The integration of socio-economic and environmental objectives is a major challenge in developing strategies for sustainable landscapes. We investigated associations between socio-economic variables, landscape metrics and measures of forest condition in the context of Portugal. The main goals of the study were to 1) investigate relationships between forest conditions and measures of socio-economic development at national and regional scales, 2) test the hypothesis that a systematic variation in forest landscape metrics occurs according to the stage of socio-economic development and, 3) assess the extent to which landscape metrics can inform strategies to enhance forest sustainability. A ranking approach and statistical techniques such as Principal Component Analysis were used to achieve these objectives. Relationships between socio-economic characteristics, landscape metrics and measures of forest condition were only significant in the regional analysis of municipalities in Northern Portugal. Landscape metrics for different tree species displayed significant variations across socio-economic groups of municipalities and these differences were consistent with changes in characteristics suggested by the forest transition model. The use of metrics also helped inform place-specific strategies to improve forest management, though it was also apparent that further work was required to better incorporate differences in forest functions into sustainability planning.  相似文献

Recreational activities can have major impacts on vegetation and wildlife in frequently visited forests. We assessed forest perception and knowledge (state, functions, and species diversity) among hikers and mountain bikers in a frequently visited, seminatural suburban recreation forest (Muttenz) and in a more distantly situated, naturally grown excursion forest (Wasserfallen) in northwestern Switzerland. In all, 239 hikers and 126 mountain bikers were interviewed. Mountain bikers in both forests and hikers in the more intensely used recreation forest at Muttenz assessed the state of the forest less optimistically and showed a higher awareness of the negative impact of recreational activities on the flora and fauna than hikers at Wasserfallen. Furthermore, mountain bikers seemed aware of the social conflicts caused by their activity, since they appreciated neutral or positive encounters with other forest visitors. In contrast, 57% of hikers at Muttenz reported on negative experiences with other forest visitors, particularly with mountain bikers. In general, the interviewees ecological and biological forest knowledge (forest type and function, species diversity) was rather high. A large proportion was aware of the pros and cons of different forest conditions for plants and animals, and could name or recognize at least some plant and/or animal species typical for the visited forest. The forest knowledge was neither influenced by the type of recreational activity carried out nor by any aspect of forest visit behavior (frequency and duration of forest visits, means of transportation and travel distance to forest). In many tropical developing countries, the twin pressures of population and poverty are resulting in substantial fragmentation of forests, increasing the probability of extinction for many species, Forest fragmentation occurs when large contiguous forests are perforated by small holes or broken up into edges and smaller patches to form a nonforested matrix of open spaces. Thus, forest fragmentation refers not only to the area of forest cleared, but also to the pattern of this clearance, the resulting forest’s spatial properties. Both characteristics are important for species survivability. Apart from opening up forests to many abiotic and biotic influences, fragmentation can affect species dispersal and migration through its effects on forest connectivity. Landscape ecology conceptualizes connectivity as a gradient of critical thresholds, ranging from the large intact forest to the small unconnected forest patch. This article reports results from a multiple-scale analysis of forest fragmentation in Jamaica’s Cockpit Country, an area of once contiguous forest now under threat from human encroachment. Spatial forest data derived from classification of ETM+ satellite imagery are used to measure fragmentation patterns representing various degrees of forest connectivity and density. The results suggest that, overall, 81% of the region is in forest. However, fragmentation patterns also suggest that this forest is riven with extensive perforations indicative of an early stage in the decline of contiguity. The results provided by the spatial fragmentation model are a first step in the design of effective conservation and rehabilitation plans for the area. The article concludes with a discussion of possible multiscale management options for the region.  相似文献

Geographically explicit analysis tools are needed to assess forest health indicators that are measured over large regions. Spatial scan statistics can be used to detect spatial or spatiotemporal clusters of forests representing hotspots of extreme indicator values. This paper demonstrates the approach through analyses of forest fragmentation indicators in the southeastern United States and insect and pathogen indicators in the Pacific Northwest United States. The scan statistic detected four spatial clusters of fragmented forest including a hotspot in the Piedmont and Coastal Plain region. Three recurring clusters of insect and pathogen occurrence were found in the Pacific Northwest. Spatial scan statistics are a powerful new tool that can be used to identify potential forest health problems.  相似文献

Intellectual concern with the National Forest Management Act of 1976 has followed a course emphasizing the planning aspects of the legislation associated with the development of forest plans. Once approved, however, forest plans must be implemented. Due to the complex nature of the ecological systems of interest, and the multiple and often conflicting desires of user clientele groups, the feasibility and costs of implementing forest plans require immediate investigation. For one timber sale on the Coconino National Forest in Arizona, forest plan constraints were applied and resulting resource outputs predicted using the terrestrial ecosystem analysis and modeling system (TEAMS), a computer-based decision support system developed at the School of Forestry, Northern Arizona University, With forest plan constraints for wildlife habitat, visual diversity, riparian area protection, and soil and slope harvesting restrictions, the maximum timber harvest obtainable was reduced 58% from the maximum obtainable without plan constraints.Former Graduate Student at Northern Arizona University.  相似文献

The establishment of forest reserves for the benefit of other resources and other land uses in areas where timber harvesting is taking place constitutes a significant withdrawal of wood fiber annually in Ontario.This article reports on a case study carried out on a representative forest area in northern Ontario where the primary land use is timber extraction. The results projected to the whole province show that the direct cost to the provincial economy of removing these forest lands from timber production is of the order of $2.5 million annually.  相似文献

During the last decade, forest certification has gained momentum as a market-based conservation strategy in tropical forest countries. Certification has been promoted to enhance forest management in countries where governance capacities are insufficient to adequately manage natural resources and enforce pertinent regulations, given that certification relies largely on non-governmental organisations and private businesses. However, at present there are few tropical countries with large areas of certified forests. In this study, we conducted semi-structured stakeholder interviews in Ecuador and Bolivia to identify key framework conditions that influence the costs and benefits for companies to switch from conventional to certified forestry operations. Bolivia has a much greater relative area under certified forest management than Ecuador and also significantly more certified producers. The difference in the success of certification between both countries is particularly notable because Bolivia is a poorer country with more widespread corruption, and is landlocked with less access to export routes. Despite these factors, several characteristics of the Bolivian forest industry contribute to lower additional costs of certified forest management compared to Ecuador. Bolivia has stronger government enforcement of forestry regulations a fact that increases the cost of illegal logging, management units are larger, and vertical integration in the process chain from timber extraction to markets is higher. Moreover, forestry laws in Bolivia are highly compatible with certification requirements, and the government provides significant tax benefits to certified producers. Results from this study suggest that certification can be successful in countries where governments have limited governance capacity. However, the economic incentives for certification do not only arise from favourable market conditions. Certification is likely to be more successful where governments enforce forestry laws, provide financial incentives for certified forestry, and provide land tenure security, and where large-scale and vertically integrated forestry operations are commercially feasible. For this reason, at present, there are few developing countries where forest certification is likely to achieve widespread success.  相似文献

Interviews with Chinese forest products manufacturers were conducted to explore their attitudes towards forest certification and related issues. Participants comprised owners, CEOs, and managers in 20 Chinese wood products companies, including producers of furniture, doors, flooring, and various engineered wood products. The interviews were used to analyze the extent to which participants were considering adopting forest certification and what might motivate such a decision. This was done by assessing their awareness and knowledge of certification. The results indicated that participants' understanding of forest certification was extremely low, despite major efforts in China to raise awareness of the issue. Potential economic benefits were the most frequently cited reason to adopt certification, including gaining or maintaining competitive advantage over their industry counterparts, improved access to both domestic and export markets, better customer recognition, and enhanced corporate responsibility practices. Some interviewees (3 out of 20) considered that certification would become a mandatory requirement or industry standard, and that this would be the only viable motivation for certification given that the financial benefits were potentially limited. According to the participants, the main differences between certified and uncertified wood products operations related to improved market access and public image. Interviewees felt that cooperation between and support from governments and the forest industry would enable the enhanced awareness of certification amongst manufacturers and the general public. This, in turn, could serve to stimulate demand for certified products.  相似文献

Ecological disturbances of forests by insects have a complex array of associated human dimensions presenting complications for natural resource decision making and relationships between stakeholders and managers. This article discusses the human context of forest disturbances by insects by reviewing four cases of bark beetle forest disturbance from British Columbia in Canada, Bavarian Forest National Park in Germany, the Kenai Peninsula in Alaska, and the north central region of Colorado. Findings and lessons learned from these studies are outlined along with their implications for managing forest disturbances by insects in general. Conclusions focus on the need to assess the broad array of impacts and risks perceived by local residents and the capacity for local action and involvement in managing forest disturbances. Communication and interaction between resource managers and local stakeholders can facilitate the identification of management priorities and potentially reduce some of the risks associated with forest disturbances by insects.  相似文献

Maryland’s Green Infrastructure (GI) is a network of large, intact natural areas (hubs), interconnected by linear swaths of riparian or upland vegetation (corridors). The GI serves significant ecological functions and provides the bulk of the state’s natural support system. This study examined whether the GI as mapped does, in fact, identify Maryland’s most ecologically valuable forested lands, using forest interior dwelling birds (hereafter called “forest birds”) as bio-indicators. We conducted bird point counts within forest both inside and outside of hubs on Maryland’s Eastern Shore. We also collected a wide variety of habitat data. We found that both the condition of a forest and its surrounding landscape influenced the bird communities. On average, forest bird richness was significantly higher within hubs; furthermore, almost all sites with at least five forest bird species present were in hubs. Forest bird richness and abundance were highest in undisturbed, mature broadleaf forest with wetlands and streams nearby. We detected a significant relationship between forest bird richness and the ecological score of a finer-scale landscape assessment, focused on “cells” of about 0.1 ha in size. This field study also validated the Rapid Field Assessment (RFA) protocol developed in 2001 to assess, on the ground, the relative condition of individual sites or properties within the GI. Forest bird richness and abundance were positively correlated with the RFA community scores. Our results underscore the importance of maintaining regional biological diversity by retaining large blocks of forest, especially mature forest containing streams and wetlands.  相似文献

In the United States and around the world, scientists and practitioners have debated the definition and merits of ecosystem management as a new approach to natural resource management. While these debates continue, a growing number of organizations formally have adopted ecosystem management. However, adoption does not necessarily lead to successful implementation, and theories are not always put into practice. In this article, we examine how a leading natural resource agency, the United States Department of Agriculture Forest Service, has translated ecosystem management theory into concrete policy objectives and how successfully these objectives are perceived to be implemented throughout the national forest system. Through document analysis, interviews, and survey responses from 345 Forest Service managers (district rangers, forest supervisors, and regional foresters), we find that the agency has incorporated numerous ecosystem management components into its objectives. Agency managers perceive that the greatest attainment of such objectives is related to collaborative stewardship and integration of scientific information, areas in which the organization has considerable prior experience. The objectives perceived to be least attained are adaptive management and integration of social and economic information, areas requiring substantial new resources and a knowledge base not traditionally emphasized by natural resource managers. Overall, success in implementing ecosystem management objectives is linked to committed forest managers.  相似文献

Differences in the way local and regional interest groups perceive Sustainable Forest Management in regions with different forest use histories were studied using Southeastern Finland, the Mauricie in Quebec and Central Labrador in Canada as examples of regions with high, medium and low importance of commercial forestry. We present a conceptual model illustrating the cyclic interaction between the forest, cultural models about forests and forest management. We hypothesized that peoples' perceptions would be influenced by their cultural models about forests and would thus vary amongst regions with different forest use histories and among different interest groups. The weightings of the environmental, economic and social components of sustainability as well as themes important for each of the interest groups were elicited using individual listing of SFM indicators and group work aimed at developing a consensus opinion on a common indicator list. In Southeastern Finland the views of the different groups were polarized along the environment-economy axis, whereas in Central Labrador all groups were environmentally oriented. The social dimension was low overall except among the Metis and the Innu in Labrador. Only environmental groups were similar in all three research regions, the largest differences between regions were found among the forestry professionals in their weightings concerning economy and nature. As the importance of commercial forestry increased, a greater importance of economic issues was expressed whereas the opposite trend was observed for issues regarding nature. Also inter-group differences grew as the importance of commercial forestry increased in the region. Forest management and forest use can be seen as factors strongly influencing peoples' cultural models on forests.  相似文献

Forest Dynamics in the Eastern Ghats of Tamil Nadu,India   总被引:1,自引:0,他引:1  
The primary deciduous forests in the Eastern Ghats (EG) of Tamil Nadu (TN) India have undergone many changes owing to various need-based forest managements, such as timber extraction for industry, railway sleepers, charcoal, and forest clearance for hydroelectric projects and agriculture, during preindependence and postindependence periods (i.e., from 1800 to 1980). The enactment of a forest conservation act during the 1980s changed the perception of forest managers from utilization to conservation. This study was taken up to assess the forests dynamics in the EG of TN spatially between 1990 and 2003 and nonspatially between 1900 and the 1980s. Landsat Thematic Mapper (TM) and Indian Remote Sensing satellite (IRS) 1D Linear Imaging and Self Scanning (LISS III) data were used to assess forests during 1990 and 2003, respectively. Field floristic survey and secondary data (such as published literature, floras, books, and forest working plans) were used to assess the forest dynamics in terms of forest type and species composition among the preindependence period, the postindependence period, and the present (i.e., before and after 1980). The satellite data analysis revealed a considerable amount of changes in all forest types during the 13 years. The comparison of species composition and forest types between the past and present revealed that need-based forest management along with anthropogenic activity have altered the primary deciduous forest in to secondary and postextraction secondary forests such as southern thorn and southern thorn scrub forests in the middle [400–900 m above mean sea level (MSL)] and lower slopes (<400 m MSL). However, the evergreen forests present at the upper slope (>900 m MSL) and plateau seemed not to be much affected by the forest management. The changes estimated by the satellite data processing in the major forest types such as evergreen, deciduous, southern thorn, and southern thorn scrub are really alarming because these changes have occurred after the implementation of a forest conservation act. The dependence of local people on forests for various purposes in this region is also considerably high, which might be a key factor for the changes in the forests. The results of this study not only provide an outlook on the present status of the forests and the change trends but also provide the basis for further studies on forests in the EG of TN.  相似文献

Indonesia is a major exporter of tropical hardwoods. The country's goal is to establish integrated wood industries by reducing the export of unprocessed sawlogs. The value of hardwood sawlog exports has decreased by twothirds in 1986 dollars since 1978, while the value of hardwood sawnwood and plywood exports has increased sixfold. Sawlog exports are now banned. This article contrasts the official governmental policy on forest industry development with the operational realities of doing business in Indonesia.  相似文献

Russia's forest resources are enormous, but despite almost ten years of transition, problems are still immense, in terms of commercial output and with respect to forest management. This article suggests that one way of changing the situation is to introduce community management of forests. Using the Swedish forest commons as an example, this article argues that such a change in property rights will provide an alternative to massive privatization of the forests and to the undesirable continuation or strengthening of state forest management. Finally, it is concluded that such an introduction of new property rights regimes will not provide the solution to the problems, but rather will contribute to the establishment of a better institutional framework in the Russian forest sector.  相似文献

This article explores the expression of three forest value orientations that emerged from an analysis of Australian news media discourse about the management of Australian native forests from August 1, 1997 through December 31, 2004. Computer-coded content analysis was used to measure and track the relative importance of commodity, ecological and moral/spiritual/aesthetic forest value orientations. The number of expressions of these forest value orientations followed major events in forest management and policy, with peaks corresponding to finalization of Regional Forest Agreements and conflicts over forest management. Over the time period analyzed, the relative share of commodity value orientation decreased and the shares of the ecological and moral/spiritual/aesthetic value orientations increased. The shifts in forest value orientations highlight the need for native forests to be managed for multiple values and the need for continued monitoring of forest values.
