The United Nations Sustainable Development Goals (UN SDGs) contain a set of 17 measures to foster sustainable development across many areas. It offers a good opportunity to reinvigorate sustainable development research for two main reasons. First, it comprises many areas of SD research, which have become mainstream thanks to the UN SDGs. Second, the fact that the UN and its member countries have committed to attaining SDGs by 2030 has added a sense of urgency to the need to perform quality research on SD on the one hand, and reiterates the need to use the results of this research on the other. Even though the basic concept of sustainability goes back many centuries, it has only recently appeared on the international political agenda. This is partly due to an awakening of the fact that the human ecological pressure on the planet is still much larger than what nature can renew or compensate for. Based on this state of affairs, this paper presents an outline of the process leading to the agreement on the UN SDGs, and looks at some of the ecological aspects as a result of continued pressure of human activities on natural resources. Furthermore, a set of research needs is proposed – also based holistically on updated research trends – discussing the degree of urgency of some measures and explaining why the UN SDGs need to be accorded greater priority in international sustainable development research efforts.  相似文献

Abstract:  There seems to be a worldwide lack of political will for conservation that leads, inevitably, to an undermining of conservation policy. This is a standard complaint but one that has received little academic attention. In an attempt to better understand the gap between conservation policy and practice, we examined conservation policies and practice as they have played out in the Great Himalayan National Park, Himachal Pradesh, India, over the past two decades. In particular we consider the park's experience within two larger contexts: (1) Himachal's current development orientation, which seeks to transform the state into the electrical powerhouse of the country by building over 300 medium and large power projects and (2) electoral politics that result in politician's support for villagers and others denied access to national parks and wildlife sanctuaries. Each of these factors works to undermine state conservation policies. Conservationists need to build political bridges with local communities if they are to use electoral power to work for rather than against conservation. Only such electoral power can be expected to force governments to adopt more cautious policies in advancing a particular development agenda. In the absence of strategic alignments in places such as Himachal Pradesh with strong democratic traditions, one must expect continued political support for potentially destructive megaprojects and an absence of political support for the conservation of biological diversity.  相似文献

While some previous research has critiqued accounting behaviour towards society and the environment, this paper points in a slightly different direction. With the aid of a chronological chart, it uses sustainability initiatives from the Canadian Institute of Chartered Accountants (CICA) to demonstrate the accounting profession's positive response to societal sustainability culture. Applying the cultural theories of Gray and Hofstede, it argues that society is responsible for alleged negative behaviour in accounting and that society hampers progress in sustainability accounting through political and corporate manoeuvrings. It asserts that, at least within the Canadian context, the more society embraces deeper green culture, the more accounting will transform towards sustainability values. It provides a future research agenda towards extenuating accounting criticisms. The paper suggests some policy implications for government and highlights that the power to condition and moderate accounting behaviour resides within society, governments and the laws of nations; it follows therefore that attaining any goals in sustainable development depends on the choice and commitment of governments and institutions.  相似文献

Some conservation prioritization methods are based on the assumption that conservation needs overwhelm current resources and not all species can be conserved; therefore, a conservation triage scheme (i.e., when the system is overwhelmed, species should be divided into three groups based on likelihood of survival, and efforts should be focused on those species in the group with the best survival prospects and reduced or denied to those in the group with no survival prospects and to those in the group not needing special efforts for their conservation) is necessary to guide resource allocation. We argue that this decision-making strategy is not appropriate because resources are not as limited as often assumed, and it is not evident that there are species that cannot be conserved. Small population size alone, for example, does not doom a species to extinction; plants, reptiles, birds, and mammals offer examples. Although resources dedicated to conserving all threatened species are insufficient at present, the world's economic resources are vast, and greater resources could be dedicated toward species conservation. The political framework for species conservation has improved, with initiatives such as the UN Sustainable Development Goals and other international agreements, funding mechanisms such as The Global Environment Facility, and the rise of many nongovernmental organizations with nimble, rapid-response small grants programs. For a prioritization system to allow no extinctions, zero extinctions must be an explicit goal of the system. Extinction is not inevitable, and should not be acceptable. A goal of no human-induced extinctions is imperative given the irreversibility of species loss.  相似文献

Abstract: We examined consensus-based management through the lens of the Colorado River Recovery Implementation Program, a consensus-based plan that attempts to develop the Colorado River's water while protecting its endangered fishes. Because this management model has been touted as a preferred substitute to government-imposed regulation, we analyzed the recovery implementation program to determine its strengths and weaknesses. By reviewing secondary information and interviewing members of the diverse groups involved in the program, we gathered detailed information about the program's history, implementation, and progress. Our investigation revealed that the recovery implementation program has allowed development of the Colorado River's water and incorporated more voices into the decision-making process. But the program circumvented federal authority over endangered species conservation, which has proved detrimental to the fishes. Furthermore, we learned that the consensus-based model is vulnerable to control by special-interests and may be driven by bureaucratic procedural goals rather than species recovery. To ameliorate these concerns, (1) program success should be judged by species recovery, rather than political achievements, (2) the federal government should retain the power of issuing statutory sanctions in the event of continued population decline, and (3) funding should be provided by an agency with a clear species-protection agenda to reduce the disproportionate power of utilitarian interest groups. By incorporating these recommendations, conservation programs can better realize the benefits of a consensus-based approach without sacrificing species recovery.  相似文献

One of the main goals in decision-making for sustainable development is to identify and choose the most sustainable option among different alternatives. This process usually involves a large number of stakeholders with multiple, often conflicting objectives. Facilitating and resolving such difficult decision situations can be complex, so that a more formal and systematic approach to decision-making may be necessary. This paper proposes an integrated multiple criteria decision-support framework specifically developed to provide a systematic, step-by-step guidance to decision-makers. The framework, which is suitable for both corporate and public policy-making in the context of sustainable development, comprises three steps: problem structuring, problem analysis and problem resolution. This paper concentrates on problem analysis and resolution, where decision-makers articulate their preferences for different decision criteria. A suitable Multiple Criteria Decision Analysis (MCDA) technique, such as multi-objective optimisation, goal programming, value-based and outranking approaches, is then used to model the preferences. These techniques are discussed here in some detail, to provide guidance on the choice of the most appropriate MCDA method. Based on the outcome of preference modelling, which estimates the overall 'value' of each alternative being considered, decision-makers can then choose the 'best' or most sustainable option. Such an integrated decision-support framework is useful for providing structure to the debate, ensuring dialogue among decision-makers and showing trade-offs between conflicting objectives. In this way, it may be possible to create shared understanding about the issues, generate a sense of common purpose and, often, resolve 'difficult' decision problems.  相似文献

Amid a growing global agenda, biodiversity conservation has embraced gender equity as a pillar of equitable and effective practice. Gender equity has become enshrined in the global environment and development agenda through global commitments, policy and funding. However, for various reasons, conservation biodiversity often takes a simplistic view of gender as synonymous with women or as a dualism between women and men. This narrow view risks promoting inequitable processes and ineffective outcomes. Deeper engagement with feminist theory, and feminist political ecology in particular, could help advance biodiversity conservation's approach to how gender is understood, framed and integrated. Engaging with lessons from feminist political ecology can help advance gender equity in conservation through attention to power dynamics, intersectionality, and subjectivity.  相似文献

Although evidence-based approaches have become commonplace for determining the success of conservation measures for the management of threatened taxa, there are no standard metrics for assessing progress in research or management. We developed 5 metrics to meet this need for threatened taxa and to quantify the need for further action and effective alleviation of threats. These metrics (research need, research achievement, management need, management achievement, and percent threat reduction) can be aggregated to examine trends for an individual taxon or for threats across multiple taxa. We tested the utility of these metrics by applying them to Australian threatened birds, which appears to be the first time that progress in research and management of threats has been assessed for all threatened taxa in a faunal group at a continental scale. Some research has been conducted on nearly three-quarters of known threats to taxa, and there is a clear understanding of how to alleviate nearly half of the threats with the highest impact. Some management has been attempted on nearly half the threats. Management outcomes ranged from successful trials to complete mitigation of the threat, including for one-third of high-impact threats. Progress in both research and management tended to be greater for taxa that were monitored or occurred on oceanic islands. Predation by cats had the highest potential threat score. However, there has been some success reducing the impact of cat predation, so climate change (particularly drought), now poses the greatest threat to Australian threatened birds. Our results demonstrate the potential for the proposed metrics to encapsulate the major trends in research and management of both threats and threatened taxa and provide a basis for international comparisons of evidence-based conservation science.  相似文献

This paper proposes a novel approach to measuring the progress of small island developing states (SIDS) towards sustainable development (SD) as set by the UN Sustainable Development Goals 2030. Currently, these goals do not provide adequate guidance on how countries might measure their progress towards sustainability. We use these goals and a subset of their targets to develop an index with concrete targets, through the use of pertinent sustainability indicators, that SIDS should aim to achieve a sustainable society. In addition to the three categorical pillars of SD (social, economic and environmental), we included the category Climate Change and Disaster Management (incorporating Disaster Risk Reduction). The basis of our decision is that the UN and the Intergovernmental Panel on Climate Change have both recognized the vulnerability of SIDS to both environmental hazards. Our index scores a total 70 individual indicators for the four categories to track the progress of a SIDS towards a sustainable society. Using the Caribbean nation, Republic of Trinidad and Tobago, as our SIDS case study, we report the average of the scores for each category to illustrate its progress towards sustainability. Overall Trinidad and Tobago is slowly progressing towards a more sustainably developed society. Our results show that the nation is only moderately successful regarding progress in three traditional pillars of SD, social, economic and environmental. However, Trinidad and Tobago scores poorly in the Climate Change and Disaster Management category and needs to improve in this area especially due to its vulnerability.  相似文献

We present a new explanation and empirical evidence showing that rural subsidies to large farmers tend to be associated with low land productivity and excessive deforestation. We develop a lobbying model where wealthy farmers trade bribes or political contributions to government politicians in exchange for subsidies; farmers are able to tilt the terms of the bargaining game with policy makers in their favor by pre-committing to an inefficient choice of semi-fixed inputs. Government proneness to accept political contributions or bribes and its willingness to provide subsidies cause farmers to adopt inefficient modes of production as a mechanism to capture such subsidies. Our predictions are consistent with stylized facts on land use in Latin America, and suggest that subsidy schemes have been counterproductive—distorting and constraining development, and triggering excessive depletion of natural resources. We validate some of the predictions of the model through econometric analyses using a new data set for nine countries in Latin America.  相似文献

SUMMARY

Sustainable indicators have become popular tools by which policymakers can assess progress towards a more sustainable agriculture. Varying approaches to defining sustainability lead to disagreement about the value of indicators and yet some form of measurement is required so that society can judge the effects of policy. Environmental and social problems and their causes span national boundaries. An international framework for assessing agricultural activities, their effects and the pressures that drive those activities is therefore required. However, a guiding principle of the UN Agenda for Sustainable Development is that global problems require local action. Thus, indicators must provide information for policymakers as well as guidance for farmers and other practitioners. Many indicator programmes currently proposed do not provide this level of guidance as no evaluation as to what level of activity is sustainable has been agreed. A model is presented, to show how scientific and political or participatory approaches may be combined to meet the multiple objectives of involving people, maintaining scientific integrity and providing guidance for policymakers and practitioners alike.  相似文献

Summary Females of the damselfly Calopteryx maculata (de Beauvois) initially choose the larger of a pair of adjacent oviposition sites, about 70% of the time (Table 1), or whichever of two equal sized sites had other ovipositing females on it (about 88% of the time-Table 2). These criteria for initial choice between a pair of sites also interact. Incoming females generally (57 to 74% of the time-Table 3) joined others on the small site rather than ovipositing alone at the adjacent, bigger site. When pairs of large and small sites were replicated across eight locations, there were nonsignificant trends towards greater utilization (eggs laid) of the larger of a pair of oviposition sites within locations (Table 4). The lack of agreement between initial choice and utilization shows that other factors besides size are important in the choice and use of oviposition sites. These include disturbance by males, the presence of other females and choice criteria that can only be assessed during oviposition. When all sites at the eight locations were equal in size, there was considerable day to day and location to location variation in eggs laid (Fig. 1). Viewed over periods of several days, some sites are obviously less attractive than others in terms of cumulative numbers of eggs laid at them. When the amount of vegetation was varied among locations, those with the bigger oviposition sites were used more often, somtimes significantly so, but there were also significant reversals (small sites used more often) (Table 5, Fig. 1). Thus, there is no simple effect of size on the utilization of oviposition sites by Calopteryx maculata females, despite a clear tendency for females to make initial choices based on this criterion. The considerable among and within location variation in number of eggs laid may reflect additional choice criteria or the interaction of size, the presence of other females, disturbance, and location.  相似文献

This paper explores the economics and politics of the siting of noxious facilities. In the base case, facilities are sited by markets, subject to majority agreement in the host jurisdiction. By contrast with the existing market siting literature-which assumes that all the disamenities of a facility will be contained in the host jurisdiction and fully reflected in the jurisdiction′s willingness to accept-here facilities impose disamenities on individuals as a function of distance, and the process of majority agreement is explicitly modeled. The principal finding is that when voters are uniformly distributed within a jurisdiction, an individual who is median distance from a facility suffers less than average (mean) disamenity. Therefore a majority would be willing to serve as facility host for a price (host fee) that is strictly less than the aggregate disamenity that the facility imposes on the jurisdiction. Further, by threatening the equilibrium host with a site just across its border, a firm can induce majority acceptance of a nontrivial facility at zero host fee. Even when this threat site strategy is infeasible, though, market-determined host fees will not signal efficient sites. Thus, markets will produce an excessive number of noxious facilities and place them in the wrong sites. These results are robust to alternative specifications of bargaining power and market structure. If, however, host majority agreement is subject to the veto of a higher jurisdiction-e.g., in response to cries of "NIMBY"-then efficiency may be either improved or reduced.  相似文献

Forecasting the temporal trend of a focal species, its range expansion or retraction, provides crucial information regarding population viability. To this end, we require the accumulation of temporal records which is evidently time consuming. Progress in spatial data capturing has enabled rapid and accurate assessment of species distribution across large scales. Therefore, it would be appealing to infer the temporal trends of populations from the spatial structure of their distributions. Based on a combination of models from the fields of range dynamics, occupancy scaling and spatial autocorrelation, here I present a model for forecasting the population trend solely from its spatial distribution. Numerical tests using cellular automata confirm a positive correlation, as inferred from the model, between the temporal change in species range sizes and the exponent of the power-law scaling pattern of occupancy. The model is thus recommended for rapid estimation of species range dynamics from a single snapshot of its current distribution. Further applications in biodiversity conservation could provide a swift risk assessment, especially, for endangered and invasive species.  相似文献

The aim of this study is to explain the occurrence of food sharing across primates. Defined as the unresisted transfer of food, evolutionary hypotheses have to explain why possessors should relinquish food rather than keep it. While sharing with offspring can be explained by kin selection, explanations for sharing among unrelated adults are more controversial. Here we test the hypothesis that sharing occurs with social partners that have leverage over food possessors due to the opportunity for partner choice in other contexts. Thus, we predict that possessors should relinquish food to potential mates or allies, who could provide or withhold matings or coalitionary support in the future. We used phylogenetic analyses based on both maximum likelihood and Bayesian approaches in a sample of 68 primate species to test these predictions. The analyses strongly indicate that (1) sharing with offspring is predicted by the relative processing difficulty of the diet, as measured by the degree of extractive foraging, but not overall diet quality, (2) food sharing among adults only evolved in species already sharing with offspring, regardless of diet, and (3) male–female sharing co-evolved with the opportunity for female mate choice and sharing within the sexes with coalition formation. These results provide comparative support for the hypothesis that sharing is “traded” for matings and coalitionary support in the sense that these services are statistically associated and can thus be selected for. Based on this, we predict that sharing should occur in any species with opportunities for partner choice.  相似文献

The term conservation technology is applied widely and loosely to any technology connected to conservation. This overly broad understanding can lead to confusion around the actual mechanisms of conservation in a technological system, which can result in neglect and underdevelopment of the human dimensions of conservation technology. Ultimately, this hinders its effectiveness as technological fixes for conservation problems. Through a process of concept mapping based on key case studies and literature, I devised precise definitions of marine conservation technology and technological marine conservation system. Concerns about the use of marine conservation technologies included unintended consequences, halfway technologies that address the symptoms but not the causes of problems, and misguided techno-optimism (i.e., technology is a panacea that can solve any problem). Technology and technological systems can have power, politics, and culture, and these characteristics can influence the contextual fit of a technology, requiring that technology be thoughtfully created or adapted to the circumstances in which it will be used. Power, politics, and culture inherent in technology can also influence the distribution of conservation risks and benefits and potentially widen gaps in wealth, privilege, opportunities, and justice. Addressing these concerns can potentially be achieved through the better integration of social sciences in marine conservation technology and technological marine conservation system design and development and the application of the social-ecological-technological systems framework. This framework melds key concepts from the socioecological systems framework and science and technology studies. It recognizes as and elevates technology to be a central actor that can shape societies and the natural world. Such a framework incorporates broader understanding, so that the values and concerns of society are more effectively addressed in the creation and implementation of marine conservation technologies and technological marine conservation systems.  相似文献
