With 20% of the world’s forests, Russia has global potential in bioeconomy development, biodiversity conservation and climate change mitigation. However, unsustainable forest management based on ‘wood mining’ reduces this potential. Based on document analysis, participant observations and interviews, this article shows how non-state actors—environmental NGOs and forest companies—address forest resource depletion and primary forest loss in Russia. We analyse two key interrelated forest discourses driven by non-state actors in Russia: (1) intensive forest management in secondary forests as a pathway towards sustained yield and primary forest conservation; (2) intact forest landscapes as a priority in primary forest conservation. We illustrate how these discourses have been integrated into policy debates, institutions and practices and discuss their relation to relevant global discourses. European forest policymaking is shaped by progressing European integration, yet with notable ideological divisions and diverging interests among countries. This paper focuses on the coalitional politics of key environmental forest issues: biodiversity conservation, timber legality, and climate protection policy. Combining the Advocacy Coalition Framework and the Shifting Coalition Theory, and informed by more than 186 key informant interviews and 73 policy documents spanning a 20-year timeframe, we examine the evolution of coalitional forest politics in Europe. We find that the basic line-up has remained stable: an environmental coalition supporting EU environmental forest policy integration and a forest sector coalition mostly opposing it. Still, strategic alliances across these coalitions have occurred for specific policy issues which have resulted in a gradual establishment of an EU environmental forest policy. Balancing agendas for climate mitigation and environmental justice continues to be one of the key challenges in climate change governance mechanisms, such as Reducing Emissions from Deforestation and Degradation (REDD+). In this paper we apply the three-dimensional environmental justice framework as a lens to examine the REDD+ process in the Lao People’s Democratic Republic (Laos) and the REDD+ social safeguards. We focus particularly on challenges to justice faced by marginalized communities living in forest frontier areas under an authoritarian regime. Drawing on policy analysis and open-ended interviews across different policy levels, we explore procedural, distributional, and recognitional justice across the REDD+ policy levels in Laos. We find that REDD+ social safeguards have been applied by both donors and state actors in ways that facilitate external control. We underscore how authoritarian regime control over civil society and ethnic minority groups thwarts justice. We also highlight how this political culture and lack of inclusiveness are used by donors and project managers to implement their projects with little political debate. Further obstacles to justice relate to limitations inherent in the REDD+ instrument, including tight schedules for dealing with highly sensitive socio-political issues under social safeguards. These findings echo other research but go further in questioning the adequacy of safeguards to promote justice under a nationally driven REDD+. Tropical forests are vulnerable to climate-change representing a risk for indigenous peoples and forest-dependent communities. Mechanisms to conserve the forest, such as REDD+, could assist in the mitigation of climate change, reduce vulnerability, and enable people to adapt. Ninety-eight interviews were conducted in three countries containing the Congo Basin forest, Cameroon, CAR, and DRC, to investigate perceptions of decision-makers within, and responses of the institutions of the state, private sector, and civil society to the challenges of climate change. Results indicate that while decision-makers’ awareness of climate change is high, direct institutional action is at an early stage. Adaptive capacity is currently low, but it could be enhanced with further development of institutional linkages and increased coordination of multilevel responses across all institutions and with local people. It is important to build networks with forest-dependent stakeholders at the local level, who can contribute knowledge that will build overall institutional adaptive capacity.  相似文献

Australia and New Zealand share many historical and contemporary commonalities. These define five contemporary forest environmental frontiers—for First Nations peoples, between agriculture and forestry, in forest management, in urban and peri-urban environments, and in relation to climate change. In both countries, the First Nations frontier is expanding in scale and significance with those peoples’ rights to land and forests. Frontiers with agriculture and in forest management are longstanding but dynamic and as yet little realised in relation to the need for forest and landscape restoration. Both countries are highly urbanised, elevating the significance of the urban and peri-urban frontier, particularly in the context of climate change. In both countries, forests will be profoundly impacted by climate change and are central to mitigation and adaptation strategies. Experience within and intersections between the frontiers offer encouraging prospects for synergies and for learning between the two countries and more widely.  相似文献

This study examines which kinds of social benefits derived from forests are emphasised by Swedish stakeholders and what governance modes and management tools they accept. Our study shows that there exists a great variety among stakeholders’ perceptions of forests’ social values, where tourism and recreation is the most common reference. There are also differences in preferred governance modes and management where biomass and bioenergy sectors advocate business as usual (i.e. framework regulations and voluntarism) and other stakeholders demand rigid tools (i.e. coercion and targeting) and improved landscape planning. This divide will have implications for future policy orientations and require deliberative policy processes and improved dialogue among stakeholders and authorities. We suggest that there is a potential for these improvements, since actors from almost all stakeholder groups support local influence on governance and management, acknowledged and maintained either by the authorities, i.e. targeting, or by the stakeholders themselves, i.e. voluntarism.  相似文献

The loss of forest area globally due to change of land use, the importance of forests in the conservation of biodiversity and in carbon and other biogeochemical cycles, together with the threat to forests from pollution and from the impacts of climate change, place forestry policy and practice at the center of global environmental and sustainability strategy. Forests provide important economic, environmental, social, and cultural benefits, so that in forestry, as in other areas of environmental policy and management, there are tensions between economic development and environmental protection. In this article we review the current information on global forest cover and condition, examine the international processes that relate to forest protection and to sustainable forest management, and look at the main forest certification schemes. We consider the link between the international processes and certification schemes and also their combined effectiveness. We conclude that in some regions of the world neither mechanism is achieving forest protection, while in others local or regional implementation is occurring and is having a significant impact. Choice of certification scheme and implementation of management standards are often influenced by a consideration of the associated costs, and there are some major issues over the monitoring of agreed actions and of the criteria and indicators of sustainability. There are currently a number of initiatives seeking to improve the operation of the international forestry framework (e.g., The Montreal Process, the Ministerial Convention of the Protection of Forests in Europe and European Union actions in Europe, the African Timber Organisation and International Tropical Timber Organisation initiative for African tropical forest, and the development of a worldwide voluntary agreement on forestry in the United Nations Forum on Forests). We suggest that there is a need to improve the connections between scientific understanding, policy development, and forestry practice, and also the cooperation between the various international initiatives and processes, so that the international framework is more effective and its influence is extended geographically.  相似文献

Exploitation of natural forests forms expanding frontiers. Simultaneously, protected area frontiers aim at maintaining functional habitat networks. To assess net effects of these frontiers, we examined 16 case study areas on five continents. We (1) mapped protected area instruments, (2) assessed their effectiveness, (3) mapped policy implementation tools, and (4) effects on protected areas originating from their surroundings. Results are given as follows: (1) conservation instruments covered 3–77%, (2) effectiveness of habitat networks depended on representativeness, habitat quality, functional connectivity, resource extraction in protected areas, time for landscape restoration, “paper parks”, “fortress conservation”, and data access, (3) regulatory policy instruments dominated over economic and informational, (4) negative matrix effects dominated over positive ones (protective forests, buffer zones, inaccessibility), which were restricted to former USSR and Costa Rica. Abstract

This paper summarizes the Air & Waste Management Association’s International Specialty Conference, "Regional Photochemical Measurement and Modeling Studies," held in San Diego, California, on November 8-12,1993. The purpose of the conference was to facilitate exchange of information and to initiate better communication and interaction among scientists, air quality managers, regulators, and others involved in or applying tools (models and measurements to support the modeling efforts) that can be used to develop equitable and effective emissions management practices for attainment of ozone standards. Attendees heard more than 350 presentations from authors representing nearly 30 air quality and meteorological measurement and modeling studies from 18 countries. While the primary emphasis of the conference was technical, two policy sessions were included (Plenary and Concluding Sessions) to place the technical results in perspective with the policy issues. The technical agenda was divided into three subjects: Analysis of Field Measurements (results and interpretation), Modeling (status and results), and Other Topics. Papers presented at the conference are being published in a variety of journals or books to meet the needs of the scientific and policy communities. A complete bibliographical listing of the papers presented at the conference is included with this paper.

An unexpected outcome of the conference has been the development of an initiative for continuing the intercomparison of goals and scientific findings from regional air quality studies in Europe and North America, entitled “Regional Oxidants Programs Intercomparison” (ROxPIn). This paper will also discuss the goals and objectives of ROxPIn.  相似文献

Restoring riparian ecosystems in human-dominated landscapes requires attention to complexity, and consideration of diverse drivers, social actors, and contexts. Addressing a Global North bias, this case study uses a mixed-method approach, integrating historical data, remote sensing techniques and stakeholder perceptions to guide restoration of a river in the Western Cape, South Africa. An analysis of aerial photographs of the riparian zone from 1953 to 2016 revealed that although anthropogenic land conversion happened primarily before the 1950s, several land use and land cover classes showed marked increases in area, including: waterbodies (+ 1074%), urban areas (+ 316%), alien weeds (+ 311%) and terrestrial alien trees (+ 79%). These changes have likely been driven by land fragmentation, disturbance, and agricultural intensification. Stakeholder interviews revealed that despite the clear need for restoration, several barriers exist to successful implementation; these stem from inadequate financial resources, inappropriate funding models, institutional challenges, and a lack of techno-scientific knowledge. Scaled up planning and implementation of nature-based solutions requires better understanding of broad characteristics (typologies) of the current governance and financing landscape, collaborative approaches amidst local complexities, and factors of scalability. An inventory was compiled of water-related ecological infrastructure intervention projects in two river systems in South Africa, incorporating actor, environmental, social, and financial dimensions and benefits. Qualitative participatory analysis revealed eight typologies. Post-hoc classification analysis determined similarities and/or unique characteristics of seven quantitative typologies. Key characterising factors included the complexity/size of financial flows, complexity of partnership/governance arrangements, mandates/goals of actors, type of ecological infrastructure, trade-offs in investment in ecological/built infrastructure, and the model used for social benefits. Identified scalable typologies offer structures suited to increased investment, with other typologies offering specialised local value. Analysing the drivers of deforestation and forest degradation in conservation landscapes can provide crucial information for conservation management. While rates of forest loss can be measured through remote sensing, on the ground information is needed to confirm the commodities and actors behind deforestation. We administered a questionnaire to Wildlife Conservation Society’s landscape managers to assess the deforestation drivers in 28 tropical conservation landscapes. Commercial and subsistence agriculture were the main drivers of deforestation, followed by settlement expansion and infrastructure development. Rice, rubber, cassava and maize were the crops most frequently cited as drivers of deforestation in these emblematic conservation landscapes. Air quality can be affected by weather and thus is sensitive to a changing climate. Wildfire (influenced by weather), consecutive high temperature summer days, and other extreme events are projected to become more severe and frequent with climate change. These may create challenging conditions for managing air quality despite policy targets to reduce precursor and pollutant emissions. Although extreme events are becoming more intense and interest in climate adaptation is increasing among public health practitioners, little attention in scholarly literature and policy covers climate adaptation for air quality governance. Understanding the management and managers’ perspectives at the local level provides insight about the needs for climate adaptation, including their adaptation status, perspectives, responsibilities, and roles. This study explores local manager perspectives and experiences of managing air quality within a changing climate as one puzzle piece to understand the gap in climate adaptation within the air quality sector. A broader goal is to contribute to the discussion of developing a multi-jurisdictional vision for reducing the impacts of air quality in a changing climate. In 2016 local air quality district managers in California were invited to participate in an online survey of 39 questions focused on extreme event impacts on air quality. The questionnaire focused on present air quality threats and extreme event challenges, adaptation status and strategies, adaptive capacities, perceived barriers to adaptation, and jurisdictional responsibilities and roles. Over 85 percent of the 35 local air districts in California participated in the survey, which represents 80 percent of the state’s population. High awareness and knowledge of climate change among local managers indicates they are ready to adopt and take action on policies that would support climate adaptation, but barriers reported suggests they may need policies and adequate funding to take action and make necessary changes.

Implications: Downscaled global climate models project an increasing severity and frequency of extreme events. In the southwestern United States, these include wildfire, heat events, and dry periods, among others, all of which can place an extra burden on air quality managers and emitters to achieve air quality standards even as they reduce emissions. Despite climate change presenting increasing challenges to meet air quality standards, in the southwestern United States, policy and action to mitigate these impacts have been surprisingly absent. California presents a valuable case study on the topic because of its historic leadership in air quality management for the United States and also because of its initiatives in combating climate change. Yet still we found that adaptation has not been incorporated into air quality management thus far, but local managers seem sufficiently knowledgeable and willing.  相似文献

The COVID-19 pandemic has brought profound social, political, economic, and environmental challenges to the world. The virus may have emerged from wildlife reservoirs linked to environmental disruption, was transmitted to humans via the wildlife trade, and its spread was facilitated by economic globalization. The pandemic arrived at a time when wildfires, high temperatures, floods, and storms amplified human suffering. These challenges call for a powerful response to COVID-19 that addresses social and economic development, climate change, and biodiversity together, offering an opportunity to bring transformational change to the structure and functioning of the global economy. This biodefense can include a “One Health” approach in all relevant sectors; a greener approach to agriculture that minimizes greenhouse gas emissions and leads to healthier diets; sustainable forms of energy; more effective international environmental agreements; post-COVID development that is equitable and sustainable; and nature-compatible international trade. Restoring and enhancing protected areas as part of devoting 50% of the planet’s land to environmentally sound management that conserves biodiversity would also support adaptation to climate change and limit human contact with zoonotic pathogens. The essential links between human health and well-being, biodiversity, and climate change could inspire a new generation of innovators to provide green solutions to enable humans to live in a healthy balance with nature leading to a long-term resilient future.  相似文献

The international development community is off-track from meeting targets for alleviating global malnutrition. Meanwhile, there is growing consensus across scientific disciplines that fish plays a crucial role in food and nutrition security. However, this ‘fish as food’ perspective has yet to translate into policy and development funding priorities. We argue that the traditional framing of fish as a natural resource emphasizes economic development and biodiversity conservation objectives, whereas situating fish within a food systems perspective can lead to innovative policies and investments that promote nutrition-sensitive and socially equitable capture fisheries and aquaculture. This paper highlights four pillars of research needs and policy directions toward this end. Ultimately, recognizing and working to enhance the role of fish in alleviating hunger and malnutrition can provide an additional long-term development incentive, beyond revenue generation and biodiversity conservation, for governments, international development organizations, and society more broadly to invest in the sustainability of capture fisheries and aquaculture.Electronic supplementary materialThe online version of this article (10.1007/s13280-020-01451-4) contains supplementary material, which is available to authorized users.  相似文献

The human-driven loss of biodiversity has numerous ecological, social, and economic impacts at the local and global levels, threatening important ecological functions and jeopardizing human well-being. In this perspective, we present an overview of how tropical defaunation—defined as the disappearance of fauna as a result of anthropogenic drivers such as hunting and habitat alteration in tropical forest ecosystems—is interlinked with four selected Sustainable Development Goals (SDGs). We discuss tropical defaunation related to nutrition and zero hunger (SDG 2), good health and well-being (SDG 3), climate action (SDG 13), and life on land (SDG 15). We propose a range of options on how to study defaunation in future research and how to address the ongoing tropical defaunation crisis, including but not limited to recent insights from policy, conservation management, and development practice.  相似文献

Plant species distributions are expected to shift and diversity is expected to decline as a result of global climate change, particularly in the Arctic where climate warming is amplified. We have recorded the changes in richness and abundance of vascular plants at Abisko, sub-Arctic Sweden, by re-sampling five studies consisting of seven datasets; one in the mountain birch forest and six at open sites. The oldest study was initiated in 1977-1979 and the latest in 1992. Total species number increased at all sites except for the birch forest site where richness decreased. We found no general pattern in how composition of vascular plants has changed over time. Three species, Calamagrostis lapponica, Carex vaginata and Salix reticulata, showed an overall increase in cover/frequency, while two Equisetum taxa decreased. Instead, we showed that the magnitude and direction of changes in species richness and composition differ among sites.  相似文献

Deforestation is the second largest anthropogenic source of carbon dioxide emissions and options for its reduction are integral to climate policy. In addition to providing potentially low cost and near-term options for reducing global carbon emissions, reducing deforestation also could support biodiversity conservation. However, current understanding of the potential benefits to biodiversity from forest carbon offset programs is limited. We compile spatial data on global forest carbon, biodiversity, deforestation rates, and the opportunity cost of land to examine biodiversity conservation benefits from an international program to reduce carbon emissions from deforestation. Our results indicate limited geographic overlap between the least-cost areas for retaining forest carbon and protecting biodiversity. Therefore, carbon-focused policies will likely generate substantially lower benefits to biodiversity than a more biodiversity-focused policy could achieve. These results highlight the need to systematically consider co-benefits, such as biodiversity in the design and implementation of forest conservation programs to support international climate policy.  相似文献

In this policy perspective, we outline several conditions to support effective science–policy interaction, with a particular emphasis on improving water governance in transboundary basins. Key conditions include (1) recognizing that science is a crucial but bounded input into water resource decision-making processes; (2) establishing conditions for collaboration and shared commitment among actors; (3) understanding that social or group-learning processes linked to science–policy interaction are enhanced through greater collaboration; (4) accepting that the collaborative production of knowledge about hydrological issues and associated socioeconomic change and institutional responses is essential to build legitimate decision-making processes; and (5) engaging boundary organizations and informal networks of scientists, policy makers, and civil society. We elaborate on these conditions with a diverse set of international examples drawn from a synthesis of our collective experiences in assessing the opportunities and constraints (including the role of power relations) related to governance for water in transboundary settings.  相似文献

Climate vulnerability of managed forest ecosystems is not only determined by ecological processes but also influenced by the adaptive capacity of forest managers. To better understand adaptive behaviour, we conducted a questionnaire study among current and future forest managers (i.e. active managers and forestry students) in Austria. We found widespread belief in climate change (94.7 % of respondents), and no significant difference between current and future managers. Based on intended responses to climate-induced ecosystem changes, we distinguished four groups: highly sensitive managers (27.7 %), those mainly sensitive to changes in growth and regeneration processes (46.7 %), managers primarily sensitive to regeneration changes (11.2 %), and insensitive managers (14.4 %). Experiences and beliefs with regard to disturbance-related tree mortality were found to particularly influence a manager’s sensitivity to climate change. Our findings underline the importance of the social dimension of climate change adaptation, and suggest potentially strong adaptive feedbacks between ecosystems and their managers.
