Small-scale fisheries are important in Laos, where rural people heavily depend upon Mekong River and tributary fish stocks for their livelihoods. Increasing pressures from human exploitation and habitat disturbance, however, have raised serious concerns about the potential depletion of various species. This has led to the establishment of large numbers of Fish Conservation Zones (FCZs) or “no-take” fish sanctuaries in southern Laos based on a “community-based fisheries co-management” framework. This study uses the local ecological knowledge (LEK) of fishers to assess the effectiveness of village-managed FCZs in enhancing fish stocks in the mainstream Mekong River in Khong District, Champasak Province. Focus group interviews about species that are believed to have benefited from different FCZs are compared with parameters such as FCZ area, age, depth, localized gradient, water velocity, and the presence of wetland forests nearby. The results suggest that no one aspect is likely to account for variations in fish stocks; rather, it is the interaction between numerous factors that has the largest impact. Secondly, the results indicate that microhabitat diversity and protection are critical for maintaining and enhancing Mekong fisheries. Deep-water pools are particularly important as dry season refuges for many fish species, and FCZ depth may be the single most important environmental factor affecting the success of FCZs in the Mekong River. FCZs have the most potential to benefit relatively sedentary species, but may also benefit highly migratory species, given the right conditions. This study shows that integrated approaches to stock assessment that employ LEK and scientific fisheries management have considerable potential for improving Mekong capture-fisheries management.  相似文献

We applied the adaptive management approach to analyze the demand and feasibility of adaptive management of fish stocks in a large regulated lake, Oulujärvi, in northern Finland. The process consisted of four phases: (1) analysis of the current state of the fisheries system (fishers, related markets and industry, fisheries researches and authorities, related organizations, etc.); (2) analysis of the objectives of different stakeholders; (3) the composition of alternative management strategies and assessment of their impacts; and (4) recommendations for future management. We used catch statistics from the period 1973–1995 to analyze fish stocks and fishing. Fish species involved were brown trout (Salmo trutta L.), whitefish [Coregonus lavaretus (L.) sl.], vendace (Coregonus albula L.); and pikeperch (Stizostedion lucioperca L.). Questionnaires and interviews were applied to ascertain the opinions of different groups of fishermen. Several models and cost–benefit analysis were used to assess the ecological, economic, and social impacts of three alternative management strategies. The results emphasize that when determining stocking levels and fishing regulations, the system should be considered as a whole, and impacts on major fish species and different groups of fishermen should be assessed. The stocking policy and fishing regulations should also be flexible to accommodate changing biotic and societal conditions. The key questions in applying the adaptive management process in Oulujärvi fisheries are how to determine clear objectives for fisheries management, find a fisheries management structure that provides workable interactions between different stakeholders, and arrange cost-effective monitoring. The lessons learned from the Oulujärvi experience and recommendations for fisheries management are relevant to other lakes with conflicting objectives of different stakeholders.  相似文献

Tropical fisheries, which are considered multi-species, may show selectiveness. We analyzed the degree of selectivity of fish catches in 46 sites along the Amazon basin through the percentage of biomass corresponding to the most caught fish species. Amazonian fisheries were considered moderately selective, as 54% of the sites directed more than a quarter of fishing effort to one fish species and in 87% of the sites more than half the fishing effort was directed to five fish species. Commercial fisheries were more selective than subsistence fisheries. Eleven fish species (nine of them migratory) have received more fishing pressure in the studied Amazonian regions and the catch composition differed among regions. We thus recommend that fisheries management in the Amazon basin should distribute fishing effort among more fish species; incorporate the particularities of commercial and subsistence fisheries; evaluate fishing effects on ecosystem services; and consider the biological characteristics of preferred fish.  相似文献

The Gulf of California Biosphere Reserve (UGC&CRDBR) is a Marine Protected Area that was established in 1993 with the aim of preserving biodiversity and remediating environmental impacts. Because remaining vigilant is hard and because regulatory measures are difficult to enforce, harvesting has been allowed to diminish poaching. Useful management strategies have not been implemented, however, and conflicts remain between conservation legislation and the fisheries. We developed a transdisciplinary methodological scheme (pressure-state-response, loop analysis, and Geographic Information System) that includes both protected species and fisheries modeled together in a spatially represented marine ecosystem. We analyzed the response of this marine ecosystem supposing that conservation strategies were successful and that the abundance of protected species had increased. The final aim of this study was to identify ecosystem-level management alternatives capable of diminishing the conflict between conservation measures and fisheries. This methodological integration aimed to understand the functioning of the UGC&CRDBR community as well as to identify implications of conservation strategies such as the recovery of protected species. Our results suggest research hypotheses related to key species that should be protected within the ecosystem, and they point out the importance of considering spatial management strategies. Counterintuitive findings underline the importance of understanding how the community responds to disturbances and the effect of indirect pathways on the abundance of ecosystem constituents. Insights from this research are valuable in defining policies in marine reserves where fisheries and protected species coexist.  相似文献

Changes in land use can potentially reduce the quality of fish habitat and affect the economic value of commercial and sport fisheries that rely on the affected stocks. Parks and protected areas that restrict land-use activities provide benefits, such as ecosystem services, in addition to recreation and preservation of wildlife. Placing values on these other benefits of protected areas poses a major challenge for land-use planning. In this paper, we present a framework for valuing benefits for fisheries from protecting areas from degradation, using the example of the Strait of Georgia coho salmon fishery in southern British Columbia, Canada. Our study improves upon previous methods used to value fish habitat in two major respects. First, we use a bioeconomic model of the coho fishery to derive estimates of value that are consistent with economic theory. Second, we estimate the value of changing the quality of fish habitat by using empirical analyses to link fish population dynamics with indices of land use in surrounding watersheds. In our example, we estimated that the value of protecting habitat ecosystem services is C$0.93 to C$2.63 per ha of drainage basin or about C$1322 to C$7010 per km of salmon stream length (C$1.00=US$0.71). Sensitivity analyses suggest that these values are relatively robust to different assumptions, and if anything, are likely to be minimum estimates. Thus, when comparing alternative uses of land, managers should consider ecosystem services from maintaining habitat for productive fish populations along with other benefits of protected areas.  相似文献

It is accepted that if fisheries resources are to remain renewable and able to sustain livelihoods, appropriate management practices must be implemented. Even while fisheries management grapples to resolve single-species issues, the biological and economic interactions among species mandate that to be effective, management techniques must be based on more interactive and aggregate-level analyses. In order to implement these techniques, the actual links, and the potential impact of these links, among the fisheries must be established. Vector autoregression (VAR) analysis has the potential to play an increasingly important role in ecosystem modelling for fisheries management. This study uses VAR analysis to demonstrate the quantitative impact of certain ecosystem changes on the productivity of the carite, honey shrimp and croaker fisheries of the Gulf of Paria, Trinidad, in the particular context of the ecosystem dynamics of trophic linkages, bycatch and multispecies fisheries. Four VAR models are constructed to investigate the extent to which these factors affect the production of the selected fisheries, and to evaluate the management implications of these linkages. The empirical analysis is further evidence that, if sustainable management of fishery resources is to be achieved, management practices based on more multi-species, ecosystem approaches must replace the traditional, single-species management techniques.  相似文献

ABSTRACT

High seas fisheries remain one of the least transparent global production practices. Distance from shore, coupled with the highly mobile nature of fish stocks, has put attention on new monitoring, control and surveillance technologies to collect spatially referenced data on the location of fishing vessels, gears and even fish stocks and eradicate illegal, unreported and unregulated fishing activity. Faced with their nascent implementation, research is yet to address how these technologies are reconfiguring the roles and responsibilities of public and private actors involved in fisheries management, including who collects and controls fisheries related information. In this paper, we compare three monitoring, control and surveillance technologies that are gaining traction in fisheries; the use of private fish attraction devices in oceanic tuna fisheries, unmanned public drones for marine surveillance and global satellite monitoring of fishing vessels. In doing so, we question how different configurations of actors are structuring flows of information and with what effect on sustainability performance of high seas fisheries. We also explore how these technologies configure new (and imagined) geographies of high seas fisheries which challenge existing modes of fisheries management.  相似文献

Ecotourism can incentivize social and environmental benefits through marine conservation, in parallel with efforts to better manage fisheries, coastal development, and other human pressures. In Mexico's Gulf of California and Baja California Peninsula (GCBP), marine ecosystems support tourism activities in many communities, but to date there have been no region-wide studies to estimate their benefits or identify key species. Based on data collected in this study, each year nature-based marine tourism in the GCBP results in 896,000 visits, US$518 million in expenditures and at least 3,575 direct jobs from formal operations. In interviews with operators, over 40 species groups were named as important; sea lions, whale sharks, whales, and marlin were the highest ranked, highlighting the importance of ecosystem-wide health for nature-based tourism sustainability. Local employment and the ability to make economic and conservation goals compatible were noted by operators as significant opportunities provided by nature-based marine tourism; challenges included pollution and declines in ecosystem health, a lack of infrastructure, poor resource management policies, and high operating costs. As nature-based marine tourism expands, a wider transition to true ecotourism, a focus on equitable benefits and collaboration between stakeholders and a cross-scale and ecosystem approach to management will be vital for achieving potential sustainable social, ecological and economic benefits.  相似文献

Everglades restoration is dependent on constructed wetlands to treat agricultural phosphorus (P)-enriched runoff prior to delivery to the Everglades. Over the last 5 years, P concentrations delivered to the northern boundary of Everglades National Park (Park) have remained higher than the 8 μg L?1-target identified to be protective of flora and fauna. Historically, Everglades hydrology was driven by rainfall that would then sheetflow through the system. The system is now divided into a number of large impoundments. We use sodium-to-calcium ratios as a water source discriminator to assess the influence of management and environmental conditions to understand why P concentrations in Park inflows remain higher than that of the target. Runoff from Water Conservation Area 3A (Area 3A) and canal water from areas north of Area 3A are two major sources of water to the Park, and both have distinct Na:Ca ratios. The P concentrations of Park inflows have decreased since the 1980s, and from June 1994 through May 2000, concentrations were the lowest when Area 3A water depths were the deepest. Area 3A depths declined following this period and P concentrations subsequently increased. Further, some water sources for the Park are not treated and are impeding concentration reductions. Promoting sheetflow over channelized flow and treating untreated water sources can work in conjunction with constructed wetlands to further reduce nutrient loading to the sensitive Everglades ecosystem.  相似文献

Overexploitation of fish stocks causes concern not only to fisheries managers and conservation biologists, but also engages seafood consumers; more integrated product perspectives would be useful. This could be provided by life cycle assessment (LCA); however, further complements of present LCA methodology are needed to assess seafood production, one being by-catch impacts. We studied the scientific rationale behind using the IUCN Red List of Threatened Species? for assessment of impacts relating to fish species’ vulnerability. For this purpose, the current Red List status of marine fish in Sweden was compared to the advice given in fisheries as well as key life history traits known to indicate sensitivity to high fishing pressure. Further, we quantified the amount of threatened fish (vulnerable, endangered, or critically endangered) that was discarded in demersal trawl fisheries on the Swedish west coast. The results showed that not only did the national Red List of marine fish have a high consistency with advice given in fisheries and indices of vulnerability, the different fishing practices studied were also found to have vastly different amounts of threatened fish discarded per kilo landing. The suggested approach is therefore promising as a carrier of aggregated information on the extent to which seafood production interferes with conservation priorities, in particular for species lacking adequate stock assessment. To enable extensive product comparisons, it is important to increase coverage of fish species by the global IUCN Red List, and to reconsider the appropriate assessment unit (species or stocks) in order to avoid false alarms.  相似文献

/ Three large rivers in northern Finland, the Kemijoki, Iijoki, and Oulujoki rivers, were dammed for hydropower generation in the 1940s-1960s. Due to differences in environmental conditions, these impoundments require detailed study to produce guidelines for fisheries management.Water quality, hydrology, vegetation, and geomorphology data of 16 impoundments were gathered. Shoreline land-use data were derived from maps, and fish assemblage data were collected by exploratory fishing and from the annual fishery statistics. The relations among environmental variables were studied, and a classification of the impoundments was developed by hierarchical cluster analysis. Consequently, three impoundment groups with different environmental characteristics were formed. Significant differences among impoundment groups were also detected in fish yield. We conclude that the variation in environmental conditions, together with differences in fish communities in the impoundments were important enough to justify the claim that impoundments of different types require different management strategies. Worldwide there is a declining trend in natural fish catch (FAO, The state of world fisheries and aquaculture. , 2002) and Bangladesh is no exception. The vast inland fisheries of Bangladesh have been declining over the years, largely a result of human alteration of the aquatic habitats arising from human interventions in the floodplain systems such as the establishment of water control structures which favor agricultural production but reduce fish habitats. It can be assumed that conventional management measures are not adequate to conserve natural fisheries and exploring alternative knowledge systems to complement existing management is warranted. This paper focuses on local ecological knowledge and several other local practices held by fishers engaging directly with floodplain ecosystems. These knowledge systems and practices may be valuable tools for understanding ecosystems processes and related changes and developing local level responses to avert negative consequences of such changes. This may help in devising alternatives to ecosystem management and the conservation of floodplain fish habitats of Bangladesh and elsewhere in the world. This study was conducted in a natural depression (locally called beel) and its surrounding floodplain system located in north central Bangladesh which has become highly degraded. The results of the study indicate that the fishers and local users of the floodplain ecosystems are rich in local ecological knowledge concerning the hydrology of the floodplains and small lakes, the habitat preferences of fish, the role of agricultural crops on fish habitats, and the impact of habitat human interventions in aquatic ecosystems. Given the apparent inadequacy of the present management regime, this article argues for an inclusion of local knowledge and practices into habitat management as a more holistic approach to floodplain habitat restoration and conservation that encourages multi-level cooperation and which builds on diversified knowledge systems.  相似文献

Rapid growth in marine sand mining for construction and other uses poses environmental challenges to coastal nations virtually worldwide. Yet the development of management policies, such as a system of fees imposed on operators for damage caused by mining, has been frustrated by a lack of studies to support such measures. Adapting a Beverton-Holt bioeconomic model, this paper attempts to contribute to the estimation of external costs to commercial fisheries due to marine mining. Using the major mining area of Ongjin in Korea as a case study, we estimate economic losses in use value of commercial fisheries through the time to recovery of the injured resource stocks. Present value of lost catch over a 1-year period from mining to resource recovery is estimated at $38,851 for a single “prototype” mining site. Estimated cumulative damages due to recurring mining for 5 and 10 years are $1.5 million and $2.2 million, respectively, at 20 mining sites. Sensitivity analyses are used to examine the effects of alternative assumptions to assess the many sources of uncertainty. Using a form of meta-analysis, dose-response information is used to assess the excess mortality the mining sediment plume has on eggs and larvae and, ultimately, on the value of lost catch ($841). Also addressed is the importance of specifying the appropriate “premining” conditions against which to assess environmental losses at the mining site. Damages estimated with premining fish populations are $23,066 higher than is the case using postmining conditions. Overall, the illustrative results suggest the variety of complex conditions which influence damage to fisheries from mining and which can benefit from further study to improve management guidelines. Increased efforts to analyze the human dimensions of anglers are necessary to improve freshwater fisheries management. This paper is a comparative analysis of urban and rural anglers living in a metropolis, based on n = 1061 anglers responding to a mail survey in the German capital of Berlin. More than two thirds of the anglers (71%) had spent most (>50%) of their effort outside the city borders of Berlin and thus were categorized as rural anglers. Compared to the rural anglers, urban anglers (50% of total effort spent inside the city) were younger and less educated. Urban anglers were more avid and committed, less mobile, and more frequently fished from boats and during weekdays. Rural anglers were more experienced, fished for longer times per trip, fished more often at weekends and on holidays, were more often members of angling clubs, and more frequently caught higher valued fish species. The achievement and fish quantity aspects of the angling experience were more important for urban than for rural anglers. Concerning management options, urban anglers more frequently suggested constraining other stakeholders and reducing regulations, whereas rural anglers more often proposed improving physical access to angling sites. Future urban fishing programs should offer ease of access, connection to public transportation, moderate prices, and diverse piscivorous fish stocks. In contrast to rural fisheries, the provision of high ecological and aesthetical quality of the angling waters can be regarded as of minor importance in urban fisheries. Rural fisheries managers need to consider the needs of stakeholders living in Berlin to minimize impacts on the less degraded rural water bodies and potential user conflicts with resident anglers. Securing sustainable livelihood conditions and reducing the risk of outmigration in savanna ecosystems hosted in the tropical semiarid regions is of fundamental importance for the future of humanity in general. Although precipitation in tropical drylands, or savannas, is generally more significant than one might expect, these regions are subject to considerable rainfall variability which causes frequent periods of water deficiency. This paper addresses the twin problems of “drought and desertification” from a water perspective, focusing on the soil moisture (green water) and plant water uptake deficiencies. It makes a clear distinction between long‐term climate change, meteorological drought, and agricultural droughts and dry spells caused by rainfall variability and land degradation. It then formulates recommendations to better cope with and to build resilience to droughts and dry spells. Coping with desertification requires a new conceptual framework based on green‐blue water resources to identify hydrological opportunities in a sea of constraints. This paper proposes an integrated land/water approach to desertification where ecosystem management supports agricultural development to build social‐ecological resilience to droughts and dry spells. This approach is based on the premise that to combat desertification, focus should shift from reducing trends of land degradation in agricultural systems to water resource management in savannas and to landscape‐wide ecosystem management.  相似文献

We examined concentrations and sulfur isotopic ratios (34S/32S, expressed as delta34S in parts per thousand [/1000] units) of sulfate in surface water, ground water, and rain water from sites throughout the northern Everglades to establish the sources of sulfur to the ecosystem. The geochemistry of sulfur is of particular interest in the Everglades because of its link, through processes mediated by sulfate-reducing bacteria, to the production of toxic methylmercury in this wetland ecosystem. Methylmercury, a neurotoxin that is bioaccumulated, has been found in high concentrations in freshwater fish from the Everglades, and poses a potential threat to fish-eating wildlife and to human health through fish consumption. Results show that surface water in large portions of the Everglades is heavily contaminated with sulfate, with the highest concentrations observed in canals and marsh areas receiving canal discharge. Spatial patterns in the range of concentrations and delta34S values of sulfate in surface water indicate that the major source of sulfate in sulfur-contaminated marshes is water from canals draining the Everglades Agricultural Area. Shallow ground water underlying the Everglades and rain water samples had much lower sulfate concentrations and delta34S values distinct from those found in surface water. The delta34S results implicate agricultural fertilizer as a major contributor to the sulfate contaminating the Everglades, but ground water under the Everglades Agricultural Area (EAA) may also be a contributing source. The contamination of the northern Everglades with sulfate from canal discharge may be a key factor in controlling the distribution and extent of methylmercury production in the Everglades.  相似文献

Marine protected areas (MPAs) are one tool that can be used in the comprehensive management of human activities in areas of the ocean. Although researchers have supported using MPAs as an ecosystem management tool, scientific research on MPAs in areas other than fisheries and fisheries management is limited. This paper presents a model for designing marine protected areas that protect important components of the ecosystem while minimizing economic impacts on local communities. This model combines conservation principles derived specifically for the marine environment with economic impact assessment. This integrated model allows for consideration of both fishery and non-fishery resources and activities such as shipping and recreational boating. An illustration of the model is presented that estimates the total economic impacts on Massachusetts' coastal counties of restricting fishing and shipping at certain sites in an area in the southern Gulf of Maine. The results suggest that the economic impacts on the region would differ according to the site in which shipping and fishing were restricted. Restricting activities in certain sites may have considerable impacts on local communities. The use of the model for evaluating and comparing potential MPA sites is illustrated through an evaluation of three different policy scenarios. The scenarios demonstrate how the model could be used to achieve different goals for managing resources in the region: protecting important components of the ecosystem, minimizing economic impacts on the local region, or a combination of the two.  相似文献

We evaluate a proposal to double sockeye salmon production from the Fraser River and conclude that significant changes will be required to current management processes, particularly the way available catch is allocated, if the plan is to be consistent with five major principles embodied in the concept of sustainable development. Doubling sockeye salmon production will not, in itself, increase economic equity either regionally or globally. Developing nations may actually be hindered in their attempts to institute other, nonsalmon fisheries in the North Pacific Ocean as a result of the possible interception of salmon. Further, other users of the Fraser River basin will have to forgo opportunities so that salmon habitat can be conserved. If doubling sockeye salmon production is to meet the goal of doing more with less, it will be necessary to develop more efficient technologies to harvest the fish. If increasing salmon production is to reflect the integration of environmental and economic decision making at the highest level, then a serious attempt must be made to incorporate environmental assets into national economic accounting. Finally, to promote biodiversity and cultural self-sufficiency within the Fraser River basin, it will be important to safeguard the small, less-productive salmon stocks as well as the large ones and to allocate a substantial portion of the increased production to the Native Indian community.  相似文献

The problems posed by adaptive management for improved ecosystem health are reviewed. Other kinds of science-informed ecosystem management are needed for those regions of conflict between rapid human population growth, increased resource extraction, and the rising demand for better environmental amenities, where large-scale experiments are not feasible. One new framework is threshold-based resource management. Threshold-based resource management guides management choices among four major science and engineering approaches to achieve healthier ecosystems: self-sustaining ecosystem management, adaptive management, case-by-case resource management, and high-reliability management. As resource conflicts increase over a landscape (i.e., as the ecosystems in the landscape move through different thresholds), management options change for the environmental decision-maker in terms of what can and cannot be attained by way of ecosystem health. The major policy and management implication of the framework is that the exclusive use or recommendation of any one management regime, be it self-sustaining, adaptive, case-by-case, or high-reliability management, across all categories of ecosystems within a heterogeneous landscape that is variably populated and extractively used is not only inappropriate, it is fatal to the goals of improved ecosystem health. The article concludes with detailed proposals for environmental decision-makers to undertake “bandwidth management” in ways that blend the best of adaptive management and high-reliability management for improved ecosystem health while at the same time maintaining highly reliable flows of ecosystem services, such as water.  相似文献

Abstract:  This article reports on a survey of ranch owners in high amenity areas in southwestern Montana that have experienced marked ownership change over the last two decades. Specifically, we focus on findings from a set of questions targeting water resource and riparian area management. After reviewing the results, we consider how new owners may be managing water resources differently than longtime owners and what the ecological implications of this shift in management might be for Montana’s prized wild fisheries. Uses more closely associated with new owners than with longtime owners include water reallocation to instream uses, aquatic and riparian ecosystem restoration, and fish pond construction. These uses have both positive and negative impacts on the region’s fisheries. Our findings suggest that current laws and institutions guiding the management of water resources and the aquatic and riparian ecosystems they support may not be adequate to address emerging conservation opportunities and challenges.  相似文献
