The nuclear disaster management system in Taiwan: a case study of the third (Maanshan) nuclear power plant 下载免费PDF全文

This paper explores the effectiveness of the nuclear disaster management system in Taiwan via a review of the third (Maanshan) nuclear power plant. In doing so, the Fukushima Daiichi nuclear disaster in Japan on 11 March 2011 is reviewed and compared with the situation in Taiwan. The latter's nuclear disaster management system is examined with respect to three key variables: information; mobilisation; and inter‐organisational cooperation. In‐depth interviews with 10 policy stakeholders with different backgrounds serve as the research method. The results point up the need for improvement in all dimensions. In addition, they highlight three principal problems with the nuclear disaster management system: (i) it might not be possible to provide first‐hand nuclear disaster information immediately to the communities surrounding the Maanshan facility in Pingtung County, southern Taiwan; (ii) the availability of medical resources for treating radiation in Hengchun Township is limited; and (iii) the inter‐organisational relationships for addressing nuclear disasters need to be strengthened. The number of communities affected by disasters has been rising. As a result, non‐governmental organisations (NGOs) that attend community post‐disaster reconstruction are often unable to deliver all requirements and have to develop cooperative approaches. However, this collaboration can cause problems because of the complex environments, the fight for limited resources and uncoordinated management, all of which result in poor service delivery to the communities, adding to their woes. From extensive field research and case studies conducted in the post‐Wenchuan earthquake‐stricken communities, this paper introduces an integrated collaboration framework for community post‐disaster reconstruction with the focus on three types of NGOs: international, government organised and civil. The proposed collaboration framework examines the three interrelated components of organisational structure, operational processes and reconstruction goals/implementation areas. Of great significance in better promoting collaborative participation between NGOs are the crucial concepts of participatory reconstruction, double‐layer collaborative networks, and circular review and revision. 相似文献

This paper examines the problems associated with inter-organisational learning and adaptation in the dynamic environments that characterise disasters. The research uses both qualitative and quantitative methods to investigate whether organisational learning took place during and in the time in between five disaster response operations in Turkey. The availability of information and its exchange and distribution within and among organisational actors determine whether self-adaptation happens in the course of a disaster response operation. Organisational flexibility supported by an appropriate information infrastructure creates conditions conducive to essential interaction and permits the flow of information. The study found that no significant organisational learning occurred within Turkish disaster management following the earthquakes in Erzincan (1992), Dinar (1995) and Ceyhan (1998). By contrast, the 'symmetry-breaking' Marmara earthquake of 1999 initiated a 'double loop' learning process that led to change in the organisational, technical and cultural aspects of Turkish disaster management, as revealed by the Duzce earthquake response operations. 相似文献

Advances in information and communication technologies enable the public to contribute to emergency response. For instance, reporting systems set up during recent disasters allowed affected people to submit testimonies about conditions on the ground. In addition, the public has analysed data and helped to mobilise and deliver relief resources. To plan intentionally for an integrative emergency response system in the networked age, this research explores two subject areas: (i) the organisational and technical determinants of relationships forged between formal organisations and participatory online groups established by the public; and (ii) the consequences of the outcomes generated by these relationships. Four in‐depth case studies were selected for the analysis, which revealed that resource dependence, shared understanding, and the use of certain types of information technology influence the formation of such relationships. Furthermore, healthy collaborative relationships increase the chances of desirable results, including inter‐organisational alignment and minimal long‐term harm owing to a disaster. 相似文献

Risk factors for long‐term post‐traumatic stress disorder among medical rescue workers appointed to the 2008 Wenchuan earthquake response in China 下载免费PDF全文
This study aims to determine the risk factors for clinically‐significant post‐traumatic stress disorder (PTSD) among Chinese medical rescue workers one year after the response to the Wenchuan earthquake on 12 May 2008. A sample of 337 medical workers who performed response work within the first three months of the event completed an online questionnaire, which included information on demographics, social support, the management and organisation of the disaster response, and an assessment of PTSD. Symptoms consistent with PTSD were prevalent in 17 per cent of the rescue workers. Those who developed PTSD symptoms were more likely to have been injured, experienced a water shortage, been disconnected from family and friends during the response, and have passive coping styles and neurotic personalities. Factors that cannot be changed easily, such as personality traits, should be evaluated prior to deployment to ensure that rescue workers at higher risk of PTSD are provided with adequate support before and during deployment. 相似文献

通过对2003年7月21日和10月16日分别发生6.2和6.1级地震的云南省大姚县居民的问卷调查,分析了地震灾害对中困农村居民的影响,了解了我国农村居民尤其是地震多发区农村居民对地震灾害的风险意识以及在地震灾害中的反应.调查结果表明:中国农村居民是地震灾害的最大受害者和风险承担者.虽然他们会在地震灾害中汲取经验教训,增强风险防范意识,但是由于经济水平、自然环境等客观条件的影响,他们只能被动地承受地震灾害,而不能从根本上改变承灾体的脆弱性.中国农村地震减灾、防灾能力的加强需要政府管理部门的积极参与. 相似文献

Critics have long questioned the push for professionalised and performance‐driven accountability in the humanitarian sector, yet the matter is largely treated as a ‘back office’ issue of standards, guidelines, and processes. Scant attention is paid to the accountability demands experienced by early responders to disasters. Set in the contested climate of the emergency response to the earthquake in Nepal on 25 April 2015, and drawing on interviews with 15 early responders, this paper reveals three forms of accountability demands: (i) accountability as compliance; (ii) accountability as the object of government regulation; and (iii) accountability as public opposition and interrogation. Beyond the performance‐centric, non‐governmental organisation‐driven understanding of accountability, early responders to the earthquake experienced multidirectional accountability demands, not only from donors and beneficiaries, but also from the national government and wider public. Engaging with public criticism is a significant feature of early responders' responsibility that warrants further consideration by the humanitarian community. 相似文献

In April 2013, a 7.0 magnitude earthquake struck along the Longmen Shan fault in the city of Ya'an, Sichuan province, China, causing 200 deaths, 11,470 injuries and 21 people to go missing. As no scientific disaster management studies have been done on medical staff dynamic behavior in the Longmen Shan fault area, this paper develops a system dynamics (SD) model to simulate the relief activities in the area after the 2008 Sichuan Earthquake shook Wenchuan County. Based on this SD model, the simulation showed that the results regarding the cumulative number of deaths and the final death toll fit the reality well for the 2008 Sichuan Earthquake in the Longmen Shan fault area. Findings from the simulation confirmed the best ratio of medical staff to rescue workers. After implementing the findings for the medical relief work at the 2013 Sichuan Lushan Earthquake, reasonable earthquake rescue policies were developed for the Longmen Shan fault area. The SD model demonstrated that it was possible to predict the optimum number of medical staff and that medical staff need to be trained to improve their treatment abilities. Furthermore, it is suggested that search and rescue workers should also assist in restoring road transport during any medical relief activities in the Longmen Shan fault area. These policies can be generalized to other earthquake relief activities in the Longmen Shan fault area as well as being a valuable reference for similar mountainous earthquake areas. 相似文献

In the past 10 years, both the Wenchuan earthquake (2008, Magnitude?=?8.0) and the Lushan earthquake (2013, Magnitude?=?7.0) struck in the Longmen Shan Fault area, causing extraordinary human and economic losses. After the Wenchuan earthquake, the Chinese government began promoting the Community for Disaster Prevention and Mitigation (CDPM) project nationwide to enhance community-level disaster-resistance capacities. Due to post-earthquake demand, CDPM construction in the Longmen Shan Fault area involved many diverse organisations, each of which had different organisational leadership models, which greatly influenced the CDPM characteristics and mechanisms. From long-term field research in 23 CDPM organisations in Longmen Shan Fault area, four types of CDPM organisations were found, including eight Government-oriented CDPM, six Resident-oriented CDPM, seven NGO-oriented CDPM and two Enterprise-oriented CDPM, forming a multiple organisation-oriented CDPM (M-CDPM) model. As there was only 85?km between the Wenchuan earthquake and the Lushan earthquake epicentres, many of the hardest-hit regions were the same; therefore, most CDPM organisations examined in this study were established after the Wenchuan earthquake and their effectiveness was tested in the Lushan earthquake. Therefore, research on the M-CDPM gives valuable information and provides a practical perspective for community-level disaster risk reduction. 相似文献
