Decision rules are the agreed-upon points at which specific management interventions are initiated. For marine mammal management under the U.S. Marine Mammal Protection Act (MMPA), decision rules are usually based on either a numeric population or biological-removal approach. However, for walrus and other ice-associated pinnipeds, the inability to reliably assess population numbers or biological removals highlights a significant gap in the MMPA, particularly when the Arctic environment is rapidly changing. We describe the MMPA's ecosystem-based management goals, and why managers have bypassed these goals in favor of an approach that depends upon numerical population assessment. We then revisit the statute's primary goals in light of current knowledge about the Pacific walrus ecosystem and new developments in environmental governance. We argue that to monitor and respond to changes in the walrus ecosystem, decision rules should be based on scientific criteria that depend less on the currently-impractical goal of accurately enumerating population size and trends, or removals from that population. Rather, managers should base decisions on ecological needs and observed ecological changes. To implement this approach would require an amendment to the MMPA that supports filling the gap in management with achievable decision rules. Alternatively, walrus and other ice-associated pinnipeds will remain largely unmanaged during a period of profound environmental change.  相似文献

Rural communities in sub‐Saharan Africa rely upon provisioning ecosystem services (ES) to support their livelihoods, yet in areas where rapid land use change is occurring the relationship between environmental change, provisioning ES availability and livelihoods is not fully understood. This relationship is explored here within a typical rural miombo woodland landscape in south‐west Tanzania, which is undergoing rapid land use change due to expanding tobacco cultivation. The types of provisioning ES used, who uses them, changes in their availability, and the possible future impacts of these changes were explored using a mixed‐method approach. Our findings identify 19 provisioning ES used by households regardless of economic status. Firewood, building materials, and fresh water are used by almost all households, and these are perceived to be declining in availability. Households identified this as a negative environmental impact of land use change and that provisioning ES loss would be ‘bad’ for their households. Given the multi‐purpose nature of miombo woodlands, an adaptive co‐management approach, which can achieve multiple objectives through encouraging participation, learning, and empowerment of local communities, could be an appropriate strategy to achieve sustainable land use management and maintain the provision of ES within miombo woodland landscapes of sub‐Saharan Africa.  相似文献

Rapid growth in marine sand mining for construction and other uses poses environmental challenges to coastal nations virtually worldwide. Yet the development of management policies, such as a system of fees imposed on operators for damage caused by mining, has been frustrated by a lack of studies to support such measures. Adapting a Beverton-Holt bioeconomic model, this paper attempts to contribute to the estimation of external costs to commercial fisheries due to marine mining. Using the major mining area of Ongjin in Korea as a case study, we estimate economic losses in use value of commercial fisheries through the time to recovery of the injured resource stocks. Present value of lost catch over a 1-year period from mining to resource recovery is estimated at $38,851 for a single “prototype” mining site. Estimated cumulative damages due to recurring mining for 5 and 10 years are $1.5 million and $2.2 million, respectively, at 20 mining sites. Sensitivity analyses are used to examine the effects of alternative assumptions to assess the many sources of uncertainty. Using a form of meta-analysis, dose-response information is used to assess the excess mortality the mining sediment plume has on eggs and larvae and, ultimately, on the value of lost catch ($841). Also addressed is the importance of specifying the appropriate “premining” conditions against which to assess environmental losses at the mining site. Damages estimated with premining fish populations are $23,066 higher than is the case using postmining conditions. Overall, the illustrative results suggest the variety of complex conditions which influence damage to fisheries from mining and which can benefit from further study to improve management guidelines. Today, environmental managers are learning new ways of adding value to their organizations. Before, the environmental department was an overhead expense—an indirect support group required for complying with burdensome regulations. Now, such departments add insights and value during strategic planning sessions, identify efficiency improvement opportunities, provide a superior return on investment, and—bottom line—improve profits. The primary approach to meeting the challenge is a new environmental management system (EMS) that identifies, measures, and manages a diverse set of internal and external customer needs. These needs include environmental cleanups, regulatory compliance, pollution prevention, and design for the environment—and each represents a potential improvement opportunity. Unfortunately, most organizations have so many such needs that all cannot be addressed at once, given the resource constraints of a competitive business climate. Thus, priority is a key concept of an effective EMS. This article describes an innovative application of consensus-building tools that quickly identify and set priorities for diverse environmental programs. The article also shows how appropriate performance measures will align these programs with corporate goals and objectives.  相似文献

Environmental education can be a catalyst for sustainable development in local communities as long as it is recognised that communities have different challenges and needs. From a perspective of social change and sustainable development, environmental education can be broadly defined as the process that enables students and teachers to participate in the planning, implementation, and evaluation of educational activities aimed at resolving an environmental issue that they themselves have identified. What an 'environmental issue' is, then, depends on the perceptions and earlier experiences of the learner as well as the context in which education takes place. An illustration of such a participatory approach to environmental education is provided by the case of Pistons Middle School in Detroit, Michigan where teachers, students and outside facilitators combined action research and community problem solving.  相似文献

Understanding the environmental consequences of changing water regimes is a daunting challenge for both resource managers and ecologists. Balancing human demands for fresh water with the needs of the environment for water in appropriate amounts and at the appropriate times are shaping the ways by which this natural resource will be used in the future. Based on past decisions that have rendered many freshwater resources unsuitable for use, we argue that river systems have a fundamental need for appropriate amounts and timing of water to maintain their biophysical integrity. Biophysical integrity is fundamental for the formulation of future sustainable management strategies. This article addresses three basic ecological principles driving the biogeochemical cycle of nitrogen in river systems. These are (1) how the mode of nitrogen delivery affects river ecosystem functioning, (2) how increasing contact between water and soil or sediment increases nitrogen retention and processing, and (3) the role of floods and droughts as important natural events that strongly influence pathways of nitrogen cycling in fluvial systems. New challenges related to the cumulative impact of water regime change, the scale of appraisal of these impacts, and the determination of the impacts due to natural and human changes are discussed. It is suggested that cost of long-term and long-distance cumulative impacts of hydrological changes should be evaluated against short-term economic benefits to determine the real environmental costs.  相似文献

Marine protected areas (MPAs) provide place-based management of marine ecosystems through various degrees and types of protective actions. Habitats such as coral reefs are especially susceptible to degradation resulting from climate change, as evidenced by mass bleaching events over the past two decades. Marine ecosystems are being altered by direct effects of climate change including ocean warming, ocean acidification, rising sea level, changing circulation patterns, increasing severity of storms, and changing freshwater influxes. As impacts of climate change strengthen they may exacerbate effects of existing stressors and require new or modified management approaches; MPA networks are generally accepted as an improvement over individual MPAs to address multiple threats to the marine environment. While MPA networks are considered a potentially effective management approach for conserving marine biodiversity, they should be established in conjunction with other management strategies, such as fisheries regulations and reductions of nutrients and other forms of land-based pollution. Information about interactions between climate change and more “traditional” stressors is limited. MPA managers are faced with high levels of uncertainty about likely outcomes of management actions because climate change impacts have strong interactions with existing stressors, such as land-based sources of pollution, overfishing and destructive fishing practices, invasive species, and diseases. Management options include ameliorating existing stressors, protecting potentially resilient areas, developing networks of MPAs, and integrating climate change into MPA planning, management, and evaluation.  相似文献

Climate change has the potential to compromise the sustainability of natural resources in Mediterranean climatic systems, such that short-term reactive responses will increasingly be insufficient to ensure effective management. There is a simultaneous need for both the clear articulation of the vulnerabilities of specific management systems to climate risk, and the development of appropriate short- and long-term strategic planning responses that anticipate environmental change or allow for sustainable adaptive management in response to trends in resource condition. Governments are developing climate change adaptation policy frameworks, but without the recognition of the importance of responding strategically, regional stakeholders will struggle to manage future climate risk. In a partnership between the South Australian Government, the Adelaide and Mt Lofty Ranges Natural Resource Management Board and the regional community, a range of available research approaches to support regional climate change adaptation decision-making, were applied and critically examined, including: scenario modelling; applied and participatory Geographical Information Systems modelling; environmental risk analysis; and participatory action learning. As managers apply ideas for adaptation within their own biophysical and socio-cultural contexts, there would be both successes and failures, but a learning orientation to societal change will enable improvements over time. A base-line target for regional responses to climate change is the ownership of the issue by stakeholders, which leads to an acceptance that effective actions to adapt are now both possible and vitally important. Beyond such baseline knowledge, the research suggests that there is a range of tools from the social and physical sciences available to guide adaptation decision-making.  相似文献

目前国内关于海洋修复工程的考核研究多为修复工程的生态效果考核,极少包含成本效益考核,以致无法比较和分析不同类型、不同规模的海洋修复工程的生态绩效,不利于海洋修复工程的考核和验收管理。根据当前自然资源部实施“蓝色海湾”等整治修复工程的检查验收管理的新需求,本文构建了基于海洋生态系统健康恢复、生态系统服务价值增长和单位成本生态效益等理论的海洋修复工程生态绩效考核指标体系。此外,本文以温州海域2014—2016年海洋修复的生态绩效的考核为例,结合考核结果以及直接相关性、独立性、可测量性和业务化等指标选取原则,对指标体系进行了改进。结果表明本指标体系可以在海洋修复工程的检查验收中被用于生态绩效考核,管理部门可根据海洋修复工程的类型和管理需求,有选择性地采纳部分或全部指标进行考核。  相似文献

海洋环境管理对于保护和保全海洋环境、推动海洋经济发展、构建生态文明具有重要意义。由于不同国家和地区的政治、经济、海洋战略和文化背景的差异,海洋环境管理的实施没有一个统一的标准模式,所解决的重点问题也不一样。这种多样性使得目前还没有一套通用的海洋环境管理评价体系。为此,本文以东北亚沿海各国为例,借鉴已有研究,从机构设置、法律体系和海洋环境状况三个方面出发,构建了包含定性和定量指标的海洋环境管理效果评价指标体系,在此基础上对东北亚沿海各国海洋环境管理效果进行定量评价与对比分析。结果表明,在机构设置和法律体系方面,日本领先于其他国家;在海洋环境管理方面,朝鲜较优;综合各方面后,日本表现最优,韩国、中国次之,朝鲜、俄罗斯较差。本研究提出的评价方法,可以较为客观地反映不同政治、经济和文化背景下国家在海洋环境管理方面的努力,可为我国审视自身不足、立足国情构建我国特色的海洋环境管理体制提供重要的方法指导和实践经验。  相似文献

Our recent paper advocating adaptive management of invasive nonnative species (INS) in Kings Bay, Florida received detailed responses from both Daniel Simberloff, a prominent invasion biologist, and Mark Sagoff, a prominent critic of invasion biology. Simberloff offers several significant lines of criticism that compel detailed rebuttals, and, as such, most of this reply is dedicated to this purpose. Ultimately, we find it quite significant that Simberloff, despite his other stated objections to our paper, apparently agrees with our argument that proposals for alternative management of established INS (i.e., alternatives to minimization/eradication) should not be rejected on an a␣priori basis. We argue that more specific development and application of adaptive approaches toward INS management, whether in Kings Bay or other appropriate case studies, would be facilitated if ecosystem managers and invasion biologists follow Simberloff’s lead on this key point. While Sagoff largely shares (and, indeed, served as a primary source for developing) our general arguments that challenge common moral and scientific assumptions associated with invasion biology, he does question our suggestion that participatory adaptive management provides an appropriate framework for approaching environmental problems in which science and politics are inherently entangled. We attempt to answer this criticism through a brief sketch of what participatory adaptive management might look like for Kings Bay and how such an approach would differ from past management approaches.  相似文献

The potential impacts of climate change are varied and highly uncertain, and pose a significant challenge to agencies charged with managing environmental risks. This paper presents a comprehensive and structured Mental Modeling approach to elicit, organize and present relevant information from experts and stakeholders about the factors influencing environmental risk management in the face of climate change. We present and review an initiative undertaken by the United States Army Corps of Engineers (USACE) to characterize climate change challenges to USACE environmental risk management activities, and to identify gaps with respect to science, engineering, and organizational processes for addressing these challenges. By employing Mental Modeling, the research has characterized the influences of climate change on USACE environmental risk management, and aggregating recommendations from 28 experts. In addition, the study identifies the most important opportunities to improve organizational response to climate change, ranging from focused research and development of technical capabilities to broad paradigm shifts and systemic organizational improvements within the USACE environmental risk management programs. This study demonstrates that Mental Modeling is a useful tool for understanding complex problems, identifying gaps, and formulating strategies, and can be used by a multitude of organizations and agencies.  相似文献

Many problems and challenges of ecosystem management currently are driven by the rapid pace and spatial extent of landscape change. Parks and reserves within areas of high human population density are especially challenged to meet the recreational needs of local populations and to preserve valued environmental resources. The complex problem of managing multiple objectives and multiple resources requires an enormous quantity of information, and conceptual models have been proposed as tools for organizing and interpreting this information. Academics generally prefer a bottom-up approach to model construction that emphasizes ecologic theory and process, whereas managers often use a top-down approach that takes advantage of existing information to address more pragmatic objectives. The authors propose a formal process for developing, applying, and testing conceptual models to be used in landscape monitoring that reconciles these seemingly opposing perspectives. The four-step process embraces the role of hypothesis testing in the development of models and evaluation of their utility. An example application of the process to a network of national parks in and around Washington, DC illustrates the ability of the approach to systematically identify monitoring data that would both advance ecologic theory and inform management decisions.  相似文献

While economic research on environmental policy is mainly concerned with instruments, political science concentrates on actors. The issue of centralisation needs to be analysed using a multidisciplinary approach because it is connected with both actors and instruments. Linking the Advocacy Coalition Framework with an economic approach, the paper first develops an innovative model in order to understand the mechanisms of centralisation and decentralisation in the different phases of policy processes. Focusing on environmental policy, the idea is developed that environmental policy needs the push of centralisation in order to institutionalise the prevailing social norm, but then should be organised decentrally to account for regional differences. The examples of air pollution, climate change and urban sprawl are used to test the explanatory power of the theoretical approach.  相似文献

Fishing gears have multiple impacts on the marine environment, and policies to reduce these impacts through modifying fishing gears are becoming common place. Different modifications result in different changes in the set of environmental impacts, and imply different sets of costs and benefits for different stakeholder groups. In this study, the analytic hierarchy process (AHP) is used to quantify the relative importance of the environmental impacts of fishing to different stakeholder groups. Forty eight individuals representing six different stakeholder groups (ecologists, biologists, economists, gear technologists, fishers and fisheries managers) were surveyed. As expected, fishers and gear technologists placed substantially greater importance on reducing discarding of commercial fish species than on habitat damage. Priorities of other stakeholder groups varied, but all placed greater priority on habitats than the commercial sector. The results suggest that management aimed at reducing environmental impacts of fishing broader than just discarding is appropriate, but such moves are likely to be opposed by the fishing industry. The derived weights also have a direct application to fisheries management, as they allow otherwise non-commensurate impacts to be aggregated into an overall impact to compare environmental benefits from alternative modifications of fishing gear.  相似文献

The majority of environmental effects monitoring (EEM) frameworks that have been proposed compare selected indicator variables as a means of assessing whether significant changes in stressed ecosystems have occurred. Most are deterministic in nature and do not appropriately account for the natural variability and dynamics within the systems being comapred. This suggests that the comparative procedures should be statistically based and immediately raises the issue of whether the selected comparative procedures are to be used as decision-making tools or conclusive procedures. Conclusive procedures require a significant body of evidence before rejecting the postulated null hypothesis. The costs and time involved in environmental data collection accordingly bias action toward the maintenance of a status quo approach to environmental management. if, however, EEM is treated as a decision-making procedure, risk functions that include consideration of type I and II statistical error may be developed and combined with costs to select a minimum expected loss strategy for environemental management. Examples of the interpretative difficulties and conclusion reversal phenomena caused when EEM is used as a conclusive procedure are presented. In addition, risk functions appropriate for environmental management within an EEM context are constructed and applied. Only when such tools are fully developed and applied can EEM expect to have significant impacts on minimizing environmental degradation.  相似文献

ABSTRACT

A transdisciplinary review of the current academic knowledge of Indigenous traditional fire management is presented for the Mt Lofty Ranges in South Australia. For a long time, the roles of Indigenous management of the landscape have either been overlooked or discounted within environmental studies. That situation is beginning to change in many parts of Australia. However, this review of knowledge of traditional Indigenous burning practices specifically for the Mt Lofty Ranges suggests that there is very little formalised, academic knowledge available that could be utilised to inform prescribed burning practices in the region. Perhaps Indigenous peoples’ use of fire was strongly governed by individual choices, or perhaps established regimes demarcated roles across groups; perhaps some areas were burnt regularly and others were left unaltered – there is still no clear evidence from the academic literature to provide even limited understandings of such elements of pre-colonial fire regimes. That gap in knowledge will become increasingly problematic as the need for appropriate, sophisticated burning practices to respond to risk in peri-urban Adelaide increases with a changing climate. To learn from traditional Indigenous land management: (a) formal knowledge needs to be generated on past regional burning practices; and (b) understanding needs to be developed as to whether past burning practices could lead to effective hazard management and biodiversity outcomes within contemporary landscapes. Such an integration of Indigenous knowledge for effective environmental management will only be possible if the injustices of past exclusions of the importance of Indigenous biocultural practices are recognised.  相似文献

Coastal communities experience a wide array of environmental and social changes to which they must constantly adapt. Further, a community's perception of change and risk has significant implications for a community's willingness and ability to adapt to both current and future changes. As part of a larger study focusing on the adaptive capacity of communities on the Andaman Coast of Thailand, we used Photovoice to open a dialogue with communities about changes in the marine environment and in coastal communities. This article presents the results of two exploratory Photovoice processes and discusses prospects for using the Photovoice method for exploring social and environmental change. Changes examined included a number of broader environmental and social trends as well as ecological specifics and social particularities in each site. Participants also explored the social implications of environmental changes, the impacts of macro-scale processes on local outcomes, and emotive and active responses of individuals and communities to change. Photovoice is deemed a powerful method for: examining social, environmental, and socio-ecological change, triangulating to confirm the results of other scientific methods, revealing novel ecological interactions, and providing input into community processes focusing on natural resource management, community development, and climate change adaptation.  相似文献

/ The US Environmental Protection Agency's Wetlands ResearchProgram has developed the synoptic approach as a proposed method forassessing cumulative impacts to wetlands by providing both a general and acomprehensive view of the environment. It can also be applied more broadly toregional prioritization of environmental issues. The synoptic approach is aframework for making comparisons between landscape subunits, such aswatersheds, ecoregions, or counties, thereby allowing cumulative impacts tobe considered in management decisions. Because there is a lack of tools thatcan be used to address cumulative impacts within regulatory constraints, thesynoptic approach was designed as a method that could make use of availableinformation and best professional judgement. Thus, the approach is acompromise between the need for rigorous results and the need for timelyinformation. It is appropriate for decision making when quantitative,accurate information is not available; the cost of improving existinginformation or obtaining better information is high; the cost of a wronganswer is low; there is a high demand for the information; and the situationcalls for setting priorities between multiple decisions versus optimizing fora single decision. The synoptic approach should be useful for resourcemanagers because an assessment is timely; it can be completed within one totwo years at relatively low cost, tested, and improved over time. Anassessment can also be customized to specific needs, and the results arepresented in mapped format. Onsite wastewater treatment systems (OWTS) are becoming increasingly important for the treatment and dispersal of effluent in new urbanised developments that are not serviced by centralised wastewater collection and treatment systems. However, the current standards and guidelines adopted by many local authorities for assessing suitable site and soil conditions for OWTS are increasingly coming under scrutiny due to the public health and environmental impacts caused by poorly performing systems, in particular septic tank-soil adsorption systems. In order to achieve sustainable onsite wastewater treatment with minimal impacts on the environment and public health, more appropriate means of assessment are required. This paper highlights an integrated risk based approach for assessing the inherent hazards associated with OWTS in order to manage and mitigate the environmental and public health risks inherent with onsite wastewater treatment. In developing a sound and cohesive integrated risk framework for OWTS, several key issues must be recognised. These include the inclusion of relevant stakeholders throughout framework development, the integration of scientific knowledge, data and analysis with risk assessment and management ideals, and identification of the appropriate performance goals for successful management and mitigation of associated risks. These issues were addressed in the development of the risk framework to provide a generic approach to assessing risk from OWTS. The utilisation of the developed risk framework for achieving more appropriate assessment and management techniques for OWTS is presented in a case study for the Gold Coast region, Queensland State, Australia.  相似文献
