国家安全生产监管总局赴英国、丹麦组织安全生产法律法规标准化考察团针对英国、丹麦和国际劳工组织的职业安全健康立法、执法和监察等方面进行了座谈和交流。作为发达国家,英国和丹麦的职业安全健康绩效在全球处于领先地位,主要介绍了英国职业健康安全组织机构和职责、健康安全法律法规制修订程序、健康安全法律法规体系和立法执法及监察经验,以及丹麦职业安全健康组织机构、安全健康法律法规体系和安全健康监察经验。以此为基础,在关于法律原则和定位方面、法律法规落实、落实企业的安全生产主体责任和监察人员履行监察职责、基于风险的分级监察和建立企业安全生产诚信评级系统等五方面提出对我国安全生产立法及监察工作的启示和思考。  相似文献

Workplace accidents still occur with distressing frequency, particularly in construction. Industrialized countries have become increasingly aware of this situation and have adopted policies to attempt to deal with this issue. Such policies have led to the development of new laws and regulations with a view to improving workplace conditions.This paper first analyzes policies regarding accident prevention in the European Union, as initially stipulated in the European Framework Directive 89/391/EEC, and more specifically in Directive 92/57/EEC, on the implementation of minimum safety and health requirements at temporary or mobile construction sites, concentrating on prevention through design. Whilst designers previously had some responsibilities for reducing risk under common law provisions in many countries, this directive was the first explicit legislation to enforce particular duties upon them. The adaptation of the provisions in this directive to the national legislation of EU member countries is also studied.The second section of the paper analyzes the incidence rate of workplace accidents in the construction sector in each country from the year when these regulations came into force until the present time. Based on the evolution of these accident rates, the paper postulates the extent to which European policies have contributed to accident prevention in construction. It is now more than a decade since this legislation has been in force which provides a suitable period for a reflective analysis on it is impact.  相似文献

通过对比分析可知,现行《矿山安全法》的根本目的不是矿山职业安全,而是为了矿山生产安全和促进采矿业发展,并且缺少保护矿工健康权的规定。民国时期的《矿场法》属于可以继承的矿业安全与健康立法,并有多数国家制定的《矿业安全与健康法》可供借鉴。可以得出结论:以效率为本向以人为本的转变和落实,必须依靠法律制度的固定和保障;人们健康安全需要层次的提升是制度变迁的动因;我国缺乏保障矿工基本人权的《矿业安全与健康法》而出现制度断层。  相似文献

Action-oriented support programs have been increasingly playing vital roles in promoting safety and health in developing countries in Asia. This paper studied achievements of 3 action-oriented support programs: the WISE program for small enterprises, the WIND program for farmers, and the POSITIVE program for workers and trade unions. Special attention was paid to how the programs have strengthened local efforts for sustainable actions in safety and health improvements. The results showed that there were significant achievements in action-oriented support programs in the region, including a large number of improvement examples, integration into government policies, and network support through employers’ and workers’ organizations. Participatory, action-oriented training tools such as action-checklists, local good example photos, and group work methods played key roles in the effective implementation of the programs. It was of note that there were a number of local efforts to extend the coverage of action-oriented support even to hard-to-reach workers such as home-based workers, rural workers, and ethnic minorities. The efforts included the equal participation in the training by female and male farmers, shortened and weekend training programs, photo sheets showing local good examples, and reasonable fee collection for better sustainability. In conclusion, action-oriented support programs provided local people with concrete means to promote safety and health improvements. The successful programs commonly focused on local initiatives and were built on local wisdom and resources.  相似文献

按照中日合作项目《加强中国安全生产科学技术能力计划》,分析了日本、美国、加拿大、德国、欧盟和联合国等国际危险化学品安全管理现状,总结提出了实施风险评价、申报登记、风险控制、信息警示和员工培训等国际危险化学品安全管理方式及其特点。同时,结合中国危险化学品安全管理现状,提出了系统化建设危险化学品安全生产法规标准体系、制定作业场所危险化学品卫生要求、修订《危险化学品安全管理条例》等进一步建立健全中国危险化学品安全管理的对策和建议。这对完善中国危险化学品安全管理具有重要的参考意义。  相似文献

In order to obtain political interest in road safety problems and to learn from other countries’ ‘good practices’, it is often helpful to compare one’s own safety situation with that of other countries. In a number of projects tools have been developed for such comparisons. These tools range from simple ratings of countries on their safety outcomes, such as the annual number of fatalities per capita or per kilometre driven by (motor)vehicles to more comprehensive comparisons.These comparisons not only show differences in safety between countries, but to a certain extent also explain such differences in terms of their safety background and measures taken. Finally, tools have been defined to support road safety policy makers in developing possible safety measures or actions. Procedures for such complex safety comparisons have been developed and tested in several so-called SUNflower studies.This promising approach can be further developed into standard procedures for safety comparisons between all countries in the European Union, and other countries worldwide. This paper wishes to outline the development of such standards for the benchmarking of road safety and safety trends as well as procedures for quantifying safety performances of countries.Starting point of this conceptual framework is the so-called SUNflower-pyramid in which three types of indicators are distinguished. The first one of these, the road safety performance indicator, is called an outcome indicator and is based on the number of killed and injured road users. The second indicator type indicates the quality of the implementation of road safety policies: the implementation performance indicators. The third type of indicator indicates the quality of response in policy documents to improve road safety (policy performance indicator). The three types of indicators are embedded in a policy context: the structure and culture of a country, which are considered as background variables.This paper sets out to describe the framework for the development of a comprehensive set of indicators to benchmark road safety performances of countries or of sub-national jurisdictions. The paper also discusses the advantages and disadvantages of combining such indicators and if combined, how to aggregate how different indicators in one composite performance index. It is argued to group countries in different classes with more or less comparable countries. Different procedures are used for this grouping. The results are promising and it is recommended to work with classes of countries.  相似文献

This article focuses on employee direct participation in occupational health and safety (OHS) management. The article explains what determines employee opportunities to participate in OHS management. The explanatory framework focuses on safety culture and safety management at workplaces. The framework is empirically tested using Estonian cross-sectional, multilevel data of organizations and their employees. The analysis indicates that differences in employee participation in OHS management in the Estonian case could be explained by differences in OHS management practices rather than differences in safety culture. This indicates that throughout the institutional change and shift to the European model of employment relations system, change in management practices has preceded changes in safety culture which according to theoretical argument is supposed to follow culture change.  相似文献

To this end, voluntary Polish standards (PN-N-18000) have been adopted, setting forth OSH MS specifications and guidelines. However, the number of enterprises implementing OSH MS has increased slowly, falling short of expectations, which call for a new national policy on OSH MS promotion. To develop a national policy in this area, a survey was conducted in 40 enterprises with OSH MS in place. The survey was aimed at identifying motivational factors underlying OSH MS implementation decisions. Specifically, workers' and their representatives' involvement in OSH MS implementation was investigated. The results showed that the level of workers' involvement was relatively low, which may result in a low effectiveness of those systems. 为预防由安全注意力衰减引起的虚假安全问题,构建员工安全注意力衰减模型。采用多主体建模法并基于Netlogo仿真平台,分析个体因素、管理因素和环境因素对员工安全注意力水平的影响。试验结果表明:在环境因素和管理因素确定的情况下,员工安全注意力水平主要受熟悉程度和安全意识的影响。同时员工安全注意力水平对管理者的危机意识有反馈作用。安全信号强度、频率、员工对安全信息的期待和任务难度以及管理者的监督有效性,均影响员工安全注意力水平。在企业安全管理的具体实施过程中,企业应该考虑如何有效控制上述调节因素并提高员工安全注意力水平。  相似文献

The figure of the Health and Safety Coordinator (HSC), as a necessary and competent engineer in the construction sector, emerged in Spain on December 25, 1997 as a result of the implementation of European Directive 92/57/EEC. The coming of age of this figure is a sufficient period of time for determining its implementation and impact within the construction sector. The research carried out in this article arose from the analysis of statistical data obtained through Public Authorities and Professional Bodies. The quantitative study of the data extracted is complemented by the creation of specific benchmark indicators which connect four fundamental variables in the construction industry: the number of accidents, volume of workers employed, building units, and health and safety coordination posts. Furthermore, the legislation governing the HSC engineer in each of the 28 Member States of the European Union is studied. The results show a high implementation rate for the figure of the HSC, as well as a positive impact in relation to the reduced accident rate in the construction sector. Likewise, an update to the procedures of the various authorities is considered to be necessary in order to make the data concerning the actual work of the health and safety coordinators public. Finally, a review of the Spanish legislation concerning the HSC Coordinator is considered to be inevitable, in order to bring it up to the levels of professional skill and competence defined by the majority of European Union Member States.  相似文献

ObjectivesTo better understand the information that is used in business cases for employee health activities.MethodsInterviews with 18 occupational health and safety professionals at major organisations in the UK were conducted to explore attitudes, motivations, behaviours and information needs about employee health investment.ResultsThe occupational health and safety professionals interviewed for this study have described how employee health issues are discussed in their organisations. Ethical arguments about it being the ‘right thing to do’ are common and are believed to have impact. Unsurprisingly legal compliance is stated to be the driver of most employee health activity. Higher-level activities and resource do require a business case. It is suggested that currently business cases for employee health are often not overly empirical, with more intuitive arguments appealing to people management issues, notions of corporate reputation and alignment with business objectives. Data on benchmarking and some kind of return-on-investment assessment are normally required. Data on cost of illness (mostly expressed via sickness absence), direct health expenditure per employee and insurance premiums are also used. These data are mostly captured by existing sources and procedural systems, although sickness absence data especially is often thought to be unreliable. Data on staff retention and productivity were considered relevant but not currently used or analysed by this sample. There was support for the notion that more robust empirical business cases may help overcome some of the barriers that were identified, for example where costs are more quantifiable than benefits.ConclusionsThere is scope to make significant improvements to the business case for employee health investments in UK organisations through better measurement of impact on productivity and reputation risk and greater business-aligned communication by health professionals. More empirical business cases that meet the needs of decision-makers are more likely to attract investment into employee health activities.  相似文献

This study describes the relations between different dimensions of leadership commitment, safety climate and attitudes toward change, and how these affect employee perceptions of safety during organizational change in a high risk environment. We collected data from a European national air navigation services provider during a volatile 3-year corporatization process that ended in the sudden collapse of a deliberate change implementation project. Surprisingly, despite visible signs of internal and external stress caused by the volatile and disruptive change process, we did not observe any change in the traditional safety metrics of incident and accident reporting during the study. The study is based on a large survey (n = 422) of individual attitudes and perceptions of safety climate, perception of leadership commitment to safety, attitudes to organizational change, and perception of safety. The data support the claim that perception of safety at least, in part, depends on individual perceptions of the leadership’s commitment to safety, and the safety climate in place at a given point in time. The model shows how employee perceptions of the leadership’s commitment to safety and safety climate are related to both attitudes toward change, and to perceived safety.  相似文献

Occupational Health and Safety in Spain has improved considerably over the last decade, most likely due to a new concept where an overall concept of safety culture is defined. Important changes in industrial safety, hygiene, and psychosocial factors present an optimistic panorama for the future of Spain. Despite this general improvement, according to the European Convergence Program, Spanish statistics still offer far from good safety results. In fact, according to 1997 official statistics, Spain had the highest incidence rate for nonfatal occupational accidents of all European Union (EU) countries, and occupied third place for fatal accidents. This paper summarizes the organizational structure of the Spanish National System of Health & Safety at Work, its effective health and safety laws, and statistics on the Spanish work environment obtained from III Spanish National Survey on Work Conditions (1997). The researchers hope that the findings of this work will have an impact on Spanish industry that will subsequently bring about improvements in work conditions and develop assessment and intervention models in occupational health and safety, from a theoretical position integrating environmental, human, and organizational factors.  相似文献

Part one discussed the genesis of the study and the study design, reported on the training requirements of the occupational safety and health legislation in each of the six countries, and considered the implications of this legislation for worker training and education. Part one also included information on how each country is organized to carry out worker training and education in occupational safety and health. Part two discussed the role perceived for worker training and education as an occupational injury and illness countermeasure and identified and described the major components of the occupational safety and health training infrastructure in each country in the study. Introduction: Although the strategic framework of the European Union in the field of Health and Safety at Work 2014-2020 considers as one of its main challenges to improve the prevention of diseases related to NERs (New and Emerging Risks) (European Commission, 2014) there are still not many studies in the literature related to them. Method: An exploratory study was carried out in order to get a picture of the NERs management in the UE-28 countries. The sample was extracted from the ESENER-2 datasets. ESENER-1 was carried out in 2009 and ESENER- 2 in 2014. This survey explores managers’ and workers representatives’ opinions on health and safety management. It surveyed over 49,000 enterprises in 36 countries. Results: The results obtained confirm that there are significant differences between the EU-28 countries in terms of the identification and the management of NERs. Conclusions NERs are becoming an increasingly studied phenomenon due to the changes that are taking place in the labour market: the percentage of temporary workers is increasing, the demands to the workers due to the globalization of the market are more complex and all this with an aging working force. Pratical A pplications It would be necessary to rethink the management of OHS, so that managers are aware that the combination of musculoskeletal and psychosocial risks should have a global approach in order to reduce accident and disability rates.  相似文献
