Passive and active adaptive management: approaches and an example   总被引:3,自引:0,他引:3  
Adaptive management is a framework for resource conservation that promotes iterative learning-based decision making. Yet there remains considerable confusion about what adaptive management entails, and how to actually make resource decisions adaptively. A key but somewhat ambiguous distinction in adaptive management is between active and passive forms of adaptive decision making. The objective of this paper is to illustrate some approaches to active and passive adaptive management with a simple example involving the drawdown of water impoundments on a wildlife refuge. The approaches are illustrated for the drawdown example, and contrasted in terms of objectives, costs, and potential learning rates. Some key challenges to the actual practice of AM are discussed, and tradeoffs between implementation costs and long-term benefits are highlighted.  相似文献

This article reviews the key, cross‐cutting findings concerning watershed‐scale cost‐effective placement of best management practices (BMPs) emerging from the National Institute of Food and Agriculture Conservation Effects Assessment Project (CEAP) competitive grants watershed studies. The synthesis focuses on two fundamental aspects of the cost‐effectiveness problem: (1) how to assess the location‐ and farmer‐specific costs of BMP implementation, and (2) how to decide on which BMPs need to be implemented and where within a given watershed. Major lessons learned are that (1) data availability remains a significant limiting factor in capturing within‐watershed BMP cost variability; (2) strong watershed community connections help overcome the cost estimation challenges; (3) detailing cost components facilitates the transferability of estimates to alternative locations and/or economic conditions; and (4) implicit costs vary significantly across space and farmers. Furthermore, CEAP studies showed that (5) evolutionary algorithms provide workable ways to identify cost‐effective BMP placements; (6) tradeoffs between total conservation costs and watershed‐scale cost‐effective water quality improvements are commonly large; (7) quality baseline information is essential to solving cost‐effectiveness problem; and (8) systemic and modeling uncertainties alter cost‐effective BMP placements considerably.  相似文献

Savings in capital, operation, and maintenance costs of new water supply facilities are referred to as “long run foregone costs.” Any conservation measure leads to reduction of water use or loss, however, significant long run foregone costs are realized only when reductions in size or delays in construction of facilities result. In order to accurately evaluate these costs it is necessary to know which facilities are affected and how they are affected (i.e., eliminated, downsized, or delayed). The effects of several levels of conservation on long run fore gone costs for an actual study are presented and some easy to use equations that may be used to calculate such savings are then derived. Some rules are presented to determine if it is more economical to delay construction or downsize facilities.  相似文献

Abstract: The Rio Grande basin shares problems faced by many arid regions of the world: growing and competing demands for water and river flows and uses that are vulnerable to drought and climate change. In recent years legislation, administrative action, and other measures have emerged to encourage private investment in efficient agricultural water use. Nevertheless, several institutional barriers discourage irrigators from investing in water conservation measures. This article examines barriers to agricultural water conservation in the Rio Grande basin and identifies challenges and opportunities for promoting it. Several barriers to water conservation are identified: clouded titles, water transfer restrictions, illusory water savings, insecure rights to conserved water, shared carry‐over storage, interstate compacts, conservation attitudes, land tenure arrangements, and an uncertain duty of water. Based on data on water use and crop production costs, price is found to be a major factor influencing water conservation. A low water price discourages water conservation even if other institutions promote it. A high price of water encourages conservation even in the presence of other discouraging factors. In conclusion, water‐conserving policies can be more effectively implemented where water institutions and programs are designed to be compatible with water’s underlying economic scarcity.  相似文献

The overwhelming majority of commercial forestry in the UK comprises blanket non-native coniferous species with low biodiversity levels. The UK government is committed under the Rio Principles and Helsinki Guidelines to conserve and enhance biodiversity in British forests and woodlands. This paper assesses the passive use value of biodiversity in remote non-visited coniferous forests, and the costs of diversification and restructuring. Focus groups were employed to aid the design and framing of the study. An iterative bidding polychotomous choice format was used to elicit willingness-to-pay values for different biodiversity standards and management options. Whilst, passive use benefits exceeded costs for biodiversity conservation, considerable ambivalence in choice occurred between different levels of biodiversity. The policy relevance of the results are discussed, and compared to the practical implementation measures for biodiversity being adopted by the Forestry Commission.  相似文献

This study examines the influence of place attachment, values, beliefs and personal norms about environmental action on the conservation of native vegetation in two primary production settings in South Australia. We use regression and multiple mediation analyses to test a base model of pro-environmental behaviour which includes variables from value-belief-norm (VBN) theory and then compare it to an expanded model which includes the same variables and five dimensions of place attachment. The expanded model including place attachment explained up to twice the amount of variance in native vegetation planting than the base model when controlling for all variables preceding behaviour, but the overall explanatory power was low (<22%). Place attachment had a stronger influence on the antecedents of behaviour compared with the behaviour itself, particularly nature bonding which was a significant moderate predictor of both personal norms and awareness of consequences in the two study regions. We assert that place attachment has statistically significant direct and indirect effects on variables included in VBN theory. Future studies may reveal stronger effects in settings where there are fewer resource and monetary costs associated with pro-environmental behaviour.  相似文献

ABSTRACT: Increasing costs and competition for water have resulted in pressure to manage urban water demand through conservation programs. Metering, pricing, devices, restrictions, building code changes, and horticultural practices have all been effective in reducing average residential water use. Some conservation means are specifically aimed at reducing peak demands but these usually reduce average usage as well. Combined programs of conservation can be expected to reduce urban demand by as much as 25–30 percent over the long term. Restrictions can reduce water usage on the short term even further. The success of conservation programs is as dependent on the effectiveness of public education and information dissemination as on the conservation practices themselves.  相似文献

The Economic Value of Open Space: A Review and Synthesis   总被引:3,自引:0,他引:3  
/ Communities increasingly face development pressures that can irreversibly alter open space lands. While the monetary costs and benefits of development are typically known, the corresponding values of natural lands are complex and difficult to measure. This paper reviews different concepts of economic value in relation to open space, describes methods for quantifying these values, and presents examples of each from published literature. Open space benefits accruing to citizens as market values or consumers' surplus include market and enhancement values, production values, natural systems value, use and nonuse values, and various intangible values. Economic impacts that open space lands have on local communities and economies include fiscal impacts on municipal budgets, expenditures from open space-related activities, and impacts from employment and tax revenues. These values are not universally present within a given community, nor are they quantitatively additive. However, a comprehensive consideration of the multiple values of open space will better inform community decisions about land conservation and development. Valuing goods and services from open oceans provides arguments for the ocean's protection and plays an increasingly important role in debates on the use and management of natural resources. This paper identifies and estimates the monetary value of some of the most important goods and services provided by open oceans. The list of goods and services considered includes food production, raw materials, water supply, CO2 regulation, bioremediation of waste, biomass and biodiversity conservation. Therefore, not only values associated with productive uses are quantified but also values assigned to other biological ecosystem services. This paper constitutes a first attempt in the open ocean literature at evaluating services such as water supply, biomass and biodiversity conservation. To obtain their monetary value, different techniques, some not applied before in this area, have been used depending on the ecosystem service to be evaluated. As a general criterion we use the concept of net value added (revenues obtained from the services less incurred costs). Our methodology is illustrated by estimating the monetary values of goods and services provided by the open ocean ecosystem of Spain as defined by its exclusive economic zone. The total economic value obtained measures the contribution of oceans to overall welfare and it may be an important instrument in managing open ocean ecosystems and developing environmental policies in the future.  相似文献

ABSTRACT

Regions of high biodiversity often coincide with regions of poverty and conservation can imply economic and social costs for poor resident populations. Environmental compensation is considered a tool to reduce socio-environmental conflict, improve the equity of conservation and promote sustainable development. The intricacies of specific socio-ecological systems may determine how compensation payments are interpreted locally to produce outcomes. This research examines the social perceptions of an ecological fiscal transfer which intends to compensate the local public administration for the substantial costs of conservation in a hotspot of biological and social diversity in the Brazilian Atlantic forest. In this context we explore whether financial compensation (1) influences local perceptions of the conservation regime, (2) contributes towards the reconciliation of human-conservation conflicts and (3) triggers any meaningful socio-economic improvement that would counter the local costs of conservation. Results show that environmental compensation is not widely recognised as effectively benefiting the community. Local authorities consider compensation insufficient to enact a sustainable development agenda. Environmental compensation could play an important role in a policy mix for socially equitable conservation by being explicitly linked to community benefits, especially to fostering local livelihoods. The collaboration of actors operating across multiple governance levels may improve the institutional capacity of local actors to produce effective outcomes.  相似文献

While it is commonly acknowledged that the ecosystemic, and the inter- and intra-specific diversity of natural life is under threat of being irremediably lost, there is much less awareness that the diversity in agro-ecosystems is also under threat. This paper is focused on the biodiverse agro-ecosystems generated by landraces (LRs), i.e., farmer-developed populations of cultivated species that show among- and within-population diversity and are linked to traditional cultures. The aim of this work is to arouse concern about their loss, to explain how they can be conserved, and to discuss values that support maintaining and/or restoring on-farm agro-biodiversity. Although agriculture has relied on biodiverse agro-ecosystems for millennia, most of them have disappeared or are disappearing due to profound transformations in the socio-economic context. This is discussed with particular reference to the European situation. The positive values of LRs and LR systems that support their conservation are discussed along with possible objections. The conservation of LRs and LR systems can be well justified on ethical grounds. In particular, the complex intertwining of the biological and cultural contexts of LR systems, which continuously creates new adaptive responses to the changing socio-economic and eco-physical processes, is a value that strongly motivates conservation, particularly when the needs of future generations are considered.  相似文献

ABSTRACT: Demand side management is being used increasingly by Ontario municipalities as a way to improve the efficiency of water use, defer the costs associated with constructing new water treatment works, and minimize the environmental impacts associated with supplying water. A comprehensive survey of 153 Ontario municipalities was completed in mid‐1998. These ranged in size from small rural townships (with populations as low as 500 people) to the province's largest urban center, Metropolitan Toronto, with a population of approximately 2.5 million people. The questionnaire measured the use of six broad types of demand side measures, including water pricing and metering; municipal by‐laws (ordinances) that promote water conservation; operational and maintenance measures to reduce water losses and consumption; water‐saving plumbing fixtures and devices; public participation programs that encourage water conservation; and other measures, such as water audits. Additionally, the survey collected data on implementation barriers and opportunities. Since the last comprehensive Ontario survey, conducted in 1987 by Kreutzwiser and Fea‐gan (1989), there has been an increase in the use of basic tools such as metering and pricing, plumbing fixtures, and public participation programs. Additionally, new initiatives, such as water audits and computerized monitoring equipment, are being used. However, in many areas opportunities exist to make better use of demand side measures. Unfortunately, municipal capacity to do so often is constrained by (among other factors) limited finances, lack of political will, and public resistance. Demonstration of real cost savings to consumers, and the development of specific goals and objectives for demand side management programs, are two important steps needed to overcome these challenges.  相似文献

Some believe that provision of private property rights in wildlife on private land provides a powerful economic incentive for nature conservation because it enables property owners to market such wildlife or its attributes. If such marketing is profitable, private landholders will conserve the wildlife concerned and its required habitat. But land is not always most profitably used for exploitation of wildlife, and many economic values of wildlife (such as non-use economic values) cannot be marketed. The mobility of some wildlife adds to the limitations of the private-property approach. While some species may be conserved by this approach, it is suboptimal as a single policy approach to nature conservation. Nevertheless, it is being experimented with, in the Northern Territory of Australia where landholders had a possibility of harvesting on their properties a quota of eggs and chicks of red-tailed black cockatoos for commercial sale. This scheme was expected to provide an incentive to private landholders to retain hollow trees essential for the nesting of these birds but failed. This case and others are analysed. Despite private-property failures, the long-term survival of some wildlife species depends on their ability to use private lands without severe harassment, either for their migration or to supplement their available resources, for example, the Asian elephant. Nature conservation on private land is often a useful, if not essential, supplement to conservation on public lands. Community and public incentives for such conservation are outlined.  相似文献

The paper suggests that the expansion of irrigated agriculture in the 20th century has de-coupled the water user from the inherent risk of exploiting both surface and groundwater resources. The apparent reliability of storage and conveyance infrastructure and the, relative cheapness and flexibility of groundwater exploitation offered by mechanised drilling and pumping have sheltered the end user from natural hydrological risk. The imperative for in-field irrigation efficiency has been effectively removed since the physical and economic management of the resource is determined by command area authorities or, in the case of some groundwater pumping, by the performance of power utilities, who have no direct interest in integrated resource conservation. As a result, the resource base has been degraded, and in some cases irreparable damage has occurred. It is argued that the rigidity of the resource management in many irrigation systems is not attuned to the inherent variability of natural systems upon which they depend. Further, the paper argues that irrigation management systems can work toward sustainability by spreading risk equitably, and transparently, amongst the resource regulators, managers and users. This has to involve a much more flexible approach to natural resource management that is conditioned not only by natural parameters, but also by the socio-economic settings. This paper discusses common organizational problems that cause inadequate planning and implementation processes of endangered species recovery across biologically dissimilar species. If these problems occur, even proven biological conservation techniques are jeopardized. We propose a solution that requires accountability in all phases of the restoration process and is based on cooperative input among government agencies, nongovernmental conservation organizations, and the academic community. The first step is formation of a task-oriented recovery team that integrates the best expertise into the planning process. This interdisciplinary team should be composed of people whose skills directly address issues critical for recovery. Once goals and procedures are established, the responsible agency (for example, in the United States, the US Fish and Wildlife Service) could divest some or all of its obligation for implementing the plan, yet still maintain oversight by holding implementing entities contractually accountable. Regular, periodic outside review and public documentation of the recovery team, lead agency, and the accomplishments of implementing bodies would permit evaluation necessary to improve performance. Increased cooperation among agency and nongovernmental organizations provided by this model promises a more efficient use of limited resources toward the conservation of biodiversity.  相似文献

This research advances the understanding of the location of perceived landscape values through a statistically based approach to spatial analysis of value densities. Survey data were obtained from a sample of people living in and using the Murray River region, Australia, where declining environmental quality prompted a reevaluation of its conservation status. When densities of 12 perceived landscape values were mapped using geographic information systems (GIS), valued places clustered along the entire river bank and in associated National/State Parks and reserves. While simple density mapping revealed high value densities in various locations, it did not indicate what density of a landscape value could be regarded as a statistically significant hotspot or distinguish whether overlapping areas of high density for different values indicate identical or adjacent locations. A spatial statistic Getis–Ord Gi* was used to indicate statistically significant spatial clusters of high value densities or “hotspots”. Of 251 hotspots, 40% were for single non-use values, primarily spiritual, therapeutic or intrinsic. Four hotspots had 11 landscape values. Two, lacking economic value, were located in ecologically important river red gum forests and two, lacking wilderness value, were near the major towns of Echuca-Moama and Albury-Wodonga. Hotspots for eight values showed statistically significant associations with another value. There were high associations between learning and heritage values while economic and biological diversity values showed moderate associations with several other direct and indirect use values. This approach may improve confidence in the interpretation of spatial analysis of landscape values by enhancing understanding of value relationships.  相似文献

Forest restoration at large scales, or landscapes, is an approach that is increasingly relevant to the practice of environmental conservation. However, implementation remains a challenge; poor monitoring and lesson learning lead to similar mistakes being repeated. The World Wildlife Fund (WWF), the global conservation organization, recently took stock of its 10 years of implementation of forest landscape restoration. A significant body of knowledge has emerged from the work of the WWF and its partners in the different countries, which can be of use to the wider conservation community, but for this to happen, lessons need to be systematically collected and disseminated in a coherent manner to the broader conservation and development communities and, importantly, to policy makers. We use this review of the WWF’s experiences and compare and contrast it with other relevant and recent literature to highlight 11 important lessons for future large-scale forest restoration interventions. These lessons are presented using a stepwise approach to the restoration of forested landscapes. We identify the need for long-term commitment and funding, and a concerted and collaborative effort for successful forest landscape restoration. Our review highlights that monitoring impact within landscape-scale forest restoration remains inadequate. We conclude that forest restoration within landscapes is a challenging yet important proposition that has a real but undervalued place in environmental conservation in the twenty-first century.  相似文献

Previous studies attempting to explain the factors that determine local participation in conservation initiatives have concluded that socio-political exclusion is the main barrier to being involved in such initiatives. Such studies have not differentiated between different types of conservation initiatives. In this paper, we contribute to the literature analyzing the socio-cultural correlates of participation, by differentiating between participation in three types of conservation schemes: protected areas, payment for environmental services, and community conservation. We use data obtained from six rural communities in Mexico, where different combinations of conservation schemes are found. Through linear regression analysis, we explore the relationship between participation and (1) the community of residence; (2) demographics; and (3) socioeconomic characteristics of individuals. Our results suggest that local participation in conservation strategies depends, to a large extent, on the socio-political context in which they are embedded and that the exclusion of women and young adults is clearly consistent.  相似文献

Adaptive management, an approach for simultaneously managing and learning about natural resources, has been around for several decades. Interest in adaptive decision making has grown steadily over that time, and by now many in natural resources conservation claim that adaptive management is the approach they use in meeting their resource management responsibilities. Yet there remains considerable ambiguity about what adaptive management actually is, and how it is to be implemented by practitioners. The objective of this paper is to present a framework and conditions for adaptive decision making, and discuss some important challenges in its application. Adaptive management is described as a two-phase process of deliberative and iterative phases, which are implemented sequentially over the timeframe of an application. Key elements, processes, and issues in adaptive decision making are highlighted in terms of this framework. Special emphasis is given to the question of geographic scale, the difficulties presented by non-stationarity, and organizational challenges in implementing adaptive management.  相似文献

This article discusses the ecological and cultural criteria underlying the management practices for protected areas in France. It examines the evolution of French conservation from its roots in the 19th century, when it focused on the protection of scenic landscapes, to current times when the focus is on the protection of biodiversity. However, biodiversity is often socially defined and may not represent an ecologically sound objective for conservation. In particular, we question the current approach to protecting a specific type of biodiversity that is at the basis of traditional landscape but does not value systems that are left to develop naturally (i.e., without significant human intervention). We present several examples of current attempts in France and Europe to managing traditional ecosystems and then discuss the values that exist in systems that develop naturally. We feel the latter systems often have much to offer in terms of biodiversity as well as providing important sites for the study of dynamic ecological communities in an ever-changing world.  相似文献
