保偏向性政策,不仅使污染物SO 2的排放量更少,而且使GDP的数量仍然高于2017年的实际值。这说明本文提出的通过优化产业结构实现环境保护是一个可行的、合理的途径。  相似文献

城市土地利用方式是社会经济发展的重要驱动力,也是影响碳排放的重要因素之一。以中国15个副省级城市为分析对象,运用面板回归模型分析2001~2017年副省级城市的碳排放效率情况。结果表明:(1)2001~2017年各副省级城市碳排放效率总体呈上升趋势,平均增长率为6.823%,其中成都市上升趋势最明显,年均增长率为13.150%,深圳市上升趋势最平缓,年均增长率仅为5.232%;(2)工业土地集约利用(IILU)对城市碳排放效率的影响作用显著,地均劳动力、资本投入及科教支出对碳排放效率均有显著的正向效应,地均能源消耗则存在负向效应;而控制变量中除城镇化因素影响作用不显著外,工业产值占比与人均GDP均对碳排放效率有显著的促进作用,而单位工业产值的二氧化硫排放量则存在较为显著的抑制作用;(3)IILU指标中不同的解释变量对碳排放效率低、中、高值区的影响效果是不同的,地区差异性较大,地均劳动力要素仅对高值区有正向效应,地均能源消耗对低、中、高值区均有显著负向效应,地均资本要素对低值和中值区有显著促进作用,地均科教因素对低、中、高值区均有显著促进作用。本文从提高用地转换率、改变粗放型经济发展方式以及倡导低碳文明的绿色发展道路等方面提出对策建议,以期减少城市碳排放和环境污染,达到优化城市空气质量的目的。  相似文献

The use of sophisticated air pollution modeling systems to evaluate the impact of different industrial plant emissions is currently done in an extensive way. MM5-CMAQ (PSU/NCAR and EPA, USA) is one of the most applicable air quality modeling systems to evaluate those impacts. In this contribution we present the methodology and results obtained when applying the MM5-CMAQ air quality modeling system for evaluating the potential impact of an incinerator in San Sebastián (Basque Country, Spain). We have used the EMIMO (UPM, Spain) emission model to simulate the emissions from biogenic and anthropogenic sources including traffic and tertiary sector sources. The study includes the air quality impact of a highway located near the incinerator named A8 and 6 industrial plants which already exist. The impact study has been compared with the results obtained from this highway impact and the 6 industrial plants which are normally operating during the last 30 years. The system has been prepared to simulate also Cadmium, Arsenic, Nickel, Lead and Benzo(a)pyrene air quality impacts. The PCDD/F air concentrations have been determined for the 16 toxic dioxins and furans as determined in the bibliography. The criteria pollutants such as CO, NOx, SO(2), PM(10) and O(3) have also been determined according to the different EU Directives which limit the values of such a pollutants for different periods of time.  相似文献

空气污染对居民公共健康的影响,引起了人们高度的关注。但大多数学者研究从样本的独立性出发且不考虑内生性问题,忽视区域之间空间相关性,所得结论和政策建议需谨慎对待。为了弥补上述不足,本文基于Grossman中国宏观健康生产函数,选取2001—2014年中国广东省珠江三角洲9个城市作为样本,选择以PM_(10)和PM_(2.5)作为空气污染的代理指标,在充分考虑空间效应和严格假设检验的基础上选择合适的空间计量经济学模型,对此进行实证研究。主要研究结果显示:空气污染对居民的公共健康带来了负面影响,即PM_(10)和PM_(2.5)每增加1%,导致哮喘疾病和内科门诊等疾病人数不断上升,且影响都比较大,尤其是对哮喘疾病的影响分别为0.2236%和0.2272%。经济增长对公共健康均有显著的促进作用,影响最大;其它财政医疗支出、卫生技术人员和人口密度等要素对居民公共健康的影响较小。由于空气污染的负外部性,研究还发现,区域之间空气污染的"溢出效应"对领域居民公共健康存在显著的影响,说明忽视空间自相关性的存在,会使得空气污染对公众健康的估计产生偏差。从长期看,空气污染对本地居民公共健康的直接效应都显著为正,PM_(2.5)间接效应显著为负,但PM_(10)间接效应并不显著。因此,各级政府除了在源头上治理污染物的排放,提高公共健康水平外,还应该打破各自为阵的行政垄断,应该作为一个整体,实现跨区域环保合作,共同治理和制定公共卫生政策等。这对区域之间协同减排和保护居民公共健康具有重要的理论和现实意义。  相似文献

Dhaka division is the main central industrial zone in Bangladesh. Along with the great growth in industry in the region, there have also been increased and sometimes critical levels of toxic pollution to the environment. Although much has been researched in the region on the degradation of the environment, the slow improvements in environment protection drive the question of what is the environmental security climate in Dhaka division. The study of four plants (textile, leather tanning, cement and fertilizer) in Dhaka division aimed to find out the impact of each on the environment. The study took place within Tejgaon, Hazaribagh, Narsingdi and Narayangang and investigated the impact of those plants on air, water and land. Among the different polluters, the results indicated that textiles polluted most. All participants indicated that the industries were the cause of at least one ailment within 6?months. It is recommended to governments and plant owners that they not only remain diligent about policy on environment protection, but that they also humanize efforts so as to follow those policies through to the end. The loss of life and quality of life may have larger impacts that daily profitability and livelihood.  相似文献

基于VAR模型,通过变量平稳性检验和协整分析,广义脉冲响应和预测方差分解分析,利用中国1980-2007年水资源利用和经济增长相关数据,对中国经济增长与水资源利用的长期均衡关系及其动态性进行了实证分析。研究结果表明:①经济增长与总用水量、工业用水量和生活用水量之间存在长期均衡关系,而农业用水与经济增长之间不存在长期均衡关系,这与研究期间中国处于工业化中期阶段的事实相吻合;②经济增长对水资源利用的冲击响应的滞后期短且是非渐进的,而水资源对经济增长产生显著影响的滞后期较长且是非渐进的,我国经济发展中工业用水、生活用水量增加趋势明显,农业用水量随着经济发展出现零增长和负增长;③经济增长对水资源利用的预测方差起着重要作用,而水资源利用对经济增长的预测方差的贡献度较小。建议加强工业用水和生活用水的节水措施,减少工业和生活用水量,实现水资源可持续利用。  相似文献

城市化与环境空气的相互作用关系研究,是引导城市可持续发展和环境政策制定的重要依据。利用主成分分析法和集成的环境空气质量指数分别评价了城市化和环境空气质量水平,进而拟合了两者的最优高次多项式曲线。结果发现:12001年来,武汉城市圈的城市化综合水平表现出以武汉为核心,黄石和鄂州为次核心,咸宁、孝感等为边缘的层级结构;2城市圈空气污染的重心主要在武汉市和鄂东南的黄冈、鄂州、黄石等地区,PM10是首要污染物;3不同城市由于其自然地理背景、城市发展类型、经济产业结构的不同,环境空气效应(关系)存在差异,在武汉城市圈内主要表现为三类:武汉市的复合型空气污染,黄石、鄂州等煤烟型为主的空气污染,以及咸宁、天门等煤烟和机动车尾气混合型的转变空气污染。未来,城市圈在生态环保一体化的进程中,需加强空气污染的联合防治,也需结合城市的自身特点采取有针对性的污染治理措施。  相似文献

Bio-monitoring of air quality in Amman City was investigated by analyzing 36 cypress tree (Cupressus semervirens L.) bark samples from three sites of different anthropogenic activities at the end of summer season 2001. Cypress barks were found to be a good bio-indicator for air pollution in arid regions. Variation in Pb, Zn, Mn, Cr, Ni, Cd, and Cu contents between sites was observed due to different types of activities. Traffic emissions were found to be the main source of heavy metal pollution in the atmosphere of Amman. Lead content was found to be the highest in highly traffic density areas. The industrial part of the city was characterized by high Zn, Mn, Cr, Ni, and Co contents. No significance variations were found in pH values of the bark between the sites. This was attributed to buffering effect of carbonate in the atmosphere originated from soil of the area.  相似文献

Lanzhou is one of the major industrial cities in northwest China, the capital of Gansu Province, and located at a northwest-to-southeast oriented valley basin with elevation about 1500–1600-m. Due to topographic and meteorological characteristics, Lanzhou is one of the most polluted cities in China. Meteorological conditions (low winds, stable stratification especially inversion), pollutant sources and sinks affect the air quality. Lanzhou government carried out afforestation and pollutant-source reduction (closing several heavy industrial factories) to improve the air quality for the past two decades. 长江是我国重要的黄金水道,其岸线资源有着丰富的开发利用价值。近年来,苏中地区长江岸线资源利用发展迅速。因此,选取苏中扬州、泰州、南通3市为研究对象,基于2002年和2008年的长江岸线利用状况数据,对比分析了3市岸线发展变化的规律。研究表明:2002年以来,苏中3市的岸线利用率大幅提高;新增岸线中工业岸线占比最大,港口岸线和生活服务岸线次之;工业岸线和生活服务岸线的增幅最为显著;各类型岸线的增加主要来源于未利用岸线,已有岸线类型的转换主要流向工业岸线和未利用岸线。港口建设需求、沿江基础工业化进程加快、港产城融合发展、规划和政策引导等是岸线利用变化的重要驱动力。  相似文献

中国环境污染密集型产业脱钩的异质性及产业转型   总被引:1,自引:0,他引:1  
根据现有文献,研究中国的经济增长与环境污染的脱钩,需要将不同环境密集型产业与经济增长的关系分别测算,然后进行比较。本文选取了工业污染的三大来源——废水、废气和固体废物,每种污染源对应着一类环境密集型产业。这三种产业密集排放的污染物的量与经济增长之间的脱钩关系及其内在机制,这是本文研究的重点。本文借鉴Tapio弹性分析模型构建了我国经济增长与不同环境密集型产业之间的脱钩状态的分析模型,并对脱钩状态和程度的判定标准做了规定。随后,对2001-2009年四个时期的经济增长与不同环境密集型产业集中排放的污染物的量之间的脱钩指数进行了测算,同时测算了各产业污染的工业产值弹性及其工业产值的GDP弹性,并对脱钩状态和程度做了判定。结果表明:三类产业的脱钩程度各不相同,其动力机制与发展前景也有所不同,因而需要有针对性地采取规制和治理措施。  相似文献

工业生产是现代物质财富的主要来源,同时也是带来环境污染的重要产业。本文对中国工业增长的绿化度进行了考察。首先采用层次分析法测度2005-2009年中国各地区环境污染综合指数,结果表明2005-2009年这5年间全国大多数地区环境污染指数都有不同程度上涨,平均环境污染指数从2005年的0.208上涨到2009年的0.267,就地区差异而言,环境污染指数呈现东高西低的特征,东部地区环境污染指数平均为0.340,而中部地区和西部地区分别为0.241和0.154,这与东部地区工业较为发达存在密切关系,也印证了中国经济发展仍存在较为明显的粗放式特征;其次,应用DEA方法在综合考虑环境污染和能源消耗问题的基础上测度2005-2009年中国各地区工业增长绿化度,结果表明东部地区工业绿化度明显优于中西部地区,东部地区工业绿化度平均为0.689,远高于中部地区的0.435和西部地区的0.496,而且,"十一五"以来,东部地区工业绿化度上升趋势明显,说明东部地区工业增长正在积极向绿色转型;论文还应用TOBIT回归分析法对影响中国工业绿化度的因素进行分析,研究表明技术进步、结构升级、经济开放都会对工业绿化度产生积极的效应。因此,为促进工业绿色增长中国需要进一步为技术的研发、扩散搭建顺畅的渠道;积极推动产业融合,获得协同收益;有效吸引清洁外资,开展绿色生产。  相似文献

城镇化是社会经济发展和现代文明的重要标志,但带来了严重的资源危机和生态环境问题。以鄱阳湖独特的流域特征为研究对象,以城市人口数量表征城镇化的进程,分类解析1990~2011年江西省统计年鉴数据,通过讨论鄱阳湖土地资源结构变化、水资源变化特征、湿地生态系统、生物多样性等资源消耗程度,以及大气污染和水污染为代表的城镇主要污染问题,探讨快速城镇化下鄱阳湖生态环境对干扰的响应。结果表明:鄱阳湖流域各城市的城镇化进展及其机制不同,南昌、九江和上饶城市扩张迅速,而景德镇和赣州发展较平缓;城镇化导致水资源日益紧缺,各城市年总用水量2003年以后均呈增加趋势,其中农业用水量逐年增加,工业用水量各城市年变化存在差异;生物多样性特征受到严重威胁,湖泊水面及湿地面积的持续减少,生物环境的组成和结构发生改变;九江等城市工业废气排放量加大、南昌等城市工业废水排放高,造成湖区环境恶化。根据分析,建议鄱阳湖流域未来从规划土地利用类型、统一调配水资源、制定生物多样性保护对策、加强环境污染治理、强化环保宣传和规划与政策法律化等多方面采取措施。本文为鄱阳湖生态系统可持续发展和生态经济区的城镇化建设提供理论参考  相似文献

BackgroundAir pollution benefits assessments tend to be time and resource intensive. Reduced-form approaches offer computational efficiency, but may introduce uncertainty. Some reduced-form approaches apply simplified air quality models, which may not capture the complex non-linear chemistry governing the formation of certain pollutants such as PM2.5. Other approaches apply the results of sophisticated photochemical modeling, but characterize only a small number of source types in a limited geographic area.MethodsWe apply CAMx source apportionment photochemical modeling, coupled with a PC-based human health benefits software program, to develop a suite of PM2.5 benefit per ton estimates. These per-ton estimates relate emission changes to health impacts and monetized benefits for 17 sectors across the continental U.S., including Electricity Generating Units (EGU), mobile, area and industrial point sources.ResultsThe benefit per ton of reducing directly emitted PM2.5 is about an order of magnitude larger than reducing emissions of PM2.5 precursor emissions. On a per-ton basis, the value of reducing directly emitted PM2.5 and PM2.5 precursors in 2005 ranges between approximately $1300 (2010$) for reducing a ton of NOx from Ocean-Going Vessels to about $450,000 (2010$) for reducing a ton of directly emitted PM2.5 from Iron and Steel facilities. The benefit per ton estimates for 2016 are generally higher than the 2005 estimates. The values estimated here are generally comparable with those generated using photochemical modeling, but larger than those calculated using simplified air quality models.ConclusionsOur approach characterizes well the per-ton benefits of reducing emissions from a broad array of 17 industrial point, EGU and mobile sectors, while our use of photochemical air quality modeling gives us greater confidence that we have accounted for the non-linear chemistry governing PM2.5 formation. The resulting benefit per-ton estimates thus represent a compromise between approaches that may simplify the treatment of PM2.5 air quality formation and those techniques that are based in photochemical modeling but account for only a small number of emission sources.  相似文献

Based on the data of urban land use obtained by remote sensing interpretation from aero images in 1986 and 2004, the spatial structure of Jinan is studied in this paper with the method of Geographic Information System (GIS). According to the proportion of land for residence, industry and commerce, the urban district can be distinguished into three rings. Compared with the traditional theory of the ring structure in Western coun- tries, they have many distinctive characteristics. The main func- tions of the inner ring include residence, business and banking, but the proportion of residential land (more than 50%) is considerably higher than that of the cities in Western countries. The land proportion for residence and industry in the intermediate ring is equal on the whole. The main land of the outside ring is for industrial use. From 1986 to 2004, great changes have taken place on the land proportion of different types of use. In the inner ring, the land for residential and industrial use has shrunk much while the land for commercial use has increased. In the intermediate ring, the changes of the three types of land use were not very much and the temporal variation was relatively stable. On the contrary, the structure in the outside ring varies acutely. Though most of it is also for industrial use, the proportion of residential land has in- creased much. The three rings can also be divided into several sectors respectively, according to the function of land use clusters. New trends and mechanisms of the changes of land use impacting the urban structure were proposed in the end of the paper.  相似文献
