The eminent crisis threatening biological and resource diversity is a global adversity. Global resource diversities are constantly disappearing and deteriorating at quite an alarming proportion, provoking renewed thinking regarding the effectiveness of existing environmental management approaches and practices. For the past four decades, several epochs of environmental management policies and practices disregarded the cultural imperative for safeguarding efficient environmental management outcomes, particularly at the community level. Even in the rouse of this reality, issues of spirituality and how it binds local community people to their natural environment appear to be given only a window dressing attention through the recognition of sacred natural sites. Eight sacred groves and shrines in the Bongo District were investigated based on an endogenous development framework. The data were collected using focus group discussions with stakeholders at the local and district levels and individual interviews with key local natural resource managers from four selected communities. The study revealed that the way indigenous people construct the worldviews and interactions with nature using ancestors and other spirit mediums can safeguard the environment against long periods of human interference and destruction. It also demonstrates that in certain places traditional institutions are becoming malleable and open to the use of external knowledge and resources in order to sustain places of sacred significance. It concludes that cultural imperative and the issues of spirituality are critical for the sustainable management of environmental resources. The study recommends revisiting local practice and cultural values that promote good environmental management practices within the local communities.  相似文献

Conflicts between human demands for clean water and terrestrial ecosystems’ needs for water are increasing. Such conflicts are stronger in the case of groundwater, as one of the cleanest forms of drinking water, and are expected to increase in frequency, in the context of population growth and climatic changes. This paper argues that behavioral approaches are essential not only toward understanding how socio-ecological conflicts emerge, but also how they could be overcome. A theoretical the framework is proposed, which suggests that the behaviors/actions of actors who sustain such conflicts can be understood by examining their ‘boundary judgments’ regarding natural resources and sustainability, in interaction with their powers/resources to implement the preferred behaviors. The concept of boundary judgements is rarely used in investigating sustainability conflicts. This concept is operationalized in relation to nature-society conflicts and applied empirically to illuminate the conflict in a case study from the Netherlands. Further, the theoretical framework suggests a parsimonious, yet comprehensive, typology of mechanisms that can be used to change/‘converge’ the behaviors and actions of the actors contributing to the problem, toward conflict closure. These are referred to as convergence mechanisms and can be persuasive, enabling or constraining. The paper concludes with reflections on the practical usefulness of the framework and concretes suggestions for further research, drawing on these convergence mechanisms and their interactions with boundary judgments on natural resources and sustainability.  相似文献

Whereas past research has treated co-management of common pool resources as if villagers and project implementing authorities were the only relevant actors, numerous external factors beyond the control of these two partners create barriers to successful co-management. This paper draws on discussions with Forest Department officials to examine the influence of these forces on the outcomes of Joint Forest Management (JFM) in Tamil Nadu, India. An empirical inquiry into the operational aspects of JFM indicates the important roles of political parties, powerful people, and other state institutions and functionaries as well as the flow of foreign funding. Further, the strong demand by local people for socio-economic development interventions as opposed to improvement of degraded forests belittles the role of the Forest Department relative to other departments. Numerous other conditioning factors and relationships are explored. The authors call for reforms in public governance to allow better participation of all the actors involved for this participatory management approach to succeed and sustain.  相似文献

Different social-ecological systems around the world are managed under community-based natural resource management (CBNRM) strategies. This paper analyses how CBNRM strategies influence the resilience of social-ecological systems to the disturbances they face, drawing upon the experience of three Latin American cases (two in Mexico and one in Colombia). The cases differ in their CBNRM approach and in the time these governance systems have been in place. By using a mixed-method approach, we review the socio-ecological history and describe each CBNRM characteristics. We then assess their resilience to socioeconomic and environmental disturbances through a set of indicators. We found that CBNRM strategies influence positively and negatively resilience and that internal decisions might address important threats. On the positive side, the social-ecological systems with longer tradition of CBNRM and more local buy-in of commonly agreed objectives appear to be more resilient to environmental challenges. But, internal governance factors such as power imbalances, poor income distribution, and gender inequities linked to CBNRM undermine resilience and foster out migration. Finally, communities appear to have limited capacities to cope with external disturbances such as global drivers of change or national policies that negatively affect their social-ecological resilience.

Humans utilize natural resources for their livelihood and form institutions that are meant to manage the resources. However, many institutions tend to mismanage the natural resources and fail to solve the natural resources crisis because mismatches occur between the institutions and the systems to be governed. Although mismatch problems on temporal, spatial and functional scales are recognized in many natural resources management cases, a need remains to understand how mismatch problems emerge in complex humans in nature systems. This study used social–ecological system (SES) as a framework for conducting a cross-scale assessment of multi-level linked systems for better understanding of mismatch problems. Both bottom-up and top-down institutions regulating the utilization of marine natural resources were examined to unveil the cause of temporal, spatial and functional mismatch problems in Penghu Archipelago, a regional SES in Taiwan. Results of the assessment indicated that the single-level design of conventional institutions in marine natural resources management was a primary cause of mismatch problems. Thus, for better governance, adaptive and cooperative management systems of the marine natural resources in Penghu Archipelago, a more integrated institutional design is recommended.  相似文献

The need for understanding the factors that trigger human responses to climate change has opened inquiries on the role of indigenous and local ecological knowledge (ILK) in facilitating or constraining social adaptation processes. Answers to the question of how ILK is helping or limiting smallholders to cope with increasing disturbances to the local hydro-climatic regime remain very limited in adaptation and mitigation studies and interventions. Herein, we discuss a case study on ILK as a resource used by expert farmer-fishers (locally known as Caboclos) to cope with the increasing threats on their livelihoods and environments generated by changing flood patterns in the Amazon delta region. While expert farmer-fishers are increasingly exposed to shocks and stresses, their ILK plays a key role in mitigating impacts and in strengthening their adaptive responses that are leading to a process of incremental adaptation (PIA). We argue that ILK is the most valuable resource used by expert farmer-fishers to adapt the spatial configuration and composition of their land-/resource-use systems (agrodiversity) and their produced and managed resources (agrobiodiversity) at landscape, community and household levels. We based our findings on ILK on data recorded for over the last 30 years using detailed ethnographic methodologies and multitemporal landscape mapping. We found that the ILK of expert farmer-fishers and their “tradition of change” have facilitated the PIA to intensify a particular production system to optimize production across a broad range of flood conditions and at the same time to manage or conserve forests to produce resources and services.  相似文献

People's Biodiversity Registers (PBR) document folk knowledge of status, uses, history, ongoing changes and forces driving changes in biodiversity resources, gainers and losers in these processes and people's perceptions of how these resources should be managed. A number of PBRs have been prepared in different parts of India beginning 1995 through initiatives of NGOs and educational institutions working with local communities and village councils. These attempts have been motivated by a desire to promote decentralised systems of management of natural resources and to create the basis for equitable sharing of benefits of commercial utilisation of folk knowledge of uses of biodiversity. The documents bring together important locality specific information on biodiversity resources and ecological processes affecting them. They lead to recognition of conservation oriented local practices such as protection of sacred groves. They help mobilise local communities to prudently manage local biodiversity resources in ways that would promote social justice. It is however important to recognise that not all folk knowledge may be valid, nor all folk practices wise, and to create systems of careful assessment of the material. There are many encouraging signs globally, as well as within India, such as the coming in force of the Convention on Biological Diversity, forces promoting decentralised democratic systems of governance and institutions of co-management of natural resources which suggest that programmes like PBR will have an important role to play in promoting conservation, sustainable use and equitable sharing of benefits of biodiversity resources in the coming decades.  相似文献

This paper explores, explains and discusses issues around the dilemma between local conservation of natural resources (often, endangered species and habitats) and tourism needs in Africa. Often and in constitutional terms, local people have a right to exploit and use resources endowed in their local area. However, tourists often are interested in viewing the vegetation and animal resources undisturbed. Inevitably, there is an undeclared animosity of values and interests between local communities and tourists and state agencies. As a result, the dilemma is thus of governance. The purpose of this paper is to demonstrate the governance dilemma of resource utilization and tourism in Africa in a bid to create an informed stewardship framework for sustainability. This is achieved by way of case studies and narratives from Africa. As such, this paper will be a review literature on how different communities perceive tourism and derive livelihoods from their immediate environment. It also explains how the external factors influence local needs and interests. A more sustainable and operational framework that reduces friction among stakeholders is suggested.  相似文献

The urgency of managing marine resources is based on the fact that half of the world stocks are fully exploited, excluding those stocks that are already depleted. Artisanal fisheries in Brazil, both inland and coastal, are responsible for about half of the country’s catches. Therefore, management of local artisanal fisheries is a necessity that provides an additional benefit, considering the observation that decentralization and the use of local ecological knowledge (LEK) in management have given better results than centralized, top-down management. In this study, a third system of knowledge–based on practice and training–is built from the local and scientific systems of knowledge, and a method to accomplish practical steps in local management is shown. Four elements are considered for the process of linking systems towards management: (1) an understanding of the natural environment of the fishery and on the use of natural resources by locals; (2) the knowledge of the marine area used by fishers, i.e., location of fishing spots for each species; (3) the understanding of fisher behavior, e.g., using tools from optimal foraging theory; and (4) the knowledge fishers have of the biology and ecology of species and their LEK, based on studies of the ethnobiology, ethnoecology, and ethnotaxonomy of fish. Considering the availability of publications on topics 1 and 2, illustrative cases are shown using optimal foraging models in Itaipu Beach, Rio de Janeiro and São Paulo Bagre, Cananéia, São Paulo, and using common snook, Centropomus undecimalis, as an example for a target species. Finally, local programs including training courses using both scientific and local knowledge are proposed within coastal artisanal fisheries.  相似文献

This paper describes the pro-active role of rural communities in negotiating livelihood and sustenance through the improvement of some of their local water sources. It discusses the strategies put in place to ensure the availability of water, one of the world’s scarcest natural resources. Despite some external assistance, local communities are increasingly shouldering the responsibility of ensuring the availability of water through self-reliant efforts. These attempts are being undermined by a high incidence of waterborne and water-related diseases, which are impacting on health, and hygiene and other health care delivery systems. The management of potable water is proving to be a herculean task for most communities after the departure of funding partners. To guarantee the proper maintenance of pipe borne water schemes, communities are rethinking their strategies as they grapple with difficulties to put in place viable techniques for sustainability of water supply schemes.  相似文献

The Ganges–Brahmaputra delta enables Bangladesh to sustain a dense population, but it also exposes people to natural hazards. This article presents findings from the Gibika project, which researches livelihood resilience in seven study sites across Bangladesh. This study aims to understand how people in the study sites build resilience against environmental stresses, such as cyclones, floods, riverbank erosion, and drought, and in what ways their strategies sometimes fail. The article applies a new methodology for studying people’s decision making in risk-prone environments: the personal Livelihood History interviews (N = 28). The findings show how environmental stress, shocks, and disturbances affect people’s livelihood resilience and why adaptation measures can be unsuccessful. Floods, riverbank erosion, and droughts cause damage to agricultural lands, crops, houses, and properties. People manage to adapt by modifying their agricultural practices, switching to alternative livelihoods, or using migration as an adaptive strategy. In the coastal study sites, cyclones are a severe hazard. The study reveals that when a cyclone approaches, people sometimes choose not to evacuate: they put their lives at risk to protect their livelihoods and properties. Future policy and adaptation planning must use lessons learned from people currently facing environmental stress and shocks.  相似文献

近年来我国各地大量增长的自然保护区实质上是一种环境剥夺现象。受环境考核体系与推行可持续发展战略需要.加大自然保护区建设力度是地方政府能够采取的比较成熟的环境保护手段。但是.通过博弈模型,可以推导出.受地方财政刚性预算约束.政府在地方自然保护区建设与管理中不能对环境区原有居民落实各项补偿.也难以投入必需的保护性管理费用。于是.在自然保护区管理中.保护区居民与管理机构之间博弈形成的纳什均衡是:居民违反有关规定,尽可能延续以往开发利用环境资源的经济活动。以抗衡自然保护区建设对他们“靠山吃山、靠水吃水”经济模式的压制;管理机构则实施开发性管理,以求自身努力。增加经济收入以保障自然保护区各项基础研究和管理活动。由于经营活动迎合了增加地方财政收入的地方政府经济发展目标。因此。在目前的自然保护区建设中普遍存在各种形式的开发性经营管理活动。但是.由于一些制度缺陷.在这种开发性管理战略中,一些环境区变相为政府权力支配下的环境资源.并借用可持续开发管理名义进一步转变成为某些地方机构与组织的私有环境资产。其后果是使自然保护区制度偏离了政策目标,也使环境区居民丧失了传统的环境支撑作用。对此论点.研究通过对近十年地方自然保护区建设数量的情况分析予以了经验验证。  相似文献

Alpine areas in northwestern Yunnan, China possess globally significant levels of biodiversity and are important locally for livelihood activities such as livestock grazing and medicinal plant collection. Because local land use has important impacts on alpine conditions and communities have significant capacity to manage alpine resources, we emphasized local collaboration during the initial stages of conservation planning. Our collaboration with local communities investigated how livelihood strategies affect the condition of alpine resources in northwestern Yunnan and how future conservation efforts can be compatible with local livelihoods. We sampled three livestock herding sites, each within a different alpine sub-region, using open-ended interviews and maximum variation sampling. According to interviewees, livestock grazing within the alpine zone currently does not appear to be negatively impacting the availability of forage. Medicinal plant collection, however, is showing unsustainable trends. Tourism is as yet a nascent industry, but is seen as having great potential by those interviewed. It is clear that with increases in population, access to regional markets, and tourism, northwestern Yunnan’s rich alpine resources will require careful management. In addition to the data collected, we found that the methodology used may be widely applicable to organizations with limited resources that wish to engage local communities during the formative stages of regional-level conservation planning.  相似文献

In countries like India where multiple risks interact with socio-economic differences to create and sustain vulnerability, assessing the vulnerability of people, places, and systems to climate change is a critical tool to prioritise adaptation. In India, several vulnerability assessment tools have been designed spanning multiple disciplines, by multiple actors, and at multiple scales. However, their conceptual, methodological, and disciplinary underpinnings, and resulting implications on who is identified as vulnerable, have not been interrogated. Addressing this gap, we systematically review peer-reviewed publications (n = 78) and grey literature (n = 42) to characterise how vulnerability to climate change is assessed in India. We frame our enquiry against four questions: (1) How is vulnerability conceptualised (vulnerability of whom/what, vulnerability to what), (2) who assesses vulnerability, (3) how is vulnerability assessed (methodology, scale), and (4) what are the implications of methodology on outcomes of the assessment. Our findings emphasise that methods to assess vulnerability to climate change are embedded in the disciplinary traditions, methodological approaches, and often-unstated motivations of those designing the assessment. Further, while most assessments acknowledge the importance of scalar and temporal aspects of vulnerability, we find few examples of it being integrated in methodology. Such methodological myopia potentially overlooks how social differentiation, ecological shifts, and institutional dynamics construct and perpetuate vulnerability. Finally, we synthesise the strengths and weaknesses of current vulnerability assessment methods in India and identify a predominance of research in rural landscapes with a relatively lower coverage in urban and peri-urban settlements, which are key interfaces of transitions.  相似文献

In many arid and semiarid regions, water scarcity, population increase and frequent droughts are exerting great pressures on water resources. Presently, the Mid-route of the South-to-North Water Transfer Project (MRSN) was built to mitigate the water crisis in the north of China by long-distance transfer of water from the Yangtze River in southern China. This study investigated the running condition of the MRSN, including operation management, freezing situation and water quality. Water samples were also taken from different sites and then analyzed in laboratory. Results suggest that the project was reasonably designed and the project management was excellent. Closed management was adopted in the project to protect water quality. The sediment concentrations and water turbidities of the water samples were in the range of 0.2–0.8 kg/m3 and 0.8–1.7 NTU, respectively, which met or were close to the standards of drinking water in China. Water freezing is also not a problem, since the thickest ice was only 0.9 cm even in the coldest season as the authors measured the investigation, and at the same time, the ice booms worked well. In the future, it is promising that to effectively integrate the methods of self-rescuing and water importing could fundamentally conquer water shortage, reasonably allocate water resources and finally achieve the harmonious development of economics, ecology and society.  相似文献

The great majority of farmers in Latin America are peasants who still farm small plots of land, usually in marginal environments utilizing traditional and subsistence methods. The contribution of the 16 million peasant units to regional food security is, however, substantial. Research has shown that peasant systems, which mostly rely on local resources and complex cropping patterns, are reasonably productive despite their land endowments and low use of external inputs. Moreover analysis of NGO-led agroecological initiatives show that traditional crop and animal systems can be adapted to increase productivity by biologically re-structuring peasant farms which in turn leads to optimization of key agroecosystem processes (nutrient cycling, organic matter accumulation, biological pest regulation, etc.) and efficient use of labor and local resources. Examples of such grassroots projects are herein described to show that agroecological approaches can offer opportunities to substantially increase food production while preserving the natural resource base and empowering rural communities.  相似文献

Marine resource management programs face conflicting mandates: to scale-up marine conservation efforts to cover larger areas and meet national and international conservation targets, while simultaneously to downscale and decentralize management authority to resource users and local communities. These conflicting goals create tensions in marine resource management. This paper explores these tensions by presenting and evaluating the outcomes of a fisheries co-management program on the island of Pemba, Tanzania, where institutions and scale were configured and reconfigured under externally funded programs to improve marine conservation through co-management. The initial institutional arrangements for co-management supported a functioning system to protect marine resources, ensure fishermen’s access, and distribute tourism revenues. However, a subsequent push to scale-up marine management reconfigured institutional arrangements and power in a more hierarchical and potentially weaker system. With the expansion of the co-management program, protected area coverage, financial resources, and the number of community organizations created for fisheries co-management expanded tremendously; however, community participation in marine management decreased, and the fishermen’s association previously involved in co-management dissolved. Several factors contributed to this outcome: inadequate time to solidify co-management institutions and arrangements, diverse resource users inexperienced with local management, a sudden and substantial new source of funding, and political pressures to restructure marine management. Rather than focusing primarily on expanding coverage and devolving authority, it is important to adapt co-management arrangements to the local contexts in which they operate.  相似文献
