Digital technology is changing nature conservation in increasingly profound ways. We describe this impact and its significance through the concept of ‘digital conservation’, which we found to comprise five pivotal dimensions: data on nature, data on people, data integration and analysis, communication and experience, and participatory governance. Examining digital innovation in nature conservation and addressing how its development, implementation and diffusion may be steered, we warn against hypes, techno-fix thinking, good news narratives and unverified assumptions. We identify a need for rigorous evaluation, more comprehensive consideration of social exclusion, frameworks for regulation and increased multi-sector as well as multi-discipline awareness and cooperation. Along the way, digital technology may best be reconceptualised by conservationists from something that is either good or bad, to a dual-faced force in need of guidance.  相似文献

China has among the highest biodiversities in the world, but faces extreme biodiversity losses due to the country’s huge population and its recent explosive socioeconomic development. Despite huge efforts and investments by the government and Chinese society to conserve biodiversity, especially in recent decades, biodiversity losses may not have been reversed, and may even have been exacerbated by unintended consequences resulting from these projects. China’s centralized approach to biodiversity conservation, with limited local participation, creates an inflexible and inefficient approach because of conflicts between local communities and national administrators over the benefits. Although community-based conservation may be an imperfect approach, it is an essential component of a successful future national conservation plan. Biodiversity conservation should be considered from the perspective of systems engineering and a governance structure that combines centralization with community-level conservation. In this paper, we describe China’s complex challenge: how to manage interactions between humans and nature to find win–win solutions that can ensure long-term biodiversity conservation without sacrificing human concerns.  相似文献

Nature conservation organisations increasingly turn to new digital technologies to help deliver conservation objectives. This has led to collaborative forms of working with academia to spearhead digital innovation. Through in-depth interviews with three UK research-council-funded case studies, we show that by working with academics conservation organisations can receive positive and negative impacts, some of which cut across their operations. Positive impacts include new ways of engaging with audiences, improved data workflows, financial benefits, capacity building and the necessary digital infrastructure to help them influence policy. Negative impacts include the time and resources required to learn new skills and sustain new technologies, managing different organisational objectives and shifts in working practices as a result of the new technologies. Most importantly, collaboration with academics was shown to bring the opportunity of a profound change in perspectives on technologies with benefits to the partner organisations and individuals therein.  相似文献

Globally, conflicts between marine nature conservation and fishery interests are common and increasing, and there is often a glaring lack of dialogue between stakeholders representing these two interests. There is a need for a stronger and enforced coordination between fishing and conservation authorities when establishing marine protected areas for conservation purposes. We propose that an appropriate instrument for such coordination is a broad ecosystem-based marine spatial planning procedure, representing neither nature conservation nor fishery. Strategic environmental assessment for plans and programmes and environmental impact assessment for projects are commonly used tools for assessing the environmental impacts of different human activities, but are seldom used for evaluating the environmental effects of capture fisheries. The diversity of fisheries and the drastic effects of some fisheries on the environment are strong arguments for introducing these procedures as valuable supplements to existing fisheries assessment and management tools and able to provide relevant environmental information for an overall marine spatial planning process. Marine protected areas for nature conservation and for protection of fisheries have different objectives. Therefore, the legal procedure when establishing marine protected areas should depend on whether they are established for nature conservation purposes or as a fisheries resource management tool. Fishing in a marine protected area for conservation purpose should be regulated according to conservation law. Also, we argue that marine protected areas for conservation purposes, in the highest protection category, should primarily be established as fully protected marine national parks and marine reserves.  相似文献

湖泊及水库含藻水问题带有一定的普遍性,处理技术复杂,难度较大。因此,除藻技术的提高和发展显得越来越紧迫。膜处理技术在给水中的应用是水处理技术的重大突破,正逐渐成为21世纪水处理技术中最有发展前途的技术。本文以继承和吸收成熟技术,并将其工程化,以便及时解决具体问题为原则,根据国内外最新水质标准要求,提出了微滤膜与活性炭联用的除藻新上艺,并对除藻工艺方案确定原则、研究内容和目标,以及除藻工艺方案设计进行了说细分析说明。本文认为微滤膜技术在我国供水行业推广已经具备了较好的条件,在不断积累经验的基础上可以达到大规模工程应用。应用微滤膜与活性炭联用工艺解决富营养化水源水中藻类问题在技术上是成熟的,在经济上是可行的。  相似文献

In the pioneer days, the main driving forces for research of organics in drinking water treatment (DWT) were human health risks and optimisation of technology. The focus was on natural organic matter (NOM) structure, disinfection by-products (DBPs) formation, NOM removal by means of coagulation, adsorption, and oxidation, and development of the most efficient water treatment trains. Surprisingly, after decades of research, rapid development of analytical techniques and progress in risk assessment, the same driving forces are still in the limelight — although the topics have changed slightly. The attention switched from trihalomethanes to a new generation of DBPs. The definition of hydrophilic/hydrophobic NOM depends on the technique used for characterisation. It has become evident that numerous organic compounds can threaten water supply sources. Some of them had been ignored or overlooked in the past, but have recently been detected by advanced analytical tools even in drinking water. Prioritisation becomes priority per se. As far as processes are concerned, mainstream research has been following three lines: fouling mechanisms, application of hybrid processes and interactions between synthetic organic chemicals, other water constituents and materials used in DWT. Significant development has been made in membrane technology. This paper presents a broad overview of the recent organics research. Although the state-of-the-art technologies seem to have an answer to each and every question raised, it is still necessary to deal with specific problems on a case-by-case basis mainly due to the unique nature of NOM and different xenobiotics that may appear in various types of waters. In the end, human health risk, which derives from the presence/absence of organics, is only the tip of the iceberg — underneath lies a whole new universe — the socio-economic aspect of water treatment and quality that deserves much more attention.  相似文献

As the digital economy develops rapidly and the network information technology advances, new development models represented by the network economy have emerged, which have a crucial impact on green economic growth. However, the relevant previous studies lacked the role of analyzing the direct and indirect effects of internet development on green economic growth at the prefecture-level city level. For this purpose, this paper aims to examine the intrinsic mechanism of the impact of internet development on green economic growth and provide empirical support for cities and regions in China to increase internet construction. Furthermore, the mixed model (EBM), which includes both radial and non-radial distance functions, is applied to calculate the green economic growth index. Fixed effect model and mediation effect model are also employed to test influence mechanisms of the internet development on green economic growth using panel data of 269 prefecture-level cities in China from 2004 to 2019. The statistical results reveal that internet development has contributed significantly to green economic growth. When the internet development level increases by 1 unit, the green economic growth level increases by an average of 5.0372 units. However, regional heterogeneity is evident between internet development and green economic growth, that is, the promoting effect of internet development on green economic growth is gradually enhanced from the eastern region to the western region. We also find that internet development guides industrial structure upgrading improves environmental quality and accelerates enterprise innovation, which indirectly contributes to green economic growth. And internet development mainly achieves green economic growth through enterprise innovation. Based on the above findings, we concluded that policymakers should not only strengthen the guiding role of social actors to promote the stable development of the internet industry, but also foster the construction of the three models of “internet+industry integration,” “internet+environmental governance,” and “internet+enterprise innovation” to promote green economic growth.

Power technology innovation has been positioned as an effective way to contribute to China’s carbon productivity. However, limited empirical evidence exists on the impact of power technology innovation on carbon productivity. Thus, based on the annual panel dataset of 30 China’s provinces from 2001 to 2019, this study explored whether and how power technology innovation promotes or impedes the improvement of carbon productivity. First, carbon productivity in the framework of total factor was calculated based on the metafrontier Malmquist-Luenberger productivity index. Second, the effect of power technology innovation on carbon productivity was investigated using the spatial Durbin model. And we also examined whether heterogeneous power technology innovations have a synergistic effect on carbon productivity. Third, influence mechanism of power technology innovation affecting carbon productivity was identified. Results show that (1) there are notable differences in China’s provincial carbon productivity, which is characterized by the spatial correlation. (2) Local power technology innovation has a promotion effect on carbon productivity in both local and neighboring provinces. Moreover, the promotion effect of breakthrough power technology innovation is stronger than that of incremental power technology innovation. (3) Catching-up Effect and Innovation Effect are important transmission channels through which power technology innovation improves carbon productivity. Finally, policy recommendations are provided.

For centuries, the primary manner in which humans have interacted with sharks has been fishing. A combination of their slow-growing nature and high use-values have resulted in population declines for many species around the world, and to date the vast majority of fisheries-related work on sharks has focused on the commercial sector. Shark recreational fishing remains an overlooked area of research despite the fact that these practices are popular globally and could present challenges to their populations. Here we provide a topical overview of shark recreational fisheries, highlighting their history and current status. While recreational fishing can provide conservation benefits under certain circumstances, we focus our discourse on the relatively understudied, potentially detrimental impacts these activities may have on shark physiology, behavior, and fitness. We took this angle given the realized but potentially underestimated significance of recreational fishing for shark conservation management plans and stock assessments, in hopes of creating a dialogue around sustainability. We also present a series of broad and focused research questions and underpin areas of future research need to assist with the development of this emergent area of research.  相似文献

It has been suggested that traditional ecological knowledge (TEK) may play a key role in forest conservation. However, empirical studies assessing to what extent TEK is associated with forest conservation compared with other variables are rare. Furthermore, to our knowledge, the spatial overlap of TEK and forest conservation has not been evaluated at fine scales. In this paper, we address both issues through a case study with Tsimane’ Amerindians in the Bolivian Amazon. We sampled 624 households across 59 villages to estimate TEK and used remote sensing data to assess forest conservation. We ran statistical and spatial analyses to evaluate whether TEK was associated and spatially overlapped with forest conservation at the village level. We find that Tsimane’ TEK is significantly and positively associated with forest conservation although acculturation variables bear stronger and negative associations with forest conservation. We also find a very significant spatial overlap between levels of Tsimane’ TEK and forest conservation. We discuss the potential reasons underpinning our results, which provide insights that may be useful for informing policies in the realms of development, conservation, and climate. We posit that the protection of indigenous cultural systems is vital and urgent to create more effective policies in such realms.  相似文献

Prof. Ulgiati stresses that we should always use an ecosystem view when transforming energy from one form to another. Sustainable growth and development of both environmental and human-dominated systems require optimum use of available resources for maximum power output. We have to adapt to the laws of nature because nature has to take care of all the waste products we produce. The presentation addresses a much needed shift away from linear production and consumption pattern, toward reorganization of economies and lifestyle that takes complexity—of resources, of the environment and of the economy—into proper account. The best way to reach maximum yield from the different kinds of biomass is to use biorefineries. Biorefinery is defined as the sustainable processing of biomass into a spectrum of marketable products like heat, power, fuels, chemicals, food, feed, and materials. However, biomass from agricultural land must be used for the production of food and not fuel. Prof. Voss focuses on the sustainability of energy supply chains and energy systems. Life cycle analyses (LCA) provides the conceptual framework for a comprehensive comparative evaluation of energy supply options with regard to their resource requirements as well as the health and environmental impact. Full scope LCA considers not only the emissions from plant operation, construction, and decommissioning but also the environmental burdens and resource requirements associated with the entire lifetime of all relevant upstream and downstream processes within the energy chain. This article describes the results of LCA analyses for state-of-the-art heating and electricity systems as well as of advanced future systems. High levels of species richness and endemism make Myanmar a regional priority for conservation. However, decades of economic and political sanctions have resulted in low conservation investment to effectively tackle threats to biodiversity. Recent sweeping political reforms have placed Myanmar on the fast track to economic development—the expectation is increased economic investments focused on the exploitation of the country’s rich, and relatively intact, natural resources. Within a context of weak regulatory capacity and inadequate environmental safeguards, rapid economic development is likely to have far-reaching negative implications for already threatened biodiversity and natural-resource-dependent human communities. Climate change will further exacerbate prevailing threats given Myanmar’s high exposure and vulnerability. The aim of this review is to examine the implications of increased economic growth and a changing climate within the larger context of biodiversity conservation in Myanmar. We summarize conservation challenges, assess direct climatological impacts on biodiversity and conclude with recommendations for long-term adaptation approaches for biodiversity conservation.  相似文献

As China’s economy began transitioning from one focused on high-speed growth to one focusing on high-quality development, sustainable green development has become the main goal pursued by the government. This study empirically measures the marginal impact of per capita GDP, technological innovation level, industrial structure, openness, fiscal decentralization, and urbanization level on per capita wastewater discharge in 11 provinces (cities) along the Yangtze River Economic Belt (YREB) from 2008 to 2018 using a quantile model. The key findings were as follows: (1) factors such as the per capita GDP, industrial structure, foreign direct investment, and urbanization in the YREB significantly increased water resource pollution; (2) the quantile model regression results showed that the relationship between economic growth and ecological pollution followed the so-called environmental Kuznets inverted U-curve. Wastewater discharge per capita was low in areas with low per capita GDP, meaning that the ecological environment in these areas was more fragile and that the environmental pollution costs due to economic growth were therefore relatively much higher in these areas; (3) fiscal decentralization significantly reduced water resource pollution in relatively developed areas although the effects in the relatively developing areas were not significant; and (4) the effects of technological innovation on reducing water resource pollution in the YREB were positive but not very significant. The results also confirmed that traditional patterns of economic growth increased water pollution in the YREB. For this reason, the government needs to urgently improve policies—for example, upgrading economic structures, preventing over-urbanization, speeding up technological innovation, introducing environmentally friendly foreign investment, and providing more rewards to best practitioners of environmental governance—that is conducive to the achievement of green ecological development.

The multi-scale approach to conserving forest biodiversity has been used in Sweden since the 1980s, a period defined by increased reserve area and conservation actions within production forests. However, two thousand forest-associated species remain on Sweden’s red-list, and Sweden’s 2020 goals for sustainable forests are not being met. We argue that ongoing changes in the production forest matrix require more consideration, and that multi-scale conservation must be adapted to, and integrated with, production forest development. To make this case, we summarize trends in habitat provision by Sweden’s protected and production forests, and the variety of ways silviculture can affect biodiversity. We discuss how different forestry trajectories affect the type and extent of conservation approaches needed to secure biodiversity, and suggest leverage points for aiding the adoption of diversified silviculture. Sweden’s long-term experience with multi-scale conservation and intensive forestry provides insights for other countries trying to conserve species within production landscapes.

A number of different approaches have been used to explain the successes and failures of biodiversity conservation strategies in developing countries. However, to date, little attention has been paid toward assessing the influence of knowledge transfer between science, policy, and conservation practices in the implementation of these strategies. Vietnam’s Pu Luong Cuc Phuong Conservation Area is a globally important ecosystem, situated within a limestone landscape and inhabited by hundreds of local communities. Biodiversity conservation has become an important part of sustainable development in this area. This study analyzes three conservation strategies employed in the Pu Luong Cuc Phuong Conservation Area by applying the Research–Integration–Utilization (RIU) model of scientific knowledge transfer. Our analyses reveal weaknesses in scientific knowledge transfer arising from low-quality research and poor integration strategies. Based on our results, we developed recommendations to improve research and integration in an effort to enhance science-based policy support.  相似文献

Nature can survive without humans, but humans cannot survive without nature. Despite a clear understanding of this dependency, humans continue to exist in disharmony with nature, and our current environmental and human dilemmas reflect old problems with a long history. Societies have historically experienced many transitions from harmony between nature and society to a crisis of disharmony, followed by a subsequent transition from crisis to harmony. Such ecological crises arise when society no longer practices sustainable consumption of resources within the limits imposed by the environmental carrying capacity. Over the long term, the growth in human desires has always exceeded the growth in the environmental carrying capacity. Science, technology, and social institutions must all be improved to resolve the ecological crises that arise from this imbalance. This paper discusses how increasing understanding of the problem by the public and by decision makers is the key to minimizing the undesirable impacts of the coming bottleneck for sustainable development. Furthermore, we emphasize how this awareness must be translated into fundamental political and economic changes.  相似文献

Analysis of satellite-telemetry data mostly occurs long after it has been collected, due to the time and effort needed to collate and interpret such material. Delayed reporting reduces the usefulness of such data for nature conservation where timely information about animal movements is required. To counter this problem, we present a novel approach which combines automated analysis of satellite-telemetry data with rapid communication of insights derived from such data. A relatively simple algorithm (based on radial and angular velocity calculated from fixes) allowed instantaneous detection of excursions away from settlement areas and automated calculation of home ranges on the remaining data. Automating the detection of both excursions and home-range calculations enabled us to disseminate ecological insights from satellite-tag data instantaneously through a dedicated web portal. The automated analysis, interpretation, and communication of satellite-tag and other ecological data offer clear benefits to nature conservation research and practice.  相似文献

Separation of materials from municipal waste streams is not recycling. Successful recycling is demand-pulled rather than supply-driven; it depends on local markets that reuse separated materials. For this reason EPA's Office of Solid Waste has opposed national mandates for materials separation which do not address associated markets. But a recent Air Act decision could reverse that stance, potentially mandating high levels of materials separation for every new waste-to-energy (WTE) facility.

The decision holds that Best Available Control Technology (BACT) requires PSD permit applicants to consider separating "feasible" levels, of each "readily-ascertainable" waste component that contributes to air emissions when incinerated, despite their installation of advanced emissions controls or the lack of any evidence that emission concentrations would be further reduced by such "fuel cleaning." Because total emissions of any facility may always be reduced by requiring it to consume less fuel—or burn gas rather than oil, or use conservation rather than combust at all—the decision could radicalize New Source Review, transforming preconstruction permits from a process meant to assure specific emissions controls to one in which air agencies deny the existence of emitting sources. The decision could also delay preconstruction permits; force downsizing of disposal facilities EPA concedes to be necessary; accelerate landfill closures; inject air permit writers into solid waste management determinations; and make local waste infrastructure more difficult to finance. It demonstrates the slippery slopes created by attempts to convert single-medium statutes into multi-media programs under the banner of "pollution prevention."  相似文献
