Understanding what causes variability in the outcomes of common-pool resources management and governance has important policy implications for biodiversity conservation, in particular for the conservation of wild plants and animals subject to harvest. We report an exploratory study focusing on Amazonian river turtles as a common-pool resource under harvest-driven conservation and management efforts in Peru. Based on document analysis, literature review and a series of interviews, we describe the management program as a social process and identify the most important governance and management outcomes achieved (increased turtle abundance and benefits for harvesters, harvester formalization), factors hindering and facilitating the program implementation (four natural and three societal factors), and key governance actions behind the program outcomes (awareness and capacity building, crafting and enforcing rules). We then highlight the existing knowledge gaps and the needs and possible means to address particular risks related to turtle management on a harvest-driven setting.  相似文献

Islands harbor a disproportionate amount of the earth's biodiversity, but a significant portion has been lost due in large part to the impacts of invasive mammals. Fortunately, invasive mammals can be routinely removed from islands, providing a powerful tool to prevent extinctions and restore ecosystems. Given that invasive mammals are still present on more than 80% of the world's major islands groups and remain a premier threat to the earth's biodiversity, it is important to disseminate replicable, scaleable models to eradicate invasive mammals from islands. We report on a successful model from western México during the past decade. A collaborative effort between nongovernmental organizations, academic biologists, Mexican government agencies, and local individuals has resulted in major restoration efforts in three island archipelagos. Forty-two populations of invasive mammals have been eradicated from 26 islands. For a cost of USD 21,615 per colony and USD 49,370 per taxon, 201 seabird colonies and 88 endemic terrestrial taxa have been protected, respectively. These conservation successes are a result of an operational model with three main components: i) a tri-national collaboration that integrates research, prioritization, financing, public education, policy work, capacity building, conservation action, monitoring, and evaluation; ii) proactive and dedicated natural resource management agencies; and iii) effective partnerships with academic researchers in Mexico and the United States. What is now needed is a detailed plan to eradicate invasive mammals from the remaining islands in the region that integrates the needed additional financing, capacity, technical advances, and policy issues. Island conservation in western Mexico provides an effective approach that can be readily applied to other archipelagos where conservation efforts have been limited.  相似文献

Within the Swedish research program SUCOZOMA (Sustainable Coastal Zone Management) several conflict studies have been carried out. Whereas the detailed results of these studies are published separately, this paper reviews important results from conflict research in combination with a summarizing and generalizing discussion of approaches and main results of SUCOZOMA's resource and conflicts studies. After an analysis of interdisciplinary and theoretical research about environmental and resource use conflicts, the methodology used in SUCOZOMA is presented, a combined stakeholder and conflict analysis. It can be summarized in four main points: i) to map the stakeholders and their interests; i) to analyse the conflicts; iii) to develop methods for conflict mitigation and cooperation with stakeholders; iv) to integrate these components in a system for the management of natural resources. Exemplary case studies of resource use conflicts have been carried out at the Swedish west and east coast including coastal fishery, mussel culture, coastal planning and specific conflicts such as between species protection (seals) and coastal fishery. Researchers are involved as experts and as conflicting parties, and the role of scientists as stakeholders deserves special attention in conflict research. Conflict management is not only for the solution of present conflicts, but part of integrated resource management systems where knowledge transfer, institutional development, collective learning of scientific, political and administrative actors, and cooperation between scientists and resource users can occur.  相似文献

Europe has a wealth of community forest arrangements. This paper aims to transcend the diversity of locally specific terms and forms, to highlight the value of considering them inclusively. Building on methods to make sense of diversity, we use reflexive grounded inquiry in fifteen cases in Italy, Scotland, Slovenia and Sweden. Within four dimensions (forest, community, relationships between them, and relationships with wider society), we identify 43 subdimensions to describe them collectively. Our approach shows how European arrangements contribute to wider discourses of collective natural resource management. Both tradition and innovation in Europe inform options for environmental governance. Arrangements challenge the distinction between ‘communities of place’ and ‘communities of interest’, with implications for social and environmental justice. They exemplify multilevel environmental governance through both vertical and horizontal connections. In this policy perspective, we outline several conditions to support effective science–policy interaction, with a particular emphasis on improving water governance in transboundary basins. Key conditions include (1) recognizing that science is a crucial but bounded input into water resource decision-making processes; (2) establishing conditions for collaboration and shared commitment among actors; (3) understanding that social or group-learning processes linked to science–policy interaction are enhanced through greater collaboration; (4) accepting that the collaborative production of knowledge about hydrological issues and associated socioeconomic change and institutional responses is essential to build legitimate decision-making processes; and (5) engaging boundary organizations and informal networks of scientists, policy makers, and civil society. We elaborate on these conditions with a diverse set of international examples drawn from a synthesis of our collective experiences in assessing the opportunities and constraints (including the role of power relations) related to governance for water in transboundary settings.  相似文献

This article analyses four main models of participation in Swedish natural resource management and assesses strengths and weaknesses of one model (participation in physical/spatial planning) based on empirical studies of coastal resource conflicts in two Swedish west coast municipalities. In comparison to other administrative and planning procedures, physical planning offers possibilities to coordinate land and water management across sectors and resources and to broaden stakeholder participation. Local influence on coastal management increases with participation beyond the statutory minimum requirements, although management frameworks and practice of participation need to be developed further. Besides educating professionals and experimenting with combinations of existing procedures, in the long run an adaptation of legislation to the requirements of integrated and sustainable coastal management will be necessary.  相似文献

Climate change and accelerating socioeconomic developments increasingly challenge flood-risk management in the Vietnamese Mekong River Delta—a typical large, economically dynamic and highly vulnerable delta. This study identifies and addresses the emerging challenges for flood-risk management. Furthermore, we identify and analyse response solutions, focusing on meaningful configurations of the individual solutions and how they can be tailored to specific challenges using expert surveys, content analysis techniques and statistical inferences. Our findings show that the challenges for flood-risk management are diverse, but critical challenges predominantly arise from the current governance and institutional settings. The top-three challenges include weak collaboration, conflicting management objectives and low responsiveness to new issues. We identified 114 reported solutions and developed six flood management strategies that are tailored to specific challenges. We conclude that the current technology-centric flood management approach is insufficient given the rapid socioecological changes. This approach therefore should be adapted towards a more balanced management configuration where technical and infrastructural measures are combined with institutional and governance resolutions. Insights from this study contribute to the emerging repertoire of contemporary flood management solutions, especially through their configurations and tailoring to specific challenges.  相似文献

Climate change is already producing ecological, social, and economic impacts on fisheries, and these effects are expected to increase in frequency and magnitude in the future. Fisheries governance and regulations can alter socio-ecological resilience to climate change impacts via harvest control rules and incentives driving fisher behavior, yet there are no syntheses or conceptual frameworks for examining how institutions and their regulatory approaches can alter fisheries resilience to climate change. We identify nine key climate resilience criteria for fisheries socio-ecological systems (SES), defining resilience as the ability of the coupled system of interacting social and ecological components (i.e., the SES) to absorb change while avoiding transformation into a different undesirable state. We then evaluate the capacity of four fisheries regulatory systems that vary in their degree of property rights, including open access, limited entry, and two types of rights-based management, to increase or inhibit resilience. Our exploratory assessment of evidence in the literature suggests that these regulatory regimes vary widely in their ability to promote resilient fisheries, with rights-based approaches appearing to offer more resilience benefits in many cases, but detailed characteristics of the regulatory instruments are fundamental.  相似文献

Along the coast of South Africa, marine resources play a significant role in supporting livelihoods and contributing to food security in impoverished rural communities. Post-apartheid fisheries laws and policies have begun to address traditional fishing rights and development needs, and new management arrangements are being implemented. One such initiative has been the Mussel Rehabilitation Project in Coffee Bay, which piloted a resource rehabilitation technique at several over-exploited fishing sites. Mussel stocks in these exploited areas had dropped to under 1 % mussel cover, and during the project period, stocks increased to >80 % cover, supporting a sustainable harvest well above national daily bag limits. This stock enhancement was achieved only after the project had started to address social challenges such as the lack of local management institutions and the need to enhance food security. The project embarked on training and institution-building; it formed a robust community mussel management committee; and developed a local resource management plan, facilitating increased community participation in the day-to-day management of the resource. The project also saw the initiation of various ancillary projects aimed at improving food security and stimulating the local economy and hence alleviating pressure on the marine resources. Here we review this 10-year project’s outcomes, and present lessons for small-scale fisheries governance in South Africa and internationally. We show, through empirical experience, that balancing stock rebuilding needs in a context of widespread poverty and dependency on natural resources by a local fisher community can only be addressed through an integrated approach to development. Participation of resource users and a thorough understanding of the local context are imperative to negotiating appropriate small-scale fisheries governance approaches. We recommend that the implementation of South Africa’s newly minted Small-Scale Fisheries Policy should begin with bottom-up, demonstrative resource management measures such as mussel rehabilitation. This type of initiative can deliver short-term food security benefits and foster social learning towards sustainable and cooperative fisheries governance.  相似文献

At a global level, the relationship between biodiversity importance and capacity to manage it is often assumed to be negative, without much differentiation among the more than 200 countries and territories of the world. We examine this relationship using a database including terrestrial biodiversity, wealth and governance indicators for most countries. From these, principal components analysis was used to construct aggregated indicators at global and regional scales. Wealth, governance, and scientific capacity represent different skills and abilities in relation to biodiversity importance. Our results show that the relationship between biodiversity and the different factors is not simple: in most regions wealth and capacity varies positively with biodiversity, while governance vary negatively with biodiversity. However, these trends, to a certain extent, are concentrated in certain groups of nations and outlier countries. We discuss our results in the context of collaboration and joint efforts among biodiversity-rich countries and foreign agencies.

Policies at multiple levels pronounce the need to encompass both social and ecological systems in governance and management of natural capital in terms of resources and ecosystems. One approach to knowledge production and learning about landscapes as social–ecological systems is to compare multiple case studies consisting of large spaces and places. We first review the landscape concepts’ biophysical, anthropogenic, and intangible dimensions. Second, we exemplify how the different landscape concepts can be used to derive measurable variables for different sustainability indicators. Third, we review gradients in the three dimensions of the term landscape on the European continent, and propose to use them for the stratification of multiple case studies of social–ecological systems. We stress the benefits of the landscape concepts to measure sustainability, and how this can improve collaborative learning about development toward sustainability in social–ecological systems. Finally, analyses of multiple landscapes improve the understanding of context for governance and management.  相似文献

Functional agrobiodiversity (FAB) has severely declined during the last decades. Current efforts to reinforce FAB are mainly focused on single-actor, parcel-based measures, whereas multi-actor landscape approaches are supposed to be more effective. In this paper, we propose a social–ecological framework that structures how different land users at both the parcel and landscape level interact with FAB as a natural resource. Furthermore, we introduce 1 m2 FAB gardens as an interactive multipurpose measurement tool to gather data on ecosystem services in collaboration with land users. The presented action research approach provides new insights on motivations and interests of different land users in FAB and how knowledge exchange can result in a higher motivation to invest in FAB. Understanding how governance structures align to ecological processes in a landscape is critical for effective management of ecological resources. Ecological resources are not independent from each other, instead they are interconnected, and their well-being is often critically dependent on upholding ecological connectivity, especially in times of change and disturbances. Coordination and collaboration among managing actors, each managing their own piece of the puzzle, is therefore essentially a requirement for effective management. We present a conceptual model that includes ecological resources, managing and coordinating actors, along with an explicit representation on how all these entities are connected to each other. We apply this model to 25 municipalities that manage 408 wetlands in central Sweden. The study shows a good social and ecological alignment, however with a high prevalence for coordination through third parties. We discuss this pattern emergence, its potential implications, and examine which municipalities adopt these coordinating functions.  相似文献

Management of natural resources has clear implications for local, national, and supranational territorial units because of diverse and fundamental implications linked to how and where they are managed. There is a strong need to go beyond local, regional or even national administrative borders, redesigning new geographical areas and starting cross-border cooperative actions for more sustainable natural resource management. In this paper, European Union and Italian water policies are analysed, showing that, in Italy, the situation regarding institutional actors involved in water management is quite complex, particularly taking a watershed approach. Management of an important watershed in the south of Italy is taken as an example, showing how natural resources could be managed effectively through multi-regional cooperation. In this context, the work presented here introduces Multi-Criteria Decision Aid (MCDA) as a new multidisciplinary approach to structuring and analysing conflicts between stakeholders involved in the decision making process.  相似文献

Small-scale fisheries present challenges to management due to fishers’ dependency on resources and the adaptability of management systems. We compared social-ecological processes in the sea cucumber fisheries of Zanzibar and Mayotte, Western Indian Ocean, to better understand the reasons for resource conservation or collapse. Commercial value of wild stocks was at least 30 times higher in Mayotte than in Zanzibar owing to lower fishing pressure. Zanzibar fishers were financially reliant on the fishery and increased fishing effort as stocks declined. This behavioral response occurred without adaptive management and reinforced an unsustainable fishery. In contrast, resource managers in Mayotte adapted to changing fishing effort and stock abundance by implementing a precautionary fishery closure before crossing critical thresholds. Fishery closure may be a necessary measure in small-scale fisheries to preserve vulnerable resources until reliable management systems are devised. Our comparison highlighted four poignant lessons for managing small-scale fisheries: (1) diagnose the fishery regularly, (2) enable an adaptive management system, (3) constrain exploitation within ecological limits, and (4) share management responsibility.  相似文献

Conventional perceptions of the interactions between people and their environment are rapidly transforming. Old paradigms that view humans as separate from nature, natural resources as inexhaustible or endlessly substitutable, and the world as stable, predictable, and in balance are no longer tenable. New conceptual frameworks are rapidly emerging based on an adaptive approach that focuses on learning and flexible management in a dynamic social-ecological landscape. Using two iconic World Heritage Areas as case studies (the Great Barrier Reef and the Grand Canyon) we outline how an improved integration of the scientific and social aspects of natural resource management can guide the evolution of multiscale systems of governance that confront and cope with uncertainty, risk, and change in an increasingly human-dominated world.  相似文献

The National Seminar on Sustainable Water Resource Management in Era of Changing Climate (NSWRM-2014) on 10–11 January 2014 organised by the Institute of Environment and Sustainable Development and Environmental Science and Technology, Banaras Hindu University, witnessed the presence of experts from environmentalists, industrialists and experts on water resources and its management. The deliberations and scientific discussions led to the conclusion that it is not just the resource but the natural capacity to sustain it that requires monitoring, understanding and stewardship. The focus of governance in India needs to move at a faster pace from conventional methods of sector-based water management to more integrated approach for sustainable water resource management. It is more of the people participation that is the future key towards sustainable water resource management in India.  相似文献

An environmental assessment of the poultry sector of 'Challenging the Frontiers of Poverty Reduction/Targeting the Ultra Poor Program (CFPR/TUP)' programme of BRAC has been conducted. Special focus was given to health and environmental aspects of poultry rearing, including the housing and diseases of both humans and poultry, the surrounding environment, access to and sources of water, waste management, common property resources, and social conflicts related to the poultry programme. Data were collected through field observations, in-depth interviews, and case studies during August 2003. Poultry rearing was found to be a promising income-generating activity for the ultra poor. A few obstacles related to health, resource use, resource management, and social conflicts were identified. There were some innovative initiatives taken by the TUP poultry members related to waste management, other sources of income and water access. Some steps were suggested to resolve social conflicts and health problems, to improve poultry housing and waste marketing, to increase nutritional intake and initiate intermediate income-generating projects, and to highlight management issues of common property resource.  相似文献
