A study was conducted of the effect of contaminated groundwater seepage on tree growth downslope from the F- and H-Area seepage basins of the Department of Energy's Savannah River Site in South Carolina. Trees in wetlands along Four Mile Creek began to show localized stress and mortality in the late 1970s. Extreme winter temperatures and high rainfall were ruled out as potential causal factors of tree stress. Drought was shown to affect trees in both contaminated and uncontaminated zones, but trees in uncontaminated areas exhibited better recovery after drought than trees in contaminated areas. Pollution-mediated alteration of soil acidity and aluminum, sodium, and heavy metal concentrations likely acted to predispose trees to decline, with severe drought acting as the trigger for decline initiation and tree death. Thus, a moderate pollution loading, not sufficient to cause visible damage of itself, may create conditions in which sudden, severe decline could result from natural stresses. This mechanism of forest decline may be common, and should be considered in evaluations of the impact of pollution on wetland forest systems.  相似文献

We examined regional conditions and trends related to quality of life and potential vulnerabilities of these factors to changes in the condition of natural resources in the Mid-Atlantic Region, USA. We selected a variety of variables on economic and socio-demographic conditions that demonstrate links between the condition of natural areas and human concerns and that quantify dependencies on resources. We extracted data from economic and population census databases for counties within the study area and present a subset of results of the cluster analyses used to describe condition and potential risks due to distinct combinations of variables. We found that the same variables used to judge quality of life were often correlated with increasing population and thus were likely to be related to land pressures and risks to natural resources. Within the region, economic dependence on resource-harvesting industries such as forestry and fisheries was low (less than 4% of total earnings at most), however, the potential for natural amenities to attract residents appeared to be growing as the self-employed and otherwise mobile people settled in areas with affordable housing and natural amenities. Suburban residential spread had been occurring in both the close-in and distant suburbs of the region's urban areas and some rural, growth appeared to be driven, in part, by businesses migrating to suburbs. Further work is needed to tease apart causal factors for the trends we observed, but correlations clearly existed in some areas between increasing populations and quality of natural surroundings.  相似文献

Major factor in the electricity production, the number of hydropower plants is still steadily growing worldwide. Besides, such facilities entail a whole range of effects. A sound and in-depth assessment of all the impacts arising from each new project is required. While sustainability assessment tools provide relevant instruments in this aim, as they enable the evaluation of aspects from various kinds, interrelations between the latter are frequently overlooked. Based on the available literature, we use the concept of the causal diagram to structure and represent hydropower impacts in a generic form through causal networks. We develop and present a series of ten causal diagrams, each focusing on one specific topic. Strongly interrelated, the diagrams highlight the close ties existing between the multiple aspects of hydropower and enable a clear understanding of such links. A plain grasp of the impact pathways is essential to gain a holistic and comprehensive perspective of the consequences ensuing from the implementation of hydropower facilities. This step is also crucial in identifying relevant and concrete measures to mitigate undesirable impacts. All in all, such causal diagrams are meant to be used as guidance and supportive tools by decision makers and concerned stakeholders.  相似文献

Natural resource managers must know the condition of resources entrusted to their steward-ship so that they can maintain unimpaired resources and know when to restore impaired ecosystems. Resource monitoring programs should be designed to provide indications of ecosystem health, define limits of normal variation, identify abnormal conditions, and suggest potential agents of abnormal changes. Development of a conceptual model that identifies all ecosystem components and their relationships is the first step in the design of such a diagnostic monitoring program. Design studies, with field testing on each selected system component, are required to determine the parameters to be measured and to establish monitoring protocols. The best approach to diagnostic monitoring appears to be based on the population dynamics of selected species relative to physical and chemical environmental factors. Both management and monitoring of natural ecosystems need to be recognized as experimental endeavors, and thus approached in an iterative fashion with the scientific method to reduce uncertainty and cost.  相似文献

Drought is a complex natural phenomenon that can cause reduced water supplies and can consequently have substantial effects on agriculture and socioeconomic activities. The objective of this study was to gain a better understanding of the spatial-temporal variation characteristics of vegetative drought and its relationship with meteorological factors in China. The Vegetation Condition Index (VCI) dataset calculated from NOAA/AVHRR images from 1982 to 2010 was used to analyse the spatial-temporal variation characteristics of vegetative drought in China. This study also examined the trends in meteorological factors and their influences on drought using monitoring data collected from 686 national ground meteorological stations. The results showed that the VCI appeared to slowly rise in China from 1982 to 2010. From 1982 to 1999, the VCI rose slowly. Then, around 2000, the VCI exhibited a severe fluctuation before it entered into a relatively stable stage. Drought frequencies in China were higher, showing a spatial distribution feature of “higher in the north and lower in the south”. Based on the different levels of drought, the frequencies of mild and moderate drought in four geographical areas were higher, and the frequency of severe drought was higher only in ecologically vulnerable areas, such as the Tarim Basin and the Qaidam Basin. Drought was mainly influenced by meteorological factors, which differed regionally. In the northern region, the main influential factor was sunshine duration, while the other factors showed minimal effects. In the southern region and Tibetan Plateau, the main influential factors were sunshine duration and temperature. In the northwestern region, the main influential factors were wind velocity and station atmospheric pressure.  相似文献

Strategic Environmental Assessment (SEA) has been seen as a preventive and participatory environmental management tool designed to integrate environmental protection into the decision-making process. However, the debate about SEA performance and effectiveness has increased in recent decades. Two main challenges exist in relation to this issue. The first is identifying the key influencing factors that affect SEA effectiveness, and the second is analyzing the relationship between SEA and these influencing factors. In this study, influencing factors were investigated through questionnaire surveys in the Chinese context, and then a Structural Equation Model (SEM) was developed and tested to identify potential links and causal relationships among factors. The associations between the independent factors were divided into direct and indirect causal associations. The results indicate that the decision-making process and policy context directly affect SEA implementation, while information and data sharing, public participation, expertise and SEA institutions are indirectly related with SEA. The results also suggest that a lack of cooperation between different sectors is an obstacle to the implementation of SEA. These findings could potentially contribute to the future management and implementation of SEA or enhance existing knowledge of SEA. The results show that the proposed model has a degree of feasibility and applicability.  相似文献

The United States funds a number of national monitoring programs to measure the status and trends of ecological and natural resources. Each of these programs has a unique focus; the scientific objectives are different as are the sample designs. However, individuals and committees, all well aware of the cost of ecological monitoring, have called for more effective monitoring programs. The objective of this paper is to summarize existing programs' statistical designs and discuss potential alternatives for improvement in national monitoring. Can we improve the current situation by providing an overall framework for the design or analysis of data from these disparate surveys? First, the paper summarizes the objectives of these surveys, compares and contrasts their survey designs as currently implemented, and determines what variables they collect. Through this process we identify commonalities and issues that impact our ability to combine information across one or more of the surveys. Three potential alternatives are presented, leading to comprehensive monitoring in the United States.  相似文献

Identifying process from pattern is one of the most vexing tasks inenvironmental monitoring. Given information on the distribution of speciesin a pre-defined area, together with comprehensive data on how environmentalconditions in that area have altered through time, is it possible toidentify the factors controlling the species‘ layout? Here, the practicalsignificance of this quandary is demonstrated using a series ofenvironmentally-degraded coastal lagoons in New South Wales. The TuggerahLakes (33°17′S,151°30′E) have over the last 50 yearsexperienced significant changes in species‘ distributions. Seagrasses,macroalgae, phytoplankton, molluscs, prawns and the jellyfish Catostylus mosaicus have altered in spatial pattern. Two human activitieshave been blamed for these perturbations: (1) agricultural clearance ofnative vegetation from the catchment, with associated input of top-soil andnutrients; (2) the commissioning of a coal-fired power station in 1967, withmassive uptake and recirculation of lake water for cooling purposes. In thispaper, spatial changes in macrophyte distributions over the last 50 yearsare reviewed in an attempt to identify the true source(s) of perturbation.The model adopted assumes that the power station is a point source of impactwhile nutrient inputs from the catchment are a diffuse source of impact;changes in species distributions can hypothetically be related back to thesesources according to whether they are localised or widespread. However,after a comprehensive analysis of available macrophyte data derived frominterviews, aerial photography and line transect methodologyies theconclusion is reached that changes in biogeographical pattern around theTuggerah Lakes cannot be attributed to specific anthropogenic pressures atanything beyond the coarsest of levels. This is considered to be the normfor most coastal management situations where natural background variation(’noise‘) and the complexity of linkages between physical, chemical andbiological components confounds the identification of causal relationships.The practical implications of this conclusion are discussed in the contextof litigation and remedial management design. Emphasis is placed on theneed to adopt an adaptive approach to estuarine management, incorporatingexplicit recognition of the limitations of available data, and to developnew techniques for identifying cause-effect relationships.  相似文献

The Sahelo-Sudanian region of Cameroon extends over 10 million hectares. Varied flora and soil types, a complex mosaic of vegetation and plant communities and a diversified wild animal population are the major natural resources of this region. Desertification in the region can be related to two major known causes: a. short or long-term drought due to short-term or long-term climatic trends toward aridity; b. human activities which degrade the biological environment. Globally, humans generally have less effect on desertification than climatic change in the short run. The only strategy to fight against this situation particularly in the developing countries is to withdraw populations from the areas and to settle them elsewhere. However, most local or regional desertification processes in general, and in the Sahelo-Sudanian region in particular, are due to the misuse or unsound exploitation of natural resources by humans and their animals. Often, comprehension of the complexity of even small interactions between parameters affecting our local environment remains limited. Poor economic assessments of the long-term benefits of proper natural resource conservation and management increase the extent of the exploitation, in turn increasing the degradation process. Yet ecologically sound management of natural resources integrating indigenous knowledge and basic population interest and concern can secure restoration in several areas and sustained productivity of Sahelo-Sudanian lands.  相似文献

There is increasing awareness of the costs of controversy in natural resources planning and management, and growing interest in ways of resolving conflict out of court. Traditional approaches to public involvement—public hearings and analysis of correspondence—do little to resolve conflict. Survey research is a technique that has potential in promoting consensus solutions. The effect of land cover change, from natural to anthropogenic, on physical geography conditions has been studied in Kayisdagi Mountain. Land degradation is the most important environmental issue involved in this study. Most forms of land degradation are natural processes accelerated by human activity. Land degradation is a human induced or natural process that negatively affects the ability of land to function effectively within an ecosystem. Environmental degradation from human pressure and land use has become a major problem in the study area because of high population growth, urbanization rate, and the associated rapid depletion of natural resources. When studying the cost of land degradation, it is not possible to ignore the role of urbanization. In particular, a major cause of deforestation is conversion to urban land. The paper reviews the principles of current remote sensing techniques considered particularly suitable for monitoring Kayisdagi Mountain and its surrounding land cover changes and their effects on physical geography conditions. In addition, this paper addresses the problem of how spatially explicit information about degradation processes in the study area rangelands can be derived from different time series of satellite data. The monitoring approach comprises the time period between 1990 and 2005. Satellite remote sensing techniques have proven to be cost effective in widespread land cover changes. Physical geography and particularly natural geomorphologic processes like erosion, mass movement, physical weathering, and chemical weathering features etc. have faced significant unnatural variation.  相似文献

This paper gives an account of the implementation of a decision support system for assessing aquifer pollution hazard and prioritizing subwatersheds for groundwater resources management in the southeastern Pampa plain of Argentina. The use of this system is demonstrated with an example from Dulce Stream Basin (1,000 km2 encompassing 27 subwatersheds), which has high level of agricultural activities and extensive available data regarding aquifer geology. In the logic model, aquifer pollution hazard is assessed as a function of two primary topics: groundwater and soil conditions. This logic model shows the state of each evaluated landscape with respect to aquifer pollution hazard based mainly on the parameters of the DRASTIC and GOD models. The decision model allows prioritizing subwatersheds for groundwater resources management according to three main criteria including farming activities, agrochemical application, and irrigation use. Stakeholder participation, through interviews, in combination with expert judgment was used to select and weight each criterion. The resulting subwatershed priority map, by combining the logic and decision models, allowed identifying five subwatersheds in the upper and middle basin as the main aquifer protection areas. The results reasonably fit the natural conditions of the basin, identifying those subwatersheds with shallow water depth, loam–loam silt texture soil media and pasture land cover in the middle basin, and others with intensive agricultural activity, coinciding with the natural recharge area to the aquifer system. Major difficulties and some recommendations of applying this methodology in real-world situations are discussed.  相似文献

Many small communities are concerned about health effects from environmental pollutants. One such community, Orwell, in Oswego County, New York, was investigated to determine if the level of cancer was significantly high in comparison to the county and the state. A pilot health study was administered among residents living in a defined area. Results of the survey demonstrated that cancer incidence was higher than both Oswego County and New York State, while cancer mortality was higher for men and lower for woman. A closer examination of the data showed that the way in which health surveys are usually analyzed may not be appropriate for small communities. In particular, some parametric statistics, such as chi-square analysis, might show significant differences between populations when standardized incidence and mortality rates are derived from small samples, yet standard deviations calculated from these data are so large as to cast doubt on the analysis. Researchers have discussed this problem theoretically, but empirical studies illustrating the difficulties have not heretofore appeared in the published literature. For health studies in small communities, greater consideration should be given to risk ratios and the implications of standard deviations.  相似文献

The municipal solid waste management (MSW) evaluation is usually evaluated in subjective and qualitative in nature described in linguistic information; it is very difficult for expert groups to express the preferences using exact numerical values. A MSW expert group is consulted in order to mirror how government officials might reach a cause-effect model regarding MSW management in Metro Manila. A critical issue regarding this is how the expert group can better evaluate the MSW management criteria in uncertainty. A cause and effect model development can help the processing of decision making problem. The Decision Making Trial and Evaluation Laboratory (DEMATEL) not only can convert the relations between cause and effect of criteria into a model but also can be used as a way to handle the inner dependences within a set of criteria. Environmental managers are faced with the wise management, sustainability, and stewardship of their land for natural resource values. This task requires the integration of ecological evaluation with economics. Using the Department of Energy (DOE) as a case study, we examine the why, who, what, where, when, and how questions about assessment and natural resource protection of buffer lands. We suggest that managers evaluate natural resources for a variety of reasons that revolve around land use, remediation/restoration, protection of natural environments, and natural resource damage assessment (NRDA). While DOE is the manager of its lands, and thus its natural resources, a range of natural resource trustees and public officials have co-responsibility. We distinguish four types of natural resource evaluations: (1) the resources themselves (to the ecosystem), (2) the value of specific resources to people (e.g. hunting/fishing/bird-watching/herbal medicines), (3) the value of ecological resources to services for communities (e.g. clean air/water), and (4) the value of the intact ecosystems (e.g. forests or estuaries). Resource evaluations should occur initially to provide information about the status of those resources, and continued evaluation is required to provide trends data. Additional natural resource evaluation is required before, during and immediately following changes in land use, and remediation or restoration. Afterwards, additional monitoring and evaluations are required to evaluate the effects of the land use change or the efficacy of remediation/restoration. There are a wide range of economic methods available to evaluate natural resources, but the methods chosen depend upon the nature of the resource being evaluated, the purpose of the evaluation, and the needs of the agencies, natural resource trustees, public officials, and the public. We discuss the uses, and the advantages and disadvantages of different evaluation methods for natural resources.  相似文献

In the turmoil of a rapidly changing economy the Albanian government needs accurate and timely information for management of their natural resources and formulation of land-use policies. The transformation of the forestry sector has required major changes in the legal, regulatory and management framework. The World Bank financed Albanian National Forest Inventory project provides an analysis of spatially explicit land-cover/use change dynamics in the period 1991–2001 using the FAO/UNEP Land Cover Classification System for codification of classes, satellite remote sensing and field survey for data collection and elements of the object-oriented geo-database approach to handle changes as an evolution of land-cover/use objects, i.e. polygons, over time to facilitate change dynamics analysis.Analysis results at national level show the trend of natural resources depletion in the form of modifications and conversions that lead to a gradual shift from land-cover/use types with a tree cover to less dense tree covers or even a complete removal of trees. Policy failure (e.g., corruption, lack of law enforcement) is seen as the underlying cause. Another major trend is urbanisation of areas near large urban centres that change urban-rural linkages. Furthermore, after privatisation agricultural areas increased in the hills where environmental effects may be detrimental, while prime agricultural land in the plains is lost to urbanisation.At district level, the local variability of spatially explicit land-cover/use changes shows different types of natural resources depletion. The distribution of changes indicates a regional prevalence, thus a decentralised approach to the natural resources management could be advocated.  相似文献

This article offers a critical analysis of the applicability and relevance of strategic environmental assessment (SEA) in the post-conflict period in Colombia as a means to support societal sustainability transition and avoid the depletion of natural resources and the emergence of new conflicts. Colombia, emerging from decades of war between the Colombian government and the FARC-EP (Revolutionary Armed Forces of Colombia), is experiencing an urgent need to allocate financial resources to large-scale projects with the aim of supporting post-conflict development activities, potentially resulting in rapid and hyper-development conditions and causing severe environmental impacts. Theoretically, SEA can be seen as one way to assist the Colombian government in their strategic decision-making and planning. However, the use of SEA will be bound by the post-conflict conditions and the more general institutional setting in Colombia. This article is focused on identifying the opportunities and challenges arising from the post-conflict context and the SEA action arena in Colombia. By doing this, the article provides a better understanding of institutional processes and resources in Colombia and contributes to the limited scholarly literature that is available on the application of SEA in post-conflict contexts, including research on the institutional capacity involved.  相似文献
