Environmental risk assessments are necessary to understand the risk associated with enhanced oil recovery (EOR) solutions and to provide decision support for choosing the best technology and implementing risk-reducing measures. This study presents a review of potentially relevant environmental/ecological risk assessment (ERA) guidelines and, based on this review, proposes an initial suggestion of an ERA framework for understanding the environmental impacts from EOR solutions. We first shortlist the important elements necessary for conducting an ERA of EOR solutions from the selected guidelines. These elements are then used to build the suggested ERA framework for produced water discharges, drilling discharges and emissions to air from EOR solutions, which is the primary objective of the present study. Furthermore, the emphasis is placed on identifying the knowledge gaps that exist for conducting ERA of EOR processes. In order to link the framework with the current best environmental practices, a review of environmental policies applicable to the marine environment around the European Union (EU) was conducted. Finally, some major challenges in the application of ERA methods for novel EOR technologies, i.e. uncertainties in the ERA due to lack of data and aggregation of risk from different environmental impacts, are discussed in detail. The frameworks suggested in this study should be possible to use by relevant stakeholders to assess environmental risk from enhanced oil recovery solutions.  相似文献

We address the weaknesses inherent in the social risk assessments undertaken for business, especially in the extractive industries. In contrast to the conventional approach that considers consequence to the company rather than to impacted communities, conformance with the United Nations Guiding Principles on Business and Human Rights requires that consequence to affected communities has precedence. In order for social risks to be properly assessed, we consider that: companies need to know and understand the human rights impacts of their activities; contemporary approaches to project impact and risk assessment need to be adapted to consider human rights; and environmental impact assessment (EIA) and social impact assessment (SIA) methods need to be adapted to give greater attention to impacts on human rights. Using an example from the mining, oil and gas sector, we provide a method that differentiates social risks from business risks, and we position impact assessment as an instrument that actively facilitates the improved identification, analysis and management of social risks. Practical adaptations to SIA activities and risk assessment processes are provided. Taking human rights impacts into account and using the dimensions of gravity, extent, vulnerability and remediability, we nominate criteria to assess the significance of negative social impacts.  相似文献

The environmental regulation of hazardous projects with risk-based decision-making processes can lead to a deficient management of human exposure to technological hazards. Such an approach for regulation is criticized for simplifying the complexity of decisions involving the economic, social, and environmental aspects of the installation and operation of hazardous facilities in urban areas. Results of a Brazilian case study indicate that oil and gas transmission pipelines may represent a threat to diverse communities if the relationship between such linear projects and human populations is overlooked by regulatory bodies. Results also corroborate known challenges to the implementation of EIA processes and outline limitations to an effective environmental and risk management. Two preliminary topics are discussed to strengthen similar regulatory practices. Firstly, an effective integration between social impact assessment and risk assessment in EIA processes to have a more comprehensive understanding of the social fabric. Secondly, the advancement of traditional management practices for hazardous installations to pursue a strong transition from assessment and evaluation to management and control and to promote an effective interaction between land-use planning and environmental regulation.  相似文献

Effects of Forest Management Practices on Mid-Atlantic Streams   总被引:1,自引:0,他引:1  
Agricultural and urban land use activities have affected stream ecosystems throughout the mid-Atlantic region. However, over 60% of the mid-Atlantic region is forested. A study was conducted to investigate the effects of management practices on forested stream ecosystems throughout the mid-Atlantic region. The study consisted of two phases: Phase 1 was a literature synthesis of information available on the effects of forest management practices on stream hydrology, erosion and sedimentation, riparian habitat alteration, chemical addition, and change in biotic diversity in the mid-Atlantic region. In Phase 2, data from mid-Atlantic streams were analyzed to assess the effects of forest land use on stream quality at the regional scale. Typically, it is the larger order streams in which monitoring and assessment occurs—3rd order or higher streams. The impacts of forest management practices, particularly hydrologic modifications and riparian buffer zone alteration, occur predominantly in first and second order streams with cumulative impacts translating to higher order streams. Based on the literature review and mid-Atlantic Highland streams analysis, there are short-term (e.g., 2 to 5 years) effects of forest management practices on stream quality at local scales. However, signatures of cumulative effects from forest management practices are not apparent at regional scales in the Highlands. In general, forested land use is associated with good stream quality in the region compared with other land use practices.  相似文献

Field experiment on 10 ha area of fly ash dump was conducted to restore and revegetate it using biological interventions, which involves use of organic amendment, selection of suitable plant species along with specialized nitrogen fixing strains of biofertilizer. The results of the study indicated that amendment with farm yard manure at 50 t/ha improved the physical properties of fly ash such as maximum water holding capacity from 40.0 to 62.42% while porosity improved from 56.78 to 58.45%. The nitrogen content was increased by 4.5 times due to addition of nitrogen fixing strains of Bradyrhizobium and Azotobacter species, while phosphate content was increased by 10.0 times due to addition of VAM, which helps in phosphate immobilization. Due to biofertilizer inoculation different microbial groups such as Rhizobium, Azotobacter and VAM spores, which were practically absent in fly ash improved to 7.1 × 107, 9.2 × 107 CFU/g and 35 VAM spores/10 g of fly ash, respectively. Inoculation of biofertilizer and application of FYM helped in reducing the toxicity of heavy metals such as cadmium, copper, nickel and lead which were reduced by 25, 46, 48 and 47%, respectively, due to the increased organic matter content in the fly ash which complexes the heavy metals thereby decreasing the toxicity of metals. Amendment of fly ash with FYM and biofertilizer helped in profuse root development showing 15 times higher growth in Dendrocalamus strictus plant as compared to the control. Thus amendment and biofertilizer application provided better supportive material for anchorage and growth of the plant.  相似文献

Forests are becoming severely fragmented as a result of land development. South Korea has responded to changing community concerns about environmental issues. The nation has developed and is extending a broad range of tools for use in environmental management. Although legally mandated environmental compliance requirements in South Korea have been implemented to predict and evaluate the impacts of land-development projects, these legal instruments are often insufficient to assess the subsequent impact of development on the surrounding forests. It is especially difficult to examine impacts on multiple (e.g., regional and local) scales in detail. Forest configuration and size, including forest fragmentation by land development, are considered on a regional scale. Moreover, forest structure and composition, including biodiversity, are considered on a local scale in the Environmental Impact Assessment process. Recently, the government amended the Environmental Impact Assessment Act, including the SEA, EIA, and small-scale EIA, to require an integrated approach. Therefore, the purpose of this study was to establish an impact assessment system that minimizes the impacts of land development using an approach that is integrated across multiple scales.This study focused on forest fragmentation due to residential development and road construction sites in selected Congestion Restraint Zones (CRZs) in the Greater Seoul Area of South Korea. Based on a review of multiple-scale impacts, this paper integrates models that assess the impacts of land development on forest ecosystems. The applicability of the integrated model for assessing impacts on forest ecosystems through the SEIA process is considered.On a regional scale, it is possible to evaluate the location and size of a land-development project by considering aspects of forest fragmentation, such as the stability of the forest structure and the degree of fragmentation. On a local scale, land-development projects should consider the distances at which impacts occur in the vicinity of the forest ecosystem, and these considerations should include the impacts on forest vegetation and bird species. Impacts can be mitigated by considering the distances at which these influences occur. In particular, this paper presents an integrated environmental impact assessment system to be applied in the SEIA process. The integrated assessment system permits the assessment of the cumulative impacts of land development on multiple scales.  相似文献

Cumulative impact assessment (CIA) is the process of systematically assessing a proposed action's cumulative environmental effects in the context of past, present, and future actions, regardless of who undertakes such actions. Previous studies have examined CIA efforts at the federal level but little is known about how states assess the cumulative impacts of nonfederal projects. By examining state environmental review statutes, administrative rules, agency-prepared materials, and a national survey of the administrators of state environmental review programs, this study identifies the legal and administrative frameworks for CIA. It examines current CIA practice, discusses the relationship between CIA policy and its implementation, and explores the opportunities for improvement. The results of the study show that twenty-nine state environmental review programs across twenty-six states required the assessment of cumulative environmental impacts. More than half of these programs have adopted specific procedures for implementing their policies. Some programs assessed cumulative impacts using a standard review document, and others have created their own documentations incorporated into applications for state permits or funding. The majority of programs have adopted various scales, baselines, significance criteria, and coordination practices in their CIA processes. Mixed methods were generally used for data collection and analysis; qualitative methods were more prevalent than quantitative methods. The results also suggest that a program with comprehensive and consistent environmental review policies and procedures does not always imply extensive CIA requirements and practices. Finally, this study discusses the potential for improving existing CIA processes and promoting CIA efforts in states without established environmental review programs.  相似文献

The ever-growing industry of municipal solid waste (MSW) disposal appeals to the growing need for disposal facilities, and MSW treatment facilities are increasingly an environmental and public health concern. Residents living near MSW management facilities are confronted with various risk perceptions, especially odour. In this study, in an effort to assist responsible decision-makers in better planning and managing such a project, a structured questionnaire was designed and distributed to assess the nearby residents’ concerns and attitudes surrounding the Laogang Landfill in Shanghai. Geographic information system techniques and relevance analysis were employed to conduct the spatial analysis of physical perceptions, especially odour annoyance. The findings of the research indicate that a significant percentage of the responding sample was aware of the negative impacts of landfills on the environment and public health, and residents in close proximity preferred to live farther from the landfill. The results from the spatial analysis demonstrated a definite degree of correlation between odour annoyance and distance to the facility and proved that the benefits of the socially disadvantaged have been neglected. The research findings also direct attention to the important role of public participation, information disclosure, transparency in management, and mutual communication to avoid conflicts and build social trust.  相似文献

The Timber, Fish, and Wildlife program (TFW) in Washington is a consensus approach to implementing reforms in forest practice regulations involving industrial timberland owners, state agencies, environmental groups, Indian tribes, and non-industrial forest landowners. A cooperative monitoring and research effort (CMER) has been included as a part of this program. Technical projects undertaken by CMER are overseen by a series of steering committees, one of which is the Water Quality Steering Committee. Projects currently being addressed by the Water Quality Steering Committee include: forestry impacts on water temperature, water quality impacts from forestry derived sediment, use of bio-indicators to assess the water quality impacts of forest practices, and the effect of forest chemical applications on water quality. A close link between the research efforts in TFW and the procedure for implementing regulatory change has greatly improved the responsiveness of the rule making process to new information. Results from the water temperature and forest chemical work is currently being incorporated into the forest practice regulations.  相似文献

Due to the stringent environmental regulatory requirements being imposed by cross-national bodies in recent years, manufacturers have to minimize the environmental impact of their products. Among those environmental impact evaluation tools available, Life Cycle Assessment (LCA) is often employed to quantify the product's environmental impact throughout its entire life cycle. However, owing to the requirements of expert knowledge in environmental science and vast effort for data collection in carrying out LCA, as well as the common absence of complete product information during product development processes, there is a need to develop a more suitable tool for product designers. An evidential reasoning-based approach, which aims at providing a fast-track method to perform design alternative evaluations for non-LCA experts, is therefore introduced as a new initiative to deal with the incomplete or uncertain information. The proposed approach also enables decision makers to quantitatively assess the life cycle phases and design alternatives by comparing their potential environmental impacts, thus effectively and efficiently facilitates the identification of greener designs. A case application is carried out to demonstrate the applicability of the proposed approach.  相似文献

Offshore wind farm developments may impact protected marine mammal populations, requiring appropriate assessment under the EU Habitats Directive. We describe a framework developed to assess population level impacts of disturbance from piling noise on a protected harbour seal population in the vicinity of proposed wind farm developments in NE Scotland. Spatial patterns of seal distribution and received noise levels are integrated with available data on the potential impacts of noise to predict how many individuals are displaced or experience auditory injury. Expert judgement is used to link these impacts to changes in vital rates and applied to population models that compare population changes under baseline and construction scenarios over a 25 year period. We use published data and hypothetical piling scenarios to illustrate how the assessment framework has been used to support environmental assessments, explore the sensitivity of the framework to key assumptions, and discuss its potential application to other populations of marine mammals.  相似文献

The environmental impact assessment procedure for Canadian federal government projects is briefly described. In the non-legislated Canadian system, follow-up to assessments is one of the major means of encouraging and improving the implementation of environmental impact assessment and the quality of environmental work done around development projects. The results of a study on the status of follow-up in the Canadian Government are presented. Factors that limit and that are conducive to follow-up are discussed. The effectiveness of follow-up depends as much on the circumstances surrounding a project and the concerned parties as on the follow-up techniques used; both of these aspects can be addressed in the planning and management of follow-up and of environmental impact assessment overall. Areas for improving the management of follow-up are identified and discussed: planning of follow-up activities, coordination of concerned parties, generation of clear understandings, information management, resource allocation, and maintenance of credibility. The approaches used for setting or reviewing air quality standards vary from country to country. The purpose of this research was to consider the potential to improve decision-making through integration of HIA into the processes to review and set air quality standards used in Australia.To assess the value of HIA in this policy process, its strengths and weaknesses were evaluated aligned with review of international processes for setting air quality standards.Air quality standard setting programmes elsewhere have either used HIA or have amalgamated and incorporated factors normally found within HIA frameworks. They clearly demonstrate the value of a formalised HIA process for setting air quality standards in Australia.The following elements should be taken into consideration when using HIA in standard setting. (a) The adequacy of a mainly technical approach in current standard setting procedures to consider social determinants of health. (b) The importance of risk assessment criteria and information within the HIA process. The assessment of risk should consider equity, the distribution of variations in air quality in different locations and the potential impacts on health. (c) The uncertainties in extrapolating evidence from one population to another or to subpopulations, especially the more vulnerable, due to differing environmental factors and population variables. (d) The significance of communication with all potential stakeholders on issues associated with the management of air quality.In Australia there is also an opportunity for HIA to be used in conjunction with the NEPM to develop local air quality standard measures. The outcomes of this research indicated that the use of HIA for air quality standard setting at the national and local levels would prove advantageous.  相似文献

Soil quality assessment provides a tool for evaluating the sustainability of alternative soil management practices. Our objective was to develop the most sensitive soil quality index for evaluating fertilizer, farm yard manure (FYM), and crop management practices on a semiarid Inceptisol in India. Soil indicators and crop yield data from a long-term (31 years) fertilizer, manure, and crop rotation (maize, wheat, cowpea, pearl millet) study at the Indian Agricultural Research Institute (IARI) near New Delhi were used. Plots receiving optimum NPK, super optimum NPK and optimum NPK + FYM had better values for all the parameters analyzed. Biological, chemical, and physical soil quality indicator data were transformed into scores (0 to 1) using both linear and non-linear scoring functions, and combined into soil quality indices using unscreened transformations, regression equation, or principal component analysis (PCA). Long-term application of optimum inorganic fertilizers (NPK) resulted in higher soil quality ratings for all methods, although the highest values were obtained for treatment, which included FYM. Correlations between wheat (Triticum aestivum L.) yield and the various soil quality indices showed the best relationship (highest r) between yield and a PCA-derived SQI. Differences in SQI values suggest that the control (no NPK, no manure) and N only treatments were degrading, while soils receiving animal manure (FYM) or super optimum NPK fertilizer had the best soil quality, respectively. Lower ratings associated with the N only and NP treatments suggest that one of the most common soil management practices in India may not be sustainable. A framework for soil quality assessment is proposed.  相似文献

There is increased awareness of the need to balance multiple societal values in land use and development planning. Best practice has promoted the use of landscape-level conservation planning and application of the ‘mitigation hierarchy’, which focuses on avoiding, minimizing or compensating for impacts of development projects. However, environmental impact assessments (EIA) typically focus in a reactive way on single project footprints with an emphasis on environmental values and specifically biodiversity. This separation may miss opportunities to jointly plan for and manage impacts to both environmental and social values. Integrated approaches may have particular benefit in northern Australia, where Indigenous people have native title to as much as 60% of the land area and cultural values are closely linked with natural values. Here, we present a novel framework for integrating biodiversity and cultural values to facilitate use in EIA processes, using the Nyikina Mangala Native Title Determination Area in the Kimberley, Western Australia, as a case study. We demonstrate 1) how social and cultural values can be organized and analyzed spatially to support mitigation planning, 2) how social, cultural, and biodiversity values may reinforce each other to deliver better conservation outcomes and minimize conflict, and 3) how this information, in the hands of Indigenous communities, provides capacity to proactively assess development proposals and negotiate mitigation measures to conserve social, cultural, and biodiversity values following the mitigation hierarchy. Based on values defined through a Healthy Country Planning process, we developed spatial datasets to represent cultural/heritage sites, freshwater features, common native animals and plants represented by biophysical habitat types, and legally-protected threatened and migratory species represented by potential habitat models. Both cultural/heritage sites and threatened species habitat show a strong thematic and spatial link with freshwater features, particularly the Fitzroy River wetlands. We outline some of the challenges and opportunities of this process and its implications for the Northern Australia development agenda.  相似文献

This study proposes a new quantitative methodology and extendable framework to assess corporate sustainability more comprehensively and to capture interrelationships across the multiple domains of sustainability. A case study from the mining industry is presented to demonstrate the application of this new approach and its ability to extract meaningful insights regarding the company's progress towards sustainability. The comprehensive sustainability target method (CSTM) is a novel extension to an existing environmental burden sustainability assessment technique with additional focus on impacts within and across the societal and social justice domain. CSTM extends sustainability assessment recognizing planetary limits from human activity and relevant societal and community-based targets by formalizing assessment to include social and environmental beneficial impacts, as well as the interdependencies between the economic, environmental and societal domains. Outcomes from the mining industry case study reveal new insights into the sustainability of corporate operations as the comprehensive assessment framework provides a deeper and more extensive evaluation as compared to traditional sustainability assessments and corporate disclosures. In addition to maximal earth carrying capacity estimates for environmental burden targets, this study proposes that companies should assess sustainability for minimal limits applying to social beneficial impacts and maximal limits for social burden impacts. The overall theoretical construct and framework are presented to illustrate the robustness and extendibility of the technique to broadly incorporate various sustainability domains, assessment boundaries, and temporal considerations.  相似文献

Field experiments were conducted to study the impact of metal accumulation on malondialdehyde (MDA), cysteine and non-protein thiol (NPSH) contents in the plants of Prosopis juliflora grown on the fly ash (FA) amended with soil, blue green algae (BGA) biofertilizer, farm yard manure, press mud and Rhizobium inoculation. The analysis of data revealed that the level of MDA, cysteine and NPSH was higher in the roots of the plant than leaves, which was found positively correlated with metal accumulation. An increase of 361.14, 64.25 and 305.62% in MDA, cysteine and NPSH contents, respectively was observed after 45 days in the roots of the plants grown in 100% FA as compared to 100% garden soil (GS). The level of MDA, cysteine and NPSH was found less in the plants grown on various amendments of FA showing ameliorating effect on the toxicity induced due to the accumulation of metals. The decrease in MDA, cysteine and NPSH contents was higher in Rhizobium-inoculated plants as compared to uninoculated plants grown on 100% FA. The results showed a high tolerance potential of the plant, which is further increased by inoculating the plant with FA-tolerant Rhizobium showing feasibility of using P. juliflora in environmental monitoring of FA landfills.  相似文献

The National Environmental Policy Act (NEPA) requires U.S. Forest Service planning processes to be conducted by interdisciplinary teams of resource specialists to analyze and disclose the likely environmental impacts of proposed natural resource management actions on Forest Service lands. Multiple challenges associated with these processes have been a source of frustration for the agency. One of these challenges involves administrative appeals through which public entities can challenge a Forest Service decision following a NEPA process. These appeals instigate an internal review process and can result in an affirmation of the Forest Service decision, a reversal of that decision, or additional work that re-initiates all or part of the NEPA process. We examine the best predictors of appeals and their outcomes on a representative sample of 489 Forest Service NEPA processes that were decided between 2007 and 2009. While certain factors associated with pre-existing social contexts (such as a history of controversy) or pre-determined elements of a proposed action (such as the extraction of forest products) predispose certain processes to a higher risk of appeals, other practices and process-related strategies within the control of the agency also appear to bear meaningful influence on the occurrence of appeals and their outcomes. Appeals and their outcomes were most strongly related to programmatic, structural (turnover of personnel in particular), and relationship risks (both internal and external) within the processes, suggesting the need for greater focus within the agency on cultivating positive internal and external relationships to manage the risk of appeals.  相似文献
