This paper examines how multiple criteria analysis (MCA) can be used to support multi-stakeholder environmental management decisions. It presents a study through which 48 stakeholders from environmental, primary production and community interest groups used MCA to prioritise 30 environmental management problems in the Mackay-Whitsunday region of Queensland, Australia. The MCA model, with procedures for aggregating multi-stakeholder output, was used to inform a final decision on the priority of the region's environmental management problems. The result was used in the region's environmental management plan as required under Australia's Natural Heritage Trust programme. The study shows how relatively simple MCA methods can help stakeholders make group decisions, even when they hold strongly conflicting preferences.  相似文献

This paper describes a decision support model for allocating financial resources amongst multiple user groups in environmental management problems. The model is based on the multiple criteria analysis (MCA) method of compromise programming. It was used to inform the allocation of Natural Heritage Trust funds across 14 regions in Queensland, Australia. The model targets funding to those regions with greater natural resource management needs. Need is determined by 19 weighted criteria relating to natural resource assets and threats. The model was accepted by the Australian Government, Queensland Government and regional groups as an appropriate means for allocating program funds; first in 2005 and then again, with improvements, in 2007. This paper shows that an MCA model can improve the transparency, auditability and acceptance of allocation decisions which would otherwise be heavily politicised.  相似文献

There is concern that P from dairy effluent sprayfields will leach into groundwater beneath Suwannee River basins in northern Florida. Our purpose was to describe the effects of dairy effluent irrigation on the movement of soil P and other nutrients within the upper soil profile of a sprayfield over three 12-mo cycles (April 1998-March 2001). Effluent P rates of 70, 110, and 165 kg ha(-1) cycle(-1) were applied to forages that were grown year-round. The soil is a deep, excessively drained sand (thermic, uncoated Typic Quartzipsamment). Mean P concentration in soil water below the rooting zone (152-cm depth) was < or = 0.1 mg L(-1) during 11 3-mo periods. Mehlich-1-extractable (M1) P, Al, and Ca in the topsoil increased over time but did not change in subsoil depths of 25 to 51, 51 to 71, 71 to 97, and 97 to 122 cm. Topsoil Ca increased as effluent rate increased. High Ca levels were found in dairy effluent (avg.: 305 mg L(-1)) and supplemental irrigation water (avg.: 145 mg L(-1)) which likely played a role in retaining P in the topsoil. An effect of effluent rate on P and Al concentrations in the topsoil was not detected, probably due to large and variable quantities present at project initiation. The P retention capacity (i.e., Al plus Fe) increased in the topsoil because Al increased. Dairy effluent contained Al (avg.: 31 mg L(-1)). Phosphorus saturation ratio (PSR) increased over time in the topsoil but not in subsoil layers. Regardless of effluent rate, the P retention capacity and PSR of subsoil, which contained 119 to 229 mg kg(-1) of Al, should be taken into account when assessing the risk of P moving below the rooting zone of most forage crops.  相似文献

Continuous deterioration of the natural resource base has become a serious threat to both the ecological systems and economic production in Ethiopia. Many of these problems have been attributed directly or indirectly to the rapid dwindling of the country's forest cover which is associated with unsustainable forest use and management. Closing community woodlands from human and livestock intervention to promote natural regeneration of forests has been one of the environmental restoration strategies pursued in the degraded highland areas of northern Ethiopia. However, local pressure to use reforested community lands for economic benefit has become a major threat to forest sustainability.Using locally identified sets of criteria and indicators for sustainable community forest management, this paper applies a multi-criteria decision analysis tool to evaluate forest management problems in the northern province of Tigray, Ethiopia. Three MCA methods – ranking, pair-wise comparison, and scoring – were used in evaluating the sets of criteria and indicators and alternative forest management scenarios.Results from the study indicate a number of noteworthy points: 1) MCA techniques both for identifying local level sustainability criteria and indicators and evaluating management schemes in a participatory decision environment appear to be effective tools to address local resource management problems; 2) Evaluated against the selected sets of criteria and indicators, the current forest management regime in the study area is not on a sustainable path; 3) Acquainting local people with adequate environmental knowledge and raising local awareness about the long-term consequences of environmental degradation ranked first among the set of sustainability criteria; and 4) In order to harmonize both environmental and economic objectives, the present ‘ecological-biased’ forest management regime needs to be substituted by an appropriate holistic scheme that takes into account stakeholders' multiple preferences and priority rankings.  相似文献

Farmstead runoff poses significant environmental impacts to ground and surface waters. Three vegetated filter strips were assessed for the treatment of dairy farmstead runoff at the soil surface and subsurface at 0.3- or 0. 46-m and 0. 76-m depths for numerous storm events. A medium-sized Michigan dairy was retrofitted with two filter strips on sandy loam soil and a third filter strip was implemented on a small Michigan dairy with sandy soil to collect and treat runoff from feed storage, manure storage, and other impervious farmstead areas. All filter strips were able to eliminate surface runoff via infiltration for all storm events over the duration of the study, eliminating pollutant contributions to surface water. Subsurface effluent was monitored to determine the contributing groundwater concentrations of numerous pollutants including chemical oxygen demand (COD), metals, and nitrates. Subsurface samples have an average reduction of COD concentrations of 20, 11, and 85% for the medium dairy Filter Strip 1 (FS1), medium dairy Filter Strip 2 (FS2), and the small Michigan dairy respectively, resulting in average subsurface concentrations of 355, 3960, and 718 mg L COD. Similar reductions were noted for ammonia and total Kjeldahl nitrogen (TKN) in the subsurface effluent. The small Michigan dairy was able to reduce the pollutant leachate concentrations of COD, TKN, and ammonia over a range of influent concentrations. Increased influent concentrations in the medium Michigan dairy filter strips resulted in an increase in COD, TKN, and ammonia concentrations in the leachate. Manganese was leached from the native soils at all filter strips as evidenced by the increase in manganese concentrations in the leachate. Nitrate concentrations were above standard drinking water limits (10 mg L), averaging subsurface concentrations of 11, 45, and 25 mg L NO-N for FS1, FS2, and the small Michigan dairy, respectively.  相似文献

Amending soils with biochar can have multiple environmental benefits, including improvement in soil physicochemical properties, carbon sequestration, reduction in leaching losses of essential nutrients, and reduction in greenhouse gas (GHG) emissions. This study was conducted to determine the effect of enriched biochar amendments on leaching losses of essential nutrients and GHG emissions from soil. The enriched biochar was prepared by shaking biochar with dairy manure effluent for 24 h, which increased the C and N concentration of biochar by 9.3 and 8.3%, respectively. Incubation and leaching experiments were conducted for 8 wk with three treatments: soil, soil + 1% biochar, and soil + 1% enriched biochar. Amendment with biochar and enriched biochar relative to unamended soil resulted in 68 and 75% reduction in net nitrification, 221 and 229% reduction in net ammonification, 67 and 68% reduction in cumulative CO flux, respectively, and 26% reduction in cumulative NO flux for both biochar treatments. There were no significant differences among treatments in total leaching losses of C, N, and base cations. Our findings suggest that enrichment of biochar with dairy manure effluent can promote C and N storage in soil and provide additional environmental benefits.  相似文献

Irrigation management calls for objective criteria capable of representing the economy, reliability, and productivity of irrigation systems. These criteria must be compatible with long-term sustainability and conservation goals. The criteria representing the above goals are the economic effect of management on yield reduction, economic effect, and reliability referring to plant growth and operation of the network. In this study environmental indices are introduced to express the above criteria in quantitative terms. The inclusion of these indices at the farm and network level create a multicriteria framework for decision-making based on composite programming. An experimental study was conducted during the irrigation periods of 1989 and 1990 in Chania, Greece, concerning water delivered to 40 experimental plots, soil moisture content at the rootzone, and irrigation system operational failures. The data collected in real time were used for the calculation of the corresponding environmental indices. The variation in time and space is high and resulted in up to 62% of yield loss and low system performance (up to 7% of system temporal reliability). The study indicated that environmental indices could be incorporated to select alternatives and also to develop policies on water delivery. The final decision involves a trade-off analysis between cost of application and desired system performance. Measures of both primary objectives can be obtained using environmental indices that represent system operation aggregation at its basic levels (on farm and network).  相似文献

Managed forests and plantations are appropriate ecosystems for land-based treatment of effluent, but concerns remain regarding nutrient contamination of ground- and surface waters. Monthly NO3-N and NH4-N concentrations in soil water, accumulated soil N, and gross ammonification and nitrification rates were measured in the second year of a second rotation of an effluent irrigated Eucalyptus globulus plantation in southern Western Australia to investigate the separate and interactive effects of drip and sprinkler irrigation, effluent and water irrigation, irrigation rate, and harvest residues retention. Nitrate concentrations of soil water were greater under effluent irrigation than water irrigation but remained <15 mg L(-1) when irrigated at the normal rate (1.5-2.0 mm d(-1)), and there was little evidence of downward movement. In contrast, NH4-N concentrations of soil water at 30 and 100 cm were generally greater under effluent irrigation than water irrigation when irrigated at the normal rate because of direct effluent NH4-N input and indirect ammonification of soil organic N. Drip irrigation of effluent approximately doubled peak NO3-N and NH4-N concentrations in soil water. Harvest residue retention reduced concentrations of soil water NO3-N at 30 cm during active sprinkler irrigation, but after 1 yr of irrigation there was no significant difference in the amount of N stored in the soil system, although harvest residue retention did enhance the "nitrate flush" in the following spring. Gross mineralization rates without irrigation increased with harvest residue retention and further increased with water irrigation. Irrigation with effluent further increased gross nitrification to 3.1 mg N kg(-1) d(-1) when harvest residues were retained but had no effect on gross ammonification, which suggested the importance of heterotrophic nitrification. The downward movement of N under effluent irrigation was dominated by NH4-N rather than NO3-N. Improving the capacity of forest soils to store and transform N inputs through organic matter management must consider the dynamic equilibrium between N input, uptake, and immobilization according to soil C status, and the effect changing microbial processes and environmental conditions can have on this equilibrium.  相似文献

Wastewater treatment facilities in tourist areas, in comparison to other municipal facilities, require specific configurations and additional management actions in order to achieve a reliable and cost-effective treatment. For example, the same facility operates during winter with minimum flows and in summer with peak flows. Moreover, careful effluent management is required to minimize environmental impact and health effects on tourists. In this study, effluent management data, including quantitative and qualitative effluent characteristics, reuse, and economic aspects of the Hersonissos Wastewater Treatment Plant (WTP) in Greece, are discussed. It has been designed to treat both municipal wastewater from the Hersonissos Municipality and septage from the wider area. Analysis of effluent quantitative data showed two flow peaks in the summer period and only one in winter. The WTP was found to provide a reliable level of treatment in terms of biochemical oxygen demand (95.9%), total suspended solids (97.2%), and total nitrogen (87.7%) removal, but increased numbers of fecal coliforms were measured at some peak flow periods, suggesting the need for additional management strategies. Effluent is reused mainly for agricultural irrigation; secondary uses include fire protection and landscape irrigation. Economic analysis showed that for each cubic meter treated, the total annual economic cost for treatment, filtration, and reuse infrastructure was 1.07 €, 0.05 €, and 0.08 €, respectively.  相似文献

Th anti-seizure medication carbamazepine is often found in treated sewage effluent and environmental samples. Carbamazepine has been shown to be very persistent in sewage treatment, as well as ground water. Due to environmental persistence, irrigation with sewage effluent could result in carbamazepine contamination of surface and ground water. To determine the potential for leaching of carbamazepine, a series of adsorption and desorption batch equilibrium experiments were conducted on irrigated soils. It was found that carbamazepine adsorption to biosolid-amended (T) soils had a KD of 19.8 vs. 12.6 for unamended soil. Based on adsorption, carbamazepine leaching potential would be categorized as low. During desorption significant hysteresis was observed and KD increased for both soils. Desorption isotherms also indicate a potential for irreversibly bound carbamazepine in the T soil. Results indicate that initial removal of carbamazepine via adsorption from irrigation water is significant and that desorption characteristics would further limit the mobility of carbamazepine through the soil profile indicating that carbamazepine found in sewage effluent used for irrigation has a low leaching potential.  相似文献

Sewage effluent for land application is becoming an increasingly important source of irrigation water in many semi-arid regions of the world. Two main approaches to the use of sanitation to upgrade effluent for reuse in agriculture were analyzed: (i) sanitizing to the level required for each crop; or (ii) upgrading all effluent to the sanitary level mandated for unrestricted irrigation (<10 fecal coli/100mL). The first approach was authorized by the Israeli health authorities, who consider irrigation with secondary effluent to be complementary to the treatment process. The other approach was conceived mainly by the agricultural and environmental establishments, which debited the additional financial burden to the urban sector and/or the 'general public'. We show that upgrading all effluents in Israel to 'unrestricted irrigation quality' would cost $69 million each year for upgrading alone, in addition to the costs of treatment to the sanitary level required for each individual crop and of observing all the necessary additional precautions and boundaries. This difference in cost stems from the fact that most effluent is used for the irrigation of non-edible crops, for which partial pathogen removal is sufficient. Thus, upgrading to the sanitary level required by the most sensitive crops would be rather wasteful.  相似文献

This paper summarizes the findings of a survey (256 participants) conducted to determine the attitude of the Israeli urban public towards various urban water reuse options. Israel is known for its long and successful agricultural water reuse scheme, but to date no large-scale urban reuse projects have been implemented. The survey included 21 reuse options, which were clustered into three reuse categories, namely: low, medium, and high contact levels. Results show that a high proportion of the participants supported medium contact reuse options such as sidewalk landscaping (95%), domestic WC flushing (85%) and firefighting (96%). Higher contact reuse options such as domestic laundry (38%), preserved food (13%), and potable aquifer recharge (11%) found much lesser support. Less than expected support was found for low contact reuse options with 86% for field crop irrigation, 62% for aquifer recharge for agricultural irrigation, and as low as 49% for orchard irrigation. This low support is surprising, since all three options have been practiced on a large scale for over three decades in Israel without any adverse effects to the public. No correlation was found between any biographical characteristic examined (education, gender, income, marital status, having young children, and age) and support for medium contact options. For the medium contact options, the results suggest that perceived financial gain (individual and/or communal) and positive public opinion enhances support, while perceived health effects negatively affects the degree of support. Technology, trust in authorities and awareness of water and environmental issues were found to not have a significant effect on support for medium contact reuse options. Analyzing the four possible reasons for support given by participants who identified themselves as supporters of wastewater reuse revealed that the most important reason for support was "water saving", followed by "minimization of importing water from abroad". These were followed by "infrastructure cost saving" together with "environmental improvement".  相似文献

Land-spreading and spray irrigation are the most widely used practices for the disposal of dairy wastewaters in Ireland but in some cases there can be problems due to contamination of surface and ground water. The use of intermittent sand filtration has been suggested as an alternative treatment process. However, a single pass through a sand filter limits denitrification because of the absence of reducing conditions following nitrification and the lack of an available carbon source. This leads to poor total nitrogen (TN) reduction and an effluent that is high in nitrate nitrogen (NO3-N). This paper follows a previous paper in which two instrumented stratified sand filter columns (0.9 and 0.425 m deep, and both 0.3 m in diameter) were intermittently loaded with synthetic dairy parlor washings at a number of hydraulic loading rates, leading to a TN reduction of 27 to 41%. In the present study, under a chemical oxygen demand (COD) of 23.4 g m(-2) d(-1), the TN was reduced by 83.2% when three-quarters of the sand filter effluent was recirculated through an anoxic zone. This produced an effluent NO3-N concentration of 60 mg L(-1). With recirculation, the improvement in the removal of organic matter and ammonia N (NH4-N) is minimal. Recirculating sand filters appear to offer a mechanically simple and effective method for the removal of nitrogen from dairy parlor effluents and are a significant improvement over a single-pass sand filter.  相似文献

Sustainable agricultural development as a desired goal in irrigation management is a result of recent public awareness of the scarcity of water for food production. In order to incorporate sustainability-related criteria in the analysis of irrigation systems, the present study aims at introducing environmental indices that represent irrigation water conservation and satisfactory production and income for farmers under stress conditions. An experiment was conducted in Chania, Greece, during the irrigation periods of 1989 and 1990. The irrigation water delivered to 40 experimental plots and the relevant soil moisture content at the root zone were recorded. The data, collected in real time, were used for the calculation of the corresponding environmental indices. The variation of indices in time and space was high, and demonstrated that up to 13% of water was delivered to crops, 82% was yield loss, and 84% was economic return. The study indicated that environmental indices could be easily computed by means of routinely collected data, and could also be incorporated into decision-making approaches, such as compromise programming, in order to develop policies for irrigation water allocation.  相似文献

Maximizing utilization of effluent nutrients by forage grasses requires a better understanding of irrigation rate and timing effects. This study was conducted in 1998 and 1999 on a Vaiden silty clay (very-fine, smectitic, thermic Aquic Dystrudert) soil to determine the effects of swine lagoon effluent irrigation rate and timing on bermudagrass [Cynodon dactylon (L.) Pers.] growth, nitrogen (N) and phosphorus (P) recovery, and postseason soil profile NO3(-)-N. Treatments consisted of swine effluent irrigation at the rates of 0, 5, 10, 15, and 20 ha-cm. Two additional treatments included 2.5 ha-cm applied on 1 September and 1 October in addition to a base summer rate of 10 ha-cm. In both years for early to mid-season irrigation, bermudagrass dry matter yield quadratically increased with increasing swine effluent irrigation rates. Averaged across years, effluent irrigation in October resulted in 30% less dry matter than in September. For late-season irrigation, apparent N recovery averaged 59% less and P recovery averaged 46% less with a delay in irrigation from 1 September to 1 October. The greatest quantity of soil NO3(-)-N was associated with both the greatest effluent rate and October irrigation treatments. Minimal yield benefit was obtained when effluent was applied at rates greater than 10 ha-cm during the summer months. Late-season irrigation, especially after 1 October for areas with similar climatic conditions, should be avoided to maximize synchronization of nutrient availability with maximum growth rates to minimize potential offsite movement of residual soil N and P.  相似文献

ABSTRACT: A combined economic and water quality modeling framework was used to evaluate impacts of alternative policies and management practices on reducing nitrate movement to groundwater for dairy farms in Rockingham County, Virginia. The analysis considers three on-farm manure storage options, cost-sharing programs for purchasing manure storage facilities, restrictions on nitrogen application rates, and a tax on commercial fertilizer. The CREAMS model was used to estimate nitrate leaching from the crop root zone for various nutrient (and manure) management practices, based on timing and rate of manure and fertilizer applications. The mixed-integer programming economic model considers water quality, policy, and economic constraints in comparing the profitability of alternative cropping and nutrient management systems that reduce groundwater contamination potential. The study provides both the environmental and economic effects of better management of dairy waste.  相似文献

ABSTRACT .Many growing municipalities near irrigated agriculture are advocating a transfer of water now utilized for irrigation to municipal use. Alternatives are presented whereby this water can be transferred to municipal use in exchange for treated sewage effluent. The irrigation water would in effect be cycled through the municipal system prior to use on the farms. A case study of the Tucson region illustrates the relevant legal, economic and technical aspects. Effluent could be delivered to irrigators in Avra Valley at a cost less than that now paid for water pumped from declining water tables. In return the City of Tucson could import ground water now being used for irrigation through an existing pipeline which presently cannot be used because of a court injunction obtained by the irrigators. It appears that such an exchange agreement could be made without modification of existing statutory law. Similar exchange arrangements may prove to be feasible in other regions containing irrigated agriculture. Increased efficiency of water use can be achieved avoiding external effects which commonly arise in a direct transfer and are difficult to evaluate. High quality water is allocated to municipal use whereas nutrient-rich sewage effluent is transferred to irrigation.  相似文献

The paper presents a framework for the analysis of external costs of environmental burdens, namely an impact pathway analysis, often coupled with the inventory stage of life cycle assessment (LCA). The ground rule is: quantify as much as possible in terms of burdens (pollutant emissions, etc.), impacts, and their monetary equivalent, then use multi-criteria analysis (MCA) for any remaining impacts that are considered to be too uncertain or defy quantification through to monetization. Although MCA could be used directly on estimates of burdens or impacts, monetary valuation provides a mechanism for consistent weighting of impacts categories based on assessment of public preference. Further advantages of extending LCA through detailed impact assessment combined with monetary valuation are that it greatly simplifies MCA by combining a large number of different environmental impact categories, thereby avoiding an unmanageably large number of criteria, and also facilitates cost benefit analysis (CBA). The risks are noted of inappropriate use of the tools or interpretation/use of the results, and recommendations are made for improved practice. These points are illustrated with examples. The key messages are: (1) that policies should be targeted correctly to give a clear signal which source of a burden should be reduced by how much; (2) that analysts should take into account the needs of policy makers and the link between the analysis and possible policy applications; and (3) that current LCA practice gives limited guidance in both areas, largely through a lack of consideration of the relative and absolute importance of different types of impact. However, this is precisely the strength of external costs analysis, particularly when used with MCA.  相似文献

Land treatment of dairy-farm effluent is being widely adopted as an alternative to disposal into surface waters in New Zealand. This study investigated water balances and associated N leaching from short-rotation forest (SRF) species irrigated with dairy-farm effluent. Single trees were grown in lysimeters filled with Manawatu fine sandy loam (mixed mesic Dystric Eutrochrept). Dairy-farm effluent was applied during two irrigation periods at 21.5 mm wk(-1) with a total loading equivalent to 870 kg N ha(-1) occurring over 17 mo. Following tree harvest in April 1997, measurements continued until August 1997 to monitor tree reestablishment. Cumulative N leached did not differ between lysimeters in which evergreen Sydney blue gum (Eucalyptus saligna Sm.) and shining gum [Eucalyptus nitens (H. Deane & Maiden) Maiden] and deciduous kinu-yanagi (Salix kinuyanagi Kimura) were grown. Leachate N concentrations of all treatments were on average higher than the New Zealand drinking water standard of 11.3 mg N L(-1). The E. nitens and S. kinuyanagi treatments leached 33 and 35 kg N ha(-1) yr(-1) in 1996 following application of 236 kg N ha(-1) during the first irrigation season. Leaf area was strongly correlated to evapotranspiration, drainage volume, and nitrogen leached. The majority of leaching in the tree treatments occurred after harvest. Reducing the leaching in the regrowth phase may be achieved through timing harvest in the spring when growth rates are higher and leaching potential is lower. Based on N uptake rates observed in this study and average pond discharge, a plantation of 5.4 ha would be required for N recovery on a typical dairy farm in New Zealand.  相似文献
