Ever since the Earth Summit was launched at Rio de Janeiro, research has been done on the problems of developing indices for the health of the environment and for its sustainable development. However, this research has concentrated more on national and regional levels than on local levels, more on spatial comparisons than on time series analysis, more on short-term than on long-time analysis, more on qualitative than on quantitative analysis. In contrast, therefore, this paper presents an indicator system procedure for measuring Beijing (the capital of China) environmental sustainability based on the Pressure-State-Response (PSR) philosophy, evaluates the trend of Beijing environmental sustainability index (BESI) quantitatively for 21 years, from 1983 to 2003, and suggests three great opportunities in the near future that are expected to provide some dependable information to policy makers. The results suggest that Beijing is still far from environmental sustainable development. The total trend was better in the 1980s than in the 1990s, and has improved slightly since 2000.  相似文献

One of the main goals in decision-making for sustainable development is to identify and choose the most sustainable option among different alternatives. This process usually involves a large number of stakeholders with multiple, often conflicting objectives. Facilitating and resolving such difficult decision situations can be complex, so that a more formal and systematic approach to decision-making may be necessary. This paper proposes an integrated multiple criteria decision-support framework specifically developed to provide a systematic, step-by-step guidance to decision-makers. The framework, which is suitable for both corporate and public policy-making in the context of sustainable development, comprises three steps: problem structuring, problem analysis and problem resolution. This paper concentrates on problem analysis and resolution, where decision-makers articulate their preferences for different decision criteria. A suitable Multiple Criteria Decision Analysis (MCDA) technique, such as multi-objective optimisation, goal programming, value-based and outranking approaches, is then used to model the preferences. These techniques are discussed here in some detail, to provide guidance on the choice of the most appropriate MCDA method. Based on the outcome of preference modelling, which estimates the overall 'value' of each alternative being considered, decision-makers can then choose the 'best' or most sustainable option. Such an integrated decision-support framework is useful for providing structure to the debate, ensuring dialogue among decision-makers and showing trade-offs between conflicting objectives. In this way, it may be possible to create shared understanding about the issues, generate a sense of common purpose and, often, resolve 'difficult' decision problems.  相似文献

The 1992 Earth Summit highlighted the critical role of consumption in affluent nations as a source of global environmental deterioration. While most developed countries have begun over the past decade to grapple with the difficult challenges of reducing household demand for energy and materials, sustainable consumption has yet to attract substantive attention in the United States. There exist, however, several strategic openings that American proponents of more environmentally benign household provisioning could exploit to launch a public dialogue about the environmental implications of contemporary consumption. First, public health professionals have in recent years begun to make significant strides publicizing the nutritional inadequacy of the American diet and the contributory role it plays in elevating incidences of chronic disease. Second, the rapid increase in the rate of obesity in the country is now coming to be understood as a health problem that is attributable to the prevalence of sedentary lifestyles. Finally, there is growing public concern in the United States over the accumulation of unprecedented levels of consumer debt and the epidemic of personal bankruptcies. The intent of this paper is to highlight the need to consider the personal dimensions of everyday life when formulating strategies to foster more sustainable consumption.  相似文献

This paper examines the problem of measuring sustainable governance in the European Union (EU-27) through the use of duality and the Slutsky equation. The proposed methodology is based on the application of a three-dimensional optimisation model, where the arguments of the objective (sustainable social welfare) function are economic goods that contribute to sustainable economic growth; environmental goods that provide for sustainable environmental protection; and social goods through which sustainable social development is achieved. The dual problem, formulated through this three-dimensional theoretical model, is solved to find the optimal solution, indicating a certain sustainability level. We suggest that this solution can be used for calculating the value of what we define here as the sustainable governmental policy indicator, which is considered to provide quantitative measurement of government policies on sustainable development within the context of ‘good governance’. Furthermore, it is suggested that the Slutsky equation can be used as a reliable method for long-term monitoring and planning of national as well as international good governance with regard to sustainable development policies. In its empirical part, the paper applies the theoretical model in an analysis of the sustainable development indicators (as set out in the Sustainable Development Strategy (SDS) of the EU) in Bulgaria for the period 2000–2010 and compares them to those of the EU-27.  相似文献

The DPSIR framework was devised in the late 1990s as a tool for the reporting and analysis of environmental problems, ranging in scale from global systems to localized watersheds. Since then, international organizations have begun to apply this framework to the evaluation of sustainable development initiatives, to better understand and overcome barriers to sustainability. While this may seem a logical application for an integrated environmental assessment tool, the use of DPSIR in sustainable development will likely perpetuate the least satisfactory outcomes of development. DPSIR cannot address the impact of aggregated, informal responses on the drivers and pressures related to environmental problems and sustainability challenges. This problem is not merely an oversight of the framework, but an issue that emerges within the structure of DPSIR itself through the unexamined, unacknowledged hierarchy of actors that this framework implicitly creates with its typology. Therefore, a DPSIR-centered approach is not a new direction for development within international organizations, but instead, a reproduction of existing inequalities between actors and stakeholders within current approaches.  相似文献

The paper explores the objectives, strategies and barriers to cleaner production (CP) implementation in China. Successful demonstration projects in China have shown that CP is a strategy for reducing pollution and costs, increasing competitiveness and achieving an integrated balance between economic and environmental benefits. As such, it is an inevitable choice and important contribution to sustainable development. However, it has not progressed enough as a strategy for continuous improvement since its effects are limited to industrial sectors or regions. CP implementation can be assisted by further popularization, policy system improvement, perception and awareness raising and technology innovation. These dimensions are the key tasks and incentives for all levels of government, enterprises and social organizations in moving toward sustainability.  相似文献

Lugu Lake region, containing a plateau lake, and the unique matrichal society of the Mosuo, has become one of the most important areas for ecosystem conservation and cultural heritage protection in China. It is essential to pursue sustainable development in Lugu Lake region. However, rapid increases in the tourism industry have had negative influences on society, the economy and the environment of Lugu Lake region. Extensive concerns have been raised by numerous ecologists, economists and social scientists over recent years. Using systems analysis of major societal, economic and environmental problems, this paper advocates goals for realising sustainable development. A double-layer management model has been developed of regional ecosystem services, composed of natural ecosystem management and macro-control of society and the economy, and has been used to analyse the importance and feasibility of ecotourism development in Lugu Lake region. Since the publication of Agenda 21 agricultural sustainability has become an internationally important goal. Whereas in the past issues of food security and sustainability centred on the developing world only, where large sections of the population are undernourished, it is today increasingly recognised that the developed world also has a 'food problem'. Indeed, with rising levels of obesity and environmental damage, goals of sustainable agriculture are now as pertinent in the developed world as the developing. This paper seeks to explore the policies of two competing visions for food and agricultural sustainability. One vision seeks to break the productionist hegemony with policies to promote, inter alia, organic and local food. The other vision seeks to continue the productionist hegemony in only a slightly modified fashion; emphasising biotechnology and technological panaceas. This paper contends that the modified productionist vision is flawed and political will is now required to promulgate radical agricultural policies that break the productionist hegemony.  相似文献

We used linear and multivariate models to examine the associations between geography, biodiversity, per capita economic output, national spending on conservation, governance, and cultural traits in 55 countries. Cultural traits and social metrics of modernization correlated positively with national spending on conservation. The global distribution of this spending culture was poorly aligned with the distribution of biodiversity. Specifically, biodiversity was greater in the tropics where cultures tended to spend relatively less on conservation and tended to have higher collectivism, formalized and hierarchical leadership, and weaker governance. Consequently, nations lacking social traits frequently associated with modernization, environmentalism, and conservation spending have the largest component of Earth's biodiversity. This has significant implications for setting policies and priorities for resource management given that biological diversity is rapidly disappearing and cultural traits change slowly. Therefore, we suggest natural resource management adapt to and use characteristics of existing social organization rather than wait for or promote social values associated with conservation spending. Supporting biocultural traditions, engaging leaders to increase conservation commitments, cross‐national efforts that complement attributes of cultures, and avoiding interference with nature may work best to conserve nature in collective and hierarchical societies. Spending in modernized nations may be a symbolic response to a symptom of economic development and environmental degradation, and here conservation actions need to ensure that biodiversity is not being lost.  相似文献

To improve material efficiency, industrial structure optimization becomes a focal point in Chinese industrial and environmental policies. It is crucial to cluster economic sectors and determine their priority for industrial and environmental policy implementation. Integrating a set of criteria, a hybrid input-output model and the hierarchical cluster analysis, this study clusters China’s economic sectors and determines their priority on a life cycle basis. China’s economic sectors are clustered into three clusters. Industrial structure changes (industrial policy) should encourage the development of sectors in cluster 1 and limit the development of sectors in cluster 2. Technology development and materials recycling (two environmental policies) should mainly focus on sectors in clusters 1 and 2. Future industrial policies in China should limit the development of two sectors named Manufacture of metal products and Extraction of petroleum and natural gas. Instead of limiting some industries by command-and-control, the best policy option is to remedy environmental standards and law enforcement. Enterprises belonging to the identified key sectors from the viewpoint of direct production impacts should be concerned to achieve enterprise sustainability. To achieve sustainable production chains, the identified key sectors from the viewpoint of accumulative production impacts should be concerned. For sustainable consumption, the identified key sectors from the viewpoint of consumption impacts should be concerned to transform consumption styles. Most of environmental pressure can be alleviated not only by technical improvements and material recycling, but also by the development of economic sectors in cluster 1.  相似文献

Prevention and treatment of geological hazards is important for the sustainable development of human society. Surface geological hazards alone caused direct economic losses of ¥3.47 billion, with 768 deaths and 785 injuries in Guangdong Province, South China, from 1994 to 2005. The major factors causing geological hazards can be categorised into three types: geo-environmental, climatic-meteorological and human activity. Accompanied by rapid economic development and population growth, human activities can cause geological hazards that are as serious as those caused by natural factors. The authors propose some suggestions for prevention and treatment of geological hazards to achieve sustainable development on the Chinese coast.  相似文献

Highly aggregating 'Sustainable Process Indices' (SPI) were calculated for an indoor wastewater-fed aquaculture and two conventional wastewater treatment plants to make a direct comparison between the three facilities possible. The goal was to find out which technology would be better suited for use in a sustainable economy. The SPI provides a type of 'ecological footprint' for the three facilities on the basis that, in a sustainable economy, solar energy would be our main energy source and that surface area would become the limiting factor for economic development, because the transformation of solar energy into other forms of energy, products or services requires area. SPI calculations consider the area necessary for the sustainable dissipation of byproducts and wastes of a process into the environment. The SPI thus uses area as its basic unit for comparisons between different technologies, products or services.

Energy consumption, as well as treatment performance (both the quality and quantity of treated effluent), and multi-functionality of facilities were key variables in determining how much area a wastwater treatment plant would need to be embedded sustainably into the environment. The calculated SPIs reveal that the wastewater-fed aquaculture requires the least area to be embedded sustainably into the environment, therefore, it would be better suited for use in a sustainable economy compared to the two conventional wastewater treatment plants.  相似文献

Sustainable entrepreneurship is a spin-off concept from sustainable development that can be defined as the continuing commitment by business to behave ethically and contribute to economic development while improving the quality of life of the workforce, their families, local communities, society and the world at large, as well as future generations. This is an approach that is applied mostly by large, often industrial companies. In their wake, a whole range of sustainability certificates have come about. Because of the proliferation of complex and costly procedures to obtain them, SMEs have almost unanimously ignored and repudiated the idea of sustainable entrepreneurship. Although the gains can be substantial in terms of risk control, business relationships with large companies and positive reputation, the question is raised whether SMEs can actually afford to do business in a sustainable manner.

The case study provides the preconditions for implementation of sustainable business practices by SMEs. First, the smaller financial resources of SMEs are not a prohibitive determinant. Lack of time, however, is. When preconditions are solved, SMEs should select a simple, pragmatic and effective format that is tailored to their needs. The case study offers some convincing examples. Finally, SMEs should look at the return and the opportunity costs of a sustainability strategy rather than simply examining the financial costs.  相似文献

This paper examines agropastoral transhumance in 12 sampled villages on the southeast Tibetan Plateau. By analysing trends in this indigenous livelihood system and examining causes and potential consequences, we conclude that Tibetan agropastoral transhumance is a fragile system extremely vulnerable to external impacts. Within the context of China's rapid development and globalisation, this agricultural heritage is changing rapidly, as is most saliently reflected in herd size and structure, movement patterns, relative economic importance of pastoral activities and the relations between pastoralism and crop cultivation. Immediate causes of changes are local changes in livestock management objectives, land uses and labour availability, which are driven by more fundamental changes of environmental, political, socioeconomic, technological and cultural profiles, from local to global scales. Changes in local livelihood systems can have multifaceted and profound political, socioeconomic, cultural and ecological consequences, in both constructive and destructive terms. Policy-makers and/or project designers must have a holistic perspective so as to integrate multiple objectives of promoting sustainable socioeconomic development, preserving biological and cultural diversities and maintaining the environmentally stable balance of human society, animal population and ecosystem that has existed in the area for centuries.  相似文献

In a previous issue of the International Journal of Sustainable Development and World Ecology I described how competing visions of sustainable agriculture are currently battling for hegemonic status (Johnson 2006). One vision seeks to break the hegemony of productionism and the other seeks to continue down its path with a greater emphasis on biotechnology. In this paper, I wish to explore these visions further as they apply to actual existing strategies for sustainable farming and food in the UK. This paper uses discourse analysis to compare the UK government's vision for sustainable farming and food sectors with that of two NGOs: Friends of the Earth and Corporate Watch. The language and discourse in the government's and NGOs' strategy documents is examined for evidence indicating their ideological conception of agricultural sustainability. The paper concludes that, whilst the NGOs are pursuing a strong vision of sustainability, seeking to break productionism's hegemony, the UK government is pursuing an ideologically weak-tomoderate conceptualisation of sustainability, pursuing the high-technology modified version of agricultural productionism.  相似文献

Principal Component Analysis (PCA) is a convenient tool used in aggregating the indicators of sustainable development and providing indices where different weights are assigned to the various indicators. There are, however, problems in interpreting of indices, especially if time series data are used. This study explores the feasibility of applying recent developments in PCA of time series using Philippine data. We present the comparative advantages of SPCA (Sparse Principal Component Analysis) relative to averaging of an adequacy/inadequacy index and PCA in index construction from various indicators of sustainable development in the Philippines in terms of usefulness and validity of indices being developed. SPCA can attain sparse and non-overlapping loadings without losing a large amount of explained variance compared to PCA. Because of the non-overlapping contribution of variables in SPCA components, indices can have clear and mutually exclusive meanings, facilitating interpretation. Even with a more complicated algorithm, reduced dimensions and simpler interpretation of indices justify the advantages of SPCA over PCA in index construction. The indices are interpreted in terms of the milestone of sustainability in the Philippines. The resulting indices provide an adequate summary of the sustainable indicators and evidence of the importance of leadership and political will in sustainable development.  相似文献

We integrate new challenges to thinking about resource markets and sustainable resource use policies in a general framework. The challenges, emerging from six papers that JEEM publishes in a special issue, are (i) demand uncertainty and stockpiling, (ii) international trade and resource dependence, (iii) deforestation, and (iv) intertemporal effects of climate change policies (“Green Paradox”). We discuss new insights and results on these issues by fitting them into the Hotelling model of non-renewable resource depletion.  相似文献
