A conceptual model of sustainable forest management is described based on three connected and necessary components: Policy/Strategic Planning, Operational Planning, and EffectivenessMonitoring/Science.Alberta’s proposed Forest Management Planning Standard is described as an example of operational planning. The standard utilizes coarse and fine filter approaches to conserving biodiversity and sets requirements for implementation monitoring.The Alberta Biodiversity Monitoring Program (ABMP) is described as an example of effectiveness monitoring supporting Operational Planning. The ABMP is a rigorous science-based initiative that is being developed to monitor and report on biodiversity status and trends throughout the province of Alberta, Canada. The basic survey design consists of 1656 sites, 20 km apart, evenly spaced on a grid pattern across Alberta. Sites will be sampled over a five-year period at a rate of 350 sites/year. Standardized sampling protocols will be used to cover a broad range of species and habitat elements within terrestrial and aquatic environments, as well as broader landscape-level features.Trends and associations detected by ABMP products will be validated through cause-effect research. ABMP focuses research on critical issues and informs both operational planning and the development of policy and strategic-level plans. The Alberta Forest Management Planning Standard and the ABMP are described as key components to implementing resource planning based on ecosystem management principles.  相似文献

We present monitoring methods and quantitative biodiversity data to document components of the mitigation hierarchy. We estimated avoidance, minimization, restoration and impact reduction in quality hectares for the 25 m wide right of way of a 408 km natural gas buried pipeline that crosses 14 Ecological Landscape Units (ELUs) in the tropical Andes of Peru. We found that applying the mitigation hierarchy as part of a comprehensive biodiversity action plan substantially reduced impacts on biodiversity in all habitats studied. Avoidance and right of way minimization contributed to significant impact reduction. We quantified impact reduction during construction and operation on the right of way of the pipeline over a five-year period and found that restoration was the greatest contributor to reducing impacts. We documented that most ELUs have a positive restoration trajectory. We also documented how monitoring over large scale spatial scales, in combination with site-specific monitoring, generated data for management to determine restoration priorities and impact mitigation. A biodiversity action plan that incorporated the mitigation hierarchy and a science-based biodiversity monitoring and assessment program contributed to biodiversity management of the project and played an important role in minimizing and managing impacts.  相似文献

By applying principles of adaptive management, and by using the valuable information that arthropods provide from assessment and monitoring programs, managers can identify and reduce possible impacts on biodiversity in development projects. In 1996, the Smithsonian Institution's Monitoring and Assessment of Biodiversity program worked together with Shell Prospecting and Development Peru to establish an adaptive management program to protect biodiversity in a natural gas exploration project in a Peruvian rainforest. In this paper, we outlined the conceptual steps involved in establishing an assessment and monitoring program for arthropods, including setting objectives, evaluating the results and making decisions. We also present the results of the assessment using some of groups of arthropods, and summarize the steps taken to identify appropriate groups for monitoring.  相似文献

The current mountain pine beetle (Dendroctonus ponderosae Hopkins) outbreak in British Columbia and Alberta is the largest recorded forest pest infestation in Canadian history. We integrate a spatial hierarchy of mountain pine beetle and forest health monitoring data, collected between 1999 and 2006, with provincial forest inventory data, and generate three information products representing 2006 forest conditions in British Columbia: cumulative percentage of pine infested by mountain pine beetle, percentage of pine uninfested, and the change in the percentage of pine on the landscape. All input data were formatted to a standardized spatial representation (1 ha minimum mapping unit), with preference given to the most detailed monitoring data available at a given location for characterizing mountain pine beetle infestation conditions. The presence or absence of mountain pine beetle attack was validated using field data (n?=?2054). The true positive rate for locations of red attack damage over all years was 92%. Classification of attack severity was validated using the Kruskal gamma statistic (γ?=?0.49). Error between the survey data and field data was explored using spatial autoregressive (SAR) models, which indicated that percentage pine and year of infestation were significant predictors of survey error at α?=?0.05. Through the integration of forest inventory and infestation survey data, the total area of pine infested is estimated to be between 2.89 and 4.14 million hectares. The generated outputs add value to existing monitoring data and provide information to support management and modeling applications.  相似文献

The European Water Framework Directive (WFD) establishes a framework for the protection of water bodies. The aim of the Water Framework Directive (WFD) is to ensure sustainable management of groundwater, freshwater and marine water in the European Union, such that a minimum "good ecological status" will be obtained by 2015. We used background morphometric, hydrologic, physico-chemical and biological data, in order to highlight the ecological status of the natural Greek lakes using also the Driving-Pressure-State-Impact-Response (DPSIR) approach in order to link the driving forces and further the pressures with the present state of the lakes' ecosystems. In addition detailed biodiversity and habitat typology data are provided. The assessment of the DPSIR approach under the view of WFD provided a quite clear identification of pressures and the subsequent impacts of the qualitative status of the Greek lakes.  相似文献

The international, interdisciplinary biodiversity research project BIOTA AFRICA initiated a standardized biodiversity monitoring network along climatic gradients across the African continent. Due to an identified lack of adequate monitoring designs, BIOTA AFRICA developed and implemented the standardized BIOTA Biodiversity Observatories, that meet the following criteria (a) enable long-term monitoring of biodiversity, potential driving factors, and relevant indicators with adequate spatial and temporal resolution, (b) facilitate comparability of data generated within different ecosystems, (c) allow integration of many disciplines, (d) allow spatial up-scaling, and (e) be applicable within a network approach. A BIOTA Observatory encompasses an area of 1?km2 and is subdivided into 100 1-ha plots. For meeting the needs of sampling of different organism groups, the hectare plot is again subdivided into standardized subplots, whose sizes follow a geometric series. To allow for different sampling intensities but at the same time to characterize the whole square kilometer, the number of hectare plots to be sampled depends on the requirements of the respective discipline. A hierarchical ranking of the hectare plots ensures that all disciplines monitor as many hectare plots jointly as possible. The BIOTA Observatory design assures repeated, multidisciplinary standardized inventories of biodiversity and its environmental drivers, including options for spatial up- and downscaling and different sampling intensities. BIOTA Observatories have been installed along climatic and landscape gradients in Morocco, West Africa, and southern Africa. In regions with varying land use, several BIOTA Observatories are situated close to each other to analyze management effects.  相似文献

Canada responded to the Global Biodiversity Convention by completing the Canadian Biodiversity Strategy in 1995. At the same time, Environment Canada also completed a national Science Assessment on Biodiversity. During this period, the Smithsonian Institution, in partnership with Parks and Environment Canada, initiated the implementation of a global biodiversity monitoring program in Canada. Under the auspices of the United Nations Man and the Biosphere Program, the SI/MAB monitoring protocols and plots have spread across Canada at an unprecedented rate. National champions in the science and educational sectors, working within an inter-disciplinary ecological framework, have guided the development, education, quality control and sharing of atmosphere-biodiversity observations electronically.Atmospheric-Biodiversity Networks and Networking have traditionally operated within separate mandates with little degree of integration. Air-Bio Networks were designed within an integrated framework to better understand the atmospheric stress on biodiversity and the adaptation actions, nationally and regionally. Detailed examples of the cumulative effects of climate change, stratospheric ozone depletion, acid deposition, ground-level ozone, suspended particulate matter and hazardous air pollutants on biodiversity will be discussed using a Southern Ontario case study. In addition, recommendations will be presented for future paired SI/MAB plots, linked networks and networking for adaptation within the context of climate, chemical and ecological gradients.  相似文献

Monitoring is a crucial component of conservation in marine protected areas (MPAs) as it allows managers to detect changes to biodiversity and to infer cause of change. However, the complexities of sampling designs and associated statistical analyses can impede implementation of monitoring by managers. Two monitoring frameworks commonly used in marine environments are statistical testing and parameter estimation. For many managers these two approaches fail to help them detect change and infer causation for one or more reasons: the complexity of the statistical test, no decision-making structure and a sampling design that is suboptimal. In collaboration with marine park rangers in Egypt, we instigated a monitoring framework to detect impacts by snorkelers in a pragmatic but scientifically rigorous way. First, we used a literature review to define causal criteria to facilitate inference. This was essential because our sampling design was suboptimal due to a lack of baseline data and there was only one impact site. Second, we established a threshold level of coral damage that if exceeded would trigger management to reduce the impact of snorkelers. This provided a clear decision-making structure. Third, we estimated effect sizes with confidence intervals to detect change. For the field managers, this approach to detection was easier to understand than assessing a null hypothesis and provided critical information for decision making. At no stage during the short study period did snorkelers cause damage that exceeded the threshold and thus mitigation was not required. In situations of technical and financial constraints this framework will increase the implementation of effective impact monitoring for many activities in MPAs and enhance management of marine biodiversity.  相似文献

The cumulative effects of increasing human use of the ocean and coastal zone have contributed to a rapid decline in ocean and coastal resources. As a result, scientists are investigating how multiple, overlapping stressors accumulate in the environment and impact ecosystems. These investigations are the foundation for the development of new tools that account for and predict cumulative effects in order to more adequately prevent or mitigate negative effects. Despite scientific advances, legal requirements, and management guidance, those who conduct assessments—including resource managers, agency staff, and consultants—continue to struggle to thoroughly evaluate cumulative effects, particularly as part of the environmental assessment process. Even though 45 years have passed since the United States National Environmental Policy Act was enacted, which set a precedent for environmental assessment around the world, defining impacts, baseline, scale, and significance are still major challenges associated with assessing cumulative effects. In addition, we know little about how practitioners tackle these challenges or how assessment aligns with current scientific recommendations. To shed more light on these challenges and gaps, we undertook a comparative study on how cumulative effects assessment (CEA) is conducted by practitioners operating under some of the most well-developed environmental laws around the globe: California, USA; British Columbia, Canada; Queensland, Australia; and New Zealand. We found that practitioners used a broad and varied definition of impact for CEA, which led to differences in how baseline, scale, and significance were determined. We also found that practice and science are not closely aligned and, as such, we highlight opportunities for managers, policy makers, practitioners, and scientists to improve environmental assessment.  相似文献

Despite the fact that the establishment and maintenance of blue gum plantations can potentially result in the removal of riparian vegetation, the presence of increased levels of sediments, pesticides, and nutrients, and consequently, the loss of in-stream biodiversity, few studies exist that have looked at the impacts of timber plantations on in-stream biota. The goals of this study were thus to determine water quality, riparian condition, and in-stream biodiversity values of local streams draining blue gum plantations in the Marbellup Brook catchment in Western Australia and to compare these values with those of streams associated with other land uses. Selected water quality and habitat variables and in-stream macroinvertebrate biodiversity were measured in 2006 and 2007 at 28 sites falling into five broad categories based on the predominant land use within 200 m of each study reach. Overall, the results indicated that ??blue gum plantation?? sites often had better water quality, riparian condition, and biodiversity values than ??pasture unfenced,?? and sometimes ??pasture fenced?? sites, but water quality and biodiversity values at these sites were not as good as those associated with ??remnant?? native vegetation sites. The location of the blue gum plantation sites along the disturbance gradient investigated was attributed to both present management and past land uses in the subcatchments investigated. As this study was conducted at a time when blue gum plantations were in an on-growing phase, it was recommended that future research on the impact of blue gum plantations on waterways in southwestern Australia should include an investigation of the impacts of timber clear-cutting and extraction. Longer-term cumulative and downstream effects of blue gum plantations on local waterways also need to be investigated.  相似文献

If sustainable development of Canadian waters is to be achieved, a realistic and manageable framework is required for assessing cumulative effects. The objective of this paper is to describe an approach for aquatic cumulative effects assessment that was developed under the Northern Rivers Ecosystem Initiative. The approach is based on a review of existing monitoring practices in Canada and the presence of existing thresholds for aquatic ecosystem health assessments. It suggests that a sustainable framework is possible for cumulative effects assessment of Canadian waters that would result in integration of national indicators of aquatic health, integration of national initiatives (e.g., water quality index, environmental effects monitoring), and provide an avenue where long-term monitoring programs could be integrated with baseline and follow-up monitoring conducted under the environmental assessment process.  相似文献

There is much to gain in joining monitoring and modelling efforts, especially in the present process of implementing the European Water Framework Directive and in the coming implementation of the Groundwater Directive. Nevertheless, present practises in the water management world suggest that most often models are not considered an option when monitoring obligations in the WFD are solved. The present paper analyses the constraints, such as perceived insufficiency of data for modelling, lack of explicit requirement for modelling in the WFD and its associated technical guidance documents, lack of awareness about what models can do and lack of confidence in models by water managers and policy makers. The findings have mainly emerged from a series of Harmoni-CA workshops aiming at bringing the monitoring and modelling communities together for a discussion of benefits and constraints in the joint use of monitoring and modelling. The workshops were attended by scientists, water managers, policy makers, stakeholders and consultants. The overall conclusion is that modelling can significantly improve the benefits of monitoring data; by quality assurance of data, interpolation and extrapolation in space and time, development of process understanding (conceptual models), and the assessment of impacts of pressures and effects of programmes of measures.  相似文献

Environmental Impact Assessments (EIAs) that are applied in the planning phases of large land-use and construction projects are aimed at aiding decision-making and mitigating significant environmental impacts. In light of the global biodiversity crisis, conducting high-quality biodiversity impact assessments is important, as biodiversity information, among other factors, has the potential to influence how projects will be implemented in the end. We investigated the biodiversity and bird surveys conducted and the number of bird species of conservation concern in peat extraction and wind farm projects to which an EIA was applied to in 1995–2016 in Finland and compared whether these factors differed between the project types and between implemented and unimplemented projects. We also studied the availability of follow-up monitoring data of biodiversity impacts within the two project types. The number of nationally threatened breeding birds was significantly lower in implemented than in unimplemented peat extraction projects. The overall probability of being implemented was significantly negatively associated with the year the EIA began for both project types. All permitted peat extraction projects and 22% of wind farm projects conducted post-construction biodiversity monitoring; however, only some projects enabled before-after comparisons. Our results are in line with earlier findings that demonstrate the difficulty of showing the direct impacts of biodiversity information on EIA decision-making and to what extent it is related to project approval or rejection. The role of follow-up monitoring in the EIA and project development could also be strengthened.  相似文献

Assessing cumulative effects are a vital task for strategic environmental assessments (SEA) but lack of consistent methodology has hampered the development and implementation of useful tools. We present a model for GIS and multivariate analysis to assess the effects on a valued ecosystem type at a regional scale based on the sum of impacts of local projects. We demonstrate application of the model by assessing how hydropower developments would generate cumulative impacts on river gorges for a county in northern Norway. We use principal component analyses (PCA) of spatially-explicit variables from the region to describe the diversity of river gorge ecology with a mathematical low-dimensional bioclimatic space. We then calculate cumulative effects of hydropower development as the proportions of subspaces of the multidimensional bioclimatic PCA that are affected by either existing infrastructure or planned and possible hydropower developments. The results showed that adding development of all potential sites for small-scale hydropower would have substantial impacts on over half of all bioclimatic segments where gorges were registered and more than 70% of all segments with forested river gorges. By demonstrating these possible cumulative effects we can illustrate the need for caution in hydropower planning to avoid reducing river gorge representativeness and diversity. The method can be applied for other types of development projects and other valued ecosystems, provided the assessed ecosystems and development installations can be mapped or modelled over a sufficiently large area.  相似文献

Effects of Forest Management Practices on Mid-Atlantic Streams   总被引:1,自引:0,他引:1  
Agricultural and urban land use activities have affected stream ecosystems throughout the mid-Atlantic region. However, over 60% of the mid-Atlantic region is forested. A study was conducted to investigate the effects of management practices on forested stream ecosystems throughout the mid-Atlantic region. The study consisted of two phases: Phase 1 was a literature synthesis of information available on the effects of forest management practices on stream hydrology, erosion and sedimentation, riparian habitat alteration, chemical addition, and change in biotic diversity in the mid-Atlantic region. In Phase 2, data from mid-Atlantic streams were analyzed to assess the effects of forest land use on stream quality at the regional scale. Typically, it is the larger order streams in which monitoring and assessment occurs—3rd order or higher streams. The impacts of forest management practices, particularly hydrologic modifications and riparian buffer zone alteration, occur predominantly in first and second order streams with cumulative impacts translating to higher order streams. Based on the literature review and mid-Atlantic Highland streams analysis, there are short-term (e.g., 2 to 5 years) effects of forest management practices on stream quality at local scales. However, signatures of cumulative effects from forest management practices are not apparent at regional scales in the Highlands. In general, forested land use is associated with good stream quality in the region compared with other land use practices.  相似文献

We integrated basic concepts from fisheries science and toxicological risk assessment to form a potential method for setting screening-level, risk-based, site-specific water quality objectives for temperature. In summary, the proposed approach: (a) uses temperature impacts upon specific growth as a measure of chronic (cumulative) temperature effects; (b) explicitly incorporates the consequences of both magnitude and cumulative duration of exposures; (c) adjusts the result for local watershed conditions, reducing the likelihood that naturally warm systems are identified as thermally polluted while helping to ensure that naturally cool systems are closely monitored for ecologically harmful changes in thermal regime; and (d) expresses the net result both graphically and as a risk quotient, RQ, closely analogous to that used in toxicological risk assessments. The latter yields a site-specific, risk-based water quality objective and may serve as a straightforward decision rule for environmental managers. The method was applied to historical data from a small British Columbia stream subject to increasing urban development pressures. We also illustrate how the technique might be used to explore potential climatic change impacts, using coupled general circulation model predictions in conjunction with empirical downscaling. Overall, the method and results are presented as an introduction and illustration of concept, intended as a step toward the development of a logistically feasible risk-based approach to establishing screening-level, site-specific water temperature objectives, and monitoring compliance, in the context of large-scale, many-site, environmental monitoring networks. With further work, the technique offers potential to fill the gap between the temperature threshold-based targets typically specified in regulatory guidelines, which may be hydroecologically unrealistic, and detailed biophysical modelling, which typically is logistically infeasible in a day-to-day environmental monitoring and management context.  相似文献

Predicted atmospheric change, mainly climate change, will have profound effects on the biodiversity of Canadian forests. Predictions derived from forest models, responses of species and ecosystems related to modern ecological characteristics and paleoecological studies suggest large-scale, wide-ranging changes from the biome to physiological levels. Paleoecological analogues in B.C. and other parts of Canada reveal that major changes must be expected in forest composition, range, structure and ecological processes. In B.C., past warmer and drier climates supported a different forest pattern, including forest types with no modern analogue. This produced dramatically different disturbance regimes, specifically more fires, and affected tree growth rates. The relationship of forests with non-forest habitats, especially wetlands and grasslands was different suggesting implications for wildlife biodiversity. British Columbia's Forest Practices Code prescribes guidelines for biodiversity objectives but ignores the issue of atmospheric change. This omission may result from a lack of understanding of the profound potential effects of atmospheric change on forest biodiversity in the next harvest cycle and lack of mechanisms to assess impacts and develop management strategies for specific sites. An example of a simple paleoecological assessment method involving pollen ratios is proposed.  相似文献

The REEF Fish Survey Project is a volunteer fish monitoring program developed by the Reef Environmental Education Foundation (REEF). REEF volunteers collect fish distribution and abundance data using a standardized visual method during regular diving and snorkeling activities. Survey data are recorded on preprinted data sheets that are returned to REEF and optically digitized. Data are housed in a publicly accessible database on REEF's Web site (http: //www.reef.org). Since the project's inception in 1993, over 40,000 surveys have been conducted in the coastal waters of North America, tropical western Atlantic, Gulf of California and Hawaii. The Fish Survey Project has been incorporated into existing monitoring programs through partnerships with government agencies, scientists, conservation organizations, and private institutions. REEF's partners benefit from the educational value and increased stewardship resulting from volunteer data collection. Applications of the data include an evaluation of fish/habitat interactions in the Florida Keys National Marine Sanctuary, the development of a multi-species trend analysis method to identify sites of management concern, assessment of the current distribution of species, status reports on fish assemblages of marine parks, and the evaluation of no-take zones in the Florida Keys. REEF's collaboration with a variety of partners, combined with the Fish Survey Project's standardized census method and database management system, has resulted in a successful citizen science monitoring program.  相似文献
