ABSTRACT. The Spring 1973 Mississippi River flood was investigated using remotely sensed data from ERTS-1. Both manual and automatic analyses of the data indicate that ERTS-I is extremely useful as a regional tool for flood management. Quantitative estimates of area flooded were made in St. Charles County, Missouri and Arkansas. Flood hazard mapping was conducted in three study areas along the Mississippi River using pre-flood ERTS-1 imagery enlarged to 1:250,000 and 1:100,000 scale. The flood prone areas delineated on these maps correspond to areas that would be inundated by significant flooding (approximately the 100 year flood). The flood prone area boundaries were generally in agreement with flood hazard maps produced by the U. S. Army Corps of Engineers and U. S. Geological Survey although the latter are somewhat more detailed because of their larger scale. Initial results indicate that ERTS-1 digital mapping of flood prone areas can be performed at 1:62,500 which is comparable to some conventional flood hazard map scales.  相似文献

A study of the piedmont of the Newberry Mountains near Laughlin, Nevada, demonstrates that geologic information can improve the scientific basis of flood‐hazard management on alluvial fans in desert areas. Comparison of geologic information against flood insurance rate maps (FIRMs) reveals flaws in conventional methods for flood hazard delineation in this setting. Geologic evidence indicates that large parts of the Newberry piedmont have been isolated from significant flooding for at least the past 10,000 years. This contrasts with existing FIRMs that include large tracts of nonflood prone land in the 100‐year and 500‐year flood hazard zones and exclude areas of indisputably flood prone land from the regulatory flood plain. From the basis of the geology, flood hazards on at least one‐third of the piedmont are mischaracterized on the regulatory maps. The formal incorporation of geologic data into flood hazard studies on desert piedmonts could significantly reduce this type of discrepancy and substantially reduce the scope, hence cost, of more elaborate engineering studies and hazard mitigation strategies. The results of this study affirm the value of new Federal Emergency Management Agency (FEMA) recommendations for characterizing alluvial fan flood hazards and support an argument for mandating geological studies in the regulatory process.  相似文献

ABSTRACT. Flooding along the Mississippi River and some of its tributaries was detected by the multispectral scanner (MSS) on the Earth Resources Technology Satellite (ERTS-1) on at least three orbits during the spring of 1973. The ERTS data provided the first opportunity for mapping the regional extent of flooding at the time of the imagery. Special optical data processing techniques were used to produce a variety of multispectral color composites enhancing flood-plain details. One of these, a 2-color composite of near infrared bands 6 and 7, was enlarged and registered to 1:250,000-scale topographic maps and used as the basis for preparation of flood image maps. Two specially filtered 3-color composites of MSS bands 5, 6, and 7 and 4, 5, and 7 were prepared to aid in the interpretation of the data. The extent of the flooding was vividly depicted on a single image by 2-color temporal composites produced on the additive-color viewer using band 7 flood data superimposed on pre-flood band 7 images. On May 24, when the floodwaters at St. Louis receded to bankfull stage, imagery was again obtained by ERTS. Analysis of temporal data composites of the pre-flood and post-flood band 7 images indicate that changes in surface reflectance characteristics caused by the flooding can be delineated, thus making it possible to map the overall area flooded without the necessity of a real-time system to track and image the peak flood waves. Regional planning and disaster relief agencies such as the Corps of Engineers, Office of Emergency Preparedness, Soil Conservation Service, interstate river basin commissions and state agencies, as well as private lending and insurance institutions, have indicated strong potential applications for ERTS image-maps of flood-prone areas.  相似文献

Addicks and Barker reservoirs were built in the 1940s to protect downtown Houston from flooding and have generally worked very well until 2017 when Hurricane Harvey devastated much of Houston and surroundings with up to 40 inches (102 cm) of rainfall causing flooding of 154,000 homes in over 22 watersheds in Houston/Harris County alone. However, the story of how Addicks and Barker flooded upstream residential areas from a hydrologic standpoint is a harsh lesson in flood infrastructure policy and funding. This failure to protect both downstream properties in Buffalo Bayou and upstream areas behind the dams ended up with tens of thousands of flooded homes and properties, with many having flood waters for over 10 days. This paper explores the main causes for the flooding and addresses the hydrologic issues upstream in both reservoirs. The main causes of flooding were not just related to a massive rainfall event, but also explosive urban expansion of land use upstream of reservoirs, altered and updated reservoir design issues, and lack of governmental action in the years leading up to the disaster. Potential long-term solutions to the flooding and design problems are addressed in this article as well.  相似文献

ABSTRACT: This paper presents a new methodology to calculate economic losses from hypothetical, extreme flood events, such as the Probable Maximum Flood. The methodology uses economic data compiled from already-available secondary sources, such as U.S. Census data on magnetic tapes, utilizing microcomputer and other electronic media. Estimates of land elevations are obtained from topographic maps, and flood elevations axe estimated using, for example, a dam breach and flood routing (DAMBRK) model (Fread, 1984). The calculations are performed at a disaggregate spatial scale, by various land use and industrial classification categories. The basic areal units are city blocks (for urbanized areas), enumeration districts, and Census tracts. Depth-damage functions, which provide an estimate of damages as a proportion of the existing value of the structure, are estimated statistically. Computer software (called DAMAGE) is used to combine the economic, flood elevation, and depth-damage information to compute economic losses for different possible flood stages and for different inflow events. Two case studies are presented as illustrations of the method.  相似文献

ABSTRACT: A generalized skew map for Louisiana streams was developed using data from Louisiana, Mississippi, Arkansas, and Texas with 20 or more years of annual flood records. A comparison between the newly developed Louisiana Generalized Skew Map (LGSM) and the generalized skew map recommended by the U.S. Water Resources Council (WRCGSM) was performed. The mean square error for the LGSM was 16 percent less than that of WRCGSM in direct application of the two maps. Performance of the new map was compared with the WRCGSM and with a regional analysis procedure through its application to the Log Pearson Type 3 (LP3) distribution. Two-thirds of the stations tested had lower standardized root mean square deviations (SRMSD) by a narrow margin using the skew coefficients obtained from LGSM instead of WRCGSM. The regional analysis also performed as well as the LGSM in terms of SRMSD. Thus, it was concluded that both LGSM and the regional analysis provide a more reliable tool for flood frequency analysis for Louisiana streams with short annual flood records.  相似文献

Environmental impacts of the construction-phase drainage congestion along the Dhaka City Flood Control Embankment were assessed by a pilot questionnaire survey (in 1991) among the target population adjacent to the embankment. The results of the survey indicated that, despite significant alleviation of river flooding, the majority of the respondents experienced a new type of flood problem in the form of stagnant water inside the embankment, immediately following its construction. Not only had this stagnant water flooded and damaged their property, it had exposed them to a number of other environmental problems, such as accumulation of municipal sewage, foul odors, mosquitoes, and growth of water hyacinth. The study found that the respondents' assessments of these environmental problems differed significantly according to the magnitude of the impact of stagnant water upon two subgroups within the target population. A postsurvey follow-up in 1994 indicated that this problem of drainage congestion had largely been alleviated by completing the construction of a number of drainage regulators. The study concludes by stressing the importance of synchronizing the construction of drainage structures with that of the embankment systems and by underlining policy implications for flood-vulnerable land use adjacent to embankments.  相似文献

ABSTRACT: This study is an examination of the relationship between flooding and property values for an urban community in southwestern Ontario which has a lengthy history of flooding. As well, peoples’perceptions of the effect of flooding on property values is discussed. Analysis of sales prices and assessment data demonstrated no statistically significant differences in values of property for residences located in high- and low-risk areas either before or after a major flood in 1974. With both the high- and low-risk areas, sales prices after the 1974 flood were significantly higher than sales prices before the flood. The perceived property values followed a similar pattern. We concluded that differences in flood risk and flood experience did not adversely affect actual or perceived long-term property values.  相似文献

DOI: 10.1111/jawr.12025 Abstract: The aim of this article is to develop a new index measuring the severity of floods in small ungauged catchments for initial local flood information by the regression analysis between the new flooding index and rainfall patterns. Although a rapid local flood caused by heavy storm in a short period of time is now one of common natural disasters worldwide, such a sudden and violent hydrologic event is difficult to forecast. As local flooding rises rapidly with little or no advance warning, the key to local flood forecasting is to quickly identify when and where local flooding above a threshold is likely to occur. The new flooding index to characterize local floods is measured by the three normalized relative severity factors for the flood magnitude ratio, the rising curve gradient, and the flooding duration time, quantifying characteristics of flood runoff hydrographs. The new flooding index implemented for the two selected small ungauged catchments in the Korean Peninsula shows a very high correlation with logarithm of the 2‐h maximum rainfall depth. This study proposes 30 mm of rainfall in a 2‐h period as a basin‐specific guidance of precaution for the incipient local flooding in the two study catchments. It is expected that the best‐fit regression equation between the new flooding index and a certain rainfall rate can provide preliminary observations, the flood threshold, and severity information, for use in a local flood alert system in small ungauged catchments. This article presents the methods and results of visual interpretation of NOAA AVHRR imagery for mapping flood areas in Bangladesh. Color composites of channels 1 and 2 for 18 August 1987 and 10, 15, and 24 September 1988 were interpreted visually for delineating flood boundaries. On such imagery flood areas appear in dark tones and are separated from land (light tones) owing to the absorption of near infrared by water and its reflectance by land and non-waterbodies. Visual interpretation was aided by the use of ground information, such as physiographic and river maps, previous flood maps, newspaper reports, and other published and unpublished documents on the 1987 and 1988 floods. Interpreted flood areas on selected images ranged from 31% to 43% of the total area of Bangladesh. Visual interpretation overestimated flood areas by 5%–10%, compared to the digitally analyzed data. The main advantage of visual analysis lies in the cost effectiveness of AVHRR photographic products, which make them more accessible than the digital image analysis of computer-compatible tapes.  相似文献

Information on flood inundation extent is important for understanding societal exposure, water storage volumes, flood wave attenuation, future flood hazard, and other variables. A number of organizations now provide flood inundation maps based on satellite remote sensing. These data products can efficiently and accurately provide the areal extent of a flood event, but do not provide floodwater depth, an important attribute for first responders and damage assessment. Here we present a new methodology and a GIS‐based tool, the Floodwater Depth Estimation Tool (FwDET), for estimating floodwater depth based solely on an inundation map and a digital elevation model (DEM). We compare the FwDET results against water depth maps derived from hydraulic simulation of two flood events, a large‐scale event for which we use medium resolution input layer (10 m) and a small‐scale event for which we use a high‐resolution (LiDAR; 1 m) input. Further testing is performed for two inundation maps with a number of challenging features that include a narrow valley, a large reservoir, and an urban setting. The results show FwDET can accurately calculate floodwater depth for diverse flooding scenarios but also leads to considerable bias in locations where the inundation extent does not align well with the DEM. In these locations, manual adjustment or higher spatial resolution input is required.  相似文献

ABSTRACT: ERTS-1 satellite imagery has been evaluated as a means of providing useful watershed physiography information. From these data physiographic parameters such as drainage basin area and shape, drainage density, stream length and sinuosity, and the percentage of a watershed occupied by major land use types were obtained in three study areas. The study areas were: (1) Southwestern Wisconsin; (2) Eastern Colorado; and (3) portions of the Middle Atlantic States Using ERTS-1 imagery at 1:250,000 and 1:100,000 scales it was found that drainage basin area and shape and stream sinuosity were comparable (within 10%) in all study areas to physiographic measurements derived from conventional topographic maps at the same scales Land use information can be usefully extracted for watersheds as small as 30 mi2(78 km2) in area. Improved drainage network and density information is obtained from ERTS-1 imagery in dissected areas such as Southwestern Wisconsin, but in heavily vegetated areas (Middle Atlantic States) or areas with little physical relief (Eastern Colorado) low order streams are difficult to detect and the derived drainage densities are significantly smaller than those obtained from standard maps. It is concluded that ERTS-1 imagery can be employed to advantage in mean annual runoff prediction techniques and in providing or maintaining land use information used in the calibration and operation of watershed models.  相似文献

ABSTRACT: The impact of floodplain regulations on mean appreciation rates of residential land values was tested at six study areas in five counties in western Oregon. The study hypothesis that such regulations significantly depress appreciation rates of regulated lands relative to those of similar unregulated lands was in most cases rejected. When the hypothesis was accepted circumstances would render conclusions tenuous. The problems and issues facing this type of research are presented in case studies of two of the research study areas. The following factors challenge investigators seeking to resolve questions about the relationship between land use regulations and land values: varying degrees of stringency with which regulations are enforced; unequal assessment procedures between counties; influences external to floodplain regulations that may affect appreciation rates, including denial of permits for septic tanks, flood damages, and amenity values associated with waterfront locations; and the uncertain effect that the availability of flood insurance, which accompanies floodplain regulations, has on land values.  相似文献

ABSTRACT: The meteorology flood hydroclimatolog and socioeconomic impacts of the Flood of January 1996 in the Susquehanna River Basin are explored. The analysis explains how an unusual storm system brought high humidities, high temperatures, strong winds, and heavy rain to the basin. The rapid melt of the deep snowpack, combined with the heavy rainfall, produced the sudden release of large volumes of water. Because the ground surface was frozen or saturated, this water moved primarily as overland flow. Thus, the flood waters were not restricted to areas immediately adjacent to stream channels and, consequently, some of the largest impacts were on people, property, and infrastructure in areas not normally prone to flooding. Socioeconomic patterns of flooding over time and space are investigated to put this flood into context and to highlight its impacts. The analysis concludes that if such overland flooding is a more common feature of climate change, then the current vulnerability to this form of flooding and its economic implications must be considered carefully.  相似文献

ABSTRACT: Literature on the flood hazard/residential land market relationship is full of contradictory findings, many of which are counter-intuitive to the belief that flooding has a negative impact on house prices. This research advances a conceptual framework through which these relationships might be re-examined. Based on the expected utility model, the theoretical framework integrates the economic notion of capitalization with spatial and temporal characteristics of the flood hazard. Four communities with different flood regimes are used to test the effect of flooding on the residential real estate market. Results show that, (1) there is an identifiable relationship between characteristics of the flood hazard and changes in house values; (2) the length of the recovery period is dependent on characteristics and expectations of flooding, attributes of the real estate market, and availability of capital to fuel recovery; and (3) dynamics of the urban market and spatial extent of the flood hazard influence these relationships. Further research is now necessary to examine these findings under different spatial, temporal, hydrological, and socio-economic conditions.  相似文献

ABSTRACT: Completion of a 1270 acre recreational impoundment (Legend Lake) in the glacial sands of Menominee County, Wisconsin, produced geochemical and hydrologic alterations in some nearby natural lakes. The impoundment was produced by the construction of three dams, one of which proved to be temporary, connecting 9 natural lakes and ponds of 383 acres with 951 acres of flooded lands. Water levels were raised 3–15 feet within the impounded area. Much of the flooded area was peat rich wetland associated with the prior drainage. Water depths are less than 15 feet in 70% of the impoundment. Three seepage lakes, located less than 1/2 mile from the impoundment, experienced shoreline flooding, shoreline and soil erosion, some tree kills, and increased turbidity. These lakes also experienced concentration increases in several chemical constituents which indicate an influx of impoundment water through a regional alternation in the groundwater flow paths. The three lakes were connected by canals, and a 2.3 cfs gravity drain with an auxiliary pumping station was built to return excess water to the outflow of the impoundment. Future projects of this type would benefit from a more extensive hydrologic and geochemical analysis prior to initiation. Had environmental assessments been required at the time of this development, as they now are in Wisconsin for similar projects, some of the problems encountered might have been alleviated.  相似文献

ABSTRACT: In this paper a numerical model for flood propagation in urban areas is proposed. It has been applied to evaluate flooding hydraulic characteristics in terms of potential flood elevations, depths, and inundated areas. Furthermore, the algorithm efficiency and the consequent reduced computation time allow the use of the hydraulic model as a part of a more complex system for civil protection actions, planning, and management. During flood events, the transportation network plays a main role both in rescuing people when they are more vulnerable and in moving people and materials from and toward affected areas. The reduced efficiency of this transportation network is evaluated based on a least‐flood‐risk path‐finding algorithm. The results of a case study concerning the northern part of the city of Rome, show that the numerical model for unsteady flow in open channel networks achieves the proposed aims. It has proven to be able to describe the flood hydraulic characteristics and to be suitable for real‐time flood emergency management in urban areas.  相似文献

A review of wetland impacts authorized under the New Jersey Freshwater Wetlands Protection Act (FWPA) was conducted based on permitting data compiled for the period 1 July 1988 to 31 December 1993. Data regarding the acreage of wetlands impacted, location of impacts by drainage basin and watershed, and mitigation were analyzed. Wetland impacts authorized and mitigation under New Jersey's program were evaluated and compared with Section 404 information available for New Jersey and other regions of the United States.Under the FWPA, 3003 permits were issued authorizing impacts to 234.76 ha (602.27 acres) of wetlands and waters. Compensatory mitigation requirements for impacts associated with individual permits required the creation of 69.20 ha. (171.00 acres), and restoration of 16.49 ha (40.75 acres) of wetlands. Cumulative impacts by watershed were directly related to levels of development and population growth.The FWPA has resulted in an estimated 67% reduction [44.32 ha (109.47 acres) vs 136.26 ha (336.56 acres)] in annual wetland and water impacts when compared with Section 404 data for New Jersey. For mitigation, the slight increase in wetland acreage over acreage impacted is largely consistent with Section 404 data.Based on this evaluation, the FWPA has succeeded in reducing the level of wetland impacts in New Jersey. However, despite stringent regulation of activities in and around wetlands, New Jersey continues to experience approximately 32 ha (79 acres) of unmitigated wetland impacts annually. Our results suggest that additional efforts focusing on minimizing wetland impacts and increasing wetlands creation are needed to attain a goal of no net loss of freshwater wetlands.  相似文献

ABSTRACT: Many practices followed uniformly nationwide in the federal flood control and floodplain management programs are inappropriate or even counter productive in the arid Utah climate. An analysis of the 130-year Utah flood history, the structural and nonstructural flood programs in the state, and local perceptions obtained by field visits and interviews in 35 Utah communities revealed a number of such inefficiencies. Since flood flows dissipate quickly when they emerge from mountain watersheds onto desert lowlands, risks are concentrated near the apex of alluvial fans, include hazard from mud as well as water flow, and are compounded by canal interception of flood waters. Because of variation in the area flooded from one event to the next, floodplain mapping has tended to show risks too high in mapped areas and too low outside. Traditional channelization carries floods downstream past where they would dissipate naturally. The federal government needs to become more active in developing better flood hazard delineation and structural and nonstructural designs for arid areas. State government can help by providing a forum where communities can exchange experiences, reviewing structural designs prepared by local government, and providing local communities with technical expertise for dealing with federal agencies.  相似文献

ABSTRACT: The Salt and Verde Rivers of central Arizona provide the water supply for metropolitan Phoenix and a considerable acreage of irrigated agriculture. Rapid urbanization has caused concern over future water supply and aggravated flooding in the already flood-prone Salt River Valley. Tree-ring data were used as a proxy source to extend the annual and seasonal runoff records back to A.D. 1580 and thus to determine whether the period of record for annual discharge adequately represents the long term flow characteristics of the two rivers. Results show that several periods of extended low flow have occurred during the past 400 years, many of which were more severe then any comparable period since 1890. The low flow periods appear to have a recurrence interval of about 22 years. Also the gaged records contain an above average number of high seasonal and annual flows when compared to the entire 400 years. The reconstructions contain important implications for future water supply and flood potentials in the Salt River Valley.  相似文献
