目前国内关于海洋修复工程的考核研究多为修复工程的生态效果考核,极少包含成本效益考核,以致无法比较和分析不同类型、不同规模的海洋修复工程的生态绩效,不利于海洋修复工程的考核和验收管理。根据当前自然资源部实施“蓝色海湾”等整治修复工程的检查验收管理的新需求,本文构建了基于海洋生态系统健康恢复、生态系统服务价值增长和单位成本生态效益等理论的海洋修复工程生态绩效考核指标体系。此外,本文以温州海域2014—2016年海洋修复的生态绩效的考核为例,结合考核结果以及直接相关性、独立性、可测量性和业务化等指标选取原则,对指标体系进行了改进。结果表明本指标体系可以在海洋修复工程的检查验收中被用于生态绩效考核,管理部门可根据海洋修复工程的类型和管理需求,有选择性地采纳部分或全部指标进行考核。  相似文献

Studies have shown that ecological restoration projects are more likely to gain public support if they simultaneously increase important human services that natural resources provide to people. River restoration projects have the potential to influence many of the societal functions (e.g., flood control, water quality) that rivers provide, yet most projects fail to consider this in a comprehensive manner. Most river restoration projects also fail to take into account opportunities for revitalization of large-scale river processes, focusing instead on opportunities presented at individual parcels. In an effort to avoid these pitfalls while planning restoration of the Sacramento River, we conducted a set of coordinated studies to evaluate societal impacts of alternative restoration actions over a large geographic area. Our studies were designed to identify restoration actions that offer benefits to both society and the ecosystem and to meet the information needs of agency planning teams focusing on the area. We worked with local partners and public stakeholders to design and implement studies that assessed the effects of alternative restoration actions on flooding and erosion patterns, socioeconomics, cultural resources, and public access and recreation. We found that by explicitly and scientifically melding societal and ecosystem perspectives, it was possible to identify restoration actions that simultaneously improve both ecosystem health and the services (e.g., flood protection and recreation) that the Sacramento River and its floodplain provide to people. Further, we found that by directly engaging with local stakeholders to formulate, implement, and interpret the studies, we were able to develop a high level of trust that ultimately translated into widespread support for the project.  相似文献

The goal of restoring ecological integrity in rivers is frequently accompanied by an assumption that a comparative reference reach can be identified to represent minimally impaired conditions. However, in many regulated rivers, no credible historical, morphological or process-based reference reach exists. Resilient restoration designs should instead be framed around naturalization, using multiple analytical references derived from empirically-calibrated field- and model-based techniques to develop an integrated ecological reference condition. This requires baseline data which are rarely collected despite increasing evidence for systematic deficiencies in restoration practice. We illustrate the utility of baseline data collection in restoration planning for the highly fragmented and regulated lower Merced River, California, USA. The restoration design was developed using various baseline data surveys, monitoring, and modeling within an adaptive management framework. Baseline data assisted in transforming conceptual models of ecosystem function into specific restoration challenges, defining analytical references of the expected relationships among ecological parameters required for restoration, and specifying performance criteria for post-project monitoring and evaluation. In this way the study is an example of process-based morphological restoration designed to prompt recovery of ecosystem processes and resilience. For the Merced River, we illustrate that project-specific baseline data collection is a necessary precursor in developing performance-based restoration designs and addressing scale-related uncertainties, such as whether periodic gravel augmentation will sustain bed recovery and whether piecemeal efforts will improve ecological integrity. Given the numerous impediments to full, historical, restoration in many river systems, it seems apparent that projects of naturalization are a critical step in reducing the deleterious impacts of fragmented rivers worldwide.  相似文献

Semi-arid Mediterranean regions are highly susceptible to desertification processes which can reduce the benefits that people obtain from healthy ecosystems and thus threaten human wellbeing. The European Union Biodiversity Strategy to 2020 recognizes the need to incorporate ecosystem services into land-use management, conservation, and restoration actions. The inclusion of ecosystem services into restoration actions and plans is an emerging area of research, and there are few documented approaches and guidelines on how to undertake such an exercise. This paper responds to this need, and we demonstrate an approach for identifying both key ecosystem services provisioning areas and the spatial relationship between ecological processes and services. A degraded semi-arid Mediterranean river basin in north east Spain was used as a case study area. We show that the quantification and mapping of services are the first step required for both optimizing and targeting of specific local areas for restoration. Additionally, we provide guidelines for restoration planning at a watershed scale; establishing priorities for improving the delivery of ecosystem services at this scale; and prioritizing the sub-watersheds for restoration based on their potential for delivering a combination of key ecosystem services for the entire basin.  相似文献

Ecological restoration is increasingly becoming a primary component of broader environmental and water resources management programs throughout the world. The New Zealand Department of Conservation implemented Project River Recovery (PRR) in 1991 to restore unique braided gravel-bed river and wetland habitat in the Upper Waitaki Basin in New Zealand’s high country of the South Island, which has been severely impacted by hydroelectric power development. These braided rivers are highly dynamic, diverse, and globally important ecosystems and provide critical habitat to numerous native wading and shore bird species, including several threatened species such as the black stilt. The objective of this study was to review and summarize PRR after more than 10 years of implementation to provide information and transfer knowledge to other nations and restoration programs. Site visits were conducted, discussions were held with key project staff, and project reports and related literature were reviewed. Primary components of the program include pest plant and animal control, wetland construction and enhancement, a significant research and monitoring component, and public awareness. The study found that PRR is an excellent example of an ecological restoration program focusing on conserving and restoring unique habitat for threatened native bird species, but that also includes several secondary objectives. Transfer of knowledge from PRR could benefit ecological restoration programs in other parts of the world, particularly riverine floodplain and braided river restoration. PRR could achieve even greater success with expanded goals, additional resources, and increased integration of science with management, especially broader consideration of hydrologic and geomorphologic effects and restoration opportunities.  相似文献

Ecosystem restoration in south Florida is a state and national priority centered on the Everglades wetlands. However, urban development pressures affect the restoration potential and remaining habitat functions of the natural undeveloped areas. Land use (LU) planning often focuses at the local level, but a better understanding of the cumulative effects of small projects at the landscape level is needed to support ecosystem restoration and preservation. The South Florida Ecosystem Portfolio Model (SFL EPM) is a regional LU planning tool developed to help stakeholders visualize LU scenario evaluation and improve communication about regional effects of LU decisions. One component of the SFL EPM is ecological value (EV), which is evaluated through modeled ecological criteria related to ecosystem services using metrics for (1) biodiversity potential, (2) threatened and endangered species, (3) rare and unique habitats, (4) landscape pattern and fragmentation, (5) water quality buffer potential, and (6) ecological restoration potential. In this article, we demonstrate the calculation of EV using two case studies: (1) assessing altered EV in the Biscayne Gateway area by comparing 2004 LU to potential LU in 2025 and 2050, and (2) the cumulative impact of adding limestone mines south of Miami. Our analyses spatially convey changing regional EV resulting from conversion of local natural and agricultural areas to urban, industrial, or extractive use. Different simulated local LU scenarios may result in different alterations in calculated regional EV. These case studies demonstrate methods that may facilitate evaluation of potential future LU patterns and incorporate EV into decision making.  相似文献

Despite rapid growth in river restoration, few projects receive the necessary evaluation and reporting to determine their success or failure and to learn from experience. As part of the National River Restoration Science Synthesis, we interviewed 39 project contacts from a database of 1,345 restoration projects in Michigan, Wisconsin, and Ohio to (1) verify project information; (2) gather data on project design, implementation, and coordination; (3) assess the extent of monitoring; and (4) evaluate success and the factors that may influence it. Projects were selected randomly within the four most common project goals from a national database: in-stream habitat improvement, channel reconfiguration, riparian management, and water-quality improvement. Roughly half of the projects were implemented as part of a watershed management plan and had some advisory group. Monitoring occurred in 79% of projects but often was minimal and seldom documented biological improvements. Baseline data for evaluation often relied on previous data obtained under regional monitoring programs using state protocols. Although 89% of project contacts reported success, only 11% of the projects were considered successful because of the response of a specific ecological indicator, and monitoring data were underused in project assessment. Estimates of ecological success, using three criteria from Palmer and others (2005), indicated that half or fewer of the projects were ecologically successful, markedly below the success level that project contacts self-reported, and sent a strong signal of the need for well-designed evaluation programs that can document ecological success.  相似文献

We applied the Theory of Planned Behavior to help understand the relationships between environmental beliefs, support for ecosystem restoration actions, and willingness to pay (WTP) for restoration and protection goals in the Hudson River estuary, New York State, USA. We conducted a mail survey with 3,000 randomly-chosen local residents of the Hudson River estuary in the fall of 1999. As hypothesized, the broad ecosystem restoration goals of the Hudson River Estuary Action Plan were more strongly supported than the corresponding specific implementation actions. We found that beliefs and past behavior were better explanatory variables than sociodemographic characteristics for explaining people's support for ecosystem restoration actions and WTP for restoration and protection goals. Because ecosystem restoration goals appear to be more generally acceptable than specific restoration actions, proponents of restoration programs should not become complacent about the need for active public outreach and involvement even if initial restoration program discussions have been low in controversy. Efforts to assess and foster support for ecosystem restoration should be targeted toward audiences identified on the basis of beliefs and past behaviors rather than on sociodemographic characteristics.  相似文献

Major transitions in a multiple-use or mosaic landscape often lead to frictions among new and existing users. In this article, we consider the problem of ecological restoration within a mosaic landscape in which restoration activities elicit feedbacks from individuals and groups that are harmed by restoration outcomes. Using game theory, we identify three potential outcomes ranked by the extent of restoration of ecosystem services and processes: nonstrategic, noncooperative strategic equilibrium, and cooperative bargaining solution. We identify conditions under which additional restoration can decrease the overall flow of ecosystem services and processes. A “strategic restorationist” will cease new restoration activities when the net effect of defensive response moves by farmers offsets gains. Imperfect information regarding expected payoffs to farmers can lead to inefficient overshooting or undershooting the optimal scale, geographical positioning, and form of restoration. Gains to all parties from cooperation might exist. As a case study and to aid model design, we consider restoration activities on California’s upper Sacramento River. Ecosystems, though impacted by global environmental change, can also contribute to the adaptation and mitigation of such large scale changes. Therefore, sustainable ecosystem management is crucial in reaching a sustainable future for the biosphere. Based on the published literature and publicly accessible data, this paper discussed the status and trends of forest, grassland, and wetland ecosystems in China that play important roles in the ecological integrity and human welfare of the nation. Ecological degradation has been observed in these ecosystems at various levels and geographic locations. Biophysical (e.g., climate change) and socioeconomic factors (e.g., intensive human use) are the main reasons for ecosystem degradation with the latter factors serving as the dominant driving forces. The three broad categories of ecosystems in China have partially recovered from degradation thanks to large scale ecological restoration projects implemented in the last few decades. China, as the largest and most populated developing nation, still faces huge challenges regarding ecosystem management in a changing and globalizing world. To further improve ecosystem management in China, four recommendations were proposed, including: (1) advance ecosystem management towards an application-oriented, multidisciplinary science; (2) establish a well-functioning national ecological monitoring and data sharing mechanism; (3) develop impact and effectiveness assessment approaches for policies, plans, and ecological restoration projects; and (4) promote legal and institutional innovations to balance the intrinsic needs of ecological and socioeconomic systems. Any change in China’s ecosystem management approach towards a more sustainable one will benefit the whole world. Therefore, international collaborations on ecological and environmental issues need to be expanded.  相似文献

Natural resource professionals are increasingly faced with the challenges of cultivating community-based support for wetland ecosystem restoration. While extensive research efforts have been directed toward understanding the biophysical dimensions of wetland conservation, the literature provides less guidance on how to successfully integrate community stakeholders into restoration planning. Therefore, this study explores the social construction of wetlands locally, and community members’ perceptions of the wetland restoration project in the Cache River Watershed of southern Illinois, where public and private agencies have partnered together to implement a large-scale wetlands restoration project. Findings illustrate that the wetlands hold diverse and significant meanings to community members and that community members’ criteria for project success may vary from those identified by project managers. The case study provides managers with strategies for building community commitment such as engaging local citizens in project planning, minimizing local burdens, maximizing local benefits, and reducing uncertainty.  相似文献

Exploring spatial and temporal scales provides a way to understand human alteration of landscape processes and human responses to these processes. We address three topics relevant to human-landscape systems: (1) scales of human impacts on geomorphic processes, (2) spatial and temporal scales in river restoration, and (3) time scales of natural disasters and behavioral and institutional responses. Studies showing dramatic recent change in sediment yields from uplands to the ocean via rivers illustrate the increasingly vast spatial extent and quick rate of human landscape change in the last two millennia, but especially in the second half of the twentieth century. Recent river restoration efforts are typically small in spatial and temporal scale compared to the historical human changes to ecosystem processes, but the cumulative effectiveness of multiple small restoration projects in achieving large ecosystem goals has yet to be demonstrated. The mismatch between infrequent natural disasters and individual risk perception, media coverage, and institutional response to natural disasters results in un-preparedness and unsustainable land use and building practices.  相似文献

浊漳河山西省潞城市境内干流段及南源段河道生态环境目前最突出的问题在于水质恶化、水量减少以及生物多样性衰退。本文从水质、水量、生物状况三个要素出发,通过建立浊漳河潞城市境内河段的水生态健康评价体系,对浊漳南源及干流段进行了生态健康诊断。结果显示,浊漳干流段生态健康总指数36.74,呈生态病态状;南源段生态健康总指数60.03,呈基本健康状态。据此,浊漳河潞城境内段目前的核心问题是生态恢复问题,应当针对其存在的问题选择适当的生态修复模式,采取相应的生态环境管理方法,把生态系统的恢复和重建作为其流域治理的最终目标。  相似文献

Levees and floodwalls are used extensively throughout the United States for flood control. Levee projects often lack ecological, recreational, and aesthetic values, except for incidental fish and wildlife benefits derived from borrow pits and recreational facilities found in some urban settings. In recent years increased environmental concern within construction agencies and greater responsiveness to public opinion have resulted in increasing numbers of levee projects designed, built, and maintained with environmental objectives in mind. This paper reviews environmental concepts successfully employed on levee projects constructed in recent years by the US Army Corps of Engineers. / There are tens of thousands of small dams in the United States; many of these aging structures are deteriorating. Governments and dam owners face decisions regarding repair or removal of these structures. Along with the many benefits society derives from dams and their impoundments, numerous recent ecological studies are revealing the extensive alteration and degradation of river ecosystems by dams. Dam removal-a principal restoration strategy-is an infrequent event. The major reasons for removal have been public safety and the high costs associated with repair; the goal of river ecosystem restoration now warrants greater attention. Substantial study is being given to the environmental aspects of dams and dam removals, but very little attention has been given to the socioeconomic and institutional dimensions associated with the removal of dams, although these factors play a significant role in the removal decision-making process. Based on a case study of dam removals in Wisconsin-where more than 30 of the state's 3600 small dams have been removed in the past few decades-legal, financial, and socioeconomic issues associated with dam removal are documented and assessed. Dam removal has been complex and contentious, with limited community-based support for removal and loss of the impounded waters. In cases examined here, the estimated costs of repairing a dam averaged more than three times the cost of removal. The availability of governmental financing has been a key determinant in removal decisions. Watershed-scale ecological considerations are not major factors for most local interests. As watershed management and restoration increasingly include dam removal options as part of an integrated strategy, more attention will need to be focused on socioeconomic factors and stakeholder perspectives-variables that strongly influence the viability of this management alternative.KEY WORDS: Dam removal; River restoration; Institutions; Stakeholders  相似文献

Increasingly government agencies are seeking to quantify the outcomes of proposed policy options in terms of ecosystem service benefits, yet conflicting definitions and ad hoc approaches to measuring ecosystem services have created confusion regarding how to rigorously link ecological change to changes in human well-being. Here, we describe a step-by-step framework for producing ecological models and metrics that can effectively serve an economic-benefits assessment of a proposed change in policy or management. A focus of the framework is developing comparable units of ecosystem goods and services to support decision-making, even if outcomes cannot be monetized. Because the challenges to translating ecological changes to outcomes appropriate for economic analyses are many, we discuss examples that demonstrate practical methods and approaches to overcoming data limitations. The numerous difficult decisions that government agencies must make to fairly use and allocate natural resources provides ample opportunity for interdisciplinary teams of natural and social scientists to improve methods for quantifying changes in ecosystem services and their effects on human well-being. This framework is offered with the intent of promoting the success of such teams as they support managers in evaluating the equivalency of ecosystem service offsets and trades, establishing restoration and preservation priorities, and more generally, in developing environmental policy that effectively balances multiple perspectives.  相似文献
