In 1990 the Environmental Protection Agency (EPA) began sponsoring several pilot projects in its regional offices to examine the potential benefits of adopting a multimedia approach to facility management. This approach differs from traditional practices at EPA in that facilities (dischargers regulated under permits issued by the agency) are managed based upon their cumulative impacts to all media: air, water, and land. Currently, facilities are managed by separate programs at EPA that evaluate environmental impacts from a single-media perspective. One aspect of discharger management is the necessity to allocate limited financial resources in a way that will minimize risk to human health and the environment. A careful, risk-based prioritization of facilities is one means of providing insight to the most effective strategy of allocating monitoring, inspection, and enforcement resources. Prioritization from a multimedia perspective is particularly difficult, however, since it requires translation and integration of medium-specific facility performances, management objectives, and perceptions of risk into a cumulative rating. A computerized decision support system (DSS) designed to guide management through the prioritization process from a multimedia perspective was identified as a potentially valuable tool for use in the pilot projects. This article describes the development of such a prototype, outlines the features of the completed system, and discusses its potential for use at EPA.  相似文献

The Analytic Network Process (ANP) has been proposed to incorporate interdependence and feedback effect in the prioritization of remedial countermeasures using a hierarchical network decision model, but this approach seems to be incapable of capturing the vagueness and fuzziness during value judgment elicitation. The aim of this paper is to present an evaluation method using a fuzzy ANP (FANP) approach to address this shortcoming. Triangular fuzzy numbers (TFN) and their degree of fuzziness are used in the semantic scale as human judgment expressed in natural language is most often vague and fuzzy. The method employs the alpha-cuts, interval arithmetic and optimism index to transform the fuzzy comparative judgment matrix into set of crisp matrices, and then calculates the desired priorities using the eigenvector method. A numerical example, which was drawn from a real-life case study of an uncontrolled landfill in Japan, is presented to demonstrate the process. Results from the sensitivity analysis describe how the fuzziness in judgment could affect the solution robustness of the prioritization method. The proposed FANP approach therefore could effectively deal with the uncertain judgment inherent in the decision making process and derive the meaningful priorities explicitly from a complex decision structure in the evaluation of contaminated site remedial countermeasures.  相似文献

This study adopted an open-ended exploratory approach to elicit the perspectives of a selection of six Climate Challenge Fund projects. This central idea is that communities' perspective on attempted carbon reduction initiative in their areas has use in other contexts and could enable better design of such interventions in future. The main finding was that emphasising local benefits was conducive to their achieving local involvement in the project. The results of this research should be tested in other contexts. Three broad implications for the design of community carbon reduction initiatives are raised in assuming these outcomes are correct. First, the community hosting such initiatives should be perceived to hold a degree of power over the project. Second, central authorities should not be overly prohibitive about the motivations of those participating in such projects. Finally, the use of non-environmental messaging has value in shifting people to more pro-environmental behaviours.  相似文献

We developed an approach for inventorying wetland resources, assessing their condition, and determining restoration potential in a watershed context. This article outlines how this approach can be developed into a Wetland Monitoring Matrix (WMM) that can help resource management agencies make regulatory and nonregulatory decisions. The WMM can be embedded in a standard planning process (Wetlands, Wildlife, and Watershed Assessment Techniques for Evaluation and Restoration, or W3ATER) involving the setting of objectives, assessing the condition of the resource, prioritizing watersheds or sites, implementing projects, and evaluating progress. To that process we have added the concepts of reference, hydrogeomorphic (HGM) classification, and prioritization for protection and restoration by triage or adaptive management. Three levels of effort are possible, increasing in detail and diagnostic reliability as data collection shifts from remote sensing to intensive sampling on the ground. Of key importance is the use of a consistent set of monitoring protocols for conducting condition assessments, designing restoration and creation projects, and evaluating the performance of mitigation projects; the same variables are measured regardless of the intended use of the data. This approach can be tailored to any region by establishing a reference set of wetlands organized by HGM subclasses, prioritizing watersheds and individual wetlands, and implementing consistent monitoring protocols. Application of the approach is illustrated with examples from wetlands and streams of the Spring Creek Watershed in central Pennsylvania, USA.  相似文献

Rehabilitation of river ecosystems is generally initiated when a river is no longer able to provide benefits to humans and other living beings. The major purposes of river rehabilitation projects are improving water quality, conserving nature, rehabilitating fisheries and riparian habitats, flood mitigation, and creating recreational opportunities. For a river rehabilitation project to be successful, it must have specific and clearly explained objectives, although these objectives will vary for each project depending upon factors such as economics, public demand, ecosystem benefits, and the like. In this article, we provide a critical analysis of the purposes that drive river rehabilitation projects and we identify and discuss impediments that can cause a project to deviate from its intended goals. We also discuss major constraints on rehabilitation efforts that can result in failed projects.  相似文献

ABSTRACT: The designs of stream channel naturalization, rehabilitation, and restoration projects are inherently fraught with uncertainty. Although a systematic approach to design can be described, the likelihood of success or failure of the design is unknown due to uncertainties within the design and implementation process. In this paper, a method for incorporating uncertainty in decision‐making during the design phase is presented that uses a decision analysis method known as Failure Modes and Effects Analysis (FMEA). The approach is applied to a channel rehabilitation project in north‐central Pennsylvania. FMEA considers risk in terms of the likelihood of a component failure, the consequences of failure, and the level of difficulty required to detect failure. Ratings developed as part of the FMEA can provide justification for decision making in determining design components that require particular attention to prevent failure of the project and the appropriate compensating actions to be taken.  相似文献

ABSTRACT: Most of us are aware, or feel we are aware, of the impacts of major water resources projects on our lives. “Dam-lovers” note the life-saving flood-risk reduction and recreational benefits of a proposed reservoir, while “dam-haters” bemoan the future drowning out of the wildlife habitat of its river valley, and the recreational disbenefits to stream (as opposed to lake) fishermen. Water supply projects can often be given such a revered status, assuming the “obvious” tenet that water, air, food, and shelter are basic requirements of decent living, that the economic viability of the project may not even be assessed. Water resources planners are supposed to impartially weigh the environmental and economic benefits, and especially now, the energy implications of all proposed water projects, but many times the partial views of political or public advocates may be hard to ignore. The assumptions used in the planning of four recent water projects in the Province of Alberta will be presented and some revisions suggested which materially affect their Benefit/Cost ratios. In one project that is still in the public hearing stage, the economic analysis will be revealed, indicating that the original B/C ratio of about 1.6:1 might be more realistically placed at 0.6:1. In another project just completed, the apparent lack of an economic or energy analysis that has resulted in a perpetual and unnecessary energy load on the province, will be described.  相似文献

Integrated water resource management (IWRM) requires accounting for many interrelated facets of water systems, water uses and stakeholders, and water management activities. The consequence is that project analysis must account for the nonseparability among the component parts of IWRM plans. This article presents a benefit‐cost (B‐C) analysis of a set of projects included in the Yakima Basin Integrated Plan proposed for the Yakima Basin in south‐central Washington State. The analysis accounts for interdependence among proposed water storage projects and between water storage and water market development in the context of historical and more adverse projected future climate scenarios. Focusing on irrigation benefits from storage, we show that the value of a given proposed storage project is lower when other proposed storage projects in the basin are implemented, and when water markets are functioning effectively. We find that none of the water storage projects satisfy a B‐C criterion, and that assuring proposed instream flow augmentation is less expensive by purchasing senior diversion rights than relying on new storage to provide it.  相似文献

ABSTRACT: Indiana has embarked on a program to assess the condition of its infrastructure and to plan for its future. The perspective of this planning differs from the traditional “master plan” approach — instead, the focus is on competitiveness for economic development. The initial work on the water and sewerage competitiveness of the infrastructure includes: (1) a comparative analysis of the water resources and infrastructure of Indiana and its industrial midwestern neighbors; (2) a technology scan to identify possible technological opportunities that may be important for Indiana; and (3) a set of recommendations for future planning. This work is preliminary in nature but should serve as a starting point for continued strategic planning over the next decade for positioning of Indiana's water and sewerage infrastructure as a key element in the economic growth equation.  相似文献

In this paper we quantify the additional water quality benefits that can be achieved through coordinated cumulative impact management. To do this we simulate coordinated and un-coordinated revegetation investments and compare their impact on achieving regional water quality goals. Our results show that coordination between multiple mining companies achieves additional benefits since prioritization is enabled across a broader range of investment opportunities. Additionally, when coordinated investment is permitted beyond the boundaries of coal mining leases, results show that additional benefits are greatly enhanced since these regions provide more rewarding investment opportunities. Results illustrate (a) how regional coordination may influence reputational benefits of investments, and (b) that coordination is beneficial when investment opportunities are unevenly distributed across the landscape. When additional benefits are achievable, we suggest that mining companies should develop collective investment projects with an understanding of how coordination influences project costs. Similarly, investment projects should be developed with an understanding of investment tradeoffs and how these may adversely impact on regional stakeholders and hence industry reputation. The mining industry has significant potential to contribute to regional wellbeing; however, land management policies must be flexible and promote incentives to enable companies to invest beyond compliance.  相似文献

With economic development in China, human-induced pressures on aquatic environments have grown and created an urgent need for tools measuring the ecological condition of aquatic systems. However, biological indicators for wadeable streams in China were poorly developed. This study developed and validated a multi-metric index of fish assemblages for wadeable streams of southern China to meet the requirement of the water project which has been carried on in China in recent years. Fifty-seven stream sites were sampled in April–May and November–December 2010 to develop an index of biotic integrity. A set of 45 candidate metrics were evaluated for range, responsiveness and redundancy, resulting in the selection of six metrics for the index: number of native species, number of rheophilic species, proportion of benthic riffle individuals, number of lithophilic species, number of omnivore species, and number of fish per hour sampling. The publicly available census data were used as independent data set to validate our method. Twenty-three sites were assessed as subject to significant (SP) or non-significant pressures (NSP) based on anthropogenic pressure evaluation. Our index performed well in discriminating NSP and SP sites, which suggested that our method could provide an accurate measure for wadeable streams ecosystem condition. We believe this integrated approach would meet the requirements for the water projects of China, and the process of developing the method could be used as reference for managing the subtropical streams in other areas of China or other states.  相似文献

Understanding the best way to allocate limited resources is a constant challenge for water quality improvement efforts. The synoptic approach is a tool for geographic prioritization of these efforts. It uses a benefit-cost framework to calculate indices for functional criteria in subunits (watersheds, counties) of a region and then rank the subunits. The synoptic approach was specifically designed to incorporate best professional judgment in cases where information and resources are limited. To date, the synoptic approach has been applied primarily to local or regional wetland restoration prioritization projects. The goal of this work was to develop a synoptic model for prioritizing watersheds within which suites of agricultural best management practices (BMPs) can be implemented to reduce sediment load at the watershed outlets. The model ranks candidate watersheds within an ecoregion or river basin so that BMP implementation within the highest ranked watersheds will result in the most sediment load reduction per conservation dollar invested. The model can be applied anywhere and at many scales provided that the selected suite of BMPs is appropriate for the evaluation area’s biophysical and climatic conditions. The model was specifically developed as a tool for prioritizing BMP implementation efforts in ecoregions containing watersheds associated with the USDA-NRCS conservation effects assessment project (CEAP). This paper presents the testing of the model in the little river experimental watershed (LREW) which is located near Tifton, Georgia, USA and is the CEAP watershed representing the southeastern coastal plain. The application of the model to the LREW demonstrated that the model represents the physical drivers of erosion and sediment loading well. The application also showed that the model is quite responsive to social and economic drivers and is, therefore, best applied at a scale large enough to ensure differences in social and economic drivers across the candidate watersheds. The prioritization model will be used for planning purposes. Its results are visualized as maps which enable resource managers to identify watersheds within which BMP implementation would result in the most water quality improvement per conservation dollar invested.  相似文献

Risk management of chemicals requires information about their adverse effects such as toxicity and persistence, for example. Testing of chemicals allows for improving the information base for regulatory decision‐making on chemicals' production and use. Testing a large number of chemicals with limited time and resources forces a prioritization of chemicals. This paper proposes a decision model that provides a ranking of chemicals according to “urgency to test”. The model adopts a value‐of‐information approach describing the expected welfare gains from regulatory actions that respond to test information. We determine the value‐of‐information of tests revealing chemicals' levels of toxicity and persistence. We compare our findings to the prioritization of chemicals in the new European Chemicals Regulation “REACH”, where several tens of thousands of chemicals are to be tested in order to fill existing information gaps and to implement more effective risk management. We find that the main lines of chemicals' prioritization under REACH receive backing from our decision model. However, prioritization for testing can be further improved by accounting for testing costs and the sensitivity of regulatory action with respect to the test information.  相似文献

ABSTRACT. The critical role of political processes in water resource projects has recently been placed in a new perspective [Hall, 1970]. The “political hassle” period of institutional interaction which serves to resolve political conflicts over such aspects as organizational growth and survival, responsibility for economic liabilities, and responsibility for economic benefits, requires systematic analysis in order to improve our capability to implement water projects. Failure to properly assess the political aspects of a proposed water project may result in extensive delays with significant economic losses. The complexities associated with water use and re-use have created the need for new institutional arrangements which can more effectively function to implement policies and programs. One tool which has recently become available for the research investigator concerned with institutional interactions and political processes associated with water resource projects is the technique of computer simulation of such institutional interaction. In theory, this new approach will enable the investigator to assess the political feasibility or political acceptability of a proposed water project given existing institutional structures. Furthermore, the investigator has the opportunity to experiment with new and innovative institutional arrangements which may in turn enhance the political acceptability of a proposed project. The specific material presented within this paper reports upon the validation of an existing computer simulation model designed to replicate political interactions in resource allocation problems-including water resource problems. This validation effort is done by taking an actual water problem and comparing what the political simulation models predicts in terms of political outcomes with what actually takes place. The case study in question is the formulation and legislative development of the Michigan Bond Issue for Water Pollution Control.  相似文献

Backyard garden sharing projects can be viewed as a small-scale alternative to traditional community gardens. These shared spaces are able to overcome some of the pressures on community gardens such as competing demands for housing and other services and amenities while still providing many of the health-promoting benefits community gardens are noted for. This study is a small-scale participatory qualitative project that explores three backyard garden sharing partnerships. The aim of this study is to explore the benefits and challenges of these shared spaces and to discuss the overall feasibility of shared backyard gardens. Partnerships comprised an older adult homeowner (i.e., greater than age 65) and a non-senior gardener. At an individual level, the results suggest that backyard garden sharing can promote physical activity, psychosocial well-being, and social connectedness for both older adult homeowners and volunteer garden partners. To be successful, partners benefit from an established agreement about what to grow and how to share the garden's produce. In addition, a dedicated project coordinator and a limited amount of community resources can ensure the viability of these small-scale projects.  相似文献

ABSTRACT: This paper outlines a sound, practical approach for making more informed decisions about environmental policy choices. It emphasizes the importance of using a structured decision process to specify and organize values, use these values to create alternatives, and assess tradeoffs to help achieve a desired balance across key objectives. Although these decision making steps are based on common sense, they are often neglected or poorly carried out as part of the complex evaluations of natural resource options. We discuss several reasons for this frequent neglect of decision making principles and provide examples from recent water use planning projects to demonstrate some of the benefits of using a structured, decision focused approach: new and better solutions, increased and more productive participation by stakeholders, and greater defensibility and acceptance of the resource management evaluation process and its conclusions.  相似文献

This paper addresses the question: How can mining companies assess social investment projects so that projects create value for the company and communities in which they operate? Mining companies are still wrestling with the limits of their responsibility in relation to social development even though they accept the business case for community investment at a general level. Fully aware of the practical hazards involved in taking an active role in facilitating local development, companies increasingly avoid methods that are overly paternalistic or assume the functions of the national or local governments. Gaining senior management's commitment to long-term social projects, which are characterised by uncertainty and complexity, is made easier if projects are shown to benefit the site's strategic goals. Case study research on large global mining companies, including interviews with social investment decision makers, has assisted in developing a Social Investment Decision Analysis Tool (SIDAT), a decision model for evaluating social projects. Multi-criteria decision analysis techniques integrating business planning processes with social impact assessment have proved useful in assisting mining companies think beyond seeking reputational benefits, to how they can meet their business goals and contribute to sustainable development.  相似文献

Resource managers require objective methodologies to optimize decisions related to forest road deactivation and other aspects of road management, especially in steep terrain, where road-related slope failures inflict extensive environmental damage. Decision analysis represents a systematic framework that clearly identifies real options and critical decision points. This framework links current decisions with expected future outcomes and provides advantages such as a common currency to systematically explore the liability consequences of limited budget expenditures to road deactivation and other road-related activities. Furthermore, the decision framework prevents the analysis from becoming hopelessly entangled by the vast number of possibilities generated by the alternative occurrences, magnitudes, and consequences of landslide/debris flow events and provides the information required for the first step of an adaptive management process. Here, a structured analysis of potential environmental risks for a road deactivation project in coastal British Columbia, Canada is presented. The application of decision analysis generates a ranking of the expected benefits of proposed deactivation activities on various road sections. The ranking distinguishes between road sections that offer high expected benefit from those that offer moderate to low expected benefit. Seventeen of 171, 100–m road segments accounted for 18% of the cumulative cost and 98% of the cumulative expected net benefits from road deactivation. Furthermore, the cost of deactivating a section of road is related to the expected benefit from such deactivation, thus providing the basis for more effective resource allocation and budgeting decisions.  相似文献
