在对近十年江苏省扬州市社会经济环境方面几十个指标上万个数据进行科学分析的基础上,揭示出区域污染物总量控制与社会、经济、环境建设和发展相关联性,总量控制具有宏观性.区域污染物总量可纳入各级政府和相关部门行政首长政绩考核中.首次建立区域污染物总量控制考核指标体系水平等级的评定模式和动态管理的应用技术.该成果不仅为城乡可持续发展奠定了基础,也为区域实现污染物总量控制动态化、规范化管理提供技术支撑和启示.  相似文献

入河排污口管理是控制污染物入河总量的重要手段,也是保护水资源、改善水环境的一项重要保障措施.进行国内外入河排污口管理经验的对比,有利于完善中国的入河排污口管理制度,探索更加有效的污染物入河总量控制方法,以促进环境、经济和社会的协调发展.对比研究发现,中国入河排污口管理存在多龙治水现象,管理信息正逐步走向公开,管理以行政手段为主,监督管理成本较高,入河排污口监测体系还不完善,且侧重于排污口设置的初始管理;而美国等西方国家的管理部门较为单一,管理信息公开完全,管理以经济手段为主,监督管理的成本低,管理目标相对容易实现,还建立了较健全的监测体系,并着重实施全过程管理.最后,针对中国入河排污口管理中存在的问题,提出了打破部门分割,实施第三方监测;加强入河排污口监测能力建设和违规排污的处罚力度;加强信息公开,鼓励公众参与;建立区域间富有弹性的入河污染物总量控制制度等建议.  相似文献

The results from the regional air quality analysis for the Four Corners Study are discussed in this paper. This study was one of five regional studies conducted for the National Commission on Air Quality. Potential regional air quality impacts were evaluated through the year 1995 for alternative energy scenarios under current and alternative regulatory policies. The alternative regulatory policies include emission fees, technology standards, emission ceilings, and prevention of significant deterioration class elimination. The alternatives were compared in terms of their impacts on regional visibility and on the ambient concentrations of SO2, SO4, and primary fine particulates. The fate of the pollutants was estimated. The alternative regulatory policies were quite different with respect to their control of SOX emissions and their impacts on regional visibility. Sources located outside of the study region were estimated to have a major impact on regional air quality within the study region.  相似文献

A general procedure has been described that can be followed for estimating the cost of reducing air pollution emissions within a metropolitan region. The six step procedure examines emission inventories, regional trends, control trends, alternate control schemes, control costs, and optimum cost-effectiveness. The procedure is illustrated for one emission source in the Delaware Valley. By application of “feasible controls,” automobile emissions were shown to be reduced from 4.5 billion pounds per year in the Region during 1968 to 1.5 billion pounds in the year 2000. Annual control costs during the same period will increase from $30 million to over $300 million per year. This represents a cost increase from $15 per registered vehicle in 1968 to about $58 per vehicle per year in 2000. A method was illustrated for determining minimum cost to achieve any desired degree of emission reduction where alternate feasible control schemes are available. This method is especially useful where the allocation of scarce resources is involved. The general procedure is applicable to any number of pollutants and emission sources, and may be useful for calculations in any metropolitan area. The objectives of the present study are to apply this method to other sources within the Delaware Valley and to determine total regional costs for various levels of emission reduction. The intercontinental transport of aerosols and photochemical oxidants from Asia is a crucial issue for air quality concerns in countries downwind of the significant emissions and concentrations of pollutants occurring in this important region of the world. Since the lifetimes of some important pollutants are long enough to be transported over long distance in the troposphere, regional control strategies for air pollution in downwind countries might be ineffective without considering the effects of long-range transport of pollutants from Asia. Field campaigns provide strong evidence for the intercontinental transport of Asian pollutants. They, together with ground-based observations and model simulations, show that the air quality over parts of North America is being affected by the pollutants transported from Asia. This paper examines the current understanding of the intercontinental transport of gases and aerosols from Asia and resulting effects on air quality, and on the regional and global climate system.  相似文献

Research on the terrestrial carbon cycle is an important component in the study of global change. Soil organic carbon, as the main part of the terrestrial carbon reservoir, plays an important role in the Earth's carbon cycle. To accurately estimate soil organic carbon storage, its composition and dynamic change must be determined. This presents a challenge to research on the soil carbon cycle, especially in China where the nationwide soil organic carbon reservoir largely remains unknown. This paper reports a research project that attempts to estimate the nationwide soil organic carbon reservoir. Data from 2473 soil profiles from the second national soil survey were collected and GIS technology was employed to quantify the national soil carbon reservoir. The analytical results show that the total amount of soil organic carbon is about 92.4 Pg (Pg = 10(15) g) and that the average carbon density is about 10.53 kg C m(-2). The spatial distribution of soil organic carbon was also analyzed and mapped. This study presents basic data and an analysis method for carbon-cycle studies and also provides scientific support for policy-making efforts to control CO2 emissions in China.  相似文献

Based on a systematic review of 17 recent substance flow analyses of phosphorus (P) at the regional and country scales, this study presents an assessment of the magnitude of anthropogenic P storage in the agricultural production and the waste management systems to identify the potential for minimizing unnecessary P storage to reduce the input of P as mineral fertilizer and the loss of P. The assessment indicates that in case of all (6) P flow analyses at the regional scale, the combined mass of annual P storage in the agricultural production and the waste management systems is greater than 50 % of the mass of annual P inflow as mineral fertilizer in the agricultural production system, while this is close to or more than 100 % in case of half of these analyses. At the country scale, in case of the majority (7 out of 11) of analyses, the combined mass of annual P storage in the agricultural production and the waste management systems has been found to be roughly equivalent or greater than 100 % of the mass of annual P inflow as mineral fertilizer in the agricultural production system, while it ranged from 30 to 60 % in the remaining analyses. A simple scenario analysis has revealed that the annual storage of P in this manner over 100 years could result in the accumulation of a massive amount of P in the agricultural production and the waste management systems at both the regional and country scales. This study suggests that sustainable P management initiatives at the regional and country scales should put more emphasis on minimizing unwanted P storage in the agricultural production and the waste management systems.  相似文献

Recently, certain polybrominated diphenyl ethers (PBDEs) have been listed as persistent organic pollutants (POPs) in the Stockholm Convention. In this study, a preliminary material and substance flow analysis of commercial pentabromodiphenyl ether (c-PentaBDE) was conducted for motor vehicles—a major use sector for POP-PBDE in polyurethane (PUR) foam—for Nigeria. The methodology of the Stockholm Convention PBDE inventory guidance was used for the calculation of c-PentaBDE. Material/substance flow analysis was conducted applying the STAN software. The time frame for this analysis was 1980–2010, considering that this was the period when POP-PBDE-containing vehicles were largely imported into Nigeria.It is estimated that the approximately 19 million passenger cars imported from 1980 to 2010 contained ca. 270 t of POP-PBDEs in ca. 401,000 t of PUR foam. A major share of cars from the USA and only a small share of cars from Europe and Asia were impacted. This simplified material and substance flow of PUR foams and POP-PBDEs in motor vehicles demonstrated the potential for environmental/human contamination and pollution of recycling/reuse for Nigeria and other developing countries.The study developed the first preliminary inventory of end-of-life vehicles for Nigeria, following which the environment ministry has taken up the important issue of end-of-life vehicles management. Considering that a range of other pollutants are contained in vehicles (e.g. heavy metals, flame retardants, PCBs, chlorofluorocarbons, hydrofluorocarbons and waste oil), this initiated activity should finally lead to an integrated management of pollutants and resources from the transport sector.  相似文献

This study focuses on synoptic-scale transport of ozone as it affects Southern Ontario. This process has been analyzed for the summer in 2001, as an example period of a frequent event that usually occurs during summer in this region. The work was carried out using the mesoscale modeling system generation 5 (MM5)/sparse matrix operator kernel emission modeling system (SMOKE)/community multiscale air quality (CMAQ) regional air quality modeling system, together with observational data from monitoring stations located throughout the modeling domain. Other different analyses have been carried out to supply more information apart from that obtained by the modeling system. A back-trajectory cluster methodology was used to evaluate the magnitude of the effects studied and an analysis of wind direction and cloud cover revealed a significant correlation with ozone concentration (R2=0.5–0.6). Synoptic sea-surface level pressure (SLP) patterns were also analyzed to examine other meteorological aspects. The contribution of natural background ozone to the total amount within the region was compared with that from synoptic-scale transport. The influence of emission of pollutants from selected areas on ozone concentrations in Southern Ontario was also analyzed. As relevant results of these analyses, the model predicts that background ozone is the largest contribution to the ground-level ozone concentration during days in which low values were recorded. However, when smog episodes occurred, the model predicts that around 60% of the ozone formed by anthropogenic emissions of pollutants is due to releases from nearby US states.  相似文献

Subway systems are considered as main public transportation facility in developed countries. Time spent by people in indoors, such as underground spaces, subway stations, and indoor buildings, has gradually increased in the recent past. Especially, operators or old persons who stay in indoor environments more than 15 hr per day usually influenced a greater extent by indoor air pollutants. Hence, regulations on indoor air pollutants are needed to ensure good health of people. Therefore, in this study, a new cumulative calculation method for the estimation of total amounts of indoor air pollutants emitted inside the subway station is proposed by taking cumulative amounts of indoor air pollutants based on integration concept. Minimum concentration of individual air pollutants which naturally exist in indoor space is referred as base concentration of air pollutants and can be found from the data collected. After subtracting the value of base concentration from data point of each data set of indoor air pollutant, the primary quantity of emitted air pollutant is calculated. After integration is carried out with these values, adding the base concentration to the integration quantity gives the total amount of indoor air pollutant emitted. Moreover the values of new index for cumulative indoor air quality obtained for 1 day are calculated using the values of cumulative air quality index (CAI). Cumulative comprehensive indoor air quality index (CCIAI) is also proposed to compare the values of cumulative concentrations of indoor air pollutants. From the results, it is clear that the cumulative assessment approach of indoor air quality (IAQ) is useful for monitoring the values of total amounts of indoor air pollutants emitted, in case of exposure to indoor air pollutants for a long time. Also, the values of CCIAI are influenced more by the values of concentration of NO2, which is released due to the use of air conditioners and combustion of the fuel. The results obtained in this study confirm that the proposed method can be applied to monitor total amounts of indoor air pollutants emitted, inside apartments and hospitals as well. A new methodology for the calculation of cumulative amounts of indoor air pollutants based on integration concept is proposed. The results suggest that the cumulative assessment approach of IAQ is useful for monitoring the values of total amounts of indoor air pollutants, if indoor air pollutants accumulated for a long time, especially NO2 pollutants. The results obtained here confirm that the proposed method can be applied to monitor total amounts of indoor air pollutants emitted, inside apartments and hospitals as well.  相似文献
